IL passes 5 million COVID tests By Jerry Nowicki

SPRINGFIELD – After the state surpassed 5 million COVID-19 tests over the weekend, Gov. JB Pritzker and health officials touted the expansion of testing efforts at a news conference Monday. The statewide positivity rate in Illinois decreased to and leveled at about 3.5 percent over the previous three days. From Saturday through Monday, the state averaged 1,802 new cases among 53,510 test results reported on average over the three-day span. That brought the total number of cases to 275,735 among more than 5.1 million test results reported, and there have been 8,457 deaths since the pandemic first began in Illinois. There were 46 deaths reported from Saturday through Monday. The recovery rate is 96 percent for those 42 days removed from a positive diagnosis. “In a pandemic, widely available testing and faster results mean our people are safer,” Pritzker said at a news conference in Springfield. “Here in Illinois, we’ve steadily added new in-state commercial labs and greater hospital and university lab capacity utilization to get to an average of more than 50,000 tests per day. We do three and a half times the testing the average state does. And we’re one of the fastest states in delivering tests back to our residents.” Illinois Department of Public Health labs have conducted more than 615,000 COVID-19 tests, which is approximately 12 percent of all tests done in the state since the pandemic began, according to the governor’s office. “The only way right now to control this pandemic is to reduce exposure through masking and social distancing, and we’re marrying that with a strong statewide testing program,” IDPH Director Dr. Ngozi Ezike said at the news conference. While testing is one of the main reasons

the state’s positivity rate remains low, the governor said it does not mean certain precautions can be lifted. He once again stood by a decision not to allow for fall contact sports such as football despite other states’ decisions to let sports proceed. He said football participants could take part in drills and warmups, but contact could facilitate the virus’ spread. “The reason that we have overall concerns, the reason we aren’t just letting everything go at this point – Why not just remove all the barriers? Why not just go to Phase 5? Why not?” Pritzker said at a news conference in Springfield. “And the answer is because the virus is still out there, because we still have a relatively high positivity rate. It’s lower than our neighbors. That’s true. But there are quite a number of states that have a lower positivity rate than we do.” He said a concern with allowing sports was players spreading the virus to others, and the state is focusing on balancing everyday activities with public safety. “If we were only focused on the question of making sure nobody got COVID-19, we might tell everybody literally to go home, stay home. We haven’t done that, even in the beginning,” Pritzker said. “The stayat-home order was not everybody staying at home. So, you know, we’re doing the best that we can, but most of all the reason that Illinois is doing as well as it is, is that we’ve been listening to the experts.” Pritzker said Region 4 of the state’s reopening plan, which includes the Metro East area on the Missouri border, has seen its positivity rate – which was once over 10 percent – decline to 7.3 percent. That’s an indicator that increased mitigations in the area are working, he said, but it will take three days below 6.5 percent to remove mitigations such as closure of indoor service at bars and restaurants. Other regions ranged from 2.6 percent

in east-central Illinois to 7.1 percent in northwest Illinois. Pritzker’s office said the state’s testing operation has approximately 300 locations, including more than 100 Federally Qualified Health Centers and 25 state testing sites and teams. The state also has mobile testing capacity, some of which is currently deployed in the Metro East. At the end of Sunday, there were 1,436 people in Illinois reported hospitalized with COVID-19, including 364 in intensive care unit beds and 153 on ventilators. While the numbers can fluctuate by the hundreds daily, they were all just above pandemic lows where they have plateaued in recent weeks. Later in the day, Pritzker also announced the release of $156 million in Business Interruption Grant funding has been provided to 4,686 child care providers across Illinois. The funding comes from the federal Coronavirus Aid, Relief and Economic Security, or CARES, Act. The first round helped child care centers and homes in 95 counties across the state, and 47 percent of the grant funds were awarded to child care programs located in areas that have been disproportionately impacted by COVID-19, according to the governor’s office. An additional $114 million will be available for child care providers across the state through the second round of funding for the program in the coming weeks. Registered voters who requested a Vote By Mail ballot should expect to see their ballot in the mail after September 24th. The Winnebago County Clerk’s Office serves voters residing outside the city limits of Rockford and are expecting to mail over 15,000 ballots. “Voters are encouraged to return their ballots as soon as possible,” according to Winnebago County Clerk Lori Gummow. Voters can return their completed ballots

to the Clerk’s Election Department through the mail or in the white drop box located directly outside the County Clerk’s office, 404 Elm Street, Rockford which is clearly marked “Ballots Only.” “Ballots which are mailed must be postmarked no later than Election Day, November 3rd , to be counted,” according to Gummow. The Clerk’s Office has two weeks to accept and count all ballots with that postmark. If a voter receives a ballot in the mail and decides to visit their polling location

on Election Day, they must “surrender” their mailed ballot to the election judge. Then the voter will receive a regular ballot to vote on-site. “You can only vote once,” Gummow stated. Any person who knowingly votes more than once in the same election shall be guilty of a Class 3 felony. The U.S. death toll from the coronavirus topped 200,000 Tuesday, a figure unimaginable eight months ago when the scourge first reached the world’s richest nation with its state-of-the-art laboratories, top-flight scientists and stockpiles of medicines and emergency supplies. “It is completely unfathomable that we’ve reached this point,” said Jennifer Nuzzo, a Johns Hopkins University public health researcher. The bleak milestone, by far the highest confirmed death toll from the virus in the world, was reported by Johns Hopkins, based on figures supplied by state health authorities. But the real toll is thought to be much higher, in part because many COVID-19 deaths were probably ascribed to other causes, especially early on, before widespread testing. The number of dead in the U.S. is equivalent to a 9/11 attack every day for 67 days. It is roughly equal to the population of Salt Lake City or Huntsville, Alabama. And it is still climbing. Deaths are running at close to 770 a day on average, and a widely cited model from the University of Washington predicts the U.S. toll will double to 400,000 by the end of the year as schools and colleges reopen and cold weather sets in. A vaccine is unlikely to become widely available until 2021. “The idea of 200,000 deaths is really very sobering, in some respects stunning,” Dr. Anthony Fauci, the government’s top infectious-disease expert, said on CNN. The U.S. hit the threshold six weeks before a presidential election that is certain to be in part a referendum on President Donald Trump’s handling of the crisis. In an interview Tuesday with a Detroit TV station, Trump boasted of doing an “amazing” and “incredible” job against the scourge, adding: “The only thing we’ve done a bad job in is public relations because we haven’t been able to convince people — which is basically the fake news — what a great job we’ve done.” And in a pre-recorded speech at a virtual meeting of the U.N. General Assembly, Trump lashed out at Beijing over what he called “the China virus” and demanded that it be held accountable for having “unleashed this plague onto the world.” China’s ambassador rejected the accusations as baseless. For five months, America has led the world by far in sheer numbers of confirmed

infections and deaths. The U.S. has less than 5% of the globe’s population but more than 20% of the reported deaths. Brazil is No. 2 with about 137,000 deaths, followed by India with approximately 89,000 and Mexico with around 74,000. Only five countries — Peru, Bolivia, Chile, Spain and Brazil — rank higher in COVID19 deaths per capita. “All the world’s leaders took the same test, and some have succeeded and some have failed,” said Dr. Cedric Dark, an emergency physician at Baylor College of Medicine in Houston who has seen death firsthand. “In the case of our country, we failed miserably.” Blacks, Hispanics and American Indians have accounted for a disproportionate share of the deaths, underscoring the economic and health care disparities in the U.S. Worldwide, the virus has infected more than 31 million people and is closing in fast on 1 million deaths, with over 965,000 lives lost, by Johns Hopkins’ count, though the real numbers are believed to be higher because of gaps in testing and reporting. For the U.S., it wasn’t supposed to go this way. When the year began, the U.S. had recently garnered recognition for its readiness for a pandemic. Health o�cials seemed confident as they converged on Seattle in January to deal with the country’s first known case of the coronavirus, in a 35-year-old Washington state resident who had returned from visiting his family in Wuhan, China. On Feb. 26, Trump held up pages from the Global Health Security Index, a measure of readiness for health crises, and declared: “The United States is rated No. 1 most prepared.” It was true. The U.S. outranked the 194 other countries in the index. Besides its labs, experts and strategic stockpiles, the U.S. could boast of its disease trackers and plans for rapidly communicating lifesaving information during a crisis. The U.S. Centers for Disease Control and Prevention was respected around the world for sending help to fight infectious diseases. But monitoring at airports was loose. Travel bans came too late. Only later did health o�cials realize the virus could spread before symptoms show up, rendering screening imperfect. The virus also swept into nursing homes, where infection controls were already poor, claiming more than 78,000 lives. At the same time, gaps in leadership led

to shortages of testing supplies. Internal warnings to ramp up production of masks were ignored, leaving states to compete for protective gear. Trump downplayed the threat early on, advanced unfounded notions about the behavior of the virus, promoted unproven or dangerous treatments, complained that too much testing was making the U.S. look bad, and disdained masks, turning face coverings into a political issue. On April 10, the president predicted the U.S. wouldn’t see 100,000 deaths. That milestone was reached May 27. Nowhere was the lack of leadership seen as more crucial than in testing, a key to breaking the chain of contagion. “We have from the very beginning lacked a national testing strategy,” Nuzzo said. “For reasons I can’t truly fathom we’ve refused to develop one.” Such coordination should be led by the White House, not by each state independently, she said. Roberto Tobias Jr., a 17-year-old from Queens in New York City, lost his mother and father to COVID-19 a month apart in the spring. He and his sister also contracted the virus but recovered. Tobias is now applying to college, hoping to get into Columbia University and become a neurosurgeon. “Because it’s just me and my sister, we sort of have to rely on each other,” he said. “We were the only blood left.” The real number of dead from the crisis could be significantly higher: As many as 215,000 more people than usual died in the U.S. from all causes during the first seven months of 2020, according to CDC figures. The death toll from COVID-19 during the same period was put at about 150,000 by Johns Hopkins. Researchers suspect some coronavirus deaths were overlooked, while other deaths may have been caused indirectly by the crisis, by creating such turmoil that people with chronic conditions such as diabetes or heart disease were unable or unwilling to get treatment. Dark, the emergency physician at Baylor, said that before the crisis, “people used to look to the United States with a degree of reverence. For democracy. For our moral leadership in the world. Supporting science and using technology to travel to the moon.” “Instead,” he said, “what’s really been exposed is how anti-science we’ve become.”

Stocks on Wall Street shrugged off an early slide and closed higher Tuesday, halting the first four-day losing streak since the market was selling off in the early days of the pandemic. The S&P 500 climbed 1.1%, led by solid gains in technology and communications stocks, and companies that rely on consumer spending. Banks, health care and energy stocks closed lower. Homebuilders surged following a report showing U.S. home sales jumped in August to their highest level since 2006. The gains helped the market recover some of its losses a day after stocks tumbled amid a raft of worries about the pandemic and governments’ response to it. The S&P 500 rose 34.51 points to 3,315.57. The Dow Jones Industrial Average gained 140.48 points, or 0.5%, to 27,288.18. The Nasdaq composite climbed 184.84 points, or 1.7%, to 10,963.64. The Russell 2000 index of small company stocks picked up 11.71 points, or 0.8%, to 1,496.96. Tuesday’s market rebound has been the exception this month. Wall Street has suddenly lost momentum in September following months of powerful gains that returned the S&P 500 to a record. The benchmark S&P 500 index is down 5.3% so far this month, while the Nasdaq is off nearly 7%. A long list of concerns for investors has caused big swings in the market, from worries that stocks have grown too

expensive to frustration about Congress’ refusal so far to deliver more aid to the struggling economy. “Right now it’s kind of reality is setting in, looking at valuations and realizing that coronavirus is still prevalent, we don’t have a vaccine and we don’t know who’s going to be in the White House in 2021,” said Lindsey Bell, chief investment strategist at Ally Invest. Federal Reserve Chair Jerome Powell pressed Congress to act on additional aid for the economy during a House of Representatives committee hearing Tuesday, saying that the economy appears to be improving, but still likely needs more government stimulus. Extra weekly unemployment benefits and other stimulus that Congress approved in March have expired, and some areas of the economy have already slowed as a result. That support from Congress, along with unprecedented moves by the Federal Reserve to aid markets, helped halt the S&P 500’s nearly 34% plummet earlier this year. Investors say it’s crucial that Congress extended more support, but partisan disagreements have blocked the efforts. The sudden vacancy on the Supreme Court following the death of Justice Ruth Bader Ginsburg is amping up partisanship across the country, diminishing hopes even further. Among other concerns for investors are rising tensions between the United States and China, which could lead to a Chinese retaliation against U.S tech companies, as

well as the upcoming U.S. elections and all the changes in tax policy and regulations they can create. All those factors combined to knock the S&P 500 down as much as 2.7% on Monday. The uneasy trading continued early Tuesday as stock indexes swung from small gains to losses through the morning before steadying by afternoon. Tech stocks in the S&P 500 bounced between a gain of 1.7% and a loss of 0.4%, for example. Big Tech stocks have lost momentum this month on worries their stocks grew too expensive following a supersonic run through the pandemic. Apple, Amazon and others have benefited from the pandemic because it’s accelerated work-from-home and other trends that boost their profits. Tech stocks added to their gains Tuesday after a late-afternoon turnaround a day earlier. Apple gained 1.6% while Microsoft rose 2.4%. Amazon climbed 5.7%. Traders also bid up shares in homebuilders after the National Association of Realtors said that sales of previously occupied U.S. homes rose 2.4% in August to their highest level since 2006. Sales are up 10.5% from a year ago and back to pre-COVID-19 levels of early 2020. Among the biggest gainers was builder

D.R. Horton, which rose 4.7%. Stocks of companies whose profits are most closely tied to the strength of the economy clawed back some of their sharp losses from the day before, but their movements were also erratic. Norwegian Cruise Line climbed 2.3%. Energy stocks in the S&P 500 rose as much as 1.6% in the first 20 minutes of trading, only to give all the gains away. European stocks recovered some of their steep losses from Monday, which were triggered in part by worries that stricter restrictions on businesses may be on the way to stem a resurgence of coronavirus cases. U.K. Prime Minister Boris Johnson on Tuesday announced a package of new restrictions, including requiring pubs and restaurants to close between 10 p.m. and 5 a.m, but analysts said they were less extreme than some investors worried. Germany’s DAX returned 0.4%, though it’s still down 4% for the week so far. France’s CAC 40 fell 0.4%, and the FTSE 100 in London fell 0.4%. In Asia, South Korea’s Kospi fell 2.4%, Hong Kong’s Hang Seng lost 1% and stocks in Shanghai sank 1.3%. Treasury yields dipped, and the 10-year yield fell to 0.67% from 0.68% late Monday.

What’s wrong with my apples BY GRANT MCCARTY CONTRIBUTOR

Apple harvest is in full swing with each week bringing new varieties to be harvested. As you are harvesting your apples, you may find that there are noticeable flesh problems. In most cases, you can still eat these apples and carve around the bad parts. But you may have some visible damage that may tell you there is a bigger problem occurring during the growing season. It is important to realize that some of the physical damage you see could be caused by the environment. Poor pollination in the spring may be leading to oddly shaped

apples. Irregular periods of drought/rain/ cold/warm can potentially impact the apple as it develops by making it vulnerable for disease and insects. The impact of a late spring frost that we’ve seen in the Rockford area for the last couple of years can impact the fruit as it’s developing that season with blossoms dropping or damaged. Knowing your variety is crucial for much of this. Most apple trees on the market come with some form of disease resistance, which can help eliminate or control these diseases. Some insects leave behind noticeable symptoms. Plum curculio will enter the fruit and leave behind a scar that looks like a half moon. Apple maggot makes small

“pimples” on the flesh. The “pimples” will cause the fruit to be misshapen. Coddling moth will be small brown damage that is still soft where the insect has moved in. There are other insect pests on apples but many of them do similar damage. Disease will also be clear. Apple scab will be present most seasons and small, black lesions will appear on the fruit. Fireblight will appear on leaves/limbs as if part of your tree has caught on fire before spreading to the fruit. Black/brownish soft discoloration are rots that will be on the fruit and can potentially be sunken in. As you are harvesting these apples and notice problems, determine strategies for

the end of season and next. Apple scab severity can be lessened next season by raking up the leaves away from the tree this fall and disposing of them. Plan to prune your apple trees during dormancy to help open up the tree canopy while taking into account any fireblight damage where the limb will need to be pruned out. Try to remove the dropped fruit from underneath the trees too. Through both proper diagnoses and control, you can be on a path for better looking apples next year. The vision for a clean energy future starts with energy conservation and e�ciency. Taking those steps quickly cuts a carbon footprint as energy not used is the cleanest energy source. The clean energy vision includes wind and solar energy and electrified buildings and vehicles. One somewhat overlooked clean energy option is that of heat pumps. A heat pump transfers heat energy from one place to another. Today’s technology can extract thermal energy from the outside air, ground or water and transfer it directly into a building where it is compressed to raise its temperature and is distributed throughout the building. A relatively small amount of electricity is used to run the heat pump which is very e�cient and clean. Heat pumps are seen as the most e�cient alternative to fossil fuels and electrical systems for heating and cooling. In some installations they provide three times the heat or cooling of the electricity used to power the system. Since they are dependent on a reliable source of electricity they are commonly connected to the electric grid. In some cases people have chosen to provide a backup generator to ensure a continuous electrical supply. Heat pumps are used to heat and cool both large scale systems such as schools,

courthouses, and apartment buildings and smaller buildings such as homes. Ground source heat pumps use the annual average ground temperature of 55°F as a source for both heat in winter and cooling in summer. Ground source heat pumps can e�ciently meet energy needs on a year round basis. They are more costly and their installation takes more time than an air source heat pump but are longer lasting. Air source heat pumps are limited to using the air as a source of heat for a building. While some heat can still be secured from air at -4°F the e�ciency drops. Usually another means of heating a building is provided, sometimes resistance heating at lower temperatures. But its cooling process releases the heat from in the building and dumps it outside similar to the way an air conditioner removes heat from a building and dumps it outside leaving the inside cooler. The e�ciency gains from using an air to air heat pump does reduce energy bills. We have been in several homes and buildings using heat pumps. One owner of a recently built well insulated home uses a ground source heat pump for his heating and cooling the home. The home is also powered by a grid connected solar system which in e�ect uses grid electricity for backup power. For nine months of the year the only electric bill is for using the

wires owned by the utility. Another home was built at the time to rely on electric heat so it was extremely well insulated. The owner upgraded the e�ciency of the appliances in the home and later installed air to air heat pumps to reduce the consumption of resistance heating in the home. The e�ciency of air to air heat pumps varies with the outdoor temperatures but is far more e�cient than resistance heating. The home is also served by a large solar system with panels facing south, west and east. They are mounted on a frame two feet o� the ground so that any accumu-

lation of snow will not block sun access. Also the frame can be tilted to an angle to let the snow slide o�. With all his e�orts he has dramatically reduced his carbon footprint while demonstrating to others what is involved in his e�orts. While he is a model for cutting one’s carbon footprint he acknowledges that his e�orts may not be suited for other home situations. The two examples cited in this article illustrate how heat pumps accelerate the transition to cleaner energy sources. WA S H I N G T O N ( A P) — S e n a t e Republicans have swiftly fallen in line behind President Donald Trump’s push to fill the late Justice Ruth Bader Ginsburg’s Supreme Court seat as one of the last holdouts, Sen. Mitt Romney, said Tuesday he supports a vote despite Democrats’ objections it’s too close to the Nov. 3 election. Trump, who will announce his nominee Saturday, is all but certain to have the votes to confirm his choice. “I guess we have all the votes we’re going to need,” Trump told WJBX FOX 2 in Detroit on Tuesday, “I think it’s going to happen.” Conservatives are pushing for a vote before Election Day. Republicans hold a slim 53-47 majority in the Senate, and a simple majority is needed for confirmation. But with early voting for president already underway in several states, all sides are girding for a wrenching Senate battle Romney, R-Utah, backed up his decision by saying it’s not “written in the stars” that the court should have a liberal bent, and Trump’s pick will tip the nation’s high court to become more conservative. It’s “appropriate,” he told reporters at the Capitol, “for a nation which is, if you will, center right, to have a court which reflects a set of right points of view.” Trump and Senate Majority Leader Mitch McConnell have launched one of the quickest confirmation processes in modern times.
