Casino applicants present to the public By Jim Hagerty Reporter
ROCKFORD - A large crowd heard three applicants present their respective proposals to build a casino in Rockford during a public hearing Monday at the Coronado Performing Arts Center. Two presentations were for east-side casinos, the other for a downtown facility that would include an aquarium along the Rock River.
Forest City Partners
While the casino would be the main attraction of Forest City Partners’ development, the investment group also wants to use a 136-acre parcel just south of the new Javon Bea Hospital for a family attraction that features temporary casino, golf entertainment center, restaurants, senior-living facility, two water parks, and two hotels. One hotel would be a 250-room Wyndham. The other would be a privately operated facility with 150 rooms. “We have an opportunity on this site to do something more--something great for the city,” said Tom LaSalle, of LaSalle Development Group, whose company has been developing casinos and resorts since the ‘80s. LaSalle said he initially tabbed the site for commercial, residential and retail but switched gears when he learned Rockford is part of Illinois’ most recent gaming expansion plans. “It gives us an opportunity to go beyond a casino to create an environment that is family entertainment combined with adult entertainment,” he said. “We can separate those on the same site so you can have your family in a safe environment away from the casino.” The estimated cost of the Forest City project is $250 million.
Hard Rock International
Beginning its presentation with the guitar sounds of Cheap Trick guitarist Rick Nielsen, accompanied by drummer Daxx Nielsen, Hard Rock International repeated its desire to build a Hard Rock Casino at the site of the former Clock Tower Resort, adjacent to the East State Street Interstate 90 entrance. Phase 1 of the Hard Rock plan would
include the main casino, several restaurants, including Hard Rock Cafe; the Rock Shop that involves Rick Nielsen’s wife, Karen, and other retail; and Hard Rock Live!, a 1,600-seat music venue and event center. The East State Street casino would offer 1,500 slot machines and 55 table game seats. A temporary casino with 736 slot machines would be housed inside Giovanni’s Restaurant & Convention Center for 18-24 months while the permanent facility is built. Phase 2 of the $310 million project would add a hotel and parking deck. If selected, Hard Rock has committed to support numerous community projects, most notably needs of the cash-strapped Rockford Park District. The gaming company would help fund the amphitheater at Levings Park, neighborhood youth programs, expansion of Washington Park Community Center and enhancements at the Sinnissippi Park Music Shell. Hard Rock also says it will it financially support Rockford Area Venues and Entertainment Authority (RAVE), Rockford Police, Rockford Fire, Remedies Renewing Lives and the city’s Family Peace Center. The Hard Rock investment group includes Ringland-Johnson Construction CEO Brent Johnson and Dan Fischer, President of 605 Holdings. The group purchased the 21-acre Clock Tower property for $3.6 million in 2017.
Rock River West Casino Group (Gorman & Co.)
While it did not identify an operator, a group led by Wisconsin developer Gorman & Co. is proposing an urban casino in a 250,000 square-foot existing North Main Street building, just south of the under-construction Embassy Suites & Rockford Convention Center. It would offer 1,200 slot machines and 200 table gaming seats, Rock & Brews Family Restaurant, 60-room hotel addition and an aquarium. Former Rockford Housing Authority CEO, Illinois Market President Ron Clewer said that although it would generate slightly less revenue than an east-side facility, a downtown casino would anchor a growing entertainment district that includes City Market, UW Health Sports Factory and
several bars and restaurants that were not downtown a decade ago. The east side has changed too, he said. Gone are many of the retail stores and restaurants that saw their heydays when things moved east. As a result, he says the demand for a development like a casino is greater downtown. “Downtown was a different place 10 to 12 years ago,” Clewer said. “The east side was a different place 10 to 12 years ago. Real estate development was a different opportunity 10 to 12 years ago in the city of Rockford. We need to think about all that has changed in the last 10 years and how casinos can be used for an economic driver in the city of Rockford, in our downtown.” The Gorman says its temporary casino could be open by 2022. The permanent facility would be up and running two years after that. The company projects that the temporary location will generate a total of around $184 million in two years. The permanent facility would bring in $147.2 million in its first year, $166.9 million in the second year and $171.7 million by 2025.
Jobs
A Rockford casino could add nearly 1,600 jobs to the area. Each company says they range from entry-level to management and supervisory positions. Hard Rock and Forest City say they would offer shuttle transportation to employees who live in other parts of the city.
City’s share
Although the city did not include casino revenue in its 2020 budget, the new facility could yield between $4 million and $8 million in annual tax revenue. Rockford would keep 70% of those dollars and share 20% with Winnebago County, 5% with Loves Park and 5% with Machesney Park. The county and Machesney Park have already thrown support to a casino along I-90. How the municipalities spend those funds will be up to elected officials. The city is wrapping up its review of each proposal and is expected to send a recommendation to aldermen in time from Monday’s City Council meeting. Rockford has until Oct. 25 to send one or more proposals to the Illinois Gaming Board. The state’s review process will take about nine months.

Trump attacks globalism and urges action on Iran at UN BY JONATHAN LEMIRE, DEB RIECHMANN AND MATTHEW LEE ASSOCIATED PRESS
UNITED NATIONS (AP) – President Donald Trump stood before world leaders at the U.N. General Assembly on Tuesday and rejected “globalism” and liberal immigration policies while exhorting the world to act against Iran’s “bloodlust.” His speech and subsequent meetings had to compete with news from Washington that the House is moving forward with an impeachment inquiry. In his address, Trump took aim at China, Venezuela and what he called a “growing cottage industry” of radical activists intent on pushing for open borders that harm national security and sovereignty. In a later meeting with British Prime Minister Boris Johnson, he fended o� fresh questions from reporters about his attempts to press Ukraine’s president to investigate the family of political rival Joe Biden. As he spoke to the General Assembly, Trump lambasted the World Trade Organization for giving China preferential treatment that he said was undeserved. He slammed socialism for bringing ruin to Venezuela. But he reserved much of his ire for Iran, which he called “one of the greatest threats” to the planet. “Not only is Iran the world’s largest state sponsor of terrorism, but Iran’s leaders are fueling the tragic wars in both Syria and Yemen,” Trump told world leaders. “All nations have a duty to act. No responsible government should subsidize Iran’s bloodlust.” Back in Washington, talk of impeachment has been growing among congressional Democrats since it was revealed that Trump ordered his sta� to freeze nearly $400 million in aid to Ukraine a few days before a phone call in which he pressured the Eastern European nation’s leader to investigate Biden’s family. Trump, facing reporters’ questions about Ukraine during his meeting with Johnson, said there was nothing inappropriate in his contacts with Ukraine’s president, which he said were aimed at fighting corruption. He later tweeted that the government on Wednesday would release a transcript of his talk with the Ukrainian president showing it was a “totally appropriate call.” It was a remarkable split-screen dy namic, Trump using the global spotlight to push his “America First,” go-it-alone foreign policy approach even as Democrats debated his political future. Later in the day, when Trump was secluded at Trump Tower, Speaker Nancy
Pelosi announced the House would move forward with a formal impeachment inquiry. Trump quickly tweeted in response: “Such an important day at the United Nations, so much work and so much success, and the Democrats purposely had to ruin and demean it with more breaking news Witch Hunt garbage.” The Trump administration’s hard-line Iran policy got a boost on Monday from Britain, France and Germany, which blamed Iran for an attack on Saudi oil facilities earlier this month and said the time had come to negotiate a new deal with Tehran to replace the landmark 2015 nuclear accord from which Trump withdrew last year. U.S. o�cials said they hope the new European stance would galvanize opposition to Iran and boost the “maximum pressure” campaign that the administration has pursued by increasing sanctions on the Islamic republic. There had been speculation, fueled by Trump himself, that he might meet in New York with Iranian President Hassan Rouhani, but officials said that prospect was increasingly unlikely, particularly after the joint statement from Britain, France and Germany. The president met separately with France’s Emmauel Macron and Germany’s Angela Merkel, both of whom have been urging Trump to meet with Rouhani while the two are in the same city. “If he (Rouhani) leaves the country without meeting with President Trump this is a lost opportunity,” Macron told reporters as he and Rouhani met with Johnson. Rouhani, for his part, said he’d consider meeting “at any level” to explore what the Trump administration seeks in a nuclear deal — but not until sanctions against his country are lifted. He downplayed any imminent diplomatic breakthrough but added: “No one knows what America will do tomorrow.” Trump, however, did raise the possibility of a breakthrough, in comments while meeting with Iraq’s prime minister. “They would like to negotiate,” he said. “We haven’t really worked that out. They’re here. We’re here, but we have not agreed to that yet.” He s a id b ot h Fr e nc h P r e sid e nt Emmanuel Macron and German Chancellor Angela Merkel were trying to arrange a meeting. “We have a lot of people involved. A lot of people would like to get us to the table. We’ll see what happens, but so far we have not agreed to a meeting.” In his speech, the president implored
the world’s leaders to prioritize their own nations, with strong borders and one-on-one trade deals, rejecting sweeping transnational organizations and alliances. “The future does not belong to globalists. The future belongs to patriots. The future belongs to strong, independent nations,” Trump told a murmuring crowd at the General Assembly. “Globalism exerted a religious pull over past leaders, causing them to ignore their own national interests. Those days are over.” Trump’s speech was greeted with tepid applause from the world leaders. A sharp contrast to his fiery rally speeches, Trump on Tuesday adopted a more somber demeanor. He grasped the podium throughout his address, his voice at times so soft it would have been hard to hear without microphones. For an extended stretch, Commerce Secretary Wilbur Ross sat in the audience with his eyes closed, appearing asleep. Though denouncing Iran’s aggression, Trump did not explicitly blame Tehran for recent strikes against oil facilities in Saudi Arabia. Iran has denied orchestrating the attack, which Secretary of State Mike Pompeo has deemed “an act of war.” Britain, France and Germany joined the United States on Monday in blaming Iran for the attacks. Iranian Foreign Minister Mohammad Javad Zarif, for his part, pointed to claims of responsibility by Yemeni rebels and insisted: “If Iran were behind this attack, nothing would have been left of this refinery.” Trump urged Tehran to follow the example set by North Korea’s Kim Jong Un, even though the autocrat continues to hold a tight grip on his nuclear weapons. Trump, who has met with Kim for a pair of summits and a historic step into North Korea, said this week that another meeting “could happen soon.” He provided few details, and it wasn’t clear what o�cials were doing behind the scenes to set up a meeting to break the diplomatic impasse over the North’s development of nuclear-armed missiles targeting the U.S. mainland. “While anyone can make war, only the most courageous can choose peace,” said Trump, praising Kim. He also delivered a bellicose warning to Venezuela. He denounced the government of Nicolás Maduro and declared that he awaited the day “when Venezuela will be free and when liberty will prevail throughout this hemisphere.” He called socialism “the wrecker of nations” and “destroyer of societies.”

BOSTON (AP) – A Los Angeles business executive was sentenced Tuesday to four months in prison for paying $250,000 to get his son admitted to the University of Southern California as a fake water polo recruit. Devin Sloane, 53, pleaded guilty in May to a single count of fraud and conspiracy. He is the second parent sentenced in a sweeping college admissions scandal that has ensnared dozens of wealthy mothers and fathers. U.S. District Judge Indira Talwani also ordered Sloane to perform 500 hours of community service over two years of supervised release and pay a fine of $95,000. Authorities say Sloane helped fabricate documents depicting his son as an international water polo star even though he had never played the sport. He bought water polo gear online, investigators found, and staged action photos of his son in the family’s swimming pool. Sloane is a graduate of USC and founder
of the Los Angeles water systems company AquaTecture. “There are no words to justify my behavior nor will I o�er any excuses or justification,” he said Tuesday with tears in his eyes. “The crime I committed is unacceptable. In my heart and my soul I want what’s best for my son. I realize now my actions were the antithesis of that.” He was accused of paying $200,000 to a sham charity operated by William “Rick” Singer , an admissions consultant at the center of the scheme, and $50,000 to an account controlled by Donna Heinel, a former USC athletics o�cial. Sloane previously said he accepts responsibility for his crime but has argued he was drawn into the scheme by Singer, who provided a year of legitimate counseling before mentioning the scheme. Singer pleaded guilty in March and agreed to work with authorities. Heinel is accused of accepting bribes to get students admitted as fake athletic recruits. She has pleaded not guilty. sentenced in the scheme after admitting to paying $15,000 to rig her daughter’s SAT score. She was sentenced to 14 days in prison, 250 hours of community service and a $30,000 fine. Talwani challenged the idea that parents would pursue the admissions or test scheme out of a desire to help their children. “The crime that’s at issue in all of these cases is not basic care-taking for your child. It’s not getting your child food or clothing. It’s not even getting your child a college education,” she said. “It’s getting your child into a college that might be called exclusive. Are they doing that for their children or are they doing it for their own status?” Prosecutors said Sloane deserved prison time because he enlisted his son in the scheme, stole an admissions spot from another student, and failed to take full responsibility by blaming Singer. “Prison is necessary here as a great leveler between rich and poor,” federal prosecutor Eric Rosen said Tuesday. He added that Sloane’s deceit is worse than Hu�man’s. “Hu�man kept her child out of the crime,
preferring to not let her know what was going on,” he said. “The defendant, by contrast, literally threw his son into the family pool.” Several others paid similar sums to get their children into other elite schools, authorities said, while some paid as much as $400,000 per student . Sloane’s son, Matteo, was accepted to USC in 2018. It’s unclear if he still attends the school. As of this August, USC said it had not made a decision regarding students whose families were accused in the admission scheme. Fifteen parents have pleaded guilty, while 19 are fighting the charges, including “Full House” actress Lori Loughlin and her fashion designer husband, Mossimo Giannulli, who are accused of paying $500,000 to get their two daughters into USC as fake athletes. Several other parents are scheduled to be sentenced in coming weeks, including Stephen Semprevivo , who faces sentencing Thursday on charges that he paid $400,000 to get his son into Georgetown University.

SPRINGFIELD – FBI agents were seen Tuesday searching the Capitol office of state Sen. Martin Sandoval, D-Chicago, and later carrying boxes and a brown bag marked “evidence” into two SUVs. John Althen, a spokesman in the FBI’s Chicago field office, confirmed that agents were present in the building but provided no additional details. “They are engaged in an authorized law enforcement activity. Beyond that we have no further comment,” he said.
The first-floor suite contains the offices of several senators, but it was apparent the agents were focusing on the office of Sandoval, who is the Democratic Caucus whip. Through the translucent windows, reporters outside could see people moving inside that office, with occasional camera flashes visible inside. Attempts to reach Sandoval’s district office by phone were unsuccessful, but several Chicago area media outlets reported that Sandoval’s Cicero offices and his Chicago home were also being searched Tuesday. A spokesman for Senate President John Cullerton, D-Chicago, said in an email that he had no information to offer. Sandoval has served in the General
Assembly since 2003. He serves as chairman of the Senate Transportation Committee as well as a subcommittee that was instrumental in crafting the 2019 capital bill, known as “Rebuild Illinois.” He also chairs the Special Committee on Supplier Diversity. Tuesday’s raid was the latest in a series of searches and indictments involving high-profile Chicago Democrats and their close associates. But it remains unclear whether the search of the Senate office was connected to those other events. In January, Chicago City Alderman Ed Burke was indicted on 14 counts of corruption for allegedly soliciting legal business for his law firm in exchange for allowing certain development projects to
go through. In July, the Chicago Tribune reported the FBI had raided the Quincy home of former ComEd lobbyist Mike McClain, a close confidant of Illinois House Speaker Mike Madigan. Former Chicago Alderman Michael Zalewski and former political operative Kevin Quinn, who was fired by Madigan amid sexual harassment allegations, also had their homes raided this year. And in early August, federal prosecutors indicted state Sen. Tom Cullerton, a Villa Park Democrat, on embezzlement charges of allegedly receiving a salary and benefits from a labor union for which he did little or no work. A status hearing for Cullerton is scheduled for Oct. 29.

Harry Bradbeer also won an Emmy for directing Fleabag. One of my other top pick s, The
Marvelous Mrs. Maisel wasn’t entirely shut out. It swept all of the non-lead acting awards in the comedy categories. Tony Shalhoub (Abe Weissman) and Alex Borstein (Susie Myerson) won for their supporting roles, and Luke Kirby (Lenny Bruce) and Jane Lynch (Sophie Lennon) won for guest roles. Between Fleabag and Maisel, it was a big night for Amazon Prime Video. HBO’s Barry had a lot of nominations, but wasn’t entirely shut out. Co-creator and star Bill Hader really deserved his Emmy for Outstanding Lead Actor in a Comedy Series. Bing Liu’s Rockford-made Minding the Gap was nominated for an Emmy in the Documentary or Non-fiction Special category, but Leaving Neverland took the honors during the Creative Arts ceremonies which took place the weekend prior to Sunday’s live telecast. All is not lost. Minding the Gap won a Peabody earlier this year, which is an even more impressive accomplishment. Despite that loss, there was plenty to celebrate (and perhaps bemoan) about this year’s Emmy winners. One of the highlights was Billy Porter’s history-making win as Lead Actor in a Drama Series for his portrayal of Pray Tell on FX’s Pose. He’s the first openly-gay African American man to win in that category.

I know a lot of Game of Thrones fans are upset that the cast didn’t earn many Emmys. But HBO’s megahit took home the award for Outsanding Drama Series. One issue was that the supporting actress and actor categories were overcrowded with GoT cast members. They all couldn’t win, and the theory is that when cast members from the same show are nominated in the same category they split the vote. If that’s true, it makes Peter Dinklage’s (Tyrion Lannister) record-setting fourth win as Outstanding Supporting Actor in a Drama Series all the sweeter. No other actor in history has won that many Emmys in that particular category. That’s an amazing feat. The multiple-nominees from the same series theory didn’t seem to apply to Sandra Oh and Jodie Comer, the female

Chicago for beginners By Charles Herbst Contributor
You have heard about Chicago’s worldclass architecture, museums, restaurants, shopping and other attractions. You might like to see them, but you have no idea where to start. You’ve either never been downtown, or it was 20 years ago and you were tightly holding someone’s hand for dear life. Chicago is huge, complex and frankly, can be a bit terrifying. One hears the crime reports and worries if it is safe (it is), or fret about getting lost, or, heaven forbid, have to drive on Chicago’s expressways, where Westbound is actually North and Eastbound is West! Despite all that, Chicago is an exceedingly friendly city where, when you ask directions, passersby frequently will jockey for the opportunity to help you find your way. There are at least a million of them! I grew up in Chicago. I’m proud of the city and what it has become. Travel Advisor has identified it as its favorite destination in America and one of the best in the world. This is the incredibly creative place that harnessed nuclear energy, invented the skyscraper, and is the birthplace of Walt Disney. Come for a day trip – and prepare to be amazed. Weather-wise, September is probably the best month in Northern Illinois. Temperatures are pleasant, school is back in session, and touristy places are a little less crowded. Here is my suggested, simple way to get to Chicago, see the sights along the way, and have a rewarding day trip when you arrive. Getting there is half the excitement. You’ll sample the passenger trains and travel on the river that helped Chicago achieve its Midwestern preeminence. 1. Drive to the Downtown Crystal Lake Metra Station, 70 E. Woodstock Ave. at Grant Street. There is ample, paid parking, which is free on the weekend. Metra trains depart for Chicago about once an hour, but somewhat less frequently on Sunday. If you get there “between trains” there are charming little shops and such to explore in Crystal Lake. Buy your ticket in the station before you board the train. Consider buying a round trip ticket to save time later. 2. Take the Metra train to Ogilvie Station in Chicago. You may still call the train the Chicago and Northwestern or the Union Pacific. It’s the same thing. Sit by a window and relax. You’ll watch as fields become suburban housing developments. Arlington Park Race Track will be on your right. Gradually the houses will become closer together, and then become apartment buildings. Eventually these give way to high-rise towers. 3. Walk through the station to the water taxi, Madison St at the Chicago River When you get off the train, keep walking in the direction you traveled toward Madison

Walk until you reach the glass wall, turn left and continue walking into and through the next building, 2 North Riverside Plaza. Straight ahead, to the east, will be an exit overlooking the Chicago River. Once outside, you’ll see the stairway to the Chicago Water Taxi. Your best value is a day ticket. 4. Ride the water taxi on the Chicago River to Michigan Avenue. It’s perfectly ok to take pictures, gawk or engage in other touristy behavior on the water taxi. You are on the waterway that connects the Mississippi River to the Great Lakes. This is the exact route that Chicago’s discoverers, Marquette and Joliet, took in 1673! On your right will be the Riverwalk, a recently-completed promenade that has become a popular seasonal attraction. You’ll also see familiar landmarks like the Merchandise Mart, Marina City and the Wrigley Building. 5. Visit the Chicago Architecture Center, 111 East Wacker Drive, 312/922-8687. When you leave the boat, proceed up to street level and use the Michigan Avenue Bridge to cross the river. Immediately on your left, you will see a large white “C” with a red
dot in the center. Opened last year, the Chicago Architecture Center is the museum that the Chicago architecture community has been waiting for. The museum is an excellent introduction to Chicago. At the information desk, you can book a variety of walking or bus tours. Admission to the galleries is included in the tours, and represents the greatest value. During the week, same-day tours that leave from the Architecture Center are generally available. Alternatively, you can book your tour in advance, particularly on weekends or for specific tours. A highlight of the galleries is a large, scale model of Central Chicago. A short multimedia presentation is shown that gives a brief history of Chicago, focusing on its founding, the fire, development of the skyscraper, and the incredible growth the city has shown. 6. Lunch at the original Billy Goat Tavern, 430 North Michigan Avenue, 312/222-1525. You’ll remember it from Saturday Night Live: Cheezborger. No fries, chips. No Coke, Pepsi. Generations of newspaper reporters and others have had lunch there. Getting there will also give you a glimpse of the whole world that
exists underneath the main street level! This one is a little tricky to find, but just ask anyone where the Billy Goat is. (The Architecture Center can help.) It’s located on the lower level of Michigan Avenue just north of the river. Take the stairs just north of the Wrigley Building. At the bottom of the stairs make the first right and you’ll see it. 7. Have a drink at the rooftop lounge of the London House, 85 East Wacker Dr. at Michigan, 312/357-1200. Directly west of the Architecture Center, across Michigan Avenue on the south bank of the river. After the train and boat rides, an architecture tour, and a visit to the lower level. you’ve earned a libation! The view is stunning, as you sit face to face with the Wrigley Building Clock. 8. To go home, simply reverse your route. You can take the boat, or, if you like, walk along the Riverwalk back to the train station. Your train is the Union Pacific Northwest Line which leaves from Ogilvie Station, 500 West Madison Street. Enjoy the ride home. Even if you’ve been to Chicago before, this trip will give you a new perspective.

Stocks fall as Democrats turn up heat on Trump BY ALEX VEIGA

Stocks dropped on Wall Street Tuesday as House Democrats met to consider a potential impeachment probe of President Donald Trump and a report showed a drop in consumer confidence. After a higher open, stocks declined as the Conference Board, a business research group, reported its consumer confidence index fell to 125.1 in September from a revised reading of 134.2 in August. That’s worrisome because consumer spending has underpinned the economy during a slowdown in manufacturing. The declines intensified after reports said a growing number of Democrats were in favor of launching an impeachment inquiry against the president and House Democrats were meeting to consider the possibility. Stocks recovered somewhat after Trump said he plans to release the full transcript of a July phone call with Ukraine’s president that is at the center of the impeachment discussions. It was the market’s most volatile day this month. The Dow Jones Industrial Average swung from a gain of 130 points to a loss of around 245 points as investors’ attention swung between headlines on economics and politics. The index finished with a loss of 142 points. “News of increased likelihood of impeachment proceedings has just added to this overall level of uncertainty that’s out there right now,” said Willie Delwiche, investment strategist at Baird. House Speaker Nancy Pelosi announced the House is moving forward with an o�cial impeachment inquiry after the market closed. safety – they piled into bonds, sending yields sharply lower. They also bid up utilities and household goods makers. All other sectors declined. The S&P 500 index fell 25.18 points, or 0.8%, to 2,966.60. The benchmark index remains within 2% of its all-time high set in late July. The Dow slid 142.22 points, or 0.5%, to 26,807.77. The Nasdaq lost 118.84 points, or 1.5%, to 7,993.63. Traders also turned away from smaller company stocks. The Russell 2000 index gave up 24.64 points, or 1.6%, to 1,533.61. Trade news was also in the mix Tuesday. Investors were optimistic after U.S. Treasury Secretary Steven Mnuchin confirmed that trade negotiations with China will resume the week of Oct.7. But Trump dampened that sentiment with remarks before the U.N. General Assembly, where he underscored the need for a fair trade deal with China, threatening more tari�s. “Trump’s speech to the U.N. did not seem conciliatory toward China,” Delwiche said. “The speech today didn’t suggest that there was anything imminent in terms of good news from a trade perspective.” Tuesday’s volatile turn in the market is a break from what has mostly been positive run for stocks this month after trade tensions between the U.S. and China eased somewhat, fueling speculation among investors that the countries’ next round of negotiations might at least yield an interim deal on trade. The market’s gains have become weaker as September nears its end. The S&P 500 notched a 2.8% gain the first week of the month, but is currently on track for a gain of 1.4%. While uncertainty over a possible impeachment probe into President Trump unsteadied markets Tuesday, history shows the impeachment of a president doesn’t necessarily mean disaster for the stock market. The S&P 500 dropped 1.7% on Sept. 9, 1998, when Independent Counsel Kenneth Starr delivered his report to Congress on possible impeachable o�enses by President Bill Clinton. But concern that slumping economies abroad would drag down the U.S. economy was the bigger story of the day for the market. Two days later, when Starr’s report was released to the public, the S&P 500 jumped 2.9% after investors saw the allegations weren’t as bad as some had feared. Stocks veered up and down in the weeks that followed but were solidly higher when the House of Representatives voted in December 1998 to impeach Clinton. When
trading opened for the first time following just the second impeachment in the nation’s history, the S&P 500 rose 1.2%. Stocks would keep jumping as they inflated until the dot-com bubble burst in 2000. Technology stocks accounted for a big slice of the market’s decline Tuesday. Chipmaker Intel fell 2.1% and Qualcomm dropped 2.6%. Energy stocks also dragged on the market as crude oil prices fell 2.3%. Schlumberger slid 4.7% and Halliburton gave up 5.4%. Investors shifted money into consumer product makers and utilities. Both those sectors moved higher as they are typically considered safer places to shift money when economic growth is uncertain. Bonds rose and pushed yields lower in another sign that investors were becoming more cautious following the weak consumer confidence data. The yield on the 10-year Treasury slipped to 1.64% from 1.7% late
Monday. Banks, including Citigroup, slid on the lower bond yields. The lower yields hamper a bank’s ability to raise interest rates on loans. Citigroup lost 2.4%. AutoZone fell 4.4% after the auto parts retailer’s fiscal fourth quarter sales fell shy of Wall Street forecasts. Benchmark crude oil fell $1.35 to settle at $57.29 a barrel. Brent crude oil, the international standard, dropped $1.67 to close at $63.10 a barrel. Wholesale gasoline fell 3 cents to $1.65 per gallon. Heating oil declined 3 cents to $1.97 per gallon. Natural gas fell 3 cents to $2.50 per 1,000 cubic feet. Gold rose $8.40 to $1,532.10 per ounce, silver fell 8 cents to $18.52 per ounce and copper was unchanged at $2.59 per pound. The dollar fell to 107.05 Japanese yen from 107.45 yen on Monday. The euro strengthened to $1.1018 from $1.0995. Major European stock indexes fell.

As your vegetable garden shuts down this fall, now is a good time to work on preparing the soil for next spring and summer. It goes counter to what you might think as most growers will prep the soil in the spring by placing a compost/aged manure in the soil months before planting and then add a fertilizer to the bed right before placing vegetable transplants. Fall soil management is focused on adding organic matters. These organic matters can be cover crops, compost, manure, leaf litter, and plant debris. The benefit to fall soil management is that you can add raw manure in the fall since you will not be adding your plants until the spring. As the raw manure ages in your garden area from fall into spring, it will mean that it has killed o� any harmful pathogens. It will also be feeding microbial communities. While your good microbial communities will increase in population because of the raw manure and then decline into winter, you are still better doing this than waiting to add raw manure in the spring. start contributing to your soil by decomposing into your overall soil organic matter. Making up 1-5% of the soil, the soil organic matter contains 95% of the nitrogen the plants can take up. Organic matters take time to contribute to the soil organic matter meaning that leaves added in fall 2019, may still be breaking down into 2020 and 2021. This is what you are after though as it’s providing food for microbial communities and addressing your soil health. Once you’ve removed your summer plants, you could place leaf litter on top of this bed. It will break down into spring and provide good coverage to keep weeds from being a problem. You may need to cut leaves up to start the process but this would be a fine strategy. Avoid pine needles as the acidity can sometimes make its way to the soil. If you have acid loving plants like blueberries, than pine needles could be broken up and place on the soil or turned into the soil. Last Friday, September 20th, was the day for a worldwide strike by young people and adults to demand transformative action be taken to address the climate crisis. Millions of people took to the streets in support of youth who are demanding a right to a future. Similar events were held around the globe in 120 participating countries and in all US states. The event was held three days before the United Nations Climate Action Summit being held in New York City on Monday, September 23. It is an outgrowth of the Fridays For Future events stimulated by Greta Thunberg’s actions in Sweden when she did not go to school one Friday and instead protested before the parliament regarding what she felt was their failure to act on climate change. She continued her actions throughout the year and similar actions were taken by other students throughout the world. She addressed the Climate Action Summit attended by political leaders around the world and repeated her call for action. She and other youth leaders are not posing as experts on climate change. Instead they tend to recommend that political leaders turn to climate change experts for recommendations on what actions need to be taken. Youth of the world increasingly feel that the climate emergency raises questions regarding the quality of their future. They are concerned that political leaders have not taken su�cient actions to correct the problems. They hope their actions generate su�cient pressures on political leaders to overcome the barriers which prevent implementing appropriate solutions. Scientists have long warned about the risks of burning fossil fuels such as coal, oil and gas which release carbon dioxide as a waste product. Its presence prevents the release of heat from the atmosphere thus warming the climate. Its impacts, such as the heavy rains in Illinois adversely impacting agricultural productivity, have grown increasing apparent. Within Illinois events were held in multiple places including Chicago, Champaign-Urban, DeKalb, Evanston, Rockford and Waukegan. In Chicago, employees of the Field Museum of Natural History joined the event with some of their scientists giving presentations to students from 50 schools in the area. A Friday event in Rockford organized by the Origins of Music featured a street theatre event. Other events are being held throughout the week following the
Friday sessions. Some of the Illinois events called on political representatives to support legislative actions on two proposals to increase the presence of renewable energy in the state. They are the Clean Energy Jobs Act and the Path to 100 Act which supporters hope to pass in the six day veto session this fall. Private sector support was also on display as employees called for action on climate change from their fi rms such as those a�liated with Amazon. Just recently the firm announced that it placed an order for 100,000 electric deliver vehicles from Rivian which is opening a manufacturing plant in Normal, Illinois. Youth, whose future is at stake, are leading the way to what they hope will be a better world. The broad base of support is an optimistic sign.

A Hands-on Photovoltaic (solar electricity) class will be o�ered at 1230 E. Honey Creek Rd., Oregon, from 10 A.M. – 3 P.M. on Saturday, October 5. The instructor is an experienced designer and installer of solar electric systems. Both advanced and beginners are welcome. The class will include an introduction to a typical roof mounted PV system, grid tied and battery based systems, designing a code compliant solar system, and subsidies. The hands-on section will allow class members to assemble a real one kilowatt grid tied PV system on site. This will include laying out the solar panels, making the wiring connections between them and wiring the inverter, charge controller and breaker switches. After connecting each portion of the solar assembly, the unit will be voltage tested and wired so it will be ready to connect to the house breaker box. The system will then be disassembled. The cost for the workshop is $20 for Illinois Renewable Energy Association members and $40.00 for non-members, which will include membership. For those who want lunch, there will be an additional $6/person charge. The maximum enrollment for this class is 16. Advanced registration and payment are essential. The deadline is October 3. ROCKFORD - Two-time Stanley Cup champion Kris Versteeg is back on the ice with Rockford IceHogs. The forward was on hand last Sunday for the opening Rockford’s training camp, after a preseason stint with many of his former Blackhawks teammates. The 33-year-old winger signed an AHL contract with Rockford in April. And is expected to be a strong veteran presence in the locker room. He also aims to prove he still belongs in the North American pro game. “It will be exciting,” Versteeg said. “I want to still play at the high level I know I’m capable of.” Versteeg split the 2018-19 season between the Swedish Hockey League and Kontinental Hockey League and Swedish Hockey League combining for 16 points in 23 games during the regular season. Scoring 11 points in 12 games with Avangard Omsk of the SHL, he finished the slate by helping Vaxjo reach the KHL postseason. Before playing in the Boston Bruins’ organization for two seasons, Versteeg was traded to Chicago and skated in 27 games for its then-AHL affiliate Norfolk Admirals during the 2006-07 season. He scored 18 goals in 56 games the next season with the IceHogs. Versteeg made his NHL debut Nov. 22, 2007. Versteeg scored more than 30 points eight times in the NHLand logged 50 points twice – a 53-point outing with the Blackhawks in 2009-10 and his 54-point 2011-12 season in Florida. Overall, he scored 358 career points in 643 NHL games. While he says he can still contribute, he’s signed to an AHL contract, which means he can’t be called up to Chicago. But that’s not to say Versteeg isn’t looking forward to the upcoming season. “I get to come back to an organization that I am familiar with,” he said. “I still think I have a lot of hockey left.” Versteeg latest stint in Rockford began with a phone call to Rockford General Manager Mark Bernard shortly after last season. The conversation centered on the Lethbridge, Alberta native’s desire to continue his career closer to home. A nagging hip injury had been repaired. He was skating on all cylinders for the first time in three years and realized he was in a unique position. “I can come in and help the young guys in Chicago develop the way the older guys when I was in Rockford helped me develop.” he said. “There’s a lot of guys I owe a lot of credit to. I hope I can help those young guys, and one day they can think of me. I get to help the Rockford IceHogs youth and help them win. One of the things Versteeg knows well is winning. He made his NHL postseason debut with 12 points in 17 games with the Blackhawks in 2008-09 before posting a career-high 14 points in 22 playoff games with Chicago en route to the Stanley Cup championship in 2009-10. He enters the 2018-19 campaign with 48 points (18g, 30a) in 93 career NHL playoff games from 2008-17. In 11 NHL seasons, he reached the playoffs eight times and won his second Stanley Cup in 2014-15. In between his championship seasons came stints with Toronto Maple Leafs and Florida Panthers. He then skated with the Carolina Hurricanes, Los Angeles Kings and Calgary Flames. Versteeg returns to the IceHogs with 127 points (46g, 81a) and 226 PIMs in 139 career AHL games between Providence (2005-07), Norfolk (2006-07) and Rockford (2007-08).

Not Full(er) of himself: Late-blooming Fuller galvanizes Bears defense By Robert Zeglinski Contributor
When an NFL first-round pick doesn’t provide immediate gratifying results, the human tendency to write their career prospects off is all too easy. It’s second nature in a league and game often more demanding in the present moment – at least by perception – than many assortments of blue collar, red blood and dangerous professions. The only luxury that players selected in the money round of the NFL Draft receive is patience and understanding. Patience of which stems from their organization refusing to give up on a lucrative investment because of rampant disappointment, perennially hoping the investment has a crystallizing moment before the glass breaks. Understanding is seamlessly translated into endearing terms and phrases of “raw” “young, green player” and “still learning the ropes,” all of which are inherently designed to indirectly alleviate pressure on someone who would’ve been better served extending their stay in college football. No one else on a professional football roster is afforded the leeway a first-round pick enjoys on the surface. And no one else on a team has to contend with the weightiest of blatant underlying criticism when an ostensible franchise player has proven to be anything but. But sometimes, patience is more than a warranted justification or rationalization for early pitfalls. Sometimes, patience affords a talented prospect time to bloom. It lets them blossom and morph into the cornerstone they were destined to be. As with many circles of life, some people dominate from the starting gun and jump into the water already perfect swimmers. Others need breathing room before they figure “it” out and can float on their own. Most everyone has the same destination in the end. Two years ago, Kyle Fuller was an alsoran, an afterthought, and an abject failure on the Bears’ scouting department for not digging deeper to a more viable, reliable, and useful player. After an uneven start to his professional career marked by a seemingly endless assortment of flash plays both created and surrendered, the former 2014 first-round pick missed the entirety of the 2016 season due to undisclosed knee issues. When the Bears neglected to pick up the fifth-year option on Fuller’s first-round rookie contract—a move that would’ve offered Fuller every semblance of long-term security—the veteran defensive back was lost in the wings. He was in the worst place a person
can find themselves: Purgatory, with no escape ladder in sight to pull himself out. Whatever was faulty with Fuller’s inner workings then, it’s not an issue anymore. The broken switch with no fuse he once possessed is clicking with a fresh power source. Where Fuller finds himself is sitting among the very best at his position in a place of aggressive peace on the boundary. Since 2017, after his best impression of football’s Waldo, Fuller has transformed into the premier cornerback an eccentric Phil Emery once steadfastly believed he would become. The 27-year-old’s 123 tackles, 43 passes defensed, and nine interceptions over the course of the 2017 and 2018 seasons combined, placed him comfortably amongst the league’s proposed elite cornerbacks. A First-Team All-Pro selection last season – making Fuller the first Bears cornerback to garner such an honor since Charles Tillman in 2012 – punctuated his late-arriving but nevertheless meteoric rise. A lucrative contract where the Bears were forced to outbid the Packers for his services was the financial exclamation point for a player who could finally stand up on his own two legs alone. When anyone ever discusses the merits of the Bears, their all-encompassing defense, and any Super Bowl windows, the first few names that come to mind are on speed dial. Khalil Mack. Akiem Hicks. Eddie Jackson. A trio of game-changers. The envy of every porous NFL defense. The main personified reason the Bears are placed on a championship pedestal, even if only in hypothetical terms. A more accurate billing would fit Fuller in this same hallowed group as this Bears Cerberus and in turn transform them into the Four Horsemen of the Apocalypse, or any other Biblical parallel. Aside from the brilliance of Mack, who may be one of the greatest pass rushers to ever step in between the lines, Fuller’s talent is every bit worthy of being compared against the Bears’ top players. It’s Mack, the face of Chicago’s entire operation, who has the most fitting assessment of his cornerback partner. Mack’s endorsement doesn’t come packaged in words or in monologues, but in emphatic action. Last January, when the Bears were preoccupied in celebrating their NFC North title in almost a decade, it was Mack who insisted Fuller sit in on any requested interviews with the press. It was Mack who gave Fuller a quiet vote of confidence by confirming he was included in all proceedings. Fuller’s importance to the resurgence of the Bears can never
be overstated by this respect. Mack is the straw that stirs the Bears drink, but Fuller has never drawn the short straw. Over the course of his five-year winding NFL journey, Fuller has never been one to revel in the spotlight. When a camera’s been in his face, encroaching upon everyone’s coveted personal space, Fuller has managed to be a professional and provide the requisite soundbite or interview, but nothing more. For a star cornerback, he conducts himself more like an undrafted grinder near the bottom of the roster. His job is to excel at the football-playing, not to discuss why he’s so proficient at laying down punishment on a helpless receiver in the flat. His job is to lock down respective No. 1 receivers, certainly not to blow up his public profile over yet another clutch, back-breaking interception for the offense. If Fuller didn’t make so many plays, if he didn’t flash game in and game
out, you wouldn’t be remiss in forgetting his existence. Perhaps that’s what gives Fuller his edge. By keeping his emotions and personal feelings close to the vest, he’s motivated himself to reach his potential, to attain brilliance. More likely, it’s a precise metaphor for how most of this defense operates: their play and only their play does the talking, and their bite is considerably stronger than their bark. And their stars, if Fuller is any indication, channel indignation from skeptics into a dread-inducing force to be reckoned with. That it happened later than expected for some of them, changes nothing of the fear they inspire in the competition. Robert is a writer, editor, and producer.
