Pritzker signs revised state legislative maps Challenges likely in both state and federal courts By Peter Hancock

SPRINGFIELD – Despite opposition from Republicans as well as reform groups, Gov. JB Pritzker on Friday signed into law the revised state legislative district maps that lawmakers passed in August, opening the door to almost certain court challenges. “These legislative maps align with the landmark Voting Rights Act and will help ensure Illinois’ diversity is reflected in the halls of government,” Pritzker said in a statement. But not everyone agrees that the maps do reflect the state’s diversity. The political action arm of the reform group CHANGE Illinois issued a statement

arguing that they actually dilute minority voting power. “Many major groups agree the new maps reduce the numbers of majority Black voting age population districts and majority Latino voting age population districts,” the group said in a statement. “The Mexican American Legal Defense and Educational Fund’s lawyers have said they believe the state representative and Senate maps dilute Latino voting power. The Latino Policy Forum asked Pritzker to veto the maps for the same reason. Illinois African Americans for Equitable Redistricting also said the maps do not create enough Black majority voting age districts.” Lawmakers initially adopted maps during the spring legislative session in order to meet the state constitution’s June 30 deadline, despite the fact that they didn’t yet have the official, detailed

U.S. Census data needed to draw districts with nearly equal population. Republican leaders, as well as the Mexican American Legal Defense and Education Fund, or MALDEF, quickly filed a federal lawsuit in Chicago arguing that they were unconstitutional because they were based on population estimates from survey data rather than official census numbers. When the official numbers finally came out in mid-August, they did in fact show that population variances between districts were far outside what is allowed under U.S. constitutional law, prompting Democratic leaders to call a special session to adjust the new maps. Republicans argue, however, that those maps were passed well after the state constitution’s June 30 deadline and, therefore, the task should be given to a bipartisan commission, a process in which Republicans would have a 50-50 chance of gaining a partisan advantage. That decision will ultimately be up to the courts. There have been efforts in the past in Illinois to establish a permanent nonpartisan commission to redraw maps every 10 years, an idea that Pritzker and many Democratic lawmakers have said they support. But no such plan has gotten through the General Assembly. “Governor Pritzker’s signing of the legislative maps sends a clear picture of the severity of his ‘retrograde amnesia’ and efforts to deceive Illinois citizens,” House Republican Leader Jim Durkin, of Western Springs, said in a statement. “The governor now joins the multitude of Democratic legislators who lied to voters by campaigning for and promising ‘fair maps.’” “Rarely do politicians get the chance to break a campaign promise twice,” said Senate Minority Leader Dan McConchie, of Hawthorn Woods. “I am deeply disappointed that Gov. Jamar Holloway was raised in a multi-generational home with his grandmother, who was blind. His upbringing provided him a unique skill set where he innately understood an individual’s visual needs by practicing patience and compassion. This led to a successful career as an optician, eyewear design aficionado, and collector. The realms of art & design come together when Holloway curates “Artistry in Eyewear,” a unique and “eye-catching” exhibition, opening in the Kortman gallery, October 1st and 2nd, ArtScene weekend. The exhibit explores how art has inspired

eyewear and how eyewear design has become art. Works include a variety of media including painting, printmaking, sculpture, jewelry, pyrography, and optical design collections. “Expanding on my commitment to eye health, I have built relationships with independent eyewear designers that focus on the artistry of design within their eyewear collections,” said Holloway. “I thought it would be inspiring to bring designers and artists together in an exhibition that blends these creative people around the concept of eyewear as the subject matter.” “We loved the notion of taking an every-

day functional object like eye glasses as seen through with imaginative lenses of artists,” said Kortman gallery director Doc Slafkosky. “Its quite a…pardon the pun… visionary concept that’s a perfect fit for our gallery space.” Participants in the exhibit include artists from both Rockford and Chicago: Candice Johnson, Socorro Mucino, Meryl Morris, Brian Estep, Jesus Correa, Fatherless, Scott Urban, Nick Cashmere, and Brett Whitacre. Contributing eyewear collections are from Claire Goldsmith, Orgreen Optics, Anne et Valentin, Lafont Eyewear, Rolf Eyewear, Frame Chain, Scott Urban Reflectacles, and David Spencer Eyewear.

A private vintage eyewear collection will also be on display. Kortman Gallery opening receptions for “Artistry in Eyewear,” featuring works from artists and eyewear designers, are Friday, October 1st from 5 to 9pm and Saturday, October 2nd, 4 to 9pm, ArtScene weekend. WA SHINGT ON (A P) — T wo k e y Democratic senators are expected to meet Tuesday with President Joe Biden at the White House as the party works to narrow his $3.5 trillion legislative package and momentum builds to close the deal with centrist and progressive lawmakers. Sens. Joe Manchin D-W.Va., and Sen. Kyrsten Sinema, D-Ariz., are linchpins for the final package — two centrist lawmakers who have balked at the price tag and are now under pressure to show Biden what amount they could live with. Biden is expected to meet separately with Manchin and Sinema as he works to come up with a final number, according to a person familiar with the meetings and granted anonymity to discuss them. “In the next day or so we hope to come to a place where we can all move forward on that,” House Speaker Nancy Pelosi told reporters Tuesday at the Capitol. Pelosi said she had yet to hear a new topline figure from Manchin or Sinema, but indicated that she expects talks to start moving swiftly toward a conclusion that would enable passage of Biden’s package as well as a companion $1 trillion public works bill. “We have to see what comes of the negotiations that are going on — if they are worthy of the commitments we have made,” she said. “We will pass both bills.” The behind-the-scenes talks come as Republican senators blocked a bill Monday to keep the government operating and allow federal borrowing. Democrats aiming to avert a shutdown pledged to try again — at the same time pressing ahead on Biden’s big plans to reshape government. The efforts are not necessarily linked, but the fiscal yearend deadline to fund the government past Thursday is bumping up against the Democrats’ desire to make progress on Biden’s expansive $3.5 trillion social spending and climate legislation. It’s all making for a tumultuous moment for Biden and his party, with consequences certain to shape his presidency and the lawmakers’ political futures. “You know me, I’m a born optimist,” Biden told reporters Monday, as he rolled up his sleeve for a COVID-19 booster shot. “We’re gonna get it done.” Monday’s 50-48 vote against taking up the bill fell well short of the 60 needed to proceed over a GOP filibuster. Democratic Majority Leader Chuck Schumer switched

his vote to “no,” a procedural step to allow him to bring the measure back for consideration. With days to go, Democrats said they will try again before Thursday’s deadline to pass a bill funding government operations past the Sept. 30 fiscal year end, stripping out the debate over the debt limit for another day, closer to a separate October deadline. Treasury Secretary Janet Yellen told Congress in a letter Tuesday that Oct. 18 is the end date — when the Treasury Department will likely exhaust all of its “extraordinary measures” being taken to avoid a default on the government’s obligations. Yellen urged Congress to “protect the full faith and credit of the United States by acting as soon as possible” to either raise the debt limit or suspend it. Meanwhile, the real action is unfolding behind the scenes over the $3.5 trillion measure, with Biden and his Democratic allies in Congress seeking a once-in-a-generation reworking of the nation’s balance sheets. From free pre-kindergarten and child care subsidies for families with small children to dental care and hearing aids for seniors with Medicare, there’s a lot in the president’s proposal — all to be paid for with higher taxes on corporations and the wealthy. With Republicans solidly opposed, Democrats are rushing to trim the total and win holdouts within their own party. As the overall price tag comes down, Pelosi said the House Democrats would not move ahead on a bill until it is acceptable to their colleagues in the Senate. “We’re not there yet,” she said. Exiting the evening caucus meeting, Rep. Richard Neal, D-Mass., the chairman of the Way & Means Committee, said as momentum builds toward Thursday, he was expecting a new total amount: “Let’s pop the number.” Building on a separate $1 trillion bipartisan public works package that’s already cleared the Senate and is heading for a House vote Thursday, Biden is seeking major spending for health care, education and efforts to tackle climate change. The total price tag, he contends, is actually “zero” — covered by the expected increase in tax revenue. He i s p er sona l ly ca l l i ng fel low Democrats in Congress in an effort to resolve differences and bring his sweeping domestic policy vision forward. But Republicans say it’s real spending that can’t be afforded, and a reflection of

the Democrats’ drive to insert government into people’s lives. And so far, the bill is also too big for Manchin, Sinema and other key Democrats whose votes are needed in the face of the GOP opposition. Manchin has previously proposed spending of $1 trillion to $1.5 trillion. Progressive lawmakers said they’ve already compromised enough with more centrist Democrats, but in one potential development, Rep. Pramila Jayapal, D-Wash., the chair of the Congressional Progressive Caucus, confirmed she and Sinema have been in talks. Biden’s proposal is to be paid for by increasing the corporate tax rate, from 21% to 26.5% on businesses earning more than $5 million a year, and raising the top rate on individuals from 37% to 39.6% for those earning more than $400,000 a year, or $450,000 for couples. While Democrats are largely in agreement on Biden’s vision — many ran their campaigns on the longstanding party priorities — stubborn disputes remain, including how to push toward cleaner energy or to lower prescription drug costs. W it h a l l R e p u bl i c a n s o p p o s e d, Democratic leaders can’t spare a single vote in the 50-50 Senate, relying on Vice President Kamala Harris to break a tie to pass the eventual package. All this comes as other deadlines swirl this week to pay for government operations and allow more borrowing or risk a devastating federal shutdown or debt default — though those dire scenarios appear unlikely. The bill Senate Republicans rejected Monday night would have funded government operations temporarily, to early December, while also providing emergency funds for Hurricane Ida and other disaster relief and for Afghan refugees. Republican leader Mitch McConnell rejected that approach because Democrats also included a provision to suspend the debt limit, which would allow continued borrowing to pay off the nation’s bills. McConnell has said he wants to fund the government and prevent a devastating debt default, but wants to force Democrats to split the package in two and take the politically uncomfortable debt ceiling vote on their own.

Joint Chiefs chairman calls Afghan war a “strategic failure” By Robert Burns and Lolita C. Baldor Associated Press

WASHINGTON (AP) — In his first congressional testimony on the tumultuous withdrawal from Afghanistan, the top U.S. military officer called the 20-year war a “strategic failure” and said he believes the U.S. should have kept several thousand troops in the country to prevent the Taliban takeover that happened faster than forecast. Gen. Mark Milley, chairman of the Joint Chiefs of Staff, refused to say what advice he gave President Joe Biden last spring when Biden was considering whether to keep any troops in Afghanistan. But he told the Senate Armed Services Committee it was his personal opinion that at least 2,500 were needed to guard against a collapse of the Kabul government and a return to Taliban rule. In a blunt assessment of the outcome to a war that cost 2,461 American lives, Milley called it a strategic failure. “The enemy is in charge in Kabul,” he noted, referring to the Taliban having taken control of the capital on Aug. 15. “There’s no way else to describe that,” he said, adding that it’s possible the U.S. military’s biggest failure was to make the Afghan military overly dependent on an American presence and technology. Gen. Frank McKenzie, who as head of Central Command had overseen the final months of the U.S. war, said he agreed with Milley’s assessment. He also declined to say what he had recommended to Biden. The Senate hearing was at times contentious, as Republicans sought to portray Biden as having ignored advice from military officers and mischaracterized the military options the president was presented last spring and summer. Sen. Tom Cotton, R-Ark., asked Milley why he did not choose to resign after his advice was rejected. Milley, who was appointed to his position as chairman of the Joint Chiefs of Staff by President Donald Trump and retained by Biden, said it was his responsibility to provide the commander in chief with his best advice. “The president doesn’t have to agree with that advice,” Milley said. “He doesn’t have to make those decisions just because we are generals. And it would be an incredible act of political defiance for a commissioned officer to resign just because my advice was not taken.” Test if y ing alongside M illey and McKenzie, Defense Secretary Lloyd Austin defended the military’s execution of a

frantic airlift from Kabul and asserted it will be “difficult but absolutely possible” to contain future threats from Afghanistan without troops on the ground. Under questioning, he, too, declined to say what advice he had given Biden about whether to make a full troop withdrawal. Milley cited “a very real possibility” that al-Qaida or the Islamic State group’s Afghanistan affiliate could reconstitute in Afghanistan under Taliban rule and present a terrorist threat to the United States in the next 12 to 36 months. It was al-Qaida’s use of Afghanistan as a base from which to plan and execute its attacks on the United States on Sept. 11, 2001, that triggered the U.S. invasion of Afghanistan a month later. “And we must remember that the Taliban was and remains a terrorist organization and they still have not broken ties with al-Qaida,” Milley said. “I have no illusions who we are dealing with. It remains to be seen whether or not the Taliban can consolidate power or if the country will further fracture into civil war.” Austin questioned decisions made over the 20-year course of the U.S. war in Afghanistan. In retrospect, he said, the American government may have put too much faith in its ability to build a viable Afghan government. “We helped build a state, but we could not forge a nation,” he told the Senate Armed Services Committee. “The fact that the Afghan army we and our partners trained simply melted away – in many cases without firing a shot – took us all by surprise. It would be dishonest to claim otherwise.” Asked why the United States did not foresee the rapid collapse of the Afghan army, Milley said that in his judgment the U.S. military lost its ability to see and understand the true condition of the Afghan forces when it ended the practice some years ago of having advisers alongside the Afghans on the battlefield. “You can’t measure the human heart with a machine, you have to be there,” Milley said. Austin acknowledged shortcomings in the final airlift from Hamid Karzai International Airport that began Aug. 14, such as an initial wave of violence at and near the airfield that led to multiple deaths of Afghan civilians. But he asserted that the airlift was a historic accomplishment that removed 124,000 people from Taliban rule. “To be clear, those first two days were difficult,” said Austin, who is a veteran of the war. “We all watched with alarm the images of Afghans rushing the runway and

our aircraft. We all remember the scenes of confusion outside the airport. But within 48 hours, our troops restored order, and process began to take hold.” The Biden administration faces criticism on multiple fronts for its handling of the final months of the war. Sen. James Inhofe, t he ran k ing Republican on the Armed Services panel, told Austin and Milley that the withdrawal and evacuation amounted to an “avoidable disaster.” Republicans in particular have intensified their attacks on President Joe Biden’s decision to pull all troops out of Afghanistan by Aug. 30, saying it left the U.S. more vulnerable to terrorism. They are demanding more details on the suicide bombing in Kabul that killed 13 American

service members in the final days of the withdrawal. The withdrawal ended the longest war in U.S. history. The Biden administration, and some Democrats in Congress, have argued that former President Donald Trump bears some of the blame for the war ending in a Taliban victory, since his administration signed a deal with the Taliban in 2020 that promised a full American withdrawal by May 2021. They also have pointed to a yearslong U.S. failure to build an Afghan military that could stand up to the Taliban. “This is not a Democratic or a Republican problem. These failures have been manifesting over four presidential administrations of both political parties,” Sen. Jack Reed, D-R.I, said the day after the Taliban took over Kabul on Aug. 15.

just remember feeling as though we were on a roll, as the ri�s just kept pouring out. I would have ideas daily and we seemed to spend more time in the rehearsal room than anywhere else. That was our life back then. TH: Backing up a bit, what got you into music in the first place? Coming up in Toronto there certainly were no shortage of influences for a young lad like yourself to absorb ( Rush, Triumph, Anvil, etc) Thoughts? NW: Well, It was actually hearing and seeing the image of KISS that was the defining moment. I bet if you ask a lot of the musicians of my generation most of them would tell you the same thing. Toronto had a large music community and many places to play, before and when I was on the scene. There were a lot of big signed acts as well, surprisingly enough. TH: With the release of the debut album in 1992 you guys sort of caught the tail end of the MTV, hard rock, metal thing before

For those who don’t know you’re from Toronto Canada and were the singer for the very popular hard rock Canadian band Slik Toxik. You guys eventually signed with EMI Records and released the album “Doin the nasty” with Paul Gross producing in 1992. The album ended up winning the 1993 Juno Award for “Best Rock Album of the Year” and in 1994 the band went on to sign with Strawberry records releasing the album “Irrelevant”. Tell us what sticks out in your memory the most about the years 1988 through 1991 when you were writing Slik Toxik’s debut “Doin the nasty” (EMI Records) Nick Walsh: Well, back then we were just young men filled with testosterone and ready to take on the world. the doom and gloom of Grunge Rock reared its ugly head. Could you see the change coming? NW: We didn’t see the change until we were actually on the road in support of the album. I remember speaking to my father on the phone while I was in the Midwest and he was telling me about this band called Nirvana, saying that they are gonna be the next big thing. We waited in our hotel watching MTV in anticipation to see their video and hear their music and we did but we didn’t think it was gonna take o� because of the rawness and simplicity of it all. Boy were we wrong! TH: W hy the name “Irrelevant” (Strawberry Records) for the second ST album? NW: Because I was out voted that’s why! (laughs) TH: I understand that you got away from writing and performing for a couple of years during the early 2000s or so. What was it that got you back into it? NW: I had partnered with a friend and opened up a recording studio here in Toronto. It was actually the fact that I was contributing as a producer and co-writer with other bands that made me get back into it. Once you have been bitten with the music bug early in life it’s hard to give up the ghost you know? TH: In your opinion how has the music industry changed, say, in the last 25 years or so? NW: Well, the first thing is that the business model has completely changed. It used to be that you would get a demo tape to an A&R department at a Record Label and hope that you got signed. Now it’s based o� of your social media numbers which we all know can be manipulated to make people look as though they have a bigger following than they actually have. There are many ways in which the industry has changed...Do you have a couple of hours to talk about it? TH: There was a great story told by former Slik Toxik guitarist Kevin Gale about the time you took the subway across town to call out Skid Row front man Sabastian Bach on his remarks that you were sort of riding his coat tails so to speak. I understand you guys are friendly with one another now but he must have had quite the surprise seeing you enter the club guns blazin! Thoughts? NW: Well, the story he told was not accurate. I had met up with Sebastian after we had both just performed at the ‘CLOSING’ of the legendary rock bar ‘The Gasworks’. I wanted to talk to him about these remarks and explain to him that we come from a lot of the same influences. My bottom line was

that if you go to the same school there are going to be some similarities. After the talk he and I went out and partied until 5 o’clock in the morning. All good, and we have been cordial with one another ever since. TH:YourlatestbandFamousUnderground is absolutely fantastic! While listening to the album over the weekend my daughter was walking around the house singing the song “Like an Animal”! Great stu� man. Tell us more about the band and the members if you would. NW: Famous Underground is a band that I formed along with my long-time musical partner Laurie-Anne Green. She and I originally had a band in the early 2000s called Revolver. After a few incarnations of that band and having an album released in Europe and Canada we decided to re-brand and re-tool. The core members now have been with us now for a decade. TH: Any plans on touring in the states when we get this damn Covid thing under control? NW: We would love to tour in the U.S. after Covid. We are just working on releasing another E.P. in the coming months and we shall see where 2022 takes us. TH: The Last Time Nick Walsh was in a mosh pit? NW: Slayer and King Diamond on July 15, 2015. TH: Last time you had a beer with one of the members of Faster Pussycat N W: June 19, 2011. We ‘Famous Underground’, supported them in Montreal this night. TH: Last time you spoke to Riki Rahctman (MTV Headbangers Ball host NASCAR-themed radio show called Racing Rocks) NW: The one and only time I was on MTV Headbangers Ball. TH: Last time you enjoyed a “Caesar” (Canadian hangover beverage - Clamato juice, vodka, Worchester and a salted rim) NW: Honestly, as I type this. FOR REAL!... And don’t forget the Tabasco and a celery stick. TH: Last time you listened to a Killer Dwarf album (Canadian metal band)? NW: Actually, I heard a couple of tracks the other day at my friend’s cottage. They were listening to XM Satellite radio. HAIR NATION. Making your compost pile BY GRANT MCCARTY CONTRIBUTOR

The fall is the perfect time to make your first compost pile. As your summer garden ends, you’ve now got a lot of green material. While raking up the leaves from trees in your yard, you’ve got your brown material. So all that’s needed is to get these together to start the process of compost. Compost is a great ingredient to use in the garden. It tends to feed the micro-organisms in the soil that are involved in soil nutrient cycling. Compost adds to the soil organic matter, helping your soil do a

better job for you. Poorly compacted soils can usually be addressed overtime with adding compost to your soil. One of the few weaknesses of compost is that it has low N-P-K. Usually I do not recommend it for a seasonal fertilizer as the N-P-K values are sometimes 0.25-0.25-0.25 and by comparison, your vegetable plants depend on a fertilizer of say 10-10-10. To start a compost pile, you will want a ratio of 2 parts green to 1 part brown. The green ingredients will be your vegetable debris, kitchen scraps, and others. As you decide on your green ingredients, make sure to avoid any that are heavily

diseased. While compost should reach the right temperature to kill o� any of those pathogens that cause disease next summer, you will still want to be vigilante. Grass and weeds could also be added to the compost as long as you are leaving out the weed seed heads. Of kitchen scrapes, avoid any that include dairy, fats, and oils as these do not compost. Your brown ingredients are leaves, twigs, and other wood products. These will need to be cut up/shredded in order to create a more even layer and to get your compost started. Compost can be made in a pile in your growing area. You can add to it overtime.

You can also purchase a compost bin or make your own three compost system. A bin can work well as most are designed for you to easily turn. They have ventilation and you can place it near a hose to add water. A three bin compost system is usually designed with the ease of adding large amounts of compost ingredients. This system works well when you have manure or a lot of green material to get rid of. With the three bin design, you’ll have one that is ready, another that is mid-compost, and another that is just getting started. We were on our annual visit to relatives living in the country near Ashland, Wisconsin, when Illinois passed its new clean energy bill. The round trip is roughly 800 miles. We spent the majority of travel time on high quality roads including stretches of three lanes. The posted limits of up to 70 mph were seldom honored by the flow of tra�c. Large trucks and small trucks pulling trailers, campers and boats stayed near the speed limits. But most cars and small trucks exceeded the limits by 5 to 10 mph. The biggest surprise were drivers who shifted lanes without using their turn signals. They appeared to reach speeds up to 85 mph weaving through tra�c. On our return trip, tra�c was stopped for about two miles so we assumed we might be faced with a long delay. We turned o� the major highway and took parallel, lightly travelled roads. Tra�c was less dense and about 20 mph slower. With backgrounds in field geology and ecology we enjoyed the scenery while not being distracted by high speed tra�c. We went for about 60 miles before rejoining the expressway. The recent Illinois energy legislation will support electric vehicles and charging stations. If high speed travel is here to stay, the shift to electric vehicles, while helpful, will still have some adverse environmental impacts including climate change.

Technological solutions have limits and behavioral change is essential to limiting environmental damages. From what we experienced on our recent trip, behavioral change remains a challenge. The passage of the Illinois clean energy legislation has temporarily saved Exelon’s nuclear plants which is taken as good news by the communities benefitting from the jobs and taxes supporting social services including schools, parks and forest preserves. The presence of the Byron Forest Preserve has been a major boost for preserving and restoring natural areas within their taxing district. But support for the nuclear plants is for only five more years. We are pleased to know that funding for renewable energy and e�ciency will expand in Illinois while providing taxes for communities and jobs for workers. As environmental and renewable energy advocates we also believe that a less energy intensive economy is essential to environmental quality and sustainable living on our finite planet. Some highlights of the recently passed energy legislation signed by Governor Pritzker include reducing carbon emissions by 45% by 2035 and eliminating them by 2045. Support for renewable energy will increase to 40% by 2030 and 50% by 2040 to move Illinois toward the goal of 100% clean energy by 2050. The goals are very

ambitious as Illinois obtained only around 8% of its electricity from renewable sources in 2020 according to the Illinois Power Agency. Some $580 million annually is targeted on renewable energy credits for new solar and wind projects - more than double the previous amount collected from rate payers. Some provisions provide renewable energy job training and supporting communities and workers adversely impacted by closing fossil fuel powered electrical generating facilities. Both CUB and the Illinois Clean Jobs Coalition have web sites explaining more provisions in the new legislation. A good source of information on highlights of the Illinois legislation, written by Je�rey Tomich, is available on E&E News. All three sites were sources for this article. The Illinois solar industry is seen as a big beneficiary of the new legislation. Over 7000 community and distributed energy projects were put on a waiting list as funding was no longer available. The speed with which the projects are funded might require some patience considering the backlog. The new legislation is over 900 pages long so aspects of it will take time to implement. While the state program is moving ahead, the global nature of environmental deterioration requires more progress on national and international levels.
