Subminimum Wage

Pritzker order aims to end subminimum wage for disabled people By Peter Hancock

SPRINGFIELD – Gov. JB Pritzker signed an executive order Monday that would prevent companies contracting with the state from paying disabled workers at less than the minimum wage. Pritzker took the action in what he said was a broader effort to try to push federal lawmakers to change the law that allows companies to pay disabled people less than the minimum wage. “Today, I’m very proud to sign an executive order that will ban state agencies from entering contracts with vendors who pay workers with disabilities a subminimum wage,” Pritzker said at a news conference in Chicago. “With this change, every contract the state of Illinois enters from now on will ensure that people with disabilities receive a wage that affirms the value of their work.” Pritzker said the order requires state agencies currently contracting with vendors that pay a subminimum wage to renegotiate those contracts. Barry Taylor, vice president of civil rights at the disability advocacy group Equip for Equality, said there would be about 35 contracts renegotiated due to the order. “To be clear, this wage increase will not cost any employee their job,” Pritzker said. “As we move forward, the state will work with its vendors to ensure that they have the tools they need to continue providing people with disabilities an opportunity to engage in meaningful work with standard pay.” Specifically, the order applies to the

State Use Program, which “encourages all agencies to purchase products and services produced and provided by people with disabilities,” according to the governor’s office. The State Use Committee, a preexisting unit in state law, will review contract amendments “to ensure they are fair and reasonable and are not substantially more than a competitively solicited price,” according to the order. The order would only apply to companies contracting with the state. Provisions in the federal Fair Labor Standards Act section 14(C) allow employers to obtain a certificate to hire disabled individuals at less than minimum wage. Private companies in Illinois will be able to continue to take part in that federal program despite the executive order. Karen Tamley, president and CEO of the disability advocacy group Access Living, said the federal 14(C) program “allows disabled workers to be paid pennies on the dollar for work that’s often performed in segregated or sheltered settings.” “And if we can all imagine the sting of taking home just a few dollars for two weeks work, that’s the reality for many in our community,” she said. Taylor said the federal law dates back to the New Deal era, when it was passed in 1938 in an effort to provide a temporary launching point for disabled workers, before allowing them to “move into competitive and integrated employment.” But, “that promise didn’t happen, unfortunately,” he said at the news conference, “And so people have been stuck in these

jobs, in these places, obviously for 80 years now.” “What they’re doing is technically legal, but we believe its bad public policy,” he added. “And we think the governor’s step today gets the ball moving to eliminate this public policy, and hopefully change the law.” Taylor said advocates are now calling on the General Assembly “to take the next step, and eliminate the use of subminimum wage for people with disabilities in all jobs.” In 2019, state Rep. Theresa Mah, a Chicago Democrat, sponsored a measure that would have called on the state’s Department of Human Services to develop and implement a five-year plan to phase out subminimum wage procedures at 14(C)-licensed sheltered workshops. It also would have frozen new 14(C) certificates. It would have allocated 1 percent of the DHS Division of Developmental Disabilities budget – or $17 million – to assist with the phase out, increasing by another percent each of the next three years. At the time, advocates said a review of state records showed some certificate holders have paid wages far lower than $1 hourly. They estimated there were more than 100 facilities in the state with 14(C) licenses as of July 2018, and they employed more than 10,000 disabled individuals. The bill had 31 co-sponsors in the state House, but it ultimately failed to move after being sent to subcommittee early in the 2019 session. “I’m thrilled to see the governor take this important step,” Mah said in a news release. “I’ve been working on the effort to abolish the subminimum wage for a number of years now, and I look forward to continuing the work with the governor and advocates so that subminimum wage is no longer permissible anywhere in the state.” Pritzker said about 80 percent of contractors already pay disabled workers the minimum wage, and he agreed that state or federal action is needed to phase out subminimum wage. Illinois’ U.S. Sen. Tammy Duckworth has been an outspoken advocate for ending the 14(c) exemption, he said. California Oil Spill

Records show slow response to report of California oil spill By Brian Melley, Matthew Brown and Stefanie Dazio Associated Press

HUNTINGTON BEACH, Calif. (AP) — The U.S. Coast Guard received the first report of a possible oil spill off the Southern California coast more than 12 hours before a company reported the major leak in its pipeline and a cleanup effort was launched, records show. Oil spill reports reviewed Monday by The Associated Press raise questions about the Coast Guard’s response to one of the state’s largest recent oil spills as well as how quickly Amplify Energy, the company operating three offshore platforms and the pipeline, recognized it had a problem and notified authorities. Two early calls about the spill came into the National Response Center, which is staffed by the Coast Guard and notifies other agencies of disasters for quick response. The first was from an anchored ship that noticed a sheen on the water and the second, six hours later, from a federal agency that said a possible oil slick was spotted on satellite imagery, according to reports by the California Office of Emergency Services. The spill sent up to 126,000 gallons (572,807 liters) of heavy crude into the ocean off Huntington Beach and it then washed onto miles of beaches and a protected marshland. The beaches could remain closed for weeks or longer, a major hit to the local economy. Coastal fisheries in the area are closed to commercial and recreational fishing. Gov. Gavin Newsom proclaimed a state of emergency in Orange County, directing state agencies “to undertake immediate and aggressive action to clean up and mitigate the effects” of the spill. Experts say it’s too early to determine the full impact on the environment but that so far the number of animals found harmed is minimal. Investigators are looking into whether a ship’s anchor may have struck a pipeline on the ocean floor, Coast Guard officials said Monday. Amplify Energy CEO Martyn Willsher said company divers were inspecting the area of the suspected leak reported Saturday, and he expected that by Tuesday there would be a clearer picture of what caused the damage. Willsher said an anchor from a cargo ship striking the pipeline is “one of the distinct possibilities” behind the leak. Cargo ships entering the twin ports of Los Angeles and Long Beach routinely pass

through the area. Backlogs have plagued the ports in recent months and several dozen or more of the giant vessels have regularly been anchored as they wait to enter the ports and unload. “We’re looking into if it could have been an anchor from a ship, but that’s in the assessment phase right now,” Coast Guard Lt. Cmdr. Jeannie Shaye said. Shaye said the Coast Guard was not notified of the disaster until Saturday morning, though records show its hazardous spill response hotline received the first report of a possible oil slick Friday evening. A foreign ship anchored off the coast witnessed an “unknown sheen in the water near their vessel” at 6:13 p.m. and the report was called into the response center just after 8:22 p.m., according to the state report. Lonnie Harrison Jr., vice president of Colonial Compliance Systems Inc., which works with foreign ships in U.S. waters to report spills, said one its clients reported the sighting. Harrison, a retired Coast Guard captain, said the ship was not involved in the spill and was later given clearance over the weekend to enter the port to refuel after determining it wasn’t contaminated by the slick. About six hours after the first report was received, the National Oceanic and Atmospheric Administration reported that satellite imagery spotted a possible oil slick more than 3 miles (5 kilometers) long. The report by the National Response Center said the image of a “possible oil anomaly” was probably associated with the first report. “Although there were numerous vessels within immediate proximity to the anomaly, none were clearly associated with the anomaly,” the report said. “These factors prevented the possible identification of a point source. Still, the NRC report allows for high confidence that this was oil.” The company that operates the pipeline first reported the spill to the Coast Guard’s response center at 8:55 a.m. Saturday. However, the report said the incident occurred at 2:30 a.m. Federal and state authorities require rapid reporting of a spill. Failure to do so led to criminal prosecutions against Plains All American Pipeline, which caused a coastal spill near Santa Barbara in 2015, and Southern California Gas Co. for a massive well blowout later that year. A 2016 spill response plan for the Amplify platforms submitted to federal regulators called for immediate notification of federal officials when more than one barrel of oil

is released into the water. Releases greater than five barrels — or that threaten state waters or the shoreline — require immediate notification of the state fire marshal and California wildlife officials. The pipeline was supposed to be monitored under an automated leak detection system that would report problems to a control room staffed around the clock on the oil platform known as Elly. The system was designed to trigger an alarm whenever a change in the flow of oil is detected. But how fast it can pick up on those changes was expected to vary according to the size of the leak. For a large leak — 10% or more of the amount of oil flowing through the pipeline — the detection time was estimated at 5 minutes. Smaller leaks were expected to take up to 50 minutes to detect, according to the response plan. The spill plan warned that a break in the pipeline could cause “substantial harm to the environment” and that in a worst-case scenario 3,111 barrels (131,000 gallons) of oil could be released from the pipeline. Willsher said required agencies were notified “instantly” when the company recognized the leak was from its pipe. Records show the spill was not reported by Amplify Energy, but by Witt O’Brien’s, a crisis and emergency management firm listed on the spill response plan as the point of contact to notify the NRC. The report said the leaking pipe had been shut off but containment was not confirmed. The cause of the rupture was

unknown. Orange County District Attorney Todd Spitzer said he has investigators looking into whether he can bring state charges for the spill even though the leak occurred in waters overseen by the U.S. government. Other potential criminal investigations were being pursued by the U.S. Department of Justice, the Coast Guard and the California Department of Fish and Wildlife, officials said. Safety advocates have pushed for years for federal rules that would strengthen oil spill detection requirements and force companies to install valves that can automatically shut down the flow of crude in case of a leak. The oil and pipeline industries have resisted such requirements because of the high cost. “If the operator had more valves installed on this line, they’d have a much better chance at having the point of failure isolated by now,” said Bill Caram with the Pipeline Safety Trust, an organization based in Bellingham, Washington. The pipeline was built using a process known as electric resistance weld, according to a regulatory filing from the company. That welding process has been linked to past oil pipeline failures because corrosion can occur along seams, according to government safety advisories and Caram. Annual reports filed with federal regulators in 2019 and 2020 showed inspections for the inside and outside of the pipe revealed nothing requiring repairs.

Biden eager to get out of DC, push benefits of spending plan By Jonathan Lemire Associated Press

WASHINGTON (AP) — President Joe Biden is shifting strategy to sell his ambitious social spending plans by traveling outside Washington and courting moderate Democrats who are key to hopes for any deal. With his agenda in jeopardy on Capitol Hill, Biden on Tuesday will visit the Michigan district of a moderate Democratic lawmaker who has urged him to promote his proposals more aggressively to the public. Back in Washington, negotiations continue on a pair of bills to boost spending on safety net, health and environmental programs and infrastructure projects. While there is cautious optimism about recent progress, no deal had been struck to bridge stark divides between moderates and progressives in the Democratic Party on the size and scope of the package. In recent weeks, as House Speaker Nancy Pelosi worked unsuccessfully to secure passage of the bills, Biden stayed in Washington to cajole lawmakers and work phones. Now, he’s trying to put the public focus on popular components of the bills rather than the inside-the-Beltway debate over their price tag. T he president w i l l appea r w it h Democratic Rep. Elissa Slotkin when he visits a union training center in Howell, Michigan, a reflection of the importance of securing moderates’ votes. Next to Biden, the Democrats with the most on the line over the shape and success of his spending plans are House members from swing districts whose reelections are essential if his party is to retain control of Congress. As he looks for a negotiating breakthrough, Biden was holding a virtual meeting with House moderates Tuesday before leaving Washington. He held a similar session the previous day with a dozen progressives. Democratic legislators have warned that Biden’s bold ideas are getting lost in the party’s infighting and procedural skirmishes over the legislation. “We must communicate to the country the transformative nature of the initiatives in the legislation,” Pelosi said in a letter to lawmakers ahead of Biden’s trip. During remarks on the floor of the Senate Tuesday, Senate Majority Leader Chuck

Schumer said Democrats made progress in their late night talks Monday with White House officials, and he vowed to press ahead as they rush toward their end-ofweek goal for drafting a final package. “It’s a rare opportunity to do something big for the American people,” he said. The visit to Slotkin’s district, narrowly carried by Republican Donald Trump in 2020, is part of the sales effort. Slotkin supports a bipartisan $1 trillion infrastructure bill that has passed the Senate but prefers passing it in the House before negotiating the broader $3.5 trillion package of social programs. She has indicated that she may vote to approve the broader bill sooner if it is fiscally responsible and can make a difference for families, her aides said, but she is not a guaranteed yes — which she planned to tell Biden on Tuesday. “To be honest, it was hard for me to understand why leadership decided in the first place to tie the two bills together,” Slotkin recently told The Detroit News. “That’s not how we normally operate. It’s not my preference.” White House press secretary Jen Psaki said Monday that after Biden spent considerable time in recent days deep in the messy negotiations over the bills, “now it’s also important to remind people, as the sausage-making has been kind of the dominant storyline for the last few weeks, what this is all about. Why he’s fighting so hard for it.” Biden last week postponed a trip to Chicago, where he had planned to promote coronavirus vaccine mandates and work in a pitch for his agenda, in order to stay in Washington and lobby lawmakers. He’s rescheduled that trip for Thursday, and more travel is expected in coming days. The uptick in travel is meant to build public support for a wide range of initiatives packaged under the imprecise slogan of “Build Back Better.” A series of crises, from Afghanistan to COVID-19, along with the convoluted legislative process have hampered the White House’s ability to promote the massive package or even say definitively what will be in the final version. Polling suggests that elements in the bill such as expanded child care opportunities and infrastructure projects are popular with large parts of the public. But even some of the White House’s closest allies

have worried that the West Wing has not done enough to sell it. Biden, aides said, has been eager to shift the conversation away from the price tag to the benefits of the legislation. In Michigan, he planned to extol its benefits for the middle class and union workers. Washington was gripped with the drama last week as lawmakers grappled with the massive Democrats-only social spending bill that has been linked with the infrastructure bill. Progressives have balked at paring down the size of $3.5 trillion social package and have refused to vote for the infrastructure bill if the other bill shrinks. Moderate Democrats, meanwhile, are pushing for the bipartisan infrastructure bill to get a House vote first and some are wary about the size of the far larger social spending bill. That leaves Biden and his Democratic allies in Congress at a crossroads, trying to move past the tangle of legislating and remind voters what they are trying to accomplish. With considerable attention focused on winning over two key Democratic senators, Joe Manchin of West Virginia and Kyrsten Sinema of Arizona, rankand-file lawmakers could benefit from the high-profile backup that comes from Biden making the case for his vision to the public. House members are fanning out to their home districts this week as public views of Biden’s agenda are being shaped. Senators remain in Washington but are working on another tangle, the legislation needed to raise the nation’s debt limit by midmonth to avert a devastating credit default. Pelosi, Senate Majority Leader Chuck Schumer and White House officials huddled late Monday in a room off the Senate floor to discuss the next steps for passing Biden’s agenda. Those behind-the-scenes talks are intense as Biden lowers the size and scope of the $3.5 trillion social spending package to win over Manchin, Sinema and a small band of conservative Democrats in the House without alienating progressives, who are fighting to keep their priorities in the bill. Paid for with tax hikes on corporations and the wealthy, those earning beyond $400,000 a year, or $450,000 for couples, Biden contends the price tag is actually “zero.”

Vaccines are here. School’s open. Some parents still agonize By Tali Arbel

PHOENIX (AP) — Eight days into the school year, all five of Amber Cessac’s daughters, ages 4 to 10, had tested positive for COVID-19. Having them all sick at once and worrying about long-term repercussions as other parents at their school, and even her own mother, downplayed the virus, “broke something inside of me,” Cessac said. “The anxiety and the stress has sort of been bottled up,” she said. “It just felt so, I don’t know, defeating and made me feel so helpless.” Like parents everywhere, Cessac has been dealing with pandemic stress for over 18 months now. There’s the exhaustion of worrying about the disease itself— made worse by the spread of the more infectious delta variant, particularly among people who refuse vaccinations, which has caused a big increase in infections in children. Online school disrupted kids’ educations and parents’ work. Then the return of in-person school this year brought rising exposures and community tension as parents fought over proper protocols. The politicization of masks, vaccines and shutdowns have worn many parents out. Deciding what’s OK for children to do and what isn’t can feel fraught. “Parents are exhausted on a level we’ve not seen before,” said Amanda Zelechoski, a Valparaiso University psychology professor who founded the website and nonprofit Pandemic Parenting. “We have been in survival mode for a year and a half now and it is relentless.” Schools are, for many, a constant worry. There’s evidence that masks in schools help reduce virus spread, and a majority of Americans support requiring masks for students and teachers. But that breaks down sharply along partisan lines. Some Republican governors have tried to ban mask mandates. District policies on masks, testing and quarantines vary widely. Soon after schools reopened in August, the rate of coronavirus infections forced dozens of districts to back off in-person learning. The charter school Cessac’s four older daughters go to in the Austin, Texas, suburbs doesn’t require masks. Her children, who are too young to be vaccinated, told her they were among only a handful of kids in their classes to wear masks. But she’s sent them back to school as they recovered. “It’s not any better anywhere else,” she said. “All the moms, we feel stuck in this

situation. There’s nothing we can do.” More than 5.5 million children in the U.S. have tested positive for COVID-19, with 20% of all child cases coming since this school year began, according to the American Academy of Pediatrics. Kids are at lower risk of severe illness or death, but at least 498 have died. Vaccines have been available for children as young as 12 since May, but vaccination rates lag behind adults. Federal data show about half of 16- and 17-year-olds are vaccinated, while 43% of 12- to 15-yearolds are; two-thirds of U.S. adults are vaccinated. And while a vaccine for younger children is expected before the end of the year, they remain more vulnerable. Many parents felt lost on how to best protect them. “You still had parents struggling with decisions, and what is safe for my family, and feeling left behind or invisible because other segments of society were able to move on,” Zelechoski said. Over a million students left U.S. public schools in the 2020 school year, which was marked by widespread remote classes. It’s not yet clear what’s happened this academic year, but fights over mask mandates have led some parents to alternatives. Sheila Cocchi, a single mom still dealing with health problems after suffering COVID-19 in February, is paying a teacher to give her 10- and 14-year-olds classes at home for 10 hours a week along with an online program. She also works from home in Fernandina Beach, Florida, just north of Jacksonville. “Last year, it was like OK, the whole world’s gone crazy and we’re all having to adjust to this. Now it’s a different kind of stress,” she said. “We’re trying to get this under control as a nation, or at least as a state, and there’s so many people who are not participating in that. I would like for my children to be in school as much as anyone.” Other parents say they know being back at school is what’s best for their kids, and they just hope it’s OK. In Fort Worth, Texas, Heather Buen, who works for a local utility and is a Democratic politics organizer, keeps at her kids to wear masks and wash their hands, even when other children or even teachers don’t. “It’s a lot of effort to maintain that,” she said. She thinks seeing their dad, an electrician, get COVID-19 helped scare them into sticking to preventive measures. The five children in school have not gotten sick, and Buen said she feels reassured because it seems more students and

staff are wearing masks now than at the beginning of the school year. Still, parents from three districts, including hers, have sued, saying schools are violating students’ constitutional rights because there’s no mask mandate. The lawsuits, school board meeting fights, dissension between family members and friends is also a source of stress. “The bashing on both sides, that’s been the hardest thing,” said Sarah Brazwell, who has a 3-year-old in day care and a 9-year-old in elementary school. She’s not ready to get vaccinated and wearing masks in her Florida Panhandle town is “a little pointless,” she said, because so few people do. Child care — finding it, paying for it, worrying about the spread of sicknesses from it — has been a huge stress during the pandemic. Labor is in short supply and it can be difficult to find a spot. Infections and exposures, and even minor colds at day cares can mean children get sent home for days or weeks, forcing parents to scramble repeatedly for child care. Deanna Manbeck, board president of her child’s small, non-profit day care in Wilmington, Delaware, carries the weight of responsibility to the roughly 20 families there. Masks are required for teachers but not vaccines out of fear staff will quit. “How could I tell parents that we can no longer care for their children and they have to find a new center over an optional mandate? As a mom, I want all teachers to be vaccinated — but we’re not in the position to mandate them,” she said.

Jeff Sheldon and his wife began interviewing nannies for their two sons, a 3-year-old and a baby, after day care closures and routine childhood illnesses kept their children home for weeks at a time this summer. He and his wife took sick days and worked from home. Their mothers also helped. “We can’t keep living with the uncertainty of class closing at a moment’s notice,” he said of the day care in Lincoln, Nebraska, noting that his older son has thrived there. While Sheldon was more able than his wife, who works for the public school system, to work from home, the pandemic has underscored the burden for women in particular balancing child care and work, and millions of women have left the work force. Taking a leave was a brief consideration for Dr. Ankita Modi, a pediatrician in Charlotte, North Carolina. She was upset the thought even crossed her mind, she said, but she was that desperate. In her school district, masks are optional, there’s no remote school option and she says the contact tracing is ineffective. Local health officials agreed and threatened legal action against the district before agreeing on new procedures at the end of September. Her youngest child, 11, isn’t old enough to be vaccinated; the other two are. “It feels like you’re knowingly putting them at a real concrete risk every day,” she said. “That, as a parent, is really unnerving. I don’t think anybody has slept well since school has started.”

Make no mistake. When Jon Stewart left The Daily Show, he made sure it was in good hands with current host Trevor Noah. More than six years later, Stewart is back on TV in his new AppleTV+ series, The Problem with Jon Stewart. If you’re expecting more of the same – whacky correspondents filing stories on a fake news show – you might be disappointed in Stewart’s new series. If you tuned into The Daily Show for Stewart’s no-holds-barred takes on important subjects, you will probably appreciate the new show. If you prefer the impassioned Stewart who spoke before Congress about the need to provide continued support to 9-11 first responders, you’ll likely love this show.

Instead of being a comedy show about the news, The Problem with Jon Stewart is more like an uncensored newsmagazine that tackles one big issue each week. There’s a documentary type feel, with some segments profiling real people who’ve been a�ected by that week’s issue, but there’s humor too – especially in interstitial spots where commercials would have been had this aired on basic cable like The Daily Show. The first episode explores the harmful e�ects of toxic burn pits – fueled (literally and figuratively) by the U.S. military – on military personnel and veterans. In this episode, Stewart manages to convey the absurdity of the military’s history of dumping all manner of items from ordinary refuse and sewage to chemicals and medical waste into giant pits,

igniting it all with jet fuel, then allowing military personnel to live, sleep, and work adjacent to long-burning fires with toxic plumes that look eerily like the one we saw during this summer’s ChemTool fire in Rockton. But The Problem with Jon Stewart goes deeper. It discusses the di�culty veterans have had in getting the Veteran’s Administration to acknowledge and provide care for the chronic health issues and deadly diseases they’ve developed from to exposure to those fumes. Stewart even looks for answers in a one-on-one interview with the US Secretary of Veterans A�airs. It’s clear that Stewart and his team do a lot of research. Like the kind of research an over-ca�einated straight A student might

do for a really important college paper. (For a moment there, I started imagining what one of Stewart’s actual term papers would have been like. Lots of facts and research with amusing segues between sections?) In his years on The Daily Show, Stewart proved he’s a masterful interviewer – better than many actual journalists are – who does his homework. The Problem with Jon Stewart allows him more time to really get into the weeds on issues that a lot of viewers might never have thought about before. The Daily Show positioned Stewart as a comedian pretending to be a journalist. On The Problem with Jon Stewart, he’s more like a journalist who looks for any tiny scrap of humor in some absurdly disturbing situations.

Discovery Center celebrates 40 years From Ann Marie Walker Discovery Center Museum

ROCKFORD – Fall 2021 marks the 40 years that Discovery Center Museum has been instrumental in helping children discover the joy of learning. To commemorate this milestone, Discovery Center is celebrating with multiple special events, membership giveaways, and social media posts featuring photos and testimonials from members and guests over the years. Forty years ago, Discovery Center Museum was brought to life by an energetic group from the Junior League of Rockford and the Rockford Area Arts Council who believed children in Rockford deserved a place that would ignite their curiosity about science through hands-on interactive exhibits. These trailblazers didn’t know all the science behind play and brain development, but they knew that children learned best through hands-on interactions and they wanted to find ways to complement what was being taught in the classroom, with a particular focus on science. At the time, children’s museums and science centers only existed in major cities. This group of innovators was looking to meld the two into a children’s science museum right in the heart of Rockford. In its first year of operation, Discovery Center had 20 exhibits, all built by local residents in their garages and basements! The museum was housed downtown in the old post office building where the Rockford Park District offices are now located. After several years of growing attendance, they knew they needed a bigger, permanent home. Partnering with the Rockford Park District, they moved into their current location in 1991 - a former Sears building owned by the Rockford Park District. Since 1991, Discovery Center expanded several times adding new exhibit space, new classrooms and a traveling exhibit hall. In the four decades that followed its opening, Discovery Center has served more than 4.5 million people onsite. That number grows to almost 6 million if combined with children and families served through its outreach programs. In addition to the now 300 permanent exhibits, Discovery Center offers home school classes, preschool classes and playgroups, scout workshops and teacher workshops. Its educators travel throughout the region bringing science outreach programs to schools, libraries, daycares, festivals, and block parties. Discovery Center operates afterschool programs in the Rockford Public Schools, and has local, state and national partnerships. Discovery Center has played a significant role in the Rockford Region – as an educational resource, economic development tool, and source of community pride. To celebrate the 40th anniversary, Discovery Center is hosting special events,

Fall is a very good time to start making decisions on growing fruit trees in the backyard. Because many apples and pears are harvested during this time, you have the ability to taste di�erent varieties to determine which ones you may want to grow. Due to the current weather, it’s recommend to plant your orchard in the spring. You’ll also find additional varieties than what you might find now. Apples and pears grow well in Northern Illinois while peaches, plums, and tart cherries depend on the season. When growing these fruit trees, you will need

or benefit with more than one variety for cross-pollination depending on the type of fruit tree. This means that if you only had space for four trees you would want to ensure that it was not merely ‘Honeycrisp’ but a mixture of di�erent varieties blooming at the same time. Our cold winters impact the buds of peaches, plums, and tart cherries. These buds can become damaged/destroyed when temperatures dip below -8F for consistent days which can lead to no yields that summer. You should not expect fruit from this group every year. Pears and apples would be able to survive this cold period but are more susceptible to

late spring frosts. Our weather is the main reason that we do not recommend sweet cherry trees as not only do their buds need to survive the winter but you also need more than one variety. Peach and tart cherry trees will produce fruit even if you only have one of these trees in your backyard. After you have decided on variety, you need to think about the actual height of your tree. Dwarf, semi-dwarf, and standard are the main types of fruit trees available. A dwarf tree will reach 8-10 feet followed by semi-dwarf with 10-15 feet, and finally a standard with 18-25 feet in height. If you are unsure of

if you have enough space for many fruit trees, a good rule of thumb is that you should space a fruit tree based on it’s height. If it will reached 10-15 ft, space all the trees 10-15ft apart. Much of the height is due to a rootstock. A rootstock has a di�erent genetic material below ground than what’s above ground. The rootstock allows for the tree to reach a certain height, be resistant to diseases, and able to withstand our cold winters in Northern Illinois. Illinois is the first Midwestern state committed to a net-zero carbon emissions goal. It was a suspense filled three year struggle to pass even though the general assembly and the governor were members of the same party; it passed with bipartisan majorities. Supporters focused on the need for rapid growth of renewable energy and decarbonization of electricity production. David Roberts of Vox magazine wrote one of the best summaries of the 900 page legislation to date. This article presents excerpts of what he chose to highlight. Illinois currently gets about 40% of its energy from nuclear power and around 9% from renewable energy sources. Although we were influential in shaping the call for a 25% renewable energy standard by 2025 years ago, the state never approached that goal since appropriate funding levels failed to materialize. The new standard aims for 40% by 2030 and 50% by 2040. Nuclear power remains funded at about

$700 million for the next five years. The two Byron plants are permitted to operate until 2044 and 2046, but it remains unclear if they will. The plants could help provide a smooth transition to renewables while providing some needed for backup power to fill the intermittent supply from renewable energy. As long time advocates of residential, commercial and government installations, we are pleased to see such renewables will receive about $580 million per year. Over $300 million collected before this new legislation was passed will also be available for projects. The Illinois Solar for All program will support rooftop solar installations for low income renters, home owners, “public buildings and nonprofits serving environmental justice interests.” Many of the early solar installations had primarily benefitted those who could a�ord the additional costs as state support was limited. The drop in the cost of solar energy in recent years along with additional state funding will spread the benefits of solar energy to lower income groups.

Starting in 2025 periodic reports will be required of state agencies on the progress toward renewable goals. Such reports could indicate the extent that goals, including their economic impacts, are being reached. To help meet the goal of a million electric vehicles by 2030 rebates of $4,000 per vehicle will be available. If federal incentives are passed the subsidy would increase substantially. Utilities will be required to submit plans regarding how they will stimulate EV adoptions. IEPA funds will rebate 80% of the costs of EV infrastructure installations with 45% of the funds targeted for “low income and marginalized communities.” Some people will prefer having charging stations at their homes but facilities serving the public are essential. All approved utility-scale renewable energy projects must honor labor agreements and all non-residential projects will pay prevailing wages. All projects have to report on diversity hiring and recruiting qualified candidates and apprentices. Thirteen hubs will be created to provide

workforce development programs for “low-income and underserved populations.” Funds will be provided to assist in the transition of areas dependent on fossil fuels. Beyond the subsidies for electric vehicles is the growing potential to increase electric vehicle manufacturing in Illinois. Rivian in Normal is manufacturing electric pickup trucks while Lion is planning to build medium and large scale trucks in Joliet. State support for electric vehicle manufacturing at the Belvidere plant is under discussion. An e�ort is being made to secure battery manufacturing as well. Proposals supporting the electric vehicle industry are expected to be voted on during the next legislative session beginning October 19. The legislation meets many of the expectations of supporters such as the increased utilization of renewable energy, reducing the state’s carbon footprint and providing cleaner air. As a renewable advocate active in passing the legislation commented, we can expect bumps in the road as the program is implemented.
