IDPH urges flu shots as COVID-19 continues to spread 1,617 new cases, 32 additional deaths reported Tuesday By Peter Hancock

SPRINGFIELD – State officials on Tuesday urged Illinoisans to get their seasonal flu vaccinations as a way to conserve medical resources for COVID-19 patients. “There is the potential that people could become co-infected with both flu and COVID-19,” Illinois Department of Public Health Director Dr. Ngozi Ezike said in a statement. “Although a COVID-19 vaccine is still being developed and tested, we do have a vaccine to combat this season’s anticipated flu viruses. I want to challenge everyone to roll their #SleeveUp and show us you that you’ve received your flu shot and are committed to protect those around you.” Although the seasonal flu is significantly less lethal than COVID-19, many of the initial symptoms of both illnesses are similar – coughs, fevers, chills and shortness of breath. Increasing the number of people who are vaccinated for the flu, IDPH said, can help reduce the number of flu illnesses,

hospitalizations and deaths. That, in turn, would help reduce the burden on the state’s medical system and save medical resources for COVID-19 patients. That plea came as the number of people hospitalized for COVID-19 in Illinois as of Monday night rose to 1,673, an increase of 42 over the previous day, although that number often fluctuates widely on a daily basis. Of those, 384 patients were in intensive care units, including 159 who were on ventilators. IDPH also reported Tuesday that 1,617 new cases of COVID-19 had been confirmed over the previous 24 hours out of 49,513 tests performed, making for a single-day positivity rate of 3.3 percent. The seven-day rolling average positivity rate held steady at 3.4 percent. There have now been 305,011 cases of the disease in Illinois since the pandemic began. On a regional basis, Region 1 in northwest Illinois continued to have the highest positivity rate, at 8.5 percent, as of Oct. 3, the most recent date for which data was available. Public health officials imposed additional mitigation efforts in that region effective Saturday, Oct. 3. In Region 4, which includes the Metro East area across the border from St. Louis, the positivity rate stood at 6.7 percent on Oct. 3.

Enhanced mitigation measures in those regions will only be lifted when they reach an average positivity rate of 6.5 percent for three consecutive days. Officials also reported an additional 32 confirmed virus-related deaths on Tuesday, bringing the statewide total to 8,836 since the pandemic first appeared in Illinois. That means about 2.9 percent of those who have tested positive for the virus in Illinois have died, although the number of cases is likely understated as many can have the virus but be asymptomatic, meaning they would not get tested. According to estimates from the U.S. Centers for Disease Control and Prevention, the death rate from seasonal flu during the 2017-2018 flu season was less than 0.2 percent. While the COVID-19 pandemic has already k illed more than 200,000 Americans, the deadliest flu year since 2010, which occurred in 2017-18, claimed 61,000 lives, according to preliminary estimates from the CDC. Poll Workers from both major political parties are still needed to serve as election judges for the November 3rd General Election. “Both in the precincts and in the election department, we have had to reimagine voting operations, including training and safety, determining the right number of staff needed, and working to make the polls safe for social distancing,” said Winnebago County Clerk Lori Gummow. “We will provide face masks, shields and cleaning supplies to our judges,

as well as social distancing signage at each polling location,” Gummow added. The Winnebago Count y Election Department is seeking registered voters with either party to serve as judges on Election Day. “We are especially in need of help in some of the smaller communities including Harrison Township,” said Gummow. Prospective election judges will have a training class beforehand. To assign enough election judges to serve in each precinct, the Clerk’s office hires roughly 500 judges. The State of Illinois has declared

Tuesday, November 3, a holiday for schools and state offices, allowing students and government employees to participate. To be eligible, a student must be a high school junior or senior in good standing, have a GPA of at least 3.0 on a 4.0 scale, get written permission from a guardian and successfully complete one of the training sessions. FDA publishes vaccine guidelines opposed by White House BY MATTHEW PERRONE AND ZEKE MILLER ASSOCIATED PRESS

WASHINGTON (AP) – The Food and Drug Administration released updated safety standards Tuesday for makers of COVID-19 vaccines after the White House blocked their formal release, the latest political tug-of-war between the Trump administration and the government’s public health scientists. In the new guidelines posted on its website, the FDA said vaccine makers should follow trial participants for at least two months to rule out safety issues before seeking emergency approval. That requirement would almost certainly preclude the introduction of a vaccine before Nov. 3. President Donald Trump has repeatedly insisted a vaccine could be authorized before Election Day, even though top government scientists working on the e�ort have said that timeline is very unlikely. On Monday Trump said vaccines are coming “momentarily,” in a video recorded after he returned to the White House. Former FDA o�cials have warned that public perception that a vaccine was being rushed out for political reasons could derail e�orts to vaccinate millions of Americans. A senior administration o�cial confirmed Monday that the White House had blocked FDA’s plans to formally publish the safety guidelines based on the two-month data requirement, arguing there was “no clinical or medical reason” for it. But on Tuesday, the FDA posted the guidance on the agency’s website, making clear that regulators plan to impose the safety standards for any vaccine seeking an expedited path to market. FDA Commissioner Stephen Hahn said in a statement that he hoped the guidelines would help “the public understand our science-based decision-making process that assures vaccine quality, safety and e�cacy.” The requirements are aimed at companies seeking rapid approval through the FDA’s emergency authorization pathway. That accelerated process, reserved for health emergencies, allows medical products onto the market based on a lower bar than traditional FDA approval. But FDA has made clear only vaccines that are shown to be safe and e�ective will be authorized against COVID-19. Former FDA acting commissioner Dr. Stephen Ostro� said the requirements seem reasonable given the agency is in largely “uncharted territory” in terms of considering emergency use of a vaccine. The agency has only previously cleared one vaccine through the method — a decadesold shot that was authorized to prevent

anthrax poisoning in 2005. “There really is no margin for error here,” Ostro� said. “Even when you’re talking about limited use of a vaccine there has to be some level of assurance that there isn’t a risk here that would far outweigh the benefit.” To meet the FDA’s threshold, companies will need to submit two months of followup data from half of their trial participants to show there were no major side e�ects or health problems. Vaccines, unlike drugs, are normally given to otherwise healthy people, and normally require enhanced documentation of safety. Initial doses of vaccines for emergency use would likely be reserved for medical workers and people with health conditions that make them particularly vulnerable to coronavirus. Full FDA approval for the general population will require significantly more data and is not expected until mid-2021. The White House attempt to block the guidance release follows a string of instances in which the Trump administration has undercut its own medical experts working to combat the pandemic. FDA’s Hahn has been attempting to shore up public confidence in the vaccine review process for weeks, vowing that career scientists, not politicians, will decide if the shots are safe and e�ective. Pfizer CEO Albert Bourla has stoked excitement by saying that he expects data on whether the company’s candidate works to be ready in late October. But a number of variables would still have to align for the company to submit, and the FDA to review and greenlight, a vaccine application before

Nov. 3. Pfizer’s competitors Moderna, AstraZeneca and Johnson & Johnson are working on longer research timelines. Vaccine development typically takes years, but the U.S. government has invested billions in e�orts to accelerate the process and help multiple drugmakers prepare multiple candidates. All the doses will be purchased by the federal government for use vaccinating the U.S. population. Beyond exposing the rift between the White House and FDA, the delay in releasing the information may have had limited practical e�ect. FDA scientists have been discussing the guidelines publicly for weeks and have made clear that the recommendations have already been shared with each of the vaccine developers. “The companies know what we’re expecting,” said Dr. Peter Marks, the head of FDA’s vaccine division, in an online interview last week with the nonprofit Friends of Cancer Research. The guidelines released Tuesday made clear that all upcoming vaccines would be reviewed by FDA’s independent panel of outside vaccine advisers, before the agency makes its own final decision. Last week, seven former FDA commissioners blasted the Trump administration for “undermining the credibility” of the agency in a Washington Post op-ed and called for the release of the stalled vaccine guidelines. “Scientists should make decisions based on data, unfettered by political pressure or the intrusions of ideology or vested interests,” the o�cials wrote.

Stocks dropped on Wall Street Tuesday after President Donald Trump ordered a stop to negotiations with Democrats on a coronavirus economic stimulus bill until after the election. The S&P 500 index slid 1.4% after having been up 0.7% prior to the president’s announcement, which he made on twitter about an hour before the close of trading. The late-afternoon pullback erased most of the benchmark index’s gains from a market rally a day earlier. In a series of tweets, Trump said: “I have instructed my representatives to stop negotiating until after the election when, immediately after I win, we will pass a major stimulus bill that focuses on hardworking Americans and small business.” He also accused Speaker Nancy Pelosi of not negotiating in good faith. Now, investors face the prospect that more aid may not come until next year, after the new Congress is seated, said Willie Delwiche, investment strategist at Baird. “This isn’t just pushing it off until after the election, this realistically is pushing it off until spring,” Delwiche said. “I don’t think this is just a one-day financial markets reaction. This really goes to the health of the recovery.” The S&P 500 fell 47.66 points to 3,360.97. The Dow Jones Industrial Average dropped 375.88 points, or 1.3%, to 27,772.76. It had been up by more than 200 points. The Nasdaq composite lost 177.88 points, or 1.6%, to 11,154.60. The tech-heavy index had been on pace for a 0.5% gain before Trump cut off the stimulus talks. Small stocks also fell, but less than the rest of the market. The Russell 2000 index of small-cap stocks gave up 4.67 points, or 0.3%, to 1,577.29. Stocks had been drifting between small gains and losses for much of the day before gaining momentum into the late afternoon, then Trump’s tweets knocked the market into reverse gear. The move to nix the negotiations with Democrats dashes Wall Street’s hopes that another round of stimulus would soon be on the way. more aid for the economy, which has been punched into a recession by shutdowns related to the coronavirus pandemic. Reports on the economy have been mixed recently, as some areas show a slowdown after extra unemployment benefits and other stimulus earlier approved by Congress expired. Powell has repeatedly urged Congress to provide additional aid, saying the Fed can’t prop up the economy by itself, even with interest rates at record lows. “The expansion is still far from complete,” Powell said in a speech to the National Association for Business Economics, group of corporate and academic economists. The market’s slide comes a day after the S&P 500 posted its best day in more than three weeks. Other stock markets around the world made mostly modest gains. Longer-term Treasury yields veered lower after Trump’s remarks. They had earlier been hanging close to their highest levels in months. Tuesday’s selling was widespread, led by technology stocks and companies that rely on consumer spending. Utilities were the only gainers among the 11 sectors in the S&P 500. A report on Tuesday showed that U.S. employers advertised slightly fewer job openings in August than the prior month. But the number was nevertheless better than economists expected. Trading on Wall Street has gotten shakier recently as investors contend with a long list of uncertainties, from Trump’s

COVID-19 diagnosis to waxing and waning expectations about Congress’ ability to deliver another round of stimulus for the economy. The S&P 500 jumped 1.8% on Monday after Trump said he’s returning to the White House to complete his recovery from the coronavirus, though his medical team said he’s not yet fully “out of the woods.” Several big challenges lie ahead of markets. Chief among them is the still-raging pandemic, as so clearly illustrated by Trump’s stay in the hospital. The worry is that a ramp-up in infections could cause governments to bring back some of the restrictions they put on businesses early this year, which sent the economy hurtling into a recession. “We’re on the eve of earnings season and people are reasonably undecided as to whether the correction that started in September has further to run,” said Julian Emanuel, BTIG chief equity and derivatives strategist. The upcoming election also still means a host of uncertainty about tax rates and regulations on businesses, while tensions between the United States and China continue to simmer. The yield on the 10-year Treasury note fell to 0.75% from 0.78% late Monday. While that’s still very low, the yield has been generally climbing since dropping close to 0.50% in early August. European and Asian markets closed higher.

Olafson’s inspired images reflect on women, age, and celebrated photographers From Doc Slafkosky

Rockford artist Valerie Olafson has reached another milestone in her life. In April she turned 60 years old. And as she starts a new decade in her life, Olafson has created an exhibition of her newest photographs in the Kortman Gallery, opening Friday & Saturday, October 9 and 10. The exhibition, titled “Old Bag” is the third in a series of photography shows she has exhibited in the Kortman Gallery…the first in 2000 when she turned forty, and the second in 2010 when she turned 50. “These new works in this exhibit represent layers of thought,” said Olafson.

“My photographs are not only about the women I’ve chosen as models who inspire me, but the great photographers that have influenced me throughout my career as an artist.” Olafson’s images all feature Rockford women as models, each holding an old bag, or purse. “My models posed with old bags, and now that I’ve turned 60, I am an ‘old bag’!” Olafson quipped, making reference to her exhibition title. “Each photograph represents different aspects of my personality and different stages of my life…and I changed course often, said Olafson. “When you look at

the images I hope you catch a glimpse of Beaton, Penn, Weegee, ManRay, Avedon, Liebovitz, Mapplethorpe, Arbus, or Mann. These are the great photographers that have inspired my career and each of the photographs in this show.” According to gallery director Doc Slafkosky, the photographs featured in Olafson’s exhibit are framed by artist Jeremy Klonicki of Mainfraim and will also be available on line. “The gallery will be open as usual with a limited capacity, but you can also see and purchase Valerie’s photographs at on our online store when visit www.jrkortman. com or the J.R. Rockford Art Museum (RAM) will open the Rockford Midwestern Biennial exhibition to the public and announce the winning artists of the juried show on Friday, October 9. The 2020 Rockford Midwestern Biennial is the 76th presentation of the museum’s juried survey exhibition of new work by contemporary artists from across the Midwest. From more than 700 submissions, 76 pieces were chosen for the Biennial, from 70 artists residing in six states. Original artwork in any medium created since 2018 by artists living in Illinois, Indiana, Iowa, Kentucky, Michigan, Minnesota, Ohio and Wisconsin were eligible for the Biennial. Artist awards to be announced on Friday, October 9 include Best of Show and two Juror’s Choice awards—as well as the 2020 Dean Alan Olson Purchase Award, given to the artist whose work has been selected for inclusion in the Rockford Art Museum Permanent Collection. Carrie Johnson, R A M’s Executive Director/Curator said that the Biennial showcases the best-of-the-best art that’s being made now in the Midwestern region. “The Midwestern Biennial is not only an

opportunity to show the rest of the country that thought-provoking, well-executed work is happening right here in the heart of the Midwest–but offers our visitors the chance to see the diversity of work taking place across the region. I hope our visitors are moved when viewing these evocative pieces, some of which reflect the current moment we’re in as a country,” she said. The Rockford Midwestern Biennial is organized by Carrie Johnson and juried by Jim Dempsey of Corbett vs. Dempsey Gallery, Chicago; the exhibition and related educational programming are sponsored by the Dean Alan Olson Foundation and Women’s Art Board, and partially supported by a grant from the Illinois Arts Council Agency. Experts call Trump’s rosy virus message misguided By Lindsey Tanner Associated Press

Should people fear the coronavirus? Public health experts say 1 million worldwide deaths are among reasons to be concerned, if not fearful, and to take everyday precautions despite rosy advice from the still-recovering president. “Don’t let it dominate you. Don’t be afraid of it. You’re going to beat it,” Donald Trump said in a White House video released after he left the hospital Monday. In the United States alone, more than 210,000 people weren’t able to beat it.

The seven-day rolling average for new U.S. cases has climbed over the past two weeks to almost 42,000 per day. The nation also sees more than 700 COVID-19 deaths each day. COVID-19 also is deadlier than the flu, despite Trump’s claim otherwise. Flu has killed 12,000 to 61,000 Americans annually since 2010, according to CDC estimates. It is true that the vast majority of people who get COVID-19 develop only mild symptoms. But experts can’t predict which patients will develop dangerous or deadly infections. And only a small percentage of Americans have been sickened by the

coronavirus, meaning the vast majority are still at risk for infection. It is true, as Trump said in the video, that medicines have been found that can treat the virus, reducing chances for severe illness and death. But there is still no cure for it and no definitive date for when an effective vaccine might become widely available. Another reason for concern is uncertainty over which patients will develop lasting complications affecting the lungs, heart, kidneys and other organs. While these are more common in patients with severe infections, persistent symptoms lasting several

months have occurred even in those with mild disease. Fatigue is among the most common. Taking everyday precautions including wearing masks and social distancing to curb disease spread doesn’t mean the virus is dominating people’s lives, said Dr. Khalilah Gates, an assistant professor of medicine at Northwestern University in Chicago. “There are things we need to do collectively to make sure we minimize the mortality,” Gates said. “That’s not domination. That’s just being willing to make changes so we can all get through this in a much better and safer way.”

WASHINGTON (AP) — President Donald Trump abandoned COVID-19 relief talks on Tuesday, saying they won’t resume until after the election. The move came as the chairman of the Federal Reserve said that further fiscal intervention is needed to prevent the economy from spiraling downward. Trump tweeted that House Speaker Nancy Pelosi was “not negotiating in good faith” and said he’s asked Senate Majority Leader Mitch McConnell to direct all his focus before the election into confirming his U.S. Supreme Court nominee, Amy Coney Barrett. “I have instructed my representatives to stop negotiating until after the election when, immediately after I win, we will pass a major Stimulus Bill that focuses on hardworking Americans and Small Business,” Trump tweeted. The unexpected turn could be a blow to Trump’s reelection prospects and comes as his administration and campaign are in turmoil. Trump is quarantining in the White House with a case of COVID, and the latest batch of opinion polls shows him significantly behind former Vice President Joe Biden with the election four weeks away. The collapse also means there won’t be a pre-election batch of $1,200 direct payments to most individuals, which appeared to be the item Trump cared most about as the potential package was taking shape. Trump’s move came immediately after he

spoke with the top GOP leaders in Congress, who had been warily watching talks between Treasury Secretary Steven Mnuchin and Pelosi. Many Senate Republicans had signaled they would not be willing to go along with any stimulus legislation that topped $1 trillion, and GOP aides had been privately dismissive of the prospects for a deal. Last week, the White House said it was backing a $400 per week pandemic jobless benefit and dangled the possibility of a COVID-19 relief bill of $1.6 trillion. But that offer was rejected by Pelosi. Pelosi had spoken with Mnuchin earlier Tuesday. After Trump’s tweets spiking the negotiations, Pelosi said Trump was “unwilling to crush the virus” and “refuses to give real help to poor children, the unemployed, and America’s hard working families.” Trump broke off talks after Federal Reserve Chairman Jerome Powell warned earlier Tuesday that the economic recovery remains fragile seven months into coronavirus pandemic without further economic stimulus. Stocks dropped suddenly on Wall Street after Trump ordered a stop to negotiations. The Dow Jones Industrial Average swung instantly from a gain of about 200 points to a loss of about 300 points. Powell, in remarks before the National Association for Business Economics, made clear that too little support “would lead to a weak recovery, creating unnecessary hardship for households and businesses.”

Trump cited Pelosi’s demands for state and local governments as a key reason for pulling out of the talks. Pelosi and Mnuchin were far apart on that issue — with Trump offering $250 billion while Pelosi was holding out for more than $400 billion. And Pelosi was asking for a higher weekly jobless benefit and refundable tax credits for the working poor, among other provisions. The negotiations started in July and were on pause for weeks before recently reheat-

ing. Pelosi was insisting on an aid package exceeding $2 trillion — roughly the cost of the landmark CARES Act in March. Trump said Pelosi’s offer was $2.4 trillion. Early rounds of COVID relief passed by overwhelming margins as the economy went into lockdown in March. After that, Trump and many of his GOP allies focused more on loosening social and economic restrictions as the key to recovery instead of more taxpayer-funded aid.

Storing fruits and vegetables for winter BY GRANT MCCARTY CONTRIBUTOR

This week, many parts of northern Illinois are experiencing their first frost of 32°F. Most summer vegetables have some toleration to this air temperature if it just occurs for a single day. However, it certainly signifies that the growing season is starting to come to an end. With this shift to a new season, now is the opportunity to stock up on produce for winter. When considering produce storage, you want to think about your cold storage

space. Many of these will need a cold area like a refrigerator to be stored. An environment of 32°F is ideal for carrots, beets, cabbage, kale, Brussel sprouts, and others. Another group contains potatoes, onions, garlic, winter squash, and others that can be stored outside of a fridge. They should be stored in a dark area that does not get too warm. Certain produce likes cold and dry conditions while others like cold and moist. Those that go in the fridge will like the cold and moist conditions while those that like cold and dry will not. Humidity can be the

deciding factor as to whether produce will keep its expected shelf life. Moist conditions should have 95% relative humidity while dry conditions should be 65%. Because farmers markets are still open, this is the perfect time to be acquiring what you need this winter. By telling the growers you are planning to stock up, you may find that they have “stocking up specials”. You may also want to reach out to them once the farmers markets have ended as into November and December, they may still have produce available for sell.

With orchards now open, many apple varieties will store well in the fridge between layers of paper bags. Consult with your orchard to determine what variety is best for cold storage. Di�erent produce keeps at di�erent lengths of time. Some may store for 3-5 months while others may store from 1-2 months. By knowing the conditions your produce needs, this will lead to enjoying local produce in the winter. Are the planet and humanity at risk? BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS

Multiple threats to humanity’s wellbeing and the health of the planet exist. We have been living with the threat of nuclear war ever since nuclear weapons became part of reality. Hopefully such an event will not occur. Beyond the nuclear threat is the accelerating deterioration of the environment. Concerns are summed up in the scientific theory of planetary boundaries. The concept of boundaries is an e�ort to define the limits within which humanity can safely operate. It provides a scientific basis to assess the risk of human pressures and shocks which could destabilize the Earth’s global ecosystem. Exceeding the boundaries is seen as potentially destabilizing the environmental conditions which enable modern societies to develop. The intent of the project is to provide information to decision makers to enable them to determine desirable approaches for societal development. The nine boundaries include four which have already been crossed including the extinction rate, deforestation, atmospheric C02 and the flow of nitrogen and phosphorus. Crossing the boundaries is an indication that corrective action must be taken to return to safe operating levels. Climate change and the extinction rate are “core boundaries” which could each drive the earth’s system to a less favorable state for society. They are highlighted as major

concerns which need to be addressed. Among a plethora of calls for action some recent reports highlight deteriorating environmental conditions. One report is in the form of an hour long documentary highlighting the rapid rate of global species loss. It was produced by BBC and features the views of David Attenborough, a distinguished naturalist who calls attention to the significance and scope of the accelerating rate of species loss known as the sixth extinction. A second report is by the World Wildlife Fund entitled the Living Planet Report 2020. It includes concerns regarding climate change making the case that the loss of species is as critical a concern as climate change. Unfortunately political leaders in Brazil, India and the US are implementing policies which undermine e�orts to address environmental concerns to accelerate economic growth. Supporters of limiting adverse environmental impacts are somewhat divided on appropriate actions to bring about reforms. Some call for degrowth indicating the energy transition is moving too slowly and the existence of peak oil will lead to a downsizing of industrial production. For them the issue is whether it will be imposed by circumstance or be based on a planned approach. Others seek a revival of nuclear power, perhaps based on smaller scaled plants while doubting the potential of renewable energy and energy e�ciency to meet the

future energy needs. Divisions within the range of interests calling for energy reforms could further slow the transition to cleaner energy systems. The majority of the population continues to believe in and support e�orts to increase our reliance on renewable energy and e�ciency. The concern over climate change remains strong as does the appeal of energy independence. An additional incentive is to reduce vulnerability to price increases or disruption in energy sources by having a renewable system which can provide power to the homes

of individuals and the communities in which they live. Beyond energy interests the need to continue to build support for environmental concerns remains. While it can be done in various ways, the arrival of Covid-19 has stimulated an interest in using outdoor settings for educational purposes. A walk in the woods or a prairie or a guided hike in the outdoors can temporarily break the screen obsession engulfing our society. Fall with its blaze of colors o�ers an excellent time for such a walk. Of course proper precautions should be practiced.
