State COVID-19 positivity rates remain on the rise By Jerry Nowicki

SPRINGFIELD – COVID-19 test positivity rates and hospitalizations continue to increase in Illinois as virus-related deaths in the state surpassed 9,000 Tuesday. “More than 9,000 Illinoisans — our mothers and fathers, brothers and sisters, family, friends, and neighbors — have had their lives cut short by COVID-19, leaving tens of thousands more to grieve loved ones lost too soon,” Gov. JB Pritzker said in a news release. “As we pause today to mourn these individual and collective losses, may we find strength in the tools we have to protect our communities: wearing a mask, watching our distance, and respecting public health and each other. My heart breaks for all those who have lost a loved one in this battle we never asked to fight – may their memories be for a blessing.” The Illinois Department of Public Health announced another 2,852 confirmed cases of COVID-19 among 55,993 results reported over the previous 24 hours. That made for a one-day positivity rate of 5.1 percent, driving the seven-day rolling average positivity rate to 4.5 percent – the 9th straight day of increases for that metric. That number last hit 4.5 percent on Sept. 2, and, prior to that, on June 8. Hospitalizations remain on the uptick as well, with 1,848 people hospitalized for COVID-19 at the end of Monday. That
number, which was over 5,000 at its April height, was the highest recorded since June 18. Intensive care unit bed usage also increased to 406 beds used by COVID-19 patients, continuing an upward trend over the past few weeks. That number peaked at over 1,200 in April and fell to the low 300s in July and August. There were 160 ventilators in use by the end of Monday, which was off the lows of August when it dropped below 120 at times. “After 9 months of battling this virus and hearing the updates each day, many of us forget that the hospitalizations and deaths are more than just numbers,” IDPH Director Dr. Ngozi Ezike said. “They are our family, friends, and loved ones who have been directly impacted by COVID-19, which continues to spread. You can help slow the spread and reduce the number of people who become sick with COVID-19 by wearing your mask, washing your hands, and watching your distance.” The 29 virus-related deaths announced Tuesday came in a person in their 40s, four in their 50s, three in their 60s, seven in their 70s and the rest 80 and older. That brought the virus casualty count to 9,026 among 324,743 confirmed cases. More than 6.4 million tests have been completed in the state. Despite increased mitigations, including the closing of bars and restaurants to indoor drinking and dining, the positivity
rate in Region 1 of the state’s coronavirus plan sat at 9.6 percent as of Oct. 10, the latest day data were available. The region will need to see the rate decrease to 6.5 percent or lower for three straight days to have the mitigations lifted. Region 5 in southern Illinois hit 8 percent as of Oct. 10 as well. Two more days above that number and the region would be due for the same bar and restaurant restrictions and capacity limits currently enacted in Region 1. W hile Region 6, which includes east-central Illinois, had a positivity rate of 2.1 percent as of Oct. 10, the number rose to 7.7 percent with Champaign County numbers excluded. The state is measuring the region without the Champaign County numbers, which includes saliva testing at University of Illinois that has driven the positivity rate in the county below one percent. GRAND RAPIDS, Mich. (AP) – Members of anti-government paramilitary groups discussed kidnapping Virginia’s governor during a June meeting in Ohio, an FBI agent testified Tuesday during a court hearing for a group of men accused of plotting to abduct Michigan’s governor. Agent Richard Trask also revealed new details about investigators’ use of confidential informants, undercover agents and encrypted communication to arrest and charge six men last week in the plot aimed at Democratic Gov. Gretchen Whitmer. Tuesday’s hearing was to review investigators’ evidence against Adam Fox, Ty Garbin, Kaleb Franks, Daniel Harris and Brandon Caserta and to determine if they should be detained before trial. The men are all from Michigan. A sixth man, Barry Croft, was being held in Delaware. The FBI discovered the June 6 meeting in Dublin, Ohio, during an investigation of various anti-government groups, leading to the months-long case in Michigan that relied on confidential sources, undercover agents and clandestine recordings to foil the alleged kidnapping conspiracy. It was not immediately clear whether talk of targeting Virginia’s Democratic governor went beyond the June meeting, and nothing from a criminal complaint or from Trask’s testimony Tuesday indicated that anyone had been charged with plotting against Northam. Trask said members of anti-government groups from “four or five” states attended that meeting, and the complaint noted that Croft and Fox were among the roughly 15 people who were there. “They discussed possible targets, taking a sitting governor, specifically issues with the governor of Michigan and Virginia based on the lockdown orders,” Trask said. He said the people at the meeting were unhappy with the governors’ responses to the coronavirus pandemic. During a news conference Tuesday, Northam said he wasn’t going to discuss the alleged plot and stressed that he and his family feel safe with the security the state police provide. “I’m continuing my work for the commonwealth as I would any other day.” Earlier Tuesday, Northam’s spokeswoman, Alena Yarmosky, issued a statement in which she said the FBI alerted key members
of Northam’s security team throughout the course of its investigation, but neither the governor nor members of his sta� were informed, as per security protocols for highly-classified information. She said the governor and his family were never believed to be in imminent danger, and that there have been enhanced security measures in place for them for quite a while. “Here’s the reality: President Trump called upon his supporters to “LIBERATE VIRGINIA” in April – just like Michigan. In fact, the President regularly encourages violence against those who disagree with him. The rhetoric coming out of this White House has serious and potentially deadly consequences. It must stop,” Yarmosky said in a news release. President Donald Trump urged supporters to “LIBERATE” Michigan, Virginia and Minnesota in a series of tweets in April, encouraging protesters who turned up at state Capitols to oppose restrictions aimed at minimizing the spread of the virus. Following the arrests last week, the White House said the president has condemned hate, and Trump tweeted: “I do not tolerate ANY extreme violence.” In the Michigan case, authorities said the men were trying to retaliate against Whitmer due to what they viewed as her “uncontrolled power” during the coronavirus pandemic. Some defendants conducted coordinated surveillance of the Democratic governor’s vacation home in northern Michigan in August and September, according to a criminal complaint. Authorities said four of the men had planned to meet last week to pay for explosives and exchange tactical gear. Defense attorneys for several of the men used their opportunity to question Trask about the investigation to suggest that their clients were “big talkers” who didn’t intend to follow through with action. During investigations of paramilitary-type groups, “you find a lot of people who talk about things, but they’re never a threat to do anything. It’s fairly common in these groups?” Scott Graham, attorney for Franks, asked Trask. “Big talk between crackpots – you’ve seen that, haven’t you? People who talk a lot, brashly, boldly, but are never going to do anything about that talk.” Graham described Franks as a “follower, not a leader” and argued that he shouldn’t be detained before trial. He said Franks was a drug addict but had turned his life around
and said there is “no evidence whatsoever” he would be a flight risk. But Assistant U.S. Attorney Nils Kessler countered that it was a “serious plot” and argued that Franks should not be released. “There’s a serious public safety risk,” he said, not disputing that Franks was more of a follower than the men who allegedly led the plot. During a break, Gary Springstead, an attorney for Garvin, told reporters outside the courthouse that the allegations were “serious.” “Anyone who is facing a charge like this would be very concerned,” Springstead said. “Literally your life and liberty are on the line.” Whitmer, who was considered as Joe Biden’s running mate and is nearly halfway through a four-year term, has been widely praised for her response to the virus outbreak but also sharply criticized by Republican lawmakers and people in conservative areas of the state. The Capitol has been the site of many rallies, including ones with gun-toting protesters calling for her ouster. Michigan, and particularly the Detroit area, were particularly hard hit by the virus early on during the pandemic, leading Whitmer to put major restrictions on personal movement and the economy, although many of those limits have been lifted since spring. Fox, who was described as one of the leaders, was living in the basement of a vacuum shop in Grand Rapids. The owner said Fox was opposed to wearing a mask during the pandemic and kept firearms and ammunition at the store. Trask, the FBI agent, also testified Tuesday that Fox said in a post-arrest interview that he considered taking Whitmer from her vacation home out onto Lake Michigan and stranding her there on a disabled boat. Fox did not wear a face mask during Tuesday’s hearing. The other four men did wear coverings; all five wore shackles on their hands and feet during the hearing. The defendants face up to life in prison if convicted. Seven others linked to a paramilitary group called the Wolverine Watchmen were charged in state court for allegedly seeking to storm the Michigan Capitol and providing material support for terrorist acts by seeking a “civil war.” The investigation is ongoing.

Banks and technology companies led a broad slide for stocks on Wall Street Tuesday, snapping the market’s four-day winning streak. The S&P 500 lost 0.6%, giving back some of its gains from a day earlier. The pullback in stocks comes as many forces are pushing and pulling on markets simultaneously. Coronavirus counts are rising at a worrying degree in many countries around the world, and Johnson & Johnson said late Monday it had to temporarily pause a late-stage study of a potential COVID-19 vaccine “due to an unexplained illness in a study participant.” Meanwhile, uncertainty about the prospects for more stimulus for the economy from Washington continues to hang over markets. “Absent of getting any kind of fiscal stimulus, we’ve already seeing a leveling off in economic growth and some weakening under the surface, “ Liz Ann Sonders, chief investment strategist at Charles Schwab. “There’s concern that without that additional fiscal stimulus the economy could run into a little bit of trouble here.” The S&P 500 fell 22.29 points to 3,511.93. The Dow Jones Industrial Average dropped

157.71 points, or 0.6%, to 28,679.81. The Nasdaq composite gave up an early gain, slipping 12.36 points, or 0.1%, to 11,863.90. Stocks have been mostly pushing higher this month. Already the major stock indexes have recouped their losses from September’s market swoon. Tuesday’s market slide came as the third-quarter earnings reporting season got underway. Investors will be looking for some measure of clarity over the next several weeks as CEOs line up to report how their companies fared during the summer. Wall Street is expecting another sharp drop in profits for the third quarter, nearly 21% for S&P 500 earnings per share from a year earlier. But if that proves correct, it would not be as bad as the nearly 32% plunge for the spring, according to FactSet. Several companies kicked the season off on Tuesday with better-than-expected reports. JPMorgan Chase, Johnson & Johnson, Citigroup and BlackRock all reported stronger results for the summer than analysts had forecast. Their stocks, though, closed mixed. BlackRock rose 3.9%, while JPMorgan Chase and Citigroup gave up initial gains and fell 1.6% and 4.8%, respectively. Johnson & Johnson dropped 2.3% and Eli

Lilly fell 2.9%. Delta Air Lines reported a worse loss than Wall Street had forecast, as the pandemic keeps many fliers grounded, and its shares slid 2.7%. Other airlines and travel-related companies were also weak, and Royal Caribbean dropped 13.2% for the biggest loss in the S&P 500. The cruise operator said it will sell up to $575 million of stock to raise cash. On the winning side was The Walt Disney Co., which climbed 3.2% for one of the bigger gains in the S&P 500 after it announced a major reorganization of its company to focus on Disney Plus and its other streaming services. The yield on the 10-year Treasury fell to 0.72% from 0.79% late Friday. Treasury markets were closed Monday for a holiday. A government report showed that prices for consumers were 0.2% higher in September than August. That matched economists’ expectations, and it also showed that month-over-month inflation has slowed since strengthening in the summer. Lower inflation gives the Federal Reserve more leeway to keep interest rates low, though it has said it may keep its benchmark rate at nearly zero even if inflation tops its 2% target. While the Federal Reserve keeps the accelerator floored on its support for the economy and markets, a deep partisan divide has Congress and the White House struggling to deliver more aid of their own. Senate Majority Leader Mitch McConnell said Tuesday that he’s scheduling a vote on a scaled-back GOP coronavirus relief bill for Oct. 19. Democrats filibustered a GOP-drafted aid bill last month and recent talks on a larger deal with House Speaker Nancy Pelosi, D-Calif., fell apart this past weekend. In a letter to colleagues Tuesday, Pelosi called the White House’s latest proposal insufficient and said significant changes are needed. President Donald Trump has said that Capitol Hill Republicans should “go big” rather than the limited approach they’ve been advocating. If stimulus can’t arrive before the election, some investors have gotten more optimistic about the chances of a big support package next year if Democrats sweep the upcoming election. “There’s a greater likelihood for a stimulus package, and an even bigger one, should we get a Blue Wave,” said Sam Stovall, chief investment strategist at CFRA. “And investors are probably responding to the poll numbers that are implying that we won’t have a contested election.” Smaller stocks, which tend to move more with investors’ expectations for the economy than the biggest stocks, were weakening more than the rest of the market. The Russell 2000 index of small-cap stocks fell 12.21 points, or 0.7%, to 1,636.85. European markets ended lower, while Asian markets were mixed.

To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment. Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted. PROPOSED AMENDMENT TO SECTION 3 OF ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE
SECTION 3. LIMITATIONS ON INCOME TAXATION (a) The General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State. A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations. In any such tax imposed upon corporations the highest rate shall not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5. (b) Laws imposing taxes on or measured by income may adopt by reference provisions of the laws and regulations of the United States, as they then exist or thereafter may be changed, for the purpose of arriving at the amount of income upon which the tax is imposed. EXPLANATION
The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "ßat tax," that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution. ARGUMENTS IN FAVOR OF THE PROPOSED AMENDMENT
Illinois' current tax system unfairly beneÞts millionaires and billionaires and this amendment will set things right for middle-class and working people. Currently, it is unfair that billionaires pay the same tax rate as regular people. Voting "yes" on the amendment means that the State will enact a new tax structure where only those making above $250,000 a year will see their taxes go up. This amendment is simply upgrading Illinois' old tax system to a graduated system which is how the federal government and the majority of other states do it. This Amendment Would Make Illinois' Tax System Fair. Approval of this amendment would enact a fair system that allows the state to tax wealthy people at higher rates and lower income people at lower rates, replacing Illinois' current unfair tax system, in which wealthy people pay the exact same tax rate as lower and middle income people. Illinois' current tax system unfairly beneÞts millionaires and billionaires, and approval of this amendment will set things right for the middle class and working people. This amendment will help small business owners by creating a stable economic environment for their businesses to thrive. While others try to mislead you, under the current tax system in Illinois, policymakers already have the authority to set any tax rate and to change tax rates at their will. The current system forces policymakers to charge the same tax rate to everyone, regardless of how much money they make. If this amendment passes, the State will have the ability to tax higher income earners at a different rate. In fact, upon passage of this Amendment, a new tax structure will go into effect where 97% of taxpayers will pay the same or less, while only those making more than $250,000 a year will see a tax increase. This amendment does not tax retirement income. The Federal Government and Most States Use the Graduated Tax System Proposed in this Amendment, Not the Unfair System Currently Used in Illinois. Illinois is among a minority of states that do not utilize graduated tax rates because the Illinois Constitution requires a "ßat tax" that penalizes middle-class and working people and beneÞts higher income individuals. A majority of states and the federal government already use the kind of graduated income tax system proposed in this amendment to ensure that wealthy people pay their fair share of taxes. Nearby states including Iowa, Minnesota, Missouri, Ohio, and Wisconsin are among the majority of states that have graduated tax systems. Illinois' Current Income Tax System Relies on Taxes from Middle and Lower Income Earners, While a Graduated System Would Lower that Burden and Fund Critical Programs such as Education and Human Services. While some states have fair tax rates in which the highest income earners pay the highest tax rate, Illinois' "ßat tax" rate continues to rely unfairly on taxes from middle and lower income earners. Under Illinois' "ßat tax" structure, a nurse making $50,000 per year pays the same tax rate as an executive making $4 million per year. A graduated tax rate would have the executive pay more. Because of the way our current tax system is set up, the bottom Þfth of Illinois taxpayers (those making below $21,800) contribute 14.4% of their income to state and local taxes, compared to 7.4% for the top 1 percent of Illinois taxpayers. If this Amendment passes, the State has already enacted a new graduated tax structure where 97% of taxpayers will pay the same or less. Under the new tax structure, only the top 3% of Illinois income earners would pay more in income taxes. Everyone who makes $250,000 or less a year would pay the same or less. Over 95% of small businesses earn $250,000 or less a year in proÞts, and their owners will not see a tax increase under the new tax structure. This change will generate additional revenue each year that can help address Illinois' budget deÞcit and fund critical programs, including the State's education system, public safety, and social services like mental health and substance abuse treatment and domestic violence shelters. After the COVID-19 Pandemic, We Need to Do All We Can to Help the Economy and Middle-Class and Working People. Working people and essential workers like nurses, Þrst responders, and grocery store clerks should not pay the same tax rate as the wealthy. Nurses making $50,000 a year should not pay the same tax rate as an executive making $4,000,000 a year. Having wealthy people pay more would reduce the burden on working families. This is money that middle and lower income people need for housing, groceries, medicine, and essentials. When the wealthiest people pay more, middle and lower income earners can pay less while the State funds critical services that our essential workers rely on.

Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control. In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase.
The Amendment gives the Legislature power to increase taxes on any group of taxpayers with no limits and no accountability and without any requirement to use the additional revenue to fund essential needs such as healthcare, education, or public safety. The proposed amendment would give the Legislature unlimited new authority to increase income tax rates on any group of taxpayers at will, including low-income and middle-income families and small business owners. There would be no limit on the number of tax brackets that could be created and no limit on how high tax rates could be increased on individual taxpayers. In addition, this proposed change will pave the way for a tax on retirement income. Nothing in the amendment requires the Legislature to do anything to control spending. Nor does it require funds to be spent on essential needs such as healthcare, education, or public safety. It would simply give the Legislature a blank check to spend billions of dollars however they want, with no accountability. Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control. Illinois already has some of the highest property taxes and sales taxes in the nation. And the Legislature has increased Illinois income tax rates twice in the past decade to try to deal with the out-ofcontrol spending in SpringÞeld. Even before the COVID-19 pandemic, our state had a huge and growing multi-billion-dollar budget deÞcit, and the unfunded pension liability skyrocketed to over $137 billion. That's because the Legislature has continued to increase state spending instead of eliminating government waste, corruption, and abuse. Because they refuse to control spending or pass major reforms, the Legislature will just continue to raise taxes on everyone in Illinois, and middle-class families will be their next target. In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase. The COVID-19 pandemic caused layoffs, unemployment, bankruptcies, and closures. As small businesses and local employers struggle to rebuild, this is the worst possible time to impose huge new tax increases. Even before the COVID-19 crisis, many residents and businesses were leaving the state because of the high tax burden. If the Amendment passes, it would be the last straw for thousands of small businesses, causing more jobs to leave the state, and making Illinois lose out on investments to rebuild our economy. This would mean fewer jobs and less opportunity for Illinois families.

Barrett refuses to commit to recusal in election cases By Lisa Mascaro, Mark Sherman and Mary Clare Jalonick Associated Press
WASHINGTON (AP) – Supreme Court nominee Amy Coney Barrett batted back Democrats’ skeptical questions on abortion, gun rights and election disputes in lively Senate confirmation testimony Tuesday, insisting she would bring no personal agenda to the court but would decide cases as they come. The 48-year-old appellate court judge declared her conservative views with often colloquial language, but refused many specifics. She declined to say whether she would recuse herself from any election-related cases involving President Donald Trump, who nominated her to fill the seat of the late Justice Ruth Bader Ginsburg and is pressing to have her confirmed before the the Nov. 3 election. “Judges can’t just wake up one day and say I have an agenda – I like guns, I hate guns, I like abortion, I hate abortion – and walk in like a royal queen and impose their will on the world,” Barrett told the Senate Judiciary Committee during the second day of hearings. “It’s not the law of Amy,” she said later. “It’s the law of the American people.” Trump has said he wants a full nine-member court in place for any disputes arising from the heated election with Democrat Joe Biden. Barret testified she has not spoken to Trump or his team about that, saying to do so would be a “gross violation” of judicial independence. Pressed by panel Democrats, she declined to commit to recusing herself from post-election cases. “I can’t offer an opinion on recusal without short-circuiting that entire process,” she said. On her second day of hearings, Barrett returned to a Capitol Hill mostly locked down with COVID-19 protocols, the mood quickly shifting to a more confrontational tone from opening day. She was grilled in 30-minute segments by Democrats strongly opposed to Trump’s nominee yet virtually powerless to stop her. Republicans are rushing toward confirmation along party lines. A frustrated Sen. Dianne Feinstein, the top Democrat on the panel, all but implored the nominee to be more specific about how she would handle landmark abortion cases, including Roe v. Wade and the follow-up Pennsylvania case Planned Parenthood v. Casey, which confirmed it in large part. “It’s distressing not to get a good answer,” Feinstein told the judge. Barrett told the senator she could not pre-commit to an approach.
“I don’t have an agenda to try to overrule Casey,” the judge said. “I have an agenda to stick to the rule of law and decide cases as they come.” The committee chairman, Lindsey Graham, R-S.C., gaveled open the session under coronavirus protocols that kept it off limits to members of the public. Barrett and most senators arrived in masks, removing them to speak. Some senators attended remotely. Republicans have been focused on defending Barrett and her Catholic faith against possible criticism concerning issues such as abortion and same-sex marriage, and Graham asked if she would be able to shelve her personal beliefs to adhere to law. “I have done that,” she said. “I will do that still.” Graham praised her the best possible nominee Trump could have chosen. “I will do everything I can to make sure that you have a seat at the table. And that table is the Supreme Court,” he said. The Senate, led by Trump’s Republican allies, is pushing Barrett’s nomination to a quick vote before Nov. 3, and ahead of the the latest challenge to the “Obamacare” Affordable Care Act, which the Supreme Court is to hear a week after the election. Barrett distanced herself from her past writings perceived as critical of the Obamaera health care law, saying those pieces were not addressing specific aspects of the law as she would if confirmed to the court. “I am not hostile to the ACA,” Barrett told the senators. “I apply the law. I follow the law. You make the policy.” She appeared stumped when Sen. Patrick Leahy, D-Vt., tried to put her on the spot about several details of the health care law’s effects. She could not recite specifics, including that 23 million people are covered by the law or that more than 2 million young people are on their parents’ health insurance. The Indiana judge, accompanied by her family, described herself as taking a conservative, originalist approach to the Constitution - “text as text” — and believing a judge “doesn’t infuse her own meaning into it.” She told the senators that while she admires the late Justice Antonin Scalia, her conservative mentor for whom she once clerked, she would bring her own approach to the high court. “You would not be getting Justice Scalia, you would be getting Justice Barrett,” she declared. Senators probed her views on gun ownership and racial equity, at one point drawing an emotional response from the
mother of seven, whose children include two adopted from Haiti, as she described watching the video of the death of George Floyd at the hands of police. “Racism persists,” she said, adding that Floyd’s death had a “very personal” effect on her family and that she and her children wept over it. But she told Sen. Dick Durbin, D-Ill., that “making broader diagnoses about the problem of racism is kind of beyond what I’m capable of doing as a judge.” Overall, Barrett’s conservative views are at odds with the late Ginsburg, the liberal icon whose seat Trump nominated her to fill. Ginsburg’s legacy was felt throughout the sessions, with some Democrats wearing lapel pins with her likeness. And Sen. Kamala Harris of California, Democrat Biden’s running mate, declared during Monday’s hearing that Barrett’s nomination has put in jeopardy everything Ginsburg fought to protect.
Barring a dramatic development, Republicans appear to have the votes to confirm Barrett to a lifetime seat on the Supreme Court, and they spent their time portraying her as a thoughtful judge with impeccable credentials. She would be Trump’s third justice. Underscoring the Republicans’ confidence, Graham set an initial committee vote on the nomination for Thursday, the last day of hearings, which would allow final approval by the panel one week later and a vote for confirmation by the full Senate on Oct. 26. Protesters rallied outside the Senate building with the hearing room largely closed to the public. Other issues aside, Democrats are outraged that Republicans are moving so quickly, having refused to consider President Barack Obama’s nominee after Scalia’s death in February 2016, well before that year’s election.

Within the first two weeks, over 1,600 ballots have been dropped off at the Winnebago County Clerk’s Office since Vote By Mail ballots were first mailed on September 24th. “In an effort to protect the health and safety of our voters, we have provided a convenient ballot drop box outside the County Clerk’s Office, at 404 Elm Street, Rockford,” said Winnebago County Clerk Lori Gummow. “This box will provide each voter with a safe and trusted method for the contactless delivery of their ballots,” she added. This drop box is for Winnebago County voters, registered outside the city limits of Rockford. “We have been very pleased with the response to the drop box so far,” Gummow added. Registered voters have until October 29, Noon, to request a Vote By Mail ballot application. “However, voters should use good judgement and not wait until the last minute,” stated Gummow. Registered voters, residing outside the city limits of Rockford should request their ballot as soon as possible by going to winnebagocountyclerk.com/election-information Understandably, many voters are fearful of entering a polling place to cast their
ballots and many are choosing to utilize the option to Vote By Mail (a new name for an absentee ballot) this year. Voters are also concerned that the postal process may be overwhelmed with the volume of ballots received during this presidential election, or concerned about meeting the postmark deadline and they want to be sure their vote is counted. The white drop box is conveniently located just outside the main doors of the County Administration Building, under good lighting, and is monitored by video surveillance cameras. It will be monitored regularly by the Winnebago County Sheriff’s deputies as well. Ballots are collected several times each day by election officials. Voters should follow the instructions on their Vote By Mail packet before mailing or depositing the ballot in the drop box. Voters should not drop off their Vote By Mail ballots with election officials at the Early Voting locations nor should they attempt to leave it with Election Judges on Election Day. They must be placed in the County Clerk’s designated drop box or a USPS mail box. McConnell slates October revote on GOP COVID relief plan By Andrew Taylor Associated Press
WASHINGTON (AP) – Senate Majority Leader Mitch McConnell said Tuesday that he’s scheduling a procedural vote on a GOP COVID-19 relief bill next week, saying aid to hard-hit businesses shouldn’t be held up by gridlock involving other aid proposals. The Kentucky Republican says the first item of Senate business when the chamber returns next Monday will be a procedural vote on a scaled-back aid bill. Democrats filibustered a GOP-drafted aid bill last month and recent talks on a larger deal between Treasury Secretary Steven Mnuchin and House Speaker Nancy Pelosi, D-Calif., fell apart this past weekend, probably for good. “Demo crat s have spent mont hs blocking policies they do not even oppose. They say anything short of their multi-trillion-dollar wish list, jammed with non-COVID-related demands, is ‘piecemeal’ and not worth doing,” McConnell said in a statement. “And she
has worked hard to ensure that nothing is what American families get.” McConnell’s announcement came as President Donald Trump continues to agitate for “stimulus,” saying that Capitol Hill Republicans should “go big” rather than the limited approach they’ve been advocating. Opinion polls show that additional coronavirus relief is a higher priority for most voters than quickly approving Trump’s nomination of Appeals Court Judge Amy Coney Barrett to the Supreme Court. While many Republicans take a skeptical view of the need for more virus relief like special unemployment benefits or direct payments to most taxpayers, some GOP senators in difficult re-election races are eager for more aid. Under Senate rules, McConnell can call for a re-vote on the September legislation, which was filibustered by Democrats as insufficient. It also doesn’t satisfy Trump, in part because it did not provide for another round of $1,200 direct payments that would go out under his name.
McConnell could also modify the earlier GOP bill. For her part, Pelosi issued a statement again criticizing Trump for caring chiefly about the direct payments. She defended her position on a Tuesday conference call with fellow Democrats. “A fly on the wall or wherever else it might land in the Oval Office tells me that the President only wants his name on a check to go out before Election Day and for the market to go up,” Pelosi said in a letter to her colleagues. To recap, talks on the latest potential round of COVID relief began in July, collapsed in August, and were revived last month. Last week alone saw Trump cause the talks to collapse on Tuesday, only to revive them heading into the weekend. They then cratered again on Saturday after Trump’s latest $1.8 trillion proposal took heavy fire from both Democrats and Trump’s GOP allies. Republicans are back to offering smaller, targeted aid that would permit endangered party members to again go on record in
favor of aid, even if it’s a nonstarter with Democrats and opposed by Trump. “What I hear from Sen. McConnell is once again take a little piece and be satisfied. What I hear from the president just the opposite,” said Sen. Dick Durbin, D-Ill. “Can the two of them sit down and agree? Wouldn’t that be a breakthrough?” Some Democrats are convinced that Joe Biden is poised to reclaim the White House and have been pressuring Pelosi to strike a less ambitious deal that would deliver aid now rather than letting the economy to continue to struggle without help until next year. Pelosi’s response was to gather statements from a host of committee chairmen criticizing the administration’s latest offer. “If Congress doesn’t act, the next president will inherit a real mess,” said Harvard economist Jason Furman, a former top adviser to President Barack Obama. “If the Mnuchin offer could be passed by the Senate – which is a huge “if” – that would be a lot better than waiting to get even more in January.”

Making your compost pile BY GRANT MCCARTY CONTRIBUTOR
The fall is the perfect time to make your first compost pile. As your summer garden ends, you’ve now got a lot of green material. While raking up the leaves from trees in your yard, you’ve got your brown material. So all that’s needed is to get these together to start the process of compost. Compost is a great ingredient to use in the garden. It tends to feed the micro-organisms in the soil that are involved in soil nutrient cycling. Compost adds to the soil organic matter, helping your soil do a better job for you. Poorly compacted soils
can usually be addressed overtime with adding compost to your soil. One of the few weaknesses of compost is that it has low N-P-K. Usually I do not recommend it for a seasonal fertilizer as the N-P-K values are sometimes 0.25-0.25-0.25 and by comparison, your vegetable plants depend on a fertilizer of say 10-10-10. To start a compost pile, you will want a ratio of 2 parts green to 1 part brown. The green ingredients will be your vegetable debris, kitchen scraps, and others. As you decide on your green ingredients, make sure to avoid any that are heavily diseased. While compost should reach the
right temperature to kill o� any of those pathogens that cause disease next summer, you will still want to be vigilante. Grass and weeds could also be added to the compost as long as you are leaving out the weed seed heads. Of kitchen scrapes, avoid any that include dairy, fats, and oils as these do not compost. Your brown ingredients are leaves, twigs, and other wood products. These will need to be cut up/shredded in order to create a more even layer and to get your compost started. Compost can be made in a pile in your growing area. You can add to it overtime. You can also purchase a compost bin or
make your own three compost system. A bin can work well as most are designed for you to easily turn. They have ventilation and you can place it near a hose to add water. A three bin compost system is usually designed with the ease of adding large amounts of compost ingredients. This system works well when you have manure or a lot of green material to get rid of. With the three bin design, you’ll have one that is ready, another that is mid-compost, and another that is just getting started. For those concerned about taking action on climate change an article entitled Economics from the Top Down points out the di�ering economic perspectives that contribute to the delay in addressing the problem. For the climate scientist climate change is a dire threat to humanity as it could make farming impossible in many parts of the world where food is produced. Neoclassical economists tend to minimize the threat as did William Nordhaus in his work on climate change. He sees agriculture as such a small part of our gross domestic product (GDP) that if production falls o� the overall economic output will barely change. Critics of Nordhaus’ work point out that a decline in agricultural income ignores its important biophysical role in supplying humans with food. Criticisms of the neoclassical model of the economy have stimulated the development of an economic model known as the surplus energy economy. It challenges the idea that the economy should be understood as a financial system. Instead it should be understood as an energy system. The surplus energy economic model was developed by Dr. Tim Morgan; the remainder of this article represents our basic understanding of it and what it might mean for our energy future. The model recognizes that all forms of economic output, including all the goods and services produced by society, are products of energy. It takes energy to obtain energy.
Whenever we access energy for its use, some of that energy is consumed in the process of securing energy. The remaining surplus of energy is used to build all goods and services and to operate and maintain them. In surplus energy economics, the cost of securing the energy is expressed as a ratio and represented as the Energy Cost of Energy or ECoE. What remains after the ECoE is surplus energy. It is the surplus energy that gives us prosperity. While money is important in financial transactions it only serves as a claim on the output of the real (energy) economy. As the energy cost of securing energy is rising it reduces the surplus energy available to produce the good and services underpinning prosperity. The reduction in surplus energy is intensified by an increasing number of people seeking a share of the prosperity secured from the use of the surplus energy. The period from 1945 to 1965 was a time of rising prosperity as the cost of securing energy was dropping. Since that time the growth in prosperity has declined due to the increased cost of securing energy. Governments have attempted to counter this trend by relying on financial manipulations such as negative interest rates, increasing debt levels or printing more money in hopes of increasing prosperity With money serving as a claim on the economic output from surplus energy, increasing the supply of money increases the claims against economic output. The increasing claims against surplus energy is seen as leading to an economic crisis which

With surplus energy in decline and the increasing need to limit carbon emissions interest in renewable energy has dramatically increased. On economic and environmental grounds a transition to renewable energy is seen as imperative. While supporting such a transition a question arises as to whether using it will arrest the decline in economic prosperity. For now renewable energy production remains dependent on the energy of fossil fuels and their declining energy surplus. If the trend continues it may increase the cost of renewable energy. If it does the energy cost of energy may never be low enough to support an increase in prosperity.
From the surplus energy perspective society could be facing a decline in its standard of living regardless of whether it continues to use fossil fuel energy or transitions to cleaner renewable sources of energy. From an environmental perspective the prospect of a somewhat lower standard of living does not negate the benefits of renewable sources in meeting our energy needs while reducing the adverse environmental impacts of our reliance on fossil fuels. It suggests we will need to reconsider how we use energy and separate basic energy needs from energy wants. It also suggests it is important to continue investing in renewable energy.

In an effort to help prepare local restaurants and culinary artists for cooler weather and current pandemic restrictions, the Rockford Area Convention & Visitors Bureau (RACVB) is pleased to announce a marketing effort encouraging residents and visitors to support our local food and beverage industry. To-Go Tuesday is an 11-week, region-wide awareness campaign to support our local food and beverage industry. With new mitigation efforts implemented as of Saturday, October 3 in Winnebago County, RACVB is encouraging residents across the entire region to support small businesses responsibly at outdoor dining establishments and to consider the many carryout, curbside, delivery, gift card and other creative options that have helped continue to keep doors open amidst the pandemic. To-Go Tuesday began on Tuesday, October 6, as a virtual gathering place
and weekly Facebook event supporting local restaurants with marketing efforts on the GoRockford Facebook, Twitter and Instagram pages. As part of the campaign, RACVB will feature participating local restaurants that the public is encouraged to patronize. RACVB will award a $25 gift card to one lucky winner per week from a local restaurant located within the 11 municipalities of Winnebago County. To be eligible to win a $25 gift card, participants must share a photo of their recent to-go order from a local restaurant via Facebook, Twitter or Instagram including the hashtags #ToGoRockford and #GoRockford. RACVB will announce the winner on all social media channels midday every Friday for the next 11 weeks.
