Lawmakers returning to Springfield Parental Notice of Abortion, Health Care Right of Conscience Act up for debate By Jerry Nowicki

SPRINGFIELD – Illinois’ first congressional remap draft is out but changes could be in store as lawmakers return to Springfield Tuesday for the first of their final two weeks of scheduled session in 2022. It’s customary for lawmakers to meet each fall to consider overriding or accepting any of the governor’s vetoes or amendatory vetoes of legislation passed in the regular session. The two-week period is generally referred to as the fall “veto session.” But this year, lawmakers took their override votes when they were in town to consider a recently-passed energy regulatory overhaul bill, leaving no more veto business to be considered over the next two weeks. Instead, the congressional maps will be the main topic of discussion during the fall session, while lawmakers are also considering repealing a Parental Notice of Abortion law and making changes to the state’s Health Care Right of Conscience Act to strengthen the governor’s ability to mandate COVID-19 vaccinations or testing requirements, among other potential actions.
Congressional remap
Lawmakers unveiled draft congressional maps on Friday. But if they follow a similar process to the one taken to approve state legislative district maps earlier this year, there will likely be changes to the boundaries ahead of their final passage. The remap effort will have national implications, as it will create the congressional boundaries for the next 10 years, including for the first mid-term election under President Joe Biden next year. The U.S. House is split 220-212 in favor of Democrats with three seats currently vacant – two last held by Democrats and one last held by a Republican. With Democrats firmly in control of the remap process in Illinois, national observers have noted the state would be pivotal to Democrats maintaining the balance of power in the House. Illinois will have 17 congressional districts to draw this year, down from the 18 it had for the past 10 years, due to a population decline since the 2010 U.S Census. Currently, the state has 13 Democratic
congressional representatives and five Republicans, but observers have noted the Democrats have several pathways to drawing a map to give the party a 14-3 advantage in the state. There are hearings scheduled for this week to discuss the maps and potential judicial subcircuit changes in certain areas of the state, although public input has thus far been lacking.
Parental Notice of Abortion
Currently, Illinois has a law on the books stating “no person shall knowingly perform an abortion” on a person under the age of 18 unless the physician’s office “has given at least 48 hours actual notice to an adult family member of the pregnant minor.” The notice requirement doesn’t apply if a minor is accompanied by an adult family member or if an adult family member waives the notice in writing. Additionally, there are exceptions for minors who are victims of physical or sexual abuse or neglect by an adult family member. Per the law, no notice is required in cases where the minor is married, divorced or widowed, if the minor has been legally emancipated, or if the health care provider determines that there is a medical emergency. The law also allows for “judicial bypass,” meaning the courts can waive the requirement in certain circumstances. The law does not require parental consent. House Speaker Emanuel “Chris” Welch was the cosponsor of a bill to repeal the parental notification requirement earlier this year, contained in House Bill 1797. That measure stalled in committee, but advocates have restarted the push in recent weeks to repeal the notice law, according to the Associated Press. At an event in Springfield last week, Gov. JB Pritzker said he was in favor of repealing the parental notice law, although he was unsure if it would come for a vote in the veto session.
Health Care Right of Conscience
Pritzker has mandated vaccine or testing requirements for state workers in congregate settings, for health care providers and for school employees – although negotiations with one of the major unions representing many of those workers are still ongoing. Now, the governor is seeking a change to an existing state law that some are using to defy the mandates and testing requirements based on religious beliefs. The Health Care Right of Conscience Act
defines conscience as “a sincerely held set of moral convictions arising from belief in and relation to God, or which, though not so derived, arises from a place in the life of its possessor parallel to that filled by God among adherents to religious faiths.” On those lines, certain care can be refused. The governor’s office has been promoting legislation that would narrow the allowable exemptions when it comes to COVID-19 requirements, although a spokesperson did not identify the exact language it was pursuing. “The Health Care Right of Conscience Act was never intended to allow people to avoid public health guidance and jeopardize workplace safety during a global pandemic. The administration supports efforts to clarify the law, so it cannot be misinterpreted by fringe elements,” Pritzker spokesperson Emily Bittner said in a statement Monday.
Electric vehicles
The Crain’s Chicago Business newspaper also reported that Pritzker’s office has been pushing for an incentives package aimed at promoting the electric vehicle industry in Illinois. The newspaper reported the package could include a refundable state income tax credit of 75-100 percent of withholding from workers at electricity manufacturing and supply plants for up to 15 years. Other tax exemptions and job training assistance programs could also be included in the package, which is aimed at keeping existing manufacturers in the state and luring new ones here, according to Crain’s.
Unemployment
The state’s Unemployment Insurance Trust Fund has a deficit of $4.4 billion, according to the U.S. Treasury. This week, lawmakers are not expected to pass a longterm solution to pay down the debt – those talks are likely to come in the regular budgeting process next year. But a major insurance premium hike for businesses and benefit cuts for people claiming unemployment is scheduled to take effect in January without legislative action, so negotiators on the unemployment front said the tentative plan is to push off the effective date of those rate changes to give lawmakers more time to consider a long-term fix. Colin Powell had mixed legacy among some African Americans By Corey Williams and Aaron Morrison Associated Press
DETROIT (AP) — As an American leader, Colin Powell’s credentials were impeccable: He was national security adviser, chairman of the Joint Chiefs and secretary of state. But his legacy as the first Black person in those roles is murkier, with some African Americans saying that his voice on their behalf could have been louder. Powell, who died Monday of COVID-19 complications, spent 35 years in the Army and rose to political prominence under Republican presidents Ronald Reagan, George H.W. Bush and George W. Bush. His stature fueled persistent speculation that he would one day run for president as a member of the GOP. Through it all, Powell never seemed entirely comfortable talking about race, said Kevin Powell, a New York-based writer and rights activist who is not related to Colin Powell. “I think that’s why a lot of Black folks never saw him as a leader. There was never a sense that Colin Powell was one of us,” said Kevin Powell, who met him in the 1990s, when he was often discussed as a potential presidential candidate. When he did talk about race, his words were measured, as in a 1994 commencement speech at Howard University: “Racism is a disease that you can help cure by standing up for your rights, and by your commitment to excellence and to performance, by being ready to take advantage of your rights and the opportunities that will come from those rights.” In the years after George W. Bush left office, Powell “was largely invisible in a lot of things that happened — Trayvon Martin, Ferguson, George Floyd,” said Kevin Powell, who also is Black. “It was clear that the party he was part of was moving right. I don’t recall him ever saying this party has become nothing more than race mongers.” Powell eventually became disenchanted with the GOP and endorsed Democrats for president, starting with Barack Obama. He also called former President Donald Trump a national disgrace and said he no longer considered himself a Republican following the Jan. 6 storming of the Capitol. Powell’s dignity and composure should not be interpreted as any indication that he failed to understand the struggle of his people, according to Sam Riddle, an
Army veteran and Detroit-based political activist. “He personified a quiet inner strength that we knew he held on the battlefield for America and for Black Americans,” said Riddle, who also hosts a Detroit talk radio show. “The bullhorns we can use can be simply quiet competency, integrity and perseverance.” Powell expressed concern over the U.S. rate of incarceration, which has consistently been the highest in the world. He favored policies designed to keep young adults, especially Black Americans, out of the criminal justice system. Years before the 2020 murder of George Floyd renewed calls from the Black Lives Matter movement to “defund the police,” Powell said he was not in favor of reducing law enforcement budgets to address police brutality. He suspected that many Black Americans agreed. A June 2020 poll conducted by The Associated Press-NORC Center for Public Affairs Research around the height of that summer’s police protests showed that 43% of Black Americans strongly supported or somewhat supported reducing police funding, while 30% opposed the idea. “You can’t say, ‘We should disinvest the criminal justice, police and courts,’” Powell said in a 2017 interview with the Mic news outlet. “They’re there not just to protect white folks. They’re there to protect Black folks as well.” He continued: “If you tell a Black community leader that the police are not going to be around, they may say, ‘Whoa! Wait a minute!’ What they want is fair and balanced justice treatment for all Americans.” A child of Jamaican immigrants who grew up in the Bronx borough of New York City, Powell said he was raised in a community where his neighbors were as invested in his safety and success as his own mother and father. “I had adults who cared about me,” Powell told Mic. “My two parents, all my Jamaican relatives in the South Bronx, they watched out for us kids. And if you ever did anything wrong, I mean, you were going to get it.” Powell graduated in 1958 from City College of New York, which later created the Colin Powell Center to develop student leadership and campus community engagement. The program was eventually renamed the Colin Powell School for Civic
and Global Leadership. In the wake of Floyd’s slaying and the Black Lives Matter protests, the school launched a racial justice fellows program as a joint initiative between the Colin Powell School and CCNY’s Black studies program. Powell once said he wanted the next generation to have opportunities like he did, according to Andrew Rich, dean of the Colin Powell School. Being a Black American “defined his experience,” Rich said. “He was a trailblazer in every sense. I think he was very aware of the barriers he broke. One of the things he was so proud of was that he knocked open doors and did not close them behind him.” Former President Barack Obama said Monday that Powell helped “a generation of young people set their sights higher” and “never denied the role that race played in his own life and in our society more broadly.” “But he also refused to accept that race would limit his dreams, and through his steady and principled leadership, helped pave the way for so many who would follow,” Obama said. Obama recalled a time in 2008 when conspiracy theories swirled around his own faith and Powell addressed it headon. He quoted Powell as saying: “The correct answer is, he is not a Muslim; he’s a Christian. But the really right answer is, ‘What if he is?’ Is there something wrong with being a Muslim in this country? The answer’s no, that’s not America.” Many Black people look to high-achieving African Americans to act on their behalf, said Frederick Gooding, associate professor of humanities at Texas Christian University. “Maybe they just disproportionately expect a Colin Powell to do more or be more than he needs to be. It might be one of those deals where he may not have spoken for every Black person, but at the same time it’s OK that he does not,” Gooding said. Powell’s career and his long record of public service show his excellence, Gooding added. “When it comes to African Americans, often times, when you’ve been touched by the struggle so to speak, when you have a position of power and privilege, do you leverage it?” Gooding said. “He may not have been that front-line cheerleader, but that doesn’t mean he wasn’t affected by the struggle.”

Jan. 6 panel plans contempt vote as Trump sues over probe By Mary Clare Jalonick, Jill Colvin and Colleen Long Associated Press
WA SHINGT ON (A P) — A Hou s e committee tasked with investigating the Jan. 6 Capitol insurrection is moving swiftly Tuesday to hold at least one of Donald Trump’s allies in contempt as the former president is pushing back on the probe in a new lawsuit. Trump is aggressively trying to block the committee’s work by directing former White House aide Steve Bannon not to answer questions in the probe while also suing the panel to try to prevent Congress from obtaining former White House documents. But lawmakers on the House committee say they will not back down as they gather facts and testimony about the attack involving Trump’s supporters that left dozens of police officers injured, sent lawmakers running for their lives and interrupted the certification of President Joe Biden’s victory. “The former president’s clear objective is to stop the Select Committee from getting to the facts about January 6th and his lawsuit is nothing more than an attempt to delay and obstruct our probe,” said Chairman Bennie Thompson, D-Miss., and Republican Rep. Liz Cheney of Wyoming, the panel’s vice chairwoman, in a joint statement late Monday. They added: “It’s hard to imagine a more compelling public interest than trying to get answers about an attack on our democracy and an attempt to overturn the results of an election.” Trump’s lawsuit, filed after Biden decided to waive his right to block the document release over executive privilege concerns, claims that the panel’s August request was overly broad and a “vexatious, illegal fishing expedition,” according to papers filed in federal court in the District of Columbia. The lawsuit was expected, as Trump has repeatedly made clear that he will challenge the investigation of the violent attack by a mob of his supporters. But Trump’s challenge went beyond the initial 125 pages of records that Biden recently cleared for release to the committee. The suit, which names the committee as well as the National Archives, seeks to invalidate the entirety of the congressional request, calling it overly broad, unduly burdensome and a challenge to separation of powers. It requests a court injunction to bar the archivist from producing the documents. The Biden administration, in clearing
the documents for release, said the violent siege of the Capitol more than nine months ago was such an extraordinary circumstance that it merited waiving the privilege that usually protects White House communications. The legal challenge came a day before the panel is scheduled to vote to recommend that Bannon be held in criminal contempt of Congress for his defiance of the committee’s demands for documents and testimony. In a resolution released Monday, and scheduled to be voted out of the panel on Tuesday, the committee asserts that the former Trump aide and podcast host has no legal standing to rebuff the committee — even as Trump’s lawyer has argued that Bannon should not disclose information because it is protected by the privilege of the former president’s office. Bannon was a private citizen when he spoke to Trump ahead of the attack, the committee said, and Trump has not asserted any such executive privilege claims to the panel itself. “Mr. Bannon appears to have played a multi-faceted role in the events of January 6th, and the American people are entitled to hear his first-hand testimony regarding his actions,” the committee wrote in the resolution. The resolution lists many ways in which Bannon was involved in the leadup to the insurrection, including reports that he encouraged Trump to focus on Jan. 6, the day Congress certified the presidential vote, and his comments on Jan. 5 that “all hell is going to break loose” the next day. Once the committee votes on the Bannon contempt measure, it will go to the full House for a vote and then on to the Justice Department, which would decide whether to prosecute. In a letter obtained by The Associated Press, the White House also worked to undercut Bannon’s argument. Deputy Counsel Jonathan Su wrote that the president’s decision on the documents applied to Bannon, too, and “at this point we are not aware of any basis for your client’s refusal to appear for a deposition.” “President Biden’s determination that an assertion of privilege is not justified with respect to these subjects applies to your client’s deposition testimony and to any documents your client may possess concerning either subject,” Su wrote to Bannon’s lawyer. Bannon’s attorney said he had not yet seen the letter and could not comment on
it. While Bannon has said he needs a court order before complying with his subpoena, former White House Chief of Staff Mark Meadows and former White House and Pentagon aide Kashyap Patel have been negotiating with the committee. It is unclear whether a fourth former White House aide, Dan Scavino, will comply. The committee has also subpoenaed more than a dozen people who helped plan Trump rallies ahead of the siege,
and some of them have already said they would turn over documents and give testimony. The committee has demanded a broad range of executive branch papers related to intelligence gathered before the attack, security preparations during and before the siege, the pro-Trump rallies held that day and Trump’s false claims that he won the election, among other matters.

Wormwood Chronicles unveils new site BY GARY HILL CONTRIBUTOR
You might know him as Mike Korn. Perhaps you know of his alter-ego, Dr. Abner Mality. Maybe you remember the print fanzine of Wormwood Chronicles, or his column in RAM Magazine that preceded it. Mike Korn reveals the secrets of his pseudonym, Wormwood movie nights and Wormwood Chronicles in this interview with Rockford Rocked Interviews. Gary Hill: It seems like a lot of people know you as “Dr. Abner Mality.” Beyond the dark pun, is there another reason you chose that name for your alter-ego? Mike Korn: The dark pun was the biggest reason for sure. It just stuck in my head. I actually started using the name for my psychotronic film column in RAM magazine. I can’t totally take responsibility for coming up with it, though. In the early 90s, I was reading an old “Alley Oop” comic strip, and there was a character called “Abner Malady.” The name kind of struck me like a thunderbolt, so I changed it a bit and added the “Doctor” tag. I almost used “Professor” but “Doctor” just sounded better. It was a moment of inspiration that came out of the blue, just like the name “Wormwood Chronicles”. I actually had some other names for the magazine I considered before, but when I came up with Wormwood Chronicles, I immediately stopped. That was the only choice for it. GH: Wormwood Chronicles has been on the internet for a very long time, but a lot of people probably remember when it was a physical fanzine they could pick up around town. Can you talk a little bit about those early days and how the project came about? MK: I was a writer for the old RAM magazine and I talked to local hard rock and metal
bands and also did a column about weird movies. I always liked the concept of a free, advertiser-supported magazine. By 95 it was pretty obvious RAM was dying a slow death...it was getting smaller and smaller with less content. It also started to lose the independence it used to have. I thought, “let’s try to do a real fanzine kind of like the old punk and metal zines.” It took a year of planning before the first issue came out. I assembled a group of friends who would provide some extra content. I never wanted this thing to be a one-man-band. I knew zero about graphic design so I got help with that... Scary Dan Gildea (from Pinewood Box and Scaryhouse Studios), Sam Cornn and John Hardt helped a lot with that. The first issue was printed up at O�ce Depot and was 100 copies. I literally stapled them all together in my bedroom. The first issue was ridiculously primitive, like most first issues are. But when it finally came out, and I distributed them at various places around Rockford, and even in Madison, they disappeared almost overnight. From there, each issue got a little bigger and better looking. More people jumped on board...a lot of musicians, artists and talented people contributed. The last print issue was five times the size of the first issue, was a lot more professional looking although still pretty “homemade” and came out in just shy of 1000 copies. GH: When did you make the transition to the internet and what prompted that? MK: Despite being a mad scientist on the cutting edge of technology, I was slow to the internet. I always prefer physical media to online stu� because nothing substitutes for having something in your hands. There’s nothing collectible about an online zine. But there was definitely a period when we still were putting out the paper zine, and there

was also an online presence. Scaryhouse and the folks I mentioned before were a big part of that. I mean, I had dial-up until probably 2001, 2002 or so. But I think we finally put the paper version to bed about 2001. Some of the advertising dried up,and it took a lot of driving around and pounding the pavement to get it. I had a full-time job, my Dad was very sick and disabled and it was wearying. Sometimes I’d drive 10 times to that same business and still never get a commitment. I also drove to Madison, Janesville, Chicago and elsewhere to get advertising and drop copies o�. I did try to find someone who could help get advertising, but it never worked out. “If you wanna do something right, you usually gotta do it yourself.” It was sad to give up the paper version, especially since we got the later issues looking good and we had great content I could have never dreamed of when the first issue came out. There was nothing like dropping o� a stack of Wormwoods at the Irish Rose and seeing them literally disappear right before your eyes. But we got a website up with the help of Scaryhouse, and eventually I saw that this was the way to go. I owe a lot to Mike Heitzman (aka Sgt. Deth), who helped put up content for a long time. Eventually I was able to update the Wormwood website myself, and that was a real breakthrough. Things really speeded up and took o�. Eventually we had over 5000 CD reviews, (which is almost unprecedented for a small “personal” website), plus over 500 interviews, 150 concert reviews and lots of miscellaneous content. GH: The site has just been revamped. What can you tell us about that - di�erences from the old site, how that came about? MK: The most immediate change is visual. It looks better, more modern...I have to say the image around the title is a lot cooler than anything we’ve done before. Unfortunately, due to the way Google Sites now works, the old material will be in a separate archive that you can access from the new site. Nothing will be lost. All the old stu� will still be there. I wasn’t going to jettison 20-years worth of work. We’ll also be able to have a few more bells and whistles. We can have videos now, whereas before we couldn’t have them at all. GH: What have been some of your favorite moments around the local scene as it pertains to Wormwood? MK: There have been plenty. I’ll never forget racing around one of the old On The Waterfront festivals, desperately trying to get a face-to-face interview with Blue Öyster Cult. I wasn’t sure I was going to get it, but at the last moment, things all clicked - very cool going backstage to interview musical heroes of mine in my hometown. I remember wearing a Godzilla T-shirt to the interview and guitarist Buck Dharma told me, “that’s a pretty cool shirt”. I also remember trying to get an interview with Burton C. Bell from Fear Factory when they played the old Times Theater years ago. The band management
were real jerks and made it pretty clear I wasn’t getting anything and should be just glad to be there. After the show. I met Burton out by the tour bus and told him about it. He said, “You’re getting your interview right now” - another memorable moment. Talking to Joey Belladonna of Anthrax in the Metro Centre dressing room was cool, too. Back in the print days, I thought it was important to talk about the local scene, such as it was. For a while, we had a column all about local bands. I look back now at old articles and see the names of a lot of bands I haven’t heard in a while - The Heavils, Vigilance, L.O.C. The ironic thing is, in the 90s and early 2000s, people complained about how the local rock scene had declined. Compared to the way things are now, it was a golden age, with lots of places to play that have since been torn down or closed. GH: You also ran a Wormwood movie event at one time. Can you tell the readers something about that experience? MK: Yes, Wormwood Movie Night. It jumped around from place to place, depending on the circumstances, and some venues were better than others. It started at the old Divine Cup on Madison Street, which was maybe the best venue to have it - lots of room and a big screen. That’s one of the many music/cultural venues that have ceased to exist. From there, it moved to the old Spin City record store, which was located in a couple of di�erent places. The final venue was Mary’s Place bar, where a lot of people saw it, but in retrospect, was probably not the best venue... too much racket. I tried to have a wide variety of cult and non-mainstream movies, from all time periods - everything from “Plan 9 From Outer Space” to “Tombs of the Blind Dead” to “Candy.” The movie that really threw people for a loop was “Incubus,” an arty horror film from the 60s with William Shatner. The dialogue was entirely in the artificial language of Esperanto, and it was really avant-garde - had a lot of people scratching their heads. I showed some episodes of the old “Night Stalker” TV show, and those went over great. The crowds could vary from just three or four people to virtually a whole bar at Mary’s Place. I’d like to do something like that again...I’ve got way more strange movies now than I ever had back then. GH: Where can people find out more about your various endeavors? MK: Most of my Wormwood activities are covered at the Wormwood Facebook page, which you can find at www.facebook.com/ wormwood.chronicles. I also have a lot of written material up at the Music Street Journal website, which is the other great local music website. I write about o� the wall horror movies for RavenousMonster. com, a killer horror website run by Jason Thorson who used to be in Stone Fury and Fogcrawler, and who now plays in Irritable Discontent, among others. I may possibly be doing some work for a national magazine soon, but we have to see how that plays out.

ATHENS, Greece (AP) — Human rights activists urged international governments, sponsors and athletes on Tuesday to boycott what they called China’s “genocide games” as Greek officials handed over the Olympic flame to 2022 Beijing Winter Games organizers. Activist groups, which also disrupted the flame lighting ceremony in southern Greece on Monday, accused the International Olympic Committee of granting legitimacy to rights abuses in China by allowing the Winter Games to go ahead in Beijing. “We have yet again borne witness to the hypocrisy (of the IOC),” Mandie McKeown, the executive director for the International Tibet Network, said at a news conference in Athens. “They’re handing over the Olympic torch to a host government that is so far removed from holding any of (the Olympic) ideals that it seems we’re living in a kind of warped reality.” There has been international criticism
of China’s treatment of Uyghur Muslims in the northwest region of Xinjiang, its crackdown on protesters in Hong Kong and its policies toward Tibet and Taiwan. But the IOC, which previously held the 2008 Summer Olympics in Beijing, has shied away from the issue, saying it’s out of its remit. In his speech in the ancient stadium of Olympia on Monday, IOC President Thomas Bach stressed that the Games must be “respected as politically neutral ground.” Activists on Tuesday argued that human rights in the country have deteriorated since 2008, claiming that the Summer Games “emboldened” China. Beijing launched a brutal crackdown about four years ago that swept up to a million or more Uyghurs and other mostly Muslim minorities into detention camps and prisons. Chinese authorities say their goal is not to eliminate the Uyghurs – a historically Muslim group of 13 million people – but to integrate them. “If this press conference was to take
place in China, I, as an Uyghur, would end up in a camp and maybe be subjected to sexual abuse and torture, as millions of my fellow Uyghurs are,” said Zumretay Arkin, program and advocacy manager for the World Uyghur Congress. “The Olympic Games are being handed over to a country actively committing a genocide.” President Joe Biden’s administration has affirmed the U.S. position that China’s repression of Uyghurs and other minorities was “genocide.” At June’s Group of Seven summit, Biden successfully pressed fellow leaders to include specific language criticizing China’s use of forced labor and other human rights abuses in their joint statement. Arkin urged G-7 governments to follow up on that by boycotting the Beijing Games. “We believe that we have a better chance today ahead of the Games that governments commit to a boycott ... than we had previously in 2008,” she said. Pema Doma, the campaign director for Students for a Free Tibet, said the IOC was
making “a very big mistake.” “How can anyone think that there is not a red line anywhere in the world for genocide?” said Doma, who was briefly detained by police in Ancient Olympia before Monday’s protest. The handover ceremony was held without spectators at the renovated marble stadium in Athens where the first modern Olympics were held in 1896. Three activists were detained Monday after sneaking into the strongly-guarded archaeological site of Ancient Olympia during the flame lighting, waving a Tibetan flag and a banner that read “No genocide games.” Another four were detained outside the site, while two more protesters were detained in Athens on Sunday after a protest on the Acropolis. The latter seven have been released, but the first three remain in police custody in southern Greece. The Beijing Winter Olympics will run from Feb. 4-20. Only spectators from mainland China will be allowed to attend.

As you continue making decisions on your backyard orchard, there are a couple of other decisions you need to make to. Try to plant fruit trees that have disease resistance. The main apple diseases we encounter in Northern Illinois are Apple Scab, Fireblight, and Cedar Apple Rust. These three can cause severe damage to your fruit and leaves depending on the season and your varieties vulnerabilities. With disease resistance, your trees may not be as susceptible to disease problems. It can also allow you to limit your spraying if that is something you are considering.
When you purchase your fruit trees, the company will be able to share what disease resistance the trees have. Tree size is very important in the backyard orchard. Most of the time a fruit tree company will o�er a variety as a standard, dwarf, or semi-dwarf based on it’s expected height. The tallest of these is the standard which can reach a height over 25 feet followed by semi-dwarf at 14-16 feet and dwarf at 8-10 feet. Since trees are commonly spaced based on their expected height, your backyard orchard could contain more dwarf and semidwarf than standard trees. Yields though can be lower for dwarf and semi-dwarf
trees. These trees will also need staking such as bamboo for their entire lives. As you think about what might make the most sense for you, consider the longterm growth of this tree and while it may be easy in the first couple of years to prune a standard tree, you may find that in year 10 and beyond it becomes more di�cult. One of your final considerations is whip or feathered. This would be the shape of the tree that arrives to your home. A whip tree does not have any branches when it arrives and after planting, will develop branches that season. Whips are usually less expensive and tend to be the most common type you will find. Because it
does not have branches at planting, it may take an additional year to reach maturity. A feathered tree comes with branches and leaves. These types are more expensive but will allow your tree to reach maturity sooner. You may not find feathered tree options often. These decisions on backyard trees come together as you order from companies. For example, I may order 2 ‘Honeycrisp’ trees that are semi-dwarf and are feathered that has Apple Scab resistance. Methane proposed as a short-term solution to climate change BY DRS. ROBERT & SONIA VOGL

Calls for international action on climate change have traditionally focused on cutting carbon emissions which remain an important target for reductions as their adverse environmental impacts last for centuries. The quest for reducing climate changing gases now includes a focus on methane reductions which advocates claim can be done quickly and relatively inexpensively. It adds a new dimension to the IPCC 2021 UN Climate report and world meeting regarding it this November in Glasgow. Methane is roughly half of the content of natural gas which was once portrayed as a bridge fuel essential for the transition to a renewable energy economy. Natural gas is widely used to generate electricity and providing building heat and hot water but is having di�culty competing with renewable energy and battery backup systems Methane emissions are far shorter lived as they last for only decades but during that time their impacts are more detrimental than carbon emissions. They could be cut by 45% by 2030 according to an interview with Sarah Smith of the Clean Air Task Force. She indicated that if the cuts are implemented quickly they could reduce .3°C from the expected rise in global temperatures and help meet the goal of
limiting emissions to 1.5°C or 2.7°F. Her presentation appears in a David Roberts Volt podcast All About Methane. The latest IPCC report identifies a spike in methane emissions over the last decade detected using data collected by satellites operated by NASA that are primarily focused on releases from land based sources. While not a complete surveillance system satellite data is seen as an improvement over the previous system based on self-reports. Three large sources of methane were identified with each one accounting for about a third of the total releases. The global emissions are from human activities including oil, gas and coal infrastructure, agricultural operations involving tillage and livestock manure, and decomposition of wastes including those from landfill operations. A big methane source comes from fossil fuels when they are vented and burned o� at gas and oil well sites. It could be captured and put to productive use instead of simply wasting it. Fixing breaks and leaks quickly would also provide an additional revenue stream which would o�set the costs of implementing changes and in many cases increase the profits of operations. Another opportunity for reducing its climate changing impact includes finding and plugging the thousands of abandoned wells scattered across the landscape which is likely to require government funding to implement.
For agriculture much of the effort at cutting emissions would focus on animal wastes that add methane to the atmosphere. Adding biogas digestors to confinement feeding operations would put the released methane to productive use. For the general population, eating less meat would limit methane emissions while increasing human health. Achieving cuts in this sector are seen as harder to achieve that those in the fossil fuel infrastructure. Also important is the reduction of wastes being sent to landfills, particularly the organic components which decompose and release methane to the atmosphere. In many cases landfill gas which is flared o� could be captured and used productively. A substantial portion of landfilled waste includes food items. Changes in human behavior could limit the amount of food wastes reaching landfills. The US and EU have both agreed to cut carbon emissions by at least 30%. Ghana, Indonesia and Iraq have also signed the agreement. Additionally, the EAI has called on countries importing oil and gas to pressure their suppliers to reduce their emissions. The call for reductions in methane emissions are seen as the fastest way to slow global warming. Curbing methane emissions corrects problems which were created by the industries involved. To reach sustainability, industrial activities must
adequately address environmental issues when they are implemented rather than passing them on to future generations. Most of the methane issues were known in advance and left to build up to a crisis and costly level. Addressing them now is important but preventing them in the first place is best.
Prairie Preservation Society donates another courthouse tree
On a beautiful late summer morning with a hint of autumn, but not yet the dazzling white of winter, local volunteers and members of the Prairie Preservation Board met at Sand Ridge on October 18 to select the perfect tree for Ogle County’s Candlelight Walk and celebration. Again this year, a beautiful, full, tall tree was donated by the Prairie Society as a public service to the community. The volunteer committee included Liz Vos, Oregon Chamber of Commerce, Candace Rivera, Hazel’s Café, Lisa Jacobsen and Sheryl Broers, Woods Equipment (celebrating their 75th anniversary), and Craig Arnold, River Stone Christian Church. Bob and Sonia Vogl represented the Prairie Society Board. The choice of the tree was unanimous. Everyone is invited to witness the traditional tree lighting and attend the walk for its 35th anniversary on November 27, the Saturday after Thanksgiving.
