Pritzker urges child vaccination as changes to Health Care Right of Conscience Act emerge Federal approval of vaccines for children 5-11 could come next week By Jerry Nowicki

SPRINGFIELD – An amendment to the Health Care Right of Conscience Act that allows an employer to fire a worker for noncompliance with COVID-19 vaccine or test requirements surfaced Monday ahead of the final three scheduled days of legislative action this year. That bill language was introduced in the General Assembly Monday as Gov. JB Pritzker announced a new partial vaccine agreement with the state’s largest public employee union and held a news conference to encourage vaccination in children aged 5-11, provided federal regulators recommend the vaccine in that age group next week. House Amendment 2 to Senate Bill 1169, carried by Rep. Robyn Gabel, D-Evanston, creates a section of the Health Care Right of Conscience Act pertaining to the COVID-19 pandemic. The current HCRC Act defines conscience as “a sincerely held set of moral convictions arising from belief in and relation to God.” On those lines, certain care, including testing, can be refused without repercussions from an employer. Some have used those lines to not only refuse vaccine mandates, but also the testing requirements that are in place for people covered under the mandates if they choose not to receive the vaccine. The new amendment provides that it is not a violation of the Act “for any person or public official, or for any public or private association, agency, corporation, entity, institution, or employer, to take any measures or impose any requirements … intended to prevent contraction or transmission of COVID-19.” Per the bill, employers can terminate employment or exclude individuals from a school, place of employment or public or private premises in response to noncompliance. Gabel and Pritzker’s office did not immediately reply to a request for comment Monday. But when asked about potential changes to the act last week, Pritzker spokesperson Emily Bittner said, “The Healthcare Right of Conscience Act was never intended to allow people to avoid public health
guidance and jeopardize workplace safety during a global pandemic. The administration supports efforts to clarify the law, so it cannot be misinterpreted by fringe elements.”
Union agreements
Pritzker has mandated that certain groups of state workers, K-12 school employees, higher education students and personnel, health care workers and others either receive the COVID-19 vaccine or submit to weekly testing. Last week, he added day care personnel to the list. On Monday, Pritzker announced nearly 10,000 state employees are now covered under union agreements mandating vaccination. The state and part of its largest public employee union – American Federation of State, County and Municipal Employees Council 31, or AFSCME – announced the latest agreement, which covers about 7,800 employees of congregate facilities at the Department of Human Services and Department of Veterans’ Affairs. “Our most vulnerable residents, such as veterans who can’t live on their own and adults living with developmental disabilities, have no choice but to live among workers at these facilities,” Pritzker said at a news conference Monday. “These residents have also borne some of the worst consequences of this pandemic, which has preyed, first and foremost, upon the elderly, congregate spaces and those with pre-existing conditions. They deserve the safest possible homes that we can provide, and that includes the protection of a vaccinated community.” They join the Teamsters, VR-704 union, the Illinois Nurses Association, the Illinois Federation of Public Employees and Illinois Trade Unions as those covered in agreements with the state. All must be fully vaccinated as of Nov. 30 with the first dose received by Tuesday. The latest agreement does not cover all of AFSCME’s workers that are otherwise covered under the mandates, as negotiations between the state and the Department of Corrections and Department of Juvenile Justice have reached an impasse. The state and the union will submit to arbitration regarding the 10,300 security employees in those agencies. For an additional 1,900 non-security employees at those two departments, the governor’s office said the state plans to impose the same requirements as the rest
of the unions.
Child vaccines
The governor’s Monday news conference also focused on the state’s effort to prepare for the approval of the Pfizer-BioNTech COVID-19 vaccine for children aged 5-11. The U.S. Centers for Disease Control and Prevention advisory committee is scheduled to meet Nov. 2 and 3 to consider approval. Illinois Department of Public Health Director Dr. Ngozi Ezike said the department has begun planning events for the following week. There are 1.1 million Illinoisans in the age 5-11 range that will become eligible for vaccination should the CDC approve it. “I firmly believe when we begin to vaccinate our younger residents of this state, the numbers will continue to drop for the cases and the hospitalizations statewide,” she said. “We use car seats and safety restraints in vehicles. We protect our kids from cigarette smoke and secondhand smoke. We monitor the toys that they play with, and we vaccinate against vaccine preventable diseases that literally save lives. Today, I’m asking you to add COVID to that list of vaccines.” The governor’s office said more than 2,200 providers statewide are already enrolled to provide the vaccine to children, and the state expects to receive 306,000 doses, with another 73,000 going to the city of Chicago and 100,000 doses to pharmacies. The outreach effort will also go directly to schools, Pritzker said. “We will be reaching out to approximately 750 public school districts that teach elementary aged students to offer them the opportunity to host parent-approved clinics right on school grounds,” he said. “We will have a team ready to go at the request of any district.” Parents hoping to get their children vaccinated by the holiday season should call their pediatricians as soon as possible, the governor said. As of Monday, about 63.5 percent of the state’s population over 12 years of age was vaccinated. For more on how to obtain a vaccine, visit vaccines.gov. Missing Military Weapons
Congress plans fixes for US military’s AWOL weapons problems By Kristin M. Hall and Justin Pritchard Associated Press
Congress is set to force America’s armed services to keep better track of their guns and explosives, imposing new rules in response to an Associated Press investigation that showed firearms stolen from U.S. bases have resurfaced in violent crimes. Under the proposals, the Department of Defense would tell both lawmakers and civilian law enforcement authorities more about guns that vanish from military armories, shipments and warehouses. Overall, AP has found that at least 2,000 firearms from the Army, Marines, Navy or Air Force were lost or stolen during the 2010s. Even as guns kept disappearing, the Department of Defense in recent years stopped advising Congress of most losses or thefts. That was one finding of an investigation which showed how assault rifles, pistols, armor-piercing grenades
and other weapons have made their way onto the nation’s streets. Lawmakers in both the House and Senate responded by writing stricter accountabilit y into each chamber’s version of the National Defense Authorization Act. That bipartisan, mustpass legislation sets policy priorities for the Pentagon. In coming weeks, lawmakers will hammer out differences between the two defense authorization act versions as the legislation marches toward the president’s desk. For example, the Senate envisions more reporting to the FBI while the House focuses on the Bureau of Alcohol, Tobacco, Firearms and Explosives. In interviews, military officials have acknowledged numerous problems with how they keep track of weapons through the military’s vast supply chains. The chairman of the Joint Chiefs of Staff, Gen. Mark Milley, told senators in June that he would seek a “systematic
fix” within the Department of Defense -- regardless of what Congress did. Spokespeople for the Army and Marines have said their service branches are making changes to how they account for weapons. Those internal effor ts have not persuaded some lawmakers. “We are concerned that DOD has seemingly not yet developed a coherent strategy to improve its ability to account for military weapons and equipment,” Democrat ic leaders on t he House Committee on Oversight and Reform wrote Defense Secretary Lloyd Austin and the leaders of the service branches in a letter dated Monday. The lawmakers requested a progress briefing by Nov. 19. Spokespeople for the Army, Marines and Air Force said the branches would respond directly to the committee. The Navy did not comment. The letter also focused on a technology that some units of the Air Force and Army
have used to track guns, but that could let even low-tech enemies detect U.S. troops. When embedded in military guns, thin radio frequency identification tags — RFID, as the technology is known — can streamline weapon counts and distribution. But field testing for AP showed that, outside armories, the electronic signals the tags emit could become an unwanted tracking beacon from distances greater than some armed services seemed to realize. The Office of the Secretary of Defense called the tracking potential for enemies a significant security problem, and under questioning the Navy told AP it would abandon the technology in weapons. Still, RFID tags are used in many aspects of military logistics and lawmakers on the committee asked the Pentagon to detail how widely the technology is deployed and to explain the security risks those uses bring.

Billionaire tax runs into criticism; big Biden plan in flux By Lisa Mascaro, Darlene Superville and Alan Fram Associated Press
WASHINGTON (AP) — The Democrats’ idea for a new billionaires’ tax to help pay for President Joe Biden’s social services and climate change plan has quickly run into criticism as too cumbersome, with some lawmakers preferring the original plan of simply raising the top tax rates on corporations and the wealthy. With the revenue side of the package deeply in flux, Democrats are at a standstill trying to wrap up negotiations on Biden’s overall package. But party leaders insisted Tuesday a broad deal remains within reach as they rush to show progress before the president departs later this week to global overseas summits. House Speaker Nancy Pelosi told lawmakers during a caucus meeting they were on the verge of “something major, transformative, historic and bigger than anything else” ever attempted in Congress, according to a person who requested anonymity to share the private remarks. Senate Majority Leader Chuck Schumer opened the Senate with a simple message: “We’re working to get it done.” However, vast differences among Democrats remain over the basic contours of the sweeping proposal and how to pay for it. It’s now estimated to total at least $1.75 trillion over 10 years, and could still be more. From the White House, Press Secretary Jen Psaki said Biden’s preference was still to have a deal in hand before departing, but she acknowledged that might not happen, forcing him to keep working on the package from afar. “There are phones on Air Force One and also in Europe,” Psaki told reporters. In the meantime, she said more lawmakers were heading to the White House for negotiations and insisted talks were progressing: “We are almost there.” Resolving the revenue side is key as the Democrats scale back what had been a $3.5 trillion plan, insisting all the new spending will be fully paid for and not pile onto the debt. Biden vows any new taxes would hit only the wealthy, those earning more than $400,000 a year, or $450,000 for couples. The White House had to rethink its tax strategy after one key Democrat, Sen. Kyrsten Sinema, D-Ariz., objected to her party’s initial proposal to raise tax rates on wealthy Americans by undoing the
Trump-era tax cuts on those earning beyond $400,000. Sinema also opposed lifting the 21% corporate tax rate. With a 50-50 Senate, Biden has no votes to spare in his party. Instead, to win over Sinema and others, the White House has been floating a new idea of taxing the assets of billionaires and another that would require corporations to pay a 15% minimum tax, regardless of if they show any profits. Those both appear to be gaining traction with another pivotal Democrat, Sen. Joe Manchin, D-W.Va., who told reporters he supported new ways to ensure the wealthy to pay their “fair share.” Democrats on the Senate Finance Committee, led by Sen. Ron Wyden of Oregon, are prepared to roll out the tax revenue plan in a matter of days. It is likely to include other revenue-raising tax measures, including a plan to beef up the IRS to go after tax scofflaws. “Here’s the heart of it: Americans read over the last few months that billionaires were paying little or no taxes for years on end,” Wyden said at the Capitol. The billionaires’ tax is being modeled on a 2019 bill from Wyden to treat assets as income. Another idea, up to a 3% ultra-rich surtax, has been proposed by Sen. Elizabeth Warren, D-Mass. Under Wyden’s emerging plan, the billionaires’ tax would hit the wealthiest of Americans, fewer than 1,000 people. It would require those with assets of more than $1 billion, or three-years consecutive income of $100 million, to pay taxes on the gains of stocks and other tradeable assets, rather than waiting until holdings are sold. A similar billionaire’s tax would be applied to non-tradeable assets, including real estate, but it would be deferred with the tax not assessed until the asset was sold. Overall, the billionaires’ tax rate has not been set, but it is expected to be at least the 20% capital gains rate. Democrats have said it could raise $200 billion in revenue that could help fund Biden’s package over 10 years. Senate Republ ican leader M itch McConnell called it a “hare-brained scheme” and warned of revenue drying up during downturns. Some Republicans indicated such a tax plan could be challenged in court. But key fellow Democrats are also raising concerns, saying the idea of simply undoing the 2017 tax cuts by hiking top rates was more straightforward and transparent. Under the House’s bill from the Ways
and Means Committee, the top individual income tax rate would rise from 37% to 39.6%, on those earning more than $400,000, or $450,000 for couples. The corporate rate would increase from 21% to 26.5%. The bill also proposed a 3% surtax on wealthier Americans with adjusted income beyond $5 million a year. The panel’s chairman, Rep. Richard Neal, D-Mass., said Monday evening that he told Wyden that the implementation of the senator’s proposed billionaire’s plan is “a bit more challenging.” Neal suggested that the House’s proposal was not off the table despite Sinema’s objections. In fact, he said, “our plan looks better every day.” Once Democrats agree to the tax proposals, they can assess how much is funding available for Biden’s overall package to expand health care, child care and other climate change programs. Democrats were hoping Biden could cite major accomplishments to world leaders later this week. They are also facing an Oct. 31 deadline to pass a related $1 trillion bipartisan infrastructure package of roads, broadband and other public works before routine federal transportation funds expire. After months of start-and-stop negotiations, disputes remain. Among the unresolved provisions: plans to expand Medicare coverage with dental, vision and hearing aid benefits for seniors; child care assistance; free pre-kindergarten; a new program of four-weeks paid family leave; and a more limited plan than envisioned to lower prescription drug costs. The climate change provisions may be resolving now that White House floated a new strategy. It involves beefing up clean energy incentives after Manchin rejected a more punitive approach. Pelosi said she expected an agreement by week’s end, paving the way for a House vote on the $1 trillion bipartisan infrastructure bill that stalled during deliberations on the broader Biden bill. But Rep. Pramila Jayapal, D-Wash., the chair of the Congressional Progressive Caucus whose support will be crucial for both bills, said lawmakers want more than just a framework for Biden’s plan before they give their votes for the smaller infrastructure package. “We want to vote on both bills at the same time,” Jayapal told The Associated Press.

In fatal shooting, some political foes take aim at Baldwin By Jake Coyle

NEW YORK (AP) — Details are still emerging about how Alec Baldwin accidentally shot and killed a cinematographer on a New Mexico film set, but some political onlookers swiftly assigned guilt to one of Hollywood’s most prominent liberals. Right-wing pundits and politicians have long chafed at Baldwin’s criticism of former President Donald Trump and his Trump parody on “Saturday Night Live.” They wasted little time zeroing in on the actor who pulled the trigger. The hashtag #AlecForPrison ricocheted around Twitter. Within hours of the shooting, Ohio Republican Senate candidate J.D. Vance asked Twitter to let Trump back on the social media platform that banned him after the Capitol insurrection. “We need Alec Baldwin tweets,” Vance wrote. By Monday, Trump’s oldest son was selling $28 T-shirts on his official website with the slogan “Guns don’t kill people, Alec Baldwin kills people.” The post was later removed. Gun violence has long divided the country, but the fact that some observers seemed to revel in Baldwin’s role in the shooting added a political dimension to the tragedy. CNN host Jake Tapper on Sunday called Hutchins’ death “heartbreaking for normal people.” “But there’s something about our politics right now that is driving people away from our shared humanity,” Tapper said. Court records provided some details about the death of Halyna Hutchins on the set of “Rust” near Santa Fe, New Mexico. Authorities have said that the assistant
director, Dave Halls, handed the weapon to Baldwin and announced “cold gun,” indicating that the weapon was safe to use. In an affidavit released Sunday night, the film’s director, Joel Souza, said Baldwin was rehearsing a scene in which he drew a revolver from his holster and pointed it toward the camera, which Hutchins and Souza were behind. Souza, who was wounded by the shot, said the scene did not call for the use of live rounds. It’s not clear yet where the gun-handling protocol failed. Souza said the movie’s guns were usually checked by armorer Hannah Gutierrez-Reed and then again by Halls. At least two people have aired doubts about Halls’ safety record. In an email statement to The Associated Press, a producer for the movie “Freedom’s Path” confirmed Monday that Halls was fired from the 2019 production after a crew member suffered a minor injury “when a gun was unexpectedly discharged.” The producer, who asked not to be identified by name, wrote that Halls “was removed from the set immediately.” Production did not resume until Halls was gone. Prop maker Maggie Goll on Sunday said she filed an internal complaint in 2019 over concerns about Halls’ behavior on the set of Hulu’s “Into the Dark” series. Goll said Halls disregarded safety protocols for weapons and pyrotechnics and tried to continue filming after the supervising pyrotechnician, who was diabetic, lost consciousness on set. Neither Gutierrez-Reed nor Halls have responded to requests for comment on the shooting. In the affidavit, cameraman Reid
Russell said Baldwin had been careful with weapons. Russell was unsure whether the weapon was checked before it was handed to Baldwin. In the aftermath of Hutchins’ death, many in the film industry have argued that real guns should be replaced entirely by computer-generated effects. “There should not have been a loaded gun on set,” actor Riley Keough wrote on Instagram. “We don’t need real guns, we can make replicas, and we have CGI. In my opinion, that is the issue here. Not Alec Baldwin.” And yet, as director Gigi Saul Guerrero observed, Baldwin has been the “face to this tragic story.” The 63-year-old actor, a vocal advocate of gun-law reforms, has been widely mocked by the far-right on social media. “Literally not one single thing that Alec Baldwin has said about Donald Trump and his supporters is going to age well,” t weeted conser vative commentator Candace Owens. U.S. Rep. Lauren Boebert, a Colorado Republican, cited a tweet of Baldwin’s last year supporting Black Lives Matter protesters in which Baldwin said he was going to make T-shirts that read: “My hands are up. Please don’t shoot me!” Wrote Boebert: “Alec Baldwin, are these still available? Asking for a movie producer.” Boebert received widespread criticism. “This was a tragic and horrible accident. Ms. Boebart and you should be ashamed of yourself politicizing it.” But Boebert stood by her tweet. “You crazy Blue Checks want to take away our right to defend ourselves with a firearm, and know NOTHING about basic gun safety!” Boebert wrote. “If this was a conservative celebrity you’d be calling for his head.” The film’s chief electrician, Serge Svetnoy, blamed producers for Hutchins’ death in an emotional Facebook post Sunday. Svetnoy faulted “negligence and unprofessionalism” among those handling weapons on the set, and claimed producers hired an inexperienced armorer. “I’m sure that we had the professionals in every department, but one — the department that was responsible for the weapons,” Svetnoy wrote. “The person who should have checked this weapon before bringing it to the set did not do it. And the DEATH OF THE HUMAN IS THE RESULT!” A spokesman for the film’s production company, Rust Movie Productions LLC, has said it is cooperating with authorities and conducting an internal review. The company said it was halting production on the film but signaled it may resume in the future. Baldwin has said he is cooperating with the law enforcement investigation and described the shooting as a “tragic accident.”

Grammys CEO on a mission to regain music community’s trust By Jonathan Landrum Jr. Associated Press
BURBANK, Calif. (AP) — When Harvey Mason jr. took the helm at the Recording Academy, t he Grammy-nominated producer knew there would be an uphill climb. He’s heard firsthand from some in the music community that the academy wasn’t a fit for them, the award voting process was ineffective, and that the organization lacked diversity. Those critical responses have fueled Mason’s mission as the academy’s CEO to right the wrongs and listen to the voices of the unheard. He’s already replaced the nominations review committee with a new member peer-driven voting system, overhauled the leadership with two co-presidents, increased membership and committed to hiring more diverse candidates with an inclusion rider for next year’s Grammy Awards. So far, Mason feels like the academy — which annually produces the Grammys — is moving in the right direction to regain the trust of the music community. “We’re learning and we’re changing,” Mason said in an interview at his studio in Burbank, California. He’s a successful producer who has worked with Beyoncé, Chris Brown and Whitney Houston. He was elected president and CEO of the
academy in May after holding the interim title last year, becoming the first Black person to hold the position. He was previously chair of the academy’s board. Mason succeeded Deborah Dugan who was ousted five months after she took the position — just days before the 2020 Grammys. She claimed that the awards are rigged and filled with conflicts of interests in the nomination process, then reported sexual harassment and pay disparities. After taking over, Mason soon faced Grammy backlash from The Weeknd who angrily slammed the awards, calling them “corrupt” after the pop star received zero nominations despite having last year’s biggest single, “Blinding Lights.” The singer says he will boycott future Grammys and not allow his label to submit his music. Other artists have called out the Gra m mys i nc lud i ng Dra ke, Fra n k Ocean, Nicki Minaj and 50 Cent, who said the award show was “out of touch.” Others took aim at the transparency of the “secret” review committee, which selected the eight nominees for each of the Grammys’ top four awards. and worked on. In April, the academy eliminated its anonymous nominations review committee — a group that determined the contenders for key awards at the prestigious music show. Mason said he’s gotten his “butt kicked” during conversations with artists who have vented frustrations. But he’s continuing outreach efforts across all genres to build a strong partnership with the music community, promote the academy’s initiatives and programs and to stress the importance of becoming a member. “I don’t do it because I want them to love the academy, and I guess partially I do,” he said. “But I do it because what we’re doing is really important and partnership with the artist community is something we rely on.” Despite the academy’s turbulent past, Royce da 5’9” has been a supporter of Mason’s direction. “(Harvey is) a good addition to the Grammys,” said the rapper, who was nominated for his first Grammy in his nearly two-decade career last year. “I think just adding more Black people to the board in different states would really help. I think that’s key.” With the new peer-driven system, Mason instituted the 10-3 initiative — which allows the academy’s nearly 12,000 members to vote for up to 10 categories in three genres. All voters can vote for the top four awards. The first round of Grammy voting began Friday. Mason said it’s imperative to create a diverse membership at the academy with the hopes of eliminating past mishaps. “We want to get the awards right, but also it’s a little bit me explaining the process,” said Mason, who said he relates to those who are disappointed with the voting process. The producer said there were moments when he should’ve won or been nominated for a Grammy, but it didn’t happen. “A lot of people who felt (frustrated) didn’t understand that the nominees and the winners are voted on by you and you and you,” said Mason, who’s been nominated five times. He followed the music footsteps of his father, Harvey Mason Sr., a 10-time Grammy-nominated jazz drummer of the group Fourplay. “If you’re not here and you’re not in with us, we can’t count on you to vote accurately,” he continued. “We can’t count on you to determine who the best nominees and winners are. Of course,
it’s subjective. But we got to have the right people voting, the right people nominating, the right people deciding who the winner should be.” Mason said the academy recently had a breakthrough when 83% of the 2,710 music professionals asked to join the academy as new members in June did so. The makeup of this year’s class of invitees: 48% women, 32% African American, 13% Hispanic and 4% Asian or Pacific Islander. Strides are being made, but some want more from the academy’s programs such as Women in the Mix — a 2019-launched initiative that spotlights female producers and engineers. The program aims to facilitate mentorship among women in the industry. Only 2% of music producers and 3% engineers/mixers across popular music are women, according to a study by the USC Annenberg Inclusion Initiative. “We hope to see the numbers improve,” said Stacy L. Smith, founder of the inclusion initiative. She wants to make sure that programs like Women in the Mix meaningfully “increase participation throughout the industry. “For women, this includes improving nominations and wins in critical categories, including producer of the year,” she said. “For women of color, this means seeing the numbers increase across all the major categories. For people of color overall, this includes recognizing their accomplishments, artistry, and vision across categories and major awards.” Smith said the biggest challenge for Mason is to ensure that inclusion consistently goes beyond “making statements and is a central part of the academy’s work.” Mason believes he and the academy are doing just that. He said he’ll be the “meanest and toughest one” when holding people accountable for the inclusion rider, which will ensure equity and inclusion in hiring at all levels of production for next year’s Grammys. The 64th Grammy Awards telecast is scheduled for Jan. 31. The academy released the rider requirement Oct. 19. “We’ve been functioning under the idea of making sure we’re inclusive and really diverse and equitable,” he said. “We are holding each other accountable to make sure this stuff is done right. You’re not going to find an organization that cares more about diversity and changing and heading in that direction than us.”

Legislation provides incentives to manufacture electric cars in Illinois By Charles Herbst Contributor
The electric car is gaining speed. This past Monday, car rental company Hertz ordered 100,000 electric vehicles from Tesla to be delivered next year. Late in September, Ford announced a $11 billion investment to build an electric battery plant near Elizabethtown, Kentucky, and an electric vehicle manufacturing plant near Memphis. (Ford already manufactures several electric vehicles at its Chicago Plant and elsewhere. Also in September, Rivian started manufacturing electric trucks at its factory in Bloomington. With the world’s vehicle manufacturers beginning the transition to electric vehicle manufacturing, this week, State Senator Steve Stadelman, (D) Rockford, and Representative Dave Vella, (D) Loves
Park introduced the Reimagining Electric Vehicles in Illinois Act. To help keep Illinois – and particularly the Belvidere Assembly Plant – competitive, the act offers state and local tax credits to electric vehicle manufacturers, electric vehicle component manufacturers, and electric vehicle battery makers. These incentives are exclusively for all-electric vehicles and exclude hybrid vehicles that contain an internal combustion engine. According to Stadelman, Governor J.B. Pritzker supports this legislation. The giant Belvidere Assembly Plant currently makes the gasoline-powered Jeep Cherokee. Earlier this year, referring to gasoline versus electric-powered vehicles, Jeep parent-company Stellantis’ CEO, Carlos Tavares, stated at a news conference that it would be up to local governments
to decide what kind of auto industry they wanted to have. Stadelman said that he has met with Stellantis officials and asked what it would take for Stellantis to locate its electric vehicle production in Belvidere. The legislation from Stadelman and Vella is a response to those meetings. Currently, the Belvidere Assembly Plant is located in Republican Representative Joe Sosnowski’s district and is also represented in the Senate by Sen. Dave Syverson, (R) Cherry Valley. With the redistricting that will be effective late next year, the plant and most of Belvidere will be located in the district currently represented by Vella in the House and Stadelman in the Senate. Representative Sosnowski said “the Belvidere Plant has a ways to go before it’s equipped to produce electric vehicles, but this is legislation I could support to keep jobs here and strengthen our regional auto manufacturing industry with an eye toward the future. Our local workforce deserves all the support they can get from Springfield right now.” According to Stadelman, the manufacturing incentives in this legislation would complement retail incentives like $4,000 rebates on electric vehicle purchases that were contained in the massive clean energy bill Illinois lawmakers approved last month. The proposed tax benefits apply to any manufacturer who decides to build electric vehicles, components, or batteries in Illinois. There are added incentives for counties with fewer than 100,000 people. Boone County has 54,000 people. The proposal gives a tax credit to the manufacturer based on the amount of state income tax paid by new hires at a facility. There is a similar tax credit based on the income tax payments of construction workers building or retooling the plant. The plant must continue in operation for ten years or these incentives can be recaptured by the state. There is also an exemption for an electric vehicle plant from state utility taxes and a one-time, one-half percent investment tax credit. Building materials used in construction are exempt from state sales tax. Any planned highway projects in the area can be prioritized to expedite construction of electric vehicle manufacturing facilities. Any local taxing district may abate all or part of its share of the local property tax during the incentive agreement. There would be no reimbursement from the state to the taxing district for the abatement. This would shift the local tax burden to
support municipalities and schools away from the electric car plant to other taxpayers. With relatively high property tax reliance by local governments in Illinois, taxing districts can expect competing pressure from other property owners. Stadelman predicted that the legislation would be voted on by both the Illinois House and Senate later this week. Pamela Lopez-Fettes, Executive Director of Growth Dimensions, said that the focus would be on growth of the local plant and helping Stellantis retool for electric vehicle production. Growth Dimensions is the economic development authority in Boone County. Lopez-Fettes pointed out that workers commute to the plant from a 70-mile radius, including all of the Rockford area. She stated that there are 30,000 automotive-related jobs in the area.

The evenings are getting longer as night falls just before 7 p.m. and of course our beautiful trees in the Midwest are starting to turn all sorts of rusted rainbow colors during one of my all time favorite seasons. The backyard orchard: Recommended fruit tree varieties BY GRANT MCCARTY CONTRIBUTOR
Now that we’ve discussed some of the main decisions on a backyard orchard, this week I’ll talk about varieties that University of Illinois Extension recommends. First o�, we recommend you purchase your fruit trees from a reputable fruit tree company. Not only will they be able to answer some of the questions you have, many of these companies have newer varieties available for the homeowner compared to what you might find somewhere else. They may also have di�erent heights and feathered/whip type too. Most of these fruit tree companies will begin to market their 2022 o�erings in December for you to purchase and have
shipped to you in the spring of 2022. Many of these businesses will also be able to tell you if you need more than one variety and suggest which variety you’d want to plant to ensure cross-pollination. There always tend to be new apple varieties each year and you may find your favorite apple you purchased from a Rockford orchard this year is available for you to plant this upcoming season. For summer eating & cooking, University of Illinois Extension recommends ‘Stark Earliest,’ ‘Viking Transparent’, ‘Redfree’, and ‘Pristine’. This group would yield sometime in end of July to mid-August in our area. Early fall (end of August and into mid-September) eating and cooking includes ‘Prima’, ’Gala’, ‘Empire,’
‘Ginger Gold’, and ‘Pixie Crunch’. If you want to harvest your apples in fall (end of September to mid-October) and plan to cook with them, the varieties we recommend include ‘Jonathan,’ ‘Golden Delicious’, ‘Red Delicious,’ ‘McIntosh’, ‘Honeycrisp’, ‘Cort land’, ‘Libert y’, ‘Jonagold’ , and ‘Crimson Crisp’. The final group is considered winter eating/ cooking that includes ‘Winesap,’ ‘Turley,’ ‘Fuji,’ ‘Rome’, ‘Enterprise’, ‘Braeburn’, and ‘Goldrush’. If you want to plant pears, recommended varieties include ‘Maxine’, ‘Starking Delicious,’ ‘Seckel,’ ‘Harrow Delight’, ‘Anjou,’ ‘Bosc,’ ‘Duchess Stark,’ and ‘Moonglow.’ For your stone fruit group, peach
varieties that University of Illinois Extension recommends are ‘Contender’, ‘Reliance’, and ‘Madison’. You could also plant plums like ‘Mountain Royal’, ‘Black Ice’, and ‘Pipestone’. Some of the tart/sour cherry varieties that may work for you are ‘Nanking’ (bush), ‘Meteor’, ‘Mont morenc y’, a nd ‘Nor t h St a r’. Remember to expect yields every couple of years due to our weather for this group. A backyard orchard can be a great project to consider into 2022. As this is a longterm decision for planting a fruit tree, you want to think about all the factors (height, disease resistance, whip/feathered) before purchasing and planting. A recent research report from the IMF estimated that annual global fossil fuel subsidies amount to $6 trillion with 70% of it from failure to charge the environmental costs of their use. If those costs were incorporated into fossil fuel prices, carbon emissions would fall by 1/3 making it possible to hold global warming to 1.5°C or 2.7°F. It has also been suggested that controlling the levels of methane emissions would keep global warming to the 1.5°C level on a short term basis. But energy prices are already rising without addressing their environmental and climate changing impacts although price increases are likely to reduce the consumption of fossil fuels. Natural gas prices in Europe have roughly tripled due to supply shortages including concerns over the slow rate of filling storage capacity for the winter heating season. In the US a manufacturing trade group has requested that the Department of Energy limit the exports of liquified natural gas to prevent supply shortages and additional price increases. Exporting natural gas has
been a revenue producer for our country’s economy. The rising price of oil has stimulated small private companies to expand their production of shale oil as the larger producers are less aggressive after years of losing money in such operations. Increasing global demand for solar energy has stimulated doubling the price of silicon which will be reflected in higher prices for solar panels. However, solar price increases may not undermine their cost advantage over fossil fuel supplies. Yet increased cost could make such installations somewhat less appealing in the marketplace. Increasing energy costs are having an inflationary impact on the overall economy. Some cost increases may be absorbed by producers and retailers if they can cut costs in their own operations. Consumers are likely to adjust by concentrating on paying for essentials including housing, gas, electricity, food and transport and decreasing discretionary spending on electronic goods, dining out and holiday trips. The discretionary sector is a large part of the economy that su�ered under Covid restrictions. Regardless of the rise in energy prices
and increased production, the need to address global warming and environmental deterioration remains. Addressing global change requires scaling up the fastest and least cost solutions. Using less energy and using it more e�ciently has always been a priority for environmental interests. In their recent state policy updates, the Building Performance Association reminds us that part of Illinois’ setting a goal of 100% clean energy by 2045 requires utilities to achieve a 21.5% reduction in energy consumption from 2012 levels by 2030. The legislation also includes a customer financing program for upgrades in homes and buildings and includes funding to develop a workforce to implement the energy goals. While existing nuclear power plants will receive five years of additional funding to assure their operation, there remains the question of what happens after that time. When Amory Lovins addresses the requirement of scaling up the fastest and least costly solutions he concludes that nuclear power fails to meet the criteria. He is critical of the push to increase the presence of nuclear power in our energy mix as nuclear generation costs more per
KWH than e�cient, renewable carbon free competitors. A local retired engineer, Bruce Roe, has spent years using energy e�ciently, establishing his own solar power system and collecting data on its performance. He values his connection to the electric grid and the backup energy provided by the Byron nuclear power plant. He sees nuclear power as a stabilizing force for the grid and essential for the use of renewable energy in Illinois at this time. While not happy with current nuclear technology, he suggests thorium reactors be part of an energy future and cites the need for workable solutions as soon as possible. While di�ering in their views on nuclear power both Lovins and Roe agree on the need to move quickly to address the environmental impacts of our energy consumption. Other energy commentators think we could be facing an energy crisis similar to that which occurred in the ‘70s. If that happens energy consumption could fall along with carbon emissions and other associated pollutants. Winter weather always impacts energy consumption and being prepared for it is just of part of life in the Midwest.
