Two more regions to see COVID-19 mitigations Hospital bed, intensive care unit, ventilator usage once again hit highest points since June By Raymon Troncoso

SPRINGFIELD – Six of the state’s 11 coronavirus mitigation regions will be under escalated restrictions starting Wednesday as hospitalizations for COVID-19 show a quickening rate of increase. “So no matter where in Illinois you call home, as you go about your daily lives, remember that this is not over,” Gov. JB Pritzker said at his daily COVID-19 briefing in Peoria. “There seems to be a COVID storm on the rise. And we have to get prepared.” As of Sunday night, there were 2,638 people hospitalized with COVID-19, including 589 in intensive care unit beds and 238 on ventilators – all were once again highs not seen since early to mid-June. A Capitol News Illinois analysis shows the weekly average hospital bed usage from Monday, Oct. 19 to Sunday, Oct. 25 increased by 495 to a total of 2,488, or roughly 25 percent, from the previous week. ICU bed usage increased by 118 to a total of 534 on average, an increase of 28 percent from the previous week. Average daily ventilator use increased by 51 from the week prior to 210, a jump of 32 percent. “At the beginning of the pandemic, we were concerned about overwhelming our hospitals and we must take action now to prevent that possibility,” Illinois Department of Public Health Director Dr. Ngozi Ezike said in a news release. Pritzker’s office on Monday made the announcement that suburban Cook County’s Region 10 will enter Tier 1 of the state’s mitigation protocols after seeing an increase in positivity rate and hospital admissions for eight of the past 10 days. Region 4, which includes the Metro East area on the Missouri border near St. Louis, will see the mitigations after its positivity rate remained above 8 percent for three days. Region 4 was previously under added mitigations from Aug. 18 to Oct. 9, while Region 10 is the first to trigger mitigations by a route other than three days above an 8 percent seven-day average positivity rate. The state’s rolling seven-day average test positivity rate hit 6.3 percent Monday, the highest it’s been since June 2. That’s after IDPH reported an average of 4,984 confirmed cases among an average 70,959 test results reported each day from Saturday through Monday. That made for a three-day positivity rate of 7 percent, and

the 6,161 cases announced for Saturday set the state’s one-day record. Another 104 COVID-19-positive individuals died over the previous three days, bringing the death toll to 9,522 among 378,985 confirmed cases and more than 7.3 million tests conducted since the pandemic began. Ezike said if the current trends continue, Illinois is on a path to see 11,000 dead from the virus by the end of the year. While there is a 97 percent recovery rate – meaning 97 percent of COVID-19positivie individuals are alive 42 days after diagnosis, according to IDPH – Pritzker and Ezike said there are often lasting side effects for survivors. “There are currently more than 2,500 Illinoisans in the hospital fighting this virus, and unfortunately because we now have so many new people getting infected, that number will likely rise over the coming weeks,” Pritzker said. “Many of those people will survive, but many will have lasting damage to their lungs and other internal organs.” Ezike said all Illinoisans should take care to wash their hands, maintain social distance, wear face coverings and avoid large crowds, doing all of them together to further protect themselves. “The goal should not be to be lax with getting infected because the chances of survival are good,” Ezike said. “But as we know, it’s not clear who will succumb to this virus or not. Yes, it’s true that our older members of society, and people with pre-existing conditions are among the higher risk, but we have heard countless stories of individuals, even teenagers, with no known medical conditions that have succumbed to this virus.” Dr. Michael Cruz, chief operating officer of OSF HealthCare based in Peoria, agreed that OSF doctors had seen “otherwise healthy individuals who have succumbed to this virus.” “This is the time when we have to double down,” he said. “We need everyone’s help to prevent further escalation of this pandemic in our area, and to help us reduce the impact on our health care resources, which are being used fully at this time.” He said all Illinoisans should get their flu shot to help avoid strain on the system. Asked about a potential need for field hospitals in the future, Pritzker said “we have the ability, by limiting capacity at certain locations like bars and restaurants, by everybody wearing a mask and so on, to avoid the need for field hospitals, but we’ve kept warm at least one facility.” That’s in suburban Cook County, he said. Ahead of the holiday season, Pritzker said people getting together with family

and friends should wear masks and keep six feet of distance from each other, even when gathering in private. While Pritzker has said he is not considering a statewide stay-at-home order, at the current rate of increase to COVID-19 positivity rates, all of the state’s 11 regions could soon be under escalated mitigations. As of Friday, Oct. 23, the latest IDPH data available, Region 9 in north suburban Lake and McHenry counties had reached an 8.1 percent positivity rate, meaning two more days at the level would lead to added mitigations. Region 3 in the Springfield area and several surrounding counties and Region 6 in east-central Illinois were at 7.8 percent, while Region 11, which includes only Chicago, had a positivity rate of 7.7 percent. Region 2, which includes Peoria and several surrounding counties, had the lowest positivity rate at 7.2 percent. Mitigations in effect in Regions 1, 5, 7 and 8 and soon to be in effect in Regions 4 and 10 include the closure of bars and restaurants to indoor service, and Ezike noted last week that an outdoor structure used by bars or restaurants must be open on at least two sides, otherwise it will be considered an indoor structure. Outdoor service must close at 11 p.m. Meetings, social events and gatherings both indoor and outdoor will be capped at the lesser of 25 guests or 25 percent of overall room capacity for those under Tier 1 of the mitigation plan, while casinos will close at 11 p.m. and be capped at 25 percent of capacity. Party buses will not be allowed to operate. Last week, Ezike said casinos are allowed to open at 25 percent capacity because they are large, well ventilated spaces. Pritzker once again reiterated that the state would enforce mitigations, potentially with revocation of gambling machine or liquor licenses after first issuing citations or dispersal orders. “Where we know we’ve got scofflaws, where we know there are bars and restaurants or others who are putting the public in danger, we have asked our state police to go to those areas,” he said. The mitigations do not apply to schools, which have separate guidance provided by the Illinois State Board of Education which remains in effect. Districts can choose locally whether students will participate in in-person learning. Barrett sworn in at court as issues important to Trump await BY MARK SHERMAN ASSOCIATED PRESS

WASHINGTON (AP) – Amy Coney Barrett was formally sworn in Tuesday as the Supreme Court’s ninth justice, her oath administered in private by Chief Justice John Roberts. Her first votes on the court could include two big topics a�ecting the man who appointed her. The court is weighing a plea from President Donald Trump to prevent the Manhattan district attorney from acquiring his tax returns. It is also considering appeals from the Trump campaign and Republicans to shorten the deadline for receiving and counting absentee ballots in the battleground states of North Carolina and Pennsylvania. Northeastern Pennsylvania’s Luzerne County filed legal papers at the court Tuesday arguing that Barrett should not take part in the Pennsylvania case. It’s not clear if she will vote in the pending cases, but she will make that call. Barrett was confirmed Monday by the Senate in a 52-48 virtual party line vote. She is expected to begin work as a justice on Tuesday after taking the second of two oaths required of judges by federal law. No justice has assumed o�ce so close to a presidential election or immediately confronted issues so directly tied to the incumbent president’s political and personal fortunes. Barrett declined to commit to Democratic

demands that she step aside from any cases on controversial topics, including a potential post-election dispute over the presidential results. At 48, she’s the youngest justice since Clarence Thomas joined the court in 1991 at age 43. Other election-related issues are pending at the high court, which next week also will hear a clash of LGBTQ rights and religious freedoms. The fate of the A�ordable Care Act is on the agenda on Nov. 10, and Trump himself last week reiterated his opposition to the Obama-era law. “I hope they end it,” he said in an interview with CBS News’ “60 Minutes.” On Friday, Barrett, the most open opponent of abortion rights to join the court in decades, also could be called upon to weigh in on Mississippi’s 15-week abortion ban. The state is appealing lower court rulings invalidating the ban. Abortion opponents in Pittsburgh also are challenging a so-called bubble zone that prevents protesters from getting too close to abortion clinics. The court put o� acting on both cases before Barrett joined the court, without o�ering any explanation in the Mississippi case. It ordered Pittsburgh to file a response to the appeal filed by the protesters, who call themselves sidewalk counselors. It’s not clear that the public will know how Barrett voted in the two abortion cases

because the court typically doesn’t make the vote counts public when it is considering whether to grant full review to cases. Barrett is joining the court at an unusual moment. The justices are meeting remotely by telephone because of the coronavirus pandemic, both for their private conferences and public argument sessions, at least through the end of 2020. The public can listen to the arguments as they take place, a change also resulting from the court’s response to the pandemic. After her first private conference with her new colleagues on Friday, two weeks of arguments begin on Monday. In an institution that pays strict attention to seniority, Barrett will go last in the private and public sessions. As she settles into her new o�ce at the court, Barrett will be joined by four law clerks, usually recent law school graduates who have experience working for federal judges. When the court reopens to the public and the justices return to the courtroom, Barrett is expected to assume several duties reserved for the court’s junior justice. She will be a member of the committee that oversees the court’s public cafeteria, and the person who takes notes and answers the door when someone knocks during the justices’ private conferences.

Wall Street’s losses mounted for the second straight day Tuesday as momentum slows on worries about rising virus counts and Washington’s inability to deliver more aid to the economy. The S&P 500 fell 0.3% after spending much of the day swinging between small gains and losses. Most of the stocks in the index fell, particularly banks, oil producers and other companies whose profits tend to track the strength of the economy. Those losses outweighed gains in technology stocks and companies that rely on consumer spending. Traders also welcomed news that AMD has agreed to buy fellow chipmaker Xilinx for $35 billion. The market’s latest pullback, which follows the S&P 500’s worst day in a month, cuts further into what had been a solid rebound this month after heavy selling in September snapped a five-month winning streak. Just two weeks ago, the S&P 500 was holding on to 4.4% gain for the month. It’s now on track for a gain of just 0.8%. “Even though we had a really nice runup for a few months, we had been concerned

there would be some volatility coming in pre-election, and it’s just a function of the huge uncertainty level,” said Lisa Erickson, head of the Traditional Investment Group at U.S Bank Wealth Management. The S&P 500 fell 10.29 points to 3,390.68. The Dow Jones Industrial Average lost 222.19 points, or 0.8%, to 27,463.19. The Nasdaq composite rose 72.41 points, or 0.6%, to 11,431.35. Caution continues to hang over markets. Coronavirus counts keep climbing at a troubling rate across much of the United States and Europe. The worry is that could lead to the return of lockdowns aimed at slowing the pandemic’s spread, which could further choke off the improvements the economy showed during the summer. The U.S. economy’s momentum has already slowed following the expiration of supplemental benefits for laid-off workers and other support that Congress approved for the economy earlier this year. Reports on the economy released Tuesday were mixed. Orders for big-ticket manufactured goods rose 1.9% in September, an acceleration from August’s 0.4% growth and better than economists expected but well below July’s 11.8%.

tions are not being rewarded to the degree that companies that miss expectations are being punished,” Knapp said. “That’s going to be the case when you have valuations this high.” The parade of companies reporting better profits than expected for the last quarter continued to grow Tuesday, helping to steady the market somewhat. Merck, Invesco and Laboratory Corp. of America were among the roughly two dozen companies in the S&P 500 reporting earnings for the summer that topped analysts’ expectations. F5 Networks climbed 8.5% for one of the biggest gains in the S&P 500 after it reported better earnings than expected. But 3M fell 3.1% despite likewise reporting stronger results than forecast. Caterpillar slid 3.2% after reporting stronger earnings than expected, while Eli Lilly slumped 6.9% after its profit report fell short of Wall Street’s forecast. This is the busiest week of earnings reporting season, and Microsoft is the next big company on the schedule after trading ends Tuesday. Xilinx jumped 8.6% for the biggest gain in the S&P 500 following the announcement of its all-stock acquisition by AMD. In another sign of increased caution, Treasury yields retrenched again. The yield on the 10-year Treasury dipped to 0.77% from 0.81% late Monday. European stock markets fell, and Asian markets ended mixed.

MR. GREEN CAR

Volt - Bolt BY ALLEN PENTICOFF COLUMNIST

We now have both a Chevy Volt and a Chevy Bolt. Chevrolet definitely had their head up a dark anatomical place when the vehicle name committee decided “Bolt” was a good name for their new electric car. When it was introduced at the 2016 Chicago Auto Show I fell in love with the metallic butterscotch color (which they called “red fox” and said it was custom paint and not to be available). Soon Chevrolet apparently got the drift on the popularity of this hue and soon all sorts of Chevys were wearing this color paint. Not so much luck with the name of the Bolt. I had suggested a name to the show sta�, “Volt Pure”... it got nowhere. Of course “Bolt” is a reference to the star of the animated movie “Cars.” Cute, but out in the real word that cuteness does not carry well. Especially when the same company has a product that SOUNDS VIRTUALLY THE SAME - Volt. In English, V and B sound very much alike. Few people

can hear the di�erence, and far fewer know what the di�erence is. One has a gas engine for back up driving range (Volt) and the other does not (Bolt). We expend a lot of words explaining which is what. Since acquiring our first pure electric vehicle at the end of July this year, enticed by a $10,000 discount o� MSRP, we’ve struggled with the Volt / Bolt pronunciation when talking to people about our wonderful quick new EV. At home we named the Bolt “Bluebird” but everyday just call it “Blue” for that is its color. This saves us from our own misunderstandings about which car we are speaking of. I’d have preferred the “metallic orange/ red fox” paint but one can’t be too choosy these days since there is more demand for cars than there are cars to buy. We bought what was sitting on the showroom floor at Bergstrom Chevrolet in Middleton, Wisconsin. We did not bother to test drive this car as we had test driven a Bolt in 2017 ( that I reported in a Mr. Green Car column).

Now that we’ve been living with Blue for three months, the keen great things and the stupid things are coming to be everyday joys and annoyances. First up is its advertised range is 260 miles. Since range is dependent on outside temperature and accessory use such as A/C (very little draw) or heater (a lot of draw) the instrumentation on any given day will vary between the most miles you can get and the least (if you have a lead foot). So I’ve seen middle estimates this summer of 300 miles. So Chevy’s 260 miles is a fair claim. Low end estimates seem always over 200 but we’ve not really hit winter cold temps either. Unlike the VOLT we don’t stint on using the heater. We always have plenty of range when we get home to have used the heater along the way, but the heater so far does drop miles per kilowatt by a solid one. Summertime no A/C mi/kw is roughly 4.3-4.7. With the heater on it is 3.6 ish. The other great thing about Blue is that it has great acceleration. So great that one

has a tendency to over use it. As in being a bit aggressive in tra�c. Press pedal - it GOES. Out on the highway - same thing. But it is speed limited to 92-93 mph which it gets to rather quickly. More in the next column about Blue. Closing out this column, I’ll say a bit about letting go of our beloved 1992 Honda Civic VX. The Green Car for which this column is named. It was purchased new at Rockford Honda (downtown Rockford) in February 1992 for about $12,000. We put 240,000 e�cient miles on this car which was EPA rated at 55 mpg with no hybrid technology. It was sold via Ebay, with a lot of interest, for $3,000 along with an identical spare parts car to a young man thrilled to acquire it. Glad to see it go to someone who will cherish it. It could still provide 30-40 mpg after all those miles and was fun to drive. But I’m getting too old to crawl around under it to maintain it. Should be little need for that with Blue. NEW ORLEANS (AP) – Residents of the storm-pummeled Gulf Coast steeled themselves for yet another tropical weather strike Tuesday after Zeta raked across the Yucatan Peninsula on a track that forecasters said would likely bring it ashore south of New Orleans as a hurricane. Tropical Storm Zeta, the 27th named storm of a very busy Atlantic hurricane season, headed for a Wednesday evening landfall and was expected to bring another round of high water and strong wind to a state that already this year has been hit by two tropical storms and two hurricanes: Laura, blamed for at least 27 Louisiana deaths after it struck in August, and Delta, which exacerbated Laura’s damage in the same area weeks later. This time, Zeta – with 65 mph (100 kph) winds and centered 520 miles (835 kilometers) south of the mouth of the Mississippi River – was on a track for southeast Louisiana. Its approach frayed nerves in New Orleans, where thousands of evacuees left

homeless by Laura are sheltered in hotels. “It really is scary, and I don’t know what to do,” said Yolanda Lockett, who evacuated her Lake Charles apartment – now a rain-soaked, moldy mess – ahead of Laura at the end of August. “I’m physically and mentally tired,” she said, standing outside a New Orleans hotel. Hurricane warnings went up from the central Louisiana coast to the Alabama state line. Louisiana Gov. John Bel Edwards declared an emergency ahead of the storm. And commercial fishermen, again, had to stop fishing, stop marketing their catch and pull in their boats. “The sad thing about is, the industry shuts down for a week, a week and a half with this stu� every time it happens,” said Acy Cooper, a shrimper in Plaquemines Parish at Louisiana’s southeastern tip. “It’s just killing our fishing man. Killing us.” It wasn’t just Louisiana. On Dauphin Island, located o� the Alabama coast south of Mobile, workers at Dauphin Island Marina prepared for Zeta on Tuesday even though little remained of the business to

protect after it was pummeled by Sally in September. Pilings with no decking rise from the water and a few boats that sunk during that hurricane are still on the bottom. “Right now we’re packing stu� up just to be safe. They’re saying it’s only supposed to be a Cat 1, but who knows,” said marina employee Jess Dwaileebe. “We don’t have any docks or fuel pumps at this point. Sally took it all out.” In Waveland, Mississippi, hardware store operator David Hubbard said a few people were moving boats out of the town harbor but he’d yet to see a rush of people buying plywood, generators or other storm supplies. Most people already have what they need because Zeta is only the latest threat in a busy hurricane season, he said. Zeta made landfall in Mexico on Monday as a hurricane just north of the ancient Mayan city of Tulum with maximum sustained winds of 80 mph (130 kph). It weakened to a tropical storm as it crossed over land, but it was expected to regain strength over the Gulf of Mexico.

Zeta broke the record for the previous earliest 27th Atlantic named storm that formed Nov. 29, 2005. It’s also the 11th hurricane of the season. An average season sees six hurricanes and 12 named storms. There have been so many storms this season that the hurricane center had to turn to the Greek alphabet after running out of assigned names. The extraordinarily busy hurricane season has focused attention on the role of climate change, which scientists say is causing wetter, stronger and more destructive storms. Zeta is just the latest in a series of troubles for fishermen like Peter Gerica. He works in the Lake Pontchartrain area and has also had to deal with silt and pollution in the lake – a byproduct of the opening of a spillway to deal with dangerously high water on the Mississippi River earlier in the year. And, he said, there is also a depressed seafood market because of the coronavirus pandemic. “When you have acts of nature that come along, and it loses time for you, you can’t make it up,” says Gerica. “It’s lost.”

To the Electors of the State of Illinois: The Illinois Constitution establishes a structure for government and laws. There are three ways to initiate change to the Illinois Constitution: (1) a constitutional convention may propose changes to any part; (2) the General Assembly may propose changes to any part; or (3) a petition initiative may propose amendments limited to structural and procedural subjects contained in the Legislative Article. The people of Illinois must approve any changes to the Constitution before they become effective. The purpose of this document is to inform you of proposed changes to the Illinois Constitution and provide you with a brief explanation and a summary of the arguments in favor of and in opposition to the proposed amendment. Proposed changes in the existing constitutional amendment are indicated by underscoring all new matter and by crossing with a line all matter which is to be deleted. PROPOSED AMENDMENT TO SECTION 3 OF ARTICLE IX OF THE ILLINOIS CONSTITUTION ARTICLE IX – REVENUE SECTION 3. LIMITATIONS ON INCOME TAXATION (a) The General Assembly shall provide by law for the rate or rates of any tax on or measured by income imposed by the State. A tax on or measured by income shall be at a non-graduated rate. At any one time there may be no more than one such tax imposed by the State for State purposes on individuals and one such tax so imposed on corporations. In any such tax imposed upon corporations the highest rate shall not exceed the highest rate imposed on individuals by more than a ratio of 8 to 5. (b) Laws imposing taxes on or measured by income may adopt by reference provisions of the laws and regulations of the United States, as they then exist or thereafter may be changed, for the purpose of arriving at the amount of income upon which the tax is imposed. EXPLANATION The proposed amendment grants the State authority to impose higher income tax rates on higher income levels, which is how the federal government and a majority of other states do it. The amendment would remove the portion of the Revenue Article of the Illinois Constitution that is sometimes referred to as the "ßat tax," that requires all taxes on income to be at the same rate. The amendment does not itself change tax rates. It gives the State the ability to impose higher tax rates on those with higher income levels and lower tax rates on those with middle or lower income levels. You are asked to decide whether the proposed amendment should become a part of the Illinois Constitution. ARGUMENTS IN FAVOR OF THE PROPOSED AMENDMENT Illinois' current tax system unfairly beneÞts millionaires and billionaires and this amendment will set things right for middle-class and working people. Currently, it is unfair that billionaires pay the same tax rate as regular people. Voting "yes" on the amendment means that the State will enact a new tax structure where only those making above $250,000 a year will see their taxes go up. This amendment is simply upgrading Illinois' old tax system to a graduated system which is how the federal government and the majority of other states do it. This Amendment Would Make Illinois' Tax System Fair. Approval of this amendment would enact a fair system that allows the state to tax wealthy people at higher rates and lower income people at lower rates, replacing Illinois' current unfair tax system, in which wealthy people pay the exact same tax rate as lower and middle income people. Illinois' current tax system unfairly beneÞts millionaires and billionaires, and approval of this amendment will set things right for the middle class and working people. This amendment will help small business owners by creating a stable economic environment for their businesses to thrive. While others try to mislead you, under the current tax system in Illinois, policymakers already have the authority to set any tax rate and to change tax rates at their will. The current system forces policymakers to charge the same tax rate to everyone, regardless of how much money they make. If this amendment passes, the State will have the ability to tax higher income earners at a different rate. In fact, upon passage of this Amendment, a new tax structure will go into effect where 97% of taxpayers will pay the same or less, while only those making more than $250,000 a year will see a tax increase. This amendment does not tax retirement income. The Federal Government and Most States Use the Graduated Tax System Proposed in this Amendment, Not the Unfair System Currently Used in Illinois. Illinois is among a minority of states that do not utilize graduated tax rates because the Illinois Constitution requires a "ßat tax" that penalizes middle-class and working people and beneÞts higher income individuals. A majority of states and the federal government already use the kind of graduated income tax system proposed in this amendment to ensure that wealthy people pay their fair share of taxes. Nearby states including Iowa, Minnesota, Missouri, Ohio, and Wisconsin are among the majority of states that have graduated tax systems. Illinois' Current Income Tax System Relies on Taxes from Middle and Lower Income Earners, While a Graduated System Would Lower that Burden and Fund Critical Programs such as Education and Human Services. While some states have fair tax rates in which the highest income earners pay the highest tax rate, Illinois' "ßat tax" rate continues to rely unfairly on taxes from middle and lower income earners. Under Illinois' "ßat tax" structure, a nurse making $50,000 per year pays the same tax rate as an executive making $4 million per year. A graduated tax rate would have the executive pay more. Because of the way our current tax system is set up, the bottom Þfth of Illinois taxpayers (those making below $21,800) contribute 14.4% of their income to state and local taxes, compared to 7.4% for the top 1 percent of Illinois taxpayers. If this Amendment passes, the State has already enacted a new graduated tax structure where 97% of taxpayers will pay the same or less. Under the new tax structure, only the top 3% of Illinois income earners would pay more in income taxes. Everyone who makes $250,000 or less a year would pay the same or less. Over 95% of small businesses earn $250,000 or less a year in proÞts, and their owners will not see a tax increase under the new tax structure. This change will generate additional revenue each year that can help address Illinois' budget deÞcit and fund critical programs, including the State's education system, public safety, and social services like mental health and substance abuse treatment and domestic violence shelters. After the COVID-19 Pandemic, We Need to Do All We Can to Help the Economy and Middle-Class and Working People. Working people and essential workers like nurses, Þrst responders, and grocery store clerks should not pay the same tax rate as the wealthy. Nurses making $50,000 a year should not pay the same tax rate as an executive making $4,000,000 a year. Having wealthy people pay more would reduce the burden on working families. This is money that middle and lower income people need for housing, groceries, medicine, and essentials. When the wealthiest people pay more, middle and lower income earners can pay less while the State funds critical services that our essential workers rely on.

Nor does it require funds to be spent on essential needs such as healthcare, education, or public safety. It would simply give the Legislature a blank check to spend billions of dollars however they want, with no accountability. Taxes and spending are out of control. The Legislature should not be allowed to keep raising taxes until they get their spending under control. Illinois already has some of the highest property taxes and sales taxes in the nation. And the Legislature has increased Illinois income tax rates twice in the past decade to try to deal with the out-ofcontrol spending in SpringÞeld. Even before the COVID-19 pandemic, our state had a huge and growing multi-billion-dollar budget deÞcit, and the unfunded pension liability skyrocketed to over $137 billion. That's because the Legislature has continued to increase state spending instead of eliminating government waste, corruption, and abuse. Because they refuse to control spending or pass major reforms, the Legislature will just continue to raise taxes on everyone in Illinois, and middle-class families will be their next target. In the wake of the COVID-19 pandemic, now is the worst possible time for a massive tax increase. The COVID-19 pandemic caused layoffs, unemployment, bankruptcies, and closures. As small businesses and local employers struggle to rebuild, this is the worst possible time to impose huge new tax increases. Even before the COVID-19 crisis, many residents and businesses were leaving the state because of the high tax burden. If the Amendment passes, it would be the last straw for thousands of small businesses, causing more jobs to leave the state, and making Illinois lose out on investments to rebuild our economy. This would mean fewer jobs and less opportunity for Illinois families.

It’s the spooky time of year where creepy decorations are up outside houses around your neighborhood, and candy is sold by the bagful. It’s Halloween in the Rockford region! Starting a backyard orchard, Part 2 BY GRANT MCCARTY CONTRIBUTOR

As you continue making decisions on your backyard orchard, there are a couple of other decisions you need to make to. Try to plant fruit trees that have disease resistance. The main apple diseases we encounter in northern Illinois are Apple Scab, Fireblight, and Cedar Apple Rust. These three can cause severe damage to your fruit and leaves depending on the season and your varieties vulnerabilities. With disease resistance, your trees may not be as susceptible to disease problems. It can also allow you to limit your spraying if that is something you are considering.

When you purchase your fruit trees, the company will be able to share what disease resistance the trees have. Tree size is very important in the backyard orchard. Most of the time a fruit tree company will o�er a variety as a standard, dwarf, or semi-dwarf based on it’s expected height. The tallest of these is the standard which can reach a height over 25’ followed by semi-dwarf at 14-16’ and dwarf at 8-10’. Since trees are commonly spaced based on their expected height, your backyard orchard could contain more dwarf and semi-dwarf than standard trees. Yields though can be lower for dwarf and semidwarf trees. These trees will also need

staking such as bamboo for their entire lives. As you think about what might make the most sense for you, consider the longterm growth of this tree and while it may be easy in the first couple of years to prune a standard tree, you may find that in year 10 and beyond it becomes more di�cult. One of your final considerations is whip or feathered. This would be the shape of the tree that arrives to your home. A whip tree does not have any branches when it arrives and after planting, will develop branches that season. Whips are usually less expensive and tend to be the most common type you will find. Because it does not have branches at planting, it may

take an additional year to reach maturity. A feathered tree comes with branches and leaves. These types are more expensive but will allow your tree to reach maturity sooner. You may not find feathered tree options often. These decisions on backyard trees come together as you order from companies. For example, I may order 2 ‘Honeycrisp’ trees that are semi-dwarf and are feathered that has Apple Scab resistance. Next week, I’ll continue more into the backyard orchard. Surviving tough times with energy e�ciency and solar BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS

Before the dramatic price decline in the cost of solar systems it was common practice for solar installers to encourage potential buyers that their most cost e�ective energy investment was upgrading the energy e�ciency of their building and the appliances they were using. Once those investments were made, then they could invest in a smaller more cost e�ective solar system. Investing in energy e�ciency remains an excellent way of decreasing energy bills while reducing the pollution associated with ine�cient energy practices. There are examples of people choosing to simplify their lives and dramatically reducing their energy consumption. They often live in small homes with high levels of insulation, high e�ciency windows, limit the number of rooms heated and cooled, use mini refrigerators, maintain a garden and can some fruit and vegetables. Such approaches can be found in books and articles under the title of simple living. It

is how the previous generations survived economic depressions and recessions. A less dramatic approach to living with less energy is to consider having an energy audit performed on a home or business. It will identify the most cost e�ective measures to be taken to improve the energy e�ciency of a building and the appliances in it. Before organizing the Illinois Renewable Energy Association we used the energy guide directed at home owners issued by Illinois Department of Commerce and Economic Opportunity to conduct our home energy audit. We were confident in our results and implemented many of the priorities we had identified. We cut our heating consumption by roughly 50%. Later we paid a small fee to have ComEd do an energy audit which we showed to students enrolled in our energy classes and workshops. With the price of natural gas being so low people are less concerned with heating costs than they were when prices were high. But with widespread bankruptcies in the fracking industry and the increased export

of U.S. gas supplies along with the need to limit carbon emissions the question is how long gas supplies will remain plentiful and low in costs. There are a number of free information sources on improving home and building energy e�ciency. Both ComEd and the Citizen Utility Board have useful suggestions. Another source of information for us was a retired but busy engineer who has both upgraded the e�ciency of his home, shop and appliances and has an extensive solar installation. His home was originally heated with resistant electrical heat but he has since installed a couple of air to air heat pumps to reduce his heating and cooling costs. With all the declarations by states and communities to transition to cleaner energy sources it would seem timely for authorities to commission studies to determine the solar potential of their communities. A siting report finds that Maryland can meet state solar goals with available brownfields and roof space. The analysis concludes that Baltimore County

and the City of Baltimore have multiple opportunities to install solar systems on degraded lands, former industrial sites, rooftops of industrial, commercial and residential buildings as well as installing solar parking canopies.
