Pritzker order calls gun violence a public health crisis By Jerry Nowicki

SPRINGFIELD – Gov. JB Pritzker signed an executive order Monday classifying ongoing gun violence in Illinois as a public health crisis and announced his intent to include greater funding for violence-prevention initiatives in upcoming budgets. At a news conference in Chicago, Pritzker touted the Reimagine Public Safety Act which became law in June and aims to create a “comprehensive approach to ending Illinois’ firearm violence epidemic,” according to the act. Chicago has seen 686 murders in 2021, up from the pace of one year ago, when it recorded 774 murders, a more-than 50 percent increase from the 506 murders recorded in 2019, according to the Chicago Sun-Times. “Gun violence is devastating communities, neighborhoods, blocks and families,” Pritzker said at the news conference. “Mothers, fathers, brothers, friends, are experiencing senseless tragedies in the deaths and serious injuries of their loved ones. This work is urgent.” The violence is worse in Black and brown communities, Pritzker said, noting, “young Black men die from gun violence at a rate 20 times higher than their white counterparts.” “This must stop,” he said. “In Chicago, Peoria, East St. Louis, Champaign, Decatur and Rockford, in every region of the state and this nation, in communities large and small, because every part of the nation shares the history of institutionalized racism in housing, health care, job opportunities and family support services that shaped this moment.” Pritzker said this year’s state budget includes $50 million to fund the programs laid out in the act, adding that his administration will push for another $100 million to be allocated to it each of the next two years. All told, Pritzker’s office said the state has invested $507 million in violence prevention, diversion and youth employment programs for the current fiscal year, including $125 million funded through the federal American Rescue Plan Act. One of the major tenets of the Reimagine Public Safety Act is that it creates the Office of Firearm Violence Prevention within the Illinois Department of Human Services to coordinate the state’s violence prevention efforts. That office, and its assistant secretary of firearm violence prevention, has grant-making authority to distribute the state funds to violence prevention organizations.
Per the governor’s news release, the state plans to begin issuing notices of funding opportunity in the final two months of this year, with a goal of outreach ramping up by summer 2022. Pritzker named Chris Patterson to head the violence prevention effort at IDHS. One of his responsibilities, per the act, is to focus on the most violent neighborhoods in Chicago and across the state as measured by the number of per capita shootings from 2016 to 2020. “Our work will begin in the most impacted communities in Chicago and across the state,” Patterson said at the news conference Monday. “This will include high-risk youth intervention services, violence prevention and interruption, and trauma recovery. “The Office of Firearm Violence Prevention will help experts and expert grassroots organizations connect to people at the highest risks of gun violence victimization and take strong measures to reduce their exposure to chronic gun violence.” He said the new office expects to be able to provide grants to organizations in 22 areas of Chicago and 15 communities across the rest of the state. Those organizations must take a data-driven approach to addressing the most violent areas, per the law. Each year, the office must report to the General Assembly on Jan. 1, explaining the investments being made and making further recommendations on how to end gun violence. Youth development programs in violent areas will be a major part of the law’s implementation as well. State Sen. Robert Peters, a Chicago Democrat whose name often appears on the state’s transformative criminal justice policies, ushered the policy through the Senate. “This is a big win for working class Black, Latino and rural white communities,” Peters said at the news conference. “The status quo policies are failing us. We see this in every corner and every ZIP code of our state. The status quo agenda is bad for public safety. We are seeing young people who are stuck, who are hurting, asking us to step up.” Rep. Justin Slaughter, a Chicago Democrat and the bill’s House sponsor, said it will take more than state action to curb gun crime. He praised county and city leaders, including Chicago Mayor Lori Lightfoot and Cook County Board President Toni Preckwinkle, for appearing alongside state leaders and advocates Monday. The new law and the executive order
from the governor, Slaughter said, are part of an essential effort to redefine gun violence as a health crisis which “is all about the social determinants of health.” “And what that means is education, economic development, housing, public health, environment. It’s all of these different issues and factors,” he said. He said Illinois wants to be a national leader in gun violence prevention. “This means prioritizing best practices, and also encouraging emerging practices,” he said. “As we onboard new and innovative ideas in this space, fiscal responsibility is ever paramount. And it’s absolutely critical that we engage in programs that are proven to be effective.” Pritzker’s executive order is designed to help expedite implementation of the Reimagine Public Safety Act and to lay out some of the expectations for collaboration between state agencies. The news conference came the Monday after the General Assembly’s fall veto session adjourned and Republicans tried, to no avail, to get Democratic committee chairs to call a number of public safety reforms and sentence enhancements for committee hearings. That package includes a bill that would appropriate $100 million to the Illinois Law Enforcement Training and Standards Board to fund grants to local departments for gang violence, carjacking and motor vehicle theft prevention, as well as officer staffing. The GOP, led by Sen. Chapin Rose, R-Mahomet, also pushed for measures eliminating good time sentence reductions for someone who brought a weapon to a penal institution or attacked a law officer. Another Republican-backed bill would require a minimum 10-year sentence for aggravated discharge of a firearm, use of a stolen or illegally acquired firearm in an offense, unlawful possession of a weapon by a felon, armed habitual criminal offenses, or aggravated hijacking or carjacking. A second such offense would come with a life sentence. GOP leaders have criticized Democrats for not even allowing the public safety reforms to have a public hearing. Leaders vow to protect forests, plug methane leaks at COP26 By Frank Jordans and Jill Lawless Associated Press
GLASGOW, Scotland (AP) — World leaders promised to protect the world’s forests, cut methane emissions and help South Africa wean itself off coal at the U.N. climate summit Tuesday — part of a flurry of deals intended to avert catastrophic global warming. Britain hailed the commitment by over 100 countries to end deforestation in the coming decade as the first big achievement of the conference in the Scottish city of Glasgow, known as COP26 — but experts noted such promises have been made and broken before. The U.K. government said it has received commitments from leaders representing more than 85% of the world’s forests to halt and reverse deforestation by 2030. Among them are several countries with massive forests, including Brazil, China, Colombia, Congo, Indonesia, Russia and the United States. More than $19 billion in public and private funds have been pledged toward the plan. “With today’s unprecedented pledges, we will have a chance to end humanity’s long history as nature’s conqueror, and instead become its custodian,” British Prime Minister Boris Johnson said. “Let’s end this great chainsaw massacre by making conservation do what we know it can do, and that is deliver long-term sustainable jobs and growth as well.” Experts and observers said fulfilling the pledge will be critical to limiting climate change, but many noted that such grand promises have been made in the past — to little effect. “Signing the declaration is the easy part,” U.N. Secretary-General António Guterres said on Twitter. “It is essential that it is implemented now for people and planet.” Alison Hoare, a senior research fellow at political think tank Chatham House, said world leaders promised in 2014 to end deforestation by 2030, “but since then deforestation has accelerated across many countries.” Forests are important ecosystems and provide a critical way of absorbing carbon dioxide — the main greenhouse gas — from the atmosphere. But the value of wood as a commodity and the growing demand for agricultural and pastoral
land are leading to widespread and often illegal felling of forests, particularly in developing countries. “We are delighted to see Indigenous Peoples mentioned in the forest deal announced today,” said Joseph Itongwa Mukumo, an Indigenous Walikale and activist from Congo. He called for governments and businesses to recognize the effective role Indigenous communities play in preventing deforestation. Luciana Tellez Chavez, an environmental researcher at Human Right Watch, said the agreement contains “quite a lot of really positive elements.” The EU, Britain and the U.S. are making progress on restricting imports of goods linked to deforestation and human rights abuses, “and it’s really interesting to see China and Brazil signing up to a statement that suggests that’s a goal,” she said. But she noted that Brazil’s public statements don’t yet line up with its domestic policies and warned that the deal could be used by some countries to “greenwash” their image. The Brazilian government has been eager to project itself as a responsible environmental steward in the wake of surging deforestation and fires in the Amazon rainforest and Pantanal wetlands that sparked global outrage and threats of divestment in recent years. But critics caution that its promises should be viewed with skepticism, and the country’s president, Jair Bolsonaro, is an outspoken proponent of developing the Amazon. The founder of Amazon — the company, not the rainforest — announced separately that his philanthropic fund is devoting $2 billion to fight climate change through landscape restoration and the transformation of agricultural systems. “We must conserve what we have, restore what we’ve lost, and grow what we need in harmony with nature,” Jeff Bezos said. About 130 world leaders are in Glasgow for what host Britain says is the last realistic chance to keep global warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit) above pre-industrial levels — the goal the world set in Paris six years ago. Increased warming over coming decades would melt much of the planet’s ice, raise global sea levels and greatly
increase the likelihood and intensity of extreme weather, scientists say. On Monday, the leaders heard stark warnings from officials and activists alike about those dangers, and the British government said it saw positive signs that world leaders understood the gravity of the situation. On Tuesday, the administration of U.S. President Joe Biden launched a plan to reduce methane emissions, a potent greenhouse gas that contributes significantly to global warming. The announcement was part of a broader effort with the European Union and other nations to reduce overall methane emissions worldwide by 30% by 2030. Clamping down on methane flaring and leaks from oil wells and gas pipelines — the focus of the Biden plan — is considered one of the easiest ways to cut emissions. Reducing methane produced from agriculture, in particular by belching cows, is a trickier matter. Helen Mountford, a climate expert at the World Resources Institute, said the agreement “sets a strong floor in terms of the ambition we need globally.” Separately, the United States, Britain, France and Germany announce a plan to provide funds and expertise to help South Africa phase out coal, a major source of greenhouse gas emissions. South Africa, which gets about 90% of its electricity from coal-fired plants, will receive about $8.5 billion in loans and grants over five years to roll out more renewable energy. The announcements were not part of the formal negotiations taking place in Glasgow, but rather a reflection of the efforts by many countries to meet previously agreed targets. But campaigners say the world’s biggest carbon emitters need to do much more. Earth has already warmed 1.1 degrees Celsius (2 degrees Fahrenheit). Current projections based on planned emissions cuts over the next decade are for it to hit 2.7C (4.9F) by the year 2100. Climate activist Greta Thunberg told a rally outside the high-security climate venue that the talk inside was just “ blah blah blah” and would achieve little.

Census analysis finds undercount but not as bad as predicted BY MIKE SCHNEIDER ASSOCIATED PRESS
The 2020 census missed an estimated 1.6 million people, but given hurdles posed by the pandemic and natural disasters, the undercount was smaller than expected, according to an analysis by a think tank that did computer simulations of the nation’s head count. The analysis, done by the Urban Institute and released Tuesday, found that people of color, renters, noncitizens, children and people living in Texas — the state that saw the nation’s largest growth — were most likely to be missed, though by smaller margins than some had projected for a count conducted in the midst of a global pandemic. Still, those shortfalls could a�ect the drawing of political districts and distribution of federal spending. The analysis estimates there was a 0.5% undercount of the nation’s population during the 2020 census. If that modeled estimate holds true, it would be greater than the 0.01% undercount in the 2010 census but in the same range as the 0.49% undercount in the 2000 census. The 2020 head count of the nation’s 331 million residents last year faced unprecedented challenges from the COVID-19 pandemic, wildfi res in the West, hurricanes on the Gulf Coast and attempts at politicization by the Trump administration. The census is used to
determine how many congressional seats each state gets, provides the data used for drawing political districts and helps determine the allocation of $1.5 trillion in federal spending each year. “The fact that the undercount wasn’t larger is surprising and certainly a good news story,” said Diana Elliott, principal research associate at the Urban Institute. “This undercount suggests the 2020 census may not be as close in accuracy as 2010, but it may not be as dire as some had feared.” The o�cial undercount or overcount of the census won’t be known until next year when the Census Bureau releases a report card on its accuracy. The bureau’s post-enumeration survey measures the accuracy of the census by independently surveying a sample of the population and estimating how many people and housing units were missed or counted erroneously The Urban Institute created computer simulations that modeled the count by demographic characteristics and geography. Despite the smaller-than-expected national undercount, it showed wide ranges based on race, ethnic background, age and among U.S. states and metro areas. In 2020, Black and Hispanic people had net undercounts of more than 2.45% and 2.17%, respectively, according to the Urban Institute estimates, while they were respectively 2.07% and 1.54% in

2010. There was an overcount of white residents by 0.39%, according to the Urban Institute, and undercounts of Asians, Native Americans and Hawaiian or Pacific Islanders by 0.6%, 0.36% and 1.5%, respectively. By comparison, 2010 had an overcount of white people by 0.84%. In 2010, there were undercounts of Asians by 0.08% and Hawaiian and Pacific Islanders by 1.34%. Native Americans on reservations were undercounted by 4.88% in 2010, but those o� reservations were overcounted by 1.95%. Children under age 5 were undercounted by 4.86%, households with noncitizens by 3.36% and renters by 2.13% in 2020, according to the Urban Institute, One of the nation’s leading civil rights organizations, the National Urban League — not to be confused with the Urban Institute — said recently that an undercount of Black residents could rob African American communities of billions of dollars in federal funding and three congressional seats. National Urban League President and CEO Marc Morial blamed the Trump administration, which attempted but failed to add a citizenship question to the 2020 census form and tried to end the head count early. The National Urban League has called for congressional hearings to look into the extent of political interference in the 2020 census.
“This isn’t simply an unfortunate accident,” Morial said. “It’s the result of a deliberate campaign of sabotage intended to steer political influence and public resources away from communities of color.” The Urban Institute’s analysis found variations in the accuracy by geography. Among the 20 largest metro areas, the Twin Cities had the nation’s highest overcount, more than 1%, and Miami had the largest undercount at about 1.7%. Mississippi and Texas were undercounted by 1.3% and 1.28%, respectively, in the simulated count. Minnesota, Iowa, New Hampshire and Wisconsin also registered overcounts in the simulation, an unsurprising conclusion since they had among the highest self-response rates in the nation during the actual count. About a fifth of the U.S. residents not counted in the Urban Institute’s simulations, or more than 377,000 people, lived in Texas, and that could have real-life consequences. According to the Urban Institute analysis, Texas stands to miss out on $247 million in 2021 federal Medicaid reimbursements for being undercounted. President Joe Biden’s choice to head the Census Bureau, Robert Santos, was chief methodologist at the Urban Institute before his nomination last spring. He played an advisory role on the project, Elliott said.

It’s astounding that between a couple hundred cable channels and three streaming services, more often than not I complain that there’s nothing to watch. The reason on the cable side is easy: Most of the programming I used to watch has moved to streaming services I don’t get (Paramount+, Discovery+ and others). The reason on the streaming side is also easy: There’s an overwhelming number of options on most platforms, and some demand more time than I have to spare. The clunky search functions on most streaming apps make it difficult to find the shows or movies you want to watch; and sometimes – I’m looking at you, Prime – you spot something you want to watch only to discover there’s an
additional fee you are unwilling to pay. Since I don’t want to scroll endlessly looking for something promising to watch, I usually only open a streaming app when there’s something specific I want to see, like Ted Lasso on AppleTV+, Upload on Prime, or Escape to the Chateau on Peacock. Last week my sister was here. She has the free version of Peacock (I get the ad-supported version as part of my cable subscription), and she wanted to watch the final few season one episodes of We are Lady Parts, a funny and moving British comedy about a group of Muslim women in a punk band. After watching that, we scrolled endlessly on various streaming services looking for something we both wanted to watch. When she said she hadn’t seen any episodes from the new
season of New Amsterdam, we settled on that. That experience highlighted why Peacock is the streaming service I tend to use the most: I’m lazy. Because I get it through my cable provider, I just need to push the voice command button and say something like, “Peacock. ‘Escape to the Chateau: DIY’” and it will go directly to the next episode. My Smart TV only supports a handful of streaming services. Last year when I couldn’t get Disney+ to work, I discovered the new-in-the-box I bought a couple years earlier was two years older than expected. So old in tech terms that it didn’t support Disney+. The TV manufacturer suggested trying Roku or a Fire stick. So I bought a Roku box for about $40.
Not only can I add channels like Disney+ and AppleTV+, you also get a TON of other free channels and services with no monthly fees. But it also means I now have three remote controls. I currently access Prime through the “smart hub” function of my TV. Setting up Prime on my Roku box will eliminate one remote control, but I’d need to remember or change my password. Again, I’m lazy. Maybe I’ll hold off on that until I upgrade to a Roku model with voice control. All of this is a roundabout way of pointing out how spoiled we all are when it comes to viewing options. So spoiled that it can be difficult to figure out what to watch next, and so lazy that we grow tired of scrolling through thousands of options looking for something to watch.

‘Rust’ armorer attorneys blame producers for ‘unsafe’ set By Jake Coyle

Attorneys for Hannah Gutierrez Reed, who was in charge of weapons on the movie set where Alec Baldwin fatally shot cinematographer Halyna Hutchins, say she doesn’t know where the live rounds found there came from, and blamed producers for unsafe working conditions. Gutierrez Reed was the armorer on the set of “Rust.” The 24-year-old, who had worked on one previous feature film, hasn’t spoken publicly about the accident. “Ultimately this set would never have been compromised if live ammo were not introduced,” said attorneys Jason Bowles and Robert Gorence in a statement. “Hannah has no idea where the live rounds came from. Hannah and the prop master gained control over the guns and she never witnessed anyone shoot live rounds with these guns and nor would she permit that.” During a news conference Wednesday, Santa Fe County Sheriff Adan Mendoza said there was “some complacency” in how weapons were handled on the set of “Rust.” Investigators initially found 500 rounds of ammunition — a mix of blanks, dummy rounds and what appeared to be
live rounds. Industry experts have said live rounds should never be on set. Additional ammunition, a dozen revolvers and a rifle were more recently seized in the search of a white truck used for storing props including firearms, according to an inventory list filed Friday in court. Investigators with the Santa Fe Sheriff’s Office declined to provide further information about the newly seized weapons and ammunition. It was unclear whether live rounds were encountered. Attorneys for Gutierrez Reed said she is “devastated and completely beside herself” over the death of Hutchins. They argued that producers on the film were cutting corners that sacrificed safety. “Hannah was hired on two positions on this film, which made it extremely difficult to focus on her job as an armorer,” they said. “She fought for training, days to maintain weapons, and proper time to prepare for gunfire but ultimately was overruled by production and her department. The whole production set became unsafe due to various factors, including lack of safety meetings. This was not the fault of Hannah.” Veteran prop master Neal W. Zoromski earlier told The Los Angeles Times that
he declined an offer to work on “Rust” because producers insisted that one person could serve as both assistant prop master and armorer. Zoromski said those are “two really big jobs” that couldn’t be combined. He called the production “an accident waiting to happen.” A spokesperson for the producers of “Rust” didn’t immediately respond to emails Friday. They have previously said that they are cooperating with the police investigation. Others have raised questions about the production. The film’s gaffer, Serge Svetnoy, earlier faulted the movie’s producers for “negligence.” “To save a dime sometimes, you hire people who are not fully qualified for the complicated and dangerous job,” Svetnoy said in a Facebook post. On the morning of the shooting, Gutierrez Reed told detectives that she checked the dummy bullets — bullets that appear real, save for a small hole in the side of the casing that identifies them as inoperable — to ensure none were “hot,” according to a search warrant affidavit made public Wednesday. When the crew broke for lunch, the guns used for filming were locked in a safe inside the props storage truck, Gutierrez
Reed said. The ammunition, however, was left unsecured on a cart. There was additional ammo inside the prop truck. After lunch, the film’s prop master, Sarah Zachry, removed the guns from the safe and handed them to Gutierrez Reed — Gutierrez Reed told investigators. According to a search warrant affidavit released last Friday, Gutierrez Reed set three guns on a cart outside the church, and assistant director Dave Halls took one from the cart and handed it to Baldwin. The document released Wednesday said the armorer sometimes handed the gun to Baldwin, and sometimes to Halls. Halls told investigators that he failed to fully check the revolver. Remaining tasks in the vegetable garden BY GRANT MCCARTY CONTRIBUTOR
One of the questions we get at the University of Illinois Extension o�ce during the fall is what can someone still do in their vegetable garden between now and winter. This period of weeks can be a good time to transition/shut down the garden and sometimes even extend your vegetable plants for a couple of weeks. Horseradish can be harvested this week. While we have received our first frost, the colder weather we are encountering now is better for the horseradish. Horseradish is a perennial plant but
unlike rhubarb or asparagus, it requires the removal of the entire plant in order to harvest. To harvest, remove the plant and take from the main roots, leaving behind smaller ones that are pencil width. If this is your first season of harvest, know that flavor will develop in the years to come. Another task is to plant garlic. Garlic is planted now for harvest at the end of June 2021. You’ll plant a single clove double it’s height into the soil which will then produce a bulb to harvest next year. Space these cloves 4-6 inches down a row and 12-36 inches between rows. We typically recommend Hardneck varieties as they
do well in our area. Once planted in the soil, you need to cover the garlic with 4-6 inches of straw mulch. You could also use season extension methods which provide protection using low tunnels, cold frames, and/or row covers. These materials use passive heating (sunlight) to increase the air and soil temperature. Think of this as trying to create a greenhouse without electricity over your currently growing crops but without the costs and/or as much of a temperature di�erence as you might get. In fact, some of these season extension methods will only provide a
10-25° F degree di�erence from outside depending on what you set up. The most common one is a low tunnel in which you are taking pvc pipes, bending them into hoops over your growing area, and stretching a material to create protection, usually a clear poly that allows for light but blocks rainwater. If you search online, you can find many resources to determine what season extension method makes the most sense for you. The e�ort to transition to cleaner energy sources is gaining power but continues to meet obstacles. Some scientists see the speed with which the transition is occurring as too slow, running the risk of breaching the tipping points likely leading to runaway climate change. Given the uncertainty of if and when tipping points will be breached, some scientists indicated it could occur sooner than earlier reports indicated. Steve Keen, an Australian economist, suggests that if all eight points are exceeded by 3°C to 6°C, the planet would be similar to what it was tens of millions of years ago. An immediate concern is that of meeting the climate targets for 2030. A recent report from the United Nations Environment Program indicates that if nations meet their targeted reductions the planet will heat up by 2.7°C or 4.86°F by the end of the century which will exceed the goal of holding the global temperature increase to 1.5°C or 2.7°F. to avoid the worst impacts of climate change. All of the 120 countries pledging to cut emissions are falling short according to the UNEP report. It is unclear if the upcoming meeting
in Glasgow will accelerate e�orts to slow climate change. The world has warmed by roughly 1.2°C from pre-industrial levels; significant climate change impacts including extreme weather events are occurring. Global progress is being made in transitioning to cleaner energy sources. What is happening in parts of Australia illustrates how the country is capitalizing on conditions favorable for renewable energy installations. The cost of electricity is high, their solar resource is substantial and much of the public favors the solar transition. The progress toward a solar future brings new technologies into the industry helping to demonstrate their usefulness and lower the costs of their production and installation. A new program provides Australian schools with solar systems and battery storage which is a good match for schools’ electrical demands. Installing battery systems is seen as strengthening the grid and lowering battery costs. It includes installing new inverters which will also provide auxiliary services beneficial to stabilizing the grid. By placing systems in schools o�cials envision them as serving an educational function in the areas of science, technology and mathematics while developing
an understanding of what is involved in transitioning to renewable energy. According to an article by Sophie Vorrath, the Melbourne city government announced plans to eliminate natural gas in all its governmental buildings, transition to electric heat and switch to all electric vehicles. They already switched to renewable sources of electricity for existing electrical services reducing carbon emissions by 76% and plan to switch households to heat pumps to cut natural gas consumption. Western Australia is seeking proposals to develop microgrids to power small towns which will rely on 90% renewable electricity for their energy, eliminate their dependency on the grid and avoid the increased cost of upgrading the aging grid. They plan to combine renewable generation and battery systems to provide power control and use conventional diesel generators for backup power. Schools, public buildings, and o� grid electrical services are well established targets for cutting fossil fuel consumption. A more challenging application is the use of renewable sources to assist in mining operations. Alcoa aluminum company plans to use renewable energy sources to produce steam which refines bauxite into alumina
which is then smelted into aluminum. Steam that was formerly released to the atmosphere will be recycled using renewable energy which is expected to reduce carbon emissions by 70% and reduce water consumption. We just starting reading the book by Saul Gri�th, originally from Australia but now living in California, ELECTRIFY an optimistic playbook for our clean energy future focused on the US energy system. The book calls for electrifying everything in society. For households to achieve the transition Gri�th calls for the use of rooftop solar systems, heat pumps and electric vehicles. The major goal behind the energy transition is cutting carbon emissions. Fossil fuel supporters continue to raise doubts about the need for such actions. Some interests have raised concerns about the energy needed to power the transition to renewables and the impacts of manufacturing them. As the transition accelerates the benefits and associated problems of renewables will become more widely understood. A more fundamental concern beyond that of carbon emissions and cleaner energy sources is whether the existing human enterprise is sustainable at current levels given all of its adverse environmental impacts.
