STATE COVID UPDATE

Pritzker warns of record positivity rates as entire state triggers mitigations Governor highlights state, federal grant money to businesses By Sarah Mansur

Capitol News Illinois smansur@capitolnewsillinois.com

SPRINGFIELD — All 11 of the state’s mitigation regions will face stricter COVID19 based restrictions by Wednesday due to increasing positivity rates, while opposition grows from some bars, restaurants and other small businesses struggling during the pandemic’s economic downturn. “The virus is spreading. And every region of the state is suffering from its insidious, invisible contagion,” Gov. JB Pritzker said Monday during his daily COVID-19 briefing. “Nothing we can do will immediately reduce the positivity rates, or hospitalizations, but our resurgence mitigations are designed to have an impact over several weeks as long as everyone takes some responsibility for masking, social distancing and following the (U.S. Centers for Disease Control and Prevention) and (Illinois Department of Public Health) guidelines. Just like driving a car, when someone blows through a stoplight, they not only risk their own life, but also the lives of all the drivers around them. Right now, the stoplight is red. Please act accordingly.” According to the governor, the past week was one of the worst single-week increases in regional positivity across the state since the spring, with none of the regions experiencing a decrease in their positivity rates. The lowest increase in any region was by 1.2 percentage points, which was in Region 5 in southern Illinois, and the highest was a 3.1 percentage point increase in Region 7, which includes Will and Kankakee counties. The state’s rolling seven-day average case positivity rate reached 8.1 percent, which is the highest level since May 28. Monday’s one-day positivity rate of 9.1

percent was the highest recorded since June 2. Last week, the Illinois Restaurant Association called on Pritzker to consider alternative mitigations to reduce the hardships that many restaurants are already experiencing. The organization also said it plans to file a legal brief in support of pending lawsuits from restaurants challenging the administration’s executive orders. A group of more than a dozen restaurants in Springfield also filed a similar lawsuit against Pritzker on Friday. The new restrictions have also received pushback from some local leaders, including Orland Park Mayor Keith Pekau, who have said they would not enforce them. “All we’re asking is for simple enforcement,” Pritzker said in response to a question about pushback to the new restrictions. “Many, many restaurants and bars are doing the right thing. They’re either using outdoor tents, or they’re just providing pickup and delivery service or drive through during this difficult period.” But the governor also said some officials are choosing not to do the right thing. “I would encourage people to speak to their local leaders and remind them that leadership means making some difficult decisions,” he said. Pritzker also touted the number of local businesses that have benefited from federal stimulus funding released by the state — the Business Interruption Grants program and the Local Coronavirus Urgent Remediation Emergency (or Local CURE) Support Program. “Until we can reduce the upward movement of hospitalizations and bring the rate of spread down, we must keep our economy moving forward, and support our small businesses,” Pritzker said during his briefing. “And I encourage everyone listening to support your local small businesses. These are the heroes who are the lifeblood of our communities, and they are job creators.”

The Illinois Department of Commerce and Economic Opportunity has distributed $95 million in BIG funds to businesses through 4,000 individual grants, and there remains $175 million in program to disburse, according to the governor’s office. Nearly $50 million has also been distributed from the CURE program, which reimburses local governments for COVIDrelated expenses. About $31.9 million in CURE funding is in the process of being distributed, with $170 million remaining. Both the BIG grants and Local CURE funding comes from the federal Coronavirus Aid, Relief, and Economic Security Act, also known as the CARES Act. Tania Hernandez, a business owner who has benefited from BIG funds, spoke at Pritzker’s daily press briefing about how the grant money helped keep her dress shop from failing due to the ongoing pandemic, as her business pivoted to making masks instead. “The BIG grant that was provided by the state was essential for us. It allowed us to keep our employees and pay rent. Without this financial help, it was impossible for us to survive. “We’re facing critical times but the BIG grant has been a lift for us,” Hernandez said. Still, Pritzker said, more is needed in the way of aid to struggling businesses. “The dollars provided by the federal government aren’t nearly enough,” Pritzker said. “So I’ve simultaneously called for the federal government to deliver more direct assistance for Americans in every state. And I would encourage elected officials across the state to join in on that advocacy.” Capitol News Illinois is a nonprofit, nonpartisan news service covering state government and distributed to more than 400 newspapers statewide. VIENNA (AP) — A man who had previously tried to join the Islamic State group rampaged in Vienna armed with an automatic rifle and a fake explosive vest, fatally shooting four people before he was killed by police, Austrian authorities said Tuesday. Witnesses described dozens of screaming people fleeing the sounds of gunshots Monday night in a nightlife district crowded with revelers enjoying the last hours before a coronavirus lockdown. Others barricaded themselves inside restaurants for hours until they were sure the danger had passed. Video that appeared to be from the scene showed a gunman, dressed in white coveralls, firing o bursts seemingly at random as he ran down the Austrian capital’s dark cobblestone streets. While the attack lasted just minutes, authorities said only on Tuesday afternoon that there was no indication of a second attacker – adding to tension in the capital as residents were urged to stay home. Two men and two women died from their injuries in the attack – including one German woman, according to Germany’s foreign minister. Authorities said a police ocer who tried to get in the way of the attacker was shot and wounded, along with 21 other people. The suspect was identified as a 20-year-old Austrian-North Macedonian dual citizen with a previous terror conviction for attempting to join the Islamic State group in Syria. Police searched 18 properties as well as the suspect’s apartment, detaining 14 people associated with the assailant who are being questioned, Interior Minister Karl Nehammer said. “Yesterday’s attack was clearly an Islamist terror attack,” Chancellor Sebastian Kurz said. “It was an attack out of hatred — hatred for our fundamental values, hatred for our way of life, hatred for our democracy in which all people have equal rights and dignity.” The attacker, identified as Kujtim Fejzulai, was armed with a fake explosive vest, an automatic rifle, a handgun and a machete, according to Nehammer. Before the attack he posted a photograph on a social media account showing him posing with the rifle and machete, Nehammer said. Fejzulai was sentenced to 22 months in prison in April 2019 but was granted early release in December. “The fact is that the terrorist managed

to deceive the judicial system’s deradicalization program” to secure his release, Nehammer said, adding that the system should be reevaluated. He also said that an attempt to strip Fejzulai of his Austrian citizenship had failed for lack of enough evidence. The Islamic State group on Tuesday claimed credit for the Vienna attack, calling the perpetrator a “soldier of the Caliphate.” The claim of responsibility was published through the militant group’s media arm, Aamaq. It didn’t elaborate on the attacker’s ties to IS and had similar wording to past, opportunistic claims by the group. IS also released a video through Aamaq of what is said was the attacker, Fejzulai, whom it called Abu Dujana al-Albani – apparently a nom de guerre – showing him pledging allegiance to the Islamic State group. It wasn’t clear when the video was filmed. In North Macedonia, police said a list of suspects sent by Austria included two others with dual Austrian and North Macedonian citizenship. In Switzerland, police in the city of Winterthur said an 18-year-old and a 24-year-old were arrested in consultation with Austrian authorities. Investigators are now trying to determine the nature of the two men’s contact with the Vienna suspect. Some of the circumstances of the Vienna shooting are reminiscent of the case of Usman Khan, who stabbed two people to death in 2019 in central London. Khan had been sentenced to 16 years in prison after being convicted for his role in a plot to bomb the London Stock Exchange. He was released in December 2018 after serving half his sentence, as are most prisoners in Britain. While in prison, Khan had begun working with a program that seeks to rehabilitate criminals through storytelling and workshops. Nikolaus Rast, Fejzulai’s lawyer in the 2019 case, told public broadcaster ORF that his client had seemed “completely harmless” at the time. “He was a young man who was searching for his place in society, who apparently went to the wrong mosque, ended up in the wrong circles,” Rast said. Fejzulai’s family “wasn’t radical,” Rast added. “I still remember that the family couldn’t believe what had happened with their son.” Authorities worked well into Tuesday to determine whether there were any other attackers, with some 1,000 police ocers on duty in the city. People in Vienna

were urged to stay at home if possible on Tuesday, and children did not have to go to school. By mid-afternoon, investigators sifting through copious video evidence had found “no indication of a second perpetrator,” Nehammer said. “But because the evaluation is not yet concluded, we cannot yet say conclusively how many perpetrators are responsible for the crime.” For the time being, an elevated security level will remain in place in Vienna, he said. The country held a minute of silence at midday Tuesday, accompanied by the tolling of bells in the capital, and the government ordered three days of ocial mourning, with flags on public buildings to be flown at half-sta. The shooting began shortly after 8 p.m. Monday near Vienna’s main synagogue as many people were enjoying a last night of open restaurants and bars before a monthlong coronavirus lockdown, which started at midnight. Nine minutes later, it was over, Nehammer said. Alois Schroll, an Austrian lawmaker and the mayor of the town of Ybbs, said he had just arrived at a nearby restaurant when the shooting began. He said he “saw many, many people running with their hands up high, they were in a panic and screaming.” Police “sealed o the entire restaurant,” Schroll, 52, told The Associated Press. “People inside the restaurant were in shock, there were several women who were crying. And it wasn’t until shortly before 1 a.m., that police finally let us out of the restaurant.” Rabbi Schlomo Hofmeister said he saw at least one person shoot at people sitting outside at bars in the street below his window near the city’s main synagogue. “They were shooting at least 100 rounds just outside our building,” Hofmeister said. The attack drew swift condemnation and assurances of support from leaders around Europe, including from French President Emmanuel Macron, whose country has experienced three terror attacks in recent weeks. U.S. President Donald Trump also condemned “yet another vile act of terrorism in Europe.” Britain raised its terror threat level to severe, its second-highest level, following the attack in Austria and others in France.

Stock Market

Stocks rally again worldwide as Election Day finally arrives By Stan Choe and Damian J. Troise Associated Press

NEW YORK (AP) – Stocks powered higher Tuesday after a bruising U.S. presidential campaign that sent markets spinning because of the uncertainty it sowed finally reached its end. The S&P 500 rose 58.92 points, or 1.8%, to 3,369.16 for its second straight healthy gain. The rally was widespread and global, with Treasury yields, oil prices and stocks around the world all strengthening. The Dow Jones Industrial Average climbed 554.98, or 2.1%, to 27,480.03, and the Nasdaq composite added 202.96, or 1.9%, to 11,160.57. More than anything, what investors hope for from the election is a clear winner to emerge, even if it takes some time for all the votes to be tallied. Whether that’s President Donald Trump or former Vice President Joe Biden is less important, because history shows stocks tend to rise regardless of which party controls the White House. “The markets are neither red nor blue, and today they’re decidedly green, said Rod von Lipsey, managing director at UBS Private Wealth Management. What investors fear is the prospect of a contested election, one that drags on and injects even more uncertainty into markets. Under such a scenario, much of Wall Street expects a sharp drop in stocks. The future political makeup of the Senate is another unknown throwing uncertainty into the markets, along with the timing of a possible COVID-19 vaccine. “There’s a sense that we might get some clarity on the outcome of the direction of one or two wild cards that have been moving the market, von Lipsey said.

If Biden ends up winning, as polls suggest, the thought is that could open the door to a big support package for the economy, particularly if the Democrats also take control of the Senate. Some areas of the market that would benefit from a large stimulus effort and spending on infrastructure rose more than the rest of the market Tuesday, including stocks of smaller companies and industrial businesses. If Trump were to win and the Senate stays under Republican control, it would likely lead to less stimulus than under a Democratic sweep, according to Chris Zaccarelli, chief investment officer for Independent Advisor Alliance. A Biden win and Republican Senate would be least beneficial to stocks, meanwhile, because it would mean the lowest chance for stimulus. Investors and economists have been clamoring for a renewal of stimulus since the expiration of the last round of supplemental benefits for laid-off workers and other support approved earlier by Congress. But investors see cases for optimism in other electoral scenarios, too. If Trump were to win, that would likely mean a continuation of lower tax rates and lighter regulation on businesses, which would prop up the corporate profits that are the lifeblood of the stock market. Ultimately, many professional investors say which party controls Washington matters much less to the economy and markets than what happens with the pandemic and whether a vaccine can arrive soon to help the economy heal. The last two days of gains for Wall Street have helped the S&P 500 recover roughly half its 5.6% loss from last week, which was

its worst since the market was plunging in March. While the election is dominating investors’ attention, plenty of other market-moving events are looming this week. The Federal Reserve is meeting on interest-rate policy and will announce its decision on Thursday. Its earlier moves to slash interest rates to record lows and to step forcefully into bond markets to push prices higher have helped Wall Street soar since March. The Labor Department is also releasing its jobs report for October on Friday, where economists expect to see another slowdown in growth. Meanwhile, it’s another heavy week for corporate earnings reports as companies continue to report drops in profit for the summer that weren’t as bad as Wall Street feared. Hanging above it all is the continuing coronavirus pandemic. Several European governments are bringing back restrictions on businesses in hopes of stemming

worsening virus counts. In the United States, where infections are also rising at a troubling rate, the worry is that fear alone of the virus could depress sales for companies. So far this earnings reporting season, companies are saying their profits fell during the summer, but not by as much as Wall Street feared. Arista Networks jumped 15.4% for the biggest gain in the S&P 500 after the cloud-networking company reported a 19% drop in net income that nevertheless topped analysts’ forecasts. Stock indexes across Europe and Asia rose 2% or more, while the yield on the 10-year Treasury climbed to 0.88% from 0.84% late Monday. A gauge of fear in the U.S. stock market, which measures expected volatility for the S&P 500, fell 6.4% and continued its decline following last week’s jump to its highest level since June.

tube talk

Back to normal? By Paula Hendrickson Contributor

Between COVID and whatever election conflicts may arise (or have arisen, since I’m writing this on election eve day), not much is normal these days, but little by little, after a long wait, several long-running TV shows are back with new seasons. But don’t count on your favorite shows to make things feel comfortably normal. Several series – including CBS’ The Good Doctor and All Rise; ABC’s Grey’s Anatomy and its spinoff Station 19; NBC’s This is Us, Law & Order: SVU, Chicago Fire, Chicago Med, and Chicago P.D. – are incorporating the pandemic into their storylines. Even comedies like NBC’s Superstore, and ABC’s The Connors and black-ish – which all returned with new episodes in October – have tackled COVID head on. Finding

levity in an absurd situation isn’t easy, but sometimes it’s necessary to look for humor in dark times. But it’s not exactly escapism. Par for the course, it seems as if 2020’s version of escapism might not provide much of an escape from our daily woes. But it reminds viewers that COVID is an issue impacting us all in one way or another. The fortunate among us are merely inconvenienced by the virus, while front-line workers risk their health, and lives, every day. Maybe seeing the Pearson, Connor, and Johnson families coping with quarantines, or watching Detective Olivia Benson mask up and use hand-sanitizer will make those shows and characters feel even more realistic to us. Maybe COVID safety measures will start to feel a little more normal when fictional characters have to follow them,

too. Maybe we’ll grow tired of the realism and switch to animated shows, soap operas, or period dramas (as long as they aren’t set during the flu epidemic of 1918-1919). No matter how the fans of these shows respond, it looks as if the pandemic will be depicted on the small screen for the foreseeable future. But if you really want to avoid mentions of COVID, Young Sheldon (set in the early ‘90s) and The Goldbergs (set in the ‘80s) sound like pretty safe bets.

Programming notes:

The Conners, which returned October 21, airs Wednesdays at 8 p.m. CT on ABC. The Goldbergs, which returned October 21, airs Wednesdays at 7 p.m. CT on ABC. This is Us, which returned with a 2-hour season premiere on October 27, is back on Tuesday, November 10 at 8 p.m. CT on NBC.

Superstore, which returned October 29, airs Thursdays at 7 p.m. CT on NBC. The Good Doctor, which returned November 2, airs Mondays at 9 p.m. CT on CBS. Young Sheldon returns Thursday, November 5 at 7 p.m. on CBS. Chicago Med, Chicago Fire, and Chicago P.D. all return Wednesday, November 11 at 7, 8, and 9 p.m. CT, respectively, on NBC. Station 19 returns Thursday, November 12 at 7 p.m. CT on ABC. Grey’s Anatomy’s 17th season starts Thursday, November 12 at 8 p.m. CT on ABC. Law & Order: SVU kicks off it’s 22nd season Thursday, November 12, at 8 p.m. CT on NBC. All Rise premieres Monday, November 16, at 8 p.m. CT on CBS.

Losses, frustration starting to mount for struggling Bears By Andrew Seligman Associated Press

CHICAGO (AP) – The Chicago Bears weren’t exactly beating their opponents in convincing fashion even when they were piling up the victories. Now, the losses are starting to add up. And so is the frustration. The NFL suspended receiver Javon Wims two games Monday for punching New Orleans Saints safety C.J. Gardner-Johnson. He was ejected in the third quarter Sunday after Allen Robinson caught a 5-yard pass from Nick Foles on the other side of the field. Bears coach Matt Nagy said Wims was “apologetic” when they spoke Monday and understands “you can’t do what he did.” But Nagy would not say what led to the altercation. “Obviously out of respect I’m going to keep that between us and internally,” he said. The Bears (5-3), meanwhile, have dropped two in a row. They rallied from 10 down against New Orleans in the closing minutes of regulation, only to lose when Wil Lutz nailed a 35-yard field goal for the Saints in OT. Though they made several big plays and their run game started to show a spark, the

Bears still have big issues on offense. The defense gave up a touchdown at the end of the first half, cutting a 10-point lead to three and energizing the Saints.

WHAT’S WORKING

The kicking game. Cairo Santos is starting to give the Bears the stability they have lacked since they cut Robbie Gould just before the 2016 season. The veteran is 14 of 16 on field goals this season. And he came up big at the end of regulation against New Orleans, nailing a 51-yarder to send the game to overtime.

WHAT NEEDS HELP

The offensive line. The Bears could be down three starters on the line, after center Cody Whitehair (groin) missed Sunday’s game and right tackle Bobby Massie (knee) left on Chicago’s first possession. They were already without left guard James Daniels, who suffered a pectoral injury in a Week 5 win over Tampa Bay that will likely keep him out for the remainder of the season. The injuries and lack of continuity on the line are complicating matters as the Bears try to get some production on offense. Chicago ranked 29th in total yards per game

and 31st in rushing through Sunday. “I will say this,” Nagy said. “Yesterday, I thought there was an improvement with the run game in particular.” The Bears had 96 yards rushing Sunday after four straight games with 63 or fewer.

STOCK UP

WR Darnell Mooney. The fifth-round draft pick from Tulane had a 50-yard reception down the middle in the second quarter. He also caught a 3-yard touchdown to cut it to 23-20 with 3:32 left in regulation. Mooney set a career high with 69 yards and matched one with five receptions.

STOCK DOWN

Wims. Nagy obviously was not happy with Wims. He was also taken aback. “Just knowing who Javon Wims as a person, a high-character guy, that’s the part that I thought was surprising,” Nagy said. The fight happened after a 5-yard, first-down pass from Nick Foles to Allen Robinson. On the other side of the field, Wims approached Gardner-Johnson from behind and appeared to reach for his mouth or neck. He threw a right-handed punch to his helmet and then another before both

teams joined the scrum, and he wound up at the bottom of a pile. The penalty against Wims pushed the Bears back to a second-and-20. And Foles got intercepted by Marshon Lattimore on the next play. “It’s probably an emotional game,” Mooney said. “But I mean I love him. Whatever happens throughout this time, hopefully, it’s a positive act and we can figure out what went on in that situation and we can move forward.”

INJURED

Besides Massie, DE Roy RobertsonHarris (shoulder) and DT John Jenkins (ankle) left Sunday’s game.

KEY NUMBER

49-7 – That’s how badly the Bears have been outscored in the third quarter this season. And they had another rough one on Sunday, with just 43 yards even though they got the kickoff to start the second half.

NEXT STEPS

The Bears will try to stop their slide when they visit AFC South co-leader Tennessee on Sunday.

ELECTION

Elections Board warns that races could be undecided for days Mail-in ballots postmarked by Tuesday will be accepted if they arrive by Nov. 17 BY JERRY NOWICKI

CAPITOL NEWS ILLINOIS JNOWICKI@CAPITOLNEWSILLINOIS.COM

SPRINGFIELD – Although nearly 3.6 million Illinoisans had already voted by Monday morning, according to the Illinois State Board of Elections, nearly 2.3 million ballots are still to be cast if the state is to match the 70.56 percent turnout of 2016. As of Monday, there were 586,709 mailin ballots that Illinois voters had requested but not returned. As long as those ballots are post-marked by Tuesday, Nov. 3, they must be accepted by local election authorities if they arrive by Nov. 17 – two weeks after Election Day. Those ballots can also be turned in at polling locations or deposited at ocial election authority drop boxes, which ocials say are better options to ensure the vote is counted due to potential mail delays. “If you still have your vote by mail ballot, you can do one of two things: Either bring it with you and vote in person (on Election Day)… or fill it out and bring it directly to your local election authority and check to see if you have a secure ballot drop box in your area,” Gov. JB Pritzker said at his daily news conference Monday. “Do not mail your ballot unless you take it directly to the post oce and have it postmarked by

(Election Day).” Because of the outstanding ballots, the Elections Board is warning that election night totals are unocial, and it could take several weeks to decide close races as ocials wait for outstanding mail ballots. Election night results are always unocial, but the volume of outstanding ballots this year means more races could take longer to decide. “The Illinois State Board of Elections will regularly update the statewide totals for mail ballots on its website, but does not report any election results until it certifies the vote on Dec. 4. Unocial results before certification may be obtained from local election authorities,” the Board said in a news release. The Board warned that the graduated tax constitutional amendment question – which can pass if it receives 60 percent approval from voters who vote on the question or a simple majority of yes votes among all ballots cast – could take extra time to decide if the vote is close. “Because of this formula, the fate of the amendment may not be known on election night even when accounting for mail ballots not yet returned,” the Board wrote. Pritzker advised patience on races with national significance as well. “Counting votes that arrived by mail is time-consuming work for our county clerks and their stas,” he said. “With vote-by-mail hitting all-time records, that means that we have to be patient about the

results of all races this year. It will possibly take until Wednesday or Thursday, or even Friday to get results for some races in Illinois and in states across the country, every vote must be counted, particularly on the national level. It is very important that we are patient with the presidential election.” Pritzker said it’s “extremely important” that Illinoisans do not get their election news over social media. “We know that there are foreign actors, specifically Russia, Iran and others who intend to promote misinformation throughout Election Day, and in the days after. They would like nothing more than to promote conspiracy theories and sow discontent,” Pritzker said. “If you want accurate information about the vote count, go to your local election authority’s website, or to the Politico website, or to the New York Times website where they track all the races nationwide or visit other reputable national news outlets.” He urged news consumers to avoid reposting viral content they may see on social media. “Look at a variety of news outlets if you like but be wary of claims you see on social media, foreign actors posing as Americans are producing disinformation, such as fake videos or fake ocial statements, hoping that you will repost it,” he said. “So check before you repost anything, or better yet, you may want to take the next few days o from social media. Facebook and Twitter

will still be there in the morning.” Also at his news conference, Pritzker was asked about Election Day security and the potential for unrest, and he noted the Illinois National Guard is “at a state of readiness,” out of “an abundance of caution.” “We’ve made sure that our National Guard is simply in a state of readiness. We did this back during the few days before the ruling around Breonna Taylor. We want to make sure that that cities, counties that call upon us for help from the state of Illinois that we have those resources available to them,” he said. On Monday, the Illinois National Guard tweeted that they did not have a specific mission. National Guard vehicles were seen staging at McCormick Place convention center in Chicago. “Lots of people seeing (Illinois National Guard) trucks moving about,” the Guard wrote in the tweet. “While we can’t discuss the specifics of troop movements or future plans for security reasons, we can say that we do not have any missions and are just preparing in case we are needed. We join most others in hoping we aren’t.” Capitol News Illinois is a nonprofit, nonpartisan news service covering state government and distributed to more than 400 newspapers statewide. RACVB Named National Sports Tourism Champions Again by SportsETA Rockford Area CVB

For the fourth and fifth times since 2016, the Rockford Area Convention & Visitors Bureau (RACVB) has been named a national champion by the Sports Events & Tourism Association (SportsETA), the official governing association for sports events and tourism in the United States. RACVB was chosen by its sports tourism colleagues for two more national awards—the 2020 SportsETA Event Marketing Campaign of the Year and 2020 SportsETA Locally Created Event of the Year—for its work in recruiting and hosting Rockford’s first-ever Olympic Trials, as well as creating and producing a three-part community event series in honor of the city’s first homegrown National Basketball Association (NBA) champion. “It is my pleasure to announce that the Rockford Area Convention & Visitors Bureau has been chosen for not one, but two Sports ETA Member Awards: Event Marketing Campaign of the Year, Population under 500,000, and Locally Created Event of the Year, Population under 500,000. Congratulations on receiving both of these much-deserved awards,” said Al Kidd, president & CEO of SportsETA. “Each year we recognize the successes and good work of our members. These are the highest honors organizations and individuals in the sports events and tourism industry can receive and are awarded by peers. We are proud of the Rockford Area CVB and its many outstanding and invaluable contributions to the advancement of the sports events and tourism industry.” RACVB’s winning Event Marketing Campaign of the Year was centered on its successful marketing and operations partnership with the International Table Tennis Federation (ITTF) North America, USA Table Tennis and BMO Harris Bank Center in hosting the first-ever Olympic

Fred Comes Home event in 2019 Trials in Rockford. The Bureau’s marketing work began during the competitive bid process for the 2019 ITTF North American Olympic Table Tennis Trials, when it created a complete event marketing plan as part of the venue’s winning proposal. The comprehensive plan included: multiple interactive press events; creating an event logo and branding elements; executing various media partnerships and digital and outdoor campaigns; and curating a free three-part community event awareness series that included the RKFD Loop recreational bar league, the City Market Celebrity Smash celebrity and media awareness tournament, and the Rally RKFD community festival the day of the 2019 ITTF North American Olympic Trials. From its efforts, RACVB tracked 2,500 total attendees to Trialsrelated events, a media reach in the millions, and more than 7,000 visits to www.RockfordOlympicTrials.com. The Bureau received 2020 SportsETA Locally Created Event of the Year honors after it created and produced Jurassic

Park RKFD as the only Toronto Raptorsthemed NBA finals watch parties in the United States and Fred Comes Home as the official championship homecoming event in honor of Rockford native Fred VanVleet. An event trio developed as part of ongoing partnership efforts with professional athletes who are from the region, Jurassic Park RKFD and Fred Comes Home—which were free for the public to the attend—brought more the 14,000 residents and visitors to downtown Rockford streets and City Market Pavilion over three days in June 2019. RACVB hosted Jurassic Park RKFD watch parties for games five (June 10, 2019, 2,500 attendees) and six (June 13, 4,000) of the NBA Finals, before delivering Fred Comes Home + Dribble the City (June 29, 8,000) as a championship celebration that brought the community together to honor one of its proudest and most successful natives. The event series generated a media reach of 807,778,521, 736 media mentions around the globe, a GoRockford Facebook reach of 406,598, and a Rockford region advertising

equivalent value of more than $7.4 million. “There are so many partners involved with earning the rights to host an international sports event or the trust to produce community events that create lifetime memories,” said Nick Povalitis, vice president of marketing & sports development. “We’re proud of what we accomplished last year and remain thankful to the BMO Harris Bank Center, the ITTF North America and USA Table Tennis, and Fred VanVleet and his team for their commitment to Rockford.” Prior to this week’s honors, the Rockford Area CVB garnered three previous national SportsETA awards, including the 2016 and 2018 National Sports Tourism Organization of the Year and the 2019 Destination Branding & Marketing Campaign of the Year. Since 1984, RACVB has developed partnerships with a wide array of national event operators, regional facilities and partners near and far to set the standard for sports tourism throughout the Rockford region. The Bureau annually delivers millions in economic impact to Winnebago County and beyond from sports tourism events and continues to build the region’s destination brand through a mix of traditional and disruptive tourism marketing and sales programs. As the Rockford region’s official tourism entity accredited by Destinations International (DI), RACVB utilizes the industry’s foremost data authorities and marketing insights companies to measure organizational success, including SportsETA, Tourism Economics – A Division of Oxford Economics, U.S. Travel Association, the Illinois Department of Commerce & Economic Opportunity and Meltwater, among others. The backyard orchard: Recommended fruit tree varieties BY GRANT MCCARTY CONTRIBUTOR

Now that we’ve discussed some of the main decisions on a backyard orchard, this week I’ll talk about varieties that University of Illinois Extension recommends. First o, we recommend you purchase your fruit trees from a reputable fruit tree company. Not only will they be able to answer some of the questions you have, many of these companies have newer varieties available for the homeowner compared to what you might find somewhere else. They may also have dierent heights and feathered/whip type too. Most of these fruit tree companies will begin to market their 2021 oerings in December for you to purchase and have shipped to

you in the spring of 2021. Many of these businesses will also be able to tell you if you need more than one variety and suggest which variety you’d want to plant to ensure cross-pollination. There always tend to be new apple varieties each year and you may find your favorite apple you purchased from a Rockford orchard this year is available for you to plant this upcoming season. For summer eating & cooking, University of Illinois Extension recommends ‘Stark Earliest,’ ‘Viking Transparent’, ‘Redfree’, and ‘Pristine’. This group would yield sometime in end of July to mid-August in our area. Early fall (end of August and into mid-September) eating and cooking includes ‘Prima’, ’Gala’, ‘Empire,’ ‘Ginger Gold’, and ‘Pixie

Crunch’. If you want to harvest your apples in fall (end of September to mid-October) and plan to cook with them, the varieties we recommend include ‘Jonathan,’ ‘Golden Delicious’, ‘Red Delicious,’ ‘McIntosh’, ‘Honeycrisp’, ‘Cortland’, ‘Liberty’, ‘Jonagold’ , and ‘Crimson Crisp’. The final group is considered winter eating/ cooking that includes ‘Winesap,’ ‘Turley,’ ‘Fuji,’ ‘Rome’, ‘Enterprise’, ‘Braeburn’, and ‘Goldrush’. If you want to plant pears, recommended varieties include ‘Maxine’, ‘Starking Delicious,’ ‘Seckel,’ ‘Harrow Delight’, ‘Anjou,’ ‘Bosc,’ ‘Duchess Stark,’ and ‘Moonglow.’ For your stone fruit group, peach varieties that University of Illinois Extension

recommends are ‘Contender’, ‘Reliance’, and ‘Madison’. You could also plant plums like ‘Mountain Royal’, ‘Black Ice’, and ‘Pipestone’. Some of the tart/sour cherry varieties that may work for you are ‘Nanking’ (bush), ‘Meteor’, ‘Montmorency’, and ‘North Star’. Remember to expect yields every couple of years due to our weather for this group. A backyard orchard can be a great project to consider into 2021. As this is a long-term decision for planting a fruit tree, you want to think about all the factors (height, disease resistance, whip/feathered) before purchasing and planting. . Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

Protecting pollinators BY DRS. ROBERT & SONIA VOGL CONTRIBUTORS

A video on the German tv station dw.com, showed an interesting eort to increase rate of survival of bee species essential for serving as pollinators for crops valuable to humans. Ecologists running the project had planted the seeds of perennial plants, whether native or invasive species already present in Germany, parallel to an existing corn field. Boxes were on the edge of the planting for the use of bee colonies. The entry holes for the bees had been dramatically reduced to permit only one bee at a time to enter the box with screening which brushed the pollen from each bee as it entered the hive. The pollen was traced back to the flower species from which the bee had gathered it and a record was kept to determine which plant species were favored by the bees. The intent of the research was to determine which plant species contributed the most pollen to the bee hive. The composition of the perennial plant mix could be changed to maximize the presence of bees

and increase honey production. At the end of the season, the plant material could be harvested and processed into fuel. Since increasing the presence of pollinator species takes land out of the more profitable growing of corn, the farmer believes an incentive to cover the loss of farm revenue is necessary for the program to expand. U.S. owners of land enrolled in the Conservation Reserve Program that have planted prairies are being encouraged to add native floral species to their prairies to increase the presence of pollinator species. The periodic burning of prairies to eliminate woody invasive plants tends to increase the presence of grasses and reduce the presence of flowering species which attract pollinators. Killing patches of prairie grasses and planting native flowering species will provide more habitat for pollinator species. Work is also work being done with pollinator species at the Nachusa Grasslands in Lee and Ogle Counties. Chandler Dolan, a bumble bee technician provided an

overview of the first season of monitoring bumble bee abundance and diversity existing anywhere on the Nachusa property. Also of interest is what bees are using the flowers. In 2017, the critically endangered rusty-patched bumble bee worker was found foraging at Nachusa. On four occasions this past summer the species was observed. It is one among three threatened species of bumble bees found at the site. The others are the golden yellow bumble bee and the American bumble bee. Chandler hopes to answer the question on what parts of the 3600 acre preserve are these species living and why they are there. Better understanding of rare or declining species improves the potential of designing a survival strategy for them. The research project is one of the Scientific Research Grants awarded by the Friends of Nachusa Grasslands. Additional information about the ongoing research eorts is available on their website. In addition to the work being done by researchers at Nachusa several other organizations encourage individuals or groups

to consider developing small gardens to increase the presence of pollinator species including bees, butterflies, moths and other insects. Pollinators are estimated to be involved in 70 percent of the food we eat. They also have beneficial impacts on wild plants and landscape plantings. Other organizations and web pages have information on how to increase pollinators in the Illinois landscape. They include the Chicago Botanic Garden, the University of Illinois Extension’s Horticultural Blog, and The U.S. Fish and Wildlife Service. The sites oer suggestions for projects some of which could implemented during this time of staying at home to avoid contacting the coronavirus. Another interesting project is the Illinois Monarch Project. A few years ago the Byron Forest Preserve and the Prairie Preservation Society of Ogle County completed butterfly surveys on their properties to develop a baseline for future comparisons to determine the trends in preserving butterflies on these properties.

LEO, VIRGO AND LIBRA Horoscope

ARIES

Prepare to work overtime this week. If you fit the extra hours into your schedule, your efforts will be greatly rewarded. Afterward, you’ll have the time and money to treat yourself.

TAURUS

This week, things will finally start to move forward after a long period of stagnation. However, your friends will prove to be a challenge. You’ll find the money you need to fund a special project or pay for a small luxury item.

GEMINI

One minute you feel like you’re treading water, the next like you’re advancing at full speed. Anyone can make a mistake, so keep an eye on your bills. You’ll open the door to a new challenge.

CANCER

You’ll find yourself surrounded by brilliant people and, as a team, you’ll accomplish great things. You’ll also receive an award or other recognition in front of a large crowd, which will consequently boost your selfesteem.

LEO

There’s an opportunity to hit a homerun at work this week. You’ll have more clients than usual, which means an increase in income. You’ll discover a new activity or spiritual practice that’s in line with your lifestyle and values.

VIRGO

If you keep track of deadlines, you’ll find it easy to stay on top of your workload. There’s no need to rush if you leave on time. A spontaneous trip might be on the horizon, and it’ll be just what you need.

LIBRA

Even if you’re sure that you know the right answer, it doesn’t hurt to reflect for a few days before you make a decision. New information might bubble to the surface and provide you with a different perspective on the situation.
