SPRINGFIELD – The application period for a new round of financial assistance to renters through the Illinois Housing Development Authority will be delayed one month as the application portal undergoes additional testing, although funding remains available through other state programs. The latest round of funding, provided by the American Rescue Plan Act signed into law by President Joe Biden earlier this year, includes more than $250 million that IHDA said it expects will help 27,000 Illinois renters. was scheduled to open Monday, will now be open from Dec. 6 to Jan. 9. Amy Lee, a spokesperson for IHDA, said the delay was due to the department’s e�orts to switch to a new application portal for this round of funding. The new portal was built to accommodate the rental assistance program as well as a yet-to-launch mortgage assistance program, Lee said, but testing conducted Friday night showed it would not likely be able to withstand heavy tra�c. Lee said the department made the decision to push o� implementation for a month, rather than roll out the platform that could be subject to crashes or other technical issues. She said IHDA was working with the vendor, New York-based web development company Unqork, to ensure the dual rental and mortgage platform would be up and running by Dec. 6. A representative for Unqork reached by Capitol News Illinois deferred questions to IHDA. Despite the delay, rental assistance funding is still available through other state programs run by the Illinois Department of Human Services. Renters may still be able to access assistance through an IDHS provider agency. A list of provider agencies, as well as organizations helping with utility bills, free legal aid and additional services can be found at www.illinoisrentalassistance.org/. The court-based program is available to Illinois residents outside of Cook County and applies to those with active eviction cases. Tenants hoping to access the funding can apply for up to 12 months of past-due rent and up to three months of future rent payments using their eviction court case
number at ilrpp.ihda.org. Lee said IHDA did not expect to begin distributing funding from the latest round of assistance until Dec. 13, and that date is unchanged with the latest delay in launching the platform. “While this delays the date we’ll begin accepting applications, IHDA is committed to meeting the original timeline of disbursing rental assistance money to tenants and landlords in December,” IHDA Executive Director Kristin Faust said in a news release. “We recognize this postponement may cause concern for tenants facing eviction, but there is help for renters available now.” Lee also said she did not have a date as to when the mortgage assistance program would be available, noting the state submitted its plan to the U.S. Treasury but has thus far not received final approval. In the first round of the Illinois Rental Payment Program that launched in May, IHDA approved more than 57,000 applications and paid out nearly $540 million, bringing the total money disbursed to more than $776 million since the pandemic began. To be eligible for rental assistance, a renter must live in Illinois and the rental property must be a primary residence, the household must have experienced a financial hardship due to the pandemic and have an unpaid rent balance, and a household’s income must be below 80 percent of the Area Median Income. Keep fighting, Obama urges young climate activists By Ellen Knickmeyer Associated Press
GLASGOW, Scotland (AP) — At 19, Glasgow college student Ross Hamilton doesn’t think highly of world leaders — “they chat a lot of” nonsense — or expect them to accomplish anything on a problem he cares deeply about, climate change. But there is one former world leader Hamilton trusts, at least enough to join several hundred Glasgow college students crowding outside their college in the dark Monday in hopes of a glimpse of him: Barack Obama. “I’ve always liked him. I feel as if he’s pretty honest.” The former U.S. president, one of the leaders responsible for the 2015 Paris climate accord, came to the U.N. global climate talks in Glasgow, wielding his cross-generational appeal to urge frustrated climate activists to stay in the fight. Even five years out of office, and now 60, Obama still claims a rapport with liberal and moderate young people in a way that President Joe Biden, 78, might not be able to pull off. Inside the glass-fronted building where Hamilton and other students of Glasgow’s Strathclyde University were waiting for him to emerge, Obama was sitting around a table with a dozen climate advocates from around the world, hearing them out and encouraging them. Obama was in shirtsleeves and tieless, his hair whiter than during his presidency. “The success of the movement shouldn’t be diminished even if some of the outcomes” have fallen short, Obama told the gathering of climate-focused people in their 20s and 30s. They included a lawmaker, a filmmaker, legal advocate, private and public businesspeople, foundation leaders and heads of activist groups. “The question is, where are the countries that really met our expectations? And it turns out those are the places where there was pressure, where there was political mobilization, where there were activists,” Obama told them. It’s all “going to depend on you guys to apply it,” he added. Not all younger people are Obama fans.
Ugandan climate activist Vanessa Nakate tweeted Monday that she was 13 when the United States, under Obama’s leadership, was among rich nations promising $100 billion a year to poor countries to help them fight and cope with warming, but said those nations broke the promise. Nakate told The Associated Press on Monday that she wasn’t attacking the former president, “but that is me speaking the truth.” “This money was promised, but it hasn’t been delivered,” Nakate said. Especially in Europe, young activists are credited with pressuring governments to confront climate change. Most famously, teenager Greta Thunberg in 2018 launched a climate movement that has since drawn hundreds of thousands to weekly protests to demand governments end their dependence on coal, natural gas and oil. After the Paris deal, Glasgow was billed as the talks where roughly 200 governments would put the accord into action. Last Friday, Thunberg, now 18, branded the talks a “failure” after their first of two weeks. Speaking to tens of thousands of young climate demonstrators protesting Friday in the summit’s host city, Thunberg said national delegations at Glasgow were carving out loopholes for every pledge and “greenwashing” their own countries’ emissions. Young people were finding it hard to believe a climate movement that had mobilized so many could fail, Luisa Neubauer, a leader of Thunberg’s movement in Germany, told Obama. Neubauer told Obama she feared disillusionment was undermining peoples’ faith in democracy, “as people, especially activists, lose confidence in their governmental pledges, in what often turns out empty promises, in the lack of honesty about past failures.” Stay the course, Obama told climate activists. “Don’t think that you can ignore politics,” Obama said earlier, in a speech at the talks site that saw the former president draw short standing ovations. “You don’t have to be happy about it, but you can’t ignore it. You can’t be too pure for it,” Obama said, devoting much of his speech to the young activists he said he came to Glasgow to be with it. “It’s part of the process that is going to deliver all of us,” he said.

Are you vaxxed? Some families face fraught divide over jabs By Leanne Italie Associated Press
NEW YORK (AP) — Thanksgiving is Jonatan Mitchell’s favorite holiday, usually spent with his wife co-hosting up to 20 loved ones. He’d been looking forward to the gathering this year after calling it off in 2020 due to the pandemic, but one of the most pressing issues of the times got in the way: Who’s vaccinated and who’s not? Mitchell, 35, in Coon Rapids, Minnesota, has a rare neurological disorder called Kleine-Levin Syndrome and a smattering of related health issues that leave him at high risk should he contract COVID. Two relatives — his father-in-law and a brother-in-law — won’t get vaccinated. Rather than laying down an ultimatum doomed to fail, the Mitchells called off Thanksgiving, choosing instead to host a Friendsgiving the following day. Mitchell’s vaccinated wife will catch up with her family on Thursday. The situation, which Mitchell said is upsetting and frustrating, resonates with many families navigating the vaccination divide for the holidays. Thanksgiving is a bellwether for how the rest of the season will go among those facing family conflict over the shot. “This is a line in the sand I’m willing to draw with others,” Mitchell said of the choice not to confront his unvaccinated relatives. “I’ve cut off a handful of friends and acquaintances that are staunchly anti-vaccine, but you can’t do that with family.” That sentiment, echoed by others, points to a transition in the pandemic from abject fear over public safety to a more long-term and intimate reshaping of social norms, said Karla Erickson, a professor of sociology at Grinnell College. “Families often kind of mute conflicts and, because we paused in a way that’s really rare for families, the restarting of ritual gives us a moment to reconsider things,” she said. “There will be new hesitancy. A lot of people who are vaccinated might not be willing to go to an event where the host hasn’t asked or doesn’t know.” Carrie Verrocchio, 55, in Binghamton, New York, is a long-haul COVID survivor still struggling with a loss of taste and smell 10 months after testing positive. She’s hosting about 11 for Thanksgiving.
Five are unvaccinated. All have been informed, she said. “You just want people to be happy and be together, and it feels like there is constant friction. No matter what we do, there’s constant friction these days,” said Verrocchio, who took the vaccination after contracting the virus. “We’re handling it by letting everyone make their own decisions. It isn’t ideal, but it is a plan.” Lizzie Post is the great-great-granddaughter of etiquette legend Emily Post. Her famous relative wrote her first book, “Etiquette,” in 1922, not long after the Spanish flu took its deadly toll. Emily made no mention of how to navigate such a threat in that first edition, but the subject today is hard for her etiquette standard bearers to ignore. “It’s a really delicate subject, and it’s not going to go well for everybody,” said Post, who is co-president of the Emily Post Institute, host of the Awesome Etiquette podcast, and author and co-author of several books on etiquette. “A lot of us have gotten used to general entertaining since vaccinations have been in play. That means we actually have experience with it and we know where our standards are for ourselves. But there are some really good reasons to back off and say, you know, maybe the big family thing isn’t worth it if it’s going to be so fraught,” she said. The avoidance of fraught is exactly the approach Eva Keller and her husband are taking for Thanksgiving. He has been vaccinated. She has contracted COVID twice and has no plans to get the shot. There was no talk of Thanksgiving with her husband’s kin. “My husband’s family has made it clear that I’m not allowed inside any of their homes until I’m fully vaccinated,” said Keller, 27, in Anaheim, California. “My husband only got vaccinated because of his parents insisting. He was concerned his mother would worry herself to death if he didn’t.” The two will spend Thanksgiving at home together. Erickson sees other pandemic strands at play heading into the holiday season. “There are also questions,” she said, “like how did this person or this family navigate the pandemic more generally? Do we share values about what this last
year has meant for our families? Did we stay in touch? Of late, she has been responding to a barrage of questions about holiday gatherings and vaccinations. Among them: Is it rude to ask for a guest’s vaccination status? Can I disinvite somebody who isn’t vaccinated? “It’s kind of like Typhoid Mary. Do you invite her to dinner knowing she’s Typhoid Mary, or do you explain to Mary, `I’m sorry, we can’t take a chance. We love you, but we can’t take that chance.’ That’s what you’ve got to do with unvaccinated people when it comes to COVID, most especially if someone in your household is elderly or immunocompromised. This is just a matter of health and respecting each other, not political,” she said. Tone, Abbott said, is everything. “So it’s not unreasonable to say to Uncle Jack, you know, you haven’t been vaccinated. That’s your prerogative. I respect that. I love you. We can’t take the chance. So, Uncle Jack, do you want to come to this dinner via video? There are options like that, but you can’t jeopardize health to be polite,” she said. Frederick Brushaber, 36, in Cincinnati will be gathering for Thanksgiving with 13 family members at his mother’s house in Knoxville, Tennessee. The group includes his husband and their 15-month-old son, Freddie, who has Down syndrome, which puts him at higher risk for complications should he catch COVID. Brushaber’s 88-year-old grandmother, who lost her husband this year, was supposed to be driving from Florida to Knoxville with an aunt and uncle. They’re not vaccinated. They won’t be coming after his mother had the Thanksgiving vaccination talk with them. That means grandma must board a plane alone for the first time without her husband. “I’m not thrilled about that but I’m just happy I get to be the winner of this,” he said. “I get to have grandma and Freddie be there and I won’t have to worry about anything. The numbers for people with Down syndrome are really bad. I just wish people knew that like, yeah, you have a choice to do things, but some of the most vulnerable people don’t have a choice.”

UN says over 3 million in Myanmar need “life-saving” aid By Edith M. Lederer Associated Press
UNITED NATIONS (AP) — The U.N. humanitarian chief urged Myanmar’s military leaders on Monday to provide unimpeded access to the more than 3 million people in need of life-saving humanitarian assistance since government forces seized power on Feb. 1 “because of growing conflict and insecurity, COVID-19 and a failing economy.” Martin Griffiths warned that without an end to violence and a peaceful resolution of Myanmar’s crisis, “this number will only rise.” He also urged donors to respond to the U.N. appeal, saying less than half of the $385 million required has been raised since the military ousted the elected government of Aung San Suu Kyi. Monday was the first anniversary of the 2020 elections in Myanmar, which “were deemed free and fair by domestic and international observers,” U.N. spokesman Stephane Dujarric said. They were won by Suu Kyi’s National League for Democracy party with approximately 80% of the elected seats in the upper and lower houses of Parliament. The military rejects the results, claiming the vote was fraudulent. “The United Nations reiterates its call on the military to respect the will of the people and put the country back on track to democratic transition,” Dujarric said, stressing that the U.N. remains “gravely concerned about the intensifying violence in Myanmar” and again urges unimpeded humanitarian access. Griffiths’ statement was issued as members of the U.N. Security Council held a closed-door meeting on Myanmar requested by the United Kingdom. Diplomats said Russia and China objected to a proposed press statement that would express concern at recent violence including air strikes and reaffirm the council’s support for the country’s democratic transition, but discussions were continuing. UK deputy ambassador James Kariuki told reporters before heading into the meeting that Britain is particularly concerned about the buildup of military action in northwest Chin state, “and we are concerned that this rather mirrors the activity we saw four years ago ahead of the atrocities that were committed in Rakhine against the Rohingya” Muslim minority. “So, we’re very keen to make sure the council is focused, and the military know that we’re watching,” he said.
Since Suu Kyi’s ouster, Myanmar has been wracked by unrest, with peaceful demonstrations against the ruling generals morphing first into a low-level insurgency in many urban areas after security forces used deadly force and then into more serious combat in rural areas, especially in border regions where ethnic minority militias have been engaging in heavy clashes with government troops. O n S e pt . 7, t he Nat ion a l Un it y Government, the main underground group coordinating resistance to the military which was established by elected legislators who had been barred from taking their seats when the military seized power, called for a nationwide uprising. Its “People’s Defense Forces” operate in many areas and have received training and weapons from some armed ethnic groups. Christine Schraner Burgener told The Associated Press shortly before her 3 ½ year term as the U.N. special envoy for Myanmar ended on Oct. 31 that “civil war” has spread throughout the country. She said the U.N. has heard that many soldiers are on the ground conducting “clearing operations” in Chin state, and reminded the world that the military’s “clearing operation” in Rakhine state in 2017 saw villages burned down, widespread rapes and more than 700,000 Rohingya Muslims flee to neighboring Bangladesh. Griffiths also called the situation in the northwest “extremely concerning, with an escalation in hostilities between the Myanmar Armed Forces and the Chinland Defense Force in Chin state, and with the People’s Defense Forces in Magway and Sagaing regions.” “More than 37,000 people, including women and children, have been newly displaced, and more than 160 homes have been burned, including churches and the offices of a humanitarian organization,” Griffiths said. “Attacks directed against civilians and civilian infrastructure, including humanitarian workers and facilities, are clearly prohibited under international humanitarian law and must stop immediately.” Since Feb. 1, he said, hundreds of thousands of people have been forced to flee their homes due to violence across the country, and 223,000 people remain internally displaced. “This includes 165,000 in the southeast of the country and is on top of a significant population of people who were already displaced in Rakhine, Chin, Shan and
Kachin states prior to the takeover,” Griffiths said. He noted that 144,000 Rohingya people are still confined to camps or living in camp-like settings in Rakhine, many since their displacement in 2012, and more than 105,000 people have been displaced in Kachin and Shan,
many for years. The U.N. undersecretary-general for humanitarian affairs said he is also “increasingly concerned about reports of rising levels of food insecurity in and around urban areas, including in Yangon and Mandalay.”

Jan. 6 panel subpoenas 6 more Trump associates in probe By Mary Clare Jalonick Associated Press
WASHINGTON (AP) — Further expanding its probe, the U.S. House committee investigating the Jan. 6 Capitol insurrection has issued subpoenas to six additional associates of former President Donald Trump who were closely involved in his efforts to overturn his defeat in the 2020 election. The committee’s chairman, Mississippi Rep. Bennie Thompson, said in a statement Monday that the panel is demanding testimony and documents from former Trump campaign officials and others who participated in a “war room” ahead of the siege and strategized about how to halt the certification of Joe Biden’s victory. Thompson said the committee had issued new subpoenas to Bill Stepien, manager of Trump’s 2020 reelection campaign; Jason Miller, a senior adviser to the campaign; Angela McCallum, national executive assistant to the campaign; John Eastman, a lawyer who advised the former president; Michael Flynn, a former national security adviser to Trump who talked with Trump ahead of the insurrection; and Bernard Kerik, who the committee says paid for hotel rooms that served as command centers ahead of Jan. 6. “In the days before the January 6th attack, the former president’s closest allies and advisers drove a campaign of misinformation about the election and planned ways to stop the count of Electoral College votes,” Thompson said. “The Select Committee needs to know every detail about their efforts to overturn the election, including who they were talking to in the White House and in Congress, what connections they had with rallies that escalated into a riot, and who paid for it all.” The subpoenas come after the panel has already demanded documents and
testimony from several other Trump advisers — some who have cooperated and some who have not. The House voted last month to hold longtime Trump ally Steve Bannon in contempt after he refused to comply with his subpoena. Trump himself is fighting the probe in court. The rioters who violently pushed back police to break into the Capitol and interrupt the electoral count repeated Trump’s false claims of widespread fraud, and the committee says the six newly subpoenaed witnesses helped amplify the misinformation in the days ahead of the attack. Trump’s false claims came as election officials and courts across the country verified Biden’s win, and as his own attorney general said there was no evidence of significant fraud. Thompson says in the letters to the Trump associates that the panel has uncovered “credible evidence” of their participation in the former president’s efforts to overturn the election and cites ways that they individually tried to further his cause. In Stepien’s subpoena, Thompson cites the testimony of an unnamed witness in saying he oversaw the “conversion” of Trump’s presidential campaign to a “Stop the Steal” effort. In letters to Miller and McCallum, Thompson cites specific efforts to spread the false claims, including a phone call from McCallum to an unidentified Michigan state legislator asking if the Trump campaign could “count on” them and urging the person to push for the appointment of new state electors. Thompson detailed several efforts by Eastman, a lawyer and professor, to persuade Vice President Mike Pence to try to overturn the election as he presided over the congressional certification — a power Pence did not legally have. Thompson also cites Eastman’s outreach to states,
including a briefing to state legislators, and his participation in the so-called “war room” at the Willard Hotel where he, Bannon, Kerik and others strategized ahead of the siege about how to overturn Trump’s defeat. Kerik, a former New York City police commissioner who was pardoned by Trump after serving time in prison for tax fraud and other charges, responded to his subpoena with a lengthy statement on Monday evening. He said that he “was not hired to overturn the will of the people, only to look into the integrity of the process” and that his focus after the election was on “looking for evidence,” not public relations. “As to the events of January 6th, I was not involved,” he said. The others contacted by The Associated Press did not respond to requests for comment. In the letter to Flynn — the former national security adviser who twice pleaded guilty to lying to the FBI and was also pardoned by Trump — Thompson cited a December Oval Office meeting with the then-president. Citing media reports, Thompson said Flynn and other participants “discussed seizing voting machines, declaring a national emergency, invoking certain national security emergency powers and continuing to spread the message that the Nov. 2020 election had been tainted by widespread fraud.” The panel is working with other close Trump advisers to gain testimony, including former White House Chief of Staff Mark Meadows and administration aides Kashyap Patel and Dan Scavino. Members of the committee said they have been “engaging” with those witnesses but may move to hold them in contempt, as well, if they don’t comply soon. The committee has argued that privilege doesn’t apply. President Biden has so far waived executive privilege on nearly all the documents that the committee has asked for, citing the panel’s need to investigate the violent attack. In his subpoena to Eastman, Thompson sought to preemptively attack any attorney-client privilege that he may attempt to cite to avoid testifying. The letter noted that Eastman has already “made extensive public comments” regarding his legal advice and direct discussions with Trump. Former Justice Department official Jeffrey Clark, who aligned himself with Trump’s efforts to overturn the election as other department leaders pushed back, appeared for a deposition on Friday but declined to cooperate, presenting the committee with a letter saying he would not answer questions based on Trump’s assertions of privilege, including in the ongoing court case. Thompson said afterward that he had rejected the claims of privilege and said Clark “has a very short time” to reconsider and cooperate. The committee has already interviewed more than 150 people across government, social media and law enforcement, including some former Trump aides who have been cooperative. The panel has subpoenaed more than 20 witnesses total, and most of them, including several associates who helped plan the massive “Stop the Steal” rally the morning of the 6th, have signaled they will cooperate.

The Rockford Area Convention & Visitors Bureau is excited to announce that the ninth annual Stroll on State, presented by Illinois Bank & Trust, is set to return to downtown Rockford on Saturday, November 27. In 2021, the main Stroll event grounds will be along State Street in downtown Rockford bordered by Jefferson, Church, Chestnut and Third Streets while also extending south into Davis Park. The popular Hot Chocolate Express will be at two locations, in Davis Park and next to MovieLand, sponsored by Xfinity which features a special recipe hot chocolate with sprinkles of marshmallows. Rudolph’s Reindeer Village, sponsored by Mercyhealth will once again be created in Davis Park. A couple of reindeer who power Santa’s sleigh will be there to enjoy the winter wonderland. Santa Visits Santa Visits will be different this year to keep kids, who currently cannot be vaccinated, healthy. In prior years, kids and families waited in line for up to an hour to visit with Santa. This year, Santa Claus will explore the grounds of Stroll on State. He plans to see kids during story time readings at the three stages, while riding in the parade, and he may even be seen serving hot chocolate and s’mores, visiting his reindeer and riding a Zamboni.
Shop on Small Business Saturday Stroll on State takes place in conjunction with Small Business Saturday, an annual holiday shopping tradition that gets communities out in support of shopping local. Locally owned businesses throughout the River District will offer holiday specials and fun events. Guests are encouraged to shop local throughout the region during the holiday season.
Frosty’s Merry Market at Stroll on State as blocks of ice dissolve into beautiful bonfires that create an enchanting display at the corner of East State Street and N. 2nd Street, as well as outside of Veterans Memorial Hall. S’mores S’mores stations will be set up in four locations. Whether you just took off the ice skates or are watching a holiday movie, Stroll grill masters will grill these tasty treats all night.

Putting your leaves to good use BY GRANT MCCARTY CONTRIBUTOR
As I look out at my backyard, I still have trees covered in leaves with very few that have fallen. This seems to be the consensus this fall as the leaves are hanging on just a bit longer. While you might be hoping for that fall color to arrive, you should know that a killing frost tends to keep any color from happening. We have already reached these temperatures and look to be arriving there more consistently very soon. If you have an abundance of leaves or anticipating them like I am, there are a couple of practices you can do to use them more e�ectively in your
growing areas. Leaves are an organic matter. When they break down into the soil, they are contributing to your growing area by enhancing the soil particles, feeding your microbes, and addressing soil problems you may have encountered. When thinking about your leaves, know that your end goals will determine how you use them. If you want to create a barrier to manage weeds, then covering beds with whole leaves will probably work. If your goal is to decrease the amount of leaves and have them more quickly breakdown into the soil, then you will want to shred and mulch them.
Mulchers and shredders are available that can assist in breaking your leaves down to use in your growing area. You may also find that a lawnmower will work well for this task. If you live in an area with natural woodland, leaves would be great here. These leaves will decompose and add valuable nutrients to the soil every season. One of my tree lines includes mostly pine which contribute an enormous amount of pine needles. A strategy I use is adding leaves from nearby maples and oaks. By adding diverse leaves, it can potentially bring better soil benefits. For your lawns, either rake or try to chop
up the leaves and grass together, leaving them on the lawn surface. This mixture of grass and leave clippings will decompose quicker into the soil than if either did not have the other. You could further take this mixture to use in starting a compost pile. Vegetable gardens can benefit from either whole or shredded leaves. For whole leaves, this can create a barrier for weed control and could be used for covering your garlic bed. Shredded leaves can help with weed control but break down quicker since they are no longer whole. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.
Once again, the public had ample opportunities to consider how they could reduce their energy consumption, save money and protect the environment and human health. While some individuals and communities adopted such practices it was never at the scale su�cient to reduce energy consumption or curtail climate change and widespread environmental pollution. Now a narrower approach to solving our energy, climate, pollution and ecological problems focuses on global warming and transitioning to using cleaner energy sources such as wind and solar energy and possibly new approaches to hydrogen and nuclear energy is advocated. Implied in that approach is continued economic growth. A less popular approach is learning to live far less energy intensive lives including a dramatic decrease in our standard of living. Some of the reasoning supporting it is explored in the article, Climate change and Resource Depletion. Which way to Ruin is Faster. It points out that since the end of WW II the world may have experience the fastest expansion and greatest prosperity ever in human history. The economic growth is seen as creating the conditions for its own collapse. The author raises two questions regarding economic growth: How long can such
economic growth continue based on limited natural resources; and How long can the human population continue to grow? Recognition is given to the fact that not everyone agrees that economic growth will lead to the collapse of the economic system. Two different schools of thought address the issue of continued economic growth being a problem for human well being and the planet. One perspective is concerned about resource depletion, particularly of fossil fuels. If they are depleted as envisioned the economy would collapse. The second perspective is that pollution, particularly that causing global warming, is seen as a threat to human well being as well as that of the planet. Di�ering perspectives are unlikely to be resolved. But the 1972 Club of Rome computer projections indicated that an economic collapse in the second decade of this century was a possibility. If trends of resource depletion and pollution unite an economic collapse might occur. If economic conditions deteriorate local responses to the situation are likely to include a broader range of actions beyond those of curtailing fossil fuel consumption and transitioning to cleaner energy sources.

T he I l l i n oi s Re ne w a ble E ne r g y Association started with a broad focus on how people could change their lives by using less energy and increasing their energ y independence. During the 1970s when the country was faced with a dramatic increase in the cost of importing oil the Carter Administration initiated e�orts to increase the e�cient use of energy and transition to renewable energy sources. The e�ort was abandoned with the arrival of the Reagan Administration and the transition to renewable energy was dramatically reduced with many fledgling industries going bankrupt. A book let produced by the State of I l l i noi s du r i ng t he T homp s on Administration (1977 to 1991), Home Energy Savings, provided guidelines of what home owners could do to cut their energy consumption while saving money. The booklet addressed the energy situation and suggested citizens take a close look at energy consumption in their homes including auditing their energy use. Many of the solutions proposed at that time including weatherization, insulation, moisture control, upgrading heating and cooling, heat pumps, water
heating, energy e�cient appliances and energy e�cient new construction are still valid today. While some actions were implemented they were never of su�cient scale to substantially reduce overall energy consumption and dramatically reduce their adverse environmental impacts. T he I l l i n oi s Re ne w a ble E ne r g y A ssociat ion held the first Illinois Energy Fair in 2002. The second Fair (in 2003) included a broad range of topics, including solar thermal systems, solar greenhouses, solar cookers, grid and o� grid systems with batteries, biomass heating for schools, and biodiesel for vehicle transportation. Composting wastes and vermiculture were also addressed. Sustainable communities and living along with using solar and wind energy for cities and rural areas were other ideas developed as was a concern for controlling urban sprawl. Peak oil and gas and climate change were also addressed and consideration was given to the potential of a hydrogen economy. Green construction materials including straw bale and cordwood homes were covered. Natural landscapes were advocated as a means to cut water and chemical consumption and eliminate the need to cut lawns. Using energy e�cient appliances was also advocated.
