Pritzker announces Tier 2 mitigations in three more regions Statewide total cases since pandemic began nears half a million By Peter Hancock

SPRINGFIELD – Gov. JB Pritzker announced Monday that three more regions of the state will be placed under even stricter COVID-19 restrictions starting Wednesday as the state’s rates of infections and hospitalizations continue to climb. “The virus is winning the war right now,” Pritzker said during his daily COVID19 briefing in Chicago. Ten of the state’s 11 regions are under Tier 1 mitigations, which include the closing of bars and restaurants to indoor service and limiting the size of public gatherings to 25 or fewer, among other measures. Only Region 1, which includes northwest Illinois, is under Tier 2 mitigations. Restrictions under Tier 2 include limiting public gatherings to 10 or fewer people and limiting outdoor seating at bars and restaurants to six or fewer people at a single table. Starting Wednesday, Pritzker said, Region 5, in southern Illinois, Region 7, which includes the south Chicago suburbs in Will and Kankakee counties, and Region 8, which includes the western suburbs in DuPage and Kane counties, will join Region 1 in those stricter mitigation measures. Regions are placed in the first tier of resurgence mitigations whenever the average test positivity rate exceeds 8 percent for three consecutive days. The restrictions are lifted only after the positivity rate falls below 6.5 percent for three consecutive days. A full list of the mitigation measures in place in each region is available on the Department of Commerce and Economic
Opportunity’s website. Pritzker said the latest actions are being taken because of rising test positivity rates in each of the regions. In Region 5, according to the most recent data on the Illinois Department of Public Health’s website, the seven-day rolling average positivity rate stood at 11.5 percent on Saturday, Nov. 6, while Region 7 posted a 16.4 percent rate and Region 8 stood at 13.7 percent. Each of those regions has been under Tier 1 mitigations for more than two weeks. Region 5 was placed under those restrictions Oct. 22, while Regions 7 and 8 followed on Oct. 23. But those measures so far have failed to bring down the rate of infections in those areas, and Pritzker put the responsibility for that on local officials. “Some elected leaders are allowing this continued rise in positivity to balloon out of control while taking no action,” he said. “These mayors and city councils and county boards and state’s attorneys need to take some responsibility for keeping their constituents safe. I promise them that responsibility pales in comparison to what could come when the hospitals in your area are filling up and there aren’t enough nurses or doctors to save their constituents’ lives.” In addition to the three regions where Tier 2 mitigations were announced Monday, two other regions appear to be headed in the same direction, according to IDPH data. Those include Region 2, which includes Peoria, the Quad Cities and several surrounding counties, and Region 3, which includes Springfield, Quincy and other areas of west-central Illinois. The rolling average positivity rate in both of those regions stood higher than in Region 5 – 13.2 percent in Region 2 and 14.4 percent in Region 3 – but the Tier 1 mitigations in those regions have been in effect only since the first week of
November. A spokeswoman for Pritzker said in an email that the administration typically waits two to three weeks before moving a region into a higher tier of mitigation. All of Illinois has been on an upward trajectory of COVID-19 infections since early August. During his briefing, Pritzker noted the average number of new cases reported daily in Illinois has jumped 380 percent since Oct. 1, while the positivity rate has climbed 180 percent and both hospitalizations and deaths per day are up 150 percent. From Saturday through Monday, IDPH reported a total of 33,020 new confirmed and probable cases – an average of just over 11,000 per day – and 132 virus-related deaths. The preliminary seven-day rolling average positivity rate stood at 11.4 percent. That pushed the statewide totals since the pandemic began to 498,560 cases, and 10,210 deaths. Given the current rate of spread, Illinois will likely surpass half a million total cases on Tuesday. As of late Sunday night, 4,409 people in Illinois were reported hospitalized with COVID-19. Of those, 857 patients were in intensive care units and 376 of those patients were on ventilators. For the week of Nov. 2-8, the average number of people hospitalized with COVID-19 each day stood at 4,043, the highest it has been since the peak of the first wave of the pandemic in mid-May. The average number of people in ICU beds stood at 799 per day, the highest number since early June, while average ventilator use stood at 349 per day, the highest rate since mid-June. WASHINGTON (AP) — A more conservative Supreme Court appeared unwilling Tuesday to do what Republicans have long desired: kill o� the A�ordable Care Act, including its key protections for pre-existing health conditions and subsidized insurance premiums that a�ect tens of millions of Americans. Meeting remotely a week after the election and in the midst of a pandemic that has closed their majestic courtroom, the justices took on the latest Republican challenge to the Obama-era health care law, with three appointees of President Donald Trump, an avowed foe of the law, among them. But at least one of those Trump appointees, Justice Brett Kavanaugh, seemed likely to vote to leave the bulk of the law intact, even if he were to find the law’s now-toothless mandate that everyone obtain health insurance to be unconstitutional. “It does seem fairly clear that the proper remedy would be to sever the mandate provision and leave the rest of the act in place,” Kavanaugh said. Chief Justice John Roberts, who wrote two earlier opinions preserving the law, stated similar views, and the court’s three liberal justices are almost certain to vote to uphold the law in its entirety. That presumably would form a majority by joining a decision to cut away only the mandate, which now has no financial penalty attached to it. Congress zeroed out the penalty in 2017, but left the rest of the law untouched. “I think it’s hard for you to argue that Congress intended the entire act to fall if the mandate were struck down when the same Congress that lowered the penalty to zero did not even try to repeal the rest of the act. I think, frankly, that they wanted the court to do that, but that’s not our job,” Roberts said. In the court’s third major case over the 10-year-old law, popularly known as “Obamacare,” Republican attorneys general in 18 states and the administration want the entire law to be struck down. That would threaten coverage for more than 23 million people, as well as millions of others with preexisting conditions that now would include COVID-19. C a l i for n i a , l e a d i n g a g r o up of Democratic-controlled states, and the Democratic-controlled U.S. House of Representatives are urging the court to leave the law in place. The Supreme Court could have heard
the case before the election, but set arguments for a week after. The timing could add a wrinkle to the case since Presidentelect Joe Biden strongly supports the health care law. In arguments conducted by telephone and lasting two hours, the justices asked about other mandates, only hypothetical, that might have no penalties attached: To fly a flag, to mow the lawn or even, in a nod to current times, to wear a mask. “I assume that in most places there is no penalty for wearing a face mask or a mask during COVID, but there is some degree of opprobrium if one does not wear it in certain settings,” Justice Clarence Thomas said. The court also spent a fair amount of time debating whether the GOP-led states and several individuals who initially filed lawsuits had the right to go into court. The suits are against the federal government and U.S. agencies, “but doesn’t it really seem that Congress is the one who’s injured the individual plainti�s here and you can’t sue Congress and say: ‘Hey, you’ve put us under this mandate that’s forcing us to buy insurance and that’s harming us,’ right?” Justice Amy Coney Barrett said to Texas Solicitor General Kyle Hawkins. A ruling that those parties do not have that right, known as legal standing, would result in the dismissal of the case and leave the entire law in place, including the mandate. Questions from Barrett, who joined the court late last month following her hurried nomination and confirmation to replace the late Justice Ruth Bader Ginsburg, did not point to a clear outcome. Trump’s other high-court appointee is Justice Neil Gorsuch. The three Trump appointees have never ruled on the substance of the health care law. Barrett, though, has been critical of the court’s earlier major health care decisions sustaining the law, both written by Roberts. The current case stems from a change made by the Republican-controlled Congress in 2017 that reduced the penalty for not obtaining health insurance to zero. Without the penalty, the law’s mandate to have health insurance is unconstitutional, the GOP-led states argue. If the mandate goes, they say, the rest of the law should go with it because the mandate was central to the law’s passage. However, enrollment in the law’s insurance markets has stayed relatively stable at more than 11 million people, even after the e�ective date of the penalty’s
elimination in 2019. According to the nonpartisan Kaiser Family Foundation, enrollment dropped by about 300,000 people from 2018 to 2019. Kaiser estimates 11.4 million people have coverage this year. An additional 12 million people have coverage through the law’s Medicaid expansion. If the case turns on the legal doctrine of severability, it would be in line with other rulings in recent years in which the justices have excised a problematic provision from a law and allowed the rest to remain in force. In the first big ACA case in 2012, Justices Samuel Alito and Thomas voted to strike down the entire law. Roberts and Justices Stephen Breyer, Elena Kagan and Sonia Sotomayor voted to uphold it. Roberts has endured a torrent of conservative criticism, including from Trump, for his earlier opinions, including the initial case in 2012 that upheld the mandate. Eight years ago, the law’s defenders emphasized that the mandate was the linchpin of the whole law, Roberts said to Donald Verrilli, who represented the House on Tuesday, but was the Obama administration’s top Supreme Court lawyer in 2012. “But now the representation is that, ‘Oh no, everything is fine without it.’ Why the bait and switch?” Roberts asked. The law originally had subsidies and other carrots to entice people to enroll in health insurance, as well as a stick, the penalty, Verrilli said. “It’s turned out that the carrots work without the stick,” he said. A limited ruling would have little realworld consequence. The case could also be rendered irrelevant if the new Congress were to restore a modest penalty for not buying health insurance. The arguments were not without their lighter moments, especially in an exchange between Breyer and Je�rey Wall, Trump’s top Supreme Court lawyer, over whether the mandate that Americans “shall” have insurance means anything now that the penalty is gone. Breyer said “shall” is used in many homes as an earnest request, not a threat. “In my family, when I tell my kids that they shall do things, that’s a command backed by a penalty,” Wall said. Breyer replied, “Well, that’s a much more organized family than mine.” A decision is expected by late spring.

NEW YORK (AP) — The big rally for markets worldwide is slowing on Tuesday, but optimism remains high that the global economy may still be on track for a return to normal. It’s the second straight day that rising hopes for a COVID-19 vaccine have investors reordering which stocks they see winning and losing, and the shifts are leaving U.S. stock indexes mixed in afternoon trading. Treasury yields and oil, meanwhile, are holding most of their big gains from a day before or adding a little more amid the increased confidence in the economy. The S&P 500 was 0.3% lower as of 2:18 p.m. Eastern time, after erasing much of an earlier loss. The relatively small movement, though, belies a lot of churning underneath. The majority of stocks in the index were rising, while losses for some of the largest and most influential stocks were offsetting them. The Dow Jones Industrial Average was up 155 points, or 0.5%, at 29,314, while the Nasdaq composite was down 1.5%. The flashpoint for all the moves was Monday’s announcement from Pfizer that a potential COVID-19 vaccine it’s developing with German partner BioNTech may be 90% effective, based on early but incomplete test results. “This was such an environment of exuberance, which makes sense given some pretty compelling statistics” about immunity response for the vaccine candidate, said Kristina Hooper, chief global market strategist for Invesco. “But there are still a number of steps between now
and distribution.” Stocks of smaller U.S. companies, which tend to move more with expectations for the economy than their bigger counterparts, were rising more than the rest of the U.S. market. The Russell 2000 index of small-cap stocks was up 1.6%. Several areas of the market that got beaten down through the pandemic and whose low prices make them look like potentially better values were leading the way. Energy stocks in the S&P 500 rose 0.9%, for example, though they’re still down nearly 45% for 2020. “We’re seeing a continuation of this value trade that really took off in earnest yesterday,” said Brian Price, head of investment management for Commonwealth Financial Network. “We’re seeing follow through today, which is good news for those who have maintained a diversified portfolio.” But he said there needs to be more economic growth for a sustained recovery by many of the companies and sectors beaten down by the virus pandemic. The Big Tech stocks that carried the stock market through the pandemic, meanwhile, are suddenly facing more scrutiny about whether they still deserve their high prices. Their stocks soared through 2020 on expectations they’ll continue to thrive whether the economy is in lockdown mode. But that’s left their prices looking too expensive to critics, even after accounting for their huge profits. Amazon, which is one of those Big Tech stay-at-home winners, fell 3.5%. It also is facing antitrust charges filed by European Union regulators on Tuesday that accuse
it of using its access to data to gain an unfair advantage over merchants using its platform. Microsoft fell 3.6%, and Facebook lost 3.2%. Those drops have outsized effects on the S&P 500 because they’re some of the largest companies in the index by market value. The S&P 500 is already up more than 8% in November so far. Not only are hopes for a coronavirus vaccine helping to lift markets, so is clearing uncertainty about who will control the government next year. Democrat Joe Biden over the weekend clinched the last of the electoral votes needed to become the next president. Republicans, meanwhile, appear likely to keep control of the Senate. That’s a “Goldilocks” scenario for many investors because it could mean low tax rates and other pro-business policies remain while a more stable and predictable set of policies come out of the White House. More than anything, though, a Biden win would wipe out the uncertainty that dogged the market through the long, vicious fight for the White House. But analysts warn many risks still hang over the market, which could easily upend all the gains made in the last couple weeks. The biggest may be whether investors have become too convinced about a potential COVID-19 vaccine. While early results are encouraging, no vaccine is about to go on the market, and there’s no guarantee that one will or the timing of it. Coronavirus counts, meanwhile, continue to surge at worrying rates across Europe and the United States. It’s troubling enough in Europe that several governments have

brought back restrictions on businesses. And uncertainty could easily swamp Washington again. President Donald Trump has refused to concede to Biden and is blocking government officials from cooperating with the president-elect’s team. Some Republicans, including Senate Majority Leader Mitch McConnell, are rallying behind Trump’s efforts to fight the election results. The Republican control of the Senate that markets seem to be so heavily banking on also depends on the outcome of a pair of runoff elections in Georgia in January. Still, optimism remains across markets. The yield on the 10-year Treasury held steady at 0.95%, but it’s still close to its highest level since March. Benchmark U.S. crude oil rose 2.3% to $41.21 per barrel amid hopes a stronger economy will burn more fuel. Brent crude, the international standard, rose 2.5% to $43.36 per barrel. European markets rose, while Asian markets ended modestly higher. Trebek brought consensus, class to a nation in need of both By Andrew Dalton Associated Press
LOS ANGELES (AP) – In a politically torn, culturally divided and socially splintered America, there was one thing nearly everyone could agree on: Alex Trebek was awesome. For 36 years, the “Jeopardy!” host was a figure of consensus in an era that increasingly lacked it, and he died at the end of an election week when those divisions were in full force. At a time when emotions, opinions and personal details feel like they’re at the center of every broadcast, post and podcast, the exceedingly Canadian Trebek held them all in check, instead valuing formality and factuality, dignity and decorum. He was surprisingly frank with fans about his nearly two-year struggle with
pancreatic cancer before his death Sunday at his home in Los Angeles at age 80. But he gave health updates in a series of polite and formal videos that were typically Trebek, speaking calmly, directly and frankly about the disease and his gratitude for the support he was getting. Six nights a week for 36 years, after the evening news and before the firebrands of primetime cable opinion shows, Trebek brought together liberals and conservatives, city dwellers and rural folk, grandparents and grandchildren for a half-hour of brainy exercise. His style was all facts with a touch of fun, and no politics, religion or opinion, unless they came in the form of a question in the course of the quiz show. “I have a family with a, let’s say, wildly diverse set of political beliefs,” NBC News

reporter Ben Collins said on Twitter after Trebek’s death. “Everybody in my life loves Alex Trebek. Everybody. What a life.” With his flawless delivery of clues about Shakespeare, chemistry and world capitals, he allowed families to geek out with him, and each other. “Growing up, he made me feel like my nerdiness was valuable and I loved learning from watching jeopardy,” TV personality and author Padma Lakshmi said on Twitter, one of scores of people paying tribute to Trebek. “It was our family’s nightly pleasure.” Trebek himself came in the form of a question. He revealed next-to-nothing about his private life, emotions or opinions. That sense of mystery surrounding him was part of his appeal. He was the composed college professor whose students endlessly speculated about what he was like when class was over. There were beloved game show hosts before Trebek, but the job for decades had cultural connotations of a smarmy talking head or a clownish emcee. Trebek gave the role a gravitas, and a virtuosity, that didn’t seem possible before him. “Alex was the Sinatra of our business,” Wink Martindale, a longtime host of several games shows, said in a statement. “The word class defined him. In my view, there will never be another with such multiple talents.” Trebek was more a maestro than an emcee, conducting the high-tempo symphony of “Jeopardy!,” elegantly squeezing a world’s worth of trivia into the 13 minutes of game time in each episode. He was a more typical figure earlier in his career, a swinging, mustachioed man’s man who owned race horses, rolled on TV’s “Celebrity Bowling” and hosted several game shows including “High Rollers” and “Battlestars.” But when he settled into the sole role of hosting “Jeopardy!,” the most serious, intellectual and highbrow of game shows, it helped forge him into the high-class figure of class he became. He would win five Emmys and a prestigious Peabody Award, a prize usually reserved for serious TV news personalities. He shaved his signature mustache in 2001, and increasingly became a warm, grandfatherly figure for viewers. He wasn’t all warmth, though. Viewers loved it when he showed his sharper edges. Some thought he showed a bit of funny condescension when he explained the correct answer to a wrong contestant —
though he insisted he never knew all the answers — or when he gave a “good for you!” to contestants who shared especially banal personal stories during the mid-show chat break. And his formality made him fodder for comedy. Will Ferrell on “Saturday Night Live” played Trebek as a composed man who was constantly having his patience driven to the limit by impossible contestants, especially Sean Connery, on “Celebrity Jeopardy!” (The real Connery died just over a week before Trebek.) In the social media era, Trebek became the subject of many a viral video. One compiled his stiff attempts at showing a bit of rhythm and soul when reading the rap lyrics that came in “Jeopardy!” clues. Another was a supercut of him saying the word “genre,” with impeccable French pronunciation. (Trebek’s mother was French-Canadian.) When the word came up in a subsequent show, Trebek added a “yes, I said it,” as if to tell viewers, “I know what you’re all saying about me when you think I’m not listening.” He usually was savvy enough to be in on the joke. In a famous exchange during the original run of the show’s greatest champion, Ken Jennings, Trebek delivered a clue: “This term for a long-handled gardening tool can also mean an immoral pleasure seeker.” Jennings responded, “What is a hoe?” As the audience began to titter, Trebek told Jennings, “Whoa. Whoa. Whoa. They teach you that in school in Utah, huh?” Trebek immediately snapped back into the show’s rhythm, as he always did, as another contestant gave the correct response, “What is a rake?” Everyone agrees Trebek is irreplaceable. The show has given no indication of any host plans, and has not used guest hosts during Trebek’s illness. Viewers will get a good bit more Trebek through episodes he has already taped, and through well over three decades of reruns. Some have speculated that Jennings, who became a consulting producer on the show this season, would be the most suitable replacement. But on Sunday, Jennings was just another of Trebek’s countless admirers. “Alex wasn’t just the best ever at what he did,” he said on Twitter. “He was also a lovely and deeply decent man, and I’m grateful for every minute I got to spend with him.”

Having finally purchased a pure electric car after years of evangelizing electric cars - I of course have to take folks out for a little spin in our 2020 Bolt - “Blue.� Mostly these demo rides consist of mashing the pedal to the floor to demonstrate its acceleration (0-60 mph in 6.3 sec.). It can do this because this small car has a 200 horsepower electric motor with 266 foot-pounds of torque. That’s a lot of power that comes on instantly - no waiting for the motor to rev up. It solidly pushes you back in the seat. Then I let off the pedal and in “L� which is full regeneration, it slows down just as quickly without touching the brakes. More on this in a moment. Often the first question asked is, “But what does it do to your electric bill?� Being gentle with this dumb question - I explain that driving on electricity costs less than filling a tank with gasoline, so it does not matter that our electric bill goes up. “Oh - yeah,� is the usual reply. You can make arrangements with your electricity supplier to get a discount rate for night time charging and possibly a rebate for the installation of the charger. Or, if you have solar panels, you can make your own electricity, making the operating cost all the less. I know at least one person with an older Tesla that never charges at home but “fills up� at the Tesla Supercharger for free once a week. Only older Teslas get free charging. But still, a smart way to go if you can. Blue has the $750 optional 480-volt fast charger option, but I doubt we’ll use it, and it is nowhere near as fast or convenient as a Tesla Supercharger. Our fast charger can only manage 90 miles of range in 30 minutes. That’s rather pokey nowadays. We’ll burn gas in the Volt on long trips. Since we have two electric cars, a Volt and a Bolt, and two homes, I have only added one 220-volt charger to our Wisconsin garage. It was a bit expensive to have an electrician run heavy cable from the house to the detached garage, but I installed the “charger� myself once he did that. The garage had power, but not its own electrical panel, so that was a needed upgrade anyway. The Volt has a wireless charger in New Milford that is of no use to Blue so I just use the 120-volt charge cord that came with the car to top off the batteries. This is plenty good since it usually leaves Wisconsin with a full charge and uses 50 miles worth going to New Milford. It will be full again in 10 hours with the low voltage cord and topped up always after short drives around Rockford. Interestingly the Bolt/ Blue has a setting called “Hilltop� that stops charging at 90 percent full. This seems odd, except that the Bolt won’t
stop using regenerative braking if the battery is full - there is no place for the electricity generated in braking to go. This is actually quite disconcerting as it does happen to me all the time leaving our hilltop New Milford location. Very accustomed to going and stopping with the accelerator pedal (one pedal driving) it takes a moment to realize that you need to press on the brake pedal to stop. So far I’ve not used the “hilltop� feature, but keep in mind the need to brake at the first two stops. We’ll probably never wear out the brakes - don’t use them often - but they do work great - we had a panic stop for a deer crossing our path recently. Whew. It was close. Since I seem to be on the subject of regenerative braking, I’ll detail here Chevy’s system. There are two settings for going forward - “D� and “L.� The D setting has very light regen braking effect, while L has dramatic regen effect (significantly stronger than the Volt in L so I have to be careful when driving the Volt). You can drive in L up to top speed no problem. Around town we drive in L continuously for stop and go driving without touching the brake - the brake lights do come on when you let off the pedal in L, but not so in D. The Bolt will come to a complete stop and not creep forward in L without touching the brake pedal, although I often put my foot on the brake just to illuminate the brake light for drivers behind me. I use D on the highway or long stretches in town. When you go from L to D you feel the car “free up� - you can tell L has been sort of holding it back. Coasting down long hills will produce some energy in D without slowing you much, but setting the cruise, it holds a solid speed uphill or down with power consumption and regen happening all the time. As one approaches a need to stop you can use a switch on the back side of the steering wheel to engage regen braking, this also cancels cruise control (I use it just for that sometimes) and it will light up the brake lights. But this switch thing is a bit jerky in use and hard to modulate deceleration. Weirdly, you can press on the pedal while holding the switch down to modulate your rate of deceleration (mentioned in the owner’s manual). I usually use the shifter to move into L for deceleration as it is much smoother control. You can even use the switch while in L to really slow the vehicle if you misjudged where to let off the pedal to slow down. After stopping I pull back on its little console shifter to return to D and take off. If you forget, you won’t hardly notice the difference - so it is a new habit to look at the instrument pod to see what position it is in. Many reviews of the Bolt criticize the shifter. I find it to be smooth and pleasant
to use. Yes, you need to press on a little side button to get out of Park, but that has been a safety feature of console shifted automatics for decades. Once out of Park you won’t need to touch the button again. From D the shift to L is one pull back - and to return to D it is one pull back. You can endlessly go through this cycle - and I do. I treat it like a manual transmission, shifting for the situation and deriving some pleasure from being more aware of what my car needs. The challenge is to see if you can judge where to let off in either D or L so that you coast to a stop exactly at the stop sign or light. So I thumb my nose at the naysayers about the Bolt’s shifter. I do agree with their criticism of the lousy seats though. Getting back into Park means being stopped and pressing on the P button on the top of the shifter. Unfortunately
the big blue On/Off button is well hidden behind the right side of the steering wheel - so for a while I was neglecting to turn off the car once in Park. If you do this, it will loudly ding at you, but the car will stay on if you just need to run in the house for something. I found that turning it off while still in D or L will automatically put it in Park if stopped. There is a temptation to eliminate the-putting-it-in-Park step, but we have decided to stay in the habit of Park first, then off. It really is worth turning it off if not in the car - it turns on and comes to life instantly - much quicker than the Volt. With the climate controls preset - one can warm or cool the car in advance of driving it - even in a closed garage - that’s a nice EV car feature that we sometimes use. To be continued.

Tasks to do in the fall vegetable garden BY GRANT MCCARTY CONTRIBUTOR
One of the questions we get at the University of Illinois Extension o�ce during the fall is what can someone still do in their vegetable garden between now and winter. This period of weeks can be a good time to transition/shut down the garden and sometimes even extend your vegetable plants for a couple of weeks. As you think about what can still be done, there are some tasks that need to happen in the next two weeks. I call these ‘now’ tasks. Due to the weather we are experiencing there are some tasks that
in previous years we would not have been able to do and yet this year, we still can. None of these tasks might be classified as essential but are more actions you could take if you still wanted to get outdoors in your garden. The main ‘now’ task is to plant garlic. Garlic is planted now for harvest at the end of June 2021. You’ll plant a single clove double it’s height into the soil which will then produce a bulb that you dig up next year. Space these cloves 4-6 inches down a row and 12-36 inches between rows. We typically recommend Hardneck varieties as they do well in our area. Once planted in
the soil, you need to cover the garlic with 4-6 inches of straw mulch. Another ‘now’ task is season extension. Season extension provides protection using low tunnels, cold frames, and/or row covers. These materials use passive heating (sunlight) to increase the air and soil temperature. Think of this as trying to create a greenhouse without electricity over your currently growing crops but without the costs and/or as much of a temperature di�erence as you might get. In fact, some of these season extension methods will only provide a 10-25 F degree di�erence from outside
depending on what you set up. The most common one is a low tunnel in which you are taking pvc pipes, bending them into hoops over your growing area, and stretching a material to create protection, usually a clear poly that allows for light but blocks rainwater. If you search online, you can find many resources to determine what season extension method makes the most sense for you. Next week, I’ll go over tasks that you could do in the next month and toward the end of the year. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

As we waited for the outcome of both the national election and legislative support in Illinois for CEJA we knew they would have an impact on renewable energy and environmental policy and the pace and extent of the transition to renewable energy sources. If the Trump administration had won the election it was anticipated that fossil fuels and reduced environmental regulations would continue to be supported. Since the Biden camp won, cleaner energy sources and increased environmental regulations will prevail. What remains a challenge is the presence of the coronavirus and the devastating impact it is having on the overall economy, particularly small businesses and their employees along with people who remain with insu�cient incomes. Governmental units from state to local levels all adversely impacted by the lack of revenue to provide public services only add to the economic stress. Those with environmental, renewable energy and economic concerns could benefit if a public service such as earlier e�orts similar to the Civilian Conservation Corps could be organized to address increasing, but neglected, environmental deterioration.
In addition to a laundry list of potential projects, our existing economic model needs to be modified to include many of the costs not being paid for and known as externalities into the prices we pay for goods and service. Many of the pollutants now freely dumped ohe land and into our air and water merely impose those costs on others not part of the economic transitions. While we remain optimistic about the potential of renewable energy to power our economy, their manufacture and, use while essential to transition away from fossil fuels, also come with some environmental costs that would be included in the prices we pay for them. While the transition to renewables continues, it too has been slowed but not stopped by the economic downturn and the presence of the coronavirus. But there is current good news about the transition to renewable energy. The U.S. Energy Information Administration reported that in 2019 the consumption of renewable energy grew for the fourth consecutive year and was 11% of total U.S. energy consumption. Wind provided 24% of the renewable production surpassing the production from hydropower which produced 22%. Solar energy had the largest percentage of growth reaching about 9%
of U.S. renewable energy consumption. A growing number of new renewable energy projects is coming directly from corporations according to a report from HIS Market. A report from Lazard indicates utility scale solar plant costs are down 9% and wind costs 2% over the last year. The declines indicate that renewable energy sources are becoming cheaper than existing gas plants even without considering tax credits. Alliant Energy has developed a Clean Energy Blueprint for Iowa which
accelerates its transition to cleaner energy sources in the state. The plan concentrates on increasing the use of solar energy and battery storage and increases a connected energy network. Interest in hydrogen fuel has re-emerged as a potential pathway away from the world’s massive use of fossil fuels. German o�cials are converting a fleet of diesel-powered trains to run on hydrogen fuel. For the industry as a whole it has been a good year.
