Forecasters project long-term deficits, growing bill backlog By Peter Hancock

SPRINGFIELD – A new report from the Governor’s Office of Management and Budget shows that without significant new revenue, spending cuts or a combination of both, the state will face a budget deficit of $3.9 billion in the current fiscal year and continuing deficits of $4 billion or more in each of the next five fiscal years. It also projects that the state’s backlog of unpaid bills could grow to as much as $33 billion by fiscal year 2026, up from the current backlog total of about $7.8 billion, if lawmakers do not make structural changes. “Sizeable deficits in the general funds budget are projected for fiscal years 2022 through 2026, ranging from $4.8 billion in fiscal year 2022 and falling to $4.2 billion by fiscal year 2026,” the report stated. The report does not actually predict that those deficits will occur. Instead, it is intended to show what would happen under the state’s current revenue structure and spending obligations. The report, which was released late Friday, attributes much of the current fiscal year’s deficit to the economic impact of the COVID-19 pandemic, which has resulted in dramatic revenue losses for state and local governments throughout the country. But it also notes that voters’ rejection of Gov. JB Pritzker’s proposed constitutional amendment to allow for a graduated income tax on the Nov. 3 ballot – which would have allowed higher tax rates to be levied on people with higher incomes – means the state will have fewer tools at its disposal to address its ongoing “structural” budget deficits. Revenue officials had estimated that passage of the amendment would have brought in an additional $1.2 billion during
the last six months of the current fiscal year, and roughly $3.2 billion per year after that. But the rejection of that amendment now means lawmakers and the administration will have to look elsewhere for solutions. “Looking ahead to the fiscal year 2022 budget (which begins July 1, 2021) and recognizing that Illinois continues to face significant financial challenges, there are limited ways to address the structural deficit of the state budget in the absence of the tax rate structure flexibility that would have been provided under the changes in the proposed constitutional amendment,” the report stated. Earlier this year, Pritzker advised state agency directors to prepare for a 5-percent budget reduction this year, and to make plans for a potential 10-percent cut in fiscal year 2022, which begins July 1. But the report says even that would not be enough to close the gap between anticipated revenues and expenditures, and that Pritzker is unwilling to make deeper cuts, which means he will have to seek legislative approval for some form of tax increases. According to the report, one of the options being considered is some form of tax increase or elimination of corporate and business tax “loopholes.” “As the cuts that would be required to bring Illinois’ budget to balance would harm education and human services programs and damage essential areas of the state’s economy, the Governor continues to believe that cuts alone cannot be the solution and revenue adjustments need to be considered as well,” the report states. “The Governor will work with the legislature to identify corporate and business tax loopholes that can be closed and tax adjustments that can be made that will minimize the impact to lower-and middle-
class families while ensuring that Illinois can meet its financial responsibilities.” It remains unclear, though, how much the state could raise through such measures or whether that would be enough to address the state’s long-term revenue problems. In a statement issued immediately after the ballot measure’s failure, the credit rating agency Moody’s said raising the state’s flat tax rate by 0.7 percentage points, to 5.65 percent, would generate nearly same amount as the proposed graduated tax. But Pritzker so far has expressed reluctance to consider an across-the-board tax hike. “There’s a lot on the table. We’ve got to look at cuts first, and we’re all looking at that” Pritzker said during his daily COVID19 briefing in Chicago Monday. “I think those cuts will be somewhat painful, and then we’ll consider all the other options about what we need to do in order to get to balance for FY21 and moving forward.” Another short-term option is to borrow from the Federal Reserve’s Municipal Liquidity Facility, which lawmakers authorized during their special session in May, but the GOMB report notes that would only add to the state’s debt obligations, and the projected budget deficits in future years. The report also notes that Pritzker remains hopeful that the federal government will provide another round of economic stimulus to help troubled state and local governments offset the revenues they have lost during the pandemic. But it also acknowledges that federal aid will not solve Illinois’ ongoing budget problems. The 2020 Election unfolded smoothly in Winnebago County, despite the pandemic and unsubstantiated claims of fraud. “The large increase in advance voting – 24,000 applications for Vote by Mail ballots (compared to typically less than 1,000 requests), and the nearly 17,000 people who voted early – helped take pressure off polling locations on Election Day,” said Winnebago County Clerk Lori Gummow . “There were no reported incidents of disruption or voter intimidation.”
“The November 3rd, 2020 General Election was one of the smoothest presidential elections our staff has seen, and that is significant in light of all the challenges we faced this year,” Gummow said. “In the spring, we faced a lot of changes, and the State implemented new election laws during the summer, in an effort to keep voters safe from the coronavirus,” added Gummow. Temporary staff was hired, PPE was purchased and new safety procedures were put into place in the Election Department. Gummow credits the hardworking staff,

Public health programs see surge in students amid pandemic BY MICHELLE R. SMITH AND KATHY YOUNG ASSOCIATED PRESS
PROVIDENCE, R.I. (AP) – As the novel coronavirus emerged in the news in January, Sarah Keeley was working as a medical scribe and considering what to do with her biology degree. By February, as the disease crept across the U.S., Keeley found her calling: a career in public health. “This is something that’s going to be necessary,” Keeley remembered thinking. “This is something I can do. This is something I’m interested in.” In August, Keeley began studying at the University of Illinois at Urbana-Champaign to become an epidemiologist. Public health programs in the United States have seen a surge in enrollment as the coronavirus has swept through the country, killing more than 247,000 people. As state and local public health departments struggle with unprecedented challenges – slashed budgets, surging demand, sta� departures and even threats to workers’ safety – a new generation is entering the field. Among the more than 100 schools and public health programs that use the common application – a single admissions application form that students can send to multiple schools – there was a 20% increase in applications to master’s in public health programs for the current academic year, to nearly 40,000, according to the Association of Schools and Programs of Public Health. Some programs are seeing even bigger jumps. Applications to Brown University’s small master’s in public health program rose 75%, according to Annie Gjelsvik, a professor and director of the program. Demand was so high as the pandemic hit full force in the spring that Brown extended its application deadline by over a month. Seventy students ultimately matriculated this fall, up from 41 last year. “People interested in public health are interested in solving complex problems,” Gjelsvik said. “The COVID pandemic is a complex issue that’s in the forefront every day.” It’s too early to say whether the jump in interest in public health programs is specific to that field or reflects a broader surge of interest in graduate programs in general, according to those who track graduate school admissions. Factors such as pandemic-related deferrals and disruptions in international student admissions make it di�cult to compare programs across the board. Magnolia E. Hernández, an assistant dean at Florida International University’s Robert Stempel College of Public Health and Social Work, said new student enrollments
in its master’s in public health program grew 63% from last year. The school has especially seen an uptick in interest among Black students, from 21% of newly admitted students last fall to 26.8% this year. Kelsie Campbell is one of them. She’s part Jamaican and part British. When she heard in both the British and American media that Black and ethnic minorities were being disproportionately hurt by the pandemic, she wanted to focus on why. “Why is the Black community being impacted disproportionately by the pandemic? Why is that happening?” Campbell asked. “I want to be able to come to you and say, ‘This is happening. These are the numbers and this is what we’re going to do.’” The biochemistry major at Florida International said she plans to explore that when she begins her MPH program at Stempel College in the spring. She said she hopes to eventually put her public health degree to work helping her own community. “There’s power in having people from your community in high places, somebody to fight for you, somebody to be your voice,” she said. Public health students are already working on the front lines of the nation’s pandemic response in many locations. Students at Brown’s public health program, for example, are crunching infection data and tracing the spread of the disease for the Rhode Island Department of Health. Some students who had planned to work in public health shifted their focus as they watched the devastation of COVID-19 in their communities. In college, Emilie Saksvig, 23, double-majored in civil engineering and public health. She was supposed to start working this year as a Peace Corps volunteer to help with water infrastructure in Kenya. She had dreamed of working overseas on global public health. The pandemic forced her to cancel those plans, and she decided instead to pursue a master’s degree in public health at Emory University. “The pandemic has made it so that it is apparent that the United States needs a lot of help, too,” she said. “It changed the direction of where I wanted to go.” These students are entering a field that faced serious challenges even before the pandemic exposed the strains on the underfunded patchwork of state and local public health departments. An analysis by The Associated Press and Kaiser Health News found that since 2010, per capita spending for state public health departments has dropped by 16%, and for local health departments by 18%. At least 38,000 state and local public health jobs
have disappeared since the 2008 recession. And the workforce is aging: Forty-two percent of governmental public health workers are over 50, according to the de Beaumont Foundation, and the field has high turnover. Before the pandemic, nearly half of public health workers said they planned to retire or leave their organizations for other reasons in the next five years. Poor pay topped the list of reasons. Some public health workers are paid so little that they qualify for public aid. Brian Castrucci, CEO of the de Beaumont Foundation, which advocates for public health, said government public health jobs need to be a “destination job” for top graduates of public health schools. “If we aren’t going after the best and the brightest, it means that the best and the brightest aren’t protecting our nation from those threats that can, clearly, not only devastate from a human perspective, but from an economic perspective,” Castrucci said. The pandemic put that already stressed public health workforce in the middle of what became a pitched political battle over how to contain the disease. As public health o�cials recommended closing businesses and requiring people to wear masks, many, including Dr. Anthony Fauci, the U.S. government’s top virus expert, faced threats and political reprisals, AP and KHN found. Many were pushed out of their jobs. An ongoing count by AP/KHN has found that more than 100 public health leaders in dozens of states have retired, quit or been fired since April. Those threats have had the e�ect of crystallizing for students the importance of their work, said Patricia Pittman, a professor of health policy and management at George Washington University’s Milken Institute School of Public Health. “Our students have been both indignant and also energized by what it means to become a public health professional,” Pittman said. “Indignant because many of the local and the national leaders who are trying to make recommendations around public health practices were being mistreated. And proud because they know that they are going to be part of that frontline public health workforce that has not always gotten the respect that it deserves.” Saksvig compared public health workers to law enforcement in the way they both have responsibility for enforcing rules that can alter people’s lives. “I feel like before the coronavirus, a lot of people didn’t really pay attention to public health,” she said. “Especially now when something like a pandemic is happening, public health people are just on the forefront of everything.”

NEW YORK (AP) — Worries about the worsening pandemic pushed Wall Street to tap the brakes Tuesday on its big November rally, which had vaulted stocks back to record heights. Treasury yields also dipped after a report showed U.S. shoppers spent less at retailers last month than economists expected. The numbers underscore how the coronavirus pandemic is worsening and threatens to drag the economy lower, at least in the near term. Stocks that stormed higher this month on hopes that a vaccine or two may get the global economy back to normal next year receded amid the worries. The S&P 500 fell 17.38 points, or 0.5%, from its record to close at 3,609.53. It was the first loss for the index in three days. The Dow Jones Industrial Average also fell from a record, down 167.09, or 0.6%, to 29,783.35. The Nasdaq composite slipped 24.79, or 0.2%, to 11,899.34. “Today is a good example of how the markets have been pricing in a lot of the good news,” said David Trainer, CEO of investment research firm New Constructs. Stocks in the pharmacy business were among the biggest drags on the market after Amazon targeted them as the latest industry it’s trying to upend. The retailing behemoth opened an online pharmacy Tuesday that allows customers to have prescriptions delivered to their door in a couple days. CVS Health fell 8.6%, Walgreens Boots Alliance dropped 9.6% and Rite-Aid lost
16.3%. Amazon, meanwhile, ticked up 0.1%. On the winning side was Tesla, which rose 8.2% following an announcement that it will join the S&P 500 index next month. The index is hugely influential, and nearly $4.6 trillion at the end of last year was in funds that mimic the S&P 500. The electric-vehicle company had already soared 388.8% in 2020 before Monday evening’s index announcement. With a total market value rivaling Johnson & Johnson’s and Visa’s, it’s set to become one of the biggest stocks in the S&P 500. The broader stock market slowed Tuesday, though, and the majority of stocks in the S&P 500 were lower. Boston Scientific dropped 7.9% for one of the largest losses in the index after it issued a voluntary recall for its LOTUS Edge aortic valve system. Analysts said problems with its delivery system essentially mean an end to what was once a promising business. Sales at U.S. retailers rose 0.3% last month from September, a sharp slowdown from September’s 1.6% growth. The figure also fell short of economists’ expectations for 0.5% growth. Part of the shortfall is likely because laid-o� workers are no longer getting extra unemployment benefits from the U.S. government following the expiration of several financial-support programs from Congress. Democrats and Republicans in Washington have talked about renewing some of the programs, but progress has been painfully slow amid deep partisanship in Washington. That’s layering on top of the accelerating pandemic, which is pushing governments
across the United States and Europe to bring back varying degrees of restrictions on daily life in hopes of slowing the spread of the virus. Health experts are warning of a bleak winter on the way. Federal Reserve Chair Jerome Powell said Tuesday the surge could raise fear enough to discourage consumers from spending and hurt the economy. “The concern is that people will lose confidence in efforts to control the pandemic, and ... we’re seeing signs of that already,” Powell said in an online discussion with the Bay Area Council, a San Francisco-based business group. That’s all helped dilute some of the optimism that’s rushed through markets since early last week. Companies have released encouraging early results for a couple potential COVID-19 vaccines, which is raising hopes that the economy can get back to normal and stocks beaten down during the pandemic can roar back to life.
Even with Tuesday’s decline, the S&P 500 is still up 10.4% for November so far. That’s better than any monthly performance for the index since April, when stocks were exploding higher following their pandemic-induced plunge. “So, this theme of rotation away from some of these hyper-valued tech names to some more reasonably valued and profitable companies is going to be a big part of the theme going into the end of the year,” Trainer said. The yield on the 10-year Treasury fell to 0.87% from 0.89% late Monday. In Europe, Germany’s DAX was close to flat, and France’s CAC 40 reversed an earlier loss to rise 0.2%. The FTSE 100 in London fell 0.9%. In Asia, stocks were mixed. Japan’s Nikkei 225 rose 0.4%, and Hong Kong’s Hang Seng inched up 0.1%. South Korea’s Kospi slipped 0.2%, and stocks in Shanghai lost 0.2%.

Pentagon to cut troop levels to 2,500 in Iraq, Afghanistan By Robert Burns and Lolita C. Baldor Associated Press
WASHINGTON (AP) — Acting Defense Secretary Christopher Miller said Tuesday the U.S. will reduce troop levels in Iraq and Afghanistan by mid-January, asserting that the decision fulfills President Donald Trump’s pledge to bring forces home from America’s long wars even as Republicans and U.S. allies warn of the dangers of withdrawing before conditions are right. The plan will accelerate troop withdrawals from Iraq and Afghanistan in Trump’s final days in office, despite arguments from senior military officials in favor of a slower, more methodical pullout to preserve hardfought gains. Trump has refused to concede his election loss to Democrat Joe Biden, who takes office Jan. 20, just five days after the troop withdrawals are to finish.
Miller, who refused to take questions from reporters after reading a prepared statement before TV cameras at the Pentagon, said the U.S. will reduce troop levels in Afghanistan from more than 4,500 to 2,500, and in Iraq from about 3,000 to 2,500. Speaking a week after taking over for former Defense Secretary Mark Esper, who was fired by Trump, Miller notably did not say that the drawdown plan had been recommended or endorsed by Gen. Mark Milley, chairman of the Joint Chiefs of Staff, or by other senior military officers. He said only that military commanders had agreed to execute it. sion and hate begin a deliberate campaign to disrupt our efforts, we stand ready to apply the capabilities required to thwart them,” he said in a roughly eight-minute statement — his first extended public remarks since taking office. The withdrawal plan falls short of Trump’s oft-repeated vow to end America’s long wars. It also runs counter to his guidance that troop withdrawals be based on the conditions on the ground, not a date on the calendar. In Afghanistan, in particular, military and defense leaders have consistently said the Taliban has not yet met requirements to reduce violent attacks against Afghan government forces. Some have worried that too-fast troop reductions would strengthen the negotiating hand of the Taliban and weaken the position of an already-weak Afghan government. The decision has already received a cool reception from some Republican leaders on Capitol Hill, and a somewhat uncharacteristically blunt critique from NATO Secretary-General Jens Stoltenberg. “I believe these additional reductions of American troops from terrorist areas are a mistake,” said Rep. Mac Thornberry of Texas, who is the ranking Republican on the House Armed Services Committee. He said the Taliban, whose hold on power in Kabul was destroyed when U.S. troops invaded the country in October 2001, have “done nothing — met no condition — that would justify this cut.” Rep. Adam Smith, a Washington Democrat and chairman of the House Armed Services Committee, endorsed the Trump decision. “Our primary goal has been, and continues to be, the prevention of transnational terrorists from launching an attack against the United States from Afghanistan,” Smith said. “In order to contain the terrorist threat as we draw down our troop levels, it is critical that we coordinate the drawdown closely with our allies, as well as our partners in the Afghan government, to protect our interests and those of our allies in Afghanistan.” Stoltenberg earlier Tuesday warned that NATO could pay a heavy price for leaving Afghanistan too early. NATO has fewer than 12,000 troops from dozens of nations helping to train and advise the Afghan national security forces. The 30-nation alliance relies heavily on the United States armed forces for transport, logistics and other support. “We now face a difficult decision. We have been in Afghanistan for almost 20
years, and no NATO ally wants to stay any longer than necessary. But at the same time, the price for leaving too soon or in an uncoordinated way could be very high,” Stoltenberg said in a statement. Trump’s national security adviser Robert O’Brien said the president is keeping his promise to the American people to get U.S. troops out of war zones. “By May, it is President Trump’s hope that they will all come home safely and in their entirety,” O’Brien told reporters at the White House shortly after Miller made the announcement at the Pentagon. “I want to reiterate that this policy is not new,” O’Brien said. “This has been the president’s policy since he took office.” Trump has said, however, that his decisions about U.S. troop levels in Afghanistan would be based on conditions on the ground, not on the calendar. He has accused his predecessor, Barack Obama, of setting a timetable for troop withdrawals in Iraq and Afghanistan that worked against the achievement of military goals. Now, however, Trump is openly declaring a timetable for troop reductions in both countries, even as violence remains high in Afghanistan. The accelerated withdrawal goes against the longstanding advice of Trump’s military leadership, including Marine Gen. Frank McKenzie, top U.S. commander for the Middle East. But officials suggested that commanders will be able to live with the partial pullout, which allows them to keep counterterrorism troops in Afghanistan and gives them time to remove critical equipment. McKenzie and others have repeatedly argued that a hasty withdrawal could undercut negotiations to finalize ongoing peace negotiations between the Taliban and representatives of Afghan society, including the Afghan government. And they also warn that U.S. forces should remain in the country to keep Islamic State militants in check. Biden has sounded less absolute about troop withdrawal. He has said some troops could stay in Afghanistan to focus on the counterterrorism mission. Fire Department Coffee is a veteran-owned business dedicated to providing great-tasting coffee to people everywhere. Every order is freshly roasted in Rockford, Illinois, by a dedicated team of firefighters, first responders and coffee connoisseurs. Inspired by the vital role that coffee plays in helping firefighters stay alert and energized through long shifts, Fire Department Coffee was founded in 2016. The Illinois Office of Tourism promotes Illinois Made makers through inclusion in trip itineraries, events, seasonal campaigns and the annual Illinois Made Holiday Gift Guide –encouraging consumers to support small businesses throughout the holiday shopping season– to be announced later this month. The Illinois Office of Tourism (IOT) hosts a portal and encourages residents to nominate businesses for the Illinois Made program on a year-round basis. Living through hard times while still enjoying life By Drs. Robert & Sonia Vogl Contributors
In a recent article “No Matter Who Wins” (written the week before the election) Nate Hagen points to some of the challenges facing society over the next four years or longer which he feels will be impacting lives. If his list becomes a part of the political agenda of our next president, getting political support of his backers and those of the unsuccessful candidate will influence any potential actions considered. His list, somewhat modified, of what will still be with us no matter the winner of the election includes the coronavirus, supporting the weak, vulnerable and unemployed, dealing with numerous bankrupt companies and a large financial bill, making sure important things are made locally, a peaked and uncertain U.S. oil supply, questioning why we use so much oil, the need to include nature in our discussions and values and seizing the opportunity for joy and meaning to prevail in our lives. For the reasoning behind his list you can read and reflect on his views. Hagens has often indicated that our energy and economic situation is likely to lead to a permanent drop in our standard of living for the society as a whole. He suggests we respond by uniting with others to develop skills, relationships and attitudes to learn or relearn how to live gracefully, skillfully and joyfully with a less consump-

Our living standards have already fallen and recently intensified with the economic shutdown associated with the presence of the coronavirus. For Hagens the new reality is living with less but enjoying life as well. He points out that U.S. oil production is likely to drop dramatically with serious consequences for society as market prices remain far below the costs of extraction. He suggests that peak oil occurred in November, 2018, which could also result in peak economic growth unless massive improvement in efficiency occurs along with swift switching of fuels. As a supporter of renewable energy he questions whether it can provide sufficient energy to support the pre-coronavirus economy and expectations for continuous economic growth. A transition to renewables is often portrayed as unable to power a modern economy. However the economy as now structured is primarily powered by fossil fuels. A substantial amount of the energy is lost when it is converted to forms useful to us. Much of that waste can be avoided if electricity is produced from renewable sources. When conventional oil peaked around 2005 prices spiked. Its impact was muted with the arrival of unconventional sources of oil and natural gas. Fracking provided a
temporary increase in oil and gas supplies but the industry as a whole was not an economic success as it accumulated a massive amount of debt which it is unable to pay off. In contrast to Hagen’s energy concerns is the enthusiastic support for shale oil and gas provided by Daniel Yergin in his book The New Map. Yergin points out that the U.S. became the world’s largest oil and gas producer due to the technology of fracking. He anticipates other countries will develop a similar industry and downplays any adverse environmental impacts from it. His work illustrates one of the challenges to efforts to curb the consumption of fossil fuels. We have experienced the benefits of renewable energy for nearly two decades and continue to advocate its use particularly for rooftop installations for homes, businesses and industries. During the latest storm when our area lost grid electricity for over four hours our battery backup system met our basic electrical needs. If our battery capacity proved inadequate we were prepared to live without electricity drawing on our earlier experiences of living in a tent for a full summer as graduate students. We chose to install solar energy as a supplemental source of energy as part of our advocacy of renewable energy and benefited from federal, state and utility
incentives. Recently a friend without the funds to directly purchase a solar system had one installed on his roof of his house. He gave up the available incentives to the firm which installed the system but is pleased to know some of his electricity comes from the sun.
