Pritzker warns of crisis if programs aren’t extended By Peter Hancock

SPRINGFIELD – Gov. JB Pritzker warned Monday of another looming economic crisis for the state and nation if Congress does not act soon to reauthorize extended unemployment benefits for people displaced from their jobs due to the COVID19 pandemic. “I can’t overstate the implications of this,” Pritzker said during his daily COVID-19 briefing. “Without assistance from Congress, five weeks from now there will be no way to replace these benefits for the hundreds of thousands of Illinoisans impacted by these programs, which have become an essential lifeline for people who lost their jobs due to the pandemic. This is incredibly dire.” Pritzker was referring to two programs created under the federal Coronavirus Aid, Relief and Economic Security, or CARES Act, which Congress passed in March. They include the Pandemic Emergency Unemployment Compensation program, which provides an additional 13 weeks of unemployment benefits for people who have exhausted their regular jobless benefits, and the Pandemic Unemployment Assistance program, which provides benefits to gig workers, independent contractors and other self-employed individuals who don’t normally qualify for traditional unemployment insurance. Both of those programs are 100-percent funded by the federal government, although they are administered through state unemployment agencies like IDES, and both are set to expire Dec. 26. According to U.S. Department of Labor data, more than 204,000 Illinoisans filed new claims for extended benefits under PEUC during the last week of October while another 177,000 self-employed workers were receiving continuing benefits under PUA.

Those numbers were in addition to the more than 337,000 Illinoisans who were receiving continuing benefits under the traditional unemployment insurance program at the end of October. The Illinois Department of Employment Security reported last week that the state’s unemployment rate fell to 6.8 percent in October, down from 10.4 percent in September. At the same time, however, the total number of nonfarm jobs in the state declined by about 1,100, to just over 5.7 million, a sign that a large number of people have fallen out of the workforce. Although the Democratic-controlled U.S. House passed a bill earlier this year to extend those programs as part of a broader economic stimulus package, the Republican-controlled Senate has not. Among the issues separating the two sides is whether to provide direct financial help to state and local governments, which many Republicans in the Senate oppose, and whether to provide employers with civil immunity from lawsuits by workers who contract COVID-19, which Republicans have sought but many Democrats oppose. “So unless the Republican Senate gets a stimulus bill moving in December, Republicans will be putting a big lump of coal in the Christmas stockings of a whole lot of American families,” Pritzker said. Amid the surge in unemployment claims during the pandemic, IDES has been beset with backlogs and delays in processing the unprecedented volume of claims coming in each week, but the head of that agency said it has been making significant progress to improve the work flow. Kristin Richards, acting director of IDES, said that during the peak of the pandemic in May, the agency received about 1.8 million phone calls in a single week – or about three per second – with only about 100 staff workers to answer them. Since then, she said, IDES added

hundreds of in-house and contractual staff, set up a “callback only” system in which calls are returned in the order they were received, and implemented other changes to streamline the handling of calls based on the nature of a claimant’s issue. As a result, she said, many claimants are now receiving callbacks within seven to 10 days. “There are complex issues in our adjudication process that may require some more patience,” Richards said. “But we’re happy to say that in many cases, claimants can hear from us within one to two weeks or less.” Richards and Illinois Attorney General Kwame Raoul also noted that IDES has been dealing with an unprecedented volume of fraudulent claims, mainly as a result of nationwide data breaches that have enabled some to file claims using stolen identities and Social Security numbers. “I myself can attest that anyone can be targeted by these scammers because I myself received a phony debit card in the mail,” Raoul said. Raoul reminded Illinoisans that if they receive anything in the mail about an unemployment claim that they did not file, either a debit card or a letter saying they’ve been approved for benefits, it likely means that an application was filed by an identity thief, and the recipient should not try to access those benefits. He advised all Illinoisans to closely monitor their financial accounts and credit reports and to put a freeze on their credit cards if they suspect improper activity. Biden transition OK’d to start as Trump runs out of options BY ZEKE MILLER, DAVID EGGERT AND COLLEEN LONG ASSOCIATED PRESS

WASHINGTON (AP) – The federal government recognized President-elect Joe Biden as the “apparent winner” of the Nov. 3 election, formally starting the transition of power after President Donald Trump spent weeks testing the boundaries of American democracy. Trump relented after su�ering yet more legal and procedural defeats in his seemingly futile e�ort to overturn the election with baseless claims of fraud. Trump still refused to concede and vowed to continue to fight in court after General Services Administrator Emily Murphy gave the green light Monday for Biden to coordinate with federal agencies ahead of his Jan. 20 inauguration. But Trump did tweet that he was directing his team to cooperate on the transition. The fast-moving series of events seemed to let much of the air out of Trump’s frantic e�orts to undermine the will of the people in what has amounted to a weekslong stress test for the nation’s confidence in the political system and the fairness of U.S. elections. Those e�orts haven’t ended and are likely to persist well beyond his lame-duck presidency. Murphy, explaining her decision, cited “recent developments involving legal challenges and certifications of election results.” She acted after Michigan on Monday certified Biden’s victory in the battleground state and a federal judge in Pennsylvania tossed a Trump campaign lawsuit on Saturday seeking to prevent certification in that state. Pennsylvania certified its results, and its 20 electors for Biden on Tuesday morning. It also came as an increasing number of Republicans were publicly acknowledging Biden’s victory, after weeks of tolerating Trump’s baseless claims of fraud. The Republican president had grown increasingly frustrated with the flailing tactics of his legal team. In recent days, senior Trump aides including chief of sta� Mark Meadows and White House counsel Pat Cipollone had also encouraged Trump to allow the transition to begin, telling the president he didn’t need to concede but could no longer justify withholding support to the Biden transition. Meadows, late Monday, sent a memo

to White House sta�ers saying that their work was not yet finished and that the administration would “comply with all actions needed to ensure the smooth transfer of power,” according to a person who received it. Yohannes Abraham, executive director of the Biden transition, said the decision “is a needed step to begin tackling the challenges facing our nation, including getting the pandemic under control and our economy back on track.” Murphy, a Trump appointee, had faced bipartisan criticism for failing to begin the transition process sooner, preventing Biden’s team from working with career agency o�cials on plans for his administration. The delay denied the Democratic president-elect access to highly classified national security briefings and hindered his team’s ability to begin drawing up its own plans to respond to the raging coronavirus pandemic. Murphy insisted she acted on her own. “Please know that I came to my decision independently, based on the law and available facts. I was never directly or indirectly pressured by any Executive Branch o�cial – including those who work at the White House or GSA – with regard to the substance or timing of my decision,” she wrote in a letter to Biden. T r u mp t we e t e d m om e nt s a f t e r Murphy’s decision: “We will keep up the good fight and I believe we will prevail! Nevertheless, in the best interest of our Country, I am recommending that Emily and her team do what needs to be done with regard to initial protocols, and have told my team to do the same.” Still, Trump continued to spread false information about the vote and indicated he would not concede. He tweeted Tuesday morning, “the GSA does not determine who the next President of the United States will be.” Max Stier, president and CEO of the nonpartisan Partnership for Public Service, criticized the delay but said Biden’s team would be able to overcome it. “Unfortunately, every day lost to the delayed ascertainment was a missed opportunity for the outgoing administration to help President-elect Joe Biden prepare to meet our country’s greatest challenges,” he said. “The good news is that the president-elect and his team are the most prepared and best equipped of any incoming administration in recent

memory.” Senate Democratic leader Chuck Schumer said the GSA action “is probably the closest thing to a concession that President Trump could issue.” Noting that the nation “faces multiple crises that demand an orderly transition,” Schumer urged Democrats and Republicans to “unite together” for a smooth and peaceful transition. Murphy’s action came just 90 minutes after Michigan election o�cials certified Biden’s 154,000-vote victory in the state. The Board of State Canvassers, which has two Republicans and two Democrats, confirmed the results on a 3-0 vote with one GOP abstention. Trump and his allies had hoped to block the vote to allow time for an audit of ballots in Wayne County, where Trump has claimed without evidence that he was the victim of fraud. Biden crushed the president by more than 330,000 votes there. Some Trump allies had expressed hope that state lawmakers could intervene in selecting Republican electors in states that do not certify. That long-shot bid is no longer possible in Michigan. “The people of Michigan have spoken. President-elect Biden won the State of Michigan by more than 154,000 votes, and he will be our next president on January 20th,” Michigan Gov. Gretchen Whitmer, a Democrat, said. Trump was increasingly frustrated by his legal team, led by former New York City Mayor Rudy Giuliani, whose erratic public performances drew bipartisan mockery in recent weeks. Still, the legal challenges were expected to continue, as Trump seeks to keep his supporters on his side and keep his options open for opportunities post-presidency. In Pennsylvania on Saturday, a conservative Republican judge shot down the Trump campaign’s biggest legal e�ort in the state with a scathing ruling that questioned why he was supposed to disenfranchise 7 million voters with no evidence to back their claims and an inept legal argument at best. Biden won Pennsylvania by more than 80,000 votes.

Dow crests 30,000 points on vaccine hopes, Biden transition By Alex Veiga and Damian J. Troise Associated Press

The Dow Jones Industrial Average closed above 30,000 points for the first time Tuesday as progress in the development of coronavirus vaccines and news that the transition of power in the U.S. to Presidentelect Joe Biden will finally begin kept investors in a buying mood. Traders were also encouraged to see that Biden had selected Janet Yellen, a widely respected former Federal Reserve chair, as treasury secretary. The Dow rose more than 450 points, or 1.5%, to cross the milestone. The S&P 500 index, which has a far greater impact on 401(k) accounts than the Dow, rose 1.6%, climbing to its own all-time high. The gains extend a monthlong market rally driven by growing optimism that development of coronavirus vaccines and treatments will loosen the pandemic’s stranglehold on the economy. They also mark a rapid climb for the Dow from its March 23 low of just under 18,600 during the worst of its early pandemic nosedive. “We are one step closer to moving past the election uncertainty,” said Lindsey Bell, chief investment strategist at Ally Invest. “People are still optimistic about what 2021 has to bring, from an economic perspective and an earnings perspective.” The S&P 500 rose 57.82 points to 3,635.41. The Dow gained 454.97 points to 30,046.24. Both indexes eclipsed record highs set early last week. The technology-heavy Nasdaq composite picked up 156.15 points, or 1.3%,

to 12,036.79. Traders continued to favor stocks that stand to gain the most from a gradual reopening of the economy, such as banks and industrial companies. Technology and communication stocks, which have been investor favorites through the pandemic, also helped lift the market. In another signal that investors were feeling confident, the Russell 2000 index of smaller stocks outpaced the broader market, picking up 35.23 points, or 1.9%, to 1,853.53, also a record high. “There’s some relief that Biden is choosing moderates to fill out the cabinet,” said Barry Bannister, head of institutional equity strategy at Stifel. Bannister also said the encouraging vaccine news continues to give hope that there is an end in sight to the pandemic. On Monday, the head of the federal General Services Administration acknowledged that Biden is the apparent winner of this month’s presidential election. That allows the incoming president to coordinate with federal agencies on plans for taking over on Jan. 20, despite ongoing efforts by President Donald Trump to overturn the election. Word that Biden has chosen Yellen as treasury secretary also added to investors’ confidence. Widely admired in the financial world, Yellen would be the first woman to lead the department in a line stretching back to Alexander Hamilton in 1789, taking on a pivotal role to help shape policies at a perilous time.

“She’s also pretty pro-fiscal stimulus and she’s able to effectively work with people across the aisle,” Bell said. “She showed that in her time at the Fed.” Stocks have been pushing higher this month, driving the S&P 500 up by more than 11%, as investors have grown more hopeful that the development of coronavirus vaccines and treatments will help pave the way for the economy to recover next year. On Monday, drugmaker AstraZeneca reported surprisingly good results from ongoing vaccine studies. It said its potential vaccine, which is being developed with Oxford University, was up to 90% effective. Unlike rival candidates, AstraZeneca’s doesn’t have to be stored at ultra-cold temperatures, making it easier to distribute. Last week, Pfizer and Moderna both reported study results showing their vaccines were almost 95% effective. And, over the weekend, Regeneron

Pharmaceuticals received U.S. government approval for emergency use of its COVID-19 treatment. The drug, which Trump received when he was sickened last month, is meant to try to prevent hospitalization and worsening disease from developing in patients with mild-to-moderate symptoms. The vaccine developments are tempering lingering concerns over rising virus cases in the U.S., as well as in Asia and other parts of the world, and new government restrictions on businesses aimed at limiting the spread. Treasury yields rose as investors became more optimistic about the prospects for economic growth. The yield on the benchmark 10-year Treasury note rose to 0.88% from 0.84% late Monday. U.S. markets will be closed Thursday for the Thanksgiving holiday. They will be open for half the day on Friday, closing at 1 p.m. Eastern. European markets ended broadly higher, while Asian markets closed mixed.

In pandemic era’s isolation, meaning of ‘self-care’ evolves By Anne D’Innocenzio and Sophia Rosenbaum Associated Press

NEW YORK (AP) – These days, with a pandemic raging, this is what life can look like: Staring at your face on Zoom for hours instead of occasionally glimpsing it in the mirror. Living out the days in loungewear. Wearing minimal makeup because no one sees much of you. Considering an investment in home exercise equipment because gyms are closed or restricted. The pandemic has forced people to spend more time with themselves than ever. Along the way, it has reshaped and broadened the way many think about and prioritize how they treat themselves – what has come to be called self-care. The pandemic-era incarnation of selfcare isn’t about buying a signature outfit, wearing a trendy shade of lipstick or getting a perfect haircut. It has, for many, put the purpose and meaning of life front and center, reconfiguring priorities and needs as the virus-inflected months drift by. No longer are worries about longevity and fears of mortality mere hypotheticals. They are 2020’s reality. It is that daunting reality that has skyrocketed the importance of “me” time: stress-baking the latest viral creation, tending to a garden, learning a new skill, getting dressed like you’re going out just to feel some semblance of normalcy. “People are social beings. And while the social fabric has been torn down, and you

can’t be a normal social person, you have been more focused on yourself,” says Rod Little, CEO of Edgewell Personal Care, which makes Schick and Bull Dog products. “It’s beautifying for longevity, as opposed to how I look in the office tomorrow.” It’s also a way to mitigate the feeling that life is careening forward haphazardly in so many ways. when people are out wearing face masks. Department stores like Kohl’s and Macy’s are expanding casual clothing offerings as more people stay close to home. Pop star Lady Gaga, who has her own beauty line, recently posted a close-up shot in which she wears a cat-eye look with natural, peach-colored lipstick. She did her makeup “to cheer myself up.” “(S)o many people are going through hard times during this pandemic,” she wrote in the Instagram post. “It is SO IMPORTANT that you celebrate yourself, live colorfully and rejoice in that BRAVE SOUL that is you.” But when it comes to consumer products, the pandemic is pushing makeup aside as people gravitate towards skin care products. The virus is even turning the “lipstick index” upside down. Typically, lipstick sales skyrocket when the economy gets rough because it is an inexpensive way to feel good. But during the pandemic, makeup sales have been rocky, and sales of skincare products are up. In fact, 70% of consumers scaled back their use of makeup this year, according to the NPD Group Inc., a market research firm. As a result, skincare has eclipsed makeup as the top category in the beauty industry’s market share from January through August. “People are being more mindful of what people are putting on their skin and in their bodies because of the pandemic,” says Lauren Yavor, a beauty influencer who recently launched a “clean” nail polish line that sold out in just days. “This really was a turning point for clean beauty.” — Beauty chains like Ulta and department stores like Macy’s are ramping up offerings in moisturizers and bath and body products. Walmart teamed up with Unilever, maker of Dove and Suave, to launch shops called “Find Your Happy Place” aimed at customers looking to destress. The concept, in the works before the pandemic, was accelerated by one year. — Companies are also reinventing marketing to cater to the new way of grooming. Little says Edgewell retooled an ad campaign for a multipurpose facial beauty tool to focus on eyebrow-shaping because of the rise in video calls. — Within makeup, eyeshadow and eyeliner as well as false eyelashes are thriving as people play up the features that are peeping through their masks when they’re out, says Larissa Jensen, NPD’s beauty industry advisor. A DEEPER IMPORTANCE

How deep does this run? Is all the pandemic self-care working, or are people are just going through haphazard motions? One psychologist compares it to a roller coaster — up on some days, down on others. “Some days, you have a great day when you did all the things you wanted to do. You got up on time, you made a salad. And then the next day, it’s Cheetos for lunch,” says Dr. Vaile Wright, a senior director at the American Psychological Association. Being kind to one’s self feels especially important during the pandemic, where every aspect of human life has been impacted and there is little control over what’s next. That level of uncertainty is unnerving, Wright says, and further depletes already limited energy levels. Self-care, of course, is only one dimension of coping during stressful times. Surveys have shown a sharp increase in anxiety disorders. Many therapists are reporting upticks in referrals and increases in caseloads. Virtual mental health services are booming — another form of self-care, in a more medical sense. “Having a toolbox of coping skills is really critical,” Wright says. She highlights other types of self-care like meditation, journaling and organizing – each of which has its own culture and committed practitioners. “We have a tendency to isolate emotionally,” Wright says. “It is really important that people don’t do that.” Ultimately, “self-care” contains as many definitions as there are people who take care of themselves — a Google search of the term will show you that. The World Health Organization takes an expansive view, describing it as a “broad concept” that includes hygiene, lifestyle, social habits, income levels and cultural beliefs — and, in the best cases, can “strengthen national institutions” to encourage a society’s overall health. As the world navigates a web of unknowns that sometimes feels like the Upside Down in “Stranger Things,” there is one thing that people can do something about: themselves. For all the horror the pandemic has brought, it has also revealed things that matter. And from the way people have reacted through this year, it seems clear that, in all the forms it takes, self-care matters — particularly right now, particularly with so many unknowns still ahead.

I hope you have been following along with my series on our newly acquired electric car - the Chevy Bolt that we call “Blue.” With this column I will delve into some of the shortcomings of the design. With any good review, the writer should have a critical eye towards what is being reviewed as well as what is good about it. I have done this for other vehicles I’ve reviewed in Mr. Green Car and the sailboats I review in Good Old Boat magazine. No reason not to be critical of my own car. I am not THAT in love with it. First up, is the most annoying thing possible. The infotainment screen is large and easy to use. But once in a while, there is a message that pops up shortly after you start driving that warns you to pay attention to your driving and not to be distracted by the screen - you must then LOOK AT THE SCREEN and press the “Okay” button to make it go away. This is the most ridiculous piece of over-lawyered intrusion into driving I have ever seen. It is forcing you to do exactly what it is telling you not to do. Dumb, dumb, dumb. Chevrolet - make this go away with a software update! I’d gladly pay to make it go away. It is REALLY annoying and unnecessary. There are a mix of buttons below the

screen, mostly to do with the heating and air-conditioning system, but some of the controls for this are on the screen as well. The “buttons” for these line the bottom of the screen and are a bit small to use. With all this screen space - why can’t I have bigger buttons to poke at. There are unused blank buttons below the screen (used on higher trim level Bolts). I wish all the heating and A/C were controlled by them and let other things move to the big screen. Why are designers always so stingy with screen space? The car comes with Sirius/XM free for three months. When my time was up I let it go. Back to using FM radio, I found all the station presets from the dealer full. Again, why so stingy with a computer that could easily handle hundreds. I had to figure out for myself how to delete pre-sets (not hard at all once you figure it out), but then as I loaded my own favorites in I had to delete some and add them later after writing down the numerical order I wanted them in 88.7 to 101.5. Again, a computer should be able to do this sort very easily - so if I want to add something later it would not require doing this all again. I suppose some people prefer to have a few favorites at the top and don’t care about the order of them. Still, it could be an option to “sort.” There is no built in navigation. It does,

however, have Android Drive and Apple CarPlay, so they expect you to use your phone to navigate with. I have not yet done this. I am an old fart, I really don’t want to mix the distractions of my phone with driving my car. So for now, I just let the Google Maps lady yell at me what to do via my phone in a cup holder - although I’d much prefer just to have a nice map to look at (I am such an old fart, that I actually carry and use an atlas to navigate with! I like to study in advance how I am getting to where I’m going.). Someday I’ll cave in and start using the Android Drive app. Both the speedometer display and the infotainment display are very bright in the daytime. A little too bright for my tastes and some situations, but there seems to be no way to adjust daytime brightness. You can change the color of the screens, but not brightness except at night. Even manually turning on the headlights, which I often do, does not engage the instrument brightness knob/ control. I have yet to find where the light sensor is so that I can tape over it and make it completely manual. Also, if the headlights are turned on manually, they stay on even if the car is turned off. There is a loud alert signal that is hard to ignore, but why Chevy does not simply just have the lights turn off automatically I have no idea. In my 50 years

of driving there have been precious few times that I needed to turn on lights of a car without having had the key available to me. Why does this feature exist in so many cars to this day? At least they have it set up that if you manually turn off the automatic lights - it will reset to auto-lights on the next start. I see way too many people driving in the dark that I know have somehow over-ridden their auto-on headlights. At that, I find the Bolt’s auto-on feature is a bit slow - it must be quite dark for them to come on. That is why I often turn them on manually for driving the shady two-lane roads I frequently travel on. I want to be SEEN. I don’t think the Bolt’s daytime running lights are enough. Again, computers and screens should be able to offer choices in these regards - it costs almost nothing to have these features of control. At most add an emergency override switch if the computer goes bonkers while driving at night. I once had a Fiat 128 SL that occasionally would turn off the lights while driving - this just needed a quick swat at the relay under the dash to get them on again. The lights of the Fiat could not be on without the ignition key in the on position. I liked that featured. You never accidentally left your lights on. Why should my 2020 Bolt be any different? One more column to come with criticism and praise about the Bolt, please stay tuned.

Tasks to do in the fall vegetable garden, continued BY GRANT MCCARTY CONTRIBUTOR

As with our previous article on ‘now’ tasks for the vegetable garden, there are some tasks that can still be accomplished from now until the end of the year. Most of these are actions that you can take that are good practices that can close out your garden season and prepare you for next season. Of course, some of these tasks are ones that you do not need to do every year but are some tasks that if the weather is good and you’d still like to get out to work in your garden, you could do so. Compost or manure could be added to your

vegetable garden this fall. If the manure is raw, then we would recommend you apply it in the fall for it to overwinter. Compost and manure are fairly equal in what they do to your soil and are considered good additions to address problems that you may be encountering in the growing season. If you were to add a lot of manure and compost in the fall, then you would want to lessen how much you add in the spring. Still, you could wait until the spring to add finished compost and manure if you so choose. The fall is also a good time to get a soil test. Soil tests are conducted in the fall as

they can sometimes be more accurate in what your soil is telling you. It can also take 3-6 months to raise and lower your soil pH, a measurement that can limit your plants productivity. A standard soil test will tell you on your soil pH, soil nutrients, and organic matter. We usually recommend a soil test every 3-5 years. The University of Illinois Extension maintains a website with a list of soil testing labs which you can find at this web address: https://web.extension. illinois.edu/soiltest/ One of the other recommendations is to clean your hand tools, tomato cages,

pruners, stakes, and anything else that you plan to store back between seasons. These tools, with dried soil and plant material, can sometimes harbor the pathogens that cause disease and bring them into next season. Try to scrub these materials with soap and then clean with rubbing alcohol/wipes. Let the tools dry and then store back. These three tasks can still be accomplished in the next couple of weeks and if you do not get around to it, you’ve got the spring to do them before planting. CAFOs are large scale industrial agricultural operations that raise animals in high densities producing milk, eggs or meat for human consumption. The industry provides us with much of the food we eat and employment for many people which supports the overall economy. It also imposes costs on society; as the industry has grown so have the problems associated with it. A few years ago we were aware of a situation in which the owners of a farm, couple A, faced a dilemma. Their friends, couple B, installed a hog confinement operation near couple A’s home who complained about its odors. The owner of the hog operation also cash rented farmland from couple A. Fortunately the issue was resolved as the owner of the hog confinement operation stopped raising hogs and the existing relationships continued. In some cases personal and social impacts of CAFOS have ruptured long standing relationships. The treasurer of a lake management association in Wisconsin bought a lake property for her grandchildren to have a place to swim in the summer. CAFOs are on the land near the lake and after a heavy rain runo� from the farmland entered the lake. Health o�cials closed the lake for water contact activities for a short time the year she brought the cottage. While the lake has yet to experience a similar event, the potential for another polluting event remains. It serves as an example

of how pollution can limit recreational opportunities. On a national level the issue of CAFOs has intensified, particularly in parts of the Midwest. A prominent example is in the case of water quality in Lake Erie. The deterioration of Erie’s water quality was resolved during the 1970s with the passage of The Clean Water Act. The dramatic recovery of the lake’s walleye population led to an impressive increase in recreational fishing and tourism. However with the intensification of agriculture and the substantial growth In CAFOs water quality deteriorated hurting the fishing and tourism industries. In addition to environmental concerns communities relying on Lake Erie for drinking water experienced adverse health impacts from the deteriorating water quality. Understanding Concentrated Animal Feeding Operations and Their Impact on Communities provides an overview of the issue from the environmental health perspective. The most pressing public health issue stems from the amount of manure the facilities generate and the variety of potential contaminants. Livestock operations in the U.S in 2008 were estimated to produce at least three to twenty times as much waste as did the U.S. human population. While human wastes are required to be processed in sewage treatment plants livestock wastes do not require similar treatment. While animal manure is valuable for

farm operations, the sheer volume of wastes has proven to be a problem. A popular, low cost means to dispose of waste is to apply it on the land. But there are limits to how much manure the land can absorb without leading to runo� or contamination of the groundwater table. If a pathogenic organism finds its way into a drinking supply adverse health impacts can occur. CAFO runo� is a significant source of pollution in lakes and rivers. When pollution levels are high, public health o�cials close swimming sites and limit water contact uses. Air surrounding a CAFO can releases gases that are harmful to human health,

contribute to climate change and release obnoxious odors. Wastes can also serve as breeding grounds for many common insects including houseflies, stable flies and mosquitos. While their presence constitutes a nuisance some spread pathogens or bacteria which cause human health problems. With the ever expanding number of CAFO installations an e�ort is underway to address the problems associated with them. Of course given the importance of agriculture such e�orts will face resistance as costs are associated with the proposed solutions. Our next article will address some e�orts to address the issue.
