House Democratic Leader Greg Harris announces retirement plans First LGBTQ leader spearheaded marriage equality, health care reforms By Peter Hancock

SPR INGF IE L D – I l l i noi s Hou s e Democratic Leader Greg Harris said Monday he will not seek reelection in 2022 and will step down from the General Assembly after eight terms in office. Harris, 66, of Chicago, is the first openly LGBTQ legislative leader in Illinois history who spent much of his time in office advancing gay rights, health care reform and social service funding. “I think it was just, it was just time. At the end of this term, I’ll have been there in the General Assembly, 16 years. And that just seemed to be a good amount of time,” Harris said during a phone interview. Harris said he would finish the rest of his term and would continue to lead the Democratic caucus through the annual budget process in the upcoming 2022 session. He said he chose to make the announcement now so other potential candidates in the 13th District would have time to decide if they want to run for the office. Candidates in the 2022 election will begin circulating nominating petitions in mid-January. Harris was first elected in 2006, succeeding former Rep. Larry McKeon

who, like Harris, was both openly gay and HIV-positive. He was reelected seven more times and did not face a challenger in any of those elections. “I hope it means I did a good job and people were happy and thought I should keep going,” he said. Asked about his biggest accomplishments as a lawmaker, Harris cited his efforts to pass marriage equality in Illinois. “For me, passing marriage equality in Illinois and giving lesbian, gay families the right to be married and participate in civic life as full partners, that was really important,” he said. In 2010, Harris was the lead House sponsor of a bill, Senate Bill 1716, establishing the Illinois Religious Freedom Protection and Civil Union Act, which recognized civil unions of same-sex couples in Illinois. In 2013, he was the lead House sponsor of another bill legalizing same-sex marriage in Illinois. Then-Gov. Pat Quinn signed it into law in November that year, nearly two years before the U.S. Supreme Court declared same-sex marriages legal nationwide. In his retirement announcement, Harris listed other legislative accomplishments during his tenure, such as reducing economic disparities in accessing mammograms and breast cancer treatment, cutting red tape in the state’s health care system and lowering the costs of prescription drugs. legislation allowing transgender Illinois residents to change information on their birth certificates, legislation preventing consumer reporting agencies from charging a fee for credit freezes and legislation reforming consumer drug pricing. In 2019, Harris was named House Majority Leader. From that position, he was able to help steer many of Gov. JB Pritzker’s policy initiatives through the House, including state budgets and the $45 billion capital improvements plan, “Rebuild Illinois.” He has also been House Majority Leader throughout the COVID-19 pandemic when he and other Democratic leaders were criticized by Republicans for allowing Pritzker to manage the state’s response largely through executive orders, with little input from Democrats. But Harris defended that decision, saying the governor’s office was better equipped to respond to the crisis quickly. “A lot of the execution of public policy and implementation of directives, those rightly belong to the executive branch, and especially in a public health emergency where people’s lives are at stake,” he said. “I think it’s been important that we have people who are professionals in public health who are looking at the science who are making the correct determinations and implementing public health strategies in a short order. I mean, especially with these variants coming around, to wait for weeks and weeks for a legislative debate I don’t think would have been a good idea.” House Speaker Emanuel “Chris” Welch, D-Hillside, issued a statement praising Harris’ work in the General Assembly. “As a values-oriented leader and as the first openly gay majority leader, Greg has given a voice to so many who have continuously felt left out of state government,” he said. “I am grateful for Leader Harris’s support as I’ve navigated my first year as Speaker. Fashion designer Virgil Abloh dies of cancer at 41 By Jake Coyle

NEW YORK (AP) — Virgil Abloh, a leading designer whose groundbreaking fusions of streetwear and high couture made him one of the most celebrated tastemakers in fashion and beyond, has died of cancer. He was 41. Abloh’s death was announced Sunday by the luxury group LVMH (Louis Vuitton Moët Hennessy) and Abloh’s own Off-White label, which he founded in 2013. Abloh was the artistic director for Louis Vuitton’s menswear, but his ubiquitous, consumer-friendly presence in culture was wide-ranging and dynamic. Some compared him to Jeff Koons. Others hailed him as his generation’s Karl Lagerfeld. “We are all shocked after this terrible news. Virgil was not only a genius designer, a visionary, he was also a man with a beautiful soul and great wisdom,” Bernard Arnault, chairman and chief executive of LVMH, said in a statement. A statement from Abloh’s family on the designer’s Instagram account said Abloh was diagnosed two years ago with cardiac angiosarcoma, a rare form of cancer in which a tumor occurs in the heart. “He chose to endure his battle privately since his diagnosis in 2019, undergoing numerous challenging treatments, all while helming several significant institutions that span fashion, art, and culture,” the statement read. In 2018, Abloh became the first Black artistic director of men’s wear at Louis Vuitton in the French design house’s storied history. A first generation Ghanaian American whose seamstress mother taught him to sew, Abloh had no formal fashion training but had a degree in engineering and a master’s in architecture. Abloh, who grew up in Rockford, Illinois, outside of Chicago, was often referred to as a Renaissance man in the fashion world. He moonlighted as a DJ. But in a short time, he emerged as one of fashion’s most heralded designers. Abloh called himself “a maker.” He was named one of Time magazine’s most influential people in 2018. In 2009, Abloh met Kanye West — now called Ye — while he was working at a screen-printing store. After he and Ye interned together at the LVMH brand Fendi, Abloh was Ye’s creative director. Abloh was art director for the 2011 Ye-Jay-Z album “Watch the Throne,” for which Abloh was nominated for a Grammy.

Abloh’s work with West served as a blueprint for future border-crossing collaborations that married high and low. With Nike, he partnered his Off-White label for a line of frenzy-inducing sneakers remixed with a variety of styles and Helvetica fonts. Abloh also designed furniture for IKEA, refillable bottles for Evian and Big Mac cartons for McDonald’s. His work was exhibited at the Louvre, the Gagosian and the Museum of Contemporary Art Chicago. Abloh’s death stunned the entertainment world. Actor Riz Ahmed said on Twitter that Abloh “stretched culture and changed the game.” Fashion designer Jeff Staple wrote, “You taught us all how to dream.” Pharrell Williams called Abloh “a kind, generous, thoughtful creative genius.” Abloh took what he called a “3% approach” to fashion — that a new design could be created by changing an original by 3%. Critics said Abloh was more brilliant at repackaging than creating something new. But Abloh’s style was also self-aware — quotation marks were a trademark label for him — and high-minded. “Streetwear in my mind is linked to Duchamp,” Abloh told the New Yorker in 2019. “It’s this idea of the readymade. I’m talking Lower East Side, New York. It’s like hip-hop. It’s sampling. I take James Brown, I chop it up, I make a new song.” Stars lined up to be dressed by Abloh. Beyoncé, Michael B. Jordan, Kim Kardashian West, Timothée Chalamet and Serena Williams have worn his clothes. Abloh’s Off-White label, which LVMH acquired a majority stake in earlier this year, made him an arbiter of cool. But his appointment at Louis Vuitton brought Abloh to the apex of an industry he was once a scrappy outsider in — and made Abloh one of the most powerful Black executives in a historically closed fashion world. As Abloh prepared for his debut menswear show in 2018, he told GQ, “I now have a platform to change the industry.” “We’re designers, so we can start a trend, we can highlight issues, we can make a lot of people focus on something or we can cause a lot of people to focus on ourselves,” Abloh said. “I’m not interested in (the latter). I’m interested in using my platform as one of a very small group of African-American males to design a house, to sort of show people in a poetic way.” Abloh is survived by his wife Shannon Abloh and his children, Lowe and Grey.

PHILADELPHIA (AP) — Prosecutors urged the U.S. Supreme Court to reinstate Bill Cosby’s sexual assault conviction, complaining in a petition released Monday the verdict was thrown out over a questionable agreement that the comic claimed gave him lifetime immunity. They said the Pennsylvania Supreme Court decision in June to overturn Cosby’s conviction created a dangerous precedent by giving a press release the legal weight of an immunity agreement. Montgomery County District Attorney Kevin Steele called the court’s decision “an indefensible rule,” predicting an onslaught of criminal appeals if it remains law. “This decision as it stands will have far-reaching negative consequences beyond Montgomery County and Pennsylvania. The U.S. Supreme Court can right what we believe is a grievous wrong,” Steele wrote in the filing, which seeks review under the due process clause of the U.S. Constitution. Cosby’s lawyers have long argued that he relied on a promise that he would never be charged when he gave damaging testimony in an accuser’s civil suit in 2006. The admissions were later used against him in two criminal trials. The only written evidence of such a promise is a 2005 press release from then-prosecutor Bruce Castor, who said he did not have enough evidence to arrest Cosby. The release included an ambiguous “caution” that Castor “will reconsider this decision should the need arise.” The parties have since spent years debating what that meant. Steele’s bid to revive the case is a long shot. The U.S. Supreme Court accepts fewer than 1% of the petitions it receives. At least four justices on the nine-member court would have to agree to hear the case. A decision on the petition, filed Wednesday but only made public Monday, is not expected for several months. Castor’s successors, who gathered new evidence and arrested Cosby in 2015, doubt Castor ever made such a deal. Instead, they say Cosby had strategic reasons to give the deposition rather than invoke his Fifth Amendment right to remain silent, even if it backfired when “he slipped up” in his rambling testimony. Cosby’s spokesperson called Steele “obsessed” with the actor and said he only hoped to please “the #MeToo mob.” Defense lawyers have long said the case

should never have gone to trial because of what they call a “non-prosecution agreement.” “This is a pathetic last-ditch effort that will not prevail. The Montgomery’s County’s DA’s fixation with Mr. Cosby is troubling to say the least,” spokesperson Andrew Wyatt said in a statement. Cosby, 84, became the first celebrity convicted of sexual assault in the #MeToo era when the jury at his 2018 retrial found him guilty of drugging and molesting college sports administrator Andrea Constand in 2004. He spent nearly three years in prison before Pennsylvania’s high court ordered his release. Legal scholars and victim advocates will be watching closely to see if the Supreme Court takes an interest in the #MeToo case. Two justices on the court, Clarence Thomas and Brett Kavanaugh, were accused of sexual misconduct during their bitterly fought confirmation hearings. Appellate judges have voiced sharply different views of the Cosby case. An intermediate state court upheld the conviction. Then the seven justices on the Pennsylvania Supreme Court wrote three separate opinions on it. The majority found that Cosby relied on the decision not to prosecute him when he admitted giving a string of young women drugs and alcohol before sexual encounters. The court stopped short of finding that there was such an agreement, but said Cosby thought there was — and that reliance, they said, marred his conviction. But prosecutors call that conclusion flawed. They note that Cosby’s lawyers objected strenuously to the deposition questions rather than let him speak freely. Cosby himself has never testified about any agreement or promise. The only alleged participant to come forward is Castor, a political rival of Steele’s who went on to represent President Donald Trump in his second impeachment trial. Castor said he made the promise to a now-dead defense lawyer for Cosby, and got nothing in return. He never mentioned it to his top assistant, who reopened the case in 2015 after a federal judge unsealed Cosby’s deposition. At a remarkable pretrial hearing in February 2016, Castor spent hours testifying for the defense. The judge found him not credible and sent the case to trial. The Pennsylvania Supreme Court, in its ruling, called Cosby’s arrest “an affront to fundamental fairness.” Weeks later, the ruling prompted the

state attorney general to dismiss charges against a jail guard accused of sexually abusing female inmates, because of an earlier agreement with county prosecutors that let him resign rather than face charges. Cosby, a groundbreaking Black actor and comedian, created the top-ranked “Cosby Show” in the 1980s. A barrage of sexual assault allegations later destroyed his image as “America’s Dad” and led to multimillion-dollar court settlements with at least eight women. But Constand’s case was the only one to lead to criminal charges. Five of Cosby’s accuser’s testified for the prosecution to support Constand’s claims, testimony that Cosby’s lawyers also challenged on appeal. However, the state’s high court declined to address the thorny issue of how many other accusers should be allowed to take the stand in a criminal case before the testimony becomes overkill. In a recent memoir, Constand called the verdict less important than the growing support for sexual assault survivors inspired by the #MeToo movement. “The outcome of the trial seemed strangely unimportant. It was as if the world had again shifted in some much more significant way,” Constand wrote in the book, “The Moment.” The Associated Press generally does not name alleged victims of sexual assault unless they speak publicly, as Constand has done. Cheryl Carmel, who served as jury foreperson at Cosby’s retrial, said she was glad to see Steele ask for the review. “I firmly believe that what we decided was correct, or else I wouldn’t have made that decision … with the group. Having it overturned because of something that was outside of the facts of what we were given is disappointing,” Carmel told The AP on Monday.

BRUSSELS (AP) — New findings about the coronavirus’s omicron variant made it clear Tuesday that the emerging threat slipped into countries before their defenses were up, as two distant nations announced their first cases and a third reported its presence before South African o�cials sounded the alarm. The Netherlands’ RIVM health institute found omicron in samples dating from Nov. 19 and 23. The World Health Organization said South Africa first reported the variant to the U.N. health agency on Nov. 24. Meanwhile, Japan and France reported their first cases of the new variant that has forced the world once again to pinball between hopes of returning to normal and fears that the worst is yet to come. Much remains unknown about the new variant, including how contagious it might be, but a WHO o�cial said Tuesday that there could soon be a steep rise in infections in parts of southern Africa. It is unclear where or when the variant first emerged, and the Dutch announcement further muddies the timeline. Previously, the Netherlands had said it found the variant among passengers who came from South Africa on Friday — but the new cases predate that. That hasn’t stopped wary nations from rushing to impose travel restrictions, especially on visitors coming from southern Africa. Those moves have been criticized by South Africa and the WHO has urged

against them, noting their limited e�ect. The latest news though made it increasingly clear that travel bans would struggle to stop the spread of the variant. The Netherlands, Belgium and France have now all reported cases in people who were in their countries before the European Union imposed flight restrictions. Japan announced that it would ban all foreign visitors beginning Tuesday — but that turned out to be too late. It confirmed its first case that day, a Namibian diplomat who recently arrived from his country. German authorities, meanwhile, said they had an omicron infection in a man who had neither been abroad nor had contact with anyone who was. The WHO warned Monday that the global risk from omicron is “very high.” and that early evidence suggests it could be more contagious. The growing number of cases attributed to omicron in Botswana and South Africa suggests that this may be the first sign of a “a steep rise,” Dr. Nicksy GumedeMoeletsi, regional virologist for the World Health Organization, told The Associated Press on Tuesday. “There is a possibility that really we’re going to be seeing a serious doubling or tripling of the cases as we move along or as the week unfolds,” Gumede-Moeletsi said. After a period of low transmission in South Africa, new cases began to rapidly increase in the middle of November. Currently the country is confirming nearly 3,000 new infections per day.

The concentration of omicron cases among university students in the capital of Pretoria is a particular cause for concern because that group is very sociable – and will soon be heading for their homes at the end of the year and mixing with friends and family. Doctors in South Africa are reporting patients are su�ering mostly mild symptoms so far, but many of them are young adults who generally do not get as sick from COVID-19 as older patients. Still, many o�cials tried to calm fears, insisting vaccines remain the best defense and that the world must redouble its e�orts to get the shots to every part of the globe. European Medicines Agency chief, Emer Cooke, insisted that the 27-nation EU was well prepared for the variant. While it is not known how e�ective current vaccines are against omicron, Cooke said the shots could be adapted within three or four months if need be. The latest variant makes vaccination e�orts even more important, U.S. Secretary of State Antony Blinken said, noting as many have before that “as long as the virus is replicating somewhere, it could be mutating.” In the face of the new variant, some introduced new measures aimed at mitigating the spread. England made face coverings mandatory again on public transport and in shops, banks and hairdressers. And one month ahead of Christmas, the head of the U.K.’s Health Security Agency, Jenny Harries, urged people not to socialize if they don’t

need to. And after COVID-19 already led to a one-year postponement of the Summer Games, Olympic organizers were beginning to worry about the February Winter Games in Beijing. Chinese Foreign Ministry spokesperson Zhao Lijian said omicron would “certainly bring some challenges in terms of prevention and control.” World markets continued to seesaw on every piece of medical news, either worrisome or reassuring. Global shares mostly slipped Tuesday as investors cautiously weighed how much damage omicron may unleash on the global economy. Some analysts think a serious economic downturn, like what happened last year, likely will be averted because many people have been vaccinated. But they also think a return to pre-pandemic levels of economic activity, especially in tourism, has been dramatically delayed. In a world that is already unnerved by the more contagious delta variant that filled hospitals again in many places, even in some highly vaccinated nations, the latest developments underscored the need for the whole globe to get their hands on vaccines. “We have vaccination rates in the United States, in Europe of 50, 60, 70 %, depending on exactly who you’re counting. And in Africa, it’s more like 14, 15 % or less,” Blinken said. “We know, we know, we know that none of us will be fully safe until everyone is.”

With less than four weeks to go until Christmas, Kristyn Begari has been rushing to find enough doll styling heads to give to kids in need. But, the purchasing coordinator for the California-based nonprofit Family Giving Tree says it’s been di�cult to find them, or racially diverse Barbies or Disney princess dolls. Others charities who give to kids during the holidays say they’re also facing challenges finding enough gaming consoles, laptops and other electronic items amid the global shortage of chips used in cars, phones and other devices. “I’ve never seen something like this,” Begari said. “Our biggest fear is we’re not going to get the quality of gifts that we want, or we’re not going to have enough in general.” Attempting to grant thousands of holiday wish requests has always been challenging for Begari. But it’s been downright miser-

able this year as the global supply chain bottlenecks create shortages on many items, making it di�cult to grant many holiday wishes for the 34,000 children and adults the organization expects to aid in the Bay Area this holiday season. Some wholesale vendors have already informed her that purchases will not arrive – giving her the option of getting a refund, or buying another item. If a child doesn’t get their preferred gift, she said the organization will attempt to grant their “second wish,” or find another replacement item. Similar worries are being felt across the country as COVID-related supply chain snafus – produced by clogged U.S. ports, a lack of workers to move the cargo and skyrocketing shipping costs – lead to empty store shelves and higher prices on some products. The supply chain slowdown is one of the main reasons why donations of new toys to The Toy Foundation have declined by nearly 80% in dollar value this year compared to

2019, according to Pamela Mastrota, the executive director of the group, which was formed by a toy industry trade association to act as an industry-wide charitable collective for manufacturers. The lack of trade shows due to the COVID-19 pandemic also put a wrench in their collection e�orts for the second year in a row, straining their ability to get gifts for sick, impoverished or other vulnerable children who are in need. “It’s been a real challenge this year, and last year,” Mastrota said. “But this year especially.” Mastrota’s only hope now is if more toys are donated quickly. But such donations might further stress the profit margins of manufacturers who are facing high shipping costs and pressure to pass on increased costs to consumers. Jim Silver, CEO of Toys, Tots, Pets & More, a toy industry review website, says charities are bound to see less toy donations from manufacturers this holiday season because many containers holding their products are stuck at U.S. ports, which have been experiencing record volumes of shipping containers as the economy recovers from the pandemic. “There is going to be a shortage,” he said. “Without a doubt.” Last month, President Joe Biden announced plans to establish around-theclock operation at the Port of Los Angeles, the nation’s largest, to tamp down the inflation being caused by ships waiting to dock and a shortage of truck drivers to haul goods. Port o�cials have said some of the bottleneck has since eased, but experts note it will take a long time before things get back to normal. Silver notes small and mid-size manufacturers who largely produce toys in countries like China are feeling squeezed by the supply chain problems more than larger ones. However, the disruption is also being felt at MGA Entertainment, the American toy giant which makes Bratz! and L.O.L. Surprise! Dolls. Isaac Larian, the company’s CEO, says they’ve only been able to meet 70% of the demand for items because the company is waiting for hundreds of containers full of toys to clear the California ports. “These goods are not going to make it to Christmas,” Larian said. And the toys that are in stores now cost 23% higher than they did last year, he noted. His advice for anyone looking to get a toy is simple: shop now. Despite an earlier planning process, many gift requests for gaming systems and other items submitted to One Simple Wish

have been out of stock, or are facing major shipping delays, said Daniella Gletow, the founder of the organization, which works with social service agencies across the country to facilitate holiday wishes anyone can grant for children in need. “That’s obviously holding up our ability to make sure that we’re going to be able to fulfill all these needs in time for the holidays,” Gletow said. “Because our goal is to get everything out by the week before Christmas.” To avoid further delays, she says the organization is encouraging donors to grant wishes earlier than they have in prior years. Toys for Tots, the nation’s most well known toy donation drive run by the United States Marine Corps Reserve, is not expecting shortages, said David Cooper, the organization’s vice president of operations. He said the organization purchased about $16.5 million worth of toys this spring to mitigate any impact supply chain issues might have on donations. There are concerns more families might register to receive toys from them this year due to higher costs. However, a Toys for Tots spokesperson says early indicators for their holiday collection e�orts point in a positive direction. Some of their donations in the past have gone towards The Salvation Army’s Angel Tree program, which also collects gifts for children and families in need during the holidays. The organization estimates about 5 million gifts are donated each year though the program. Though this year, Kenneth Hodder, Salvation Army’s commissioner, says there are concerns many kids might not receive their gifts on time. “We are encouraging everyone who has generously supported us in the past, and who would like to do so again this year, to shop early and to get those toys to us as quickly as they can,” he said. At the Christian relief charity Samaritan’s Purse, the concerns center around shipping delays. David Thompson, the senior director for the international portion of the group’s “Operation Christmas Child” project, says the organization is aiming to send 9.7 million shoeboxes filled with Christian materials and gifts to children in more than 100 countries. But a shortage of truckers, delivery equipment and other factors have slowed things down. “We have to be flexible,” Thompson said. “But our in-country teams, volunteers and logistical networks are strong. And we’re confident that the program will be carried out at the same level of excellence in scope that it has been in the past.”

Omicron brings COVID-19 vaccine inequity ‘home to roost’ BY MARIA CHENG AND LORI HINNANT ASSOCIATED PRESS

LONDON (AP) — The emergence of the new omicron variant and the world’s desperate and likely futile attempts to keep it at bay are reminders of what scientists have warned for months: The coronavirus will thrive as long as vast parts of the world lack vaccines. The hoarding of limited COVID-19 shots by rich countries — creating virtual vaccine deserts in many poorer ones — doesn’t just mean risk for the parts of the world seeing shortages; it threatens the entire globe. That’s because the more the disease spreads among unvaccinated populations, the more possibilities it has to mutate and potentially become more dangerous, prolonging the pandemic for everyone. “The virus is a ruthless opportunist, and the inequity that has characterized the global response has now come home to roost,” said Dr. Richard Hatchett, CEO of CEPI, one of the groups behind the U.N.backed COVAX shot-sharing initiative. Perhaps nowhere is the inequality more evident than in Africa, where under 7% of the population is vaccinated. South African scientists alerted the World Health Organization to the new omicron variant last week, though it may never be clear where it first originated. Researchers are now rushing to determine whether it is more infectious or able to evade current vaccines. COVAX was supposed to avoid such inequality — but instead the initiative is woefully short of shots and has already abandoned its initial goal of 2 billion doses. Even to reach its scaled-back target of distributing 1.4 billion doses by the end of 2021, it must ship more than 25 million doses every day. Instead, it has averaged just over 4 million a day since the beginning of October, with some days dipping below 1 million, according to an Associated Press analysis of the shipments. Shipments in recent days have ramped up, but nowhere near the amount needed. Meanwhile, richer nations often have a glut of shots, and many are now o�ering boosters — something the WHO has discouraged because every booster is essentially a dose that is not going to someone who’s never even gotten their first shot. Despite the U.N. health agency’s appeal to countries to declare a moratorium on booster shots until the

end of the year, more than 60 countries are now administering them. “What it highlights are the continuing and fundamental risks to everyone associated with not seriously addressing the inequalities still at play globally in the fight against disease and poor health,” said Dr. Osman Dar, director of the One Health Project at the Chatham House think tank. Anna Marriott, health policy manager for Oxfam, said COVAX was limited from the outset after being pushed to the back of the vaccine queue by rich countries. “The COVAX team may be delivering as fast as they can, but they can’t deliver vaccines they haven’t got,” Marriott said. Just 13% of vaccines COVAX contracted for and 12% of promised donations have actually been delivered, according to calculations by the International Monetary Fund from mid-November. About a third of the vaccines dispensed by COVAX have been donations, according to the vaccine alliance known as Gavi, and the initiative is now partly a clearinghouse for those donated doses, the very situation it was set up to avoid. Last week, COVAX sent out a news release praising a European Union pledge to ship 100 million vaccines to Africa by the end of the year — but only 1/20 of that amount was actually on planes. Asked about the logistical challenges of distributing the other 94 million doses in only six weeks, Aurelia Nguyen, managing director of COVAX maintained that arrangements “are in place to move a vast number of doses between now and the end of the year.” In a statement, she said the issue was ensuring that “conditions are right on the ground for doses to be administered.” In minutes released ahead of an executive meeting this week, Gavi fretted that the perception that rich countries are dumping older or lesser vaccines on poor countries could undermine the whole project. On Monday, in a joint statement with WHO and the African Union among others, it admonished that “the majority of the donations to date have been ad hoc, provided with little notice and short shelf lives.” Fury over dose dumping is already very real. In Malawi and South Sudan, tens of thousands of out-of-date doses were destroyed. But it’s not just getting the vaccines into poorer countries that’s a problem, according to some experts. COVAX is “falling short on getting vaccines from

the (airport) tarmac into people’s arms,” said Dr. Angela Wakhweya, senior director for health equity and rights at CARE. Authorities in Congo, for instance, returned their entire COVAX shipment this summer when they realized they would not be able to administer doses before they expired. In a “risk management” report on COVAX, Gavi warned that “poor absorption” of vaccines by developing countries could lead to “wastage” of some doses. One problem is logistics — just getting the doses in the right country at the right time. But just as important is the ability of often underfunded national health systems to distribute the shots where they’re most needed, along with syringes and other necessary gear. A third issue is persuading sometimes hesitant people to get the vaccines. World Health Organization DirectorGeneral Tedros Adhanom Ghebreyesus, however, has disputed distribution is a problem, saying the only obstacle to immunization in poor countries is supply. Most COVAX doses distributed so far have been AstraZeneca’s vaccine, a shot that has yet to be authorized in the U.S. and whose botched rollout in Europe helped fuel anti-vaccine sentiment when the vaccine was linked to rare blood clots. The vaccines mostly used in the U.S. and much of Europe — made by PfizerBioNTech and Moderna — have only been available in tiny amounts via COVAX.

The U.S., which blocked vaccine sales overseas and exports of key ingredients for months, has donated 275 million doses in all, more than any other country, but the vast majority of the Biden administration’s 1.1 billion pledge has a deadline of September 2022. The European Union, which has in general allowed vaccines manufactured in the bloc to be sold anywhere in the world, has actually delivered about a third of its 500 million promised doses. E�orts to ramp up global production beyond a select group of manufacturers have stalled, which many activists and scientists blame on pharmaceutical companies’ opposition to waive intellectual property rights for the highly lucrative vaccines. COVAX’s failure to deliver anywhere close to enough vaccines has led some to wonder if it’s worth the e�ort to fight for the shots, given that the pandemic has so far not devastated Africa as many had initially feared — and has often been the worst in richer nations. That’s a strategy few public health o�cials would endorse. “I think what Africa could do to really shame the world is to stop asking for vaccines,” said Christian Happi, a Nigerian virologist who sat on the scientific advisory board of CEPI. “The vaccines have not arrived, and anyways it may turn out that we don’t need them as much as the West.”

The historic downtown Elk’s Lodge #64, which is listed on the National Register of Historic Places, has been selected as the new addition to the hand-painted Rockford Landmark Ornament Collection for 2021 at J.R. Kortman Center for Design. The building, which stands on the corner of North Main and Jefferson Streets, was built in 1913 and designed by the successful and influential Chicago architect Lawrence. P. Buck. “T he b eaut i f u l a nd enda ngere d downtown Elk’s Club is not only a local landmark, but is is one of America’s treasures,” says Doc Slafkosky, co-owner of J.

R. Kortman. “The building’s architecture is definitely inspired by the Arts and Crafts movement that took place around the turn of the 19th to 20th century.” The Elk’s Club ornament image was based on a painting by Rockford artist Rebecca Dow ning Pelley who was inspired by a 1920’s vintage post card of the building. Also added this year in the Landmark collection is a new edition of Symbol sculpture by Alexander Liberman, “The Rockford “Symbol” in Sinnissippi Park along the river is by far the best selling ornament of all other buildings and places that have been made into ornaments since we started commissioning

them back in 1997,” said Jerry Kortman. “It really has become Rockford’s definitive landmark!” Besides the Elk’s Club and the new Symbol, other ornaments in the collection include the Rockford Armory, which is also a National Landmark along with two different ornaments of the Coronado Performing Arts Center. NEW YORK (AP) — Maggie Gyllenhaal’s Elena Ferrante adaptation “The Lost Daughter” won four Gotham Awards including best feature film at the 31st Gotham Awards, the annual New York independent film celebration that serves as a boozy kickoff to Oscar season. Gyllenhaal won breakthrough director and best screenplay for her directorial debut, and star Olivia Colman shared the award for outstanding lead performance with Frankie Faison, “The Killing of Kenneth Chamberlain,” a drama based on the 2011 police shooting in White Plains, New York. “The Lost Daughter,” a Netflix release, opens in theaters Dec. 17. As one of the first stops in the long march to the Oscars, Monday evening’s Gothams was the first real attempt since the pandemic began to summon all the season’s usual glitz and pomp. Stars including Kristen Stewart, Tessa Thompson and Dakota Johnson walked the red carpet. Inside the crowded banquet hall, attendees were required to provide proof of vaccination and a negative COVID-19 test. Last year’s Gotham Awards (where “Nomadland” won the top award) was held virtually, with winners accepting awards by Zoom and an online poker platform

deployed to digitally sit guests at tables. This year, even with the recent discovery of the omicron variant spooking a film industry still trying to rebound from the pandemic, the Gothams got back to normal – even while tweaking traditions. For the first time, the Gothams were presented without gendered acting categories. While the season’s top award shows – the Oscars, the Emmys, the Tonys – haven’t yet embraced such a move, the Gothams are part of a growing number of awards bodies, including the Grammys and the MTV Film and TV Awards, to ditch “best actor” and “best actress.” Several times during Monday night’s show that was applauded. Ethan Hawke, a co-winner for his performance in the series “The Good Lord Bird,” said he never understood the separate categories in the first place. “True talent shines through the divisions meant to separate us,” said “Billions” actor Asia Kate Dillon, a presenter, who identifies as nonbinary. Other borders seemed to disintegrate at the Gothams, once a more narrow celebration of independent film. Among the series winners was Netflix’s “Squid Game,” the pop-culture sensation that has been watched for more than 2 billion hours, according to the streaming service. At the

Gothams, speeches have often exalted the hard work and sometimes lesser-seen rewards of indie film. “CODA,” the celebrated coming-of-age drama about a hearing daughter in a deaf family, won several awards. Troy Kotsur, the veteran deaf actor who plays the film’s fisherman father, won outstanding supporting performance. Emilia Jones, who stars as the daughter, won breakthrough performer. After an award-winning debut at a virtual Sundance Film Festival, the film’s awards hopes had seemed to lag somewhat after a muted streaming debut on Apple TV+ in August. But the Gothams gave “CODA” a boost. “First off, I’m absolutely handless right now,” Kotsur said through sign language, shaking his hands. Nominees and winners (except for best film) are chosen by juries for the Gothams. In a few categories, they elected multiple winners – like for outstanding lead performance where Colman and Faison both won from a pool of 10 nominees. Other winners included Ryusuke Hamaguchi’s intimate epic “Drive My Car” for best international film and Jonas Poher Rasmussen’s “Flee,” an animated film about an Afghanistan migrant’s life, for best documentary. But the Gothams also trot out a number

of tribute awards, some of them going to a handful of filmmakers and performers expected to play starring roles throughout awards season. Those included honors for Jane Campion, director of “The Power of the Dog”; Stewart for her performance at Princess Diana in “Spencer”; Peter Dinklage for the upcoming “Cyrano”; and the cast of Jeymes Samuel’s Black Western “The Harder They Fall.” Often, the tribute introductions are as dramatic as the acceptance speeches. “Spencer” director Pablo Larrain, alongside Julianne Moore, told Stewart that she changed his life and called her “a miracle of cinema.” “I feel so visible to him,” Stewart said. Dinklage, introduced with exuberance by Hawke (“If he was British, he’d be a knight”), stood aside and went “off-podium” for his speech because, he noted, the lectern was too high for him. “The podium, not me,” he said. “Although...” But Dinklage, who plays Cyrano de Bergerac in the film, spoke warmly about his life in movies and his love of “you tribe of weirdos.” “When it’s good, it’s not precious,” said Dinklage of acting. “It’s work.”

December in Northern Illinois can still provide you with the ability to complete those fall tasks that were delayed. While planting a cover crop or starting seeds in the garden would not work, there are certain tasks that could potentially occur based on the lack of snow cover and mild air temperatures. You may still have the ability to plant garlic. While it should be planted by the end of October, your growing area may not be frozen just yet and have the ability

to plant garlic cloves. Cloves should be planted 3-6 inches down a row and double their height in the soil. You should cover your garlic with 4-6 inches of mulch (straw, shredded leaves). While you are covering your garlic beds, plan to cover your other garden beds. Leaving these exposed to the elements may increase loss of good soil benefits. Adding a mulch layer will help with weed control in the spring and break down into the soil for good benefits. Shredded leaves work well here and could be combined with aged manure/finished compost to

enhance breaking down into the soil. You are a couple of weeks away from pruning your fruit trees. These trees need to enter dormancy in order for you to do any pruning. As a reminder, your goal is to remove between 30-40% of the tree limbs each year. Depending on the age and height of the tree, this may be a lot or very little. With pruning, the goal is to help the tree produce better quality of fruit which is enhanced when you are pruning the fruit trees in a certain shape. For apples-pears, you are looking to create a Christmas tree type shape

with a central leader while stone fruit (peach, plums, cherry) are best with an open-center. I’ll have more overview on pruning in the next month. This could be a good time to assess your current seed packets as the seed catalogues are coming in the mail for 2022. I already received two of them in the last week. A seed packet you used in 2021 should still be good for 2022. If it’s 3-4 years old, it may be time to purchase new seeds if there is a particular variety you like. We did not expect much progress from COP26 meetings since the countries involved are dealing with COVID and stressed national budgets. After roughly 60 years of collecting data on the dangers of climate change and the calamities occurring in the natural world influenced by accumulations of carbon, the world’s response has yet to reach the level science indicates is needed to curtail its worst impacts. In his book Electrify Saul Gri�th presents an optimist’s playbook for our clean energy future. He suggests an appropriate role for the United States is to implement a model of what would be involved in a cleaner energy future to demonstrate to the global community what is possible to do and how it could be done. It is a solution based on faith in a technological solution. His basic message is to electrify everything to fight climate change while creating millions of new jobs and providing a healthier environment. As many others have suggested Gri�th also calls for an e�ort similar to the mobilization implemented for WWII which established

America’s ability to quickly reorganize its industrial base to provide the essential resources and materials. The analogy to what was done to fight WWII lacks the emotional intensity which drove the war e�ort. To date the existing dramatic impacts of climate change have generated support for addressing the issue but failed to move nations to implement a vigorous response. The heart of the WWII e�ort was the focus on dramatically scaling up needed technologies for the war. Griffith’s climate plan relies on building and installing existing technologies at a scale needed for a successful transition to carbon free sources of energy. With roughly 80% of our energy consumption relying on fossil fuels he suggests we should focus our e�orts on electrifying everything. For households, electric solutions involve rooftop solar, heat pumps and electric vehicles. Purchasing electrically powered appliances would also be integral to a household transition. New fi nancing mechanisms such as climate loans would be needed to spread the cost of the transition and lower upfront costs similar to methods used to purchase cars. The

cost of needed investments could be paid for with the savings from using cheap electrical power. Electrifying everything would necessitate a massive buildup of generation and transmission facilities as demand for electricity would increase by three to four times the existing level. However such an intensive buildup is meeting public resistance which could slow a rapid transition to electrifying everything. A point well taken is the fact that many of our national, state and local policies facilitate reliance on fossil fuels which would require eliminating and rewriting rules to favor zero carbon energy solutions. While desirable, achieving such a change would need the support of an aroused public and political leadership. His optimistic perspective relies on claiming, as Amory Lovins has long claimed, that there is no need to sacrifice any of the existing American lifestyle to implement an energy transition. They have both expressed the potential of cutting American energy consumption by 50% through relying on technological solutions which would eliminate our reliance on fossil fuels. While Gri�th envisions a possible nuclear component

Lovins continuous to portray it as a bad choice. Gri�th indicated he chose an optimistic approach to climate change in the belief that an approach based on sacrifice would not garner su�cient public support. Yet sacrifice including the lives lost and injuries su�ered down to the level of reduced availability of consumer goods for public consumption along with successful recycling programs was integral to the Allies winning WW 11. There are interesting and appealing ideas in Gri�th’s call to electrify everything while providing a pathway toward a far less carbon intensive economy. But while appealing, electrifying everything may not prove su�cient to meeting the environmental, energy, economic and social justice issues adversely impacting the planet and its inhabitants. What we did not see addressed in Gri�th’s book is the amount of fossil fuel energy and other resources needed to build and install a net-zero economy. In our attempts to move toward sustainability we are left to wonder how much additional damage will be inflicted on the biosphere and its inhabitants in the process.
