Application portal opens for new round of Illinois rental assistance $297 million from federal government is available to Illinoisans facing pandemic hardships By Jerry Nowicki

SPRINGFIELD – The application portal is now open for another $297 million of rental assistance for Illinoisans who lost income due to the COVID-19 pandemic. The Illinois Rental Payment Program, or ILRPP, money comes from the federal American Rescue Plan Act signed into law by President Joe Biden in March. It will be administered by the Illinois Housing Development Authority. The application portal is available at illinoishousinghelp.org. To be eligible, a tenant must have an unpaid rent balance on a rental property which is their primary residence. They must have experienced a financial hardship due to the pandemic, have a household income below 80 percent of the Area Median Income and must be an Illinois resident. Proof of citizenship is not required, and assistance is available for renters of state- or federally-subsidized housing. The portal for the latest round of funding

will be open until 11:59 p.m. on Jan. 9. IHDA said it expects that 32,500 households will receive assistance through this round of funding. Approved applicants will receive one-time grants of up to $25,000, paid directly to their landlords on their behalf, and IHDA said it would begin releasing funding by the end of the year. The launch date was pushed back one month from the initial November date announced by Gov. JB Pritzker so that the portal could undergo additional testing. A spokesperson for IHDA said the portal had already received more than 3,000 applications Monday and the department no longer had any concerns about its ability to handle the load after working through technical issues over the past month. Rent owed from June 2020 through April 2022 is eligible for repayment, with renters able to receive up to 15 months of back rent and three months of future rent. If a landlord chooses not to participate in the program, tenants may be able to receive payments directly, according to IHDA. A renter may still apply if they have previously received federal rental assistance, but they cannot cumulatively receive more than 18 months of assistance. IHDA said it would adjust grant amounts for those who have already received partial assistance.

IHDA said it would prioritize households earning less than 50 percent of the area median income and those that have one or more members who have been unemployed for at least 90 days. The latest round of federal rental assistance is the third distributed by the state. More than 62,400 applications were approved and $571 million paid out to renters throughout the state in the previous round. According to IHDA, about 55 percent of approved applications were from households where a member had been unemployed for more than 90 days, and the program provided an average of $9,152 per household. More than $800 million has been distributed by the state for rental assistance since 2020, helping 108,500 Illinoisans with back rent. According to the latest report from the U.S. Treasury outlining distribution of the previous rounds of rental funding, Illinois had distributed over 90 percent of funds received thus far. “The initial round of the Illinois Rental Payment Program highlighted the continued need for assistance as we continue our recovery from this terrible pandemic,” IHDA Executive Director Kristin Faust said in a statement. “As we reopen this vital assistance program to help Illinois families, seniors and the most vulnerable, Gov. Pritzker is continuing to work with (the U.S.) Treasury and our elected officials to advocate for additional funding to ensure no one is forced from their home as a result of COVID-19.” The Illinois Department of Human Services also has rental assistance available, and assistance is also available through a court-based program. IDHS also provides utility and legal assistance, which can be accessed at https://www.illinoisrentalassistance.org/. The state is also preparing to launch a Homeowner Assistance Fund program to distribute federal resources for mortgage assistance in the spring. Information on that program is also available at illinoishousinghelp.org, where those seeking mortgage assistance can sign up for a mailing list for program updates when they are available. AUSTIN, Texas (AP) — The Justice Department sued Texas on Monday over its new redistricting maps, saying the plans discriminate against minority voters, particularly Latinos, who have fueled the state’s population boom. The lawsuit claims the Republicancontrolled state violated part of the Voting Rights Act in drawing new district boundaries for its congressional delegation and state legislature. It’s the Biden Justice Department’s first legal action challenging a state’s maps since states began redrawing their maps this year to account for population changes. The lawsuit notes that most of Texas’ population growth over the past decade came from Black, Latino and Asian people, but alleges that the new maps scatter these voters across districts, diluting their votes and denying them opportunities to choose their representatives. It also argues the maps pack Black and Latino communities into bizarreshaped districts — a Dallas-area one is described as “seahorse” shaped — while preserving seats for white Republicans. “This is not the first time that Texas has acted to minimize the voting rights of its minority citizens,” Associate Attorney General Vanita Gupta said during a news conference with Attorney General Merrick Garland. “Decade after decade, courts have found that Texas has enacted redistricting plans that deliberately dilute the voting strength of Latino and Black voters and that violate the Voting Rights Act.” The litigation comes as Republicans and Democrats jockey for an edge in the once-a-decade redistricting process, which has already reached new levels of gerrymandering. The lawsuit also plays out during a changed legal landscape for redistricting challenges. The U.S. Supreme Court ruled in 2019 that it won’t referee partisan gerrymandering disputes — maps drawn to benefit a political party. A spokeswoman for Texas Gov. Greg Abbott, a Republican, condemned the lawsuit. “It’s no surprise that Democrats in Washington are attacking our state’s
redistricting plans,” Renae Eze said. “We are confident that Texas’ redistricting plans will be upheld by the courts, and our office continues working with the Office of the Attorney General to ensure Texans are represented fairly.” Monday’s lawsuit, filed in the Western District of Texas, cites several congressional districts in which Republicans drew tortured lines to lower the share of Black and Latino voters in their party’s congressional districts. In west Texas’ competitive 23rd District, the map trimmed out areas near El Paso and San Antonio to lower the share of Latino voting-age residents by 9%. In the Dallas area, it pulled Black and Latino residents in the northwest suburbs out of the district of Republican Rep. Beth Van Duyne, who narrowly defeated Candace Valenzuela, a Democratic Black Latina candidate last year. In the Houston area, where the share of the white population is dwindling, the map kept six of 10 House districts as white-majority or plurality districts. Texas has had to defend its maps in court after every redistricting process since the Voting Rights Act took effect in 1965. But this will be the first time since a 2013 U.S. Supreme Court ruling gutted a provision of the Voting Rights Act that had required Texas and other states with a history of racial discrimination to have the Justice Department approve the maps before they went into effect. The case is the second civil rights lawsuit the Biden administration has filed against Texas recently. Last month, it sued to overturn the state’s new voting law, part of a wave of GOP-backed voting changes, claiming the new restrictions would disenfranchise citizens in the state. The lawsuit, and others that civil rights groups and Democrats have previously filed challenging Texas’ maps, may not change things before next year’s election. Redistricting litigation can take several years and the Biden administration case will be heard in the 5th Circuit Court of Appeals, one of the most conservative in the country. It remains illegal for mapmakers to discriminate on the basis of race while drawing legislative lines. Additionally, Section 2 of the Voting Rights Act prohib-
its line-drawers from diluting the voting power of minorities by scattering them among districts and preventing them from choosing their preferred candidates. “The Legislature refused to recognize the state’s growing minority electorate,” the lawsuit alleges. “Although the Texas congressional delegation expanded from 36 to 38 seats, Texas designed the two new seats to have Anglo voting majorities.” The lawsuit notes that Texas’ congressional map was drawn with heavy input from its Republican congressional delegation, which is all white except for one Latino representative. Statehouse Democrats at the time objected strongly to the process and the results. Although the federal lawsuit alleges Black voters are also treated improperly by the map, the bulk of the case centers around the map’s treatment of Latinos. The focus on Latinos could complicate the case. To prove that Latinos were denied their choice, the government has to prove that they vote as a bloc, and not in line with the majority of the voters in the district. While most Latinos in Texas vote Democratic, many have shifted to Republicans recently, with President Donald Trump gaining ground in 2020. “That does complicate the narrative,” said Josh Blackman, a law professor at the South Texas College of Law in Houston, noting that the Voting Rights Act claim depends on the group voting as a bloc. Michael Li, senior counsel at the Brennan Center for Justice in New York, said the legal analysis should consider Latino voting patterns over several elections, not just in 2020. He said he expects Republicans to argue they are only being partisan, now that the Supreme Court has appeared to greenlight that behavior in redistricting. “Texas drew a really aggressive map this decade,” Li said. “One of the most aggressive maps we have seen so far this cycle and one that heavily targets communities of color.” Former Rep. Beto O’Rourke, a Democrat who is challenging Gov. Abbott next year, tweeted, “Texas leaders would rather gerrymander election maps and hand pick their own voters than earn their place in power by listening and responding to the needs of Texans.”

Bob Dole, a man of war, power, zingers and denied ambition By Connie Cass and Calvin Woodward Associated Press
WASHINGTON (AP) — Bob Dole willed himself to walk again after paralyzing war wounds, ran for Congress with a right arm too damaged to shake hands, and rose through the Senate ranks to become a long-serving Republican leader and tough and tireless champion of his party. He embodied flinty determination to succeed. Yet Dole, who died Sunday at age 98, was most famous for the times he came up short. He was the vice presidential running mate in President Gerald Ford’s post-Watergate loss and he sought the presidency himself three times. He came closest in his final race, securing the 1996 Republican nomination only to be steamrolled by President Bill Clinton’s reelection machine. Dole later said he had come to appreciate the defeats as well as the victories: “They are parts of the same picture — the picture of a full life.” Representing Kansas in Congress for nearly 36 years, Dole was known on Capitol Hill as a shrewd and pragmatic legislator, trusted to broker compromises across party lines. He wielded tremendous influence on tax policy, farm and nutrition programs, and rights for the disabled. Colleagues also admired his deadpan wit. Dole wasn’t a big talker; he was most comfortable communicating through a string of zingers and pointed asides. Those qualities rarely came across on the national political stage, however. Early on, Democrats dubbed him the GOP’s “hatchet man,” and Dole seemed born to play the part. His voice was gravelly, his face stony, his delivery prairie-flat, even when delivering a quip. He could seem hard-bitten, or bitter, or just plain mean when he lashed out at political opponents. With each presidential quest Dole tried anew to soften his public persona. He could never pull it off — at least, not until he was out of politics for good. Just three days after his final race ended in a resounding loss, Dole was cutting up with comedian David Letterman on late-night TV. Letterman greeted him with a cheeky, “Bob, what have you been doing lately?” “A pp a r ent ly not enoug h,” D ole answered with a grin. The newly chipper Dole parodied himself on “Saturday Night Live,” wrote
two collections of political humor and made a surprising commercial for the anti-impotence drug Viagra, at a time when sexual troubles weren’t so openly discussed. Dole later said people were always coming up to tell him they would have voted for him in 1996, if only he had been so free and funny in his presidential campaign. But he felt voters preferred gravitas and restraint in their politicians. “You’ve got to be very careful with humor,” he said. “It’s got to be self-deprecating or it can be terminal, fatal, if you’re out there just slashing away at someone else, and I’ve sort of learned that over the years.” Out of office, Dole remained dedicated to helping disabled veterans and honoring the fallen. He was a driving force in getting the World War II Memorial built on the National Mall. Into his 90s, Dole still showed up regularly on Saturdays to greet veterans at the memorial. In September 2017, Congress voted to award Dole its highest expression of appreciation for distinguished contributions to the nation, a Congressional Gold Medal. In 2019, it promoted him from Army captain to colonel. His announcement in February 2021 that he’d been diagnosed with stage 4 lung cancer prompted an outpouring of sympathy, prayers and well-wishes from across the political spectrum. President Joe Biden visited Dole’s home at the storied Watergate complex soon after Dole’s dire diagnosis; the White House said they were close friends. Dole was born July 22, 1923, in Russell, Kansas, a small farming and oil community. His father managed a cream and egg business and sold bootleg whiskey during Prohibition. The family of six struggled through the Depression and Dust Bowl years. They were so broke they moved into their basement and rented out the rest of the home. In 1943, Dole, a 6-foot-2 Kansas University basketball player with dreams of becoming a doctor, left for the war. Army 2nd Lt. Dole was leading an assault against a German machine gun nest in Italy when enemy fire tore through his spine and right arm. He nearly died, and spent three years enduring multiple operations and painful physical therapy. Dole had to relearn how to walk and bathe and write, this time with an awkward left-hand scrawl. He never recovered use of his right hand and arm or the feeling in his left
thumb and forefinger, making it difficult to button a shirt or cut his meat. Still, Dole earned a law degree from Washburn University in Topeka, Kansas, in 1952. To avoid embarrassing those trying to shake his right hand, he clutched a pen in it, and reached out with his left. “I do try harder,” he once said. “If I didn’t I’d be sitting in a rest home, in a rocker, drawing disability.” That was unquestionably part of his motivation for persuading Congress to enshrine protections against discrimination against disabled people in employment, education and public services. Today, accessible government offices and national parks, sidewalk ramps and the sign-language interpreters at official local events are just some of the more visible hallmarks of his legacy and that of the fellow lawmakers he rounded up for that civil rights legislation 30 years ago. Dole became a Kansas legislator and county attorney, won a U.S. House seat in 1960 and moved into the Senate in 1968. His mentor, President Richard Nixon, would send Dole to the Senate floor to assail Vietnam War critics and other senators at odds with the White House. Nixon rewarded him with a stint as chairman of the Republican National Committee, including the period of the Watergate break-in that destroyed Nixon’s presidency. Dole, cleared of any involvement, liked to quip, “I was off that night.” He would later size up the disgraced Nixon by branding ex-presidents Jimmy Carter, Ford and Nixon, in turn, “See No Evil, Hear No Evil ... and Evil.” Dole’s aggressiveness won him his first big break in national politics. Ford chose Dole as a running mate who could fire off verbal attacks while the president kept to the high ground. Dole took on the mission with perhaps too much zeal. He shocked viewers of the nation’s first-ever vice presidential debate by pronouncing all the wars of the 20th century “Democrat wars” that had killed or wounded enough Americans to populate Detroit. Dole later said he regretted making a remark that offended so many and didn’t reflect his own views as a veteran. In that campaign, Dole said, “I was supposed to go for the jugular. And I did — my own.” In the Senate, Dole began to see the value of forging alliances with Democrats, and it became a lifelong habit. He teamed with Democrats to uphold civil rights, expand
food stamps, shore up Social Security and create the Martin Luther King Jr. federal holiday as well as to pass the Americans with Disabilities Act. As Senate Finance Committee chairman, Dole won praise for his handling of a 1982 tax bill that raised revenue to ease the budget deficit. Some fellow Republicans were appalled by higher taxes, however. Rep. Newt Gingrich, R-Ga., called him “the tax collector for the welfare state.” Dole didn’t think much of Gingrich at the time. “He’s just difficult to work with,” he said. “It’s either Newt’s way or the highway. He’s got a lot of ideas. Some of them are good; not many.” Nevertheless, Republicans made Dole majority leader in 1984, and he held his party’s top Senate post for more than 11 years, a record until Kentucky’s Mitch McConnell broke it in 2018. Dole’s 1980 bid for the presidency was short-lived. In the 1988 primaries, he won the Iowa caucuses before losing to George H.W. Bush in New Hampshire, where Dole glared into a TV camera and snapped that Bush should “stop lying about my record.” Stung by the defeat, he nevertheless used it to poke fun at himself. “The day after New Hampshire, I went home and slept like a baby,” he said. “Every two hours I woke up and cried.” By the time he finally got his turn in 1996, Dole was 73, making him then the oldest first-time nominee — running against one of the youngest presidents. Dole tried to turn the 23-year age difference to his advantage, portraying himself as a soldier of the Greatest Generation pitted against an undisciplined baby boomer who avoided serving in Vietnam. But he couldn’t overcome a pronounced charisma gap with Clinton. Clinton won 31 states, Dole 19. Dole’s first marriage, to an occupational therapist, Phyllis Holden, whom he met while recovering from war wounds, ended in divorce in 1972. They had one daughter, Robin. In 1975 he married Elizabeth Hanford, a Nixon appointee who later became a senator with her own presidential ambitions. The match endured. In 2014, asked what he hoped his legacy would be, Dole spoke of hard work for the people of Kansas, and couldn’t resist mixing in a quip. “That I lived to be 200,” said Dole, then age 91. “Or at least 100. China says US diplomatic boycott violates Olympic spirit ASSOCIATED PRESS BEIJING (AP) — China accused the United States of violating the Olympic spirit on Tuesday after the Biden administration announced a diplomatic boycott of the Beijing Winter Games over human rights concerns. Rights groups have pushed for a fullblown boycott of the Games, accusing China of rights abuses against ethnic minorities. The U.S. decision falls short of those calls but comes at an exceptionally turbulent time for relations between the powerhouse nations and was met with a barrage of criticism from China. The U.S. is attempting to interfere with the Beijing Games “out of ideological prejudice and based on lies and rumors,” Foreign Ministry spokesperson Zhao Lijian told reporters. The boycott “seriously violates the principle of political neutrality of sports established by the Olympic Charter and

runs counter to the Olympic motto ‘more united,’” Zhao said. As he did the previous day, Zhao vowed that China would respond with “resolute countermeasures” but o�ered no details. “The U.S. will pay a price for its practices. On Monday, White House press secretary Jen Psaki told reporters that the Biden administration will fully support U.S. athletes competing at the Games but won’t dispatch diplomats or o�cials to attend. Psaki said the U.S. has a “fundamental commitment to promoting human rights” and that it “will not be contributing to the fanfare of the Games.” The diplomatic boycott comes as the U.S. attempts to thread the needle between stabilizing di�cult relations with Beijing and maintaining a tough stance on trade and political conflicts. The U.S. has accused China of human rights abuses against Muslim Uyghurs in northwest Xinjiang

province, suppressing democratic movements in Hong Kong, committing military aggression against the self-ruled island of Taiwan and more. Other major countries have yet to say if they will follow the American lead. Beijing has denounced U.S. criticisms and punitive sanctions as interference in its internal a�airs and slapped visa bans on American politicians it regards as anti-China. Zhao warned the U.S. to “stop politicizing sports” and cease what he said were actions undermining the Beijing Winter Olympics, “otherwise it will undermine the dialogue and cooperation between the two countries in a series of important areas and international issues.” The Chinese Embassy in Washington dismissed the move as posturing in a tweet. “In fact, no one would care about whether these people come or not, and it has no impact whatsoever on the #Beijing2022 to be successfully held,” the embassy said. China’s mission to the United Nations called the boycott a “self-directed political farce.” Even the ruling Communist Party’s notoriously opaque Central Commission for Discipline Inspection issued a response in the form of a lengthy screed on its website entitled “The Spirit of the Olympic Charter Cannot be Tarnished.” “Some Western anti-China politicians” have shown a “defensive Cold War mentality aimed at politicizing sport,” the article said, calling that a “clear violation of the Olympic spirit and a challenge to all people who love the Olympic movement.” People on the streets of Beijing were overall dismissive of the U.S. move. “I don’t think it matters at all if they would come or not. The Olympic Games are not about one country or a couple of countries,” said co�ee shop employee Deng Tao. “Such remarks from someone we never invited are simply a farce. And I don’t think it will have much impact on the holding of the Winter Olympics,” Lu Xiaolei, who works in trade. It wasn’t clear which o�cials the U.S. might have sent to Beijing for the Games and Zhao said Monday that no invitation had been extended by China. Amid the calls for a boycott, Japanese Prime Minister Fumio Kishida said Tuesday that the country would make its own decision “from the perspective of national interests, taking into consideration the significance of the Olympic Games and the significance of Japan’s diplomacy.”
Japanese Chief Cabinet Secretary Hirokazu Matsuno said a decision on o�cials attending would be made “at an appropriate time.” “In any case, Japan hopes that the Beijing Winter Games will be held as a celebration of peace in line with the principles of the Olympic and Paralympic Games,” Matsuno said. South Korean Foreign Ministry spokesperson Choi Young-sam declined to comment on the U.S. decision and said the ministry had not received any request from its ally not to send o�cials. South Korea hopes the Beijing Olympics will “contribute to peace and prosperity in Northeast Asia and the world and help improve relations between South and North Korea,” Choi said. New Zealand said Tuesday it won’t be attending the games at a diplomatic level, but that it made the decision earlier due mostly to pandemic travel restrictions. The country told China in October about its plans not to send government ministers, Deputy Prime Minister Grant Robertson said. “But we’ve made clear to China on numerous occasions our concerns about human rights issues,” Robertson said. Australia, whose relations with China have grown increasingly tense, has yet to say whether it will send dignitaries. The dispatching of high-level delegations to each Olympics has long been a tradition among the U.S. and other leading nations. Then-President George W. Bush attended the opening of the 2008 Beijing Olympic Summer Games. First lady Jill Biden led the American contingent to the Summer Olympics in Tokyo this year and second gentleman Doug Emho� led a delegation to the Paralympic Games.

Biden to warn Putin of economic pain if he invades Ukraine BY AAMER MADHANI AND DASHA LITVINOVA ASSOCIATED PRESS
WASHINGTON (AP) — President Joe Biden is ready to warn Vladimir Putin during a video call Tuesday that Russia will face economy-jarring sanctions if it invades neighboring Ukraine as Biden seeks a diplomatic solution to deal with the tens of thousands of Russian troops massed near the Ukraine border. Biden aims to make clear that his administration stands ready to take actions against the Kremlin that would exact “a very real cost” on the Russian economy, according to White House o�cials. Putin, for his part, is expected to demand guarantees from Biden that the NATO military alliance will never expand to include Ukraine, which has long sought membership. That’s a non-starter for the Americans and their NATO allies. “We’ve consulted significantly with our allies and believe we have a path forward that would impose significant and severe harm on the Russian economy,” White House press secretary Jen Psaki said Monday in previewing the meeting. “You can call that a threat. You can call that a fact. You can call that preparation. You can call it whatever you want to call it.” The leader-to-leader conversation — Biden speaking from the Situation Room, Putin from his residence in Sochi — is expected to be one of the toughest of Biden’s presidency and comes at a perilous time. U.S. intelligence o�cials have determined that Russia has massed 70,000 troops near the Ukraine border and has made preparations for a possible invasion early next year. In a statement released just hours before the leaders’ video call, Ukrainian authorities charged that Russia is sending tanks and snipers to war-torn eastern Ukraine to “provoke return fire.” Ukraine’s Defense Ministry alleged that Russia is holding “training camps under the leadership of regular servicemen of the Russian Armed Forces.” The Kremlin hasn’t commented on the allegations. The U.S. has not determined whether Putin has made a final decision to invade. Still, Biden intends to make clear to the Russian leader that there will be a “very real cost” should Russia proceed with military action, according to a senior administration o�cial who briefed reporters on the condition of anonymity. Biden was vice president in 2014 when Russian troops marched into the Black Sea peninsula of Crimea and annexed the territory from Ukraine. Aides say the Crimea episode — one of the darker moments for
former President Barack Obama on the international stage — looms large as Biden looks at the current smoldering crisis. The eastward expansion of NATO has from the start been a bone of contention not just with Moscow but also in Washington. In 1996, when President Bill Clinton’s national security team debated the timing of membership invitations to former Soviet allies Poland, Hungary and the Czech Republic, Defense Secretary William Perry urged delay to keep Russian relations on track. Perry wrote in his memoir that when he lost the internal debate he considered resigning. Poland, Hungary and the Czech Republic were formally invited in 1997 and joined in 1999. They were followed in 2004 by Bulgaria, Romania, Slovakia, Slovenia and the former Soviet states of Estonia, Latvia and Lithuania. Since then, Albania, Croatia, Montenegro and North Macedonia have joined, bringing NATO’s total to 30 nations. A key principle of the NATO alliance is that membership is open to any qualifying country. And no outsider has membership veto power. While there’s little prospect that Ukraine would be invited into the alliance anytime soon, the U.S. and its allies won’t rule it out. In Washington, Republicans are framing this moment as a key test of Biden’s leadership on the global stage. Biden vowed as a candidate to reassert American leadership after President Donald Trump’s emphasis on an “America first” foreign policy. But Biden has faced fierce criticism from Republicans who say that he’s been ine�ective in slowing Iran’s march toward becoming a nuclear power and that the Biden administration has done too little to counter autocratic leaders like China’s Xi Jinping, Iran’s Ayatollah Ali Khamenei and Putin. “Fellow authoritarians in Beijing and Tehran will be watching how the free world responds,” said Senate Minority Leader Mitch McConnell. “And President Biden has an opportunity to set the tone when he speaks with Putin.” Trump, who showed unusual deference to Putin during his presidency, said in a Newsmax interview on Monday that the Biden-Putin conversation would not be a “fair match,” describing it as tantamount to the six-time Super Bowl champion New England Patriots facing a high school football team. Ahead of the Putin call, Biden on Monday spoke with leaders of the United Kingdom, France, Germany and Italy to coordinate messaging and potential sanctions. The White House said in a statement that
the leaders called on Russia to “de-escalate tensions” and agreed that diplomacy “is the only way forward to resolve the conflict.” Ahead of the Biden-Putin faceoff, Secretary of State Antony Blinken on Monday spoke with Ukrainian President Volodymyr Zelenskyy. Zelenskyy wrote on Twitter that he and Blinken “agreed to continue joint & concerted action” and expressed his gratitude for the U.S. and allies providing “continued support of our sovereignty & territorial integrity.” Biden is expected to speak with Zelenskyy later this week. State Department spokesman Ned Price said that Blinken “reiterated the United States’ unwavering support for Ukraine’s sovereignty, independence, and territorial integrity in the face of Russian aggression.” The Kremlin has made clear that Putin planned to seek binding guarantees from Biden precluding NATO’s expansion to Ukraine. Biden and aides have indicated no such guarantee is likely, with the president saying he “won’t accept anyone’s red line.” Psaki stressed “NATO member countries decide who is a member of NATO, not Russia. And that is how the process has always been and how it will proceed.” Still, Putin sees this as a moment to readjust the power dynamic of the U.S.Russia relationship. “It is about fundamental principles established 30 years ago for the relations between Russia and the West,” said Fyodor

So, it’s impossible to come to an agreement just like that.” Beyond Ukraine, there are plenty of other thorny issues on the table, including cyberattacks and human rights. Kremlin spokesman Dmitry Peskov said U.S.Russian relations are overall in “a rather dire state.” Both the White House and the Kremlin sought in advance to lower expectations for the call. Both sides said they didn’t expect any breakthroughs on Ukraine or the other issues up for discussion, but that just the conversation itself will be progress. Kremlin spokesperson Dmitry Peskov told reporters Tuesday that “obviously, if the two presidents decided to have a conversation, they intend to discuss issues and don’t mean to bring matters to a dead end.” “Putin has repeatedly said that we look for good, predictable relations with the U.S.,” Peskov said. “Russia has never planned to attack anyone. But we have our own concerns, our own red lines — the president spoke clearly about that. To that, Mr. Biden responded that he doesn’t intend to accept any red lines. This issue will be discussed (during the call) as well.” Peskov characterized the Biden-Putin call as a “working conversation during a very di�cult period,” when “escalation of tensions in Europe is o� the scale, extraordinary.”

CHICAGO (AP) — Outside the courtroom where former “Empire” actor Jussie Smollett is fighting charges accusing him of lying to Chicago police about being the victim of an anti-gay, racist attack, his publicist has introduced a roster of supporters to the assembled TV cameras. The daily turns at the microphone are part of a broader strategy underway since Smollett’s trial started at the Chicago courthouse roughly one week ago: trying to ensure the 39-year-old emerges from this scandal and legal troubles with his reputation and career intact, or at least having suffered as little damage as possible, whatever the outcome. The charges against Smollett — six counts of disorderly conduct for lying to police about the January 2019 attack — are low-level felonies and carry a possible sentence of three years in prison. Legal experts say if convicted he would most likely get probation and be ordered to perform community service. The impact on his livelihood could be far more serious. Taking the witness stand Monday, Smollett testified that “ I’ve lost my livelihood.” His media relations team, which is led by a former Chicago TV reporter, released a statement to The Associated Press from family friend Fania Davis, who said Smollett already has lost income and “many professional opportunities” due to a “character assassination and disinformation campaign” by Chicago police. “This is an injury to his personal reputation, to his career and his soul,” said Davis, whose sister is civil rights activist Angela Davis. “He could easily have copped a plea, with a slap on the wrist and then moved on with his life. But he chose instead to stand up to injustice.” Publicist Danny Deraney, who works with entertainment figures and often takes on crisis PR clients but is not working with Smollett, said the performer will be hurt in any attempt to return to his career because he was far from a household name before, and so many learned his identity because of the alleged attack and charges against him. “Nobody really knew who he was, unless you watched the show,” Deraney said. “For the time being, I don’t see any other way of people seeing him and not knowing him for this.” The atypical accusations, the absurdity of his alleged crime and his tendency to be fodder for comedians may hurt him more than accusations, even of serious crimes. “Being in the public eye as far as being on television or film or whatever it is, that’s going to be hard for him. I don’t think people are going to take him seriously,” Deraney said. “People who become the butt of jokes, of doing things as ridiculous and absurd as what allegedly happened, have a harder time working.” Some of the Smollett strategy is play-
ing out in the court proceedings, where Smollett testified he was a victim of a hate crime after two brothers said the actor recruited them to carry out the attack on him so he could publicize it via social media. Police testified they were able to corroborate the siblings’ accounts. Smollett’s defense attorneys have argued that the brothers committed the attack because they are homophobic and don’t like Smollett, who is gay. They say the men told police it was all staged by the actor so they could shake him down for $1 million each to not testify. Smollett’s legal team also has said Judge James Linn is biased against them, at one point asking for a mistrial — which Linn denied — after he cut off her questioning of one of the brothers about homophobic language he used, calling it “collateral” material. A defense attorney also claimed Linn “lunged” at her — all of which they could use as grounds for appeal if Smollett is convicted, and to argue in the court of public opinion that the legal system unfairly wronged him. And separate from the trial, Smollett’s team and his family — which includes five siblings, most of whom are also actors and a mother who was active in fighting for civil rights — have been promoting both the man and his talents. On the first day of his trial, Smollett learned that a film he wrote, directed and produced, “B-Boy Blues,” won the “fan favorite narrative feature” award in the American Black Film Festival Awards. His publicist blasted the news out to journalists, along with a link to a 2016 New York Times article about the Smollett family’s acting chops and activism — supporting causes like HIV/AIDS and the Black Lives Matter movement — and a letter of support from activist and artists,
including Davis and Danny Glover. On Monday, his team sent out a photograph of Smollett and his family meeting with civil rights leader the Rev. Jesse Jackson over the weekend. Early in his acting career, Smollett starred along with his brothers and sisters in the TV series “On Our Own,” about a group of orphaned siblings, that aired for one season. He had other roles in TV and movies, including playing Langston Hughes in “Marshall,” about Thurgood Marshall, the first Black Supreme Court justice. His biggest role was on “Empire,” a musical drama about an entertainment company that was filmed in Chicago. Smollett starred on the program for four years starting in 2015. Producers renewed his contract for the sixth and final season in 2019, but he never appeared in an episode. Deraney said it can be difficult to predict who will be accepted back into public life. A supportive family in the entertainment industry like Smollett has – sister Jurnee’s acting career is thriving – might not be a huge career advantage initially, but if they get into prominent positions and can hire him for roles, it might. “If you’ve got people behind you that are financially secure, This whole industry is built on nepotism, it’s all about who you know. If his family stands behind him, that’s going to be fine for him,” Deraney said. Fania Davis said in her statement to AP that Smollett comes from “a family of justice warriors” like her family and her sister’s family. “We are very proud that even in this difficult period, Jussie has persevered and created art at the highest level and we are confident he will continue to do so,” she said.

Growing fruit trees indoors BY GRANT MCCARTY CONTRIBUTOR
Depending on your growing space, you may think that you cannot grow fruit trees. This is especially true for apple, peach, and cherry trees which need to be grown outdoors. However, there are some fruit trees that can thrive indoors when given the right amount of space, sunlight, and other growing conditions. Citrus is the most common indoor fruit trees in our region. I know many homeowners that will grow these and have had great success with them. Varieties include ‘Calamondin’ Orange, ‘Satsuma’
Orange, ‘Ponderosa’ Lemon, ‘Meyer’ Lemon, Ka�r Lime, and Kumquats. What is unique about these varieties is that they are dwarf and self-pollinating in which pollinators are not needed. Fig trees can be grow indoors too. ‘Chicago Hardy’ and ‘Brown Turkey’ are two varieties you will find. Unlike a dwarf citrus that tends to grow to a height of 3-4 feet, a fig tree can reach 5-6 feet and taller. I have a 5 year old ‘Chicago Hardy’ that grows in a container. I keep it outdoors in the summer and bring it indoors in the fall. Online retailers and certain home and garden centers will have indoor fruit trees
for sale. These will be grown in containers with a diameter of 10-14 inches. A good container depth is more than 2 ft. Choose a container that you can move outdoors during the summer. Your choice of potting mix is crucial. Most fruit trees will do well with a citrus/cacti mix that is commonly found in the houseplant section at home and garden centers. This mixture allows for proper drainage. When bringing your fruit tree indoors during the fall and winter, you may need to supplement with artificial lighting. Fig trees can tolerate a sunny window with 4-6 hours of sunlight whereas a citrus
tree will need 10-12 hours and greatly benefit with additional lighting. This lighting can be either fluorescent or LED. Place your fruit trees in areas that stay relatively warm, above 65 F. This will ensure that they continue to thrive during the fall and winter. Your trees will need to be watered fairly regularly. I find that my fig tree needs more water than my citrus tree when indoors and tend to water every other day. Add some compost every couple of months. In order to meet the Paris Accord goal of limiting global temperature to 1.5°C or 2.7°F. carbon emissions would need to be cut in half by 2030. Carbon sequestering may need to be widely deployed to reach that goal. A few projects have been initiated but doubts remain regarding their e�ectiveness, a�ordability and long term stability. Some existing proposals include moving carbon emissions from ethanol plants and compressing them into liquids to be buried deep underground in abandoned oil and gas wells. Even if feasible they raise doubts about their climate impacts. For example, corn ethanol as a vehicle fuel supplement is well established. The issue is that roughly the same amount of energy is used to make it as is produced from burning it as a fuel. Capturing carbon emissions from ethanol plants, liquifying and shipping them via a new pipeline and forcing the liquid underground will consume additional energy. There are some risks involved in underground storage which advocates of carbon storage downplay. The basic questions regarding safety is whether earthquakes, drinking water contamination or carbon
releases from well storage will occur. Monitoring the wells will be an important safety responsibility. The firms involved have assured the public this will be provided but skeptics point out that such promises are not always fulfilled. Two carbon capture pipelines are being proposed in Iowa. The Heartland Greenway project involves a 1,300 mile pipeline network which would collect carbon dioxide from ethanol plants in Iowa, Nebraska, South Dakota. Minnesota and Illinois. The captured carbon emissions would be liquified and shipped via pipeline to an underground storage site in Illinois. As many as 30 other carbon capture and storage facilities are planned for the United States and other places around the world according to a pamphlet describing the Heartland Greenway project. A second project, the Midwest Carbon Express, involves a 2000 mile pipeline capturing carbon emissions in Iowa, Nebraska, South Dakota, Minnesota and North Dakota to push down abandoned wells in North Dakota. Both of the proposed projects are expected to raise the value of ethanol which benefits farmers who sell the corn while cutting carbon emissions and cleaning the air. Some farmers have expressed concerns
that the projects could include seizing their land at a court determined price if they fail to accept a financial o�er to use their land for the pipeline. These projects as well as other carbon sequestering projects are expected to use federal tax credits to subsidize their costs. Other industries seek federal funding to subsidize their plans for sequestering carbon. An article in DeSmog.com points out that the fossil fuel industry is pushing the U.S. government to support its e�orts to capture carbon emissions. The projects are described by the industry as “carbon management” strategies. Critics have raised concerns regarding the consequences of such e�orts. Earlier carbon capture and storage projects, CCSs, designed to capture carbon dioxide from power plants or industrial sources were not successful. Seven large scale CCS projects at U.S. power plants subsidized by the federal government were either cancelled or ended due to financial or mechanical problems. Several successful carbon capture projects in the United States and other places pump the captured emissions down into oil wells to increase production from declining wells. Direct capture of carbon emissions from the air requires a substantial amount of energy. A study from the National
Academies of Sciences indicates widespread direct air capture of carbon could consume nearly as much electricity as was produced in the United States in 2020. Given the costly and unproven technologies involved in carbon capture and storage, an article in DeSmog calls for an increased reliance on proven, low cost approaches to sequestering carbon using biological methods. Improved management of existing forests and urban trees could increase their carbon storage capacity by 70%. Sequestering carbon dioxide by biological methods could cut soil erosion, air pollution and urban heat. Such e�orts also increase biodiversity and protect watersheds. Even if carbon storage is helpful in any format an immediate transition away from fossil fuels remains. E�orts to extend their use by “carbon management” is seen as delaying the essential abandonment of fossil fuels. Nicholas Kusnetz, in an article in Inside Climate News, indicates that fossil fuel interests and other polluters could receive tens of billions of dollars from federal tax credits for removing carbon dioxide from their operations. The House recently passed legislation with tax breaks and the legislation will move on to the Senate for its consideration

December 2, World Nuclear Energy Day December 2 marked the celebration of the second anniversary of “World Nuclear Energy Day.” This day we should be thankful for the abundant clean electrical energy that the harnessing of splitting of the atom in controlled fission reactions has given us. I am grateful that our state legislature
saw fit to keep two of our nuclear power plants in operation. To have replaced their 24/7/365 clean energy with natural gas or even worse, coal-fueled power would only exacerbate our eminent crisis of global warming. There is insufficient wind and solar power available to replace nuclear power,
and neither can be counted on 24/7/365 even if vast areas of land and our skies were devoted to their implementation. It gets dark every night and the wind doesn’t always blow - and sometimes it is both cloudy and calm for days. That’s not what we need. We need more, not less, safe, clean, reliable nuclear power.
Our future depends on abundant cheap electrical power for a carbon emissions free economy. It can be entirely nuclear/fission powered - generating jobs, reducing our impact on the climate and converting the world to an all-electric future.
