SPRINGFIELD – As infection rates and hospitalizations from COVID-19 continued to level off during the first week of December, death tolls continued to rise, prompting Gov. JB Pritzker to warn Monday that Illinois is not yet out of the danger zone and that the next four weeks could be the most crucial of the pandemic. “In other words, the surge on top of a surge that national experts have said might define the holiday season is still the focus of our attention,” Pritzker said at his daily COVID-19 briefing in Chicago. During the first seven days of December, according to Illinois Department of Public Health data, the state recorded an average of just under 10,000 new cases and 153 virus-related deaths each day, bringing the statewide totals since the pandemic began to 796,264 confirmed and probable cases and 13,343 fatalities. Those fatalities included 372 individuals who had died since Friday afternoon. Saturday, Dec. 5, saw 208 virus-related deaths alone, the second-highest singleday number since the pandemic began. Although the daily number of new cases remained high during the week, the overall case positivity rate – new cases as a percentage of tests performed – remained relatively stable. As of Monday, the sevenday rolling average positivity rate stood at 10.3 percent, marking the 15th consecutive day it stayed below 11 percent.
“So far, we haven’t seen our positivity rates start to creep back up, which is a good sign,” Pritzker said. “But we also haven’t seen it substantially fall – not a good sign. It may be that our mitigations are working to offset the expected surge in cases. But we won’t know that for sure, for at least two more weeks.” Hospitalization rates, however, continued to fall for the second straight week. From Nov. 30, through Dec. 6, the average daily hospitalization count from COVID-19 stood at 5,484, down 7.7 percent from the week before, and down 9.5 percent from the period ending Nov. 23. At the end of Sunday, there were 5,190 people hospitalized with COVID-19 in Illinois, an increase of 30 from the day prior. There were 1,123 intensive care beds in use by COVID-19 patients as of Sunday, an increase of 20 from the day prior. That left 21.1 percent of ICU beds open statewide, while the seven-day average for ICU bed usage stood at 1,153. That was a decrease of 4.6 percent, or 56, from the prior seven-day period. It’s the first time since mid-September the average decreased on a weekly basis. COVID-19 patients occupied 648 ventilators as of Sunday, an increase of five from the day prior. The seven-day average for ventilator use stood at 688 as of Sunday, a decrease of 11, or 1.6 percent, from the previous seven-day period. COVID-19 hospitalization rates, however, still remained 14 percent higher than the peak of the first wave of the pandemic in April and May, Pritzker said. According to IDPH data, as of Sunday only 28 percent of the state’s staffed hospital beds remained available, and Pritzker warned that another
surge in cases could stretch the state’s hospital resources to their limits. Monday marked the 18th day since the Tier 3 mitigations took effect in Illinois, which include closing bars and restaurants to indoor service and limiting the size of public gatherings, both indoors and outdoors, as well as the cancelation of many recreational activities. But Monday was also just the 10th day since Thanksgiving, when many people throughout the country ignored public health warnings by traveling to visit friends and families in large gatherings. Pritzker said he was hopeful that the improving trend lines would continue. “But to be clear, the numbers still have a long way to go to move away from what could reasonably be called the danger zone,” he added. Heading into the December holiday season, both Pritzker and IDPH Director Dr. Ngozi Ezike urged Illinoisans to celebrate in smaller, more intimate groups to reduce the spread of the disease. Although the U.S. Food and Drug Administration is expected to grant Emergency Use Authorization to COVID-19 vaccines in the coming days, Pritzker said it could be a number of months before most people in Illinois have access to them. US regulators post positive review of Pfizer vaccine data BY LAURAN NEERGAARD AND MATTHEW PERRONE ASSOCIATED PRESS
WASHINGTON (AP) – Documents released by U.S. regulators Tuesday confirmed that Pfizer’s vaccine was strongly protective against COVID-19 and appeared safe -- o�ering the world’s first detailed look at the evidence behind the shots. The positive review from the Food and Drug Administration sets the stage for a decision allowing the vaccine’s initial use within days. FDA regulators posted their analysis online even as across the Atlantic, Britain began vaccinating its oldest citizens with the shots, which were co-developed with BioNTech. But the U.S. judges experimental vaccines in a unique way: On Thursday, the FDA will convene what’s essentially a science court that will debate -- in public and livestreamed -- just how strong the data backing the shots really is. That public vetting is considered key to bolstering confidence in the shots ahead of what’s expected to be the largest vaccination e�ort in U.S. history. A panel of independent scientists will pick apart the FDA’s first-pass review before recommending whether the vaccine appears safe and e�ective enough for millions of Americans. The FDA typically follows the committee’s advice and if it gives the green light, the first recipients would be health care workers and nursing home residents, according to plans laid out by each state. Pfizer CEO Albert Bourla declined to predict how quickly FDA might issue a decision. “They need to take as much time as they need to feel comfortable. It’s very important for the trust of the vaccine from the people,” he said at a news conference in Geneva. It’s one of several vaccines in the pipeline being tested in the hope of ending the pandemic. The FDA later this month will consider a COVID-19 vaccine by Moderna and the National Institutes of Health. P f i z e r a nd it s G e r m a n p a r t ne r BioNTech previously reported the shots appeared 95% e�ective at preventing mild to severe COVID-19 disease in a large, ongoing study. That’s based on the first 170 infections detected. Only eight of the infections were among volunteers given the real vaccine while the rest had received a dummy shot. FDA’s reviewers agreed that the shots were strongly protective. And of special concern, they worked about as well in older adults, too, the agency confirmed.
Among volunteers over age 55, there were three cases of COVID-19 infection who were vaccinated and 48 among placebo recipients. Five of the cases were among people 75 or older, and all had received the dummy shots. While FDA noted that protection begins to appear two weeks after the first dose, full protection wasn’t calculated until after the second dose. No one yet knows how long that protection lasts, something the still unfinished study eventually will need to answer. “We’re looking at the best possible data,” Dr. Paul O�t of Children’s Hospital of Philadelphia and an FDA adviser recently cautioned. “People worr y, reasonably, how about six months later?” In the two months that volunteers were tracked so far after the second dose, FDA’s reviewers said protection hadn’t begun waning. The other critical issue: Safety. FDA reviewers said the vaccine has “a favorable safety profile, with no specific safety concerns” that would prevent a decision to allow emergency use. The main side e�ects are injection-site pain or flu-like reactions that indicate the immune system is revving up. Those tend to last a day or two and are most common after the second dose: More than half of adults under 55 experienced fatigue or headache, about a third reported chills or muscle pain, and 16% had a fever. Older adults were less likely to experience those reactions, and the FDA said they were considered severe in less than 5% of participants. The FDA found no serious side e�ects among the more than 37,000 volunteers who’ve been tracked for at least two months after their last dose, the time period when historically any vaccination problems appear. Some vaccine recipients experienced appendicitis and three developed Bell’s palsy, a temporary facial paralysis, during the study, but FDA said they occurred at rates common in the general population. The study excluded volunteers with pr ior diag noses of COV ID-19, but researchers were anxious to learn how the vaccine would work in people who’ve already been infected and didn’t know it. Only 3% of study participants fell into that category, according to blood samples taken when they enrolled. There’s little data from that small subset of volunteers but, the FDA reviewers noted that previously infected people can be at risk of reinfection “and could benefit from vaccination.” Another key question: how protective
is the shot against severe cases of the disease? Four of the study’s 170 confirmed COVID-19 cases were severely ill, and only one of them had received vaccine instead of dummy shots. That participant was only classified as a severe case because of temporary low oxygen and wasn’t hospitalized. Other key questions ahead of Thursday’s meeting: --Were the shots adequately tested in Black, Hispanic and other communities hard-hit by the pandemic, to know how well the vaccine works in those populations? --Does the vaccine protect against asymptomatic infection, or could the vaccinated still unknowingly spread the virus? --What should pregnant women be told about vaccination, since they weren’t tested in Pfizer’s study? Studies in children as young as 12 are just beginning. Emergency vaccinations could begin before Pfizer’s 44,000-person study is complete, and answering some of those questions will require keeping that study going. Health authorities are wrestling with how to do so in a way that’s fair to placebo recipients who justifiably would want to get the real vaccine. That access “is top of mind for many,” Pfizer and BioNTech recently wrote trial participants. The companies said they’re exploring ways to let placebo recipients switch to the vaccine group once they meet eligibility criteria for early access – if they’re health workers, for instance, or when the line opens for other essential workers or people over age 65. On the safety front, study volunteers will be monitored for two years but even studies of tens of thousands of people can’t spot a complication that only strikes 1 in a million. So the government also is gearing up for unprecedented monitoring of recipients once emergency vaccinations get underway.

Technology and health care companies helped drive stocks to more gains Tuesday, leading to more milestones on Wall Street. The S&P 500 index rose 0.3%, eclipsing the all-time high it set on Friday. The Nasdaq composite and Russell 2000 index of small company stocks also set record highs. The likelihood that one or more coronavirus vaccines could begin to be distributed in the U.S. in coming weeks has kept investors in a buying mood, boosting their optimism for an economic recovery next year. The gains, which came after a shaky start for the market, came as the U.K. became the first Western country to start a mass vaccination program. On Tuesday, U.S. health regulators issued a positive initial review of that vaccine and a decision to allow its use is expected within days, though wide distribution is likely months away. “The vaccine news and the focus on that is the most important thing for the market at the moment,” said Stephanie Roth, portfolio macro analyst, J.P. Morgan Private Bank. “At this point, the excitement is for the post-vaccine world.” The S&P 500 rose 10.29 points to 3,702.25. The index had one of its best months in decades during November and is already up 2.2% so far this month. The Dow Jones Industrial Average gained 104.09 points, or 0.4%, to 30,173.88. The tech-heavy Nasdaq picked up 62.83 points, or 0.5%, to 12,582.77, marking its fourth straight record high.
Small-company stocks rose much more than the rest of the market, a signal that investors are feeling more optimistic about the economy. The Russell 2000 index climbed 26.53 points, or 1.4%, to 1,917.78. Nearly 60% of the companies in the benchmark S&P 500 closed higher, with energy stocks notching the biggest gain. Stocks had been down in the early going on worries about rising coronavirus cases, but turned higher around midday. Traders are looking ahead to Thursday, when U.S. regulators will meet to determine whether to green-light the distribution of a COVID19 vaccine developed by U.S. drugmaker Pfizer and Germany’s BioNTech. The need for a vaccine has been heightened in recent weeks as the coronavirus has been surging across much of the world. The virus has claimed more than 1.5 million lives, including over 284,000 in the U.S., the highest toll of any country. Governments worldwide have been tightening restrictions on businesses in an effort to stem the latest surge in cases, stoking worries about the potential economic fallout. That’s kept investors focused on Washington and the prospects for another round of aid for Americans and business hit hardest by the pandemic. Congress is still stuck in a partisan stalemate over the size and scope of any additional aid to help cushion the financial impact to people and businesses. The economy has been showing signs of a stalled recovery as the virus surge broadens nationally, including slower job growth in the U.S. last month.
Big Tech stocks that have been big winners during the pandemic helped power the rally Tuesday. Apple rose 0.5% and Microsoft gained 0.8%. Health care stocks made solid gains. Pfizer rose 3.2% and Johnson & Johnson rose 1.7%. Exxon Mobil was among the big gainers in the energy sector, climbing 3.3%. Shop-from-home clothing seller Stitch Fix soared 39.2% after reporting a surprise profit in its latest quarter. Etsy jumped 4.5%. A mix of companies that rely on direct consumer spending and those that would greatly benefit from a fuller economic recovery continued to see a bit of churn. The moves reflect the constant push-and-pull of hope for an eventual economic recovery pitted against the continued economic damage inflicted by the pandemic. Cruise line operators gained ground, including a 6.2% rise from Norwegian Cruise Line. The sector very much needs
the virus to recede in order to get back to normal operations. Other companies that need a more normal economy in order to recover are still slipping. Darden Restaurants, which operates Olive Garden, fell 0.4%. Overall, many of the companies that have been beaten down have been doing better as investors see an eventual end to the pandemic. There’s been a push for broader investments in many of those industries and not much pullback, said Andrew Slimmon, senior portfolio manager at Morgan Stanley Investment Management. “It’s a very positive sign when you see very broad participation,” he said. “It tells me positioning is still in the process of moving more into cyclical stocks.” The yield on the 10-year Treasury rose to 0.92% from 0.91% late Monday. European markets closed mixed and Asian markets fell.

If it seems like it’s been a long time between seasons of the quirky PBS travelogue series, Wild Travels, you’re not wrong. But the lag time between seasons wasn’t entirely due to COVID, either. Scheduling issues came into play even before the pandemic hit our shores. Executive producer and director Harvey Moshman, of Moshman Productions, spent much of the past two years producing a documentary for PBS, EASTLAND: Chicago’s Deadliest Day, and host Will Clinger was busy filming the latest season of FX’s Fargo, where he played Snowman. Despite their hectic schedules, they managed to shoot segments for a new season of Wild Travels. Originally planned for late 2020, they hope the new season will launch in mid-2021, but as with everything on PBS, the timing will depend on securing underwriters. They’re already planning a fourth season. “We had hoped to have gotten a jump on season four production with several trips scheduled for this past summer, but we had five shoot cancellations due to COVID,” Moshman says. “Interestingly, the one event that we would have been able to film was the Ventriloquists Convention in Kentucky, but the ‘vents’ would have all been wearing masks – a great sight gag, but not worth the risk. At the last minute they cancelled it as well. So, we were unable to produce any stories during COVID.” Because they weren’t able to launch season 3 in late 2020 as planned, Moshman and company decided to create a themed special comprised of new unseen material and some older segments, all focused on the
topic of crazy annual festivals celebrated all across the United States. They’ll be visiting everything from the Frozen Dead Guys festival in Colorado to Trekfest in Riverside Iowa (which Star Trek fans will know is the celebration of Captain James T. Kirk’s future birthplace). “We still have more festival stories we’re saving for future broadcasts, such as Tug Fest – the annual tug-of-war across the Mississippi River between Port Byron, Illinois and LeClaire, Iowa,” Moshman says. “We are planning a special devoted to offbeat museums as well. After tallying up our stories on museums and collections, we have enough material for at least two hours, including one of our favorites, The Bug Art Collection at a tiny museum in northern Vermont.” Each episode of Wild Travels included fun and interesting trivia, so here’s a bit of Wild Travels trivia straight from Moshman: “Seasons Two is carried on PBS stations in 168 markets including 49 of the top 50; 88 of the top 100, across 48 states. Season One’s episodes, in total, have aired an astonishing 11,000 times from New York to North Platte. When Season Two is done we expect the same or better. So clearly, PBS programmers like the show.” And PBS viewers, like you, enjoy it too.

More about the Bolt, continued By Allen Penticoff Columnist
By this time you are likely tired of reading about our Chevy Bolt. But it is a source of interesting observation, so I will wrap up with this fourth report and move on to other interesting topics in green transportation. You may not believe this, but it has been four months since we bought our 2020 Blue Chevy Bolt and accumulated over 5,000 miles of pollution free driving - all without knowing what the battery capacity of the Bolt was. I could not find this information in the owner’s manual - I had to look it up on Wikipedia. What it says is that the newer Bolts have a drive battery capacity of 66 kW, up from 60 kW of earlier cars. This capacity increase is due to a change in battery chemistry rather than a physical increase in battery size. I was sent a news report that Chevrolet has an emergency service bulletin, not exactly a recall, for early Bolts to limit the charging of the batteries to 90 percent of capacity. Apparently a few Bolts have caught fire. They don’t know what is going on exactly, but it happens while charging and it is suspected that it has something to do with the chemistry of the battery. If one charges in “hilltop” mode, this will limit charging to 90 percent, so you won’t need to keep checking on the charge state. I believe they are working on
a long term fix for this. Our new Bolt is not affected by this issue. I would hope this does not deter you from considering owning an electric vehicle. We really enjoy driving on clean nuclear/solar power. Running about town on errands we feel much less guilt about our impact on the environment and it is less expensive than burning gasoline, so we pay little attention to what charging increases our electric bill. If you are the sort who would worry about battery fires (which are quite rare), I would remind you that driving around with a tank full of gasoline is like taking a bomb with you wherever you go. A gasoline fueled fire is horrific. A battery fueled fire is just inconvenient. Back to our Bolt. Chevrolet has done an outstanding job with engineering the drive system. We get about 260 miles of range in summer, and so far this winter, about 200 when we use the cabin heater. While it has a heated steering wheel and heated seats, we don’t find that they do much to warm us up. We continue to use the cabin space heater set at 70 degrees. This consumes about 1,000 kWh and lowersour mileage about one per kWh from mid 4s down to about 3 mile per kWh. Still that leaves plenty of range for getting where we are going. We’ve never charged the Bolt away from home and never
come close to running out of power. Heck, I’ve returned home with 90 miles of range and said to myself, “that’s as much as an old Nissan Leaf had when they started out full.” So range anxiety is far far less an issue. We have 220-volt charging for it at our Brodhead home where it gets “topped off” and I use the slow 110-volt charger that came with the car in Rockford to replenish our daily errand use. Since it sits in the garage a lot of the time, plenty of miles get put back in the battery from always being on the charger (our Volt gets 220-volt wireless charging in Rockford - the Bolt is not set up for this). A short list of observations. The rear seats have a lot of room for passengers. The front seats are woefully inadequate when it comes to shape - they lack leg support - flat bottoms and headrests that are annoyingly not adjustable. The seats are okay for short trips, but a long voyage would be trouble - rent a nicer car, like an Impala (no need to stop and charge either). We’ll drive the comfy Volt on long trips as we have many times. Unlike the Tesla Model 3, the Bolt is a small SUV and easy to get in and out of - important for us over 60 sort of drivers. Since the battery is all under the back seat, the rear seat backs when folded down don’t really increase cargo carrying ability much. That said, the cargo area holds a lot, and I’ve carried five big pails
of blacktop sealer back there at once with room to spare on top. I carry things on the rear seat instead of folding the backs down. It is a nice little truck - and I can get 9 foot long things inside with the hatch closed. I’ve added a trailer hitch and hope to all but eliminate driving our Suburban for ordinary hauling of stuff. The steering is tight and sensitive through its pleasant leather wrapped wheel, almost too sensitive, you have to pay attention at all times or off it goes. The ride is stiff but tolerable - afterall, it is a short car with wide tires (an industry trend that does not help ride at all). Another industry trend that the Bolt is a victim of - lots of blind spots. All the “pillars” obstruct vision to a great extent. I’ve had to learn to move my head to see around them - yet there are constant surprises of large vehicles appearing out of nowhere. If you look around, most new vehicles have these same designs. My 1992 Honda Civic had excellent visibility - I rather miss it. For all the gripes, we do love Blue. It may be the last “new” car we’ll ever own. As we move toward pure retirement it will be more than adequate for our needs - it already is for 90 percent of what we do - like driving the dog to the park for his walk - guilt free.

Understanding our planting zone BY GRANT MCCARTY CONTRIBUTOR
One of the main limitations to growing perennial fruit and vegetable crops in Northern Illinois is the USDA Planting Zone we live in. This planting zone defines what perennial crops will be able to survive our cold winters successfully each year. It also helps you decide what plants you should plant and those you should never plant. As fruit tree catalogues have started to arrive for 2021, this is a good time to understand your planting zones to ensure you have success in what you plant. There are 11 di�erent USDA Plant Zones based on the minimal low temperature range
within a defined area and combined with a perennial plant’s hardiness to survive this threshold range. Each zone is a 10 degree Fahrenheit di�erence. For example, if you live in zone 8, your growing area has a seasonal low average of 10° F to 20° F and that you could only plant perennial plants that are able to tolerate that low. You could plant fruit trees that could survive lower than this but you could not plant any perennial plants that cannot survive that temperature range. When you look at the USDA Plant Zone map online, you will see di�erent color zones that run horizontal across the United States. Most states have multiple planting zones usually 2 to 3. In most cases, a state will
have a dominant planting zone and smaller zones. You might see a small planting zone within the state’s dominant planting zone. For instance, Georgia has a small dot of zone 7 within zone 8. These smaller dots/regions of planting zones are based on microclimates which could be tied to the topography of that area. Illinois has 3 planting zones: 5, 6, and 7. If you looked at a map of Illinois with these planting zones, you’d see a line running across Springfield. North of this line is zone 5 while south of the line is zone 6. There are small pockets of zone 6 in Cook County and zone 7 in Southern Illinois, respectively. All of our region is zone 5 which is further
broken down into zone 5a and zone 5b. This is a 5 degree di�erence in which zone 5a is -15 to -20° F and zone 5b is -10 to -15° F. Most of zone 5a is west of Rockford. While this di�erence may seem minimal, depending on the winter a perennial plant may not be able to tolerate it. So, you live in the USDA Planting Zone of 5a and 5b. Take this information with you as you decide on perennial fruit trees and others to plant in your growing area. A tree listed for planting in zone 4 to 8 would work fine in our area but one that is zone 6 to 9 would not. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

Our last two articles addressed the issue of CAFOs and their impacts on water quality, human health and the environment along with increased e�orts to reduce them. The e�orts come at a di�cult time as the farm community and small towns surrounding them have been under economic stress for the past five years. A local farmer recently commented how di�cult the times have been and expressed the wish that he were five years older than he is now because he could be retired and avoid the stress. Over the past five years global agricultural production has risen exceeding global demand and as a result crop prices have fallen. As reported by Robert Johansson, Chief economist for the USDA, the price of corn fell from $6.15 per bushel in 2014 to $3.47/bushel by 2019. Over the same period the price of soybeans fell by about 35%. While the prices fell, the cost of production
remained about the same so the income of farmers dropped. The arrival of the Covid crisis added to the stress. Lockdowns associated with the virus reduced driving and the demand for biofuels such as ethanol, thus lowering the price of corn. Meat production, particularly pork, fell as workers in processing plants were infected with the coronavirus, also lowering the demand for corn. This summer’s derecho produced powerful winds flattening or destroying hundreds of thousands of acres of crops. A midsummer drought adversely impacted yields as well. The economic stress in farming and small towns is real and needs to be addressed. But problems associated with water quality, human health and the environment also result from existing agriculture practices. Any solutions to the problems will require political cooperation which has been scarce in recent years. Farming and the sale of farm products is a
competitive global business; what happens in the global economy impacts agriculture. For example in the U.K. an e�ort is underway to redirect government subsidies for farming to improving nature by restoring natural habitats, reestablishing woodlands, improving soils and cutting pesticide use. According to an article by Damian Carrington the changes are seen as the biggest overhaul in farming policy in England in 50 years. Farming there is seen as the major source of biodiversity loss. It also contributes to water pollution and produces significant carbon releases. Total payments to farmers in England will remain the same until 2025 but practices to be subsidized will change. Government payments for the wealthiest farmers will be reduced 25% in 2021. By 2024 the cuts are expected to reduce the income of livestock producers by 60% to 80%. If livestock production declines as projected but consumers maintain their level of meat consumption, concerns have been
expressed that more meat will be imported. If imported, will it meet the environmental and health standards of England? And will increased imports result in more global forest destruction to provide pasture for the cattle? Transitions such as that occurring in the U.K. invariably raise questions about their long term implications. To allay some of the concerns the new green payments will be tested with 5000 farmers before widespread implementation in 2024. The changes being proposed for England are possible because the U.K. is leaving the European Union and its shared agricultural policies. The approach to agricultural reform is ready to be implemented in England and appears broader than the approach focused on CAFOs in the U.S. As their intended reforms are implemented their impacts could provide agricultural policy makers with helpful information.
