What to know as Illinois receives first COVID-19 vaccines By Jerry Nowicki

SPRINGFIELD – The first doses of a COVID-19 vaccine approved by the U.S. Food and Drug Administration arrived in Illinois Monday, but officials said there’s still a need for social distancing, face coverings and other mitigations as a full rollout could take months. While Gov. JB Pritzker hailed distribution of the vaccine, manufactured by the drug company Pfizer, as the “beginning of the end” of the pandemic, many questions are still unanswerable as to the timeline of distribution for future shipments and that of a second potential vaccine. “Today marks only the beginning of the national vaccination rollout,” Pritzker said at his daily briefing Monday in Chicago. “This week the very first recipients of the very first phase will receive their first of two doses of this COVID-19 vaccine. To put it in perspective, in total, Illinois will be receiving about 109,000 doses this week. Nationally, there are approximately 24 million people who the (U.S. Centers for Disease Control and Prevention) classifies as Phase 1A. Our destination is clear, but the road ahead will be long.” Phase 1A of vaccine distribution includes health care workers and long-term care facility residents. Future recipients will be based on recommendations of the CDC’s Advisory Committee on Immunization Practices, or ACIP. Pritzker and health officials said the vaccine has been developed at an “incredible pace,” but it has gone through the regulatory process “in a transparent manner under arguably the most public scrutiny of any vaccine candidate in human history.” The CDC recommended the vaccine for all Americans 16 years of age and over. Those who have had severe allergic reactions to vaccines in the past should consult with their doctor about receiving the vaccine, per the recommendations. “The CDC has also recommended that pregnant women have a discussion with their doctor weighing the risk of taking the vaccine, or waiting for more data on vaccine safety,” Pritzker said, noting there is no data as to how the vaccine would affect pregnant women. The governor was joined by Dr. Michael Olson, a member of the state’s independent vaccine review board, which analyzed trial data regarding the vaccine’s effectiveness and side effects. Olson, an assistant professor of medical microbiology at Southern Illinois University’s School of Medicine, said the review board included experts in immunology, epidemiology and infectious

disease among others. “We have independently reviewed the available scientific data supporting the authorization of the COVID-19 vaccine,” he said. “We are in full agreement with the FDA authorization and CDC recommendation of the vaccine.” The two-dose vaccine had an effectiveness rate of 95 percent among a study of 30,000 volunteers. “Typically, local side effects were mild for redness in the arm,” he said. “Other side effects that were more systemic involved fatigue and headache, and those are most common in the younger subset of the population that was vaccinated, and they were a little bit stronger upon receiving the second dose.” Olson said not all would have those side effects, which constitute an immune response to the vaccine. The Pfizer vaccine – unlike the seasonal flu shot – does not contain the virus or viral material. Rather, it is an mRNA, or messenger RNA vaccine, which creates a piece of genetic code that instructs the cells to create proteins which trigger an immune response. The immune response produces antibodies that work to prevent infection, according to the CDC. Per the CDC, the mRNA “never enters the nucleus of the cell, which is where our DNA (genetic material) is kept,” and the body breaks down mRNA soon after the material triggers the necessary immune reaction. “Long-term side effects are unknown at this point in time, given the length of time that is available to study the vaccine. The report was very careful to state that we have watched this for two months post-second vaccination and so the data at this point in time reflects what is currently known,” he said. Olson said the vaccine development was expedited because research has long been underway for mRNA vaccines in flu studies and other studies, which had yielded promising results. “But then there became a large need and demand, an influx of money, they were able to use trial sites that were already existing, and last but not least, there were volunteers and a pandemic going on,” he said. The effectiveness of the vaccine could be judged because those in the study who were given a placebo came down with COVID-19 at a higher rate than those who were given the actual vaccine. “So a question we often get is that ‘will you get the vaccine?’” he said. “And as an advisory committee, or as a workgroup, we would say, ‘Yes we will.’ And we will get that when it’s our turn.” He added recipients cannot be infected with COVID-19 after receiving the vaccine and cannot spread the virus because they

have received the vaccine. It is not known if a vaccinated person can spread the virus if they are exposed to it in the community. “This vaccine only provides a very small subset, or a small piece of one protein or just a part of the virus. And so as your body responds to it, there’s no way for a new virus to form, there’s no way for that to be passed on,” he said. He said it is not yet clear how long the vaccine will be able to protect the recipient, as trials have only been ongoing for two months post-second dose. The state announced earlier Monday approximately 43,000 doses of the vaccine were delivered to the state’s Strategic National Stockpile. Chicago also received a direct shipment from the federal government, while health departments in Cook, Lake, Madison and St. Clair counties will receive shipments this week as well, according to the governor’s office. Illinois Department of Public Health Director Ngozi Ezike said the state will track each dose of the vaccine in an existing state immunization registry, which vaccine providers must update in a timely manner. “To be part of this vaccination effort for COVID, you have to have registered with that, signed off on all the agreements that you will follow ACIP guidance, that you will follow IDPH guidance, that you will log every single dose that’s given and give all the information on every recipient – name, address, date of birth, ethnicity data —all of that information has to be put in for every single person within 24 hours and uploaded into our system,” she said. The system will allow the state to target the vaccine to underserved communities, according to Ezike. “At the state level we will be able to see who has been immunized and which parts of the state where there’s more uptake of the immunization, which areas that maybe don’t have enough uptake,” she said, noting they can target education or outreach efforts based on the information. Another vaccine, manufactured by the drug company Moderna, has also been submitted for FDA Emergency Use Authorization, but Pritzker said it is unclear how many of those doses would be received once it is authorized. Pritzker said he was hopeful the Moderna vaccine could be approved by next week. “Starting next week with the potential FDA approval of the Moderna vaccine, Illinois will begin reserving portions of our weekly shipments for residents and staff of Illinois long-term care facilities,” Pritzker said. “The federal government is directing and managing that distribution, and those vaccinations through federal contracts with CVS and Walgreens.”

Biden returns to Georgia as validator for Osso�, Warnock BY BILL BARROW ASSOCIATED PRESS

ATLANTA (AP) — Republicans eager to cement GOP control of the U.S. Senate have branded Georgia’s Democratic candidates as puppets who would ensure a leftist takeover of the federal government if Sens. David Perdue and Kelly Loe�er aren’t reelected. Democrats believe they have a helpful counter to the exaggerated attacks on Jon Osso� and Raphael Warnock: Presidentelect Joe Biden, fresh o� the Electoral College confirming his victory. The first Democratic presidential candidate to win Georgia since 1992, Biden will return to the state Tuesday to campaign alongside Osso� and Warnock ahead of the Jan. 5 runo� elections. The runoffs will determine which party controls the Senate and shape the legislative ambitions of Biden’s presidency. They also will serve as an early test of Biden’s power as president-elect while President Donald Trump continues to fight the election results by falsely claiming widespread voter fraud — even though election officials across the country, including Republican leaders in Georgia, have confirmed the election was not marred by fraud. Democrats see Biden, who campaigned as a mainstream unifying figure, as well suited to make his party’s case in Georgia, an emerging battleground where a Democratic victory statewide still requires plenty of support from moderates — and perhaps even Republicanleaning independents. “The president-elect can motivate our base but also what we call the Biden coalition,” said Tharon Johnson, previously a senior adviser to Biden’s Georgia campaign. “That means the progressives, the liberals, the moderates — and I’d add some suburban Republicans and even some rural voters who might have gotten away from us before.” Biden’s joint rally with Osso� and Warnock comes on the second day of early voting in Georgia and a day after the Electoral College cemented Biden’s victory over Trump, who has spent weeks telling his supporters that the election was rigged. Both parties see the Georgia contests as coin flips and have invested staggering sums that reflect the stakes. A Biden aide said the president-elect will make a direct appeal to Georgians about what Senate control means, especially given the death toll and economic fallout from the surging coronavirus pandemic. Biden wants sweeping new economic aid for businesses, individ-

uals and state and local governments as COVID-19 cases rise, but Congress remains at an impasse. The aide spoke ahead of Biden’s remarks on condition of anonymity. Biden’s campaign, together with the Democratic National Committee, has steered about $5 million to Democrats’ coordinated campaign in Georgia. The money is paying for about 50 campaign sta�ers, including many focused on suburbs and smaller cities where Biden surpassed usual Democratic tallies. The Biden campaign and the national party also have raised about $10 million directly for Osso� and Warnock. But Biden’s biggest impact could be vouching for Osso� and Warnock. The general election results show why the two could benefit from riding Biden’s coattails. Biden topped a l l ca nd idates on Georgia’s November ballot with nearly 2,475,000 votes, finishing about 12,000 ahead of Trump out of 5 million ballots cast. Perdue finished with about the same number of votes as Trump and led Osso� by about 88,000 votes, meaning Osso� ran about 100,000 votes behind Biden. Warnock and Loe�er, meanwhile, led a special election that included more than 20 candidates. But both finished well behind their respective parties’ statewide pace. The runo�s are necessary because none of the Senate candidates surpassed the 50% threshold as required to win statewide o�ces in Georgia. The record general election turnout — about 850,000 more presidential votes than in 2016 — demonstrated considerable enthusiasm across the spectrum. And, certainly, Democrats’ decade-long organizing e�orts in Georgia, especially in the booming metropolitan areas around Atlanta, paid o�. But the gap between Biden and Osso� suggests Biden’s margin depended at least partly on moderates and even some conservatives, especially in the Atlanta suburbs, who simply did not like Trump. Republicans believe those kinds of voters are primed to back Perdue and Loe�er in the runo�. As of Tuesday morning, a total of 482,250 ballots had been cast either absentee or in Monday’s early in-person voting. Republicans need one more seat for a Senate majority. Democrats must sweep the runo�s to get a 50-50 Senate and make Vice President-elect Kamala Harris the tiebreaking vote. Georgia Democratic chair Nikema Williams, a congresswoman-elect from Atlanta, pushed back on the idea that

Osso� and Warnock need Biden to have a path to victory. She framed the contests more about the distinctions between a Democratic and Republican Senate. “I welcome my president-elect to Georgia,” Williams said, but “it’s not about appealing to one segment of voters.” Instead, she argued, the runo�s and Biden’s visit are about “appealing to all Georgians who want to see something di�erent” on the pandemic response and other issues. Johnson, who worked on the Biden campaign, said it’s impossible to separate those issues from Biden himself. In Biden’s fall campaign, Johnson said, “our first goal was to not let them label him as this left-wing, radical socialist.” Now that he’s won, Johnson said, “Who better to explain exactly what these Senate seats mean and why he needs them to get things done?” Warnock and Osso� have sco�ed at the “socialist” labels from Republicans. Perdue and Loeff ler have claimed falsely that the two Democrats support single-payer health insurance that would abolish private health insurance and want to “defund the police.” But because Osso� and Warnock have never held public o�ce and are still building their brands, it’s harder for them to o�er the kind of retort Biden made in August as Trump was hammering him as a leftist. “Ask yourself,” Biden said, “do I look like a radical socialist with a soft spot for rioters? Really?” Even some Republicans acknowledge the dynamics make Biden the ideal validator. “He’s a k now n qu a nt it y,” s a id Republican Jack Kingston, a former congressman and Trump ally. “Voters know him, or even if they don’t really know him, they say, ‘Oh, Joe Biden. He’s been there a long time, hasn’t he?” Kingston noted Georgia’s population growth and demographic shifts have favored Democrats, giving the party a larger liberal, urbanized base than it had just a decade ago. Biden, he said, knows how to tap that base without angering the middle. “He’s been doing this for decades,” Kingston said. “He’ll give a nod to the liberals. He’ll give a nod to the mainstream. He knows what to say without embarrassing or alienating anybody.”

Stocks notched broad gains on Wall Street Tuesday as renewed optimism that Washington will deliver more aid to the struggling economy put investors in a buying mood. The S&P 500 climbed 1.3%, snapping a four-day losing streak. Technology companies powered much of the rally, which helped push the tech-heavy Nasdaq composite to an all-time high. An index of small-company stocks also set a record high. Treasury yields rose. Negotiations between Democrats and Republicans on another round of coronavirus relief have been dragging on for weeks. Fresh signs of cooperation Tuesday appeared to boost the market’s confidence that Washington can get past its partisan divide and hammer out a deal. A bipartisan

group of lawmakers unveiled a detailed proposal. Meanwhile, House Speaker Nancy Pelosi and Treasury Secretary Steven Mnuchin held another round of talks. “The most important thing is this idea of a fiscal stimulus package actually seeing some positive chance of being approved,” said Tom Martin, senior portfolio manager with Globalt Investments. Also helping to steady the market were hopes for an improving economy next year as COVID-19 vaccines become widely distributed. A vaccine candidate developed by Moderna and the National Institutes of Health may be on the cusp of regulatory approval after the Food and Drug Administration said its preliminary analysis confirmed its safety and e�ectiveness. It would join the nation’s first vaccine, which just began rolling out. Hundreds of hospital and health care facilities will get their first shipments Tuesday of the vaccine developed by Pfizer and BioNTech. The S&P 500 rose 47.13 points to 3,694.62. The Dow Jones Industrial Average gained 337.76 points, or 1.1%, to 30,199.31. The Nasdaq climbed 155.02 points, or 1.3%, to 12,595.06. That eclipsed the index’s last all-time high set a week ago. About 90% of the companies in the benchmark S&P 500 notched gains, led by technology, financial and health care stocks. Small-company stocks did especially well, a sign that investors are feeling more optimistic about prospects for the economy. The Russell 2000 index picked up 45.91 points, or 2.4%, to 1,959.76, a record high. The Russell 2000 trailed the broader market for most of this year as investors bet that larger companies, especially Big Tech stocks, would be better suited to weather the economic fallout from the pandemic. Now it’s up 17.5% for the year, while the S&P 500 is up 13.4%. “Nobody wanted to reverse that trade until you started to be able to see the light at the end of the tunnel, and that happened when we started getting some real vaccine news that was positive,” Martin said. Another big gain for Apple also helped to lift Wall Street. It’s the most influential stock in the S&P 500 because of the company’s massive market value, and it rose 5% after a report from Japan’s Nikkei said it may produce more iPhones in the first half of 2021 than analysts had been expecting. Much of the market’s focus remains on Washington, though, where a deep partisan divide has kept Congress from delivering another dose of financial support for the economy. Economists and investors have

been clamoring for more aid for jobless workers and hard-hit industries, among other things, particularly as surging coronavirus counts pummel the economy again. The number of U.S. workers applying for unemployment benefits is back on the rise, as governments around the country and world bring back varying degrees of restrictions on businesses. Even without lockdown orders, the fear is that the rising number of deaths will keep customers away from businesses. Another round of financial support from Washington could help carry the economy through what’s expected to be a bleak winter, before vaccines help things get closer to normal next year. Worries about the worsening pandemic and stop-and-start talks in Washington about support for the economy have made the market shaky in recent weeks. It earlier surged through November on hopes for

coming COVID-19 vaccines and relief that the U.S. presidential election ended with a clear winner, Democrat Joe Biden. The electoral college confirmed Biden’s victory on Monday. Still, the S&P 500 remains near its record set a week ago. Massive e�orts by the Federal Reserve have provided another huge underpinning, and the central bank begins its last policy meeting of the year on Tuesday. It will announce its decision on Wednesday after already cutting shortterm interest rates to nearly zero and indicating it will keep them there for a while even if inflation rises above its target of 2%. European markets mostly rose, while Asian markets ended mostly lower. The yield on the 10-year Treasury rose to 0.91% from 0.88% late Monday.

Midwestern states see drop in new virus cases By Adam Geller Associated Press

After a punishing fall that left hospitals struggling, some Midwestern states are seeing a decline in new coronavirus cases. But the signs of improvement are offset by the infection’s accelerating spread on both coasts. States including Iowa, Michigan, Minnesota and Nebraska have seen decreases in the number of people testing positive for COVID-19 over the past couple of weeks. All, however, are still experiencing an alarming number of deaths and hospitalizations because of the earlier surge of cases. With winter weather driving people indoors, where the virus spreads more easily, there’s no guarantee the improving dynamic can be maintained, doctors and public health officials say. “We have a vaccine rolling out, but that doesn’t change the overall picture,” Dr. James Lawler with the University of Nebraska Medical Center’s Global Center for Health Security told the Omaha WorldHerald. “Things could still turn south pretty easily.” But he and others are encouraged by the figures. In Iowa, for example, the number of new virus cases reported daily has declined over the past two weeks from nearly 1,800 to about 1,250. In Nebraska, it has gone from about 1,800 a day to a little under 1,300. “I am fingers crossed right now,” said Dr. Stacey Marlow, an emergency room physician at UnityPoint Allen Hospital in Waterloo, Iowa. “The COVID patients that I am seeing are very, very sick. But there are ... less of them.” Deaths from the virus in Iowa have continued to rise sharply, to an average of 79 a day, up from 28 two weeks ago. The hope, of course, is that the drop in infections will translate into a decline in deaths, but that could take a few weeks. Many of those now dying of COVID-19 may have been infected weeks ago. Nationwide, the death toll has topped 300,000, with more than 16 million confirmed infections. On average, the U.S. is seeing about 2,400 deaths and over 215,000 new cases per day. An influential model from the University of Washington says deaths could total 502,000 by April 1, even with a vaccine. Lawler said more Nebraska residents appear to be following warnings to limit

dining out and wear masks in public. It helps that a number of Nebraska cities recently passed mask mandates, he said. But he said it’s important for Nebraskans to remain vigilant about maintaining social distancing as they wait for vaccines to become widely available in the spring. In a call with governors this week, White House coronavirus task force member Dr. Deborah Birx said the progress in Midwestern states is being offset by a “deteriorating situation” on both coasts. Nationwide, the number of people in the hospital with the virus has hit an all-time high of more than 110,000, according to the COVID Tracking Project. In California, for example, the supply of beds in intensive care units is dwindling as new cases average more than 30,000 a day. “We have reached case counts that exceed all previous records,” said Van Do-Reynoso, Santa Barbara County public health director. “It is imperative that each individual take action now and stay home. We are reaching a point where we can see on the horizon our health care system being overrun.” In New York City, officials halted indoor dining at restaurants Monday as the number of infections continued to climb. State and city officials have warned that a broader shutdown might be necessary if things keep getting worse. “We cannot let this virus keep growing, especially at a moment where we are finally getting the vaccine and can turn the corner,” Mayor Bill de Blasio said. About 370 coronavirus patients were in intensive care in the city this week, triple the number of a month ago, but a fraction of the more than 3,100 patients who filled ICUs in April. In New Jersey, a rise in new cases from about 4,000 a day at the end of November to an average of 4,900 has raised concerns among officials and health providers. Deciphering vegetable seed catalogs: part 1 BY GRANT MCCARTY CONTRIBUTOR

It seems like odd as the 2020 growing season has just ended and yet, the 2021 vegetable seed catalogs have started to arrive. In the last week, I’ve received three di�erent catalogs. I fully expect more to come in the next couple of weeks. In 2020, University of Illinois Extension received many phone calls and emails from new and beginning vegetable growers needing assistance. Many homeowners and backyard growers were starting a garden that season for the first time or reawakening a dormant vegetable garden.

What then occurred was many home and garden centers and seed companies were sold out of particular varieties. While you do have some time to select your varieties, we fully expect the 2021 growing season to be similar to last summer. Consider now a good time to begin selecting what you will plant in your summer vegetable garden. One of the main benefits with seed catalogs are the photos and descriptions. You can sometimes find many di�erent colors, shapes, uses, and textures for the vegetables you want to grow. Some seed catalogs will have live vegetable plants, seed potatoes, perennial plants, and fruit

trees available for purchase. Shipping can be expensive for some of these though. Seed selection should be based on a couple of decisions. If you have any seed packets from 2020 (and probably 2019), these will most likely still be good for you to use in your growing area in 2021 if they’ve been store properly. Not all seeds need to be started indoors and many will be direct seeded in the garden around the last frost in our area. Of those that need to be started indoors like tomatoes, broccoli, peppers, and others, they would benefit greatly with a seed starting kit as they’ll need to be started 6 to 8 weeks before planting in the

garden. A seed starting kit usually include a heat mat, tray, and light source. Consider both your current and future growing area. You may find that purchasing a seed packet may not make the most sense for your growing needs and you might be better o� purchasing plants from a home and garden center. If you only have space for 3-4 tomato plants, a seed packet of 50 seeds that need to be started indoors may not be the right decision. Next week, I’ll talk more about seed catalogs and what else to consider and look for. Grant is the Local Food and Smalls Farms Educator of the University of Illinois Extension.

buy it. While previous concerns for peak oil were overcome, it remains to be seen if it will occur. But given the uncertainties in the oil market, interest in renewable energy sources has increased. As the installation of renewable energy sources has increased so have the concerns regarding its potential to power the global economy by 2050 in order to stay below 2°C. Our next article will cover some of those concerns.

The world was ill prepared for the arrival of the coronavirus and continues to struggle with its presence and its consequences. Many people are tired of the lockdown and long to return to former times without masks, social distancing and other impediments to normal social interactions. Even if more normal social relations prevail the economic situation in which we find ourselves is dire. Wealth is increasingly concentrated. National debt is at an all-time high and world economic growth from 1999 through 2019 has averaged 3.2%. As pointed out by Tim Morgan, each dollar of reported growth relied on $3.00 of new debt. Additional debt was accumulated when the stimulus package was added to deal with the economic impacts of the coronavirus. As explained by Gary Denham the response to the economic crash of 2008 was a dramatic drop in investment income. After the crash interest rates fell below 1% enabling marginal businesses and households to survive. The low interest rates adversely impacted pensions and insurance company margins which need returns of 5% or more to meet their obligations. Hydraulic fracking for oil and gas benefitted from the low interest rates. Investors

seeking investment opportunities poured billions of dollars into fracking and lost substantial amounts of money in the process. While oil output rose, the wells are very short lived and require continuous drilling to maintain production. The presence of fracking temporarily silenced concerns about peak oil and its consequences for society. The revised concern for peak oil makes the case that all sources of oil - conventional, fracked and tar sands - peaked in 2018. The declaration that oil peaked in 2018 is based on the observation that in 2019 there was no month when oil extraction exceeded that which occurred in November of 2018. Art Berman, noted energy analyst, believes that neither the oil supply nor oil demand will ever return to 2018 levels. Berman points out that from 2009 to 2019 83% of the growth in world oil production was from U.S. tight oil with deep water and tar sands production accounting for another 23%. During this time conventional oil production declined by 9%. The arrival of the pandemic has focused attention on it, not on the implications of peak oil. With lockdowns the demand for oil dramatically dropped as the economy fell and the price of oil fell along with it. As it takes more energy to secure remaining unconventional oil, less energy is available to power the entire economy leading to the
