New law ends parental notification in Illinois Gov. Pritzker signs bill rescinding requirement that minors notify parents before abortion By Beth Hundsdorfer

Gov. JB Pritzker signed a law on Friday that ends parental notification, a requirement that doctors notify the parents of a minor seeking an abortion. “With reproductive rights under attack across the nation, Illinois is once again establishing itself as a leader in ensuring access to health care services,” Pritzker said. “This repeal was essential; because it was the most vulnerable pregnant minors who were punished by this law; victims of rape and physical abuse in unsafe homes.” A 1995 law required doctors to notify a pregnant minor’s parent within 48 hours before an abortion procedure, but it did not take effect until 2013 due to litigation. An exception could be made if the minor was a victim of physical or sexual abuse or neglect by an adult family member, if the minor was emancipated or married, if a medical provider determined there was a medical
emergency, or if an adult family member waived the notice in writing. A judge could also waive the requirement. Supporters of the 1995 law argued that parents deserve to be informed of medical procedures performed on their children. “Today’s bill signing by the governor strips parents of their basic right to know what is happening in their minor daughter’s life,” state Rep. Avery Bourne, R-Morrisonville, said in a statement. “Even more concerning, removing this common sense protection will increase the likelihood of sexual abuse, exploitation and allow the trafficking of minor girls to continue unchecked.” But those who supported the repeal of parental notification argued this provides access to medical care to the most vulnerable minors. “Access to sexual and reproductive health care starting at a young age is crucial,” state Sen. Melinda Bush, D-Grayslake, said in a statement. “By providing resources and education, we are giving young girls vital information and bodily autonomy.” But Amy Gehrke, executive director of Illinois Right to Life issued a statement saying Pritzker “usurped the right of Illinois
parents to be involved in their children’s health care, and endangered countless minor girls by signing HB 370, repealing Illinois’s Parental Notice of Abortion law.” The new law creates a Youth Health and Safety Advisory Working Group to identify laws and policies related to parenting and pregnant minors. The group will address topics such as consent to medical care, treatment, pregnancy and post-pregnancy health provisions. The Reproductive Health Act established in Illinois law a fundamental right to reproductive health care, including abortion, in 2019. Nearly 1,100 Illinois minors had abortions in 2018, according the Illinois Department of Public Health’s website. The repeal of parental notification is scheduled to go into effect on Jan. 1, 2024. New reforms target US military’s missing weapons problem By Kristin M. Hall and Justin Pritchard Associated Press
The Department of Defense is overhauling how it keeps track of its guns and explosives, and Congress is requiring more accountability from the Pentagon -- responses to an Associated Press investigation that showed lost or stolen military weapons were reaching America’s streets. The missing weaponr y includes assault rifles, machine guns, handguns, armor-piercing grenades, artillery shells, mortars, grenade launchers and plastic explosives. The Pentagon will now have to give lawmakers an annual report on weapons loss and security under the National Defense Authorization Act, which Congress approved this month and President Joe Biden is expected to sign. As AP’s AWOL Weapons investigation showed, military officials weren’t advising Congress even as guns and explosives continued to disappear. To meet those reporting requirements, the military is modernizing how it accounts for its millions of firearms and mountains of explosives. “Clearly the accountability on this issue was stopping at too low of a level,” said U.S. Rep. Jason Crow, D-Colorado, a U.S. Army veteran and member of the House Armed Services Committee who supported the reforms. With the new requirements, “if there are hundreds of missing weapons in that report, members of Congress are going to see it and they are going to be asked about it publicly and held accountable for it.” Pentagon officials have said that they can account for more than 99.9% of firearms, and take weapons security very seriously. Still, when AP published its first report on missing firearms in June, Gen. Mark Milley, the chairman of the Joint Chiefs of Staff, said he would consider a “systematic fix.” In response, the Army, the largest branch with the most firearms, took on a major overhaul of how units report missing, lost or stolen weapons. Paper records are giving way to a digital form, and a central logistics operations center is collecting and verifying serious incident reports that — as with other armed services — didn’t always go all the way up the chain of command. The new system uses an existing software system called Vantage to give commanders a real-time look at what is
unaccounted for, Scott Forster, an operations research analyst at the Army, said in a briefing with AP. Other changes will affect how the military responds to law enforcement investigations. When a gun is recovered or sought during a criminal case, the Defense Department’s Small Arms and Light Weapons Registry is supposed to determine the last known location or unit responsible. But the registry’s information was inaccurate and responses to law enforcement weren’t timely, according to internal Army documents obtained by the AP. (The Army runs the registry for the Pentagon.) The Army is now developing an app that would search each service’s own property record databases, according to Army spokesman Lt. Col. Brandon Kelley. The new law also requires the Defense Secretary to report confirmed thefts or recovery of weapons to the National Crime Information Center, which the FBI runs. Military regulations had required the services and units to self-report losses; the onus will now be on the highest level of the Pentagon. The other armed services also are implementing reforms. The Marine Corps said it is developing internal procedures for improved oversight through increased inspections of units. The Navy required units to notify a higher headquarters when reporting weapons losses. The Air Force has replaced its munitions property book system with a commercial application. This summer, the Defense Logistics Agency began reporting to the Pentagon losses and thefts of firearms that the military loaned to civilian agencies under the Law Enforcement Support Office program. In its data release to AP, the Pentagon reported that 461 of these firearms had vanished, with 109 later recovered. AP’s reporting did not include LESO weapons. After the AP’s initial report published in June, Gen. Milley tasked the service branches with scrubbing their data on firearms losses since 2010 -- the time period AP studied. The Pentagon reluctantly shared the statistics it collected, which Milley’s office has provided to Capitol Hill. The official numbers are lower than what AP reported -- but also incomplete, because some
services failed to include stolen weapons as documented by the military’s own criminal investigators. The number of missing, lost or stolen firearms was “approximately 1,540” from 2010 through this summer, according to LTC Uriah Orland, a spokesman for the Office of the Secretary of Defense. The majority have been recovered, he said. That total compares to the at least 2,000 firearms that AP had reported for 2010 through 2020, a tally was based on the military’s own data, internal memoranda, criminal investigation case files and other sources. There are several reasons for the discrepancy. In conducting their analyses, each service used different standards and systems. Despite the detailed data search by each service, AP found lost or stolen items that were not in their official accounting. Relying on its official weapons registry, the Navy data represented that none of its shotguns have been stolen and its only explosives losses during the 2010s were 20 concussion grenades. AP identified several shotguns and dozens of armor-piercing grenades, based on case files from the Naval Criminal Investigative Service. The Marines decided that any weapon that vanished in a combat zone didn’t count -- even in cases, for example, when a rifle fell from a vehicle or aircraft, or disappeared from living quarters on overseas base. Their total of “unaccounted for” firearms since 2010 was 31. The biggest explanation for the difference between AP’s numbers and official numbers is a significant downward revision of Army totals. In June, AP reported the Army couldn’t account for more than 1,500 weapons. Most of that total derived from internal Army memos that said 1,300 rifles and handguns were lost or stolen between 2013 and 2019. The Army had said the memos could include duplications and combat losses, which AP excluded when known. Responding to Milley’s order, personnel hand-searched records. Their conclusion was that, in the 2010s, only 469 firearms were missing. Army officials didn’t detail which weapons they excluded or their criteria for reaching the total, which AP was unable to verify independently.

The Mysterious Ghost Ship of Lake Michigan By Kathi Kresol Contributor
The Holiday Season bet ween Thanksgiving and New Year’s Day is often referred to as “The Most Wonderful Time of Year”. But others point out that there is something beyond the colorful lights and tinsel that can make this time of the year seem eerie and dark. The shorter days and much longer nights leave a lot more time for the bumps in the night to make us wonder if something else is lurking just beyond the flickering lights. In fact, many cultures share ghost stories during their Winter Celebrations. During this time of year, friends and families gather to celebrate the season with certain traditions. One of the most enduring traditions involves hauling an evergreen tree into the house and decorating it with lights, ornaments, and garland. While it is very easy these days to find these trees, it wasn’t always the case, especially in the bigger cities like Milwaukee or Chicago. Most folks purchased their tree from wholesalers or local store. These vendors were supplied the trees by local shipping businesses. These men loaded their ships with freshly cut trees from the upper parts of Michigan and Wisconsin and then sailed down the coast of Lake Michigan to deliver them to the vendors. It was a dangerous business with the severity of the storms that would blow in without warning to the lake. These ships were called “Christmas Tree Ships” and during the years between late 1870s and 1920s, they brought thousands of the trees to this area. One family that became famous for delivering these trees were the Shuenemanns. There were three brothers in the family and they began to transport trees in 1876. They ran this business even after one brother, August was killed during the November run in 1898. Herman Schuenemann had to put his grief aside that season and he brought two loads of trees down that year. By this time, Herman had three children of his own to support and took on the responsibility of August’s wife and children. The Shuenemann families lived in Chicago close to the Clark Street docks and knew that many folks couldn’t afford a tree. They decided that they would sell the trees directly to the folks in the area. In order to keep their overhead low, they sold these trees right off the boat. They decorated it with Christmas lights and guaranteed the lowest prices. A lot of the people that lived in the area stated that the Christmas Season started when the Schuenemann
ship sailed up to the dock. Herman was always known to give a few trees away to the families that couldn’t afford to pay for one. Herman earned such a good reputation for his generosity, that he was given the nickname “Captain Christmas”. In 1910, Herman bought a share of the 124 foot long schooner named the Rouse Simmons. The schooner was built in 1868 and had been used for hauling lumber for its whole life. Herman was proud to be the captain of this ship that had created a good reputation for over 25 years of sailing the Great Lakes. By 1912, the Rouse Simmons was beginning to show her age and many speculated that she might not be sea worthy any longer. That year the storms had been particularly brutal and roared in earlier than other years. Some of the Christmas Tree ships had decided that it was too risky to make the run that year. This made Herman even more determined to make the run. The wagons carrying the trees from the local farms came to the dock and were unloaded. They stacked the evergreens into every available space until over 5,000 trees were jammed onboard. The Rouse Simmons sat low in the water and Herman cast a worried eye to the ominous clouds that were moving in. Though some of the crew thought they should wait out the storm, Herman knew that this would be the last sail of the season. He decided to head out and hoped that he could outrun the storm. Unfortunately, the storm slammed into the ship shortly after it left the safety of the port. The 60 mile an hour winds drove the icy rain down on the deck of the Rouse Simmons. Soon the trees stacked on board were covered with snow and ice. The weight of the trees pushed the already overloaded Rouse Simmons deeper into the water. The ship was seen by the Life Saving Station at Sturgeon Bay. They reported that the ship was flying its distress flags and was struggling with the large waves that were now breaking over her bow. All of the Life Saving Stations were on high alert because of the gale. The Two Rivers Station had a power boat that was sent to spot the Rouse Simmons. The ship was spotted only once for a brief moment. Later reported to look more like a block of ice than a ship, those that witnessed her felt there was little chance for the ship to survive the storm. It was the last time the Rouse Simmons would be spotted for over 60 years. By December 13th, all hope was gone when frozen Christmas trees began to wash up on the shores of the Lake. A tree decorated with black ribbon was placed
along the bridge at Clark Street where the Rouse Simmons would normally dock. Later, a bottle was washed up by Sheboygan, Wisconsin. The message inside read, “Friday..everybody goodbye. I guess we are all through. During the night the small boat was washed overboard. Leaking bad. Invald and Steve lost too. God help us. Herman Schuenemann.” Herman’s wife Barbara and her two daughters would continue his legacy by shipping the trees on trains and then selling them off a rented ship. They continued to sell trees on the Clark Street Bridge until Barbara’s death in 1933. The daughters later opened a store on North Lasalle Street to sell trees and other Christmas decorations. The Great Lakes held onto the secret of what had happened to the Rouse Simmons until October 30, 1971 when scuba diver Kent Bellrichard from Milwaukee stumbled unto the wreck by accident. The ship lay in 165 feet of water about twelve miles north east of Two Rivers. After close examination it was discovered that the wheel had been damaged when the mizzenmast driver boom, which was the support for the main sail, snapped and crashed in to the wheel, damaging it. The Rouse Simmons was completely at the mercy of the storm and unable to steer to safety. The Christmas trees still lined it decks. One of the trees was later stood on the front as a memorial to the men who died onboard. Shortly after the disappearance of the Christmas Tree Ship, rumors began to spread amongst the sailors on Lake Michigan. Many of them told stories of spotting the doomed schooner, still covered in ice, laboring low in the water as she made her way toward home. Other stories came not from sailors but from folks who lived on the shore of Lake Michigan. One woman, Joyce Phippen was interviewed by Rochelle Pennington for her book, The Historic Christmas Tree Ship. Phippen swore she had witnessed the ship twice: once at dusk and another time during the night. She described the ship as seeming to float above the water, still heavily covered in ice and emerging from a heavy mist. None of the crew of the Rouse Simmons was ever recovered. Herman’s wallet was brought up in a fisherman’s net from the bottom of the lake in 1923. It was wrapped in oilskin which protected it contents. Inside were business cards, an expense sheet, and an article about the Christmas tree ship and Captain Santa. The Schuenemann family’s legacy of supplying Christmas trees to everyone
whether they could afford to pay or not continues even to this day. The US Coast Guard Cutter Mackinaw brings a load of trees from northern Michigan to hand out to families who otherwise would not have a tree for their celebrations. The storm of 1912 was reported as one of the worst up to that time on the Great Lakes. Many lives were lost during that storm. But the story of the Rouse Simmons is still shared today. Some say it is due to the sacrifice of Herman and the other men who died trying to bring joy to folks for the holiday. Others say it is due to the women in Herman’s family who carried on his legacy. Still others say that it is due to the sightings of the ice ladened ship that continue even today. Kathi Kresol is a local historian and author. A Very Salem Christmas By Paula Hendrickson Contributor
A few months ago, I mentioned that NBCUniversal’s streaming ser v ice, Peacock, debuted a Days of Our Lives mini-series centered on a mystery about magical jewels missing from the fictitious Alamainian Peacock. (Subtlety is not the strong suit of soap opera writers.) They’ve now jumped on the Christmas movie bandwagon with Days of Our Lives: A Very Salem Christmas. While the miniseries had plot holes galore – and Lisa Rinna – the standalone Christmas movie is happily Rinna-free and pokes fun at the Christmas movie genre. Former cast members Elaine Davidson (on ly play i ng K r i sten t h i s t i me), Chandler Massey (Will), Greg Rikkart (Leo), and Blake Barris (Nick) all return. Yes, I know. Nick was killed off (twice)
several years ago and recently returned as a vengeance-seeking zombie for a Halloween story arc, but most of the action occurs in a story-within-a-story. Confused? It’s pretty simple. Will is under a deadline to turn something in by midnight on Christmas Eve, so with the help of his husband Sonny (Zach Tinker), he somehow writes an entire Christmas script in just a couple of hours. Most writers I know would call that a Christmas miracle. This is where I admit that I have never liked how easy the show’s writers have always made Will’s job look. A few years ago Will wrote a feature article or two for a local rag, landed a big investigative journalism assignment, and apparently became the next Ronan Farrow – at one point Will even went to Hollywood to write a failed screenplay (which his little brother is currently trying to produce on
the daytime drama). It seems an article he wrote about the Alamainian Peacock adventure was turned into a miniseries, which led to an assignment to write a new screenplay, yet had no idea what to write about until a couple hours before his deadline. Of course, Sonny came up with the idea. Will’s career trajectory may well be the least believable thing about A Very Salem Christmas. But this alternate universe version of the Days of Our Lives world is kind of fun. Most of the characters are leading very different lives, old storylines had different conclusions – which explains why Nick is still around – and the actors are obviously having fun. Some, like Alison Sweeney (Sami) and Paul Telfer (Xander) get to play against type, and others just pop in for a couple of scenes. True to daytime dramas, there are multiple
storylines playing out at once. While A Very Salem Christmas won’t have much appeal to people unfamiliar with the long-running serial, anyone who’s watched the show in the past couple of decades should enjoy it. I even caught a mention of the Penthouse Grill, a highend restaurant that hasn’t been shown or mentioned on Days in ages. Is A Very Salem Christmas a great work of art? No. But I found it to be more entertaining than most of the formulaic Hallmark- and Lifetime-type Christmas movies I’ve seen in the past few years. Although, as a nod to Christmas movies, there a gingerbread decorating contest. If you’re a Days fan or even a casual viewer, have the paid version of Peacock (or get it through your cable provider), and want something different to watch over the holidays, you might want to give A Very Salem Christmas a try.

In 2021, Beloit College celebrated its 175th anniversary. Beloit College was founded in 1846, two years before Wisconsin became a state. It is the oldest institution of higher learning in the State of Wisconsin. The original building, Middle College, erected in 1847, is still in use! The school was founded by the local Friends for Education, a group of seven former New Englanders who, upon arriving in Beloit, realized that a college needed to be established. Funds were raised locally, and the school was granted a charter by the territorial legislature. Beloit College is known internationally as a strong, small, Midwestern liberal arts college, with exceptionally strong anthropology and geology departments. It has two well-regarded museums, the Logan Museum of Anthropology and Wright Museum of Art, both of which are free and open to the public. U.S. News ranks Beloit College 75th among national liberal arts colleges. About 65 percent of graduates attend graduate or professional school. Beloit, while a small school of 1400 students, has a diverse student popula-
tion from all over the world. The school welcomes local students: In fact, it is an opportunity to know a diverse group of students, without going far from home. The Beloit College Campus is also very accessible for members of the local community. Although the pandemic has dampened things a bit, the public is welcome on campus at the many lectures, activities, and performances. Many times, local high schoolers are not aware of the academic opportunities that are available to them. In a community that stresses manufacturing, the message is often sent to high schoolers that a college education is unreachable, either because it’s too expensive or “not for them.” This is particularly true for first-generation college students. Instead of attending college, talented high school graduates end up being routed to trade schools or factory apprenticeships. Deciding where to attend college is not easy. For students considering higher education, Beloit is a convenient, local example of a high-quality, four-year, liberal arts college. A prospective student can investigate the possibilities without traveling hundreds or thousands of miles. Beloit College has made considerable efforts to make college affordable for
qualified students. There is no application fee to apply for admission. There is no fee to apply for financial aid, either. Admissions decisions are made without regard to an applicant’s financial status. Out of 829 colleges and universities in the United States, Beloit College has been ranked number 2 for its financial aid packages by LendEDU, a personal finance website. “Beloit College is deeply committed to access, social mobility, and the educational benefits of a diverse community. Our financial aid strategy aligns with these values and it’s gratifying to be recognized for this,” says Vice President for Enrollment Leslie Davidson. With the school’s Midwest Flagship Match, residents of six Midwestern states with a high school grade point average (GPA) of 3.5 or better will pay, at a maximum, the same tuition at Beloit they would have paid at the state’s flagship university. For an Illinois resident, that would be $16,866 per year, the same as the University of Illinois Urbana Champaign. Asked why a qualified perspective student should consider attending Beloit as opposed to another college or university, the admissions staff cited several advantages:
At a smaller school like Beloit, faculty and staff know their students personally. Upon acceptance of the offer of admission, a student is assigned a mentor, who equips the student to land on campus “with a full tank” and ready to thrive. This mentoring continues during the student’s college career. Beloit also has a high retention and on-time graduation rate. Often, when classes are oversubscribed, students are required to spend more than four years on campus to enroll in all the classes required for graduation. Beloit prides itself on making it possible for a student to graduate within four years. This lowers the relative cost of a Beloit College education. In making an admissions decision, Beloit College relies heavily on high sc ho ol g r ade s, re com mendat ion s, personal essays, and the like. The average high school GPA of entering students is around 3.5. Although SAT and ACT scores are not required, admitted students who did submit them averaged between 24 and 28 on the ACT. SAT Scores were about 590-680 for evidence-based reading and writing and 610-707 for the math portion.

Deciphering Vegetable Seed Catalogs: Part 1 BY GRANT MCCARTY CONTRIBUTOR
The seed catalogs have started to arrive. If you are not on their mailing lists, now is a good time to research the vegetable seed companies you want to potentially purchase from and request catalogs. I have received 4 catalogs for 2022 in the last few weeks. Though the 2021 garden season came to an end, it’s never too early to start ordering seeds if they are available. I have gotten into a habit of ordering my seeds each winter to ensure I am ready to start
them indoors early spring. One of the main benefits with seed catalogs are the photos and descriptions. You can sometimes find many di�erent colors, shapes, uses, and textures for the vegetables you want to grow. Some seed catalogs will have live vegetable plants, seed potatoes, perennial plants, and fruit trees available for purchase. Shipping can be expensive for some of these though. Seed selection should be based on a couple of decisions. If you have any seed packets from 2021 (and probably 2020),
these will most likely still be good for you to use in your growing area in 2022 if they’ve been store properly. Not all seeds need to be started indoors and many will be direct seeded in the garden around the last frost in our area. Of those that need to be started indoors like tomatoes, broccoli, peppers, and others, they would benefit greatly with a seed starting kit as they’ll need to be started 6 to 8 weeks before planting in the garden. A seed starting kit usually include a heat mat, tray, and light source.
Consider both your current and future growing area. You may find that purchasing a seed packet may not make the most sense for your growing needs and you might be better o� purchasing plants from a home and garden center. If you only have space for 3-4 tomato plants, a seed packet of 50 seeds that need to be started indoors may not be the right decision. For several decades we participated in the annual International conference on vehicle emissions controls, making presentations on a variety of environmental issues and listening to and conversing with other presenters. One issue involved testing vehicles to determine emissions under di�erent driving conditions. Testing centers determined if vehicle owners had to upgrade their emission controls in order for the vehicle to be driven. A physicist invented a less costly approach which involved field testing vehicles with sensors and camera which documented a spike in air pollution when tra�c slowed to pay a toll. Electronic toll taking has eliminated the spike as well as associated jobs. A biology professor addressing climate change demonstrated how computer modelling served to explore the future impacts of climate change. He noted was that much of the increase in average air temperatures over cities was due to increases in nighttime temperatures linked to higher moisture levels. The higher moisture levels and higher temperatures are now linked to increased storm intensities associated with climate change. Amory Lovins was a frequent presenter advocating e�ciency gains of utilizing
his hypercar concepts. Rather than patent the ideas he placed them in the public domain. Many of his ideas may have been incorporated into modern vehicle designs. After our presentation on solar energy at a conference in Hungary, two scientists engaged us in an energy discussion. A Russian scientist was interested in energy alternatives which might preclude building more nuclear power plants given the widespread damage following the Chernobyl explosion. A Polish scientists shared his research to improve the quality of steel used in making containment vessels for power plants. His research focused on determining why weak spots were occurring within containment vessels and how they might be eliminated. During the early years of television comedians often remarked on the problem of smog in Southern California for an easy laugh. Addressing the air pollution problem contributed to the growing recognition that many environmental reforms were initiated in California At a meeting in San Jose, Costa Rica, we soon developed breathing problems and were sent to a pharmacy where we were examined by a doctor and given a prescription filled within the same store. Local contacts referred to it as the San Jose flu which resulted from air pollution from vehicle transportation. At an air pollution conference in Mexico
City seeking solutions to their air pollution problem once again was traced to vehicle tra�c. Upon awakening in the morning we had a clear view of the mountains outside our hotel window as the sun was shining. After breakfast we returned to our room and could no longer see the mountains as air pollution from the increasing tra�c filled the valley. One proposed solution was to ban car use for each registered car every other day. Many car owners simply bought a second older, more polluting car to use on the days they were not allowed to use their original car and the reform failed. Sammy Roth, a writer for the Los Angeles Times, covered a new proposal before the California Public Utilities Commission. The proposal intends to cut rooftop solar power payments and help the state achieve 100% clean energy while limiting rising electrical costs and stimulating the installation of battery installations. California is recognized as a national leader in rooftop and small scale solar installations and its backers are lobbying to keep the existing program in place. Supporters of the proposed changes call attention to excess solar power sent to the grid in the afternoon which is then drained during the hot summer evenings when air conditioning demands increase. Lowering the economic benefits of net metering solar systems and placing a fee on rooftop solar systems is seen as stimulating owners to
add batteries to meet evening demands. The proposal would also encourage a switch to electric cars and appliances and allow for increases in the solar capacity of homes and businesses. Critics point out the additional renewable energy will come from utility scale installations in the desert and require costly grid expansions benefitting utility earnings. Solar and climate activists fear the proposal would impede progress on California’s aggressive climate goals by imposing fees on solar and energy storage projects making rooftop solar and batteries too expensive for most families. The proposal supports the argument of the state’s largest investor-owned utilities that net metering subsidizers richer families who can already a�ord solar systems, Supporters of existing rooftop solar policies point to the solar cost reductions arising from the growing marketplace which enables more lower income householders to a�ord solar systems. The article cited contains more information than covered here including opposition to the proposal. It is well worth reading given the historic national role California has played in addressing air pollution, climate change and rooftop solar. If the proposed changes are approved a new precedent would be set and impact rooftop solar installations not only in California but also other states.
