Illinois lawmakers revive push to create prescription drug affordability board
Panel would help set caps on excessively priced prescription drugs

SPRINGFIELD — With prescription drug costs soaring, Illinois lawmakers announced legislation this week reviving efforts to create a prescription drug affordability board with the goal of capping the growing cost of medication.
Legislators and medical policy advocates revealed the proposal at a press conference Wednesday at the capitol in Springfield. The measure, House Bill 1443 is backed by Sen. Robert Peters, D-Chicago, and Rep. Nabeela Syed, D-Palatine.
“This bill creates a board, it meaningfully engages a stakeholder council that is appointed in a bipartisan manner and puts people, puts our constituents, over profits,” Syed said. “Because at the end of the day, this is a bipartisan issue that affects all Illinoisans.”
No Republicans had joined on as cosponsors of the legislation as of Thursday.
The proposed board would be an independent body that would review and set upper payment limits in each step of the supply chain, said Anusha Thotakura, the executive director of Citizen Action/Illinois, a progressive lobbying organization.
The board would decide which prescriptions would be subject to price caps. Those could include drugs for cancer, autoimmune diseases and diabetes, according to the Citizen Action/ Illinois website.
Rep. Will Guzzardi, D-Chicago, first proposed the idea for a drug affordability board in 2019. The proposal ended up stalling in committee after receiving pushback from pharmaceutical and insurance companies. Last year, Syed pushed for the board’s creation, but the
bill did not receive enough legislative support and was never voted on.
Gov. JB Pritzker did not say if he would specifically support the proposed board when asked at a news conference in Springfield on Thursday.
“We’re all dedicated to that, whether it comes in the form of a board that might pass on the pricing of drugs, or in the form of PBM reform — pharmaceutical benefits managers — and the profits that they’re taking, which ultimately are taking out of pockets of all of us,” Pritzker said.
Citizen Action/Illinois has held several town halls in cities across the state last year to gather support for the plan, including in Peoria, Chicago and Rock Island.
“The work has been done here — meeting with stakeholders, having those conversations” Peters said. “We need to put people over greed. We need to put healthcare over cost.”
A Reuters analysis found new U.S. drug prices increased by 35% from 2022 to 2023. That same year, the United States Department of Health and Human Services reported 4,200 drugs had price increases over a one-year span, with 46% of those increases greater than the rate of inflation.
Increasing costs often leads to patients rationing drugs and not taking their medication in prescribed accounts, according to Dr. Anthony Douglas, a general surgery resident at the University of Chicago.
“The lack of prescription drug affordability leads Illinois residents to being hospitalized for conditions that could be effectively treated and controlled at home if they could just afford their medication,” Douglas said Pharmaceutical company lobbyists have argued that while there are individual examples of drug prices spiraling out of control, prices overall – and the total amount spent on drugs nationwide –have risen only modestly in recent years. Insurance company representatives have said the small-group and individual plans
that would be covered by the bill make up only a small segment of the private insurance market.
Since Maryland approved the creation of one in 2019, 10 other states have created prescription drug affordability boards. State lawmakers and consumer advocates are also looking at other methods to combat rising medication costs. In 2023, Illinois Attorney General Kwame Raoul was one of 23 attorneys general to push for reform of the 340B Drug Pricing Program. The program requires drug manufacturers participating in Medicare and Medicaid to discount certain drugs at eligible hospitals and healthcare centers.
Citizen Action/Illinois also plans to hold a lobby day in Springfield on Feb. 25 to call on lawmakers to support the board.
The bill’s sponsors are hopeful that enough legislators have shifted their views for the bill to succeed.
“I believe, especially now more than ever, we have the ability to get more than enough members on board to get legislation like this across,” Syed said. “Because I can guarantee you, coming off of election season, many of my colleagues have heard at the doors that people can’t afford groceries, they can’t afford their mortgage and they can’t afford their prescription drugs.”

Black History Month at EHM
From David Ruffin Ethnic Heritage Museum
Each year, the African-American Gallery of the Ethnic Heritage Museum starts the new year with an exciting new exhibit highlighting black history. This year’s Black History Month exhibit will showcase the history of Ruben’s Pharmacy. The exhibit will be unveiled on Sunday, February 2 from 2-4 p.m. The exhibit will run until the end of May. Ruben’s Pharmacy was located at the corner of South Main and Morgan Street. The building was built in 1910 by Dr. T. H. Culhane and was known as the Culhane Block. The owner of Ruben’s Pharmacy, Ruben Samuel, Jr. was the first AfricanAmerican pharmacist in the region. In 1925, Oscar Hodel and his brother Elmer opened a pharmacy with soda fountain in the corner store of the Culhane Block. Oscar retired in 1967 and pharmacist Menroy Mills took over Hodel’s Pharmacy. Mills founded the Ethnic Heritage Museum and served as its first Executive Director. When Menroy retired in 1978, he sold the pharmacy to Ruben Samuel. Ruben’s Pharmacy operated until Ruben’s death in 2019. Ruben’s Pharmacy is now owned by Ruben’s sister Collettia “Cleta” Berryhill. Cleta worked with Ruben, and she now runs Cleta’s Stay & Sew in the pharmacy space. Cleta’s Stay & Sew offers free sewing classes to anyone who wants to learn. Berryhill also makes and sells vibrant ethnic and Afrocentric clothing and other merchandise.
On Saturday, February 15 from 1-3 p.m., the Ethnic Heritage Museum will host a fashion show featuring the creative work of Cleta’s Stay & Sew students. This fashion show is free to the public but donations are greatly appreciated. Cleta’s fashion show is made possible in part through a generous donation from Dean Alan Olson Foundation.
The Graham-Ginestra House will feature a “House in Mourning” exhibit. Businessman and early alderman Freeman Graham, who built the house in 1857, died in the upstairs bedroom after a brief illness in 1896. As was the custom, his casket was placed in the parlor of the home. The casket and mirrors were draped with black fabric during this mourning period. The “House in Mourning” will be open for viewing Sundays, February 2nd through March 9 from 2-4 p.m.
The Heritage Museum Park is a historical campus containing the Ethnic Heritage Museum and GrahamGinestra House. The Ethnic Heritage Museum preserves the cultural history of six ethnic groups: African American, Hispanic, Irish, Italian, Lithuanian and Polish. The Graham-Ginestra House was Rockford’s first commissioned historic landmark and is on the National Register of Historic Places. JERUSALEM (AP) — Two weeks after the ceasefire between Hamas and Israel took effect, aid is flooding into the Gaza Strip, bringing relief to a territory suffering from hunger, mass displacement and devastation following 15 months of war.
But Palestinians and aid workers say it’s still an uphill battle to ensure the assistance reaches everyone. And looming large is the possibility that fighting will resume if the ceasefire breaks down after the six-week first phase.
As part of the ceasefire agreement, Israel said it would allow 600 aid trucks into Gaza each day, a major increase. Israel estimates that at least 4,200 trucks have entered each week since the ceasefire took hold.
Humanitarian groups say aid distribution is complicated by destroyed or damaged roads, Israeli inspections and the threat of unexploded bombs.
On Saturday, Samir Abu Holi, 68, watched over a food distribution point in Jabaliya, an area in northern Gaza razed to the ground during multiple Israeli offensives, the most recent of which cut off nearly all aid for over a month.
“I have more than 10 children. All of them need milk and food. Before the ceasefire, we used to provide food with difficulty,” he said. “Today there is a little relief.”
Here’s a closer look at the aid situation:
A surge of aid
The main U.N. food agency, the World Food Program, said it dispersed more food to Palestinians in Gaza during the first four days of the ceasefire than it did, on average, during any month of the war. Over 32,000 metric tons of aid have entered Gaza since the ceasefire, the agency said last week.
Aid is now entering through two crossings in the north and one in the south. Aid agencies said they are opening bakeries and handing out high-energy biscuits, and Hamas police have returned to the streets to help restore order.

Before the ceasefire, aid organizations said delivery was complicated by armed gangs looting the trucks, attacks on aid workers, arduous Israeli inspections and difficulties coordinating with COGAT, the Israeli military body charged with facilitating aid. Israel blamed the U.N. and humanitarian organizations for failing to deliver aid once it reached Gaza.
There’s now the “political will to make everything else work,” said Tania Hary, executive director of Gisha, an Israeli organization dedicated to protecting Palestinians’ right to freedom of movement.
“COGAT is fast-tracking responses to coordination requests. It’s allowing two crossings instead of one to operate in the north. The ceasefire is allowing Hamas forces to operate freely to stop looting … and the lack of hostilities allows aid agencies to move freely and safely,” Hary said.
Food prices are still a challenge
Nadine Jomaa, a young woman in Bureij in central Gaza, said the aid is not freely available, and she needs to buy goods in the market, where they are resold for inflated prices. Though prices are coming down, flour and cooking gas still cost roughly triple the amount they did before the war, according to the World Food Program.
Her family is eating only cheap canned goods. “We need more food, water, household items for the kitchen and bathroom and women’s items,” she said.
Although humanitarian officials have long said the best way to prevent extortion is to flood Gaza with aid, Palestinians in the north say that, so far, the influx appears to have only boosted shadowy middlemen. Residents complain that there are not nearly enough tents entering Gaza while non-essential items such as chocolate, nuts and soda are suddenly ubiquitous.
Ahmed Qamar, 34, who returned to live in the ruins of his former home in Jabaliya, said his area has seen just a few dozen aid trucks.
“Hundreds of families here are sleeping in the open and in the cold,” he said. “We need electricity and shelter, and meanwhile markets are flooded with chocolate and cigarettes.”
Tess Ingram, a spokesperson for UNICEF, said health workers report that they’re still recording cases of malnutrition in children and pregnant women.
Though aid workers say the Israeli inspection process has accelerated, getting certain types of aid into Gaza is still challenging. Some items are deemed “dual-use,” barring them from Gaza because of concerns they could be diverted by militants for military purposes.
Some hospitals and desalination plants still have fuel shortages. Hamas on Sunday also accused Israeli officials of obstructing the delivery of medical supplies and reconstruction machinery.
According to a list circulated to humanitarian groups by COGAT and shared with The Associated Press, desalination and water-collection devices, storage units, tools, tent kits, ovens, water-resistant clothing and equipment for shelter construction teams all require “pre-approval” before entering Gaza. Large tents, sleeping bags, portable toilets, heating pads
and vaccines are cleared to enter the strip without Israeli approval.
“While aid is getting in higher numbers, we also know that those restrictions on essential items are persisting,” said Sophie Driscoll, head of communications for the International Rescue Committee in the Palestinian territories.
Ingram, the spokesperson for UNICEF, said the list has made it difficult to bring in the generators and heavy materials necessary to repair Gaza’s damaged water network. As they return home, many Palestinians are living in areas where the water network has been destroyed. That makes dehydration and the spread of disease due to poor sanitary conditions and limited medical care a threat.
Ingram said she has traveled to some of the hardest-hit areas in the north — Jabaliya and Beit Lahiya — in recent days, where people are “desperate for something to drink.”
“Everywhere I have gone here in the north of Gaza, people asking for water,” she said. “I could see children on the side of the road doing that kind of universal sign for water.”
COGAT acknowledged keeping certain items on the dual-use list but said it is still permitting them into Gaza after screening. The agency said tents are not considered dual-use, and Israel has allowed tens of thousands into Gaza in recent weeks “without restriction.” It also said Israel has extended the hours crossings are open and allowed road repairs inside Gaza.
“Regarding the distribution of aid inside Gaza, Israel does not control the situation inside,” COGAT said.
Destroyed roads, unexploded ordnance
Roads have been heavily damaged by the war, and unexploded bombs litter the landscape. The U.N. estimates that 5% to 10% of all ammunition dropped in Gaza has failed to detonate, making the territory potentially perilous for civilians and aid workers.
UNMAS, the U.N. agency handling unexploded ordnance, said that since the ceasefire took hold, humanitarian convoys and civilians have reported finding large aircraft bombs, mortars and rifle grenades.
Speaking from southern Gaza, Jonathan Crickx, chief of communications at UNICEF, recalled being on a road where “thousands and thousands of children and families were walking.”
“I was seeing them with nothing,” he said, “only the clothes they’re wearing on their back.”
California Wildfires
As crews clean up from LA wildfires, some residents are furious over hazardous waste

DUARTE, Calif. (AP) — Not far from where Ceci Carroll lives, a rock-mining company has polluted the air with dust across the San Gabriel Valley, she said.
Now, as crews clean charred remains from the Los Angeles wildfires, she worries about a new potential source of contamination: a site to process hazardous debris from the Eaton Fire.
“I’m concerned about the community and also the school districts here, where we have children,” said Carroll, a Duarte resident of 23 years and former local school board member.
“We’re dealing with the site with the chemicals and hazardous materials,” she said. “Parents are absolutely concerned.”
Carroll is among residents from Duarte, Azusa and nearby cities opposing the Environmental Protection Agency’s use of Lario Park in Irwindale as a temporary site to separate, package and transport potentially hazardous materials from the Eaton Fire.
In ordinary times, people picnic, bike or ride horses on equestrian trails in the federally owned land. They now worry about dangerous waste that could pollute the air or seep into groundwater.
The blazes that began on Jan. 7 charred thousands of buildings, cars and electronics across the Los Angeles area. The EPA has begun the enormous task of removing potentially hundreds of tons of hazardous materials from the Eaton and Palisades fires. That includes paints, pesticides, solvents, compressed gas cylinders, ammunition and lithium-ion batteries from electric cars that could turn toxic when burned.
“The removal of these materials should not come at the cost of creating a toxic environment for communities already disproportionately impacted by pollution,” Los Angeles County Supervisor Hilda Solis said in a statement.
The mostly Latino communities adjacent to the site are exposed to higher levels of ozone and particulate matter pollution than other areas, according to data from the California Office of Environmental Health Hazard Assessment.
Experts acknowledge residents’ concerns, but say hazardous waste is not necessarily harmful as long as safety measures are in place and the waste is not stored on site for years.
Residents have questions about waste site
At a town hall Wednesday, California Sen. Susan Rubio and local mayors opposing the site grilled state and federal
officials: How was the site chosen? Why weren’t we consulted or notified? Why truck toxic waste 15 miles (24 kilometers) from the burn zone and risk contaminating our communities? What testing will be done after it’s closed?
Hundreds of residents crammed into the performing arts center and spilled into the hall. They shouted “Shut it down!” and chanted “Leave it in Altadena!”
EPA coordinator Tara Fitzgerald told the audience that sites closer to the Eaton burn zone were being used for emergency fire operations, including the Rose Bowl and the Santa Anita Park in Pasadena. They chose the Lario Park site because it suited their needs and was available.
She emphasized the EPA has done this work for years across the state.
“We did the exact same thing” for the Woolsey, Santa Rosa and Napa fires, Fitzgerald said, and “we did not have any impacts to the community during the entire process.”
But the Eaton and Palisades fires are unprecedented. Together, they torched the largest urban area on record in California, according to an Associated Press analysis, and more than double the urban acreage consumed by the 2018 Woolsey Fire.
EPA says protective measures being taken
The EPA said it would regularly monitor air, sample soil, use water trucks to control dust and transport waste out of the area daily.
The agency lines areas with plastic where materials are processed and uses wattles, earthen berms and other items to control spills. The waste will be transported on surface streets, not freeways, so trucks can travel at a slower and safer speed, the EPA’s Celeste McCoy told the county Board of Supervisors. She said the site would likely be used less than six months, and more areas are being considered.
With these protective measures, the risks of groundwater contamination, which takes a long time, are low, said Sanjay Mohanty, a UCLA associate professor who has studied wildfire effects on water and soil.
“There’s several feet of soil that the pollutant has to pass through, and that also requires lots of water to leech from the system,” Mohanty said. “And even if there is leeching, they would not migrate far into the soil in a short time. “
The bigger risks are soil and air pollution from possible dust emissions, he added, but those too can be mitigated.
Residents should stay vigilant
Duarte resident Laura Jasso did not leave the meeting reassured and remained upset about the lack of transparency from state and federal officials.
“It’s hard to have confidence when they’ve really done this behind our backs,” she said.
While crews continue their work, residents should be vigilant to what is happening at the site and ask how materials are being handled, about emergency response plans and truck routes and schedules, said Rachael Jones, professor and director of the UCLA Center for Occupational and Environmental Health.
“The community has the right to know that information from the EPA and the Army Corps,” Jones said.
Jasso said her community is commit-
ted to holding the EPA accountable for ensuring safety.
“Ultimately, we don’t want it here, and we’re going to continue to fight to not have it here,” she said of the site. “But the fact is, it’s here right now. And so we have to just acknowledge the safety of our students, the concerns of our families.”

them until summer 2026. They will need to overwinter.
Strawberry plants should be planted the end of April into May. You might be able to plant these a couple weeks early but they will do well towards end of April as the soil is beginning to warm. At planting, you should add some compost to your plants. Wait a month before adding any fertilizers as it’s not needed just yet. The first month of growth for any strawberry plant is focused on developing leaves and a good root system. Remove any runners/ flowers that develop late May.
Since day neutral strawberries will be grown as an annual, you’ll still be
removing runners throughout the season. The reason for this is that these runners are taking energy away from your day neutral plants. These runners will develop all season long and you’ll want to keep searching for them to remove as you harvest your berries.
After removing runners in May of year 1 for june bearing, you want to select 4 runners to develop daughter plants. Think of these as extensions from your main plant but will also create new plants and fill up your physical growing area. These daughter plants should be positioned to create a “box” around the main plant. All other runners throughout the season
should be removed. In this first year, it’s important to remove any flowers that develop as the main purpose of this season is to develop your plants along. As you can imagine, this means that you won’t be getting strawberries this first season.
By the fall, your day neutral strawberry plants will be removed. Your june-bearing strawberry plants though will need winter protection to overwinter and finally produce strawberries for you in year 2. Sustain Rockford provides clean energy and protects the environment

When candidate Donald Trump returned to the slogan “drill, baby, drill” and announced his intentions to deregulate the economy it alarmed many environmental organizations. Our last few articles focused on some of these alarms regarding his intentions. By the time this article is printed President Trump will be in a position to implement his agenda and we will live with the new direction in which he wishes to move us. For many environmental organizations their intent is to try to avoid what is seen as the most damaging of the new initiatives from the federal level and continue to encourage local actions in environmental and clean energy initiatives. So with that in mind we decided to attend the recent annual meeting of Sustain Rockford and see what local environmental goals the organization intends to continue to pursue.
We surprised Brad Roos by attending the event at the Nicklaus Conservatory and in turn he surprised us by acknowledging our presence and introducing us to the audience, publicly praising our
pioneering efforts to initiate actions in environmental and clean energy in Illinois in general and more specially in northern Illinois and Rockford. We never expected to be recognized as pioneers in the field.
It was encouraging to see the number of young people from diverse backgrounds in the audience supporting the effort to protect the environment and transitioning to cleaner energy sources. Their presence indicates there is a strong diverse base of support for building a more sustainable society in the Rockford area.
The program featured several speakers including Mayor McNamara who made a good supportive speech regarding the importance of work being done by the Sustain Rockford organization and other groups in the area pursuing similar goals. Of course the economic benefits and the job opportunities available from such efforts were included.
We asked Roos to send us some information on the work and accomplishments of the Sustain Rockford organization which we could use to put together an article highlighting the groups work and future plans.
The mission of Sustain Rockford is to
educate and advocate for a more sustainable Rockford area. They incorporated as a nonprofit in August, 2014, and received their IRS tax exemption on February 1, 2019. As a nonprofit they depend on donations for a substantial portion of their budget.
The held a successful Green Town Conference in November, 2021. Following the conference they identified task forces not all of which are active yet and welcomed other task force initiatives if individuals are willing to lead them. The active task forces at this time include Energy/Solar, Food Waste Reduction, Community Engagement and Communications. Other task force categories are listed but will require volunteers to head up them up for them to become activated. They include Education, Social Equity and Fund Development. If one has another task force category and is willing to head it up it will be considered.
One member of the audience suggested there needs to be an emphasis on energy efficiency and other forms of renewable energy like geothermal. It was also pointed out that while solar energy releases few pollutants once installed, there are
some environmental impacts from its manufacture, installation and service. While solar has many benefits and should be pursued as a cleaner energy source a focus on upgrading the efficiency of a building would reduce the size of a solar system needed to serve it.
As a relatively small organization they would have to grow to incorporate more clean energy options. Of course more support would help to accomplish that. Donations, grants, government support and volunteers are essential to the work of the nonprofit organization.
Solar systems installed on rooftops in the area along with energy efficiency in general would provide energy security, financial savings and cut pollution adversely impacting citizens and ecosystems. Increased energy independence can be gained with battery storage or an electric vehicle.

The West Side Show Room presents The (Futile) Search For Equilibrium, an original dance theater production Directed by Stephanie Foster and choreographed by Kate Blair, Nailah Brooks, Sarah Irvin, Ella Lakey, and Brandi Mather, this collaborative work explores the shifting balance of peace and well-being in daily life Performances take place February 7 and 8 from 8-9 p m and a matinee on February 9 from 4-5 p m As part of Public Access Theater, all tickets are free, with donations encouraged to keep the arts accessible to all.
