UTV – IDB Academic Partnership 2014-15 The ESCI, IDB, the BMF and the Institute of Urban Design and Landscape Architecture of the UTV is jointly developing an academic program, which consists of the following 3 components: A THE EMERGING AND SUSTAINABLE CITIES ACADEMIC PROGRAM // ESCAP •  provides integrated Urban Studies in Cities of the ESCI Programm including research, theory and practical urban design for master students. B THE EMERGING AND SUSTAINABLE CITIES INTERNSHIP PROGRAM // ESCIP •  includes the development of urban design projects in six cities of the ESCI by six interns (consultants). C SPECIAL ASSIGNMENTS IN ESCI PARTNER CITIES •  provides elaboration of urban strategies, design of urban interventions in partner cities of ESCI

The 6 partner cities of the Internship Program / ESCIP

THE EMERGING AND SUSTAINABLE CITIES  INTERNSHIP PROGRAM (ESCIP) This Internship Program is directed to master students and recently graduates in Architecure and Urban Planning of Austrian universities with a focus and experiance in urbanism, urban design, urban planning within an international context. The interns will live and work for four months in the six above mentioned partner cities of the ESCI and develop a specific urban project in the related city. The ESCIP is structured as follows: 1.  Candidate selection and briefing (June 2014 / Vienna). 2.  Preparation training program from July to August, conducting contextual studies, research of reference projects and concluding with a three days team building retreat 3.  Urban design and tutoring process from September 2014 to January 2015. 4.  Mid Term Workshop to present their advanced concepts for the six cities 5.  Elaboration phase from November to December 2014. 6.  Final Review, evaluation and submission of the results of the internship program. The result of the ESCIP will be presented to the related Cities.

The 5 steps of the Urban Design Lab / UDL 1.  Preparation and investigation: about the sector, it’s main problems, set up a stakeholder mapping and observations of main challenges of the sector. Define planning area. 2.  Analysis and Escenarios (Workshops): Interactive Interpretation and assessment of the sector through a participation procress: principal challanges, problems / weeknesses, potentials and elaboration of various urban scenarios in focal grounps 3.  Elaboration of a preliminary urban strategy 4.  Feedback Workshops: Feedback of the strategy through consultation of the stakeholders and test projects with them (role plays, SWOT Analysis of the proproposal, etc.) 5.  Elaboration of a conceptual urban design study and Presentation, discussion and reflection of the final proposal

SINTESIS DE BUENAS PRACTICAS PATRIMONIO “Se podría establecer un circuito de turismo para revisar la historia de Collico desde sus estructuras industriales, con la posibilidad de ingresar al Molino”.

VIVIENDA “Es buena la idea de que familias compartan jardines y que hayan más plazas y parques. Los nuevos vecinos se están cercando mucho y podrían aportar mediante espacios comunes”.

WATERFRONT “Es necesario comenzar a habitar el río (Valdivia debe habitar su río). y contener la playa, desarrollar comercio, restoranes, actividades deportivas y otros espacios que activen la costanera”.

LINEA DEL TREN “La estructura de los rieles debe permanecer por la posibilidad que el tren vuelva a activarse, pero sería bueno diseñar equipamientos livianos y de uso para los vecinos”.

VISIÓN

Se plantea la consolidación de una subcentralidad lineal en Collico fomentando el desarrollo de un barrio a escala humana que rescate su pasado industrial construido y simbólico. Se valorizan los principales atributos escénicos de su paisaje ecológico y urbano que deben ser integrados a las nuevas tendencias de crecimiento de la ciudad.
