Just found out today that Breast Screening Qld will be up and running again from 11 May to 15 May – all who made appointments for April will be contacted. Be re-assured distancing rules will still apply. Pace Park has had the first instalment of sand spread over the field, with a second due in another 4 weeks. It is just on the 4 weeks since the full closure of the Community Centre. It has been a strange time, to see the Centre so quiet with absolutely no one around. We have taken the time to do those jobs that often get relegated. It is also time to congratulate everyone in this Community for adapting to these extremely unusual changes and showing once again the resilience of our Communities. You are all marvellous at being able to find the fun in adversity – thank you to those who participated in “Dress Up Bin Day”, see the back page dedicated to the fun. Anzac Day – Another different world – Honour our Diggers – while abiding by the distancing rules – Driveway Commemorations at Dawn, another demonstration of the resilience and adaptability of us Aussies. I just realised I have been able to get through writing this contribution without using the “CV” word once. Not putting my head in the sand it is just that it is the second word on everyone’s lips. I thought I would give you a break. Check in on your neighbours, give family a call, Skype with friends, do anything to keep mentally interested most importantly…..look after yourselves. The Second Stimulus Package: What it means. The Federal Government announced a second, far reaching stimulus package to help fight the Coronavirus and its impact on Australia. The aim is to add $189 billion into the economy to reduce the impact of the challenges arising from current Corona Virus pandemic.

A. Corona Virus Supplement: Permanent Employees, the Self Employed, Sole Traders, Contract Workers (who meet the income test), Casuals and Carers (of someone affected by Corona Virus). You could receive a supplement of $550 a fortnight for the next six months, applying from 27 April 2020. To qualify, you need to be receiving (or be eligible to receive) an eligible income support payment like Youth Allowance, Job Seeker, Parenting Payment, Farm Household Allowance, Special Benefits recipients etc. Please note: • You should be eligible for the full supplement if you are making less than $1075 a fortnight. • Asset testing has also been reduced and will be waived for 6 months. Income testing will still apply. • The payment is not available if you have access to any employer entitlements such as annual or sick leave or income protection insurance.

B. Pensioners: The qualifying criteria will be lowered by a further 0.25%. This will allow more people to have access to an income support payment such as the age pension or obtain further fortnightly funds due to these new criteria. C. Superannuation (Early Release): From mid-April, individuals in distress can access up to $10,000 of your super in the 2020 year and another $10,000 in 2021. The withdrawals will be tax free and will not affect Centrelink or Veterans’ Affairs payments. To be eligible to access your superannuation you need to meet the following requirements: • You are unemployed; or • You are eligible to receive a jobseeker payment, youth allowance for jobseekers, parenting payment (which includes the single and partnered payments), special benefit or farm household allowance; or • On or after 1 January 2020: • You were made redundant; or • Your working hours were reduced by 20% or more; or • If you are a sole trader—your business was suspended or there was a reduction in your turnover of 20% or more. • For those eligible to access their superannuation, you can apply directly to the ATO through the myGov website from mid April. Also a temporary reduction in the minimum drawdown needs by 50% for account-based pensions. This will apply for the 2020 and 2021 tax years. For example, if you are under 65 and are required to draw down 4% of the pension balance at year start, you will now only need to draw down 2%. D. Second Corona Supplement: $750 One Off Payment: For those who don’t qualify for the Coronavirus supplement, a $750 stimulus payment (from 31 March to 14 April) and, another $750 will be paid automatically from July 13 to certain income support recipients (including Age Pension, Social Security, Veteran and eligible Concession Card Holders). The payment will be exempt from taxation and will not count as income for the purposes for Social Security, Farm Household allowance and Veteran payments. E. Bankruptcy Safety Net A temporary 6 months increase to the threshold for the minimum amount of debt required for a creditor to initiate bankruptcy proceedings against a debtor will increase from $5,000 to $20,000. In addition, the time a debtor has to respond to a bankruptcy notice will be temporarily increased from 21 days to six months. Where someone declares their intention to enter voluntary bankruptcy, the period of protection from unsecured creditors will be extended from 21 days to six months. F. This past month we lost a truly lovely man in Alf Morgan. We’ve also found out that Helen Dyer passed away in early December. Both these folk were most worthy community members and with their passing, we lose so much. Vale Helen and Alf. We’ve also heard that Pauline Gottani-Tate has been most unwell having contracted Dengue Fever, but is now recovering well. And Judy Holt continues to fight the good fight having some good and some not so very good times. John Holliday has had surgery and is now at home recuperating comfortably. We’ve just heard that Stuart Humphreys is not really on top of things

at the moment either. Stuart is a sort of “foundation stone” of this community, so we’re sending him the best of good wishes. No doubt there are others about whom we’re unaware, but we wish you well in difficult times.

And with some good news: Andrew Cripps has been appointed Deputy Mayor of the Hinchinbrook Shire. So good to hear and we just know he’ll do a wonderful job. • “Perhaps, when this pandemic is over, some good may come as often happens after catastrophic events. Value systems may change; public health, education, environmental protection (and I’ll add ‘primary industry’ to that) may be seen as more important than fireworks and football games and that Power and Profit are not seen as the greatest goals to aspire to.” I read this somewhere and it entirely sums up my feelings. Unfortunately, because of the nefarious desires of human beings, the last bit re “profit and power” will sadly never come to pass. • Life at the Community Centre has been chugging along very quietly, allowing Chrissie and Mark to attend to all sorts of stuff. Work is going ahead on the Oval and the repairs to the Op Shop and RTC have also happened. “It’s an ill wind” so ‘tis said, so we’ve made the most of our “house-arrest” which means extra-curricular jobs are getting attended to. • Sorry that there is so little to report, but life’s like that at the moment. Rollingstone State School Hi Community, Well, hasn’t life changed in the past couple of months! At present, we are sending the majority of our families fortnightly packs of work and they are educating their children from home. A huge thank you to all families, parents and carers for your amazing job of supporting learning during this time. As part of learning at home, we have been sending small video clips home to assist with work and I must tell you that watching yourself on screen and talking to a screen is an awkward feeling for an old ‘duddy’ like me. However, it is great when I receive small clips and photos back from students and families showing me their learning and the great work they are doing at home.At the time of writing, schools remain open to children of essential workers and vulnerable students until the 22 May. As a school, we are here to support all students and families so please don’t hesitate to contact your teacher or myself with any concerns or enquires. I’ll leave you to read some wonderful work from two of our hard working students. We are super proud of their work :) Andrew Stallman

Tyson is in Year 2. His task was to write another event for a story. The class had been reading ‘The Legend of the Golden Snail’ by Graeme Base. Tyson’s event comes just after the Golden Snail has been freed by the main character, Wilbur. Woosh! With a mighty roar the Golden Snail lifted up into the air. Wilbur rushed to his gold boat, jumped into it and then flew into the sky. It was the end of the day. As he flew East, he saw a humongous dragon with orange wings and a black body. Wilbur put a sandwich on a stick and held it out to the dragon. The Dragon flew past, it never had a sandwich before. The Dragon decided he should give the boy some things as well. He looked for something and he saw a glittery ball with pink clouds. He picked the ball up with the pink claws on his hands. With his orange wings, he flew back up to the gold boat. “Hello!” He shouted in his deep voice. Wilbur waved to the dragon. Wilbur thought the Dragon looked very friendly right now. The dragon swooped close to the boat, he smiled a toothy grin and dropped the ball into the boat. Wilbur flew back to his home. ———————————————————The task set for Year 5 was to write the first chapter of a fantasy novel and ensure that the reader was left hanging and wanting to read more. Knight Vs Dragon….By Bradley…..Year 5 Sir Beast was training in the castle hall, sword fighting against the squires and beating them all. A messenger appeared calling him to the Queen’s throne room. He headed straight there and they talked about the dragon burning the city. “If you don’t stop it, it will destroy the castle,” the Queen said. “Okay my Queen, I will go with my best knight but can I go and see my family first, before I go on the mission?” Sir Beast asked. The Queen said yes and he went to see his family and told them he had a secret task and he had to go away for a while. Back at the castle Sir Beast and his best knight started walking to the forest. They couldn’t take their horses because they were afraid of lava and the dragon lived in a volcano. In the forest, the skeletons with no heads that were going to the castle, attacked Sir Beast and his companion. Sir Beast threw his sword into the ground and it stabbed into the ground, killing all the skeletons straight away. They left the forest and got to the quicksand. It looked like regular sand until they threw a stick in it and the stick started to sink. They built a raft out of wood and used some spare rugs for the sail, to get across. They pushed the raft and hopped on. They sailed on top of the Mole Shark’s top fin, who lived in the quicksand. It came out quickly and the raft flipped over.

Frustrating restrictions for the greater good… AS our country continues to flatten the curve of COVID-19 cases, I am all too aware of the growing calls to ease some of the movement restrictions that have been put in place by Queensland’s Chief Health Officer. By the time you read this, some of those restrictions may have been lifted but it is important that both the State Government, in consultation with the Federal Government, does so in a cautious manner based on the expert health advice they are receiving. I definitely appreciate that people are frustrated, and I would love nothing more than to see life go back to normal before the virus hit as soon as possible. But if we move too quickly, we could risk a second spike in cases, forcing businesses to shut down once more which would be even more devastating. As the Prime Minister has stated previously, further relaxations of restrictions will be dependent on situational awareness of current measures and their impact, a finalised surveillance plan, a better understanding of the implications of the modelling and a better understanding of the characteristics and transmission of the virus, complete maturation of public health capacity, advanced technology for contact tracing, assurance of adequate health system capacity and assurance of supply lines for PPE, pathology consumables, and ventilators. These above factors will be critical to moving forward out of this crisis. I believe we are inching closer to that point every day and by maintaining adequate social distancing and limiting our movements, there’s no doubt we will be able to unshackle our businesses and outdoor activities sooner rather than later. In the meantime, Katter’s Australian Party is calling for a one-off, $20,000 grant to be made available for small businesses. This should be made available to those that can demonstrate a 30 per cent reduction in trade and are currently exempt from payroll tax. Assisting those business owners struggling with the costs of insurance, electricity, gas and other outgoings in order to keep their doors open during this time means our economy can bounce back quicker when we emerge post-Pandemic. Hello Rollingstone District, Since the last edition of the Rag it seems the entire world has been learning new ways to use the English language. Flattening the curve, social distancing, rates of infection, hygiene protocols. In just one month we have witnessed the greatest social upheaval of my lifetime and clearly the effects are going to be felt for a long time. Thanks to everyone adhering to Government requests to stay home. It has made a massive difference to the security of our community and we all hope there is light at the end of the tunnel. Certainly we are still in harms way but preparations are now in place to deal with many contingencies. Sadly some relationships are struggling which is completely understandable with many people now out of work. Financial stress on top of parents having to home school, life is tough. Please reach out for assistance if you feel the need and more importantly steer people towards help if you can. We each have to look after each other. The Police response to Domestic Violence will always be there and fortunately, there are also other places people can reach out for help. For instance; NQ DV Connect on 1800 811 811 are available 24/7 an offer tremendous resources. If you are needing further assistance with the school age children at home be sure to liaise with the various principals. This virus is not all doom and gloom though. Some positives coming from everyone staying at home has been the reduction in property crime. Townsville has noted a decrease, it’s not massive but any dip is good. So remember lock it or lose it. Communicating with loved ones and friends via mobile phone apps too is proving to be an interesting way to stay connected. Board games with the family are again becoming popular! Balgal Beach Boating & Leisure Club News G’day all. Our first BBQ was a good start to the year but next it was a very quiet month due to everyone being in lockdown/isolation due to the dreaded Corona Virus. But if we all do the right thing, hopefully it will be all over soon. Please stay safe; then our Club will be able to get back into having some good times again. Boy I miss the good times, the BBQ’s and the yummy desserts. And then there’s our games and of course the very enjoyable outings we have. The good weather days have allowed some fisher people to try their luck. Get in quick before the ramp is closed on 27th April. April 25th is Anzac Day and a very different day it will be. But we can still be united and remember our fallen heroes on the day. It’s very pleasing to see many flags flying already. There’s not much to write this month so keep up with the overdue jobs and the gardening and the exercise. To those not feeling well we wish you well and a speedy recovery and hope that things get back to normal quickly. In good times our club meets on the 2nd Sunday of each month. Paluma in the Clouds - Colwyn Campbell Approaching Month 3 of the Covid-19 forced regime and most people seem to be taking it in their stride and co-operating with the strict measures imposed upon our movements. This virus has caused so much sorrow, so much dislocation of society and so much economic upheaval world-wide, that every measure to stop its spread is worthwhile. We applaud those people working in health services; teachers; shop assistants; farmers and all others whose work and dedication enable the rest of us to keep going. When times are bad, optimists will always look for a silver lining around the cloud of gloom and maybe, as so often happens after catastrophic events, good will come. Value systems may change for the better and power and profit not be seen as the ultimate goal to aspire to. Social distancing in Paluma is not too difficult to observe, as we are all used to a certain amount of isolation. However, we are acutely aware of how difficult and painful it is for many confined to the house, especially for those caring for a frail or ill relative or with bored children unable to use the playground across the road. Paluma has been especially quiet during these past few weeks, with very little traffic coming through the village. The main activities among the residents are gardening, renovating their houses or walking their dogs. At present, the village is pretty with buds bursting into bloom on camellia trees, many native species are flowering and many of the beautiful purple-flowered Tibouchinas are still in bloom. With the background chorus of birdsong and soft fragrances wafting in the air, taking a walk is a great way to take the focus off anxiety and uncertainty. I have read a little on catastrophic events, epidemics and pandemics which in the past have swept parts of the world, killing millions of people and thought I’d share some of this with you. Pestilence has beset the world many times, with devastating outbreaks occurring on average every two hundred years. Most of the epidemics were attributed to Bubonic Plague, a disease transmitted by the bite of a rat flea from a rat infected with the bacterium Yersinia pesta, although, it is possible that the Antonine Plague of 165 AD in which an estimated 5 million people died, may have been Small-pox, (a virus). Other major scourges were the Plague of Justinian, 541 to 542 in which 25 million are said to have died, estimated as 10% of the world’s population. This occurred during the Dark Ages and marked the start of the decline of the Byzantine Empire and the rise of Islam. The Black Death, also attributed to Bubonic Plague, was characterised Black because the toes and fingers of many of the victims turned black from gangrene. It swept through Europe and Asia between 1346 and 1353. The dead were buried in mass graves. The Plague changed the course of Europe’s history: with so many dead, labour was scarce, resulting in better pay and conditions and the end of serfdom. The Great Plague of London occurred in 1665-1666 and was well-documented by Samuel Pepys, whose diary gives vivid accounts of his experiences and observations. The plague began in Spring, increasing in the hot summer months when in one week alone, 7165 people died in London. More than 100,000 died in this epidemic and in 1666, the Great Fire swept through London: a destructive but cleansing force. The Dark Ages, often seen as a time of ignorance, were literally dark ages. In 536 AD, a mysterious fog plunged Europe, the Middle East and most of Asia into darkness day and night for eighteen months. The sun’s light barely penetrated the fog, giving no more light, than an average moonlit sky. Temperatures fell, snow fell in summer in China, crops failed between 536 and 539 causing famine and people starved. Hordes of people from Asia and the nomadic Germanic tribes, driven by starvation swept westward to Europe. This mass movement of entire populations caused immense social upheaval. Then in 541, Bubonic Plague hit in Egypt and spread quickly, wiping out a half to a third of the eastern Roman Empire. Europe was plunged into economic stagnation that lasted until 640 AD. The early 7th Century saw the rise of Islam as Mohammed unified most Arabic tribes into a single religion. At the same time the Byzantine Empire was in decline. And what was the mysterious fog? A cataclysmic volcanic eruption in Iceland spread ash across the Northern hemisphere causing air pollution in the extreme. Two more massive eruptions followed in 540 and 546. So, humankind has been faced with terrifying challenges that have changed the course of history. In terms of social and economic dislocation, we are going through historic times equally as significant as those experienced in the Dark Ages. We live in interesting times – keep a diary, it would surely make absorbing reading for your grand-children. Keep safe and well everyone and look after each other. Fisherman’s Landing Fishing & Social Club News Hello Members and welcome. There is not much news on Club activities this month to report but some good news is that we have not as yet cancelled the Fun Weekend Away to Lucinda from 29 to 31 May. Now before any one of you has a hissy fit and start yelling NOOOOOO!!, let me assure you that this trip will not go ahead if there is any possibility of danger to your health and well- being. We will await advice from the Government before a final decision is made. This has been a very good trip away in the past and this one should not be any different so please attend if you are able. Besides, this might be the short break you needed after many weeks of isolation. I wish to advise that this is my very last Rolly Rag article on behalf of our Great Little Club. Yes, Cyril and my 3 dear readers, it is time for me to retire my quill pen, ink well and the tattered piece of blotting paper. I am sure Acting-President Graham will advise you all in due course who will take-over. So, as this is my last Club article, I wish to thank everyone who has assisted me in so many ways over the past 6 years I have had the privilege of writing to you all each month. I particularly wish to thank all the Editorial Staff who have worked on the Rolly Rag over the years for their help, advice and for the timely prompts. I also thank lovely people like Babz Armfield for her toga catching fire story, Richard Pickering for his lively footwork in the main bar at the hotel in Cardwell, Condo for his beard catching fire whilst he tried to light the Club BBQ, Tony Cochrane for his new caravan and new water feature in his front yard episode and Brett Collinson for his fishing rod overboard hard luck story. There are so many more stories I have related over the years, some true, some not so true but you never let the facts get in the way of a funny story. Thank you all for taking my comments on your antics in such good grace. Finally, a special thank you to two beautiful Ladies who are very special to myself. Kerrie Cochrane, the current Editor (this month) of the Rolly Rag for all the fun times and rapport we have established. I used to look forward to reading my final article in the Rag to see what funny or inappropriate stickers you inserted or how you changed my comments particularly on Rugby League State of Origin games. RSL Queensland supports the idea that people can safely commemorate a different kind of dawn service on ANZAC Day by standing on their driveway at 6am for a minute’s silence and uniting in the Anzac spirit. NBN Co creates $150 million COVID-19 relief and assistance package to help keep Australia connected Helping internet providers to connect low-income families with home schooling needs and assisting small and medium businesses and households facing financial hardship NBN Co today announced it will establish a $150 million financial relief and assistance fund to help internet providers to support their residential and small and medium business customers affected by the COVID-19 pandemic. The relief fund, created following a short industry consultation led by NBN Co, is aimed at helping internet providers connect low-income households with home schooling needs, supporting emergency and essential services, and assisting small and medium businesses and residential customers who are facing financial hardship. The consultation involved more than 50 internet providers, government and consumer group Australian Communications Consumer Action Network (ACCAN) and identified specific customer segments that require immediate support. Approximately $50 million will be directed to helping internet providers support low-income households with school-aged children who do not currently have an active nbn connection at home. NBN Co is working with the Department of Education and schools in each state and territory to ensure this initiative reaches those most in need. As part of this package, NBN Co will also be implementing relief measures to help internet providers support struggling households and small and medium businesses stay connected during this pandemic and has created a dedicated support package for essential and emergency services, which focusses on providing internet providers higher speeds for telehealth providers, enhanced service levels, and prioritised connections and fault resolution via case management through nbn’s Business Operations Centre through this period of increased demand. The package also extends to supporting small and medium businesses by providing internet providers with discounted access to new connections of specified wholesale business grade products to help them to maintain or re-establish their businesses, once this crisis passes. The total support package for small and medium businesses will be approximately $50 million and the relief measures for residential financial hardship will be approximately $50 million. The NBN Co relief and assistance package will be made available to retailers in accordance with applicable terms and conditions from April to 30 September but it’s a matter for retailers to determine when and what offers they develop for their customers. Tips for managing your broadband: • Check your speed is suitable for your changing needs. If your internet is slow it may be because you are on an entry level internet plan. Contact your internet retailer and ask them about the number of devices you have connected and how you are using the internet to find out if you have the right retail plan to support your needs. nbn has made a number of wholesale price changes over the last 6 months with further changes in May to assist internet providers to offer more affordable broadband plans suitable for different customer needs. • Get the right plan. Most home internet plans are used primarily to download (web browsing, movies, music) and as such have great download speeds, but are not as strong when it comes to uploading. When it comes to working from home you may have a greater need for uploading files and joining video conference calls so get in touch with your internet retailer to make sure your plan has the upload speeds you need to work from home. • Check your in-home set-up. Check your Wi-Fi router is in a central location in the home, ideally close to where you need to connect. Some routers may not deliver the best performance and speeds. If you are concerned about the age or quality of your router or modem, seek advice from your internet retailer on possible upgrade options. • Got a medical alarm? Even though our Lions Club has closed down for an indefinite period, a few of us have been pro-active doing odd jobs for people in the Community. We have been checking on the older folk that we know need assistance. Bacon and Egg Cups Ingredients for 4 servings 6 slices bacon 6 eggs Salt and pepper to taste ¼ cup shredded cheddar cheese Hollandaise Sauce Chives for decoration Muffin tin Preparation Preheat the oven to 400°F (200°C). Place the slices of bacon in the muffin tin, wrapping in a circle. Bake the bacon for 10 minutes. Remove the bacon from the oven and pour out any excess grease, if desired. Crack 1 egg into each of the cups, then sprinkle with salt, pepper, and cheddar cheese. Bake for another 10 minutes, or until the egg yolks reach your desired consistency. Run a knife around the edge of each cup to loosen and remove. Top with Hollandaise Sauce if you like and sprinkle with chives. P24
