Hello Rose Hill,
As I write another letter for The Plantation Voice, I am mulling over the fact that I have 18 months left to serve this community on the Board. It has been a busy and ever-changing 18 months thus far, and I’m sure the remaining time will be much the same. With that said, your Board of Directors continues to work hard moving Rose Hill forward with multiple improvement projects.
What I want to specifically address in this correspondence is Special Assessments and referendums, the processes for which, are set out by our covenants.
• A Special Assessment is defined in our covenant 7.5 as “a special assessment may be levied for the purpose of covering unbudgeted expenses or expenses in excess of the budget.”
• A Referendum is a direct vote in which in which an entire electorate is asked to either accept or reject a particular proposal. This proposal may be an amendment to the covenants, and/or one-time special assessments.
Example of what the referendum would state:
SPECIAL ASSESSMENT – To approve a Special assessment of $600, payable in two installments of $300, due on Dec 31,2022 and April 1, 2023.
If this Special Assessment passes, your annual assessment will NOT increase in 2023. If it does not pass your annual assessment will increase in 2023.
This is the process for the referendum – The community is required to vote to pass the referendum, giving the community the control. The process is detailed in our covenants; below is a simplistic explanation of the process:
The Community votes on the referendum –at least 50% of the community must vote. Of that 50% at least 60% must agree to pass the amendment or it fails.
In order for Rose Hill to continue our forward progress we need to approve the special assessment.

Rose Hill Residents,
I couldn’t be happier about where we are right now. The overwhelming emails we have received in support of our new golf course management company is a beautiful and wonderful thing! To have this kind of positivity in the community leaves me confident that this partnership will be successful. Thank you again Rose Hill residents!
Now let’s talk about drainage.
With all the new development in Rose Hill, storm water runoff has a less natural environment to absorb it, and the impervious surfaces of our driveways and roads slow the speed at which storm water can be absorbed. This water needs to go somewhere and our systems that take it away need to be maintained.
When it rains, our street drains, retaining ponds, ditches and wetlands help keep areas from flooding; however, when this infrastructure becomes buried in leaves it blocks the drains and water backs up. Residents can help us prevent flooding by keeping ditches, storm drainage inlet curbs, and gutters along streets free and clear of debris that can clog storm drainage infrastructure and cause flooding.
Drainage issues are nothing new to Rose Hill, our community has struggled with flooding and sinkholes for years. The good news is your Board and POA staff are actively working to address many of these ongoing issues.
First, the Wood Eden area, which has been a drainage nightmare for years, was recently assessed by EMC Engineering and the board approved the installation of a 24” reinforced concrete pipe to help with the drainage situation. This 300’ pipe will run underground between lots 510 and 511 to an existing drainage ditch that flows water under Hwy 278 towards the Martingale East Pond. This project will cost about $68,000. Money already approved in this year’s budget for pipe slipping and weir repairs will be used to fund this project.
Also, this year we are diving heavily into pipe cleaning and repairs. Below is a list of pipes that are scheduled for cleaning or repair:
• Belfair Pipes connecting the 2 ponds
• Wood Eden Pipe to Pond
• Greenwood Dr. pipes from Leaf Park to #41. (3 drain inlets).
• WhiteOaks Dr. to Pond
• Pipe at Fairhope
• 1 Canebrake (Ditch pipe towards Greenwood Dr pond).
• Large pipe under Road at Greenwood Court. (GWD9 TO GWC1).
• Drainpipe in the parking lot of Oak Terrace.
• Fahr Ant horse trail 30’ section of 36” pipe
• New piping between ponds behind Little Johns Retreat
• New pipe replacement behind Sorrelwood
• New pipe replacement at the intersection of WhiteOaks and Fairway (30’ section).
• Another section of 18” pipe at WhiteOaks and Fairway.
• Sinkhole investigations at 172 WhiteOaks, Hole #13, 16, and Hole #2. (continued on next page)

Weir repairs to be addressed this year are:
• Weir decking replacement at Rose Hill Way (ME2).
• Weir board replacement at pond behind WhiteOaks (WC3).
• Weir board replacement at Coventry Court Pond (CC2).
• Weir Repair Projects 2022-2023:
• Remove 4” of concrete overflow at the Fair Hope weir.
• Weir crank spindles at Hidden Lake.
• Rebuild weir at pond behind Little Johns Retreat (LJ1).
• Repair crank spindles at the Belfair outfall weir.
During Hurricane season, weir boards are removed at Bill Baker Park lagoon, Coventry Court, Whiteoak’s Circle, and Rose Hill Way to keep the ponds as low as safely possible. Also, the weir on Martingale East is constantly being opened as weather dictates. All of this helps with large rain events.
Next Year I’m proposing a plan for identifying deteriorated pipes and slip-lining pipes between residential homes beginning in 2023. This will increase the structural integrity of our pipes and extend pipe life by about 50 years or more. A relined pipe is unlikely to corrode naturally with time so easily. The adhesive used to seal it into place is long-lasting and durable. Most predictions put relined pipes at a lifespan upwards of about 50 years!
We have an aging infrastructure, and while it’s not glamorous, the pipes under our feet must be maintained and we have a responsibility to address these issues today and not defer them any further.

Clubhouse
• New Cart Barn sprinkler complete
• HVAC units have been inspected and rooftop support curbs installed.

• AIA contract has been signed with May Construction.
• The Contract is for $1,018,741 but savings are being reviewed through valued engineering on decking, roof materials, HVAC, and railing types.
• The Permitting process has been submitted to Beaufort County with a 6-8 week timeline.
Seal Coating Phase 2/ Bill Baker Park Pathway
• Due to multiple rain events, Bennett Paving has pushed back these projects until mid October (weather permitting). Emails will be sent out prior to this work.
New Piping at Wood Eden
• Work has been on going to install a new 24” pipe on Wood Eden Court . This pipe will connect to an existing junction box and go underground to a drainage ditch connected to our drainage system. This will greatly help with the drainage issues that this area has had for quite some time. Cost estimates have been obtained for the Engineering portion and waiting on final estimates on the pipe installation.

My years are many, and because my memories are many times more, sometimes a present-day event will trigger pleasant reminders of long-ago special people, places, and things. In a recent conversation with my friend, he mentioned foods his Italian American mother cooked in their home, and I remembered.
In August 1951 I finished Air Force basic training at Lackland Air Force Base and took residence in another barrack there with 64 other persons assigned to duties at the Air Force’s largest hospital.
On my first Sunday, at about six o’clock, or as I was now conditioned to also think and say, 1800 hours, most of the others sat around waiting. Some played cards to pass the time, but they all seemed content to just – wait.
A few minutes later we heard the announcement: “Here he comes.” Certain guys took their places as though repeating a special exercise. The three extra card tables I observed in the utility closet were arranged in the middle aisle, as the driver of a new Pontiac backed up near the door. When he opened the truck and doors, I was in awe of how much food was stuffed in the trunk, the back seat, and the empty front seat. I was certain he had robbed a grocery store until I saw food they don’t sell in grocery stores. Pretty soon I tasted most delicious foods with names like pignoli, biscotti, struffoli, and sfingi.
The cook, an Italian American mother, like all mamas with children in uniform, believed that when children, regardless of age or rank, are away from home they are not eating properly. So, when her son visited home twice a month, she cooked food for us poor hungry waifs. We threatened her son to not tell her the mess hall was across the street from our barrack.
After the food was laid out, he noticed me as the newest resident of the barrack, and he started the conversation.
J: What’s ya name, and where ya from?
A: My names is James Edward Alexander, and I’m from Valdosta, Georgia.
J: Where’s that? If ya ain’t from Texas, ya just here on short invitation. (He then let out a booming laugh.)
A: Who are you, and whereabout are you from?
He stood erect, braced his chest, and commanded everybody’s attention: “I’m Joe Termini, the proud citizen of the most beautiful spot-on earth, Galveston, Texas.” And, on behalf of the citizens of Galveston, he issued an invitation to visit.

A GUY NAMED
According to Joe Termini, Houston, about 60 miles north, was actually, in fact, no doubt about it, just a suburb of Galveston. Another GI overheard his boast and responded, “Just make sure you go there every other weekend.”
Then Joe reached in into his shirt pocket and tossed me a Hershey bar, “Here ya go Valdosta.” The gesture seemed to be the first, because every other week he looked around for me and repeated the toss. One week I was on duty when he returned, but when I came home, I found a bag of goodies on my bunk, and a Hershey bar.

One Sunday, as we watched the OCS candidates marching to chow, airmen Malone and Brenner had a louder than usual conversation, including asking, “What time is Joe due to arrive?” The answer, 8:30, was also a signal to Braxton to take a walk out of his barrack at 8:30 to receive his delivery of goodies from Joe’s mama. And, since I was the newest, and lowest ranking member of the entire barrack, I was the assigned “bag-man” at least twice.
More than half of the 65 enlisted men in our barrack had some college education, at least 20 with undergraduate and graduate degrees. Our country was in the Korean War, and they were lending their efforts. After four years they would return to their civilian professions, rather than becoming officers and serving longer. One among us, Airman Braxton, changed his mind and decided to attend the three-month Officer Candidate School (OCS). The candidates ate in the same mess hall near our barrack, and as they marched to chow, we looked for Braxton. The graduates were commissioned second lieutenants. We called them “Ninety-day wonders.”
Fifty-one years later, in 2022, my wife Toian and I visited Houston – the suburb of Galveston. My research informed me that Joe Termini was deceased, but I also located his cemetery in Galveston. I gassed up the car, drove to the cemetery office and located his grave. Toian, sensing that I wanted to share a few memories alone with an old friend, remained in the office. It was a good visit. And then I stood at attention, saluted, reached into my shirt pocket, removed something I purchased at the gas station, and laid a Hershey bar on the tomb of a guy named Joe Termini.
Good Memories
Good memories are treasures that we horde for ourselves. Sometimes they are the only currency that can buy peace of mind. They give us safe passage to where we were once content. Good memories are not exhausted by time.

James E. Alexander is a Rose Hill resident. A veteran of the Korean war, he served in the Air Force for 20 years retiring as a Master Sergeant in 1971. He then went on to law school and passed the California Bar exam at the age of 56. EQUESTRIAN CENTER OPEN HOUSE

Sunday, September 18th was a beautiful day to be at the Equestrian Center. Neighbors came to visit with the horses and share in “what’s happening” at the Rose Hill Equestrian Center.
Allison Campbell, the Barn Operator, her boarders, and riders opened their doors to all that visited. The barn’s young riders were dressed in their riding apparel and graciously led tours throughout the barn and property. They were the barn’s best ambassadors. The horse owners kindly answered questions and allowed their horses to be scratched and petted. Our Rose Hill Residents were a big hit!
Tom and Donna Cambron brought their walking horse, Riesling, over to demonstrate her beautiful walking gait, which makes the walking horses so comfortable to ride. Darci and Maddie Marshall showed off their prizewinning Arabian, Buddy. Maddie was dressed to the nines and Buddy put on a great show. Jill Przybocki shared with everyone the perfect petting horse, Rhodan who couldn’t have been happier standing for everyone to give him a pat. Allison’s students demonstrated all the skills they are working on with her. It was impressive to watch. The newly formed IEA (junior & senior high school riders) will be very competitive in their first year of completion.
For the open house finale, Allison rode out on Honey, one of the horses in the barn, and jumped over the fence into the ring!
Stephanie and Sissi
I am sure many of you are familiar with the “salmon” (NOT PINK) colored house on Ghost Pony Road and wondered about the beautiful horses grazing in the pasture there. The horse-loving residents at this address are the McKenzie Family and Stephanie McKenzie is a member of the Rose Hill Equestrian Committee.
Stefanie and her horse, Sissi, are a lovely dressage combination. They are currently competing at Second Level in dressage or horse ballet, working towards third level. Their most recent competition was at the World Equestrian Center in Ocala, Florida.
Stefanie’s daughters, Mia and Leni are her support team and most enthusiastic fans! Mia is taking after her mom and working with Allison and Addison at the Rose Hill Equestrian Center with her new pony Lola Bunny.
We wish all the McKenzies continued success in their equestrian endeavors.

HONORING OLD GLORY

The Flag Retirement Program is a partnership with The Island Funeral Home on Hilton Head, the Boy Scouts of America, and Ace Hardware of Hilton Head. Our very own Rose Hill resident “Flag Lady” is Lesley Babington, who collects the flags from four locations: Hilton Head Library, Hilton Head Fire Department, Ace Hardware, and Rose Hill Plantation.
The Flag Retirement Program brochure states: “According to the US Flag Code, when an American Flag appears worn or otherwise no longer appropriate for display, it should be decommissioned in a dignified way, preferably burning.”
The last deed of service of the decommissioned flags Lesley collects is draping deceased veterans during the cremation process. She is the Crematory Manager.
Lesley and her family are originally from Irvine, Scotland. They came to the United States in 2001. Her daughter was born in Texas. In 2018, Lesley, her husband and son became US citizens. She said the most challenging process to become a US citizen was learning the answers to 100 questions even though you are only asked to answer 10.
Thank you Lesley for this meaningful way to honor Old Glory and our deceased veterans.

Caring Neighbors

Summer proved to be somewhat of a challenging time for Caring Neighbors as we faced a volunteer shortage due to vacations and family visits. We were also forced to say good-bye to our Treasurer, Minerva Castro-Hernandez as she and her family have relocated to another state.
Minerva joined Caring Neighbors in 2018 as a volunteer and later served on the Board of Directors. In 2021, she became our Treasurer and did an outstanding job. Faced with the task of finding a replacement for Minerva, we were very fortunate to have Kathy Taylor step forward and volunteer to take her place. We wish Minerva all the best in her move and we extend our appreciation and a warm welcome to Kathy!
Events
In July, we joined the festivities at Rose, White and Blue, a great neighborhood event organized by Rose Hill’s Social Committee. A table was set up for us to display informational videos and brochures about Caring Neighbors. Board members were on hand to answer questions about our organization and to sell lovely rope bowls made by Director Sheryl Inglefield’s sister. We also had several people donate to our non-profit group for which we are very grateful.
In September, we were invited by the management of Latitude Margaritaville in Hardeeville to participate in their charity information event that allowed Sheryl Inglefield and Wendy Orff-Brantley to showcase Caring Neighbors. They were given the opportunity to explain the purpose of our group and to recruit new volunteers that we desperately need at this time. Invitations from outside sources such as this emphasize how important our mission is to the Bluffton area.

Rose Hill golf International Golf Maintenance (IGM)

MEET THE TEAM
Mike Kuhn is serving as Director of Golf Operations for IGM at Rose Hill. He holds degrees from both Penn State University as well as Horry-Georgetown Tech. Mike has over has over twenty years’ experience in golf course management and is a Class A member of the GCSAA. Mike has been with IGM for over thirteen years. Originally assigned in South Carolina, Mike and his wife Vickie moved back to the Lowcountry from his position at a large-scale golf community in Central Virginia. Prior to joining IGM, Mike completed various golf course construction and grow-in projects throughout the Carolinas.
Greg Woodward was the incumbent Head Golf Professional at Rose Hill and we are excited that he has joined our Team to provide leadership in the Proshop. Greg and the proshop staff are leading the charge to establish a new level of customer service at the Club. The Missouri native brings a wealth of experience having served as Golf Professional and Tournament Director.
Antonio Cardiel was also an incumbent as the Rose Hill Golf Course Superintendent. Antonio’s golf course experience and knowledge of the course have been a huge part of our success is getting the course re-opened. Antonio brings over twenty years of golf maintenance experience having held leadership roles at Oldfield Golf Club and Bear Creek Golf Club. With the proper resources and support, and under the leadership of Antonio the entire Golf Maintenance Crew has worked incredibly hard to condition the course with pride.
Juan Palacios joined the team as Equipment Technician and is responsible for the equipment repair and maintenance programs. Juan is decorated Army Combat Veteran with multiple tours of duty in Kuwait and Iraq. He is a Bronze Star Medal recipient among many other awards and recognitions. Following his military career, Juan was a Professional Golf Caddy serving at both Harbour Town and Augusta National.
Our shared goal:
Bringing the golf course to the standard expected by Residents and the golfing community will take some time however there are a number of things that are decidedly different as we embark on this change at the Club. Most importantly, the Association has control the standards of course care and customer service executed by IGM. In the same way, IGM’s mission and motivation are different than any other group that has been a part of the Club’s history.
The goal is to build a successful golf operation that can support itself in operation and improvement. It is no longer used as an asset to be depleted for the revenue goals of a lease operator. At the end of the day we intend to provide a golf course operation that our Community can be proud of and enjoy.

Tennisclub of the Low Country
Tennis of the low country Happenings!
Finally, a break in the heat! It has been a hot and extremely wet summer, but as it is one of the safest forms of exercise our courts have been extremely busy! We have seen a trend of early play to beat the heat, and of course evening play has been very popular.
Our Junior Program began again when school started, and we have every level of play participating Monday through Thursday. We have welcomed many new aspiring tennis players this season, and as our sessions are continuous, newcomers are always welcome to join the program.
Our Mini Shots Program welcomes 4 and 5-year olds who are so cute to watch! Our Red Ball Program is for ages 6 – 10 for players new to the game. Our reduced size courts are designed specifically for this age group, along with the pressurized balls they use, so that they can learn to play successfully at this level. It is so important that the players get a strong foundation here to build on as their game improves.
Junior Program
This Fall so many of our junior players have progressed up a level and it is awesome to see them out there rallying and having fun. Our Green, Orange and Yellow ball groups have grown significantly this season and we have added extremely well qualified coaches to the program so that the growth continues.

Tennis League
USTA season is winding down for the year with Tri-Level and Team tennis remaining. Already players are starting to form teams for the 2023 season and our coaches are working with the new teams. League is a great way to meet different people and add competition to your tennis.
We are very excited about our Inaugural Club Championships in October and you are welcome to come over and watch the finals for all divisions on October 23rd starting in the morning.

The library is wonderfully organized and it’s so easy to donate, borrow and return books all on the honor system. The Annex was delightfully put together with furniture and art donated by Rose Hill Residents and the handiwork of members of the Common Grounds Committee.

MY FIRST BOOKS SC-BEAUFORT COUNTY

Seeking Volunteers To Tutor Pre-Kindergarten Students
In Bluffton and Hilton Head
My First Books SC - Beaufort County/ Palmetto Project is seeking volunteers to tutor pre-k students one morning a week, either Tuesday or Thursday, for 2.5 hours at the MC Riley Elementary School in Bluffton or at The Children’s Center daycare in Hilton Head. A one-morning training session for volunteers will be held in late October and tutoring will begin in early November.
With enough volunteers, nearly one hundred 4-yearold children will be tutored at MC Riley and thirty at The Children’s Center.
There is special interest in a volunteer point person who will take charge of finding others at Rose Hill to join this program.
The program has been operating at Broad River Elementary School in Beaufort for the past three years and is being replicated now in other parts of Beaufort County. The Reading Coach at Broad River says that the program has been very successful in improving its students’ reading skills.
The program was started by volunteers following a speech by a former Beaufort County Superintendent of Schools in which he cited the failure of county school children learning to read by the third grade, as the most important problem in the school system. A Nobel Prize winning economist wrote that the literacy problem is nation wide and the best remedy is to start with early childhood education. That is what My First Books SC - Beaufort County is seeking to do.

• Follow Sturgeon Point Rd then turn left on Plantation House Drive. Follow Plantation House Drive till end at Rose Hill Way.
• At Rose Hill Way go left then quick right onto Cottingham. Stay on Cottingham till the end at Martingale East.
• At Martingale East go Left and follow around and on to Oxen Lane. Follow Oxen Lane down to circle. At circle, head towards Rose Hill Drive.
• At Rose Hill Drive go right. Follow Rose Hill Drive toward Colleton Point Landing. At Pavilion Point Drive / Colleton Point Landing participants will turn right and loop thru Pavilion Point Drive back out right onto Rose Hill Way heading back towards Rose Hill Plantation House.
