Aah, spring is right around the corner, a time for making choices and taking inspired action that will enhance your community experience. Perhaps that’s why our Annual Meetings are required to be held in March.

2023 Board Elections

In preparation for our Board elections for 2023, we held two Meet the Candidates meetings which many residents attended. Their questions to our candidates were well-thought-out. Many residents were also able to watch from home as the meetings were aired live on the Facebook announcement page. The Annual Meeting was held on Tuesday, March 28, 2023. The following candidates were chosen to serve on the Board: Michelle Layman, Marguerite Carver and Susan Tucker. Congratulations ladies!

I want to thank all candidates for their interest in serving on the board. It takes a special person to apply for the Board of Directors. They must be prepared to sit in front of the membership and answer a wide array of questions. These are people who have answered the call to lead and their willingness to throw their names in the hat should be commended. I would like to encourage candidates who were not selected to consider running again next year or serve on one of our numerous committees.

Last, I want to thank Sean Casey for his service on the Board for the past 6 years, and Cathy O’Connor and Dawn Burke for serving on the board for the last two years. Also, thank you to Dawn for assuming the role and responsibility of interim Board President for the past couple of months. You stepped up to fill a very vital role on the board and we all appreciate your willingness to lead us through the Annual Meeting. Sean, Cathy and Dawn, your presence will be missed on the board, you all have been integral to the important advances we have made.

Board service is one of the toughest volunteer roles of all, and you performed with dedication and tenacity. You distinguished yourself as a judicious steward of our organization and never flinched in the face of difficult decisions. Thank you for serving!

Transfer Fee

The Transfer Fee Referendum passed with 618 votes! The new transfer fee of 1.5 times the annual assessment and the community enhancement fee of $1,500 will go into effect immediately. Thank you to all who voted.

Long Range Planning Committee

I’d like to take this opportunity to highlight the efforts and hard work of our Long Range Planning Committee. The LRPC has had a busy first quarter. Major enhancement projects have been identified and committee members have been diligently researching and pursuing recommendations both for the community and the Board.

Long Range Planning Committee (continued)

LRPC is actively researching alternate access/egress to both the north and south sides of the community. These routes would be available in instances when access from the main gate is obstructed or we need a second route made available for evacuation. Sites have been identified; however, town, county, and state officials all need to weigh in on the matter. They are looking into having a cell tower placed within the Rose Hill community. There are many regulatory hoops to jump through and we are hopeful that the placement of a tower will be approved so that Rose Hill will benefit not only from better cellular service, but an additional annual revenue stream.

LRPC has also met with several site planners/landscape architects to discuss enhancing our amenities to include the relocation of the pickleball courts, the addition of a small fitness center, basketball court, dog park, additional playground, and a community garden - all of which have been requested directly by residents via Satisfaction Surveys.

We are also researching the dredging of our deep-water channel and the viability of adding Top Tracer to our driving range sometime in the future. Rest assured that the Rose Hill community will be consulted before any recommendations are made to the Board.

Rose Hill Website Update:

Our Office Manager, Caroline Adams, has assembled a team of Communication and Social Committee members to assist with the undertaking of overhauling our website to a new platform. We have engaged NABR Network, a leading communication and software system built for community association management companies and neighborhood associations. This company is highly focused on POA communication automation, self-service features for homeowners, accounting integration, and great user experiences for managers and residents.

Nabr Network will offer the ability to set up reservation systems for our amenities, an App for your phone, accept online payments, allow residents to view their account summary and so much more. Residents will be able to select which emails they want to receive (i.e. Social, Property, etc) as well as the frequency (immediate, daily, weekly). Because it integrates with our primary financial system this reduces the number of touches required by the office staff and provides updated information in a timely manner.

The platform also offers a customer service line for residents to reach out to for support. This platform has many layers that we will be able to roll out over time. In moving in this direction the POA will be able to significantly reduce many costs such as postage and printing and eliminate other systems that overlap with Nabr Network.

Polo is Back!!!

We are all very pleased to have Polo back in Rose Hill this year! A big THANKS to the Equestrian Club, for hosting the 2023 Spring Charity Polo Classic held on Sunday, April 2nd. The event was well attended and enjoyed by both Rose Hill residents, area guests, and equestrian enthusiasts. The event benefited several very worthy causes. Family Promise, Parkinson’s Foundation - Carolina Chapter, Caring Neighbors, and Saint Gregory the Great & John Paul II Catholic Schools.

Easter Egg Hunt

Another special event to kick off spring in our community was the Easter Egg Hunt held on April 1st on the grounds of the beautiful Rose Hill landmark, the Mansion at Rose Hill. Thank you to owner Steven Stempel for hosting and to our amazing Social Committee for organizing this fun day for our families.

I always look forward to the natural beauty this time of year brings to Rose Hill as new leaves and blossoms burst open.

Letter from the Operations Manager

Colleton Point Pavilion

Colleton Point is moving along per schedule with a completion date of June/July. Demolition and foundation work has been completed. Framing is near completion with window installation and MEP (Mechanical, Electrical, Plumbing) rough-in scheduled for this month. Also scheduled this month is decking and siding work. Interior work that includes drywall, interior electrical, door hardware, and all other finishes are on track for April.

Pool Renovation and fencing

Colleton Pool renovations are complete. The renovation included plastering, new waterline tiles, paver coping and decking pavers. The POA also replaced the old fences at Colleton and Wood Eden pools with black aluminum fencing consistent with Willow pool fencing. In addition, Wood Eden pool received additional concrete decking, replacing the grass/dirt areas.

Sinkholes

The sinks holes at Golf Hole #3 and #13 along with the drainage inlet box on Fairway, have been repaired. The work included pipe patching and joint banding on #3, pipe replacement (50ft) on #13, and pipe patching on Fairway.

Drainage

The new 24” pipe project for Wood Eden is in the permitting phase with BJWSA. This project consists of adding 350’ of 24” RPC (concrete) pipe to an existing junction box, running underground to the existing water canal that goes under Hwy 278.

We heard, “Why doesn’t the Historical Society step in? “Shouldn’t the Rose Hill POA buy it!” “What will happen to property values if the house is just left to deteriorate?” Fortunately, those fears never materialized and the results of the renovation of what is now Mansion at Rose Hill, a luxury VRBO and event venue, are simply stunning. When speaking to Steven, it is clear the project has been a labor of love. With curated antique furnishings, rugs and décor, and fine china, the experience for guests has been carefully crafted for lavish enjoyment. In addition to private rentals, several weddings are booked all the way into 2025.

When you enter the Mansion foyer, an elegant crystal chandelier greets you. The house can accommodate up to 14 guests with six bedrooms and six spa like full baths and two half baths. There is a first floor King suite and a second-floor Bridal suite. All the artwork gracing the walls of the Mansion is by local artists. Pieces (all for sale) are selected by Steven

personally and changed every three to four months. He is eager to feature artwork by our talented Rose Hill artists. Property amenities include a private pool, gardens, outdoor smoker and propane grill, billiards room, library, games, and free wi-fi.

Mansion at Rose Hill provides guests a turnkey historic getaway. Steven has also taken the past year to immerse himself in the property history to establish Mansion at Rose Hill as the premier Historic Gothic Revival in the Southeast. Steven desires to be a good neighbor in Rose Hill. He hopes to partner with the POA and our Social Committee to host events on the grounds for residents. He plans to decorate for holidays such as Halloween and Christmas. Moreover, he wants Mansion at Rose Hill to be perceived as an asset to our community.

Before Steven Stempel, a developer and Realtor with Daniel Ravenel Sotheby’s International Realty, purchased the Rose Hill Plantation House, there was a lot of chatter and anxiety in the community about the fate of our historical jewel.

Remembering Bill Baker

In June of 2012, seven holes of what was once a 27-hole golf course were transformed into what is today known as Bill Baker Park. Since that time many new families have moved to Rose Hill, and while they all enjoy the peaceful serenity of the park, many don’t know the history of the man after whom the park is named.

Bill Baker was born and raised in Blanket, Texas, a real life cowboy who herded cattle and loved the outdoor life. He served during the Korean war in the army’s artillery unit and upon leaving, moved to Pennsylvania where for 30 years he worked at Bethlehem Steel. It was there at a community dance, he met his future bride, Evelyn.

Upon moving to Rose Hill, Bill quickly got involved in the dayto-day operations and in 1996 was nominated our first POA president. If a pipe needed to be replaced, he was the first to volunteer and enlist the help of others. And if the funds weren’t available to rent heavy equipment, they would use shovels and wheelbarrows to get the job done.

Originally the golf course was owned by PBBM, a company out of Texas. They closed the course in January of 2006 and later that year declared bankruptcy. It was during that time the POA decided to negotiate for the purchase of the course, while simultaneously protecting the land, by placing it in the Conservation Easement Program. This gave Rose Hill protection

donations from residents and working with Estate Management to treat the lagoons, which we depend on for drainage.

When Rose Hill was first developed much of the local wildlife was displaced from their natural habitat. Uninvited snakes and other critters would invite themselves into the new homes. On more than one occasion, Bill, being “the cowboy” he was known as, would get a call from a frantic neighbor to rid the pesty critters. Legend has it that he and his .22 caliber six-shooter resolved these issues quickly. But that was Bill, a neighbor who could always be counted on to help those in need… to fix a drainage pipe, build a dam or be out on his riding mower cutting the grass of an abandoned golf course. In 2012, the residents of Rose Hill overwhelmingly voted to honor the man who for over twenty-six years contributed his time and energy to Rose Hill.

Interscholastic Equestrian Association High School Team

Bellroy Stables proudly offered the opportunity for student equestrians (grades 9-12) to participate on an Interscholastic Equestrian Association (IEA) high school team for the first time over the 2022 – 2023 school year.

The mission of the IEA is to promote lifelong involvement in equestrian athletics through various organized competitions and educational opportunities in a team environment. The most unique aspect of IEA is that students do not need to own their own horse or tack, which allows for greater participation. The Bellroy Stables IEA team is part of an incredibly competitive region and zone with over 14 different schools participating from a variety of states. After qualifying as a team for regionals, we are proud to share that we finished third in the region with only five riders – McKenzie Morgan, Maddie Morgan, Hannah Keisling, Skylar Hagen, and Briana Weathersbee – with Skylar Hagen qualifying for Zones as an individual rider!

On March 18th, the Bellroy Stables IEA Team traveled to the Georgia International Horse Park in Conyers, GA for Zone 4 Finals. Bellroy Stables was represented by Skylar, who has had a perfect season so far with first place finishes at each regular season show and Regionals. After a very chilly start to the morning, Skylar competed against the other individual finalists from different regions in the Junior Varsity Walk/Trot division. Despite the competitive class Skylar placed 1st, qualifying her for IEA Nationals in Tryon, NC at the end of April. We are so excited for her and congratulate her, along with our full team, on an incredible first year in the IEA! We would also like to say a heartfelt farewell to McKenzie Morgan, as she is graduating and heading off to college this year!

Rose Hill golf update

March has provided some great golfing weather!

Enjoying the outdoors in short sleeves has put us all in Spring mode. Don’t be fooled though, the turf is not yet there. Based on the Growth Model and what we have all observed, the turf began to wake up around February 21st. On the greens, healthy areas are starting to turn from brown to green but thin areas have started to develop a layer of algae. The algae was treated last week to break it up and ensure it does not suffocate the grass. The application worked as intended. The unintended consequence of the flaking of that layer however has negatively impacted ball roll. This will be addressed short term with mechanical disruption, blowing and rolling.

So what to expect now? With good weather, there will be small incremental improvements as we get near the active growth cycle of the turf. This is not expected until near April 11th. This means we expect conditions to remain relatively the same until that time. It is as simple as the need for Mother Nature to do her part and provide the proper temperatures. We will continue to work to mitigate the impact and provide the best ball roll we can accomplish.

golf Club Projects

With the growing season approaching, the Golf Operations Team is working hard to complete the off-season projects before focus turns to course conditioning tasks.

There are many visual indications of the new attitude and enthusiasm at Rose Hill Golf Club. From the great selection of new merchandise in the proshop to the improvements in weed control on the course; many see and feel the change.

The Winter season has not been without some challenges however we remain confident the course is on track to continue to make strides forward and to achieve everyone’s goals. Continued patience is required. The course had been in a state of neglect and disrepair for such a long time, the restoration process will take time as well.

We all know that communication and transparency is key to a successful partnership. In tandem with the changes happening on the golf course and in the pro shop, work is also happening behind the scenes to improve communications and strengthen marketing efforts at Rose Hill Golf Club. Our website will launch in late-April, and we are increasing our social media presence to better communicate with our guests. In the Winter issue of The Plantation Voice, I invited residents to submit themselves or nominate neighbors whose careers, talents, military service or life experiences would be interesting to share with the community. To kick it off, I am nominating two people who are vital to the Communications Committee. I’ll bet you didn’t know this about these two “Notable Neighbors!”

Aimee Downing Social Committee

Almost four years ago, Aimee, her husband and daughter (a sophomore at May River High School) moved to Rose Hill from Pittsburgh, PA. It was before covid, but both Aimee and Bob were able to work from home. Shortly after moving, Aimee became involved in Rose Hill. She planned an Easter Egg Hunt at Wood Eden with friends Debi Pollard and Pam Wise. The event was a hit and a month later, Aimee, Debi, and Pam started the Rose Hill Social Committee. “At first the group was small, but we soon saw a need for more help.” After adding a few more people the events became more complex, so Aimee built the Social Committee website to help streamline the event planning. A Creative Director for an advertising firm, Aimee has also volunteered for the past two years with the Rose Hill Communications Committee as the designer for the quarterly Plantation Voice magazine. She enjoys designing a magazine that showcases Rose Hill as a premier neighborhood.

Personally, Aimee has published a young adult trilogy under the name A. K. Downing. The books are National Indie Excellence Award Finalists and follow the adventures of a teenage girl in a post apocalyptic world. More recently, Aimee joined others who were inspired by the Little Blue Boat and created original art which she applied to Oyster Shells.

“I was amazed at the number of people I met both locally and nationwide who became attached to the Little Blue Boat and wanted a memento to remind them of the island.” Her work was featured in the March edition of Bluffton and Lowcountry Magazine which highlighted local artists who created art of the Little Blue Boat.

Aimee and her husband Bob enjoy boating, taking walks in Bill Baker Park, having drinks in the driveway with friends, and watching the sunset at Colleton Point. “We’ve made some wonderful friends here. Rose Hill has definitely become our home.”

Don Dempsey Communications Committee

Don has been making photographs since the era of the Nikon F. That’s the sixties! And he’s been behind a lot of cameras – including a television camera for an NBC affiliate. In 1976 Don opened a commercial studio, servicing corporate and advertising clients in NY and CT. Having photographed everything from jewelry to food, from live surgery in hospital OR’s to NY Giants football, from celebrities to the Dead Sea Scrolls…he’s not worried about getting typecast. Don’s first job in SC was to shoot aerials of the new Ocean Course on Kiawah for Maxfli Golf Balls, from a helicopter. After landing on the 10th green and seeing four large gators a few yards away, he didn’t think anyone would want to play there.

Before moving to Rose Hill, Don was restoring a 200-year-old mill in Newtown, CT. He attended the University of Notre Dame and has an MA from Fairfield University, where he taught photography in the Continuing Education School.

Don moved to Rose Hill in 2016 and now loves photographing the Lowcountry. The marsh view from Colleton Point is his favorite spot, offering endless photo ops as it changes with the season tide, and light. Don is a member of the Rose Hill Communications Committee. His stunning “drone” photography, and many high-quality photos are featured on the Rose Hill website, our marketing brochure and in The Plantation Voice.

Happenings!

Tennis courts are busy, and Members and guests are enjoying the warmer weather. The USTA winter/ spring league session winds up mid-April and then the 65 and 75 age group leagues begin play. Teams are very active taking clinics and team practices, and there is plenty of great tennis to watch.

In March we kicked off our special events schedule with a fun evening celebrating St. Patrick’s Day. It was a progressive tennis evening, using all 3 court sizes at the club, smaller rackets and pressurized balls, so players of all levels had a blast!! The event ended with a couple of sets on the full size courts so there was plenty of tennis for all. Of course, the evening ended with a social and delicious snacks and beverages were consumed!!

Our junior program is extremely busy and most our levels of play are nearly full. We have a strong coaching staff to help instill the love of game in our youngest enthusiasts. They are playing in age and level appropriate tournaments, and it is so exciting watching them develop their understanding of the game. Caring Neighbors would like to remind you that we have 2 AED defibrillators in Rose Hill. One is at Oak Terrace in the hallway outside of the Ladies Room. The other is kept in the roving Security car and can be accessed by calling the North Gate at 843-757-3001 or the South Gate at 843-757-3000. In either case, call 911 immediately and start CPR if necessary while a second person gets the AED. Once it is turned on, the defibrillator will give you step by step instructions for its use. Our hope is that you will never need to utilize this device but being prepared may lessen the severity of a cardiac situation should one arise.

In February, Caring Neighbors once again sponsored a BASIC NEEDS DRIVE for Bluffton Self Help. Due to the generosity of our residents, we were able to deliver several bags of groceries and toiletries to those in need. Some of these individuals are people who are transported every week by our Caring Neighbors volunteers so we personally understand the need to keep the shelves well stocked at BSH.

At the time of the writing of this article, we want to remind you that there is still time to participate in the Birdies for Charity program sponsored by the 2023 Heritage Presented by Boeing at Harbour Town Golf Links from April 10 - 16. This wonderful opportunity makes it possible for Caring Neighbors to meet some of its financial obligations with insurance coverage being our biggest expense. In addition, we utilize a smartphone and computer so that we can readily accept calls requesting our services, and then promptly take steps to meet the needs of the caller. Other monies are needed in order to pay for an online volunteer signup calendar as well as our Caring Neighbors website (www.caring-neighbors.org).

Choosing to relocate to Bluffton more than 15 years ago, and buying a home in Rose Hill, has proven to be one of the best decisions Tom and I have ever made. I never tire of the beautiful sunsets and lovely landscape that surrounds us. But, most of all, it’s the warmth and caring nature of our neighbors and friends that keeps us here and loving Rose Hill.

I love our lagoons and Bill Baker Park with its newly renovated path that brings a connection to nature and moments to connect with neighbors or their pets. I love our Rose Hill Golf course, especially watching it become renewed with the input of our Golf committee and our new management company. I love our Oak Terrace Restaurant-Clubhouse location… just to be able to drop in by myself for good food or connect with friends and neighbors. Utilizing our pools is my favorite form of exercise. I enjoy hour long “meditation in motion” laps...for others it’s aerobics. While driving by our Equestrian Center, I love watching horses being trotted or grazing. I love our Colleton Point location, sitting in the gazebo, overlooking marshes and long grasses, and observing nature. I love our Social Committee of volunteers, working on new and creative ways to bring residents and their children together to celebrate each other. Finally, but most importantly, I love our helpful Rose Hill neighbors who look out for one another. Trish S.

The Rose Hill Equestrian Club’s Spring 2023 Charity Polo Classic inaugural match was a huge success!

We had just shy of 1000 attendees with Rose Hill residents really coming through to support this event! We cannot thank each of you enough - WOW! The professional polo players raved about our field and can’t wait to come back. Our POA really worked hard to support this effort; most especially Julian from Operations and Tom from Maintenance. This was their first time prepping for polo and they could not have been better to work with.

Charlotte and Danny of Hieronymus Provisions pulled out all the stops to ensure the VIP Hospitality Tent looked fabulous and that our spectators, volunteers, participants, sponsors, and VIPs were all well-fed.

We are so grateful that Emily Termotto Trott was willing to work as a “double agent” to make sure that Dr. Sandy Termotto was able to see that Rose Hill will have quality polo matches for years to come. He was so touched and surprised! We are honored to be able to benefit Family Promise, The Parkinson’s Foundation, Caring Neighbors and two of our local schools.

We look forward to the next one and are eager to fill you all in as soon as possible.

CPR/AED class

Seventeen Rose Hill residents attended the CPR/ AED class on March 27th. Our instructor Joe, from the Bluffton Fire Department, while teaching important life saving techniques, also made the class fun. The Communications Committee plans to offer another class in late spring or early summer.

3RD ANNUAL EASTER EGG HUNT “EGGSTRAVAGANZA”

On Saturday, April 2nd, hundreds of kids, friends and family members raced to find over 2,500 stuffed Easter eggs! A special thank you to Steve Stempel for allowing us to ‘hop” all over the Mansion at Rose Hill acreage!

Thank you also to: Silly Goose Photography, Laura’s Critters petting zoo, the many volunteers who created balloon characters, organized face painting, set-up the event, drove the bunny and sold yummy breakfast treats! Of course, our biggest thank you goes to our very own, “Bob” the Easter Bunny!
