Football is back on TV, kids are going back to school, and the weather is cooling down … must be Fall! My favorite time of year. So much has happened this past quarter, we have a newly elected Board President, lagoons have been dredged, horse trails cleared, and road work has started. Here are the updates: Board President We’re pleased to announce Fran Richards as the new Rose Hill Board President. He succeeds Tony LaMartina, who has served in the role since 2019. Fran has extensive knowledge about Rose Hill and looks forward to serving the residents of wonderful community. As many of you know, on Tuesday, September 22, 2020, Tony LaMartina resigned as the Rose Hill POA Board President. Furthermore, he resigned from the Board effective December 31, 2020. Tony is enjoying spending more time with his family and friends. Brightview The Chair and Board Liaison for the Common Grounds Committee, Bill Dorson and Ty Kopke, joined me in a community walk through with the Brightview Operations Manager and District Manager. Many concerns were addressed such as the lack of attention to detail, edging, tucking of pine straw, trimming, pruning and removing dead plant materials, just to name a few. They were very responsive and have been making some major improvements to the common areas. We also discussed an improvement plan for Sumter Square, and we anticipate new Fall flowers at the entrances around November 23. 9 Fox Meadow Great News! HUD has accepted an offer we received on 9 Fox Meadow. Our realtor is working with legal to finalize the the transaction. Lagoons Dredging has been completed on the lagoon near Club Gate and the 2 lagoons near Greenwood Drive. These were the most diminished lagoons in the community. Next year we will begin on the next 3 lagoons most in need of dredging. We will continue this process till all diminished lagoons are dredged. Roads Road repairs have begun on Spartina Crescent and will continue till all scheduled work has been completed.
Deer Survey The 2020 Spotlight Survey by Folk Land Management was conducted on August 25 and 26. The survey results on the North side was comparable to past years with 2 acres/deer. The highest observed deer density on the South side, 2.8 acres/deer, has increased and is considered to be very high compared to similar properties in our area. At these deer population levels, there is likely damage to native habitat and landscaping from intense browsing, increased chances for deer/vehicle collisions, and the overall reduction in human tolerance (social carrying capacity) for deer in Rose Hill. To view the study please refer to the Member Website/Resources/Wildlife Management. POA Building Complex We have chosen DaVinci Construction to do the renovations on the soon to be New POA Office. They began demolition on October 8 and we anticipate a late November completion, weather permitting. Golf Course Bathrooms The Bill Baker Park bathrooms were coming along nicely till we discovered an infestation of termites. Maintenance Supervisor, Tony Booker, contacted Imperial Pest Control and had the termites treated. They have resumed work on the bathrooms and should be finished with the project by the time you read this article. Clubhouse Ceiling We have been working closely with the engineers, architects, HVAC contractors and the General Contractor to find out what is causing the Clubhouse leaks. A Thermal Imaging Inspection was done and the General Contractor is preparing a plan of action to remedy the issues with the HVAC system. Unfortunately, the book exchange area is currently closed to the public. Food Trucks Food Trucks will continue serving Rose Hill through the end of the year. I have received an overwhelming amount of emails from residents expressing how much they enjoy the food trucks. This is great and I hope residents have the opportunity to get to know their neighbors while waiting for their food. Happy Fall - Enjoy the cooler temperature!
Rose Hill Mansion We have no updated information at this point. As soon as we find out when the lender plans to foreclosure, we will let you know. Budget The 2021 Budget has been reviewed by the Audit Committee and will be viewed by the Board at their upcoming Work Session. AED’s The new AED’s are located at the 3 Pools.

hard to believe that we are in autumn already. Halloween will be here before we know it and it is important this year more than any to be vigilant for everyone’s safety. Parent’s need to make sure that everyone is following CDC guidelines in regards to the Corona virus. Please also practice these general safety tip if your children will be trick or treating: If out at night, wear a brightly colored costume. Use flashlights or glow sticks so you will be seen. Stay with a group of friends or adults. Stay to the side of the road and out of traffic. Look both ways before crossing the street.
As stated in the Rose Hill Covenants and Rules and Regulations, homeowners have a responsibility to maintain their property in an attractive manner. Furthermore, homeowners are responsible for preventing the development of any unclean, unsightly, or unkempt conditions on their property. To meet these agreed upon standards, the roofs and driveways of numerous properties are in need of washing and cleaning. Many mailboxes and posts are also in need of painting or replacement.
Never go INTO a stranger’s house. Wear comfortable shoes. Follow the guidelines on trick or treat permitted times.
It is requested that these issues be given serious attention as they will see increased attention and enforcement in 2021.
Adults should check children’s candy prior to them eating eat. We want everyone to have a safe and fun Halloween this year! As many of you probably have observed, we have several new officers working in the gates. Please try and be patient when calling in passes or when approaching the gates. It can get very busy at the gates and can be challenging for our newer officers. It can take some time before they become as proficient as the officers you are used to seeing day in and day out. Thank you for your help. We have been seeing many golf carts being operated by young children, some with the parents in the passenger seat. Please remember that anyone driving a golf cart within Rose Hill must have a driver’s license. We have a lot of commercial vehicles using our roads including tandem dump trucks and tractor trailers as well as residential traffic and we want everyone to remain safe. If anyone needs to call in a pass for a commercial vendor doing an estimate, please make sure the gate officer is advised it is for an estimate. Our regular visitor passes are not permitted for commercial vehicles whether they are working or doing an estimate. We hope everyone has a safe and happy fall season. Chief Schetting

If you are searching for a ladies golf group, Rose Hill has 2 organizations that you might be interested in joining. The Rosebuds play 9 holes on Mondays and Fridays while enjoying a relaxed form of golf with no pressure. After play, they often stop in at Oak Terrace to further socialize and enjoy each other’s company. They also have the opportunity to attend Exchanges that are held at other area courses where they meet new friends and participate in friendly competitions. If you would like to know more about the Rosebuds, call Linda Miller at 843-706-5622. The Ladies Golf Association meets on Wednesdays and Saturdays to play 18 holes of golf followed by lunch. They enjoy a different format each outing and compete to win cash prizes on their play days. Several of the ladies also enjoy being a part of a team that competes in the Coastal Carolina Ladies League with other groups from several beautiful courses in the Low Country. For more information, contact Carol Fruit at 843-706-5005. Recent tournaments played at our home course were held on the 4th of July and on Labor Day weekend. Both of these outings were mixed events for the Rosebuds, the LGA, and the MGA. Both were well-attended and followed by a meal prepared by Oak Terrace. It is not a requirement that you have a Rose Hill golf membership, nor do you have to be a resident of the Plantation, in order to be a member of any of the golf groups mentioned in this article. You simply need a love for the outdoors, meeting new people, having fun, and playing golf…so come join us! Jane Phipps
Caring Neighbors was organized in 2010 by Betty Miller, a retired nurse who was residing in Rose Hill at the time. Betty had a passion for helping people and recognized that there were adults living in the Plantation who were dependent upon the assistance of others but had no one to call upon for help. Betty eagerly took on the task of finding out exactly Page 4 October 2020
what needed to be done to start a volunteer organization that would benefit this group of individuals. Using the model provided by “Beacon Hill Village” of Massachusetts, and with the help of a few people who would eventually become the first Board of Directors, Betty spread the word about her idea and volunteers responded. Before long, Rose Hill residents were contacting the newly formed, non-profit organization and enjoying the help and friendship that Caring Neighbors provides. Services that are available include transportation to and from doctors’ appointments, food shopping, telephone calls to shut-ins, meal preparation and help after surgery, temporary dog walking, assistance with chores, and home visitations. Some of our clients require short-term help while others may need a much longer time commitment from us. Both can be addressed as long as we have the necessary number of volunteers. Typically, we service Rose Hill residents but on occasion will assist those in the greater Bluffton area if we are equipped to do so at the time of the request. We provide services (free of charge) that support and enhance independent living and wellness. Our volunteer contact number is 843-3682096. In order to receive our help, one must go through an interview process to determine if we can actually meet the needs of the potential recipient. This is done in the privacy of one’s home with a qualified person from our organization. If CNI cannot assist you with your request, we can provide a list of vendors that may be able to help you. Caring Neighbors relies on fundraiser's in order to meet our financial needs, with insurance coverage being our biggest expense. In addition, we utilize a smart phone and computer so that we can readily accept calls requesting our services, and then promptly take steps to meet the needs of the caller. Other monies are needed in order to pay for an online volunteer sign-up calendar as well as our Caring Neighbors website (www.caring-neighbors.org). During the year, money is also needed to hold an appreciation event for our volunteers and a party for the people we are assisting. Our group also strives to give back to our Rose Hill Community by sponsoring Blood Drives, CPR classes and annual Medicare seminars – all of which are free to the participant. Last year, with donations and fundraising monies, we were able to donate an AED to the Golf Club and Oak Terrace Restaurant. Although you or a loved one may not currently need our help, your support will assure that the services listed here will be available in the future. During the past quarter, the Common Grounds Committee has continued to work on behalf of all residents to improve the overall appearance of Rose Hill. Even though it feels slow at times we are beginning to show progress. We met with the owner and account manager from Bright View and after about a three-hour meeting which included riding around the development and firsthand showing them our issues, they have begun to show a marked improvement in their performance. It will not turn around overnight, but it is moving in the right direction. We continue to address the front gate issues and hopefully will begin work in that area the first of October. One of our members has been attending seminars on proper pond maintenance and reports her findings back to the committee. We have identified the need for additional signage regarding Leashing of Pets in accordance with South Carolina law and recommended same to the POA manager. We will continue to work hard for you all . The members of the Long Range Planning Committee are actively engaged in several major projects, (1) the renovation of Colleton Point Pavilion; (2) establishment of a ten year plan; and (3) identifying options for community use of POA Building 2 when the POA offices are relocated. All proposals on said projects will be submitted to the Board for their comment and approval. In addition, the Long-Range Planning Committee welcomed three new members, Paul Barnard, Bruce Wayne Clemens, and Vannessa Weatherford. The expertise our new members bring to the group is greatly appreciated and will serve to complement the existing skill set of our senior membership. The Ad Hoc Pool Subcommittee was formed in August with Stephen Brown as the Chair. Steve provides a wealth of experience as he has served on the Long-Range Planning Committee and is very familiar with the amenities in communities throughout the area due to his occupation as a Realtor. The other members of the subcommittee include: Barbara Brakman, Mona Huff, Dave Kostka, Deb Pollard, Mary Kay Montanio, Carmen Traywick, and Dana Zendzian. We are fortunate to have such a talented group of individuals volunteer their time. The Subcommittee will review the pool proposal submitted to the Board in 2017 by the Long-Range Planning Committee. They will then select two of the four options contained in the proposal, contact design architects, and obtain new budgetary numbers. Finally, a break in the heat! It has been a hot summer on the courts, but as it is one of the safest forms of exercise our courts have been extremely busy! We have seen a trend of early play to beat the heat, and of course evening play has been very popular. Our Junior Program is just about full at each level of play.
It is so gratifying to see our Mini Shots Program full of 4 and 5year olds. They are so cute to watch! Our Red Ball Program is for ages 6 – 10 for players new to the game. Our reduced size courts are designed specifically for this age group, along with the pressurized balls they use, so that they can learn to play successfully at this level. It is so important that the players get a strong foundation here to build on as their game improves.
This Fall so many of our junior players have progressed up a level and it is awesome to see them out there rallying and having fun. Our Green, Orange and Yellow ball groups have grown significantly this season and we have added extremely well qualified coaches to the program so that the growth continues. Instead of league play for adults we have been having match play afternoons for all levels of play, and we have tried some friendly combo matches which have worked well.
