MESSAGE My cordial greetings to the members and officers of the Confederation of Boholanos USA and Canada, Inc. on the occasion of its 15th Biennial Convention on July 5-7, 2013 at Chicago, Illinois, U.S.A. It is indeed heartwarming to know that in spite of the life-changing events which you’ve been through in a foreign land and though we are miles apart, you remain to be a trueblooded Boholanos at heart. As the Father of the Province and with the fresh mandate given by the Boholano electorate during the May 13, 2013 elections, be rest assured of our full support to your worthwhile undertakings. Let me acknowledge the forerunners and erstwhile leaders of this great Boholano organization. Your zest and allegiance have sustained this pro-active society of Boholanos across the globe. I am grateful to all the members for the support and dedication you have manifested that embedded the organization in a strong foundation through the years. The continued growth of this organization is an expression that wherever we may be, our hearts will never cease to beat for your kith and kin, your native Boholano and your Beloved Bohol. This major event centered on the theme “Celebrating Our Boholano Heritage” is another venue for our beloved “Sanos” to look back and move ahead for the greater cause of rendering genuine service to our native land, Bohol. The theme is indeed consistent with our Province’s development strategies to preserve our culture and promote our heritage. My greetings to all fellow Bol-anons attending this convention. We have traveled from near and from afar to attend this CONBUSAC Convention. We are here because we share a common heritage and the bonds that bind us are deeply rooted. Indeed, our Boholano Heritage is special -- the Heritage of Bravery as embodied by Francisco Dagohoy, the Heritage of Friendship as exemplified by Datu Sikatuna, the Heritage of Nobility as epitomized by President Carlos P. Garcia, the Heritage of Christianity symbolized by the Baclayon Church - the oldest in the Philippines, and the Heritage of Beauty as personified by the Majestic Chocolate Hills. Our individual journeys have converged in this Convention. This journey started from the distant shores of our beloved Bohol, our motherland. The journey brought us to our new adoptive lands, new places that we now call our homes, where we raise our families, our children - the new generation of Boholanos. As with all journeys, there is always a part of us that long for home. When we serve our Boholano Communities here in the United States and Canada, as well as our brothers and sisters back home in Bohol, we connect our past to our present. This makes us whole, this makes our journeys meaningful. Your commitment to our Boholano communities, and to our beloved Bohol is commendable. You make Bol-anons all over the world proud. CONBUSAC is one of the early proponent and top donor of the Bohol SWAT team. This was accomplished under the leadership of Carlos Caga-anan. “The realization of the SWAT team project primarily benefits the Boholano people as well as the visitors of the province. The SWAT unit not only offer itself as an effective and efficient police response unit, it’s existence also offers as deterrent to crimes that contribute to the overall crime prevention campaign in the province. With the waning insurgency, it is anticipated that the crimes, especially against property, will rise without intervention and the presence of the SWAT unit will help a lot in controlling this rise.”

The Rich Cultural Heritage of Bohol By Lauren Montero Moore A person who is proud of his/her heritage can argue that their cultural heritage is best. The familiar traditions, history, stories passed through the generations, and the shared experiences that encourage camaraderie and make a person feel at ease bring pleasant, positive feelings and a sense of pride. Bol-anon’s are no different. What sets this pride different, however, is a pride not just shared amongst Bol-anon’s about Bohol’s cultural heritage, but Filipinos in general. There are many things that make a Bol-anon and Filipinos proud of this cultural heritage. Hospitality, loyalty and friendship are traits of Filipinos in general. In the 1500’s, these traits were best exemplified by the blood compact, famously known as Sandugo, between a Bolanon, Datu Sikatuna, and Miguel Lopez de Legazpi, representing the Spanish kingdom, to symbolize the seal of peace, friendship and business trade between Spain and Bohol. It was the late President Carlos P. Garcia (an illustrious Bol-anon no less) who declared ‘The Filipino First Policy”; a bold initiative to get the Philippines on a path of self-sufficiency to favor business initiatives by Filipinos over foreign investors. It was an ambitious and audacious policy to implement especially after being under colonial rule for 400 years when many business interests were controlled by non-Filipinos. He recognized that the change will be slow, but he championed this policy as a way for Filipinos to change their mind-set, to set their minds free from a colonial mentality, to start a grassroots campaign to lift the confidence of Filipinos and feel energized by all things Filipino. We should also give credit to another famous Bol-anon; Francisco Sendrijas, known more famously as Dagohoy, who probably inspired President Garcia’s policy in a way. He fought against the oppressive tactics of Spanish colonialists who abused the trust and generosity of Bol-anons. Dagohoy started the longest revolt in Philippine history on Bohol soil that lasted 90 years. What did Filipinos win in this revolt? Pride, dignity and confidence. It’s been more than 40 years since President Garcia’s death, close to 200 years since the Dagohoy revolt ended and almost 450 years since Sandugo. It is clear that Bol-anon and Filipino pride has stood the test of time and become an emblem of being a Bol-anon. Today, a Bol-anon’s source of pride is Bohol itself. Mention Bohol to any Filipino (and foreigners) today and many things come to mind immediately: beauty and rich cultural history. A perfect example of both is the Church of the Lady of Immaculate Conception in Baclayon. It is one of the best preserved Catholic churches in the traditional Spanish architecture from the 16th century and declared a National Historic Treasure in 1995. It is one of many reminders that the Philippines is a bastion of Christianity in Asia and that the Philippines is the first Christian country in Asia. Many Catholic devotees flock to this church to see relics from a bygone era and to attend mass where many generations of Catholics have attended before them. If its walls could speak, for sure it would entrance visitors to stories about faith, family, celebrations and perhaps tragedies. It is through these stories that one’s cultural heritage is further enriched and reinforced. As Bol-anon’s disperse throughout the world, it is a necessity to assimilate the behaviors and traditions of new lands to be accepted. It becomes even more important that the highest priority is given to the preservation of Bol-anon cultural heritage by remembering the people, events and places that made Bol-anon’s what they are today. It is also the current generation’s responsibility to add to this rich heritage. Everyday actions could very well be the things that influence future generations’ impressions of our contributions to this already rich Bol-anon heritage. Let’s start by celebrating all things Bohol!
The Outstanding Boholano of USA and Canada Awardee Sergelina “Shirley� A, Alagon, RN I graduated nursing at Southern Island Hospital, Cebu City 1953-1956. After graduation, I worked as a volunteer at the Bohol Provincial Hospital, Tagbilaran City as a dispensary and E.R. nurse. As soon as my board exam results, I was employed permanently as a nurse in the operating and emergency room until I left the hospital in March, 1971. During my practice as a nurse in our hometown of Tagbilaran, I would help patients and their families buy medicines, which the hospital cannot provide. Help in obtaining other necessary supplies like blood. Help in transporting patients who died and cannot afford to pay private transportation to towns like Loboc, Balilihan, and Catigbian. On November, 1967, my husband died leaving me with seven children; the oldest only 7 years old and the youngest was 3 weeks old. I tried my very best to take care of them, so on March 1971, I was blessed to be accepted a working visa at the Newark Beth Israel Medical Center in New Jersey, as an operating room nurse. It was a very difficult decision and I have to leave my kids so I could send them all to school. September of 1972, I left Newark New Jersey to Michigan until the present. As a result of being away and working in a foreign land, I was able to send all my children to school. I thank God I have three daughters who are nurses, one son working with TSA in Michigan, two working in a home health agency, and one in a medical factory. All of my children except for one (who lives in Tagbilaran City) are in the U.S.A.; I have 17 grand children and 1 great grandchild.

As a start-up producer in NY the project of a lifetime for Brian came in 2010 when he was recruited to produce a 6-hour documentary miniseries for Discovery Channel. Rising: Rebuilding Ground Zero, executive produced by Steven Spielberg and DreamWorks, documenting the rescue, recovery and rebuilding efforts of the 16-acre World Trade Center site. Brian’s latest project as series producer, is Breaking Ice, a 6-episode series following the 2012 Arctic expedition of the U.S. Coast Guard Cutter as well as the 29th Antarctic expedition on board the German icebreaker Polar stern. Brian is responsible for the entire project (and its 15-person team), from concept development to the final delivery of each episode. Brian’s work has allowed him access to some incredible locations and amazing people. The unique opportunities he’s had have only given him a greater appreciation for his roots, his Filipino upbringing, and his experiences as an immigrant. As a member of a marginalized community and the Filipino Diaspora, he is able to find ways to relate to the people he films, allowing him to draw out powerful stories from their experiences. Straddling two very distinct cultures (often at odds) has given him a greater appreciation for the underlying tensions and conflicts that often lie well beneath the surface of stories. And his familiarity with navigating the waters of assimilation has aided him with acclimating to foreign environments and new situations -from blue-collar construction sites in New York to German scientific research vessels in the Antarctic. The mainstream TV and film industry in the United States does not have many Asian-American representatives. Brian understands that his background not only gives him a unique perspective, but also carries the weight of responsibility. The projects he chooses; the way he tells stories and depicts their characters; and how he represents himself- both out in the field when filming as well as in the office with colleagues and network executives – are colored by his experience as an immigrant and his accountability to the Filipino-American community. Brian maintains his ties with his Boholano roots by continuing as a remote member of TANOCAL, and contributor to the TANOCAL Digest. One of Brian’s proudest accomplishments is mastering the art of making chicken adobo.

The Outstanding Boholano of USA and Canada Awardee Dr. Romulo N. Sinajon I started my practice in the year 1985 in the city of Toronto, Canada. I worked in a depressed area of immigrants, welfare families, and prostitutes plying their line of work near our clinic. I also did house calls to sick seniors who are shut in their high-rise apartments near our clinic. By helping and counseling these people and modeling new immigrants how they can improve their lot in life, I was able to help them see how they can improve their outlook and their vision of life. I was able to counsel a few unfortunate women who sold their bodies and help them see the dangers of their trade in terms of communicable diseases. In 1990-2002, I took part as a doctor in drug counseling young men about drug addiction. My involvement helped the community immensely in cleaning the drug problem in the area when I work. People who understand what drug addiction is and how it destroys ones life and family are able to improve their outlook. When I changed my the focus of my practice in 2002, I was mainly concerned with seniors and their numerous problems. I am involved in the end of life are, palliative care and senior services. Presently I am the Chapter Commander of the Order of the Knights of Rizal, Bramptom Chapter, president of the Alburanons of Canada Association, member and officer of the Bohol Association of Canada and this time members of the board of directors of the Kalayaan Cultural Community Center (KCCC), a Filipino owned community center situated in the city of Mississauga. KCCC serves the Filipino community with various programs as well as a place to hold meetings, or parties in the center. With the KCCC, I am helping with paying off the mortgage of the center. The goal is to fully own the building for the Filipino Community here in Mississauga. Happily married for 36 years to Virginia Cosgafa of Tubigon, Bohol, I have 4 children. The eldest, Pierre is currently a resident physician in the specialty of Genetics at the Sick Children Hospital of Toronto. Ronald recently graduated Doctor of Medicine at Flinders University in Adelaide, Australia and is currently doing a medical internship at the Queen Elizabeth Hospital in Adelaide, Australia. Jean Paul is working but going to school part-time to finish his sociology course. My youngest, Roy, is working as a chef. I am honored to be a recipient of this outstanding Boholano Award.

My passion for education and service has its roots in my family. With the creativity, innovation, dedication, patience and joy in teaching shown by my family, I too valued education and envisioned that one day I would be a teacher. What began as a simple course taken during my maternity leave turned out to be a life-changing experience. From a career working with test tubes to one working with young minds was certainly a directional change. It was as though the River of Destiny brought me from where I was to another shore of endeavor. Working in education particularly Montessori education was invigorating, revitalizing and enriching for me. It gave me a sense of purpose. It imbued me with a passion to do the best I could to give to the children I teach. It also enhanced my own professional development especially in leadership, networking, problem solving and community building. The sphere of influence widened as though the River kept taking me to the next shore and I simply rode along. Children who have experienced Montessori education generally develop a respectful demeanor along with enthusiasm and love of learning. Their capacity to focus for an extended time allows them to engage in learning activities which broaden and deepen their understanding of themselves, others and their physical and social world. They internalize self-discipline which is rooted in having faith in themselves. This self-confidence encourages them to do things for the sake of accomplishing the goal with no thought for external reward. Learning is its own reward. The process of learning is more important than the product of learning. Learning how to learn, learning through one’s own effort, learning through observation and learning from one’s error are longterm goals that enable one to meet challenges throughout one’s lifetime. My original passion for education is now instilled in other educators who will continue to ignite the fire of learning and guide the new generation to lead in the path of righteousness, helping them become the best they could be.
The Outstanding Boholano Youth Awardee Rey Gabriel Bonje Carandang, of Vincennes, Indiana, is the son of Reynaldo and Rose Carandang. Rey is twenty-one years old and is an undergraduate student at the University of Evansville, Indiana. Rey is the 2013 CONBUSAC recipient of TOBY for Excellence in Athletics Gabriel writes, “Swimming has defined my life for a long time. Not only has it impacted me, but my actions throughout my swim career have made an impact on others as well. Swimming has allowed me to become the leader that I am today. Not only did it allow me to succeed in a sport, but it also has made me become a role model amongst my peers. I became a leader by example, and it helped me communicate with my coach and teammates very well. I helped my teammates improve their skills and mindset for their races. I was able to keep the spirit alive and everyone fired up to perform at his or her best. I became the leader and role model that I wanted to be through my swim career.” Gabriel’s swim career has been brought him many successes and honors: Philippine National Champion in Swimming 100m breast stroke in 2006 earning him 8 medals, 2 time Indiana State Champion, participant in Southeast Asia Games in Indonesia, and 7 consecutive years in the top 10 list in Indiana swimming. Sandra Bohmeier, Gabriel’s swim coach, wrote the following about him: Gabriel was a mentor in the pool. His love of swimming was evident not just to me but to the others in the pool. He would work with younger, less experienced swimmers in developing and honing their skills. He was a cheerleader at the meets encouraging his teammates to give 120% effort. Gabriel achieved many medals, trophies, and awards throughout his swimming career. Gabriel would be a great coach if he should ever want to travel this direction and implement knowledge and skills he has developed over the years. Gabriel was also part of the University of Evansville Swim Team, but is now retired due to back surgery. Yet, he continues to be a leader amongst his peers. He is a fraternity member of Lambda Chi Alpha, which is recognized as building strong leaders. This fraternity is involved in giving a lot of service hours to both the school community and city. Gabriel participated in raising money for organizations that fight against Leukemia and provide food for families during Thanksgiving. Service has always been a virtue for this young swim champion. Gabriel says, Volunteering has been a large part of my life. I have been volunteering since middle school. The majority of my volunteer hours were in Good Samaritan Hospital in my hometown of Vincennes, IN. I spent a lot of time assisting nurses and patients in any way I can. Most of the time, it was socializing with the patients. It seems like a small task, but it played a significant role in their recovery. Some patients have not been able to socialize in a very long time. The conversations I have had with patients created a comfortable, enjoyable, and positive environment for them to be in.
The Outstanding Boholano Youth Awardee Karen Joy Bendiola Dizon, of Bolingbrook, Illinois, is the daughter of Arturo (Loay, Bohol) and Barbara (Manila) Dizon. The Dizons are members of the Circulo Boholano of Illinois. Karen is twenty-four years old and received two undergraduate degrees from Lewis University in Romeoville, Illinois. She double majored in Theology and Art. Karen is the 2013 CONBUSAC recipient of TOBY for Excellence in Leadership. While in college Karen involved herself in many organizations and activities that focused on helping others. Karen’s strong sense of helping and serving others stems from her foundation of faith that was fostered and developed at home by her parents. While at Lewis University, Karen was President of the Art Club, a Student Leader for Koinonia, a student lead retreat, Secretary for the South Asian Student Association, Member of the Commuter Council, Member of the Presidential Student Advisory Council, and Volunteer Mentor for Big Brothers Big Sisters. It was Karen’s time spent being a big sister for a child when she realized the power of giving back. Karen states, “It was through this program that I began to ponder about my own life and the opportunities I had as a child.” She adds, “Since Big Brothers Big Sisters was the first extracurricular activity I participated in at Lewis University. This gave me plenty of time to explore how my gifts and talents can be service to others.” This spurred Karen to further volunteer in local and international communities. In Chicago, she has volunteered her time at soup kitchens and abroad she participated in a mission with the Diocese of Joliet in Sucre, Bolivia in June 2011. While in Bolivia, Karen volunteered at multiple day centers, an orphanage, a soup kitchen, and a center for children of physical disabilities. Karen helped in distributing food, clothes, and school supplies to families and children of need. In addition, she invented and designed community murals at sites, assisted classroom activities, and educated youth on how to maintain proper hygiene. When Karen finished college, she made a choice to volunteer for a year in Incisa, Italy. Birgit Oberhofer, Coordinator for Youth and Young Adult Programs of the Focolare Movement in the Midwest says, In 2012, Karen decided to have a year-long experience in an international youth center in Italy, where there are people from over 30 nations. A few months after her arrival there, Karen was assigned a leadership role, as a coordinator of a group of girls she lived with, who came from different nations and cultural backgrounds. The directors in Italy told me that Karen has excellent leadership qualities and performed this responsibility very well till the end. Birgit goes on to say, After coming back from her experience abroad Karen has proven to have grown into a real leader. She now is one of our peer leaders for the Chicago area. With great dedication and a sense of responsibility and commitment she organizes weekly meetings with the other young people in the city and coordinates regular service projects, like larger youth gatherings with young people of Hispanic background in one of the parishes in Chicago’s West Side and food distribution for the homeless in collaboration with a Muslim community. Karen’s excellence in leadership while in college merited her the distinction of being the Lasallian Student Commencement Speaker for Winter Commencement on December 18, 2011.
The Outstanding Boholano Youth Awardee Van Pierre Doloritos Mandin, of Lombard, Illinois, is the son of Victor (Loboc, Bohol) and Procula (Dauis, Bohol) Mandin. The Mandins are members of the Circulo Boholano of Illinois. Van Pierre is nineteen years old and is currently an undergraduate student at the University of California, Berkeley. He hopes to graduate in 2016. He is the 2013 CONBUSAC recipient of TOBY for Excellence in Academics. Van Pierre is currently pursuing an undergraduate degree in molecular cellular biology on a pre-medicine track. When he was in high school, he was exposed to patients and visitors when he volunteered his time at Adventist Hinsdale Hospital where he worked the information desk, delivered flowers and newspapers, pushed wheelchairs, and helped people find their way in the hospital. In his free time outside his academic studies, Van Pierre is involved in the Pilipino Association for Health Careers (PAHC) to further his interest in medicine. While being a member of PAHC, Van Pierre participated in a Medical Mission Benefit Concert that featured Filipino and Asian YouTube artists this past Fall semester. The proceeds of the concert benefited the annual medical mission to the Philippines and this year the mission was held in Pangasinan. Being a member of the PAHC group, Van Pierre hopes to promote a medical mission to Bohol. He writes, “ As a proud Filipino who believes in the availability for medical assistance in The Philippines, I have currently registered to embark on the medical mission as a volunteer where I intend to make a significant impact on the local communities. Additionally, in order to help my fellow Boholanos, I also aim to suggest Bohol as a possible future destination for the medical mission. Through my service in health care, I will continue with PAHC to positively impact the greater community.” Van Pierre’s academic high school accolades are numerous. He is a member of the National Honor Society, member of the Spanish Honor Society, Quill and Scroll International Honor Society member, Outstanding Orchestra Student Award-1st Chair Concert Master, Honor Roll all four years, Illinois Music Educators Association Musician for District 9, an ISAC Illinois State Scholar, and an AP Scholar with distinction from College Board.. Van Pierre graduated in the top 1.5% of his graduating class (ranked 5th out of 336 students). Mary Lou Zapel, MEd, BA, Bed, Van Pierre’s piano instructor said the following about this remarkably gifted young man, “He excels in science and math classes. He knows how to apply himself, to concentrate logically to apply the Scientific Method to reach a goal”. Haresh Harpalani, the Mathematic Department Chairman, at Glenbard South High School wrote the following enthusiastic praise for Van Pierre: In the 17 years I have been teaching, Van Pierre ranks in the top 1% of students in terms of intellectual aptitude and work ethic. I’ve had the pleasure of teaching Van Pierre as a senior in Advanced Placement Calculus BC. I have seen Van Pierre mature into an intelligent, responsible, mature student with endless curiosity, intellectual fortitude, and an easy-going charisma and character. She goes on to say, “His discipline, his attention to detail, his natural cognitive ability, and his intellectual curiosity would truly enrich any academic institution. It has truly been an honor watching his mind grow and develop these last four years.”
The Outstanding Boholano Youth Awardee Francis Rolf Espiritu Torralba, of Citrus Springs, Florida, is the son Floro and Elisa Torralba. The Torralbas are members of Ang Kaliwat Bol-Anon sa Florida. Francis is twenty years old and is an undergraduate student studying prenursing at the University of Florida in Gainesville, Florida. Francis is the 2013 CONBUSAC recipient of TOBY for Excellence in Community Service. Francis had a successful high school education as evidenced by his many awards and honors: AP Scholar Award 2010, AP Scholars with honors 2011, Lecanto High School Top Honors English Award 2012, Golden Citrus Scholar Humanitarian Award 2012, The President’s Volunteer Service Award 2012, The President’s Award for Educational Excellence 2012, Interact Club Distinguished Service Citation 2012, The Prudential Spirit of Community Awards Community Honoree 2012, and the Beverly Hills Lions Foundation Scholarship Award 2012. Many of these honors and awards recognize that Francis spent his extra time helping others. His volunteering activities included: Hospice of Citrus County, Cypress Cove Care Center, IB Mentor Program (mentors for underclassmen), Lecanto HS Tutor, Lecanto Middle School Tutor for the National Honor Society, Music Initiative Program, and Medshare. In Francis’ own words he says, “I am volunteer zealot, a furious humanitarian and an academic capable of diverse skills. As an alumnus of the International Baccalaureate Program, a Summa Cum Laude graduate of Lecanto High School, and student at the formidable University of Florida, I strive to be an inquisitive, diverse, open-minded, service-oriented, caring, knowledgeable, and reflective human being.” Francis’ zeal led him to take on his own initiative to promote literacy and good-will. He writes: In my effort to promote literacy and good-will, I started my own service project in Lecanto High School called Page of Hope (2010-2012) where we sent books to schools abroad and to local organizations to bring educational materials to underprivileged children and teens. During my tenure as the Team Leader, my team sent three boxes of books to a high-school in the Philippines (Camaya-An National High School, Loboc, Bohol, Philippines), five bins of books to the Gulf Coast Jewish Family and Community Services’ Refugee Program, and several more to schools in Kampala, Uganda through the Tampa-based service organization CardioStart. Derrick Buettner, the IB Coordinator at Lecanto High School wrote the following about Francis: Perhaps Francis’ biggest achievement so far is his IB CAS projectPage of Hope. A student with feet planted firmly in two cultures (Filipino and American), Francis decided at the beginning of his IB career to do a project whereby he would collect old textbooks here in the States and ship them to underfunded schools in the Philippines. Within a few short weeks, Francis’ dream took a life of its own; his dream has now become a club called Page of Hope with over 20 other students contributing. It took initiative, courage, hard work, and vision to begin such a project, and this project’s success is all because of Francis! Due to Francis’ passion for community service and academic successes, Francis was chosen to give the vision speech at his high school’s graduation ceremony.
