As club and district leaders, you have such an important role to play. You can do so much to help create club experiences that are welcoming, inclusive and enjoyable for each and every member and you can extend that same warmth and belonging to every participant who wishes to engage with our clubs.

Over and over our surveys find that member comfort and care is the single greatest driver of member satisfaction and our most powerful tool in driving members retention.

So, we need to put a special emphasis on membership care and belonging. And that work begins with listening. We need to understand why our members took the big leap and joined us and we need to know what they expect from us. What do they want out of their Rotary involvement and what we can do to help them get more out of their Rotary experience?

Greetings to you all !!!

I along with my spouse Samira would like to extend best wishes to the District Rotaract Representative Rtr. Laxman Kharel and entire district 3292 team and most importantly the Presidents of all Rotaract clubs for a very fruitful year 2022-23.

Past RI President KR Ravindran says that people who continue to seek a way to make a difference, for they feel that without helping others, their own lives are less valid, their own lives have less merit, their role here on this earth is less meaningful. And some of those people find their way, as we have, to Rotary. We should be saying today, that when you choose selflessness over selfishness; when you choose to give, instead of keep; when you choose to live your life by the values you were taught, as you learned to walk and speak—your life will only be richer.

Rotary changes lives of people and including our own. We are ‘people of action’ and game changers to serve any community and the world. Rotary connects all the peoples of the world in one umbrella of humanitarian service. Rotary is forever changing, yet it is an organization which has been built on enduring principles which enable Rotarians around the globe to connect for the good of the whole world.

The Rotaract Theme for this Rotary Year 2022-23 “Inspire, Empower and Transform” itself is quite in line with the power of youths, who unless inspired and empowered will be less effective in transformation. This Rotary year 2022-23, under the leadership of first lady International President Jennifer Jones with the theme ‘Imagine Rotary’, is going to be another beautiful year of service for all of us and we are looking forward to again reaching the people and community by putting ourselves to their service and bring a change. In Rotary every year there is a change of leadership, but core values of Rotary, Four way test and Objects of Rotary do not change. Rotarians and Rotaractors do things differently than doing different things.

Since past two and half years, we all have gone through the very difficult times due to COVID 19 pandemic. But we Rotarians have been able to come out of the uncomfortable situation and serve the humanity in need with our unique motto ‘Service above Self’ and we have commitment to do it forever. That is what Rotary is all about. Winston Churchill says that “We make a living by what we get; we make a life by what we give.” This is very much applicable in Rotary. The End Polio has been our top priority since many years and we plan to eradicate it by 2023 with only two countries Pakistan and Afghanistan, remaining in the world to be declared polio free. The priority service projects for next year as envisaged by the Rotary International President are Girl child education and Saving the environment. For these, every club and Rotaractors have to work hard.

Rotaract is just one of the ways that Rotary invests in young leaders. So explore some of the other opportunities we offer, and learn how you can take action to create lasting change through Rotary. Rotary Youth Leadership Award (RYLA) and Rotary Youth Exchange (RYE) are some of the vast opportunities that Rotaractors can chose upon to build confidence and personality as well. So please do not miss those opportunities.

I sincerely request all of you to adopt to new normal environment and take up the challenges to convert them in to the opportunities and do good for community. Let us try bringing more Rotaractors, youths, more resources, more knowledge, skill, attitude and practice to do better for the people and community. Connecting, continuing and collaborating among all partners is important in bringing quality of life of people.

As a District Governor for Rotary year 2023-24, I urge you all to be committed and continue your service to Rotary as always and together we can. Once again best wishes to DRR Laxman Kharel and his team for a successful Rotary year 2022-23.

Warm greetings to you all for the coming year 2022-23.

What a wonderful journey I have been enjoying as a Rotarian that had started as a rotaract back in year 2000-2004. I take immense pleasure and feel supremely proud of joining Rotary Club which is a global network of 1.4 million neighbors, friends, leaders, and problem-solvers who see a world where people unite and take action to create lasting change – across the globe, in our communities, and in ourselves. Having uninterruptedly worked on the shared vision and responsibilities, I have found that being a true rotarian has shaped my personality experience and achievements even more impeccable.

Imagine Rotary” is the 2022-23 presidential theme that RI President Jennifer Jones has announced. Jones, who will make history on 1 July by becoming Rotary’s first female president, is urging Rotary members to dream big and take action: “We all have dreams, but acting on them is a choice. Imagine a world that deserves our best, where we get up each day knowing that we can make a difference.” We have been entrusted with leadership in our great Rotary Organizations and now it is up to us to be brave and intentional in our actions, and let others help us lead.

It is a service, leadership, professional and community service organization (often wrongly communicated as a Social Service Club) for young men and women aged 18 and over. Rotaract focuses on the development of young adults as leaders in their communities and workplaces. Rotary International President-elect Jennifer Jones believes in engaging members through meaningful responsibility hence Rotary needs to “adapt and retool” through the appointment of a Rotaract member as a Rotary public image coordinator. Jones has further said that some Rotaractors will be assigned as president’s representatives. It is definitely a matter of great pride that Rotaract has already achieved 50% female members

I believe that you all will take forward the legacy of working harder with honesty to achieve the motto we have been assigned for this year. Further, I want to make you feel assured that my presence, support and motivation will always be there to guide you all whenever need arises. Rotary opens the doors and we need to harness our connections to leave an impact locally and internationally.

As you all are aware about changes made by COL. we should take it as an opportunity to thrive even more to achieve and dream big. We will establish clear and short goals which will truly leave an everlasting impact in the society directly or indirectly.

We will collectively imbibe the responsibility of avenues of service included Club Service, Community Service, International Service and Professional Development. Rotaract Club undertake various projects for the overall development of our Rotracters. Rotary believes in developing the next generation of leaders. Our programs help younger leaders build leadership skills, expand education and learn the value of service.

Let us proceed with the mindset of “Together We Can” and work together to do good in the world. Thank You and Good luck.

With all your support, today I am really feel honoured and privileged to represent RID 3292 Nepal – Bhutan. Let me begin with my heartiest “CONGRATULATIONS!” to the Rotaract leaders of the Rota Year 2021-22 on your significant performance during your tenure which has wonderfully honoured district goals and areas of key focus, and made all of us proud of you.

While the world has changed over time, as have the way we as Rotaractors interact with each other, the fundamental values that have always attracted young adults to Rotaract have remained the same. The values engraved in the four way test continue to attract ethical young adults with a passion for service into Rotaract. I was personally attracted by the promise of making lasting friendships with likeminded people, and I promise you I have not been disappointed. The goals of Rotaract, which guide our service and growth paths as Rotaractors have enabled us to be distinct from our peers who have not had an opportunity to join a Rotaract Club.

RY 2021-22, we stood up against hard hitting second wave of COVID -19 with humanity when required. We rise in any form - virtual or physical, by not just adapting to the changing scenarios but also by supporting each other. We incredibly put our efforts into doing things awesomely that year. Dear DRR Rtr. Laxman Kharel, Rotaract District Committee members and Rotaract Clubs of RID 3292, Warm Greetings and Namaste

Rotaracting has been in my zeal for 13 years from the beginning of my Rotaract movement in Rotaract Club of Manohara. I with full support of my parents and my family members would like to express my warm wishes to the DRR Laxman Kharel and entire Rotaract District Committee Team for RY 2022-23 and also to all the presidents, secretaries, board members and general members of the club. This is the beginning of a new year with new hope, expectations for everyone and we must work hand in hand to achieve our expectations and theme “Inspire, Empower, Transform” set by our DRR.

Like every year, the Rotaract district and all the clubs has been doing good with the great mentorship of its past leaders and Rotaract District Committee guidance. This year, I wish every Rotaractors to be more active in fellowship, membership engagement in service projects, additional skill development of members, more connectivity of club members to the world and make a remarkable change in their professional career. Rotaract District committee 2022-23 will surely add bricks in all your initiations and will assist it to make it happen. For me, the growth of Rotaract and the Rotaractors has been a priority for a very long time, and we shall make it happen exponentially!

Taking leadership as the District Rotaract Representative of District 3292 in Rotary Year 2023-24 is an important step in my life and my leadership growth. While preparing for this journey I would expect support from the RDC members of RY 2022-23 and club’s presidents and upcoming leaders. For me this journey has been a cause of reflection, unlearning old habits and learning new ones, planning and strategic thinking. Learning from this year, taking good parts of our movement, and with all your support I believe we will prepare a solid foundation for the next Rotary year.

The Rotaract Movement in RI District 3292 has already created history. Now it's our time to create a new history by accepting the motto of Rotaract, ' Fellowship through Service' I wish the Rotaract District 3292 all the best for Rotary Year 2022-23. As a true Rotaractor, I'm always here for our movement, brotherhood, and fellowship.

Our mission is to create opportunities and provide support for our members, enabling them to become community and professional leaders.

BACKGROUND

The Rotaract District 3292 was established in 2008. Prior to that, we were functioning as a part of Rotaract District 3290. After the establishment of District 3292, the Rotaract District, over the years, has been contributing different elements to professionally establish the organization. Hence, after a decade of the establishment of the District, the first Three Year Strategic Plan 2018-2021 was created. With this strategic plan we had already begun a process of defining ourselves and realigning our priorities for the future. Year One of the Strategic Plan (2018-21) focused on ‘reflection’ as a core part of our planning and action. Year Two emphasized the need to develop the ‘competencies’ of our members and the need to reach out beyond the organisation to ‘collaborate’ with others. Finally, during Year Three, we felt the need to work with our ‘values’ to create a new vision for the future. All these strategies have helped us shape the direction of the organisation. As we draw closer towards the end of this Strategic Plan, we feel the need to refocus on our priorities to continue on the mission of the organization; but at the same time, establishing new forms of engagement for the future.

In creating a new strategic plan for Rotaract District 3292, we take reference from the Rotary International Strategic Plan, Rotary District 3292 Strategic Plan and the Rotaract District 3292 Strategic Priorities Survey 2021 to carve out a niche way forward for the youths in our District. This Strategic Plan also takes into consideration the new policy changes that have been set for Rotaract Clubs by Rotary International, which redefines the make-up and structure of Rotaract Clubs. With these changes in place, we have felt the need to review our existing strategic plan to help shape the future direction of the organisation.

We have taken this period to review the existing strategic plan as well as reflect on our experiences of over a decade. In this process, we have interacted and received feedback and suggestions from past and current Rotaract as well as Rotary District leaders. They have been very instrumental in providing a course of action in the past and their suggestions, we believe, will be crucial in shaping the future direction of the organization. Equally important to consider are the views and experiences of rotaractors in general. Hence, as part of collecting these views, we had conducted a nation-wide survey among Rotaractors to gain insights on their experiences of Rotaracting as well as their suggestions for the future outlook of the organization. We have also attempted to review the past activities and achievements of Rotaract in Nepal to provide an understanding of Rotaract engagement in general. All these different perspectives have contributed towards inscribing the new strategic plan of Rotaract District 3292 for 2021-2024.

STRATEGIC PLAN

One of the important measures of reflection regarding the future direction of the organization has been in redefining what Rotaract means for the future. For this, we need to embody who we are as Rotaractors and what we do as Rotaract Clubs. This means we need to define our core values as Rotaractors and streamline our strategic priorities. We believe that the values we instill as Rotaractors not just guide us in conducting ourselves within and outside of the organization, but will also help us perceive the world around us and accommodate ourselves to the evolving times. Likewise, we also need to organise our strategic priorities to address some of the challenges for the future and our contribution in resolving them. Therefore, our revision of the existing strategic plan is to accommodate some of these new demands for the future. We hope that

this new strategy will provide a wider perspective to internalise our roles as individuals and institutions to prepare, contribute and eventually position ourselves in the wider world.

Our mission is to then create a new culture of youth engagement that transcends beyond the notions of participation and partnership and seeks to envision youths as creators and collaborators and the Rotaract platform as their ground for exploration. We consider the core values and the strategic priorities to be not just facilitative of our plannings for the future, but assist us in being reflective along each step. Moreover, we believe that embracing these values and aligning our strategic priorities will help achieve the vision of Rotaract being a leading youth development organization that enables the development of leaders, creators, and innovators.

CORE VALUES

Based on the needs of the organization, moving forward, we find it necessary to inculcate new values that become the basis of everything that we do. These values have been conceived with the understanding that they reflect the changing needs of the Rotaract community. They are fundamental to our identity, our approaches, and the services we provide towards the community. Hence, these values have to be integrated in all of our engagements, within and outside of the organization. Simply speaking, these values should become the underlying principles in guiding us towards answering the ‘how’ questions that are fundamental to Rotaract; i.e. how is Rotaracting achieved? We have highlighted five core values that should be endorsed by the members and clubs within the District.

LEADERSHIP

We feel the need to broaden our understanding of ‘leadership’ that is often associated with the ability to make decisions or solve problems. We envision a future for youths where leadership encompasses elements beyond these traits. Hence, we strive towards leadership that is not just attributed to courage, wisdom and a sense of judgment; but equally embraces empathy, humility and respect for others. More importantly, we do see leadership as a position but rather as a form of character that defines who we are and how we position ourselves. At its essence, this new perspective of leadership values each and every member as an integral part of the organization.

INTEGRITY

Rotaract clubs and its members will hold high levels of moral and ethical standards in determining our personal and professional objectives. We strongly believe in the need to be honest, transparent and accountable in the ways we conduct ourselves within and outside of the organization.

DIVERSITY

Rotaract Clubs are reflective of the diversity that is prevalent in our everyday lives. What we mean by diversity is not just welcoming a diverse group of individuals (which is equally important), but also to create a platform for the inclusion of diverse sets of ideas and experiences. This means that boundless opinions and perspectives are considered in addressing the many challenges we face as an organization and as individuals. We strongly believe that diversity allows broadening of mindsets for a more coherent functioning of our organization. When young people from different backgrounds, cultures, gender, ethnicities, perspectives, experiences etc. come together for a common interest, we are better able to embrace tolerance, equality and diversity.

ADAPTABILITY

In a constantly evolving world, Rotaract Clubs should be best positioned to meet the demands of the future. This means we need to unburden ourselves from the shackles of the past and be future-oriented. This requires us to internalize and transform ourselves as individuals and as an organization through processes of reflexivity and adaptability. Hence, we envisage an organization and its members that are critical in thought, flexible in action, and accommodating in contribution. We hope that this openness and acceptance to ideas and ways of doing sets forth an ambit of opportunities for young people to thrive.

LEARNING

Youths are at the learning curves of their lives, and we believe learning is fundamental to human growth. Hence, learning has to be central to everything that we do. What this means is that Rotaract Clubs and its members should be open to new ideas, develop abilities to listen, are reflective of their actions, and open to criticism. It is only through instilling these elements of learning that Rotaract Clubs can realize their true potential. In essence, Rotaract is a forum for youths that thrives through learning. We also believe that learning is not a one-time event, it is a life-long process. Hence, even as we mature as individuals and as an organisation, we emphasize the need to incorporate learning in all stages of our growth. Our ultimate goal is to develop a ‘culture of learning’ within us .

STRATEGIC PRIORITIES

The above five core values are central to everything that we do moving forward, and they become instrumental in carving out a new trajectory for the organisation. Therefore, the challenge now for us, as an organization, is to learn, adapt, diversify and eventually move towards a new direction. Hence, this process requires a transformation from how we have been conducting ourselves so far towards how we need to conduct ourselves from now onwards. However, this is not to suggest that there will be a significant shift in what we will be doing. However, we now need to contextualise what we do with the values we have inscribed above. In other words, develop strategic priorities that will guide us towards achieving those values in our everyday Rotaracting.

We have identified four strategic priorities that will guide and shape the future direction of the organisation:

ENHANCE PARTICIPANT ENGAGEMENT

Because we recognize the challenges our clubs face in today’s changing world, Rotaract District will support our clubs’ efforts to deliver an experience that engages and retains members. It advocates for a practice where all club activities are member-centric, i.e. promotes meaningful participation of its members. This means that club activities will have to be premised on the assumption that any such undertaking by the club will ultimately enhance and improve on the skills and competencies of its members. When we help clubs focus on the experience and value they give their members, we give Rotaractors and other participants the opportunity to work together, connect with one another, and have a more satisfying experience through their engagements.

ExPAND/OPEN OUR REACH

We can expand our reach in three specific ways - by opening up ourselves to people, processes and practices. This means we have to be inclusive towards a broader set of people to be part of the organisation, so that our organisations are representative of the communities we engage with. Likewise, we also need to open up towards new and innovative ways of engagement that allow for greater possibilities of finding effective solutions. And finally, we need to expand our view to address not just local issues, but also incorporate some of the global challenges that we continuously face in the present, as part of this highly interconnected and interdependent world of ours.

INCREASE OUR IMPACT

Our members invest volunteer and financial resources in a broad range of activities, but we will do a better job of measuring the results and outcomes of our work. So that Rotary can continue to attract members, partners, and donors, we’ll focus our programs and produce evidence of lasting impact. We will review and reflect our past activities, and improvise our current activities to be more impact driven, addressing current problems and towards a better future.

INCREASE OUR ABILITY TO ADAPT

To achieve our vision and keep pace with the changing global needs, our structure and culture must evolve. We’ll ensure that our operating and governance structures are efficient and effective in delivering the goals we have planned; and at the same time, it is flexible and accommodating to challenges and opportunities we might not have been able to envision. Hence, it is critical that we are reflective of our actions and are able to transform ourselves based on the circumstances we encounter.

ROTARACT DISTRICT 3292 STRATEGIC PRIORITIES SURVEY

When we set out to formulate strategic priorities for RY 2021-22, we were looking for a base on which these strategies will be built upon. After thorough discussion, we decided that a good place to start would be a feedback from our past leaders. A sizable number of past rotaractors of all capacities with experience of almost 10 years were requested to give their suggestions on the strengths and weaknesses of past years of Rotaract District 3292 and what our future should look like. Those feedbacks along with a thorough review process of past activities and their impacts formed the basis of these strageties. It revealed the need for rethinking some of our core values and strategies. So a survey was conducted.

A survey was convened from January 1, 2021, to January 20, 2021, to understand the interests and priorities of Rotaractors in Rotaract District 3292. A total of 96 respondents were part of the survey. Among them, 44 were female participants, while 52 were male. 88 of them were from community-based clubs, while the remaining 8 were from university-based clubs. We had responses from members who have been part of Rotaract for more than six years as well as from those who are relatively new (6 months or below). Likewise, other than Province 6 and 7 where the number of Rotaract clubs is also very low, the survey covered the entire country’s geographical spread. Hence, we believe that this survey has captured the values, perceptions, and aspirations of Rotactors from District 3292.

The Rotaract fraternity already houses people from diverse backgrounds and age groups. There are students, early and mid-career professionals as well as Rotaractors in leading positions in their respective fields. Likewise, the range of professional and academic arenas they come from are also wide. This highlights a crucial asset that the Rotaract community has- its diversity. We asked Rotaractors the value they put in diversity and the ways to embrace this for the organization’s strengthening. The responses we received showed that it is not only the diversity of people from different professions, vocations, or social categories that we house and should focus on welcoming but also the large pool of ideas and talents that actually drive us forward. That is why we’ve placed a large emphasis on engaging this diverse group of young people to build a strong community.

Nepal-Bhutan

The survey results showed that Rotaractors find their investments of money, time, and effort in Rotaract fulfilled when they get space for professional and personal relationship building, and opportunities for learning. 55.7% and 66% of the respondents agreed that they have made valuable professional and personal connections respectively through their engagement in Rotaract. “Professionalism” is the foremost trait (62.9%) that Rotaractors look for in Rotaract clubs. Nevertheless, respondents stated that, at present, opportunities for professional development need to improve (39.2%) and are even non-existent (3.1%). That directs us to the importance of introducing and promoting professional networking opportunities for young people in the community. We hence, believe that Fellowship groups can be one way to encourage like-minded people to meet and form connections that go beyond Rotaract engagements. Moreover, promoting collaboration such that there are opportunities to engage with young people and professionals from beyond the Rotaract fraternity appeared to be vital. In this, we find the true essence of a community that accommodates the needs of its diverse members and thrives on engagements within and beyond.

In Rotaract, a large insistence has been placed on learning, and the results from the survey validate that emphasis. 77.3% of the respondents stated that they want Rotaract to be identified as “An organization that grooms young leaders”, and an overwhelming 83.3% of the respondents said “ I am learning and growing through my engagement in Rotaract… ”. To support this culture of learning and growing, a further focus has been given to developing an environment where there is constant feedback amongst the members, such that Rotaractors do not shy away from constructive criticism. Most responses (66.7%) agreed that feedback and self-reflection activities that are part of the club activities enhance learning. This member-centric and member-driven model of initiating activities and learning through them is of essence for the community to grow. Hence, another area of emphasis this year is on inculcating learning at the core of the Rotaract movement, with members as the driving forces .

However, traits like accountability and transparency emerged as areas that can be strengthened and/or are missing. 45.8% of the respondents stated that “transparency” needs to be improved, while 38.5% stated that accountability as a trait needs to be improved. Moreover, 40.2% stated that the Rotaract needs to inculcate ethical standards in people. These traits also are weaved with leadership. Our focus is hence on leadership that shall produce leaders who not only display confidence and make wise decisions but also practice integrity, transparency, accountability, humility, and empathy.

Article 1 — Name

Students and young professionals to take action through community and international service that creates sustainable solutions to local and global challenges, connect with the global community of Rotary to expand professional networks, exchange ideas with leaders, and cultivate lifelong friendship around the world, develop skills to become community and global leaders, make friends locally and globally, and have fun while recognizing the importance of Service Above Self.

Article 3 — Sponsorship

1. The sponsor(s) of this Rotaract club, through a joint committee, the number of members which shall be determined by the club, shall provide guidance and support to this Rotaract club.

2. This club is not a part of, and neither this club nor its members have any rights or privileges with respect to, the sponsor club(s).

3. This club is a non-political, non-sectarian organization.

4. This Rotaract may be university-based* or community-based. Where the Rotaract club is university-based, control and counsel by the sponsor club(s) shall be exercised in full cooperation with university authorities, with the understanding that such clubs are subject to the same regulations and policies established by the university authorities for all student organizations and extracurricular activities of the university.

5. To maintain active certified status from RI, this club’s president shall update club and membership information to RI each year no later than 30 June. Failure to submit updated club and membership information to RI annually will result in termination.

*As used in this constitution, the term “university” is intended to include all institutions of higher education.

Article 4 — Membership

1. Eligible members should be students and young professionals of good character and leadership potential aged 18 and over.

2. In order to successfully establish, maintain, and grow a new Rotaract club, it is recommended, but not mandated, that there be a minimum of 12 members before starting a new club.

3. The method of admitting new members to this club, as provided in the bylaws, shall be determined by this club in consultation with the sponsor club(s). The method of admitting new members of university-based Rotaract clubs shall have the approval of the appropriate university authorities.

4. Membership shall automatically terminate (a) upon termination of the club; or (b) upon failure to meet attendance requirements unless excused by the board of directors of this club for good and sufficient reason.

5. Membership may be terminated for cause, as determined by this club by vote of not less than 2/3 of all the members in good standing.

Article 5 — Meetings

1. The club shall meet as provided in the bylaws, at a time and place suited to the convenience of the members.

2. Attendance may be in person, through online meetings, or using online connections for members whose attendance otherwise would be precluded.

3. The board of directors shall meet as provided in the bylaws.

4. Meetings of the club and of the board of directors may be cancelled during holiday or vacation periods or for cause at the discretion of the board of directors.

Article 6 — Committees

The president, with the approval of the board, may appoint standing or special committees as necessary or convenient for the administration of the club, citing their duties at the time of appointment. All special committees shall lapse upon the completion of their duties or upon discharge by the president.

Article 7 — Officers and Directors

1. The officers of this club shall be a president, vice president, secretary, treasurer and such additional officer(s) as provided in the bylaws.

2. The governing body of this club shall be a board of directors composed of the president, immediate past president (if available), vice president, secretary, treasurer, and additional directors whose number shall be determined by this club, all to be elected from among the members in good standing. All decisions, policies, and actions of the board and of the club shall be subject to the provisions of this constitution and policy established by Rotary International.

If university-based, this club shall be subject to the same regulations and policies established by the appropriate authorities for all student organizations and extracurricular activities of the university.

The board of directors shall have general control over all officers and committees and may, for good cause, declare any office vacant. It shall constitute a board of appeals from the rulings of all officers and actions of all committees.

3. Elections of officers and directors shall be held annually by methods compatible with local customs and procedures, as provided in the bylaws, but in no case shall more than simple majority of the members present and in good standing be required for elections.

The term of office of all officers and directors shall be one year, unless a shorter term is provided in the bylaws.

4. All incoming Rotaract club officers, directors, and committee chairs shall be provided with leadership training from the district Rotaract committee.

Article 8 — Activities and Projects

1. This club shall be responsible for planning, organizing, financing, and conducting its own activities and shall itself supply money, labor, and creative imagination necessary thereto, except in the case of joint projects or activities undertaken in cooperation with other organizations, such responsibility shall be shared with such other organization(s).

2. This club shall undertake among its activities at least two major service projects annually, one designed to serve the community and the other designed to serve the international community, and each shall involve all or most of the members of the club.

3. It is the responsibility of the club to raise the funds necessary to carry out its program. It should not solicit or accept more than occasional or incidental financial assistance from Rotary club(s) or other Rotaract clubs.

Sponsor clubs may provide financial support when mutually agreed upon. All funds raised for service projects must be expended for that purpose.

Article 9 — Fees and Dues

1. All sponsor club(s) must pay a certification fee to Rotary International, set by the RI Board of Directors, for new or reinstated Rotaract clubs.

2. Fees, dues, or assessments on the membership of the club may be levied for the purpose of meeting the administrative costs of the club. Funds for activities and projects undertaken by the club shall be raised apart from such fees, dues, or assessments and shall be placed into a separate account. A thorough audit by a qualified person shall be made once each year of all the club’s financial transactions.

3. Rotaract clubs should establish financial guidelines to ensure that all funds are managed in a responsible and transparent manner, including all monies collected to support service projects, consistent with laws and banking regulations in the country, including plans for disbursement of funds should the Rotaract club disband or be terminated.

Article 10 — Acceptance of Constitution and Bylaws

Every member of the club, by acceptance of membership, thereby accepts the principles of Rotaract as expressed in its purpose and agrees to comply with the constitution and bylaws of this club, and on these conditions alone is entitled to the privileges of the club. No member shall be absolved from the observance of the constitution and bylaws on the plea that a copy of them has not been received.

Article 11 — Bylaws

The club shall adopt bylaws, together with such amendments as are not inconsistent with this constitution and which may be deemed necessary or convenient for the governance of the club, provided that such amendments are adopted in accordance with the amendment procedure prescribed in the “Recommended Rotaract Club Bylaws.”

Article 12 — Name and logo

The name and logo of Rotaract shall be used exclusively by Rotaract members. Each member of this club shall be entitled to wear or otherwise display the Rotaract name and logo in a dignified and appropriate manner during the period of membership. Such entitlement shall be relinquished upon termination of membership or termination of this club.

Article 13 — Duration

This club shall exist so long as it continues to function in accordance with the provisions of this constitution and policy relating to Rotaract established by Rotary International, or until it is terminated:

a) by Rotary International,

consent, approval or concurrence of the sponsor club, for:

The Standard Rotaract Club Constitution requires that your club’s bylaws specify an election process, but in no case shall more than simple majority of the members present and in good standing be required for elections.

Article 3 — Duties of Officers

1. The president presides at all meetings of the club and the board of directors. The president, with the approval of the board, appoints all standing and special committees and fills vacancies in the board of directors by appointment until the next regular election of the club. The president is an ex officio member of all committees. The president maintains regular communication with the sponsor club(s), the district Rotaract representative, and Rotary International.

2. The vice president succeeds the office of president in the event of the removal of the latter for whatever cause, and, in the absence of the president, presides at all meetings of the club and of the board.

3. The secretary maintains all club records, records minutes of all the meetings of the club and of the board, and provides copies of such to the sponsor club(s) upon request.

4. The treasurer oversees all funds and provides an annual accounting of them. The treasurer shall make all disbursements under procedures determined by the board. The treasurer shall make all records available for inspection by any club member upon request.

5. The board of directors shall be the governing body of the club, as provided in the constitution. In the absence of the president or vice president, the board of directors may select an officer or director to preside at the meetings of the club. It shall make an annual report to the club to apprise all members of the club’s operations. It shall hold regularly scheduled meetings, which shall be open to the attendance of any club member in good standing. Members attending such meetings, however, shall not address the meeting except with the permission of the board.

Article 4 — Committees

The president, with the approval of the board of directors, may appoint the following standing committees, additional committees, or special committees as necessary or convenient for the administration of the club, citing their duties at the time of appointment:

1. International service: This committee shall identify opportunities in order to plan and

implement at least one activity or service project annually designed to create sustainable change that directly benefits the international community, involving all or most of the club membership.

2. Community service: This committee shall identify in order to plan and implement at least one activity or service project annually designed to create sustainable change that directly benefits the local or university community, involving all or most of the club membership.

3. Professional development: This committee shall develop a comprehensive professional development program designed to expand professional networks, allow members to exchange ideas with other leaders, and build skills through leadership training.

4. Finance: This committee shall devise ways to finance any and all club activities requiring funds, in cooperation with the appropriate committee.

5. Club: This committee shall be responsible for tracking attendance, developing membership, promoting activities, coordinating public relations, and other matters as appropriate.

6. Foundation: This committee shall provide training opportunities, develop fundraising strategies, and share information with the club’s members in support of The Rotary Foundation.

Article 5 — Meetings

1. An annual meeting of this club and the board of directors is held no later than_______________ each year for the purpose of discussing plans and objectives for the year and/or upcoming year.

* For Rotaract clubs that have a Rotary or Rotaract club sponsor it is recommended to plan at least one annual meeting and outline attendance responsibilities at regular meetings to encourage collaboration, communication, and establish clear expectations of the sponsorship relationship.

Article 6 — Fees and Dues

1. The admission for the new members shall be ___________. Annual dues shall be ____________ per member.

Article 7 — Method of Admitting Members

1. A member may propose a candidate, a prospective member may make a request, or another club may propose one of its transferring or former members to join this club. The method of admitting new members of university-based Rotaract clubs shall have the approval of the appropriate school authorities.

2. The club should approve or reject a candidate’s membership within days and notify the candidate of its decision.

Article 8 — Amendments

1. These bylaws may be amended by majority vote of the members in good standing at any regular or special meeting of the club at which a quorum is present, provided notice of intention to call such a vote is given at least fourteen days earlier at a meeting of the club at which a quorum is present, and provided such amendment is approved by the sponsor club(s).

2. Changes to these bylaws must be consistent with the Standard Rotaract Club Constitution and the Rotary Code of Policies.

Host your kickoff event. Engage all attendees and talk to them about why they came and how they are interested in changing their community or growing as a leader— make sure to get their contact information.

7Follow up with attendees. Personally invite them to the first Rotaract club meeting.

8Support the first few months of Rotaract club meetings. Your team should assist in the early stages of the Rotaract club by helping set up the club administration. Advise on adopting the Standard Rotaract Club Constitution and Recommended Bylaws,organizing officer elections, selecting meeting locations, and arranging an initial service project.

Certify the club. Submit the Rotaract certification form. The $50 onetime fee for chartering a new Rotaract club will be eliminated. Rotary International officially recognize that your Rotary/Rotaract club will be sponsoring a new Rotaract club. Rotaract clubs will begin paying dues to Rotary International 1 July 2022. The annual dues will be $5 per member for universitybased clubs and $8 per member for community-based clubs.

UNDERSTANDING THE ROLE OF THE CLUB’S BOARD

The board of directors is the governing body for the club and meets at least once a month. It is important to note that most of the club business should be transacted during board meetings rather than club meetings. ROTARACT CLUB’S BOARD OF DIRECTORS

The Board of Directors serves as the governing body of a Rotaract club and includes the president, immediate past president, vice president, secretary, treasurer, and any additional officers your club decides it needs. Rotarian and faculty advisers should regularly attend board meetings to provide guidance. Rotary club members may also attend these meetings as observers. The board should meet according to the time specified in their by- laws and report any action taken at the next club meeting. During its meetings, the board reviews action in accordance with the set goals and implements the club’s plans and service projects, ensures the club’s financial solvency, and delegates responsibilities. At the end of the Rotary year, the board prepares a final report that describes the major actions taken over the preceding 12 months. A copy of the report should be sent to the sponsor Rotary club.

Use board meetings to explore ideas, make decisions, and evaluate progress. The board is elected to manage the interests of the club as a whole and to work closely with you to achieve club goals. Generally, the club’s board of directors has these responsibilities:

• Oversee the work being done by all club officers and committee members.

• Review the periodic report of club finances and make sure the budget includes realistic amounts for club operations and projects. Also, approve all expenditures not accounted for in the club budget.

• Approve or reject proposed members and communicate the decision to those who

• Review club policies to ensure they are being implemented as intended, and revise them if they are no longer current.

• Consider innovative ways to make the club more vibrant, attractive to new members, and engaging to current members.

• Explore the needs of your community and international communities to establish club goals.

CLUB OFFICERS’ RESPONSIBILITIES

PRESIDENT:

As the club leader, the president helps members develop as leaders and works to ensure that the club’s professional and leadership development activities and community and international service projects are successfully promoted and completed. President should be knowledgeable with the administrative policies and procedures that serve as a framework for the operation of a Rotaract Club and the District. This includes Standard Rotaract Club Constitution, Bylaws, Rotaract Statement of Policy and District Guidelines.

• Conducting effective club meetings with detailed agendas that allow enough time for reports from officers and committee members.

• Chairing meetings of the board of directors.

• Appointing all standing and special committees, with the approval of the board, and serving as an ex officio member of all committees.

• Appointing committee chairs based on individuals’ experience, and seeking their opinions about committee members. In the event of a vacancy in the board of directors, shall, with the approval of the board, fill such vacancy by appointment until the next regular election of the club.

• Delegating responsibilities to help members develop their leadership skills for future club leadership roles.

• Encouraging club members to get involved in projects by building on their skills and interests.

• Ensuring that club activities and service projects are successfully promoted and executed.

CLUB COMMITTEES

Committees help the club carry out its activities and projects. The club’s president, with the approval of the board, may appoint five standing committees — club service, community

Additional committees may be appointed as needed.

Committee members are recommended to meet at least once a month, either in person or other way, to discuss plans and activities. A committee may divide into subcommittees to accomplish all of its tasks. All committee activities and expenses are subject to the board’s approval, so committee plans should be shared with the club president. The committee chair should:

• Chair the committee and lead all meetings and programs of the committee.

• Lead the planning process and prepare the committee’s plan with committee members to be presented in the Club Assembly.

• Notify committee members of the date, time, place, and subject of meetings.

• Prepare and follow meeting agendas.

• Assign tasks to each committee member and keep track of these assignments .

• Ensure that the committee’s plans are executed in the best possible manner.

• Be prepared to report back to the club’s board members.

Following are the responsibilities of the five standing committees:

• Club Service: This committee shall be responsible for attendance, membership; programs, fellowship, public relations, and such other matter as may be deemed appropriate.

• International Service: This committee shall be charged with primary responsibility for enhancing knowledge and understanding of worldwide needs, problems, and opportunities and developing activities to give service for promoting international understanding and goodwill toward all people.

• Community Service: This committee shall have responsibility for enhancing knowledge and understanding of community needs, problems and opportunities and for formulating and developing appropriate activities for serving the community

• Professional Development: This committee shall be responsible for developing a program designed to provide information about a wide cross-section of businesses and professions and to stimulate awareness and acceptance of high ethical standards in business and professional life.

• Finance: This committee shall devise ways and means of financing any and all club activities requiring funds, in cooperation with the appropriate committee.

Rotaract Clubs conduct regular general meetings weekly, bi-monthly or as decided and mentioned in the club’s by-laws. The time frame of a general meeting is 1 hour.

Certain activities/ responsibilities are to be conducted necessarily in the meetings which are discussed below.

PRE - MEETING (BEFORE THE MEETING)

MEETING PROCEDURE

The following is a suggested format for General Meetings. Items can be added or removed as required for particular Meetings and the order of reports or guest speakers can also be changed, as appropriate.

• Welcome / Opening: The Chairperson calls the Meeting to order and declares the Meeting open and welcomes any guests or visitors. Silence invocation observed.

• Apologies: The Secretary reads out the apologies received from members who could not attend the meeting. Opens floor to members if anybody has received apology from any others members

• Minutes of Previous Meeting: This should be confined to any action taken upon the previous minutes. The Chairperson (ideally the President) and Secretary should note any “points arising” before the Meeting to ensure they are dealt with quickly. If the items belong to specific agenda items, then they should be referred and discussed at the appropriate point in the Meeting.

• Correspondence: Present related items in date sequence in order of incoming and outgoing mail. Letters should not be read unless it’s essential for the meeting to know all the details. Simply give a brief comment on the contents and endorse the action or deal with the matters so that action will result. If required, the correspondence can be passed around for all to read. Relevant correspondence should be passed to appropriate Directors / President etc. for action.

• Reports from Committee Chairs: This is where those people inform those present what their committee is doing and what plans they have for the future. If any items are included which need action, deal with them by discussion, or as motions.

• President’s Report: The President can reinforce actions presented by Committee Chairs, inform members of District and Rotary activities and thank individuals if relevant. Visiting Rotaractors/ Rotarians: The Chairperson calls upon any visiting Rotaractors/Rotarians for any items of news

Setting realistic goals will help ensure that the project can be completed effectively. Also, carefully look into the resources that will be required and whether or not those resources can be attained.

4. Impact and Sustainability: When selecting a project, think carefully about both the shortterm and long-term impacts. For example, building a modern well and water pump for a neighborhood without access to clean drinking water might solve a community’s immediate water problems. But if the community cannot maintain the well, the people’s water problems will quickly return. The same might be said for a community beautification project. A club could build a park, clean up litter, or paint over graffiti in an impoverished neighborhood, but if people from the neighborhood aren’t invested in the project, the graffiti and litter will almost certainly reappear. Sustainable projects take these issues into account and provide long-term solutions to chronic problems. Similarly, when doing professional development projects, too, analyze the impact the project creates and its need. Conducting a CV writing workshop in a club where 90% of the members are professionals already may not help.

STAGE 2: MAKING AN ExECUTION PLAN

SET SPECIFIC EFFECTIVE GOALS AND OBJECTIVES

One of the most important tasks of an organizing team/project team is identifying effective goals and objectives for a project. Goals are a broad description of what the project is meant to achieve, while objectives are specific aims based on those goals. Project goals are essential for organizing a project, defining its scope, and measuring its success.

With the goals in mind, create a work plan — a simple, easy-to-understand schedule that documents each task involved in reaching the project’s objectives. The strength of Rotaract is human resources. We have excellent working hands, so it becomes more critical to manage them efficiently. We must assign the right people to the right role and define specific responsibilities because, in some cases, everybody’s responsibility becomes nobody’s responsibility.

It is recommended that the core tasks are divided into specific headings such as logistics, training, finance, research, promotions, and so on as per need, and a team is assigned for each heading along with a team lead. The project coordinator looks into the overall execution and works with the team leads.

FINANCIAL CLOSING:

Make sure all expenses and income are systematically recorded throughout the project period. Clear all payments and receivables at the earliest possible. Create a financial report of the project, and add all supporting documents (like bills, receipts) to the report. Until all payments and receivables are clear, and until the project’s financial report is approved by the club’s meeting, the project cannot be officially closed.

WERE THE OBJECTIVES MET?

After the completion of the project, check whether the project’s objectives were met or not to identify the success rate of the project. Incase of need, further iterations of the projects may be required to ful fill the needs. Identify the resources that were crucial in the success of the project or reasons because of which the objectives were not fully met.

Reflect upon all activities through the project course to see what were the actions and activities that went right and the areas that caused trouble or issues. Create a proper project report at the end of the project. Include all details of the above mentioned steps and the details of how the project was planned and implemented. Also keep note of the out comes and impact that the project created. The report should also be succinct and self – explanatory for anyone outside the organizing team to understand and gain insights regarding the project.

Twin clubs are two clubs from different countries that have agreed to partner with each other to complete a special program. This involves the personal participation of Rotaractors, be it in a service project or simply a friendship exchange.

Finding a suitable partner should be a club effort. In the search for a partner, clubs should first be able to clearly identify their interests, strengths, and weaknesses. When selecting a partner, consider clubs that:

• Hold similar interests

• Face similar challenges

• Possess expertise in an area that their club would like to improve

• Are located in a geographical region of interest to club members

• Share a common language or have resources available for translation/interpretation A simple conversation between two district Rotaract representatives at a zone training seminar led to the establishment of a twin club relationship within the same region. Thanks to the Rotaractors’ meeting.

FINDING A PARTNER

After determining the type of club that would be an appropriate match, the next step is to look for a club that meets the established criteria. Here are a few ideas for finding a partner:

• Find a partner with the same name as your club’s in the Worldwide Rotaract Directory (for example: the Rotaract Club of San Pedro, Bolivia, and the Rotaract Club of San Pedro, Philippines)

• Enlist the help of your sponsoring Rotary club who may already have an existing twin club relationship with another Rotary club

• Contact your district Rotaract chair or representative for assistance

• Establishing a Relationship Careful planning and clear communication is essential to establishing a strong relationship. Like any other worthwhile project, Rotaract twin clubs take time and effort. Ensuring that each club clearly understands its role and responsibilities in the partnership is key.

• To formalize the relationship, clubs may wish to sign a simple letter of agreement, which outlines the goals and length of the partnership. Use your imagination and collect innovative ideas for building your twin club relationship.

Some ideas for developing a strong relationship include the following:

• Establish a pen pal/e-mail network to correspond with twin club Rotaractors

• Undertake a small international or community service project

• Participate in a friendship exchange by arranging Rotaractor visits

• Observe a mutual day or weekend to celebrate the partnership

DISTRICT OFFICIALS’ VISIT TO CLUB

DISTRICT ROTARACT REPRESENTATIVE (DRR) VISIT

District Rotaract Representative (DRR) visits to clubs are customary practices in Rotaract. DRR is often engaged with Rotaract District Committee members in getting club updates and actions.

DRR Visits are not meant for evaluation, rather a chance for the club members to interact with the DRR and gain the required support and insights. The DRR Visit also serves the purpose of sharing about district goals and targets for the year, updates on the achievement of district goals, and how clubs can contribute towards it.

Before August 1, the District Secretary shall call for dates from the clubs to schedule the DRR Visit. The earlier the clubs conduct DRR Visit, the better as it will give them sufficient time to implement the suggestions as well make plans to contribute to the District Goals.

Clubs fulfilling following criteria are eligible to conduct DRR visit:

• Club in good standing

• Club which has conducted at least first club assembly

PREPARATION FOR DRR VISIT

• Coordinate with your ZRR to schedule a date for the DRR Visit

• Mandatory requirements for the meeting:

• Your planning document and Club Assembly Report for the year (which consists of your club’s SWOT Analysis, vision, goals and action plans)

• Mandatory Club documents to be maintained like the constitution, by-laws, statement of policy of the organization

• Club belongings, assets and records or an overview of how they are maintained

• Invite your Rotary Club President or Youth Service Chair to the meeting

• In terms of recognition, there is no any category as Best / Outstanding DRR Visit and there is no recognition to be presented on the basis of the DRR Visit. However, the DRR Visit can be a platform for you to resolve your queries regarding the recognition process and criteria

• In case of any confusion regarding the DRR Visit, ask your ZRR for the required help.

Most importantly, DRR will spend time on reflecting the club plans and actions made so far. Be ready to discuss on your club’s planning process and the progress your club has made towards its goals. The purpose of this discussion is not to evaluate how your club has been performing, but rather to identify the gaps and help in the process of achieving those goals.

AGENDA FORMAT FOR DRR VISIT PROGRAM

Closed Meeting with President, Secretary, Treasurer and President Elect

In the closed meeting, DRR and District officials will discuss with club leaders about the club planning and goal setting process. District Officials will also review the club assembly document to review the

planning process and their alignment with the goals. District officials will also discuss with the Club leaders on the plan vs progress of club plans and goals, and help in review of club goals. District Officials will also check if the Club has updated the Club by-laws and also maintained updated Constitution and other documents. This meeting will also review how the club has maintained its records, assets and belongings.

After the session with club leaders, DRR will participate in regular general meeting of respective Rotaract Club and interact with club members regarding different club activities and projects.

• Club Directors/ Committee chairs share about the different projects/activities under one’s avenue/committee and how those activities have contributed to the achievement of club goals

• District Officials may inquire regarding some basic club practices and administrative procedures with club members

• District Officials shall provide feedback and suggestions regarding club activities and projects, also on possible collaborations and upscaling of projects and how they can be improvised so that the activities con tribute more towards club goals

• District Officials also give suggestions regarding the reporting of different projects/activities under various categories and also suggest on applying for different possible RI award categories

• DRR and district officials will share on the district’s focus areas and goals and the progress made so far, while also elaborating on how clubs can support the district in achieving the goals

• District Officials also share about various RI programs and opportunities that Rotaract Clubs and Rotaractors can benefit from (Scholarship and fellowship)

• District Officials also share about different (upcoming) Rotaract District events and International events that Rotaractors can participate in

• Concluding remarks from all Officials present

• The DRR visit should be a two way review and reflection process among club members and district officials, about the club as well as the district!

ZONAL ROTARACT REPRESENTATIVE (ZRR) VISIT

Zonal Rotaract Representative (ZRR) visit to clubs are customary practices in Rotaract. ZRR often is engaged with Rotaract District Committee members in sharing club updates and actions. Hence, as a part of his/ her activities, meeting club office bearers and general members is an essential one. ZRR visit is the best possible way to get connected with Rotaractors in club level

and bridge the gap between Rotaract District Committee and club members.

Though ZRR Visit is a customary practice, it plays an important role to provide solutions to basic club matters and also plays a mandatory role for District recognition. Also there are a wide range of information and data that ZRR should keep safely and use it later for different reporting purposes (recognition, reporting, zonal updates, etc.)

Clubs fulfilling following criteria are eligible to conduct ZRR visit:

• Club in good standing

• Club which has conducted at least first club assembly
