O

n behalf of the editorial team, the undersigned is very much excited of the first issue of this Governor’s Monthly Letter this July and August. I am humbled of my appointment by Governor Raphy Tayco as your Editor-in-Chief. I learned that Rotary provides trainings at all levels may it be to a new recruit, or old members that has the chance to form their leadership skills through the opportunities given to them by their leaders. Every resources of each member, money, time and talent is put into good use and to do good in the world. The handover of our district went smoothly with Rotarians representing all the clubs in the district. We are overawed since this is first for Aklan, having a fellow Aklanon as one of the Governors of the prestigious Rotary International in the name of Dr. Leonardo Raphael P. Tayco, Jr. This July, RI President Maloney is excited that through Rotary we are connected with each other in a meaningful way. His August message is, “Growing Rotary is all about taking connections.” Maloney said that as we connect with our communities, we also take the opportunity to connect our profession to the world, and then we can help others. In this issue, take time to know more about Governor Raphy. As a physician himself, he is also excited to further his cause to use his influence in Rotary for his Blood Donation Legacy Project this Rotary Year – to collect 3,850 units of your precious blood. In response, about 19 clubs have already sponsored a bloodletting activities with 1,493 units collected as of date. On the other hand, our young people is also on the lead. District Rotaract Representive Elyrose Naorbe is in the limelight as he led the 350 Rotaractors from Western Visayas to Western Mindanao during their annual district training assembly. Seasoned speakers were invited and the Rotaractors generously shared their best practices to others and to the delight of the Rotary leaders present, they participated in the teambuilding activity. Check out the reminders of District Secretary Geri Asis, too. In Rotary, we put everything on record and each moment is captured. The world needs to know that we are part of the solution. We connect to the community through our public image campaign. Photos of our July & August People of Action is overwhelming. Do not miss out to register for our Boracay DISCON 2020. DISTRICT GOVERNOR’S MESSAGE My dear Champion Rotarians, Aloha!

B

y now most, if not all, of you, know that this is the favourite greeting of our Rotary International President Mark Daniel Maloney to highlight the Rotary International Convention in Honolulu, Hawaii on June 6-10, 2020. And the Champion moniker comes from the fact that, this Rotary year, all of us District Governors from the ten (10) Rotary districts in the Philippines have decided to call ourselves the Champion Governors; thus, we are your Champion Governors and we, the Champion Team, will be at your service this year.

Rotary International President-Elect Mark Daniel Maloney’s theme for Rotary Year 2019-2020 is Rotary Connects the World. He asks Rotarians to strengthen the many ways that Rotary Connects the World, building the connections that allow talented, thoughtful, and generous people to unite and take meaningful action through Rotary service. ur District Governor is a passionate Rotarian who was inducted as a member of the Rotary Club of Kalibo twenty-six (26) years ago and became Club President in Rotary Year 2000-2001 during the District Governorship of Past District Governor Henry “Henz” Reyes. He held chairmanships of different club and district committees for many years, including being Assistant Governor twice, in RY 2005-2006 during the term of the late PDG Ricardo “Eric” Lavina, Jr. and RY 20152016 during the term of PDG Oliver “Ver” Ong. He is a Paul Harris Fellow +8 and a member of the Paul Harris Society; he is also a Lifetime Subscriber to the Philippine Rotary Magazine. Awards are not new to him. His club and the district would honour him for all his dedication, notable of which was the Outstanding Club President Award in RY 2000-2001 while his club, the Rotary Club of Kalibo, garnered six (6) major district awards. Through the years, he also garnered three times the Most Outstanding Club Secretary Award in the district. He has been a consistent attendee in various district training seminars, assemblies, conferences and international gatherings like the Rotary Institute and the Rotary International Convention. He has also hosted several Rotary Youth Exchange students and Group Study Exchange members. His outstanding involvements in professional and civic organizations is also worth mentioning, especially his presidency of the Philippine Academy of Family Physicians, Aklan Chapter, in 1994-1995, where he holds the rank of Fellow, as well as the presidency of the Aklan Medical Society in 19992000. He is happily married to Nikki Rose Ituriaga Tayco, PHF +1; they are blessed with three (3) loving children, all Paul Harris Fellows. Lennard Ashley, was a Rotary Youth Exchange student to District 5450, Colorado, USA in 20122013 where he was awarded as the Outstanding International Student of the Year by the Rotary Club of Centennial, Colorado. He had been President of their Interact Club in high school and Rotaract Club in college. He is an Economics graduate from the University of Santo Tomas and is presently employed in Alphaland Corporation.

Nicole Angelique was also President of their Interact Club in high school. She finished with a degree in Hotel and Restaurant Management from the University of Santo Tomas and is presently working in Okada Manila. Marie Dominique, the youngest, was likewise President of their Interact Club in high school. She is presently in second year college taking up B.S. in Travel Management at the University of Santo Tomas.

M

ark Daniel Maloney is a principal in the law firm of Blackburn, Maloney, and Schuppert LLC, with a focus on taxation, estate planning, and agricultural law. He represents large farming operations in the Southeastern and Midwestern United States, and has chaired the American Bar Association’s Committee on Agriculture in the section of taxation. He is a member of the American Bar Association, Alabama State Bar Association, and the Alabama Law Institute. He has been active in Decatur’s religious community, chairing his church’s finance council and a local Catholic school board. He has also served as president of the Community Foundation of Greater Decatur, chair of Morgan County Meals on Wheels, and director of the United Way of Morgan County and the DecaturMorgan County Chamber of Commerce. A Rotarian since 1980, Maloney has served as an RI director; Foundation trustee and vice chair; and aide to 2003-04 RI President Jonathan Majiyagbe. He also has participated in the Council on Legislation as chair, vice chair, parliamentarian, and trainer. He was an adviser to the 2004 Osaka Convention Committee and chaired the 2014 Sydney Convention Committee. Prior to serving as a district governor, Maloney led a Group Study Exchange to Nigeria. He also served as Future Vision Committee vice chair; Foundation training institute moderator; Foundation permanent fund national adviser; member of the Peace Centers Committee; and adviser to the Foundation’s Water, Sanitation, and Hygiene in Schools Target Challenge Committee.

love to travel! I even enjoy the mundane process of getting from here to there. But last year, my wife, Gay, and I had one of those experiences that would strain the optimism of even the most cheerful traveler. We found ourselves with six hours to wait, at an airport where we were not scheduled to be, on a day we had not planned still to be traveling, having woken up that morning at a hotel unknown to us the night before. It was one of those days. As we waited at John F. Kennedy International Airport in New York City, Gay and I took a walk to people watch. We went from one end of the terminal to the other and back, looking at every gate, every destination, every group of people waiting for their flights. Each gate was its own island of humanity. When we walked down the center of the concourse, we were in New York, moving along with everyone in one river. But when you veered off into those seats, you left that current and landed on an island. You were already in Delhi or Paris or Tel Aviv. As we started our walk, I thought: “All these different people, all these different countries, all in one place. This is like Rotary!” But as we walked past gate after gate, I realized something. It was not like Rotary at all. Because everyone in that river was heading for an island. And every island stayed an island. The people heading to Taipei might be talking to one another, but they were not talking to the people heading to Cairo or Lagos. Contrast that with Rotary. Rotary allows us to connect with one another, in deep and meaningful ways, across our differences. It connects us with people we would never otherwise have met, who are more like us than we ever could have known. It connects us with our communities, to professional opportunities, and to the people who need our help. Connection is what makes the experience of Rotary so very different from walking along that concourse at JFK Airport. In Rotary, none of us is an island. All of us are in Rotary together, whoever we are, wherever we are from, whatever language we speak or traditions we follow. We are all connected to one another — part of our communities and members not only of our clubs, but also of the global community to which we all belong. This connection is what lies at the heart of the Rotary experience. It is what brings us to Rotary. It is why we stay. Please join your fellow Rotarians on this journey as Rotary Connects the World.

uring 2019-2020, I am encouraging Rotarians and Rotaractors to grow Rotary. We must grow our service, we must grow the impact of our projects, but, most importantly, we must grow our membership so that we can achieve more. Let us try a new approach to membership, one that is more organized and strategic. I am asking MARK DANIEL MALONEY every club to form an active ROTARY INTERNATIONAL PRESIDENT membership committee consisting of people of different backgrounds who will look methodically at the leadership of the community. Your club’s membership committee will then apply Rotary’s classification system — designed to ensure that the range of professions in your community is well represented — to identify potential leaders with the skill, the talent, and the character that will strengthen your club. If your club’s membership committee is unsure how to proceed, look to the club membership committee checklist on Rotary.org for clearly defined steps to organizing its work. How else will we connect to grow Rotary? We will also form new types of clubs — either independent clubs or satellite clubs — with different meeting experiences and engaging service opportunities, not just where there is no Rotary, but also where Rotary is already thriving. No Rotary club in the world can possibly serve all segments of its community. Therefore, we must organize new clubs to engage the community leaders who cannot connect with our existing clubs. Growing Rotary is all about taking the connections that make our organization unique in the world and strengthening and multiplying them. Let us commit ourselves to growing Rotary and to welcoming the next diverse generation of women and men as Rotary Connects the World. This connection is what lies at the heart of the Rotary experience. It is what brings us to Rotary. It is why we stay. Please join your fellow Rotarians on this journey as Rotary Connects the World. DISTAS 2019: CONNECTING LEADERS, INSPIRING MEMBERS BY: DRR ELYROSE NAORBE

We are young people of action! his was the theme of the Joint RotaractInteract District Training Assembly (DISTAS) 2019 which encouraged all Rotaractors and Interactors to inspire and connect the world through selfless service to the community.

The Champion DISTAS was divided into two legs - Western Visayas and Western Mindanao, wherein more than 350 participants supported the whole day exchange of ideas and sharing of best practices. In the Western Visayas Leg, the event kicked off at the Madison Hotel Iloilo on August 24, while the Western Mindanao Leg commenced at the Southern City Colleges campus on August 31. District Governor of RI D3850 Leonardo Raphael Tayco Jr. and spouse Nikki also graced the event at the Western Visayas Leg and inducted the new set of District Officers for Rotary Year 2019-2020 led by District Rotaract Representative (DRR) Elyrose Naorbe. The participants learned from the talks discussed by Multi-District Information Organization (MDIO) Chair Sherry Ann Murillo, PDRR Alstair Tecarro of District 3860, and MDIOElect Louie De Real. The topics centered on how Rotaractors and Interactors connect to Rotary, how to manage project and financial reports, and how to strengthen public image campaign. During the breakout sessions, the group was

divided into four wherein they were taught their respective roles and responsibilities as officers and members of the club. District Secretary Emmanuelle Angeles of RAC Metro Iloilo, Rtn. Earl John Martirizar of RAC Central Iloilo City, DRRE Richard Jeric Chua of RAC Metro Bacolod, and PDRR Ronald Villanueva Jr. of RAC Silay served as speakers during the afternoon affair. Meanwhile, more or less 200 attendees supported the DISTAS Western Mindanao Leg as they converged at the SSC campus in Zamboanga City. Coming from different parts of Zamboanga Peninsula, Basilan, and Tawi-tawi, the participants enjoyed the fun games before DRR Ely discussed his Thrust, Citation, and Calendar of Activities. District Rotaract Chair (DRC) PP Chris Sorongon explained the importance of doing good to the community through benchmarking and community service project. IPDRR O'Neil Nick Paira discussed the MDIO Initiatives and Public Image while DGN Edwin To talked about Project and Financial Management. During the breakout sessions, District Interact Chair Lydia Lubaton, IPP Arwald Candido, and Rtn. Patrick Dumdum served as speakers for three different groups. The DISTAS 2019 is an annual event which gathered Rotaractors and Interactors to share some good practices of their clubs through plenary session, leadership development, and panel discussion. It served as a jumpstart for club officers and members as it guide them to lead their respective clubs for the whole Rotary Year.

ast June 29, 2019, Rotary International District 3850 signed a Memorandum of Agreement with the Philippine Red Cross (PRC) during the District Handover Ceremony of District Governor Leonardo Raphael “Raphy” Tayco, Jr. at the Sampaguita Gardens Resort, New Washington, Aklan. The Memorandum of Agreement with Philippine Red Cross is the District Governor's legacy project for Rotary Year 2019-2020. Each Rotary and Rotaract Club will conduct or collaborate with Philippine Red Cross a volunteer mass blood donation program and recruit 2-3 donors per member to donate blood. Our district aims to collect 3,850 units or bags of quality blood to augment the supply of the PRC (local chapters) and help save lives.

The day before the hand over, PRC Secretary General Ms. Elizabeth S. Zavalla, in her letter addressed to the district, expressed her gratitude on the intiative of Gov. Raphy and is very supportive of this endeavor. Representing PRC national headquarters were chapter administrators Gilbert Paul Valderama (Iloilo), Raymundo Martinez (Capiz), Rona Liza Inocencio (OIC Boracay) and Mary Joe Galeon (OIC Aklan), while District Secretary Past President Geri Asis and myself as District 3850 Blood Coordinator stood as witnesses to the significant event. On the other hand, last July 10, 2019, PRC Secretary General Ms. Elizabeth S. Zavalla, during our meet and greet in Lapu-Lapu, Cebu City at a PRC Service Award (Visayas Chapter) ceremonies, has finally sealed the said Memorandum of Agreement. 14

Last July 3, 2019, District Governor Raphy with Rotarians of the Rotary Clubs of Kalibo and Metro Kalibo joined the Philippine Red Cross region-wide kick-off ceremonies of World Donor ’s Month with 114 units of blood collected in the activity held at CityMall Kalibo. Congratulations to the below lists of first batch of mass blood donations conducted by the different Rotary Clubs in the district from July to August and the total number of units collected (see list below): 1. FRIENDLY REMINDERS ON MASS BLOOD DONATION BEFORE DONATING BLOOD

WHO ARE QUALIFIED?

1. Have enough sleep 2. No alcohol intake at least 24 hours 3. No medication for at least 24 hours 4. Eat light meals, avoid fatty foods 5. Drink plenty of fluids like water and juice

1. You must be 18 to 65 years old. (Age 16-17 with parent consent) 2. You must be at least 110 lbs or 50 kgs. 3. Your hemoglobin level must be at least 125g/l (not anemic) 4. Your blood pressure must be between 90-100 mml-lg (Systolic), 60-100 mml-lg (Diastolic); Pulse rate = 50 to 100 beats/min (Regular rhythm).

AFTER DONATING BLOOD 1. Increase fluid intake like water and juice 2. Avoid stooping down 3. Avoid strenous activities (heavy lifting, operating big machines, etc) 4. Apply pressure at the punctured site; if there is swelling apply cold compress for 24 hours the hot compress for the next 24 hours) 4. If you are dizzy, just lie down with feet elevated. If you do not feel well, please inform the Blood Services of the Philippine Red Cross WHAT ARE THE BENEFITS OF DONATING YOUR BLOOD? 1. Your bone marrow will be stimulated to produce new active cells and your organ function more effectively. 2. You will know your blood type, hemoglobin and blood pressure. 3. You will meet blood supply and save three (3) lives. 4. It will make you feel good and look younger. 5. You will feel satisfaction if you are able to help. A healthy person can donate every three months.

You will donate 450cc of blood for 5-10 minutes. The final medical assessment will depend on the Physician/ Doctor on duty. When we give, we give the most precious part of us BLOOD. ROTARY FRIENDSHIP EXCHANGE

RFE: CULTIVATING FRIENDSHIPS by: AG Maria Ester (Maté) Espina

t wasn’t until a few years back when District 3850 became active in exploring the world of the Rotary Friendship Exchange (RFE). Three teams travelled to the United States in the past couple of years, a team visited Latvia and Sweden in summer of 2018 and another one went to Mumbai, India early of last year. Just recently, our district’s RFE team, led by no less than Past District Governor Ramon “Toto” Cua Locsin, returned home, bringing with them memories of their 15-day tour of District 5110, particularly the cities of Redmond, Bend, Bandon, Cottage Grove and Eugene in central Oregon, USA. District 3850 RFE team were composed of RFE Chair, Past President Victor “Pip” Acepcion, Assistant Governors Maria Ester “Mate’” Espina and Paul Yap, Past Presidents Joel Jaranilla, Christoper “Popoy” Mah, Maricar Octaviano, Maria Antonieta “Toks” Lopez, Lito Sion, and Rtn. Ivy Leonardia Evangelista. Both Rotarians and non-Rotarians eagerly welcomed our district team, ensuring that they get to see and experience the best of what Oregon can offer – from mountains, lakes, rivers, forests, to tasting their best wines, cheeses, seafood and the famous micro-brew beers that Oregon is known for. First stop – the cities of Redmond and Bend in the Deschutes County. Led by District 5110 area coordinator Paul Spain and wife, Tamara, our district team proudly beamed when they saw their host families welcome them, waving our Philippine flag. The Redmond and Bend hosts didn’t waste any time in showing off their scenic pride – the breath taking Lava Lake which was the training ground for NASA astronauts before they lift-off for outer space and the mile-long Lava Cave; the popular ski-resort in Mt. Bachelor where our team got to experience the chairlift ride that brought them to the summit at 9,065 feet, the highest peak in Oregon; the High Desert Museum where we got to see different raptors up close; Elk Lake, the Tumalo Falls, the Smith Rock Park and many more. Some of us got to taste different types of beer offered by micro-brewers during the annual Bend Brewfest which brings in over 100 companies, both established and start-ups and draws in thousands of crowd from all over the state; visit the quaint little town named “Sisters,” re-live the 50’s in Ike’s Antique Place; pet cuddly Alpacas; and be awed by the majestic Crater Lake. Each day, we were clocking in over 10,000 steps but none was complaining, not because we never got soredbones from all the walking and hiking, but because we couldn’t afford to be shamed by 80-year old Rotarians who were uncomplaining with the daily trek. But it wasn’t all touristy. We got to visit some of the award-winning projects they have in the area like the Bethlehem Inn, a halfway house for homeless people which is managed by a Rotarian and where the

kitchen facility was made and funded by Rotarians. We also visited another hospice called the Veteran’s Ranch which is supported by Rotarians who installed a couple of greenhouses to ensure sustainability of the facility. Five days passed by like a breeze and off to Bandon we went, a coastal city in Coos County where area coordinator, David and Diane Buche delivered us to our host families after a sumptuous welcome dinner. We actually had some trepidation approaching Bandon based on what we researched about the place that looks desolate enough where the population was a little over 3,000 and which is famous for their lighthouse and storm-watching activities. True enough, we approached Bandon late in the afternoon with some showers accompanying us, leaving a thick mist hovering over the coastal city. Was this part of the storm-watching we were forewarned about, was top most on our minds. This description had our hosts laughing and though they affirmed the storm-watching part, there was so much more to see in Bandon. Most memorable of which was the Jet-boat ride on Rogue River that had us screaming our heads off, visiting a cranberry farm, and take pride in seeing a “made in the Philippines” light bulb that has offered brightness to sailors through the years, installed in one of their imposing lighthouses that sprouts all over the county. Best of all was the gift of the pin and the key to the City of Bandon, a simple testament that shows, they’ve embraced our presence there. Cottage Grove and Eugene came next where we got to see numerous covered bridges which Oregon is known for; a trip to their community hospital where we got to meet a couple of Filipino doctors; visit the makers of Yurt homes owned by Alan Bair and Rotarian spouse, Chandra LaHusen; a stop at the huge Weyerhaeuser timber company; touring the University of Oregon in Eugene and their art district and do some quality shopping in their tax-free stores. It wasn’t all that serious though and for the most part, we were like little children enjoying a carousel ride and breaking out into a water-gun-battle as we traversed the McKenzie River on a white-river rafting experience, not to mention downing lots of beer and wine and capping our trip with salsa dancing. Oregon can truly be described as “the great outdoors,” but more than the places we’ve been too, what made the whole trip memorable were the Rotarians and other people we’ve met along the way. Getting to know each other, sharing the same issues and ideas on how to save the world, and just simply forging friendships one Rotarian at a time. One poignant moment we, Toks and I, will personally never forget was how Mary Carol and Art Roberson, our Bandon hosts tearfully said when they bid us goodbye – “It feels like I’m sending off my daughters.” That sums up our entire trip….we didn’t just gain friends, we were all gifted with a family.

ast President Leonardo Raphael “Raphy” Tayco, Jr. of the Rotary Club of Kalibo was officially inducted as the District Governor for District 3850 of Rotary Year 2019-2020 last June 29, 2019 in Sampaguita Garden & Resort, New Washington, Aklan. Immediate Past District Governor Lindon See Diet formally handed over the authority and responsibilities to Incoming DG Raphy with utmost joy and happiness. The handover ceremony was witnessed by more than 150 Rotarians across District 3850. Congressman Carlito Marquez of the 1st District of Aklan and Mayor Shimonette

Francisco of New Washington, Aklan led the welcoming of the guests and dignitaries of this occasion. District Governor Kiyong Kang from Rotary District 5590, South Korea was also present together with some officers to witness the event and sign the District Fellowship Agreement with District 3850. The handover program also included the turnover ceremonies for the officers of the Rotary Club of Kalibo with President Danica Corazon Apolonio taking the helm of the club, 52 years after the club produced it is it’s first District Governor in the person of DG Raphy.
