It is with excitement that we are almost done with the year 2019. Excited because we will usher to a new year full of promising projects and collaborations. Our generosity is doing good in the world. November is Rotary Foundation Month. We continue learning the process of the foundation and its opportunities, including our significant roles and responsibility ahead of us. We desire to help solve the world’s toughest problems, like providing clean water, beds for the children, relief to typhoon stricken areas, available milk for babies, to promoting peace worldwide; The Rotary Foundation (TRF) grants indeed bring service project ideas to life. IT IS TIME TO GIVE BACK. We in our clubs and as individual Rotarians need to give more. As of 2019 data from Past District Governor Ronnie Gabalda, our district has received a total of $3,908.031 in Global Grants (GG) in the following thrusts: Water with 5 GGs equivalent to $252,247; Literacy with 9 GGs equivalent to $466,210; Maternal and Child Health with 13 GGs equivalent to $668,881; Economic and Community Development with 41 GGs equivalent to $2,329,209 and Disease Prevention and Treatment with 10 GGs equivalent to $554,013, respectively. This does not include the Vocational Training Team (VTT) global grants. On the other hand, a good healthcare is what everyone deserves and is one of our rights and privileges, too. December is Disease Prevention Month. Bad timing is that, even before the year ends, there was already a re-emergence of Polio in our country, and high incidence of diseases like HIV/AIDS, TB, etc. The communities right now are struggling with outbreaks and health care access. With our open-mindeness on global grants, let us look wide open to set up clinics, blood donation centers, training facilities or provide techvoc projects and hospital equipments, to name a few, in the areas where they are needed most. But, again, we have to learn to open our pockets and generously give to The Rotary Foundation. See you soon as we pave the way to our Discon 2020 in Boracay Island. Let us help Gov. Raphy realize his Vision 2020.

The past two (2) months saw me at the tail end of my Official District Governor’s Club Visits which saw me visiting several Rotary Clubs in Bacolod (mainly in Zone 6) as well as in Zone 4. After my last club visit in, where else but my beloved Rotary Club of Kalibo!... I breathed a sigh of relief because, finally, this part of my duty as your District Governor is through. I want to thank my Champion Assistant Governors for your muchappreciated assistance as well as the Champion Club Presidents for your warm welcome and hospitality during these visits. Next!!! The month of November is Rotary Foundation Month. Our Rotary Foundation was founded with one simple purpose and, that is, to Do Good To The World. The Rotary Foundation transforms your gifts into projects that change lives both close to home and around the world. As the charitable arm of Rotary, we tap into a global network of Rotarians who invest their time, money, and expertise into our priorities, such as eradicating polio and promoting peace. Foundation grants empower Rotarians to approach challenges such as poverty, illiteracy, and malnutrition with sustainable solutions that leave a lasting impact. We, in District 3850, for the past few Rotary years, are one of the biggest beneficiaries here in the Philippines of our Foundation’s support through our Global Grants and District Grants. What we donate to The Rotary Foundation comes back to us after three (3) years approximately 8-10 times of what we donated in the form of Foundation grants and projects. Let us, therefore, support in the good that our Foundation is doing by contributing financially to it. While the primary vehicle for annual giving is Every Rotarian Every Year, don’t forget becoming a Sustaining Member, a Paul Harris Fellow, a Member of the Paul Harris Society, a Major Donor, perhaps even a Member of the Arch C. Klumph Society! In Rotary, December is Disease Prevention and Treatment Month. Rotary is dedicated to six areas of focus to build international relationships, improve lives and create a better world. As one
of our key areas of focus, disease prevention is very important to the Rotary community. Although Rotary’s top priority is the eradication of polio, however, some clubs do not take on far greater responsibilities to fight the disease. During my club visits, we have emphasized that to help in the fight to End Polio Now, we have made it DG LEONARDO RAPHAEL TAYCO, JR. DISTRICT GOVERNOR, RY 2019-2020 “mandatory” DISTRICT 3850, RC OF KALIBO for the clubs to donate at least $100 to the Polio fund; this gains greater significance with the re-emergence of Polio in the Philippines. Unfortunately, only few clubs have submitted their donations and far less than what I expect them to do. Hopefully, in the coming weeks or month, we will fulfil our commitment he help finally eliminate this dreaded disease from the face of the earth. Rotarians also take on far greater responsibilities to fight disease. They set up health camps and training facilities in undeveloped countries and in communities struggling with HIV/AIDS and malaria. They also design and build the infrastructure for doctors, nurses, governments, and partners to reach the one in six people in the world who can’t afford to pay for healthcare. Disease prevention and treatment takes on many forms, from supporting studies to helping immunize people to improving drinking water and the sanitation infrastructure. The world relies on Rotary to tackle these global challenges, and to set an example for others to follow. Wishing everyone a very Merry Christmas and a happy, healthy and prosperous New Year!!! ROTARY INTERNATIONAL PRESIDENT’S MESSAGE

otary Day at the United Nations, which we celebrate each November, is an important reminder of the historic relationship between our organizations. But this year’s event is even more important than usual, because we are building up to the 75th anniversary of the signing of the UN Charter in June 2020. You might ask, why celebrate this anniversary? For Rotary, it is entirely appropriate, because we played such a critical leadership role in the San Francisco Conference that formed ROTARY INTERNATIONAL PRESIDENT the United Nations in 1945. Throughout World War II, Rotary published materials about the importance of forming such an organization to preserve world peace.

Not only did Rotary help influence the formation of the UN, but this magazine also played a leading part in communicating its ideals. Rotary educated members about plans to create the UN through numerous articles in The Rotarian and through a booklet titled From Here On! When the time came to write the UN charter, Rotary was one of 42 organizations the United States invited to serve as consultants to its delegation at the San Francisco Conference. Each organization had seats for three representatives, so Rotary International’s 11 representatives served in rotation. The people officially representing Rotary included the general secretary, the current and several past presidents, and the editor of The Rotarian. In addition, Rotarians from Africa, Asia, Australia, Europe, and North and South America served as members of or consultants to their own nations’ delegations. We have a deep and lasting relationship with the UN that deserves to be celebrated and appreciated. To recognize this relationship, Rotary will host five special events between now and June: Rotary Day at the UN in New York on the 9th of this month; three presidential conferences next year in Santiago, Chile, in Paris, and in Rome; and a final celebration just before the Rotary International Convention in Honolulu. The focus on the UN in the year ahead is not only about the past; it also lights a path to our future. There are so many parallels between the work we do through our areas of focus and the work of the UN Sustainable Development Goals. While those goals are indeed incredibly ambitious, they provide inspiration and direction — and are similar to many Rotary goals, which have proven to create lasting, positive change in our world. The goals can be achieved, but only if undertaken with the same long-term commitment and tenacity that Rotary understands so well. Alone, we cannot provide clean water for all, we cannot eliminate hunger, we cannot eradicate polio. But together with partners like the United Nations, of course we can. Please consider attending one of our five UN celebrations. I look forward to sharing news of these special events with you throughout the year.

here is no experience quite like attending the Rotary International Convention. Discover the true spirit of aloha and Rotary with your family, friends, and fellow Rotarians from 6 to 10 June in Honolulu. It is the perfect setting for the entire family of Rotary to celebrate, collaborate, and connect. There are two types of people who enjoy visits to Hawaii — those who have never been to the islands and are about to have unique and wonderful experiences, and those who have had those Hawaiian moments etched into their memories already and cannot wait to create some new ones. The convention is the best place to find and share your aloha, which you will soon discover is much more than a greeting. Just as Rotary is a way of life for Rotarians, aloha is a way of life for Hawaiians — one that focuses on living in harmony, being patient, treating everyone with respect, and sharing joy with your family, or ‘ohana. Our host committee has arranged some fabulous events for you and your family. This includes a Hawaiian Culture and Lunch Boat Cruise, a two-hour tour that will feature spectacular views of Diamond Head, Waikiki, and the Kahala Gold Coast. On board, you can learn to play the ukulele, take part in hula dancing, and create your own Hawaiian flower lei. You will also have the opportunity to enjoy a full range of island hospitality events, from small backyard picnics to multicourse family meals. There will be fantastic service projects to see, including two ancient Hawaiian fishponds. And a sunrise Walk for Peace will take place at the beautiful Ala Moana Beach Park, a 3-mile stroll in the shadow of the iconic Diamond Head crater. Inside and outside the convention halls, we are going to hold the most family-friendly convention in Rotary history, including a family-centered opening ceremony and familyfocused events in the House of Friendship. The opening session will, of course, include our traditional flag ceremony. Our 2020 convention will also be a time to celebrate Rotary’s historical ties to the United Nations. As I mentioned in my November message, June 2020 will mark the 75th anniversary of the signing of the United Nations charter. On the day before the start of the convention, Rotary and the UN will host our fifth joint event of 2019-20, one focused on environmental sustainability. In addition, we are planning the greenest convention in Rotary history — and I will share more details about this in the months ahead. REAPING WHAT WE SOW EXPONENTIALLY

very time I received an email from The Rotary Foundation that our Global Grant application is approved, I am just filled with joy and thanksgiving. Here comes another life-changing solution to a community need. Whereas before, expectant mothers went to traditional birth attendants and risk complications, now they can go to the Maternity and Child Care facility at Sibutad Municipal Hospital in Zamboanga for proper maternal and child care. Whereas before, patients have to travel far to get dialysis treatment, now they can go to the dialysis center in Corazon Aquino Hospital in Dipolog. Whereas students before had to content with antiquated tools and equipment, now they can learn with confidence and gain new skills using latest technology at Malinao School for Philippine Craftmen in Kalibo. There’s a lot more. Take a look at the number of open global grants across our district starting RY 2015-16 up to this Rotary year. We have 59 Global grants approved addressing community needs in the 5 areas of focus with a staggering amount of USD$3,105,533.00 or P158,382,183 59. We had actually received more if we were to include the closed global grants. That is an astounding amount benefiting schools, hospitals and communities in our district and definitely, they improved and changed lives. What a great blessing! (See next page for the Global Grants table) These remarkable accomplishments happened because of our support to The Rotary Foundation, our Foundation. When we give, we ensure steady funds in our District Designated Fund (DDF) and enable clubs to request funding for a global grant project. When we give, every dollar earns a foundation point that allows us to help one another become Paul Harris Fellows faster. When we give, we are proactive and become part of the solution. It is simply amazing how working with our international partners and a 100% match from The Rotary Foundation result in exponential outcome. A US$2,000 DDF contribution to the global grant project becomes US$30,000 or USD$40,000. It is
the best funding model I have ever encountered so far. I am proud to share that our district topped in Global Grants approval among the 10 districts in the Philippines. However, we lagged behind in our contributions and we need to catch up to make the TRF model sustainable.

T
he Island of Panay in Western Visayas suffered the wrath of typhoon Ursula during Christmas. Flooding and strong winds damaged Pres Roxas in Capiz, Balasan in Iloilo, the whole of Aklan and some parts of Antique. From December 24 to 25, Ursula in fact made landfall 5 times: in Samar, Tacloban (Leyte), Biliran, Carles (Iloilo) and Aklan. This is only in the Visayas, not counting Luzon areas. The strongest rains were felt in Iloilo and Capiz. Plus flood came rushing and submerged some properties in some of these places. Aklan province was newsblackout from the rest because it toppled more than 1,058 electric posts including transformer and damaged even the national grid lines. Telephone and cable wires has yet to be assessed. As of press time, power and communication signals is still unstable. More help on additional linemen came from Antique, Iloilo, Mindanao and Cebu City. They said, typhoon Ursula was the deadliest before the year 2019 ends. The number of deaths toll raised to almost 50 now, double the fatalities of typhoon Tisoy. Ursula’s international name is “Phanfone” lashing with 150-kilometer-per-hour winds and torrential rain. Aklan alone damaged as of date reached to more than Php1.158 Billion in agriculture, infrastructure,

vital facilities and properties combined. The typhoon also disrupted inter-island shipping with thousands of travelers stranded during the Christmas holiday. A state of calamity was declared after Christmas by the provincial government in Aklan, Antique, Capiz and Carles in Iloilo, respectively. From then to present, some Rotary Clubs even from outside of our district are doing their best to reach out, contribute and act on any possible means to response in the delivery of relief and recovery operation. Through our District Disaster Fund, Gov. Raphy Tayco, the Rotary Clubs in Aklan initially donated Php20,000 to Philippine Red Cross Aklan; Php 20,000-50,000 was donated to clubs in Capiz and Iloilo, too. Rotary Club of Makati (D3830) directly donated worth Php500K of sleeping kits for Balasan and Pres. Roxas Capiz; Rotary Club of Forbes (D3830) donated shelter kit to partially / totally damaged houses of children with disabilities adopted by RC Metro Kalibo; Rotaract of Metro Kalibo and Aklan Interact Clubs of Kalibo initiated #BuligPanay to some remote barangays of Buruanga; likewise clubs of Roxas, Metro Roxas and Roxas Central reached out to affected families around Capiz; Rotary Metro Iloilo, Metro Roxas, Iloilo South, and Bacolod South brave a long drive to Balasan in Carles Iloilo and Capiz, to also distribute relief, provides water and a lot more of meaningful collaboration.

DANCES OF THE ISLES DANCE CHALLENGE
Dances Of The Isles Dance Challenge Contest Mechanics:
1. GROUPS MUST BE COMPOSED OF 60 % ROTARIANS AND 40 % FAMILY OF ROTARIANS (EITHER SPOUSES AND CHILDREN, ROTARACTORS AND INTERACTORS ) OF THE CLUB REPRESENTED 2. MINIMUM OF 8 AND MAXIMUM OF 14 PARTICIPANTS FOR SINGLE CLUBS, AND 12 UP TO 16 FOR MULTI-CLUB ENTRY. 3. GROUPS CAN EITHER BE ALL-MALE OR ALL-FEMALE OR A COMBINATION OF BOTH. 4. THERE WILL BE 6 SLOTS, DIVIDED TO 2 IN PANAY ISLAND, 2 BACOLOD AREA AND 2 IN MINDANAO AND WILL BE ACCEPTED ON A FIRST-COME, FIRST-SERVE BASIS UPON SUBMISSION OF THEIR INTENT TO JOIN. 5. EACH ENTRY IS ALLOTTED WITH 8 TO 12 MINUTES TO PERFORM INCLUDING THE ENTRANCE AND EXIT OF THE DANCE WITH NINETY (90 ) SECONDS PREPARATION BEFORE THE START OF THE CONTEST. 6. EACH PRESENTATION MUST CONTAIN AT LEAST 60 % OF THE TRADITIONAL POLYNESIAN/HAWAIIAN DANCES AND MAY BE INCORPORATED WITH NEW OR MODERN DANCE STYLE AND MUST INCLUDE THE BASIC DANCE STEP SUCH AS UEHE, HELA, KAHOLO 7. ATTIRE/COSTUME MUST DEPICT THE TRADITIONAL POLYNESIAN DANCES OF CHOICE, AND THE MUSIC MUST BE IN ITS ORIGINAL FORM BUT CAN BE INCORPORATED WITH MEDLEY-STYLE POLYNESIANS SONG. 8. ALL GROUPS WILL BE PROVIDED WITH A COPY OF THE STAGE AREA SO THAT THEY KNOW THE SPACE TO BE UTILIZED. 9. THE CRITERIA FOR JUDGING ARE AS FOLLOWS;
10. ALL RECORDED MUSIC TO BE USED BY THE PARTICIPANTS SHALL BE SENT FORTH ON OR BEFORE MAY 1, 2020 THROUGH EMAIL dlightsbert17@gmail.com AND SHALL HENCE FORTH BRING A COPY OF THE SAID RECORDED MUSIC STORED IN USB AND/OR IN COMPACT DISC. THE GROUP MUST SUBMIT THE MUSIC AHEAD OF TIME OR AFTER THE OPENING PROGRAM. 11. THERE WITH BE THREE MAJOR PRIZES: 1ST PRIZE WINNER WILL RECEIVE PHP20,000.00, 2ND PRIZE WILL RE CEIVE PHP15,000.00 AND THE 3RD PRIZE WILL RECEIVE PHP10,000.00, THE THREE NON-WINNERS WILL RECEIVE A CONSOLATION PRIZE OF PHP5,000.00 EACH. 12.
