Emperors’ Palace Court Privé gets an Elegant Makeover Emperors Palace Hotels, Casino, Convention and Entertainment Resort has expanded its luxurious Palace Court Privé area, one of just a handful of exclusive areas reserved for high stakes gaming at The Palace of Dreams. Renovations include new wall treatments, intricate gold leaf ceiling details, and exquisite new chandeliers, as well as all new fixtures, surfaces and finishes in the Privé bathrooms. “WE WANTED to enhance the feel of sophistication and elegance in The Palace Court Privé, and achieved this through the addition of various interior design elements,” says Bethuel Ledwaba, General Manager of Gaming and Slots. “We have also expanded the slots section to create a new high denomination area, offering our gaming guests an added level of comfort during their visits to the casino.” The expansion includes eight newly installed Gen 8 Helix cabinets from Aristocrat, six Crystal Dual cabinets from IGT, six universal poker slant top
cabinets, and two AGI VIP cabinets, featuring sleek and modern designs that will enhance the look and feel of gaming experiences at The Palace Court Privé. In addition, 14 new slot machines were added, bringing the total number to an exciting 116. Denominations range from 25 cents to R500 on video, Stepper and Poker platforms.Games that have been added include Suraci, Triple Double Nutty Jackpot, Pompei. Guests can also look forward to taking home a bigger pot, with jackpots now up to a whopping R10 million, all up for grabs on Africa’s Biggest Progressive Jackpot and guests’ favourite game, Red Eye Nickels.
In terms of interior design, Emperors Palace has also introduced a number of key elements to enhance the overall look and feel of The Palace Court Privé. For example, to emphasise the height of the room, the interior design team introduced a wainscot detail around the perimeter, adding a classical elegance and proportion. The walls have also been treated with a classic damask printed wallpaper, including timber trompe l’oei panels and trompe l’oei murals depicting classical painted landscape scenes. Elaborate ceiling detail with coffered elements finished in gold leaf was also installed, along with chandeliers finished in gilded steel with glass shades to create an elegance and introduce more ambient light to the space. A new custom designed carpet was also installed in the new and existing spaces to visually tie the two areas together. “These renovations and upgrades have served to enhance the overall look and feel of this premium gaming area, providing discerning players with an intimate and exquisite gaming experience, matched only by our commitment to excellence,” says Ledwaba. “Emperors Palace is the gold standard in gaming, and we will continue to find new ways to enhance and improve gaming experiences at The Palace of Dreams.”

Even for the experienced traveler, Mauritius is an enchanting island -- a melting pot of people and cultures that provide an exotic mix of colours and tastes. Along with being a leading island escape for travelers, Mauritius has an active gambling industry with casinos, horse racing, lotteries and more. In this issue Gaming for Africa chats with the Gambling Regulatory Authority (GRA) in Mauritius on the status of their gaming industry. Gambling Regulatory Authority: Mauritius currently has 4 state-owned casinos, that have been in business since 1970 and are managed by the State Investment Corporation, making it the only casino license holder in Mauritius. The casinos offer gaming on Slot Machines, TouchBet, Oasis Poker, Blackjack and American Roulette and the act GRA Act makes allowance for different types of games as mentioned in the “First Schedule” (Part 1) of the GRA Act. Live Games Cash Handling & Security Apex Gaming continues to “take gaming to the next level” with its iDrop™ family of international awards winning and innovative cash and ticket handling devices for live gaming tables. ONCE INSTALLED and connected to a SAS based management system, iDrop™ offers great benefits to operators, players and regulators alike, providing enhanced cash handling, accounting and security controls. More and more international gaming regulators are demanding that operators account accurately for all cash transactions at live gaming tables and iDrop™ fulfils these requirements. iDrop™ is designed around an advanced, high capacity JCM bill validator which accurately checks, validates and stores currency notes and tickets. A robust Quixant CPU manages all functionality and communicates time-date stamped information via SAS protocol to the connected management system. An integrated high-resolution colour touch-screen provides a bright clear interface to the dealer and an integrated ticket printer completes the iDrop™ unit. Mixed denomination banknotes may be inserted up to 30 at a time. Each note is automatically checked and accurately verified prior to being stored in the integrated lockable stacker. The total amount is then displayed on the touch-screen for verification by the dealer after the player has been handed the equivalent amount in chips from the table float tray. When accepting chips from a player that wishes to leave the table, the dealer verifies the chip value and manually enters this via the touch-screen. The iDrop™ then issues a “Chip Change Receipt” ticket which is inin serted into the bill validator and stored in the stacker for “soft count” reconciliation purposes. The iDrop™ then automatically issues a “Cashable Ticket” for the value which is then handed to the player. As players chips are returned to the float tray, the float is kept largely intact thus reducing the requirement for “table fills” from the casino vault or cash desk The players “Cashable Tickets” may be inserted into an iDrop™ which will verify the ticket, store this in the stacker and display the value on its touch-screen. The dealer may then issue chips from the float tray to the player prior to confirming the transaction on the touchscreen. Where a casino utilises “TITO” enabled gaming machines, “Cashable Tickets” may be inserted into these machines for play. On “cash“Cashout” the gaming machine will produce another “Cash able Ticket” which may then be inserted into an iDrop™ 06 I Gaming For Africa I

device in return for the value in chips. As an additional function, when presenting their “Cashable Ticket” at a gaming table, players may decide what value of chips they would like and the remaining value may be issued in the form of another “Cashable Ticket” for later use. Should a live games player wish to exchange a “Cashable Ticket” for cash, then a bar-code reader may be installed at the casino cash-desk in order to facilitate ticket verification and value prior to redemption or alternatively, the ticket may be inserted into a cash dispensing machine. Each and every transaction is recorded, time-date stamped and communicated via SAS protocol to the management system for accounting purposes. Management staff are then able to establish “drop” values instantly and accurately either by individual table, area or entire casino floor at any time. Systems may be configured in order to warn management staff when a particular iDrop™ stacker is nearly full, this enables an emergency clearance to be performed timeously thus reducing any disruption to games. Efficiencies in the “soft count” room are also realised by operators. Stacker box contents are easily removed and placed directly into bulk note counting and sorting equipment negating the need to “hand” sort notes. iDrop™ accounts for every single note and ticket, therefore “drop” variances are eradicated drastically reducing the need for “Drop” variance investigations. When iDrop™ stackers are removed, a ticket is produced with a full reconciliation of the stackers contents. Where player cards are utilised, iDrop™ maybe fitted with card readers. Value may then be debited or credited directly to the players card eliminating the need for “Cashable Tickets”. All individual player transactions are accurately recorded ensuring players are appropriately recognised and/or rewarded. On request, iDrop™ may be fitted with a chip slot in order to facilitate the depositing of value chips where required. iDrop™ is supplied with two sets of adjustable legs. This allows the unit to be positioned level with the top of all standard height gaming tables. Alternatively, magnetic table brackets are available that may be bolted to the gaming table. iDrop™ is then held firmly and securely to the table by the magnetic pad lifting it clear of the floor. In summary, iDrop™ brings accurate and auditable accounting to live tables games in addition to a host of further operational savings and efficiencies to operators, players and gaming regulators alike. Clarion Confirm Sandton Convention Centre home for ICE Africa Clarion Gaming has confirmed that October’s inaugural edition of ICE Africa will be held at Johannesburg’s Sandton Convention Centre (24 and 25 October). The decision to move to the Sandton, which was made following consultations with the industry, was based on the opportunity it delivers for the ICE Africa brand to grow, as well as the ability to provide stakeholders with enhanced levels of choice and flexibility. VAT Increase to Impact Tsogo Sun to Tune of R54-million Tsogo Sun expects to take a R54-million rand hit in core profit from a higher rate of value added tax introduced in April, its Chief Executive Jacques Booysen said on Wednesday after reporting a 4 percent rise in full-year profit. THE SOUTH AFRICAN government increased the VAT rate by 1 percent to 15 percent from April 2017, which the South African hotelier and casino operator will not be able to pass on to its gaming customers. “That (VAT) is a cost in the business that we’re going to absorb. That is a R54million annual impact on our numbers,” CEO Jacques Booysen told Reuters, referring to earnings before interest, tax, depreciation, amortization and property rentals (EBITDAR). Another hit will come from a potential increase in the Gauteng gambling taxes that the provincial government is proposing. Casinos in Gauteng were subject to paying the provincial government a flat rate of 9 percent in gaming taxes, but a higher rate is in the works. Booysen expects the impact of the new tax on EBITDAR to be about 134 million rand and the earnings impact to be about 100 million rand. “Add to that the weak state of the South African economy and many of the commodity focused countries in which the group operates, and the expectation is that trading will remain under pressure,” he added. 12 I Gaming For Africa I

The owner of Montecasino said EBITDAR for the year ended March, rose to 5.3 billion rand ($419.40 million). The acquisition of gaming businesses Vukani Slots and Galaxy Bingo boosted earnings at a time of depressed demand from cash-strapped consumers as economic growth locally and offshore stagnates. Income for the casino division fell 1 percent to 9 billion rand, hurt by the opening of rival Sun International’s Time Square casino. Trading for the group’s South African hotels for the year recorded flat revenue per available room (RevPar), a key industry measure, due to flat average room rates, with occupancies slightly up on the prior year at 64.7 percent. Its offshore hotels division saw revenue drop 11 percent to 565 million rand. Tsogo Sun, which owns 151 hotels, said adjusted headline earnings per share fell 5 percent to 197.8 cents per share from 207.6 cents as a result of the increasing number of shares in issue during the year due to the acquisition of Gameco. The group declared a final dividend per share of 70 cents, unchanged on the year.

Thereafter, qualifiers advanced to a round of written tests with the top 10 scorers progressing to the final elimination stage; the judging panel reviewed live footage of the cash desk operators interacting with two mystery shoppers. The finalists
were evaluated in a series of simulated scenarios on customer service, procedural skill and promotional knowledge. A written test comprising impromptu and prepared questions about Tsogo Sun’s values separated the winners from the losers. At the finals, the top five contestants: Masilo Mokgobola, Mankedi Moloi, Matshidiso Mokomele, Avhatakali Matisze and Veronica Goakets, presented in front of colleagues, management, and head office delegates. They were marked on their performance by a panel of judges including Gold reef City’s (Director Of Operations and Complex General Manager Kiran Singh, IR Manager Jeff Nage and Assistant Cash Desk Manager Caron Cloete. Sun International Raises R1,6bn in Oversubscribed Rights Issue Sun International announced that its Rights Offer, which closed on Friday 1 June, had been significantly oversubscribed, with total applications for Rights Offer shares at 187%. THE VALUE of the total Rights Offer shares allocated was some R1.6-billion. The Rights Offer pricing, at R57.82 per Rights Offer Share, was at the 10 day VWAP at the date of the announcement, which reflects the strong support the company received from its existing shareholders and the underwriter Value Capital Partners. Kenya Threatens to Deport Illegal Gambling Operators As most African nations begin tightening regulations and improving regulatory capacity around gambling, illegal gambling across the continent is facing a clampdown. IN THE latest blow to illegal operators, foreigners found assembling illegal gambling machines in Kenya will be deported for engaging in crime, the Kenyan government has threatened. Interior Cabinet Secretary Fred Matiangi says the machines have reduced the productivity of youths, some of whom are addicted to gambling. “These machines are a threat to our society,” the CS said. “It is working against the President’s 100 per cent transition from primary to secondary school. We shall not accept it.” He declared illegal gambling a crime of monumental proportions which must be fought at all levels. Most of the machines are brought to the country from China, the government claims. The government has already set June 30 as the deadline for eliminating illegal gambling machines across the country. 24 I Gaming For Africa I June / July 2018
The CS was speaking in Dagoretti South constituency where he oversaw the destruction of gambling machines seized from illegal entertainment joints across all the 14 sub-counties in Nairobi. He also warned government officials involved in the illegal business to prepare for a rough time ahead if found guilty of any involvement in the illegal operations. “We shall not pretend this is normal business when things are going wrong,” he asserted. Cabinet Secretary Matiangi vowed to sustain the war on contraband gaming devices until the menace was over.

Uganda Gaming Board Releases Licensed Gaming Operators List The Uganda National Gaming Board has released a list of licensed gaming operators in the country. The licences, which include casino, betting, lottery, online gaming and slots operations, have been issued in terms of a second round of licensing. THE UGANDA NGB is a body corporate established under the Lotteries and Gaming Act No. 7 of 2016. This is the second licensing round under the Act. The NGB was established to enforce the law relating to the conduct of lotteries, gaming, betting and casinos, to establish the national lotteries and gaming regulatory board, to provide for licensing 26 I Gaming For Africa I June / July 2018
and regulation of lotteries, gaming and betting; to provide for taxation of casinos, gaming and betting activities. David Bakes appointed Gold Reef City Tables Manager DAVID BAKES, Gold Reef City’s Tables Manager, is certainly no stranger to the gaming industry. Hailing from the old Victorian seaside resort, Bridlington in East Yorkshire, Bakes made his way to South Africa’s sunny shores in 1994, after which he joined Wild Coast Sun Casino as a card dealer. Over the years, Bakes earned his stripes working for some of the country’s largest and most renowned casinos. He believes that Gold Reef City, as one of the most frequented tourist destinations in South Africa, is also among the top casinos in the country. The responsibilities of Tables Manager entail ensuring that the Tables perform to their full potential through the employees, thereby maximising customer satisfaction, achieve the organisational strategies and objectives as well as maximising operational efficiencies and managing spend. Gaming is very regulated, and the Tables Manager is required to marry this disciplined side of the job with the fun aspect of it. Getting the balance right is a challenge for every person within the industry. His role has become increasingly managerial but he still makes the time to entertain VIP guests, a role that he relishes, “I love interacting with guests and staff. I find it interesting that they all have their own stories to tell. I’m also privileged to work in an environment where everybody is having fun, so that rubs off on me. I can honestly say that I enjoy my job,” he says. He further adds, “It’s an industry that is constantly changing and developing. Not only do we have to adhere to strict laws, regulations and ethics, but as technology has advanced, so we have had to change and adapt in order to move forward.” Bakes boasts an exemplary work ethic and an affinity for mentoring up-and-coming employees. He wants to empower his teams to reach beyond their individual limits and encourage them to think out of the box. “By doing so, we exceed our very own expectations and this filters down to our own experiences with our guests.
