I’M WRITING this Editor’s Note in Las Vegas from a vibrant and busy G2E. It’s the first G2E I’ve attended in a number of years, and what struck me most about attending a gaming trade show - along with the need to view the latest gaming products and trends - was the invaluable role a trade show plays in the ecosystem of the gaming industry. Often the intangible ROI from a gaming event extends beyond the simplistic definition of slot machines sold, deals done and bottom-line profit. It extends to networking, keeping updated with new developments and creating lasting business relationships. As I took in the atmosphere at G2E, the big talking point was sportsbetting - which is now live in 5 states across the USA - and the infusion in energy and business that this new development is bringing to the industry in America. This exciting development has energised other sectors of the industry too - spurring new growth and developments. Another major theme at this year’s G2E has been the realisation that technology will be a huge factor in improving operations for casino and gambling operators, as well as Integrated Resorts and Hospitality sectors. Hotel and casino operators - and that shared middle ground of integrated resorts - need to realise that they are sitting on vast amounts of data that can be used to improve customer loyalty, and that the technology now exists to easily analyze that data, and use technologies like AI, Business Intelligence and IoT to improve operational efficiency, profits and increase sustainability goals. You will probably be reading this at ICE Africa - where the pan-African gaming community will be gathering for the first pan-African gaming trade show, the likes of which have never been seen before. A fully African event brought by the professional team that does ICE London, and that will offer the best of what Clarion does well - great conference content, top-level delegates across all sectors, and a diverse mix of gaming suppliers and manufacturers looking to service the burgeoning African gaming industry. Another important factor that makes ICE Africa unmissable - is the need to create among gambling operators’ junior to middle level-management (the folks who don’t normally to get an opportunity to travel to London or Vegas with their senior managers or CEO’s) the product knowledge, skills transfer and relationship building for the future that often only resides with senior staff and is found sorely lacking when those senior staff move on. SUNCOAST recently opened the opulent ‘Art Deco’ inspired Salon Privé, located on the upper level, with 180 degree sea views. The level of craftsmanship and the trend setting design make the Privé a world class gaming experience. This however, is only one aspect of the development that has been underway for the last 18 months.
Suncoast’s new Salon Privé marks the Beginning of a New Era “THE JOURNEY so far has been a long road, but the light at the end of the tunnel is now just a few months away,” comments Mike Dowsley,” SUNCOAST Executive Director, “we are now firmly focused on the logistics that are required for the completion of the project which is scheduled for early December.” Suncoast’s significant redevelopment has resulted in job creation and unique opportunities. This development is testimony to Tsogo Sun’s continued commitment to economic growth in Durban. Once complete, the development will provide Durban with a multitude of new entertainment options that will include retail, dining and event facilities at SUNCOAST, an attraction for both local and international visitors. The project started with the refurbishment of the Wimpy, then the expansion and refurbishment of the Mugg and Bean. This was followed by the opening of Billy G, now a very popular buffet restaurant amongst Durbanites. Continued from page 2 refurbished, all of this without a cessation of operations over the last twelve months. “There is no doubt that we, and our guests, have experienced some challenges with continuing operations while conducting the refurbishment, but it will all be worth it once this exciting project is complete,” says Louise Howell, SUNCOAST Marketing Manager, “We have recently publicised the opening of Durban’s new Barnyard Theatre in early December and this will be accompanied by the introduction of seven additional restaurants as well as The Suncoast Globe, our new events facility!” Work is currently underway in the retail section and the construction teams are getting to the final phases for completion of the casino floor. On completion of the project SUNCOAST would have increased its floor space
to 46 306m² with an improved offering including 22 restaurants & food outlets, the Barnyard Theatre, updated and enhanced children’s entertainment facilities, a 2200m² multi-purpose event facility and increased underground parking. For the gamer, there will be a total of 1850 slots and 71 tables. Phumelela Gaming CEO Rian du Plessis Resigns - John Stuart takes up Reins Phumelela Gaming and Leisure Limited has announced that CEO Rian du Plessis had tendered his resignation. IN A statement on the JSE news service, Phumelela said that Du Plessis had resigned for personal reasons. “Rian has full confidence in the company’s executive management team, underlying business fundamentals and strategic direction,” reads the statement. And as a further vote of confidence in the future success of Phumelela, Du Plessis has given the assurance that he will not consider disposing of any Phumelela shares held directly or indirectly by him, his family or otherwise in the foreseeable future. Stepping in to take over the reins from Du Plessis is John Stuart, International Executive Director of Phumelela. Stuart served his articles with KPMG before joining TAB KwaZulu-Natal in 1979 as Internal Auditor, and occupied various positions there before leaving in 1996 as Assistant General Manager. He then joined TAB Transvaal (transferred to Phumelela as part of the corporatisation process) in 1997 and served in various positions before heading up the international division in 2006. John also heads up the Tellytrack operation 04 I Gaming For Africa I October / November 2018
on behalf of the Tellytrack partnership. He is also Executive Director of Premier Gateway International. “With more than 39 years of experience in the horseracing and gaming industry, the Board welcomes John’s increased participation in the business and looks forward to his ongoing contribution.” According to the statement, Du Plessis has also committed himself to assist his successor until the end of March 2019 to ensure a smooth transition. “The Board and management team would like to thank Rian for his valued service and contribution to the company over the past 10 years. He led the development of a sophisticated business with multiple revenue streams and has formed a management team supporting long term stability and growth,” reads the statement. “The Company’s financial results announcement will be delivered by the new CEO.”

Dalbock oversaw GLI Africa’s recent move to its new, larger location in Gauteng, South Africa. He explained the reason for the move this way: “Quite simply, our clients’ demands for our services outgrew our current structure, both in terms of the physical location and in the number of staff. We moved to our new location to keep pace with demand, which required more staff across the range of services we offer as well as more testing space. This also allowed us to increase our capacity and further reduce testing turnaround times.” That expansion also had a positive impact on the local economy. “GLI is committed to our host communities around the world, and as we expanded, we made hiring locally a priority. This is also good for our clients because it gives us the ability to provide a world of services with local insight.” A key piece of ICE Africa will be sports betting. The gambling market for South Africa, Kenya, and Nigeria has an estimated worth of

$37 billion, with 2 million individuals expected to use online sports betting regularly. That means providing players with the latest technologies is as critical to success, as the testing and regulatory structure which accompanies it. Today, the mobile and retail devices and systems used in African sports betting primarily come from suppliers in Europe. Until recently, these suppliers needed to be concerned with a variety of standards governing the devices and systems. That began to change in August 2018, when GLI released its new GLI-33: Event Wagering Systems technical standard. GLI-33 represents the most highly developed set of technical requirements and practices available for sports wagering systems. The standard was developed over the course of a year, and GLI dedicated 75 Technical Compliance staff, Regulatory Service staff, and Supplier Services staff to pool standards and knowledge from across the globe. Those included portions of the documents from South African Bureau of Standards (SABS); the Association of Racing Commissioners International (ARCI); British Columbia Gaming Policy and Enforcement Branch (GPEB); Danish Gambling Authority; Nevada Gaming Commission and Gaming Control Board; Northern Territory Racing Commission; Spanish Directorate General for the Regulation of Gambling (DGOJ); Tasmanian Liquor and Gaming Commission; and Victorian Commission for Gambling and Liquor Regulation. “Existing regulations were very good; however, there were certain discrepancies and variations that could have stood in the way of supplier innovation and end-user acceptance. We collaborated directly with regulators, technology providers, and operators to ensure GLI-33 represents the most highly developed standards and best practices in existence today. This will help suppliers, such as those in Europe who sell into the African sports betting industry, by providing one common standard to develop and test to,” Dalbock said. The new GLI-33 Standard has added a great deal of clarity in numerous areas. For example, it eliminates subjective criteria in analyzing and certifying Event Wagering Systems, giving both suppliers and regulators an equal baseline for evaluation, while also distinguishing between local public policy and independent test laboratory criteria. The standard also helps regulators to ensure wagers on events are fair, secure, and able to be audited and operated correctly so that the public trust is maintained. Among its many areas, the standard examines best practices

concerning three major areas of event wagering technology: point-ofsale wagering devices, self-service wagering device, and remote wagering devices. The standard then examines and puts forth best practices applying to operators, suppliers, and to players. For example, one chapter is dedicated exclusively to player account management, including player registration and player account controls, such as age and identity verification, privacy, self-imposed limits and others. The GLI standard was deliberately written to easily accommodate future evolutions in technology. Sport and event wagering technologies will continue to change, and regulators must also be willing to evolve in methodical, reasoned ways that simultaneously allow for the embrace of new technologies while protecting and maintaining the public trust. Upon its release, several regulatory bodies and industry experts immediately adopted and/or endorsed the new standard, including the Choctaw Gaming Commission of Choctaw Mississippi, the West Virginia Lottery, Cherokee Tribal Gaming Commission of North Carolina, and Global Market Advisors. “GLI-33 is just the latest example of why regulators, suppliers, and operators turn to GLI for their sports betting needs. Customers across Africa and around the world rely on GLI because they understand we are the subject matter experts and have deep market knowledge, including local knowledge and localized relationships with regulators,” Dalbock said. GLI’s services to the sports betting industry include testing and certification, ISS audits, penetration testing, and cybersecurity solutions. “Of course our clients can benefit from each of these services, not limited to sports betting,” Dalbock said. Perhaps the most urgent need common to regulators, operators, and suppliers is cybersecurity. “Data is money, it’s as simple as that. No one would place $1 million on a restaurant table and then just walk away. However, metaphorically speaking, that is exactly what regulators, suppliers, and operators of all sizes are doing with unchecked and unmonitored cybersecurity. “ “Criminals today are smart, savvy, and dedicated to their craft, which means security must be embedded in every organizations’ core business framework. Cybercrime is growing every day in scope and number of victims, and that equates to threats to private or intellectual property. The increasing fallout associated with security incidents such as reputational risk and damage to customer data, makes ignoring these risks a financially and operationally risky game,” Dalbock said. Among GLI’s many cybersecurity offerings are its Security Operations Center, which offers security as a service. This center, also known as the SOC, provides a broader piece of mind with features such as: 24×7 monitoring, security event detection, and security incident response (detect, protect, respond). Actionable intelligence where staff analyze and correlate events from
multiple source logs through a highly advanced and Gartner Magic Quadrant-leading Security Information and Event Management (SIEM) solution: IBM QRadar. Threat intelligence with the ability to correlate and respond to important systems including intrusion detection systems, endpoint protection solutions, firewalls, servers, and other key systems. For example, the SOC team can identify and investigate suspicious network traffic by relying on real-time security data analytics. The ability to supplement a company’s internal security team by offering around-the-clock network security monitoring. “Cybersecurity isn’t a game. The threats are real and can cause large and lasting damage to a company’s financial statement and its reputation. For the larger gaming industry, this is also a question of the public trust, and when that is eroded anywhere through cybercrime, it sends large waves of impact throughout the entire industry,” Dalbock said. In addition to its work for regulators and operators, suppliers are a key area of support for GLI. Indeed, the company is globally known as the “export expert” because its supplier services are designed to help suppliers take their products to jurisdictions worldwide, such as European suppliers who bring their sports betting products to Africa. “Our message to suppliers is clear: Wherever you want to take your product, we have a solution to get you there. GLI is the only lab that can take suppliers everywhere in the world. 17 Dealers Go Head to Head in the Tsogo Sun Dealer Championship at Garden Route Casino To celebrate the seventh annual Tsogo Sun Dealer Championship, the host property, Tsogo Sun’s Garden Route Casino, was transformed into the MS Garden Route with a nautical theme for the event. The Championship which took place on the 19th of September 2018, saw 17 dealers from all 13 Tsogo Sun casinos around the country coming to compete for the coveted top spot in this competition. THE DEALER Championship got underway at two roulette tables and two blackjack tables that each had beautiful beach-themed layouts and were sponsored by TCS John Huxley. Managers from the various casinos within the Tsogo Sun group tested the skills and knowledge of the 17 dealers who were then scored using an online app that was specially created by the Tsogo Sun IT Development team. At a glittering gala dinner in the Bravo Lounge, the top five dealers were called upon to present a prepared speech and also answer an unprepared question. In first place was Tebogo Mokwa from Silverstar Casino who took home
R10,000; Sinazo Madlanga from Hemingway’s Casino who walked away with the R5,000 second place prize and Danie van der Merwe from Caledon Casino in third place who won R3,000. “The bar is raised higher every year and this is a reflection of the high calibre of dealers we have in Tsogo Sun. National Gambling Amendment Bill presented to Portfolio Committee Softer stance on online gambling from ANC Portfolio Committee members THE DTI presented the South African National Gambling Amendment Bill to the Portfolio Committee on Trade and Industry recently. While government is still officially opposed to legalising online gaming, of particular interest during the parliamentary session was a possible softening of attitudes around online gambling. “The dti maintained their view that online gambling should remain illegal however there appeared to be a major shift in thinking amongst the ANC members of the committee who felt that online gambling should be regulated and that the dti should review their position on it,” says Adheera Bodasing of Polarity Consulting, renowned gambling law expert and former member of the Gambling Review Commission. The draft bill seeks to: • Amend the National Gambling Act, of 2004, so as to amend certain definitions. • Reposition the National Gambling Board to be a National Gambling Regulator. • Transfer the regulation of bets on the national lottery, foreign lottery, lottery results and sports pools to the National Lotteries Commission. • Prohibit dog racing and bets on dog racing. • Strengthen the regulation of casinos, limited pay-out machines and bingo.
• Provide for the procedure for the forfeiture of unlawful winnings to the National Gambling Regulator. • Provide for broad -based black economic empowerment in the gambling industry. • Recognise self-regulation in the horseracing industry. • Impose gambling advertising restrictions. • Regulate the electronic form of bingo. • Enhance the powers and duties of the Adheera Bodasing gambling inspector. • Provide for matters connected therewith. Gaming is one of them, says Kamal Parbhoo, Montecasino Slots Manager. “To stay ahead of the game, we must constantly monitor and manage every corner of the casino floor to ensure optimal turnover and maximum customer enjoyment and entertainment.”

THE MONTECASINO gaming floor (https://www. tsogosun.com/montecasino/gaming) is divided into three sections – the main casino floor, the smoking casino, and the Privé (https://www. tsogosun.com/montecasino/gaming/salonprive) for high rollers – with a total of 1 700 slot machines (https://www.tsogosun.com/montecasino/gaming/slots), which account for about 70% of the casino’s revenue. Parbhoo has a staff of 182 and is responsible for ensuring that the slots department achieves its targets and maintains growth, and that it remains in line with Tsogo Sun’s strategic objectives, while also maintaining ‘game integrity’ for players. He says trends in slots playing have shifted over the last few years, which is driven by our customers who ultimately dictate the supply
and demand on offer, primarily to higher volatility slots games where the stakes tend to be a bit higher and the wins bigger. “Overall, the cost of a spin, which is variable and based on the customers risk versus reward strategy, and the number of lines on slot machines have increased, which has impacted turnover in the casino. The trick for us is to make sure that we have the right balance of machines in the right positions at all times,” says Parbhoo. It remains fascinating that some of the older slots games – Geisha, Queen of the Nile, Pompeii – have continued to have high appeal on the casino floor for decades. In the Privé, which accounts for a large percentage of the casino’s turnover, the ‘entertainment’ value is on big wins from the slots machines, rather than on the games, the graphics, the stories, and the flashing lights and ringing bells. The smoking casino too, attracts the more serious gamer and is a popular area, with only 25% of the floor space, which is according to gaming legislations. “Regulations restrict the space we can allocate to a smoking section, which means we need to optimise every square centimetre to make sure it delivers a great experience and that we have the best product in the area and as much product as possible.” “As with all businesses, we need to prioritise on our budget and available capital to make sure that we are getting the optimum returns. Based on close analysis of monthly stats, we make decisions to eliminate inefficiencies throughout the floor, which are where our customers are not playing due to no longer enjoying a particular product,” Parbhoo says. Another area that is an absolute non-negotiable and is crucial to the casino’s ongoing success is compliance. “Gaming is an exceptionally regulated environment and we need to stay on top of compliance with every machine all the time, or we run the risk of compromising our gaming licence. Every machine must be set exactly according to what we applied for – it means that we are strict with our self-regulation and conduct our own internal audits to make sure there is no chance of human error.” Parbhoo, who has been Slots Manager at Montecasino since January 2015, first joined Tsogo Sun at Suncoast in 2002 as a Surveillance Specialist. He worked his way up to Slots Manager at Suncoast in May 2011, before moving to Montecasino. He says, “I have been fortunate to have played a role in the transformation of the gaming floor at Montecasino, which is fresh and appealing and accessible, and with the Privé, which in my mind is probably the most valuable piece of gaming floor per square metre in this country.” Parbhoo adds that with a complex such as Montecasino, Tsogo Sun’s flagship entertainment destination, the business must be viewed holistically. “All the offerings and management of the property work together, with different events and attractions bringing feet in, who are then likely to extend the entertainment into other areas, such as in the casino. Likewise, a massive casino promotion offering big prizes will bring players in, who are then likely to stay for a meal or a drink. THIS IS according to Environment and Tourism Deputy Minister, Bernadette Jagger at the one-day Final Stakeholders Dialogue held in Windhoek on recently. Other instruments for biodiversity financing are the biodiversity off-setting, introduction of the environmental levies, eco-labelling, raising funds from lotter-

Nigerian Government Fury as Illegal Operators Siphon Off a Trillion Naira Annually Vows to Stamp out Illegals The Nigerian Federal Government has started moves aimed at putting an end to the activities of illegal lottery operators, which leave losses amounting to more than one tril ion Naira annually. To this end, the federal government through the National Lottery Regulatory Commission (NLRC) is to police unauthorized online games. NATIONAL LOTTERY Regulatory Commission is also considering on one hand to enlist the help of the Central Bank of Nigeria (CBN) to monitor the payment settlement services to unauthorized lottery operations; and the Nigerian Communications Commission (NCC) on another to ban illegal lottery and gambling activities on GSM networks. It will be recalled that Mr Bello Maigari, acting executive secretary, National Lottery Trust Fund (NLTF) has last week raised alarm over the activities of illegal lottery operators. Maigari, said that there were many lottery operators in the country without a licence, adding that this has resulted to leakages in terms of what they were supposed to remit to the trust fund. “Nigerian government is losing more than one trillion Naira every year because of illegal operators. There are a lot of illegal operators in the industry and these are part of the reasons why there are leakages. Some are conducting this business without being regulated and there are chances that such proceeds will be channelled towards crime, fraud and money laundering,” he said.
