From the Editor: AS I was putting the final touches to this latest issue of Gaming for Africa, I received the tragic news that Edward Lalumbe and his wife Sundrie, had passed away tragically in a traffic accident. I -- like many in the gaming industry that have been around for a while -- will remember Edward for his always-diplomatic, carefully-considered approach to regulatory matters and his friendly demeanour. The gambling industry has lost a true gentleman and he will be sorely missed. Our thoughts go out to the Gauteng Board, his family and colleagues in this difficult time. And, so as the wheels of the gaming industry must continue to turn, in this issue we have some new developments on the casino front, with the sale of Emerald Casino to Peermont. In the industry’s continuing efforts to upskill, share knowledge and create employment in this vital industry, the Bookmakers’ Association’s Training Academy is a great development and can only enrich the industry’s offering. Peermont Buys Emerald Casino Leading gaming and hospitality group, Peermont Hotels, Casinos and Resorts has announced that it has concluded a purchase agreement with Nevadabased Caesars Entertainment Corporation to acquire the Emerald Resort & Casino in Vanderbijlpark, Gauteng. EMERALD RESORT’S prime location on the banks of the Vaal River, coupled with its unique offerings, is perfectly aligned with Peermont’s primary objective of creating premium leisure and gaming experiences for its customers. “Peermont successfully operates 11 multi-faceted casino resorts across southern Africa, and we confidently see Emerald Resort seamlessly fitting into our core business areas,” says Nigel Atherton, Chief Executive Officer, Peermont. Peermont considers the acquisition of Emerald Resort to be mutually beneficial as it presents great opportunities for growth and development. An additional benefit of the acquisition is that Emerald Resort will now be able to offer a wider range of rewards through Peermont’s Winners Circle loyalty programme. Emerald Resort first opened its doors in 1997 and features a hotel with 77 rooms, and a casino that boasts 430 slot machines and 22 table games. The resort’s entertainment and leisure offerings include the Aquadome water park, exciting game park, relaxing spa and variety of restaurants. “It’s exciting news that’s extremely positive for Emerald Resort and Casino – team members and guests,” explains Mark Hands, Resort Director at Emerald Resort & Casino. “What it means for our guests is more options,

more rewards and more benefits by being part of a leading gaming and hospitality group in South Africa and Botswana.” “While Emerald Resort & Casino is a unique property, it receives limited benefit from the Caesars’ Rewards network effect given its remoteness to other properties in our network,” said Tony Rodio, CEO of Caesars Entertainment. “We’re pleased to monetize this non-core asset in our portfolio, which will enable Caesars to sharpen its focus on other strategic markets.” Peermont considers the acquisition of Emerald Resort to be mutually beneficial as it presents great opportunities for growth and development. An additional benefit of the acquisition is that Emerald Resort will be able to offer a wider range of rewards through Peermont’s Winners Circle loyalty programme. The conclusion of the sale will require the approval of, inter alia, the Gauteng Gambling Board and Competition Authority. Once this has been completed, Peermont will embark on a full integration process. Caesars Entertainment will continue to operate the property until the transaction is complete, which subject to regulatory approvals and other customary closing conditions, is expected to be in the third quarter of 2019.

SA Bookmakers’ Association launches Training Academy The provision of services to the bookmaking industry lies primarily with the South African Bookmakers Association (SABA). SABA as a key stakeholder in the betting industry for 67 years, acknowledged the need to render a further service to its members and the broader bookmaking industry with the creation of a skills training and development academy.

A TRAINING needs analysis was undertaken with the industry and it was clearly evident that transformation of the current training processes required attention, where accredited training programmes are established and delivered to both existing staff as well as to provide opportunities for potential staff from historically disadvantaged groups in the form of sponsored learnerships. These learnerships will help achieve a core objective of allowing previously disadvantaged individuals to access or gain entry into the betting industry. Friday the 17th May 2019 saw the opening of the Academy and the launch of the inaugural fully sponsored learnership programme for Bookmaker Clerks. Ten unemployed historically disadvantaged learners were identified to attend the programme to acquire the necessary

skills to achieve employment within the betting industry. The inaugural programme has taken place in KZN and SABA intend to take further learnership opportunities into the other provinces in consultation with the various Gambling Boards. The programme has been made possible with the assistance of strategic partners that include: KZNGBB; Turfsport; Playa Bets; Morris Vee; River Palace Bets; Omame Bet shops; Bishopsgate Racing and Sport; Cross moor Sport and Betting; Mount Edgecombe Tattersalls. SABA CEO Sean Coleman thanked all of the stakeholders who supported the initiative, for their generous contributions which funded the inaugural programme in KZN and said he looked forward to working with SABA’s other members in the other provinces in the near future.

Tsogo Sun Set to List Country’s Largest Diversified Hospitality Group Tsogo Sun is set to list the country’s largest diversified hospitality group on the JSE in June, giving investors exposure to an array of top-rated hotels such as Monte Casino. Tsogo is being broken into two parts, namely Tsogo Sun Hotels and Tsogo Sun Gaming, which will be listed separately. TSOGO SUN Hotels will include 110 properties across the continent and a 60% interest in JSE-listed Hospitality Property Fund (HPF). The unbundling would be implemented through a distribution of all the ordinary shares in the hotels business to Tsogo Sun’s shareholders, using the ratio of one Tsogo Sun Hotels share for every Tsogo Sun share held. Former CEO of Tsogo Sun and the new chair of Tsogo Sun Hotels, Marcel von Aulock, said investors were being given a choice; investing in a hotels business which could provide regular income returns or in a gaming business that had a mix of mature casino assets and newer gambling assets. He said Tsogo Sun Hotels, which would list on June 12, could succeed because of its diverse nature. “This company has a range of businesses within it and this diversification can protect it in down times. We have local hotels which we hold directly, eight African hotels, management businesses and also the 25% of UK hotel group RBL,” said Von Aulock. He said the group could perform better than its subsidiary, HPF, had in recent years. Tsogo took over HPF in 2016 when the real estate investment trust was struggling in a post 2010 Soccer World Cup lull. Since then new management has been appointed at HPF and the company’s portfolio has been reshaped. Tsogo Sun provided details about the group unbundling, after it released financial results for the year to March, which it said was a challenging period. Its net profit fell by a quarter during the year because of a decline in property values. “Trading for the year was impacted by the continued pressure on the consumer due to the macroeconomic environment,” the group said. Profit after tax fell 24.8% to R1.6bn as the hotels business slipped to a loss of R59m because of a R445m reduction in the fair value of its investment properties. Tsogo Sun said total income rose 18% in the year to R11.6bn and operating profit grew 13% to R3.1bn. Income was boosted by a 21% increase in net gaming wins, including the acquisitions of the Galaxy Bingo and VSlots businesses, 4% growth in hotel rooms revenue and a 9% growth in food and beverage revenue. The group declared a final dividend of 56c a share, down 20%. But total dividends for the year 06 I Gaming For Africa I June / July 2019

were up 84% at 188c a share. “Given the continued weak state of the South African economy trading is expected to remain under pressure,” Tsogo Sun said. Growth would depend on the economy’s performance and on policy certainty. “Nevertheless, the group remains highly cash generative and is confident in achieving attractive returns from the growth strategy once the macroeconomic environment improves,” it said.

R400m Investment by Billion Group Sees Grand Opening of Casino, Convention & Entertainment Centre Another R400m investment by Billion Group saw the fulfillment of Mayfair Casino’s licence obligations, and the grand opening of the new state of the art casino, convention and entertainment centre in Mthatha, Eastern Cape. THE EVENING of celebrations capped the property’s gambling licence requirements for an investment into a 4-star hotel, entertainment and convention centre and a grand casino located adjacent the large BT Ngebs regional shopping mall. A string of high-profile visitors were the first to be exclusively entertained at the official opening of Mayfair Convention and Casino Precinct. The VIP guests included Royalty, the Eastern Cape’s new Premier, MEC’s, Mayors, business delegations and Eastern Cape-born fashion mogul Siya Beyile, as well as local government officials and dignitaries who were treated to Casino Royale-style luxury experience, where they were invited to try out all of the new venue’s facilities. Guests arrived on the red carpet and were welcomed in true James Bond style before being invited to explore the main casino floor. MC for the evening was popular TV personality and Eastern Cape native Zizo Tshwete who said, “It’s always nice to get out of the hustle and bustle and come back to my roots in the Eastern Cape. To see such investment going back into a local community shows that it will keep growing from strength to strength.” The opening of The Mayfair Casino, entertainment and convention centre marks the third phase of the Mayfair development in Mthatha, spearheaded by the Billion Group. The first phase saw the opening of the R1.5bn BT Ngebs Mall, followed by the R180m Mayfair four-star hotel. The launch of this last phase furthers the Billion Group’s stated mission of bringing aspirational developments and world-class facilities and services, to areas that would not otherwise have access to them. The aim of developing The Mayfair Casino, Convention and Entertainment Centre after the success of The Mayfair Hotel was to create a precinct that would inject major economic growth into the region and fuel job creation,” he said. “About 1200 direct and indirect jobs were created during the new precinct construction phase, and this has translated into a further 220 permanent positions being created during its operational phase.” After the ribbon-cutting ceremony symbolizing the official opening of the venue, guests were free to hit the casino floor and try their luck on the tables and slot machines. A Response to Since its establishment, the South African Responsible Gambling Foundation (SARGF) has acted as a comprehensive industry response to the challenges posed by problem gambling in the country. “SARG operated as a trust in the period before 2009, with the main focus being to implement National Responsible Gambling Programme (NRGP), which was launched as a comprehensive industry response to the challenges posed by problem gambling in a developing nation such as South Africa, after the legalisation of gambling in mid1996,” explains Sibongile Simelane-Quntana, the Executive Director. “At its inception, it took the form of a national programme with a set of activities that integrated treatment and counselling, public awareness, education, training and research; and it remains globally recognised as the first national initiative to integrate these various components coherently, with the understanding that it is maximally cost effective to have a single, national programme covering all forms of gambling,” she adds. The mission and vision Simelane-Quntana says the foundation’s vision is to create a responsible gambling environment through accessible programmes that manage and minimise the potentially harmful effects of gambling in the country. Their mission is to grow awareness of responsible gambling and to ensure that the potential negative and harmful effects of gambling are managed and minimised, through an integrated and well-managed programme of: • Research, advocacy and stakeholder mobilisation; • Comprehensive treatment and counselling; and • Problem gambling prevention. • Responsible gambling defined Simelane-Quntana explains that responsible gambling is when the gambling activity is a harmless and recreational, which does not take more time or money on gambling than one can comfortably afford. “A responsible gambler is one who typically determines beforehand what they consider to be acceptable losses. By and large, their gambling activities cause little harm to themselves or their loved ones and their behaviour is associated with minimal guilt. “They simply require information and education on gambling behaviour to enable them to make sensible decisions and remain harm free,” she elaborates. Problem gambling can have severe consequences and not only does it have a negative effect on the gambler, but also on the family, significant others and on the workplace. “These are some of the effects of problem gambling on a punter: depression, suicidal thoughts, anger and anxiety, financial and emotional depletion, and so forth,” she explains. The National Responsible Gambling Programme The SARGF’s flagship programme, NRGP, which was launched in June 2000, has successfully treated 18 500 patients to date. The NRGP has various programmes—The Support and Mentoring Programme/ Industry Support Programme, 20 I Gaming For Africa I June / July 2019


Problem Gambling Prevention Programmes and Treatment Programmes—each with their own set of objectives and target audiences. The Support and Mentoring Programme, also known as the Industry Support Programme, is offered to industry employees, mainly the operators. It comprises of individuals and group sessions facilitated by the foundation’s social worker. This programme differs from the training programme in that it focuses on the emotional skills and capacity of employees. It is aimed at creating awareness of problem gambling in the workplace. This programme helps employees to be aware of the triggers of gambling. By placing emphasis on personal choice, employees are capacitated to better understand their role within the workplace including stress triggers. The sessions are facilitated on an open basis in groups. The foundation also has a dedicated crises line of support to call in case of an emergency Prevention Programmes comprise of the national schools’ programme, public awareness campaigns, public sector workshops, private sector employee wellness programmes and the senior older age citizens’ workshops, which are all dedicated to managing and minimising the potentially harmful effects of problem gambling. These programmes also educate the public about the dangers and consequences of illegal gambling, how to stay in control and gamble within your means. The foundation works closely with the National Gambling Board, the Provincial Gambling Board’s gambling industry operators as well as other key sector stakeholders to roll out the prevention programme. Treatment Programmes—all the foundation’s Treatment and Counselling Programmes are free of charge and available 24 hours a day. These services include an outpatient and inpatient treatment programme as well as the provision of telephone counselling by trained and qualified professionals. The outpatient programme comprises of face-to-face counselling and is aligned with the practices regulated by the Health Professions Council of South Africa (HPCSA) and other recognised international best practices. Patients in this programme undergo a minimum of eight to 10 face-to-face counselling sessions, depending on the recovery and progress of the individual. The inpatient treatment targets individuals who are suffering from severe or chronic problem gambling disorders. Patients admitted to this programme are provided with 28 sessions within a hospital or clinic environment. Highly qualified psychologists, psychiatrists and clinicians are dedicated to each individual case to ensure the patients are constantly evaluated and monitored. The leader at the helm Sibongile Simelane-Quntana’s experience and background lie in institutional devel-

opment and administration. She holds a postgraduate degree from the University of the Witwatersrand in Public Administration and Management and, prior to joining SARGF, she worked in the public sector in various management positions. “I joined the SARGF because I wanted to make a difference and educate people about problem gambling. In addition, like most South Africans, my family is affected by an addicted person and this has been going on for years now since I was in high school,” she explains. Simelane-Quntana’s role is to ensure that SARGF delivers on its mandate to minimise the potentially harmful effects of problem gambling. “Having worked in the public sector in various management positions equipped with experience on how to run an institution—this, coupled with my educational qualifications, has allowed me to provide the necessary leadership in terms of reconfiguring SARGF’s programmes,” she says. Simelane-Quntana has enjoyed a long, prosperous career, which has been punctuated by numerous professional triumphs as well as some challenges along the way. She describes the biggest achievement in her career thus far as the National Responsible Gambling Month, which she conceptualised in 2016 and each year, it is growing. In terms of the biggest challenge, she says, “My biggest challenge, which I am overcoming every day, is managing people and dealing with people dynamics daily. Managing people in my view, it’s like playing the game of chess. It is very difficult to anticipate the person’s next move and you are always kept on your toes in terms of your reaction to their next move. “As a leader, your next move should not be about checkmate but about ensuring that when checkmate time comes, the other person is aware of how it got to that end. “I have a personal motto that my next move has the potential to either make or break any situation. I always try to achieve the former by setting ground rules for engagement,” she explains. A remarkable leader, Simelane-Quntana’s leadership style is best described as being a combination, as she does not believe that the rigidity of subscribing to one specific style will allow you to achieve what you’ve set out to achieve. “Therefore, I am very flexible in my leadership, I allow myself to be a strategic and transformational leader most times. Leadership comes naturally, you need to have a passion to work with people and not be scared to make the difficult decisions as and when it is required of you,” she concludes.

With the passing of Niki Lauda, NOVOMATIC has lost not only the Group’s longstanding brand ambassador but also a world-renowned Austrian and a good friend. THE NOVOMATIC visit in a private clinic in Switzerland was scheduled for the last week of June, but it wasn’t meant to be. In the night of May 20, Niki Lauda passed away peacefully in the University Hospital Zurich at the age of 70 with his family beside him. With triple Formula 1 World Champion Niki Lauda, Austria loses a worldrenowned citizen. The NOVOMATIC family mourns the long-time brand ambassador and highly-esteemed friend. NOVOMATIC founder Prof. Johann F. Graf and Niki Lauda already held a long-standing friendship when, in autumn 2013, the idea came up for Lauda to act as a brand ambassador for our gaming technology group. At the Golden Globes in Los Angeles in January 2014, on the occasion of the presentation of the classic movie ‘Rush’, Niki made his first appearance with his since legendary headgear. It was soon to garner iconic status among its fan base as ‘Niki’s Famous Red Cap’. Even though he had no previous experience with our industry, the gifted analyst (his favourite quote being: ‘That’s logical’) learned in no time how gaming works. At his very first official VIP appearance for NOVOMATIC – for the inauguration of the Casino FlaminGO in Macedonia – he threw the first Roulette ball into the wheel, and it skidded out and rolled along the casino floor, much to the audience’s delight! Later, with dozens of glamorous celebrations and frenetic celebrations from hundreds of fans on his travels for NOVOMATIC that took him from Gibraltar to Berlin and from Hâte to Genoa, Niki soon became the pro he always was. The last joint appearance was on May 30, 2018, in the company’s Bingo hall Miramare in Genoa – just three months before his major illness and lung transplant. In Italy, ‘Niki Nazionale’ was worshiped more than anywhere else: due to his close ties and the legendary success he celebrated with the famous Scuderia Ferrari, he will forever remain a national hero on Italian soil.

His passion for the most supreme dimension of motorsports continued in the past years with incredible successes in the Formula 1 team of Mercedes. British multiple Formula 1 World Champion Lewis Hamilton owes his success not least to the Austrian legend: it was his fatherly friend Niki Lauda’s advice that the eccentric Briton heeded. Speeding his private jet from one appointment to the next, Niki always demanded the utmost from his associates, as well. He had zero tolerance for waiting times and idle mode. Driven by an unbelievable self-discipline and diligence, he conducted his appointments with the speed and precision of a

Formula 1 tyre change. But he never let catastrophes like the 1976 accident at the Nürburgring or the crash of the Lauda Air plane in Thailand in 1991 void him of his incredible optimism, his love for people and his restless zest for action. His pride and joy in the last years of his life were the twins Max and Mia, whom his beloved wife Birgit bore to him in 2009. Attributes such as diligence, credibility, handshake quality, brilliant analysis and energetic entrepreneurship will always be inseparably associated with the great personality Niki Lauda. NOVOMATIC CEO Harald Neumann said: “With a heavy heart we say farewell to our esteemed partner and friend, Niki Lauda. Our condolences go out to his family. Please keep the Lalumbe family in yor thoughts and prayers as they go through this difficult time,” said Steven Ngubeni, CEO of the Gauteng Gambling Board in making the tragic announcement. North West Gambling Board to Host Illegal Gambling Workshop The North West Gambling Board will, on 28th of June 2019, host an illegal gambling workshop at Rustenburg in the North West province. The primary objective of the workshop is to devise new ways and strategies aimed at dealing with illegal in the province. THERE ARE close to sixty (60) known illegal gambling sites spread across the province. And the province loses over thirty million rand in potential revenue due to illegal gambling activities. Acting Chief Executive Officer of the North Wes Gambling Board, Mr. Harry Mashao says the Board is dictated by legislation to assist in combating illegal in the province while creating an enabling environment for legalized environment. This according to Mr. Mashao will help the Board generate revenue as well as taxes and levies payable to the Provincial Fiscus to enable

government to address matters of socio-economic concern confronting the province. “Illegal gambling is a sophisticated business which is having an adverse impact on our operations. We therefore need to pull together as a collective to deal with it. We’ll be engaging with our licensees, the police and civil society to see how best we can respond and thwart illegal gambling operations and activities.” Mr. Mashao further says the public needs to be engaged on a continuous basis to be part of a solution in reporting illegal gambling. “Apart from running responsible gambling

campaigns we need a strong police contingent and a vigilant community to raise awareness on illegal gambling. This is important because our people often get lured to illegal gambling operations and end up being victims of human and drug trafficking.” In the recent past, the board, working hand in glove with police, confiscated and destroyed some gambling machines. But this has not deterred illegal operators to continue with their criminal activities. Cumbersome and tedious legal processes are in most cases frustrating efforts in trying to rein on these operations.

It was early on in my career that I learned that ‘it’s not altitude, but

attitude that really counts in life’. Some fun facts about yourself? What can you not live without? Lip balm and my cell phone. Your pet hate? Dishonesty. Favourite book and movie? My all-time favourite book is The Bluest Eyes by Pulitzer and Nobel Prize winner, Toni Morrison, and my very best movie is Life is Beautiful, about the power of a fertile imagination, and love. How do you unwind? I am a homebody, I love being in my own space, reading, swimming and listening to jazz. WITH A wealth of experience in local and international hotel operations, retail, operations management and casino operations under his belt, Peter says that he sees himself as the custodian of a national and more importantly a significant provincial tourism asset – The Wild Coast Sun. He is hugely passionate about South Africa as a destination and sees the Eastern Cape as an undiscovered wonderland in respect of natural beauty, product and people. Hailing from Ga-Rankuwa in Pretoria, this 41 year-old driven, career-focused leader has some really exciting plans and developments up his sleeve for the Wild Coast Sun. Although he does not elaborate in great detail, Peter says, “My biggest achievement is yet to come. I am always looking to achieve more tomorrow than I did today�, and this could only mean progress for the resort. When at home and in his private life, Peter is a very keen sportsman. He runs and surfs, and is a retired footballer, having played soccer for the Mamelodi Sundowns Under 21 in his day. He obviously supports Sundowns locally and internationally he is an Arsenal fan. In rugby season, Peter supports the Sharks and the EP Kings. Family is exceptionally important to Peter. “I have a sister, Debra. We are very close,� he says. He then describes his greatest personal achievement as being his beautiful children; his children, daughter Khwezi, and two sons, Khaya and Neo, who live in Ireland and Letsie who lives in Joburg. He is a fun-loving person and this shows in his musical taste as well. Peter’s favourite band is the all South African Mi Casa and his favourite song is the band’s “La Vida�. Peter takes over from Myan Moodley who was appointed the General Manager of Wild Coast Sun in 2014. Myan has also stayed with Sun International but has moved over to manage Sibaya Casino & Entertainment Kingdom on the KwaZulu-Natal North Coast. Dropping a slight hint that he may be focusing quite strongly on CSI initiatives as well as Enterprise Development, Peter has already gained huge respect from colleagues and, no doubt, will gain the same from visitors and regular clients to the resort. “Being back with Sun International makes me feel like I have been around the world and have come home,� he says with great contentment. 42 I Gaming For Africa I June / July 2019

ESSA Relaunched as the International Betting Integrity Association Betting integrity body ESSA has relaunched as the International Betting Integrity Association with immediate effect. The move highlights the association’s desire to better reflect the global debate around betting and integrity issues and their leading role in that discussion. The association will continue to represent many of the largest regulated sports betting operators in the world with almost 50 brands feeding into its monitoring and alert platform. KHALID ALI, Secretary General of the International Betting Integrity Association, said: “The new name communicates who we are, what we do and where we want to be. The association has been active across six continents in recent years, with almost half of our alerts coming from outside of Europe. This activity will only increase as gambling markets around the world continue to open up to regulation.” He added: “The debate is global and our strategic focus must evolve in line with that.” Jon Russell, non-executive Chair of the association’s Board and Head of Global Trading at Betway, explained: “Our members represent a sizeable part of the worldwide regulated betting market and their business strategies reflect global ambitions. Nigerian Government Fury as Illegal Operators Siphon Off a Trillion Naira Annually Vows to Stamp out Illegals The Nigerian Federal Government has started moves aimed at putting an end to the activities of illegal lottery operators, which leave losses amounting to more than one tril ion Naira annually. To this end, the federal government through the National Lottery Regulatory Commission (NLRC) is to police unauthorized online games.

It will be recalled that Mr Bello Maigari, acting executive secretary, National Lottery Trust Fund (NLTF) has last week raised alarm over the activities of illegal lottery operators. Maigari, said that there were many lottery operators in the country without a licence, adding that this has resulted to leakages in terms of what they were supposed to remit to the trust fund. “Nigerian government is losing more than one trillion Naira every year because of illegal operators. There are a lot of illegal operators in the industry and these are part of the reasons why there are leakages. Some are conducting this business without being regulated and there are chances that such proceeds will be channelled towards crime, fraud and money laundering,” he said.
