From the Editor: AS SOUTH Africa, and for that matter the rest of Africa makes its way out of the complete shutdown of gambling and tourism, early anecdotal evidence from a number of operators seems to suggest that gambling will be making quite a rebound. Some smaller casino operations are showing good numbers and impressive handle - and that with only a fraction of their punters, coupled with reduced hours of operations at some casinos. While it is true that many operators have been cut close to the bone by the pandemic lockdown, and it may take a while to recover, it also appears that many will emerge as meaner and leaner in the near future. Online gaming’s rise has been phenomenal with operators - both local and foreign - looking to jump on the bandwagon of what they see as a resurgent market in Africa in the coming years. Sun International & TBCSA Welcome Easing of Lockdown Restrictions Major African gaming operator Sun International and the TBCSA (Tourism Business Council of South Africa) have welcomed the move to Level 1 Covid Restrictions for South Africa, which includes opening of borders to international travelers, as well as increased operational hours for casinos. SUN INTERNATIONAL “The move to level 1 lockdown restrictions is a relief, especially relaxing the curfew, permitting leisure facilities to allow 50% of capacity, and allowing larger gatherings from midnight on 20 September. This means our entertainment and conferencing facilities can begin to operate again,” said Graham Wood: Sun International Group COO Hospitality. “Our casinos have been trading since July but the news that international borders will be gradually opened from 1 October is encouraging, as this gives greater clarity to the industry. The road ahead will not be easy but we can now plan for the recovery of the hospitality and conferencing segments of our business. This is especially important for our key properties such as The Palace, Sun City, The Table Bay Hotel, The Maslow Sandton, the Wild Coast Sun

and The Boardwalk. Our Covid-19 health and safety protocols are firmly embedded in our operational procedures and we remain committed to ensuring the health and safety of all of our customers and staff,” said Wood. With restrictions on inter-provincial and international travel being lifted, new winds have been thrust in the sails of the tourism and hospitality industry. Months in lockdown have enabled the sector to prepare to operate at full capacity and has allowed for further measures to be put in place through comprehensive industry standard protocols that allow travellers and patrons to travel and eat safely.

South African Gambling Authority Issues Statement to Clarify Legality of Online Gambling South Africa’s National Gambling Board has issued a statement around online gambling in the country. For the sake of correctness, Gaming for Africa runs the statement verbatim below: INTERACTIVE GAMBLING IS ILLEGAL IN SOUTH AFRICA The National Gambling Board (NGB) has noted with concern that the issue of the legality of online or interactive gambling is the subject of debate in some circles. To eliminate any uncertainty in this regard, the NGB wishes to make it emphatically clear that the answer to whether online or interactive gambling is legal in South Africa, is a simple and unequivocal NO with the exception of online sports betting. Section 11 of the NGA, entitled “Unauthorised interactive gaming unlawful”, expressly states that “a person must not engage in or make available an interactive game except as authorised in terms of this Act or any other national law.” The National Gambling Amendment Act, 2008 (Act no. 10 of 2008)

(“the Amendment Act”), which was passed by the National Assembly and assented to by the Presidency on 10 July 2008, has never come into operation. In terms of section 44 of the Amendment Act, the Act “comes into operation on a date fixed by the President by proclamation in the Gazette”, and this has never taken place. Legislation comes into operation on the day of its publication in the Government Gazette. As the Amendment Act prescribes that it will only come into effect on a future date to be fixed by the President, by proclamation in the Gazette, and the President has never done so, the Amendment Act thus cannot be relied upon or referenced as being the law regarding the regulation of interactive gaming or online gambling. The National Gambling Act of 2004 remains the supreme national regulatory

prescript for regulating the gambling industry in the Republic of South Africa, and in terms thereof, interactive gambling, as envisaged in the Amendment Act of 2008, remains prohibited. Examples of such interactive gambling are casinostyle gambling that is accessible through the use of a device such as a smartphone or tablet, as well as server-based gambling inside a physical establishment styled as an internet lounge. Casinos games can only be enjoyed at licensed land-based casinos. Any establishment that is unable to display a valid gambling licence issued by a provincial licensing authority is operating illegally. Operators offering or wishing to offer such gambling products and services to the South African public must be aware that they are committing an offence, Continued on page 12

Building it in Africa, a Collaborative Approach Rob Wheeler, Business Development Director at FSB says Africa is a land of opportunity and the rise of BetLion proves that operators can be successful in the region, but only if they are powered by the best technology. Africa makes up 20% of the Earth’s total surface land area, it is the world’s second most populated continent after Asia. Its combined GDP is circa $1.515 Trillion, ranking it 11th in the World. These are eye catching stats, when you combine that with the Africans love of sport and how engaged they are with sport, it is little wonder that it is a big focus for sport betting operators and technology platform providers alike. You can drill down to countries of specific interest, where

the GDP is good, where the demographics of the country suit, how stable the individual economy is, the strength of mobile and internet coverage, and network infrastructure and prioritise your approach accordingly. However, shock, horror you won’t be the first to have done this. These markets are developing and maturing at pace, the operators are tech savvy as are the punters. So the normal rules apply, the sports betting offer needs to be localised to the market place. The betting types the punter enjoys need to be readily available, the way they like to navigate the site needs to be familiar and the content easily accessible. As well as this the games mix needs to be correct, the mix of virtual sports content and casino games optimal and then there is the African twist. There are specific challenges in Africa. For starters the operator will need a site that can run on a 2G/3G network, key considerations should be; what is the load time of my mobile site, what is the data consumption, are my games optimised to run on low bandwidth, what types of phone is my player audience using, can I provision my offer on a feature phone, how do my punters like to deposit and withdraw, have I got an offer where my punter can place cash with an agent or over the counter in a retail outlet or via a mobile phone payment service provider? However, now the game has moved on even further, operators

want to be able to differentiate. In the early days a sports betting offer that worked in the locality, addressing all the key questions above was enough, there was enough market to go round. Now operators are starting to look at their sportsbook technology providers in more depth. The novel coronavirus Covid-19 pandemic took live sport away, when that happened operators saw first hand how their sports betting platform providers reacted. Did they support them and react fast by provisioning still-live sport like table tennis and Belarussian football and compliment that with a more expansive virtual sports and e-sports offer, or did they do nothing much at all? Hopefully we are coming out of the other side of this crazy Covid-19 period but operators in Africa have not forgotten and they are looking more closely at their sports betting platform providers and asking the questions; how are they deriving their prices, do I have confidence in their technology as well as their trading and risk management, in the overall service they are providing me with, are they delivering new features in line with my requests, are they working with me so I have an offer that will help me build market share and compete with the market leaders? Risk Management – The Road To Resilience by Gert Cruywagen, Chief Operations Officer - Risk and Insurance at GRIPP Advisory (PMD, MBSc, PhD, RIMS CRMP, CRM Prac. and CRM Prof)

For any organisation to achieve a state of resilience, it has to follow a systematic risk management process. This process needs to be outcomes-based and it needs to be integrated. However, the ÿrst step in the journey of risk management, is to understand what a risk is. THE SIMPLEST definition of risk is also the one that is the most descriptive. It reads as follows; “A Risk is an uncertain future event, the outcome of which may be negative or positive.” Two things are immediately apparent from this definition. The first is that the current Covid-19 pandemic is not a risk. It is not ‘uncertain’, it is a current reality. Also, it is not in the future, we are living it now. However, the pandemic may give rise to a vast number of new risks. The second item that is apparent from the definition, is that there is an upside to risk, the ‘positive outcome’ of the definition. A risk is not only a ‘bad thing happening’, it is also a ‘good thing NOT happening.’ A missed opportunity may be as much of a risk as your facility burning down. The start of the risk management process is to determine what objectives this particular organisation’s risk management process needs to achieve. The universal and overriding objective of the ideal risk management process would be to provide the Governing Body (Board) and the various levels of management of the organisation with complete, relevant, comprehensive and timeous risk information to enable them to make proper ‘Risk-Informed’ decisions. These decisions inform: • Strategy • Strategic responses •Avoiding disasters and losses, as well as optimizing opportunities • Capital allocation • Cost-effective risk financing The next step is then to determine which outcomes are to be achieved. Not all organisations will necessarily want to achieve the same outcomes. There are a number of universal outcomes that the vast majority of organisations need to embrace to ensure that they apply the process of risk management logically and correctly. The first outcome is a complete landscape of strategic risks and/or risks to the organisation’s strategy. The principle is not to simply have a list of risks, or a risk register, but to view the risks in the form of landscapes, putting together what belongs together in terms of theme, of source, of area, and the like. The risk landscapes would encompass those risks that may prevent the organisation from achieving its strategic objectives, or that may act as stumbling blocks to make the achievement of these strategies difficult. It would also look at the risks that the achievement of one or more objectives may result in. Where applicable, the risk response

may be to actually change or abandon a particular strategy. A risk landscape of high-level business risks is different from strategic risks. High-level business risks are those risks that an organisation cannot do anything about, but can merely react to. It would include items like the exchange rate, the fuel price, the economic situation in a particular area and the like. The manner in which the organisation reacts to the various high-level business risks, may determine whether it dies or continues. The Covid-19 pandemic is a prime example of a high-level business risk. The organisation and its board cannot do anything about or to the pandemic, it can merely react to it. The way that it reacts, will determine whether it survives and thrives, or whether it disappears. A key risk outcome that Is often overlooked nowadays, is a set of comprehensive risk landscapes of organisational or operational risks, the so-called ‘pure’ risks. It is those risks that have no upside or profit opportunity, but the best you can hope for is a loss (or profit) of zero. These risks are items like life-safety risks such as security, fire, workplace safety, emergency planning and similar risks. The best way to ensure this outcome, is to identify what is needed beforehand, and to measure deviations from this. This can be done in the form of a set of standards (like the well-known ‘Organisational Resilience Standards’ by GRIPP Advisory) where everyone knows well in advance what is expected of them and the risk identification is done by checking deviations from the standards. It enables the risk management staff to monitor performance, do comparisons and check progress (or not). The next outcome is to have a complete set of risk responses to address the various risks that are part of the risk landscapes. People often mistakenly refer to the reaction to a risk as ‘mitigation’ or ‘control’. This is but one of the variety of responses that can

be applied to address a risk. The response of control / mitigate / treat would be the physical actions that are taken to reduce or eliminate the impact or likelihood of a risk. Equally, the risk can be transferred to someone else, like with the transport of cash. The financial effects of a potential risk can be transferred to an insurance company. By doing proper risk assessment, certain risks can be avoided. Likewise, where risks are shown to be outside of management’s ability to deal with it, it can be terminated. Some risks are acceptable as they are and they can be tolerated. As we have seen, a risk is also a good thing not happening, therefore the risk, or opportunity, needs to be exploited / taken / embraced / optimized. Although risk transfer is but one of the risk responses, it is also the one where the most money is involved. It is insurance premiums, consultants’ fees, excesses and deductibles, commissions and brokerage. Then there is the question of losses, which may become claims in full, partially or not at all. When all the above-mentioned outcomes are achieved, the very important outcome of becoming a sought-after client for local and overseas insurers will be achieved. This will lead to the final outcome of achieving best in class insurance premiums and conditions. None of the outcomes can be achieved and sustained on its own. The management of risk needs to be an integrated process, with each outcome dependent on the one coming before it. Business Rescue Plan approved for Phumelela The business rescue plan for Phumelela has been approved and its implementation will herald a new dawn for horseracing in South Africa. IN TERMS of the plan Phumelela’s horseracing, tote betting, media and international operations will be formed into a new entity under the leadership of new and existing management. Betting World, Phumelela’s fixed-odds division, is set to be sold along with the company’s shareholdings in Interbet, Supabets and SW Security. It’s likely the company will then be delisted from the JSE. Job losses are expected to be minimal and

the change of ownership should breathe new life into horseracing and tote betting. Phumelela, the horseracing and/or tote betting operator in seven of the nine provinces, ran into severe financial difficulty more than a year ago and subsequently went into business rescue in early May 2020, effectively placing the entire South African horseracing industry in jeopardy. Mary Oppenheimer Daughters (MOD) agreed to loan Phumelela up to R100 million

to enable the company to continue operating during business rescue. Phumelela has since trimmed management structures, eliminated wasteful expenditure and focussed on driving revenue through its core operations. This has resulted in the adoption of a successful business rescue plan and a way forward for horseracing, which is one of South Africa’s major industries, indirectly employing over 40,000 people and paying hundreds of millions of Rands in various taxes.

ICE Africa Goes Digital for 2020 Clarion Gaming launches ICE Africa Digital 2020 as the in-person event is postponed to 2021. THE THIRD instalment of Africa’s leading gambling exhibition and conference ICE Africa will migrate online, running from 27 to 29 October. Supported by a series of reports, features and video content in the run-up to the event, the digital conference and networking platform will give delegates the opportunity to learn, engage and discuss the key market developments. For the first time, content will be made available in both English and French, reflecting Africa’s large Francophone population. Goldrush Contributes 2,6 Million In The North West The Goldrush Foundation has invested between R3-4 million annually in various initiatives throughout South Africa in social involvement. This is achieved through strategically partnering and collaborating with non-proÿt organisations and government. THE NORTH West province has been a beneficiary of contributions from the Goldrush Foundation. The main objective for the work being done by the foundation has been to ensure that learners and children in community care centres have ablutions that are childfriendly. In 2018 Goldrush contributed 1,3 million for senior and junior ablutions at the Madiba school in Mafikeng; and in 2019 the foundation answered the call for child friendly ablutions to be built at Rebaone Community Care Centre and Botsanang Day Care Centre. Some of the challenges that the two centres had been facing prior to the intervention by Goldrush was the presence of snakes in the long-drop toilets and the discomfort toddlers experienced while using the lavatories. To celebrate the completion of the project a hand over event was held in Rebaone in partnership with the office of the North West MEC for Education. Attendees included MEC for Education representatives (Bojanala District), community members, Rebaone and Goldrush staff. Rebaone is a home to 29 orphans; between the ages of 3 and 5 years, which also provides a feeding scheme, early childhood development (creche), as well as a vegetable garden which also sustains surrounding community members. In addition to the initial donation, the foundation also ensured that Rebaone had 5000 litres of water once the project was complete. “On behalf of the MEC for Education in the North West, I would like to express our utmost gratitude to Goldrush for the great work they have done to ensure that our young ones have conducive learning environments. Sanitation is very close to the MEC’s heart and the fact that Goldrush has taken the initiative to invest in the future of these learners by providing safe lavatories is indeed a commendable act. Nigeria: Lagos Govt Proposing US$52 000 Licence Fee for Lottery Operators An executive bill currently under consideration in the Lagos House of Assembly is proposing a N200 million (US$52 000) licence fee for lottery operators.°The fee covers a ÿve year period.°Rotimi Olowo, the House committee chairman on ÿnance, told a local news outlet that the bill has just passed second reading and is now being deliberated by a committee.°Olowo said although the fee is to ensure that fraudsters do not get into the lottery business, there are complaints from the operators. “THEY NOW complain that N200 million for a five-year licence is rather on the high side,” said Mr Olowo, who represents Somolu constituency. “But they don’t know the other implications about that. Number one is that we don’t just want anybody to come in because it borders on even the integrity of the operators. So at the end of the day, the customers will not be swindled.

We cannot give everything to foreign investors without considering the interest and welfare of Nigerians.” Gaming operators and stakeholders in Lagos State say they are unhappy with existing and proposed regulations governing the sector because authorities are yet to resolve the issue of multiple taxations by national and state regulators “Currently, the federal government and all states’ government are collecting license fees and monthly taxes from operators and this act is gradually crippling the industry,” Adebimpe Akingba, the executive secretary of the Association of Nigerian Bookmakers (ANB), said in an e-mailed response to the news outlet. “It is unfortunate that despite repeated plea to parties to reach a workable solution on ending the illegal multiple taxation regime, nothing has been done about it till date.” The ANB is the national trade association that represents sports betting, lottery, and gaming operators in Nigeria.
