The new homes industry will finish on a high as the year draws to a close. Demand for new homes is still consistently strong and need is outstripping supply, as buyers take advantage of such schemes as Help to Buy. Reports flood in from media outlets daily about the buoyant property market, with the more sceptical among them warning of a housing bubble. However, to stem this tide, the Bank of England recently announced that it will be watching the housing market carefully for signs of overheating in order to take any necessary action. From the more considered opinions among the analysts, though, it seems that no action will be necessary, as affordability remains at the same levels as a decade ago and whilst widespread growth is being experienced, in some areas the increases are still marginal.

Market Update The recent Autumn Statement from the chancellor sent out a fairly optimistic message about the state of the economy, with an expected rise of 1.4% in GDP this year, which of course has a more general positive onward effect for the housing market. It also had no surprises for Stamp Duty, indicating that the market looks set to carry on much as it has recently, with a healthy outlook. Despite the whispers of an overhaul of the tax in this budget review, the only Stamp Duty affected was that for shares purchased in exchange traded funds, which was scrapped. The Chancellor also announced a new tax on foreign property investors who are currently driving the market in London, which should help ease the housing market price rises in the Capital. From April 2015, overseas investors will pay capital gains tax (28 per cent) on the profit they make when they sell their UK properties – a tax already applied to British second homeowners. Meanwhile, Councils are to sell off the most expensive social housing and rundown urban housing estates to be regenerated, which is great news for developers out there looking to redevelop brownfield sites and is something which RPC land will be keeping a sharp eye out for. Despite this, there is one area of the market which is struggling amid this wider flurry of activity. Larger new build properties over £1.5million are still yet to feel the benefit of this newfound growth, as the Help to Buy incentives do not apply to anything
over £600,000. Stamp Duty on larger properties is also blighting the top end, as huge sums of ready cash are needed to buy - from 5-7% of the value of homes over £1 million. This sector is being further depressed by the threat of mansion tax, where a one per cent levy would be placed on all properties worth £2 million, expected to raise £2 billion in revenue for the treasury. Hopefully, a decision will soon be made not to introduce this so the top end of the market can also experience a recovery. Help to buy boosts new homes market There has been no better time for purchasers to move on or for first time buyers to get a foothold on the property ladder and especially in a new build home. Government backed schemes such as Help to Buy, better mortgage products for new homes and increased lending are all doing their bit to make this process far easier than in recent years. Banks are also being strongly encouraged to increase their lending and are being given incentives to do so by the Government, to help underpin this growth going forward. one of the key reasons for this sudden flurry in the new homes market is the hotly debated Help to Buy scheme, where the Government offer an equity loan of up to 20% for buying new homes. Loans are available to all borrowers (subject to conditions), not only those buying a home for the first time.This of course makes purchasing a home far more affordable and gives buyers access to the better mortgage rates available. Although, not all developers can access the scheme yet, and it only applies to homes below £600,000, there are still a number of schemes out there offering this service.
