According to BJP, the four-week campaign - which kick-started on May 6 - includes a 27-minute video film about Kejriwalʼs corruption, blatant lies, and false promises. In a pressconferenceheldonMay5,seniorBJPleaderssaidthatKejriwalʼsAAPcolleaguesincluding former deputy CM ManishSisodiaandformerhealthministerSatyendarJain-are alreadyinjailfortheirallegedinvolvementinmassivecorruptionscandals.Courtshavebeen rejectingtheirbailapplicationsrepeatedly

ButcorruptionhasnotstoppedintheKejriwalgovernment,BJPalleges,addingthatKejriwal and his colleagues have committed acts of huge corruption in school construction projects andhospitalconstructionworkforwhichallofthemshouldbeincarcerated.

Lastyear,DelhiLGSaxenaorderedaprobeintoDelhiʼsclassroomsconstructionprojectsand soughtareportfromDelhichiefsecretaryoverthedelayofmorethan2yearsintheVigilance Department action advised by Indiaʼs top anti-corruption organization Central Vigilance Commission(CVC).

Similarly, AAP politicians areembroiledinDelhiliquorscamofhundredsofcroresofrupees and squanderingofpublicmoneyonMohallaClinics(communityhealthcarecenters)which arenotfunctioningproperly.

While top AAP politicians are in jail, the names of others -includingKejriwal,SanjaySingh, and Raghav Chadha - also appear in the chargesheet of the Enforcement Directorate (ED) whichisinvestigatingtheliquorscandalandtheissueofmoneylaundering.

ArecentinvestigativereportofHindenburgResearchaccusedAdaniofcommitingoneofthe biggestcorporatefraudsintheworld.InthereportreleasedinJanuary,Hindenburgsaidthat the Adani Group has engaged in a brazenstockmanipulationandaccountingfraudscheme overthecourseofdecades

However,sincetheIndiancourtsandinvestigatingagenciescannotdaretoquestionModi,the Modi-Adani collusioncasehasbeenbrushedunderthecarpet.TheSupremeCourtofIndiawhich cannot take any decision against Modi - formed in March a perfunctory committee which is expected to exonerate the embattled Adani Group from all the alleged financial fraudsreportedbycredibleglobalagenciesandmediaorganizations.

Similarly, investigations into multi-billion dollar (or thousands ofcroresofrupees)scandals such as the Rafale deal and the PM-CARES Fund in which Modi is allegedly involved were dumpedandModiwasnotheldaccountableforhisallegedmalfeasance.

LikeBJPisrunningthecampaignagainstKejriwal,recentlytheAAPofKejriwalalsolaunched anationwidecampaignunderthebanner“ModiHataoDeshBachao”orremoveModitosave thecountry.ButModihasnotbeenremoved.

A few other opposition leaders such as Rahul Gandhi of Congress raised issues of Modiʼs corruption. But aer BJPʼs hostile actions against him - including court cases and his disqualification from parliament - Rahul Gandhi is so terrified that he has stopped talking againstModiorhiscorruption.

FATF Reveals How to Deal with Virtual Assets in Financial Crimes

Without proper regulation, virtual assets also risk becoming a safe haven for the financial transactionsofcriminalsandterrorists.

The Financial Action Task Force (FATF) informs that virtual assets (or cryptoassets)referto any digital representation of value that can be digitally traded, transferred or used for payment.Itdoesnotincludedigitalrepresentationoffiatcurrencies.Fiatcurrencyisdeclared legaltenderbyagovernmentbuthasnofixedvalueanditisnotbackedbyanytangibleasset, suchasgoldorsilver.

According to the International Capital Market Association (ICMA), crypto assets are private assetsthatdependprimarilyoncryptographyanddistributedledgerorsimilartechnologyas partoftheirperceivedorinherentvalue.Thesearealsoreferredtoascryptocurrencies,which includeBitcoin,Ether,Tether,AlgorandandStellar,amongstothers.

In the financial world, FATF says, virtual assets have many potential benefits and dangers. They have the scope to make payments easier, faster and cheaper, and provide alternative methods for those without access to regular financial products. However, they are largely

unregulated, and also have the potential to become worthless and are vulnerable to cyberattacksandscams.

Without proper regulation, virtual assets also risk becoming a safe haven for the financial transactions of criminals and terrorists. The FATF says it has been closely monitoring developments in the cryptosphere and has issued global, binding standards to preventthe misuseofvirtualassetsformoneylaunderingandterroristfinancing.

In recent years, some countries have started to regulate the sector, while others have prohibitedvirtualassetsaltogether.However,themajorityofcountriesareyettoimplement effective regulations. These gaps in the global regulatory system have created significant loopholesthatcanbeexploitedbycriminals,terroristsandrogueregimes.

CountriesneedtofullyandeffectivelyimplementtheFATFʼsStandardsforvirtualassetsasa priority. At the same time, virtual asset providers need to carry out the same preventive measuresasfinancialinstitutions,suchascustomerduediligence(CDD),recordkeepingand suspicious transaction reporting (STR). This will ensure transparency of virtual asset transactionsandkeepfundswithlinkstocrimeandterrorismoutofthecryptosphere.

Today, according to FATF, many virtual asset service providers are perceived as ʻrisky businessʼanddeniedaccesstobankaccountsandotherregularfinancialservices.Whilethere have been technical challenges to implementingtheFATFʼsrequirementsinthesector,they willultimatelyincreasetrustinblockchaintechnology.

The effective global implementation of these standards by all countries will ensure virtual asset technologies and businesses can continue togrowandinnovateinaresponsibleway, and it will create alevelplayingfield. Itwillpreventcriminalsorterroristsseekingoutand exploitingjurisdictionswithweakornosupervision.

FATF says that countries need to understand the money laundering and terrorist financing risks the sectorfacesandlicenceorregistervirtualassetserviceproviders.Theyshouldalso supervisethesectorinthesamewaytheysuperviseotherfinancialinstitutions.

Also, virtual assets service providers should implement the same preventive measures as financial institutions, including customer due diligence, record keeping and reporting of suspicious transactions. They should also obtain, hold andsecurelytransmitoriginatorand beneficiaryinformationwhenmakingtransfers.

Regulating virtual assetsserviceprovidersischallengingforall.Nationalauthoritiesneedto develop skills to understand the technology involved, while service providers have to understandandapplyfinancialrulesthatapplytothesector.

ItisuptothesectortodevelopthetechnologytomeettheFATFʼsrequirements,particularly when it comes to the so-called ʻtravel ruleʼ, which requires securely collecting and transmittingoriginatorandbeneficiaryinformation.

To help governments and the industry, the FATF has developed guidance on how to takea risk-based approach in this area. The guidance, which had significantinputfromthesector itself,explainshowtounderstandtherisks,howtolicenseandregisterthesector,andhowto know who their customers are, store this information securely and detect and report suspicioustransactions.

The FATF has engaged intensively with the virtual asset service provider sector to build a partnership between them and governments, to better understand the issues and risks involved,includingbyhostingannualfintech/regtechforumssince2017.

In addition to the present complaint against Delhi politicians, I have also filed corruption complaints against some Delhi IAS officers. In response, the Department of Personnel and Training(DoPT),GovernmentofIndiawithitslatestletterdatedJanuary31,2023hasdirected the Cabinet Secretariat, Government of India to investigate the cases. I have also stated some of the facts related to corruption in Delhi in the “India Corruption ResearchReport2022(ICRR2022)”thatIhavecompiledandreleasedrecently.[Youcanclick heretodownloadandstudythereport.]

Although a couple of ministers in Delhi Government have been jailed for their alleged involvement in serious corruption scandals, that punishment is not enough for them.

Case Report: Massive Corruption in Construction at Delhi Housing Societies

In this case report, I have tried to explain the complicity of police and other government officialsinthiscriminalactwhichissupportedbythebuilders'mafia.

Thousands of people are suffering as a massive construction-cum-corruption racket led by buildersʼmafiaishappeninginIndiaʼscapitalNewDelhi.Thefloorarearatio(FAR)schemeof thegovernmentallowsDelhiʼscooperativegrouphousingsocieties(CGHS)tocarryoutlethal constructioninoccupiedhousingsocieties.

Although a number of departments and officials are involved in this citywide scandal, the criminalmanagementcommittee(MC)membersofhousingsocietiesmainlycolludewiththe corrupt officialsofDelhiDevelopmentAuthority(DDA),RegistrarCooperativeSocieties(RCS) office of Delhi Government,DelhiFireService(DFS),CentralPollutionControlBoard(CPCB), DelhiPollutionControlCommittee(DPCC),andDelhiPolicetocommitthiscrime.

As a journalist and environmental activist, Ihavebeenfightingagainstthisenvironmentally hazardous crime for the past few years. In this case report, I have tried to explain the complicityofpoliceandothergovernmentofficialsinthiscriminalactwhichissupportedby thebuilders'mafia.

Even when deaths are taking place because of FAR construction in housing societies, the policeofficialsfilesketchyinquiryreportstobrushthecaseunderthecarpetunscrupulously. Inthisparticularcase,thepolicesentmeaninquiryreportunderdirectionsfromtheNational Human Rights Commission (NHRC) of India. This police inquiry report is full of flaws and misleadingdetailswhilethepolicehavenottakenanyactionagainsttherealculpritsandthe harmfulconstructioncontinues.

Thus, both have a verydangerouscommonality:botharelootingpublicmoneywithoutany scruples. Modi travels in expensive aircra, owns luxuriouscars,wearscolorfulcostumesto showhisrichness,andlivesinapalace-likehouse.

KejriwalemulatesModimodelofostentation,ashetootravelswithanarmyofsecuritymen, presumably owns cofferes full of money as his AAP colleagues are jailed for massive corruption,andspendscroresofrupeesjustonhishouserenovation.

In a country where millions of people do not have a shelter and sleeponopenroads-and many of them die on the roads in extreme winters and summers - Modi and Kejriwal are mocking those poor people with the ostentatious display of their richness. Both are shamelesscreatures.

Now with the evil aim to occupyModiʼspositionasPMofIndia,Kejriwalhasbeenattacking Modiʼsabilitytorunthecountry.KejriwalsaysthatModiisthemostcorruptandilliteratePM thatIndiahasseenaeritsindependencein1947.

But as a matter of fact Modi andKejriwalsharethesamemegalomaniactraits.Intheirmad scrambletograbpowerbyhookorbycrook,theyaretreatingpeoplelikeslaves.

Today, in their autocratic rule, people are suffering under extreme corruption, inflation, unemployment, injustice, and religious animosity. But they are hoodwinking people by splurginghugepublicmoneyonfakeadvertisementstofalselyshowtheirwork.

With their eyes on the 2024 Lok Sabha election, Modi and Kejriwal have started delivering deceptive speeches to deceive the voters. Both of them are trying to promote fake nationalism, which is similar to the German nationalism practiced by the Nazi Party leader AdolfHitler.

Instead of respecting democratic principles, Modi and Kejriwal are gaining undue political advantagebydividingpeopleonreligiousandfakepatrioticlines.

AlthoughKejriwalhascompletelydestroyedDelhi,heoentellsliesacrossthecountryabout schools and hospitals in Delhi. Actually, the people of Delhi are suffering under rampant corruption, lethal pollution, rotten education systems, and crumbling healthcare infrastructure. But Kejriwal spends huge public money on advertisements to hide his administrative failures and deceive the public. Meanwhile, Modiʼs Bharatiya Janata Party (BJP) is demanding Kejriwalʼs resignation for spending moneyonhishouserenovation.But

Delhi Liquor Scam: Kejriwal Blames PM Modi for ED Chargesheet

The EDsaidthatSanjaySinghʼsnoticeisanattempttomaligntheimageoftheinvestigating agencywhilethematterissubjudiceinthecourt.

Delhi chief minister (CM) and Aam Aadmi Party (AAP) leaderArvindKejriwal-asusual-has accused primeministerNarendraModiofcollusionwiththeEnforcementDirectorate(ED)to implicateAAPleadersintheDelhiliquorscandal.

HewasreferringtoarecentchargesheetfiledbytheEDinwhichanAAPleaderSanjaySinghʼs namehasbeenincluded.Inresponsetoalegalnotice,EDclarifiedthatSanjaySinghʼsname appearsfourtimesinthesaidchargesheet,butonlyonereferencewaswronglytyped.

But Kejriwal, Sanjay Singh, and other AAP leaders are issuing misleading statements that SanjaySinghʼsnamewasdeliberatelyaddedinthechargesheettoimplicatehimintheliquor mafiacase.However,theEDneversaidthatSanjaySinghʼsnameisnotinthechargesheet.

TheAAPgroupisalsoclaimingfalselythatEDhasapologizedforitsmistakeofincludingAAP leaderʼs name in the chargesheet. In fact, ED did not apologize and rather warned Sanjay

Singh in its response to the legal notice by him that the AAP leader should not make misleadingstatementsinthemediaasitisanillegalactivity.

The ED also said in its response dated April 29 that Sanjay Singhʼs notice is an attempt to malign the image of the investigatingagencywhilethematterissubjudiceinthecourt.The DelhiunitofBJPpostedtheEDresponseonTwitter

In a tweet posted on May 3, Kejriwalsaidmischievously,“Howcananamebeincludedina chargesheet by mistake?” He added along with a vague media report that Modiistryingto harmAAPandtheliquorscamisafakecase.

In fact, a number of AAP politicians are allegedly involved in the multi-crore rupees liquor scandal. An AAP leader and former deputyCMintheKejriwalgovernmentManishSisodiais already in jail for his alleged involvement in the liquor scam. The court has repeatedly rejectedhisbailapplications.

According to an NDTV reportofMay2,alongwithSanjaySingh,evenKejriwalʼsnameisalso mentioned in the chargesheet related to Delhi liquor scam. Another AAP politician and Kejriwalʼs toadyRaghavChadhaisalsonamedinthechargesheet,althoughhebelievesthat heisnotanaccusedinthiscase.

It isallegedthatChadhawasamemberofameetinginwhichthedubiousliquorpolicywas discussed.Thelawstatesthatifyouareparticipatinginacriminalactivityandnotinforming about it to the police with the aim to hide the criminality, then you are also a culprit and complicitinthecrime.TheEDhasnotyetfullydisclosedChadhaʼsroleintheliquorscandal.

While most AAP politicians are telling lies deliberately to hoodwink the gullible public, the Central Bureau of Investigation (CBI) had called Kejriwal for questioning on April 16 in the liquorscandalcase.Whentheirnamesappearintheinvestigationreports,AAPmembersstart shoutingloudlyatrepeatedpressconferencestomakefalseclaims.

Similarly, AAPpoliticiansinPunjabledbyCMBhagwantMannmaybearrestedandjailedas thedubiousDelhiliquorpolicyisbeingimplementedinPunjabalso.

The president of the Shiromani Akali Dal (SAD) Sukhbir Singh Badal has urged the Punjab GovernortoholdaprobeintotheallegedRs.500-croreliquorpolicyscamcommittedbythe AAPgovernmentinthestate.

Although Kejriwal and other AAP politicians are making false and misleading statements abouttheliquorscandaltomisleadtheinvestigatingagencies,itislikelythatsoonmoreAAP memberswouldbejailedfortheircriminalityinthiscase

Meanwhile, Delhi Lt Governor (LG) Vinai Saxena has ordered an investigation into the reportedRs.45crorewastageofpublicmoneybyKejriwalontherenovationofhishouse.In thiscaseofmisappropriationofpublicfunds,theAAPpoliticiansareagainmakingmisleading statementstoprotectKejriwal.

“Corruption drains more than 5 percent of the global GDP,” said Ms. Stoeva. “Of the approximately $13 trillion in global public spending, up to 25 percentislosttocorruption.” Thattranslatesintoatleast$3trillionforpublicspending.

Underthetheme,UnleashingthetransformativepowerofSustainableDevelopmentGoal(SDG) 16: Improving governance and reducing corruption, the special meetingaimedatidentifying concretesolutionstopromoteanti-corruptionpracticesatalllevels.

According to a UN report, participants also reflected on the role of principles for effective governance and highlighted such instruments as the UN Convention against Corruption (UNCAC). “A resolute response to corruption, anchored in SDG 16, would pave the way for bringingtheambitionofthe2030Agendaclosertoreality,”Ms Stoevasaid “Thestakeshave neverbeenhigher.”

Sheobservedthatthecostsofcorruptionarenotmerelyfinancial,butcorruptioncausesloss of natural resources, exacerbates poverty and inequality, erodes trust and social cohesion, and undermines economic and political stability. Ms. Stoeva added that corruption also disproportionately affects women, the poor and vulnerable groups, and erodes human capital.

For the effective implementation of all the SDGs, she emphasized that it is imperative to combat corruption, as progress on the SDGs becomes an enabling factor formoreeffective responsestocorruption.

In order to address the challenges, Ms. Stoeva said sustained anti-corruption efforts and tailored approaches that engage multiple stakeholders and combine various international agreements, laws, and conventions are required. “Itiscriticaltostrengthenmonitoringand evaluation to improve anti-corruption, gather evidence of effective reforms, and report on progressonSDG16,”shesaid.
