UN Report Documents Crimes Against Humanity in Belarus
The report considers that some of the violations may amount to crimes against humanity.
UN High Commissioner for Human Rights Volker Türk has urged the Government of Belarus to end the systematic repression of perceived critics and immediately release all detainees held on political grounds.

Türk issued these remarks in a UN Human Rights Office report published on March 17 that concludes gross human rights violations are being committed across the country. The report draws on interviews with 207 victims and witnesses and an analysis of over 2,500 items of evidence, including photographs, videos, medical and court records.
It documents widespread and systematic violations of international human rights law, including unlawful deprivation of life and numerous cases of arbitrary

deprivation of liberty, torture and ill-treatment, as well as sexual and gender-based violence, violations of the rights to freedom of expression, peaceful assembly and association, and the denial of due process and equal protection of the law.
“Our report paints an unacceptable picture of impunity and the near-total destruction of civic space and fundamental freedoms in Belarus,” Türk said. “The Government owes it to its people to bring a halt to this mass repression and to conduct impartial and transparent investigations to ensure that those responsible for grave violations are held accountable.”
The report details the findings of the Office’s examination of the human rights situation in Belarus, mandated by the UN Human Rights Council, and covers the period from 1 May 2020 to 31 December 2022.
Violations appear to have been part of a campaign of violence and repression intentionally directed at those who were – or were perceived to be – opposing the Government or had expressed critical views, the report says. The report considers that some of these violations may amount to crimes against humanity.
The beating of thousands of peaceful protesters in the immediate aftermath of disputed elections, from 9 to 14 August 2020, was approved at a high level within Government, coordinated and openly incited, the report finds. The examination also finds reasonable grounds to believe that unnecessary and disproportionate force was used against demonstrators and detainees, resulting in at least five deaths.
“Given the widespread unlawful use of force, the widespread and systematic practice of torture and inhuman treatment, including denial of medical care, and the overall situation of impunity, the actual death toll during the protests and related arrests may have been higher and further investigation would be required,” the report notes.
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 4 of 48
The UN Human Rights Office collected dozens of first-hand accounts of torture and found hundreds of complaints to be credible. It also documented over 100 cases of sexual and gender-based violence against detainees.
But the scale of sexual and gender-based violations and abuses is likely to be under-reported due to stigma, fear of reprisals and denial of access of UN Human Rights investigators to the country.
Severe sentences passed by the courts are illustrative of the instrumentalization and abuse of the justice system against opposition figures, bloggers, journalists, human rights defenders, trade union activists and lawyers, the report states.
More than a dozen legislative amendments have been passed since 2021 targeting political activists and opponents, facilitating practices such as trials in absentia, revocation of citizenship and confiscation of private property.
In addition, the scope of the death penalty has been expanded. The signature into law on 9 March of provisions authorising the death penalty for civil servants and army personnel convicted of “high treason” further illustrates the extent of repression that is being pursued.
“The appalling practice of pursuing and punishing people for carrying out legitimate human rights work continues,” said Türk, noting the long prison sentences handed down in recent weeks, including against opposition leaders Sviatlana Tsikhanouskaya and Pavel Latushko; Nobel Peace Prize laureate Ales Bialiatski and three other members of the Viasna human rights centre; journalist Andrzej Poczobut; and 10 members of the Workers Movement "Rabochy Rukh".
As of 17 March, 1,462 people are in detention in Belarus on politically motivated charges. By February 2023, the authorities had shut down 797 NGOs, while 432 others had closed to avoid potential prosecution – figures that account for virtually all the human rights groups working in the country.
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 5 of 48
Most independent Belarusian media outlets have been forced to close – with some declared “extremist“ – along with, recently, the Belarusian Association of Journalists (BAJ).
“It is disgraceful that Belarus authorities are determined to pursue those convicted of so-called ‘extremist activities’ and even go so far as to strip them of their citizenship. Such arbitrary deprivation of nationality will in some cases risk rendering a person stateless,” the High Commissioner said.
While the primary responsibility to address human rights violations remains with Belarus, the report urges UN Member States to consider working towards accountability through national proceedings based on accepted principles of extraterritorial and universal jurisdiction.
Modi Govt Foils Opposition Attempt to Get Modi-Adani Fraud Case Probed
Joint Parliamentary Committee (JPC) will not be the right route to catch the culprits in the Modani case because the JPC will be dominated by Modi’s colleagues.
A foot march by leaders of 18 opposition parties led by Congress was stopped on March 15 by Delhi Police which did not allow them to approach the Enforcement Directorate (ED) office to file a case against the Adani Group.
The opposition parties accuse prime minister (PM) Narendra Modi of complicity in the alleged financial crimes of Indian oligarch Gautam Adani who is in news for a series of alleged corporate frauds.
A recent investigative report of Hindenburg Research accused Adani of commiting one of the biggest corporate frauds in the world. In the report released in January, Hindenburg said that the Adani Group has engaged in a brazen stock manipulation and accounting fraud scheme over the course of decades. Since Modi is not answering opposition questions in parliament on the Adani issue, the opposition

leaders decided to file a formal complaint at the ED office in Delhi so that a criminal investigation could be launched against Adani and his nexus with Modi.
The Modi government deployed heavy police force to stop opposition leaders protesting against Modi and his oligarch friend Gautam Adani in Adani corporate fraud case – in New Delhi on March 15, 2023. Photo: Congress
When the heavy police force deployed by the Modi government did not allow the opposition leaders to submit their complaint at the ED office, Congress says it has emailed the complaint letter signed by opposition members to the ED.
The 4-page complaint letter dated March 15 alleges that the Adani Group has established a network of offshore shell companies and offshore funds to artificially inflate its stock valuations and commit other frauds including money laundering.
It is also believed that Modi has been helping Adani clandestinely with huge public money raised through dubious government schemes such as the PM-CARES Fund that Modi launched secretly and the corruption money made in the controversial Rafale deal to buy Rafale fighter aircraft. Like the ongoing Adani case, these cases were not probed properly as the complicit courts refused to order investigation into
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 7 of 48
these cases of malfeasance and the investigating agencies do not take any decision that may displease Modi.
Also, the China connection in the Modani (portmanteau for Modi and Adani) case cannot be ruled out. A March 2, 2023 report reveals that Adani’s business empire is deeply connected with China, as an entity related to the Adani Group financially supported a company that violated sanctions imposed by the United Nations Security Council (UNSC) on trade with North Korea.
According to the report, the sanctioned company was owned by sons of Chang Chung-Ling, an Adani Group associate who appeared in the Hindenburg report for his directorship of Adani entities.
Therefore, Congress and other opposition parties should demand a probe into Modi’s secret relations with China as it is believed that the Chinese occupation of the Indian territory is part of a secret deal to sell the Indian land to China in order to raise money for Adani’s businesses.
It is alleged that in quid pro quo deals, Adani also helps Modi financially to win elections with his money secretly paid through electoral bonds. As the Supreme Court of India mostly colludes with the Modi government, it is not taking a decision to bring transparency to political campaign financing with electoral bonds.
While the Supreme Court often dishonestly rescues the Modi government from such crises, on March 2 the top court formed a perfunctory committee which is expected to exonerate the embattled Adani Group from all the alleged financial frauds reported by credible global agencies and media organizations.
The opposition parties are demanding an investigation into the Adani Group’s dubious business deals by a Joint Parliamentary Committee (JPC). But the JPC will not be the right route to catch the culprits in the Modani case because the JPC will be dominated by Modi’s colleagues.

The opposition leaders and the workers in opposition parties should hold constant street protests to get their complaints against Adani Group registered with the Indian law-enforcement agencies.
Simultaneously, they should explore the international political and judicial forums to get this case of grand corruption investigated and prosecuted.
Dishonest U.S. Leaders Ignore Corruption and Human Rights Abuses in India
While the U.S. State Department officials have not given a proper response to my specific queries, I urge them again to take legal action against the autocratic Indian authorities.
The U.S. leaders are dishonest. While they selectively criticize corruption and human rights violations in some countries, they ignore the same or worse crimes in India.
The U.S. – which is the self-styled promoter of democracy in the world – has been downplaying the demise of democracy in India. The U.S. leaders frequently hobnob with India's prime minister Narendra Modi and his colleagues despite their regular criticism of Modi’s autocratic idiosyncrasies.
The U.S., in fact, exploits human rights abuses in India for its commercial interests, as the U.S. believes that India is a big market for its products and services. The modus operandi of the U.S. leaders is to subtly intimidate Modi with the accusations of corruption and human rights violations, and then force him to buy American products or services worth billions of dollars.
In order to take the U.S. administration’s response on why it ignores corruption and human rights abuses in India, I sent the following questionnaire to the U.S. Department of State on March 18, 2023. Although I had requested the State Department to give a specific response, as expected it gave me a totally ambiguous
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 9 of 48
reply on March 20. It shows that because of its selfish interests, the U.S. administration ignores state crimes in India.
My Questionnaire Sent to the U.S. Department of State
While there are multiple global reports of extreme corruption and human rights violations in India including Kashmir, what action does the U.S. plan to take against Indian rulers? Is the U.S. driven by its commercial interests that it ignores grand corruption and human rights abuses in India?
Why can't the U.S. use laws such as the Global Magnitsky Human Rights Accountability Act against Indian rulers, as the Act targets perpetrators of serious human rights abuse and corruption around the world?
In this context, please also refer to H.Res.1196 117th Congress (2021-2022) introduced in the House (06/21/2022). Submitted by Rep. Omar, Ilhan [D-MN-5] (for herself, Mr. McGovern, Ms. Tlaib, and Mr. Vargas), the resolution condemns human rights violations and violations of international

religious freedom in India, including those targeting Muslims, Christians, Sikhs, Dalits, Adivasis, and other religious and cultural minorities. Why is the decision on this resolution being delayed?
Note: Please do not give a standard response that the U.S. shares democratic values, etc. with India. Rather, give a specific response to the above query.
Thank You
Rakesh Raman

Evasive Reply Sent to Me by the U.S. Department of State
Rakesh,
We refer you to the following excerpt from the Monday, March 20 briefing linked below.
Acting Assistant Secretary for Democracy, Human Rights, and Labor Erin Barclay on the 2022 Country Reports on Human Rights Practices
https://www.state.gov/acting-assistant-secretary-for-democracy-human-right s-and-labor-erin-barclay-on-the-2022-country-reports-on-human-rights-practi ces/
QUESTION: Thank you so much. Human rights advocates have raised concerns about treatment of dissidents and minorities in India. Human Rights Watch in 2019 said the Indian Government’s policies targeted minorities.
The Indian Government recently banned a BBC documentary and then raided the BBC’s offices, and India is ranked 150th in the press freedom index.
Blinken has raised concerns about the rise of rights abuses in India last year without going into specific incidents. Are you concerned by India’s treatment
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 11 of 48
of minorities and dissidents and by the state of press freedom in the country? And have you raised these concerns directly with Indian counterparts?
MS BARCLAY: Thank you very much for the question. As the Secretary said, we raise the difficult issues in all of our conversations with our partners. The U.S. and India regularly consult at the highest levels on democracy and human rights issues. We have and we will continue to strongly urge India to uphold its human rights obligations and commitments.
Not surprisingly, we also regularly meet with civil society both in the U.S. and in India to hear their perspectives and learn from their experiences, and we encourage the Government of India to consult with them as well.
On the BBC issue, we’re of course aware of the BBC issues and we will continue to support free press around the world and have communicated the same.
While the U.S. State Department officials have not given a proper response to my specific queries, I urge them again to take legal action against the autocratic Indian authorities which are committing acts of corruption and human rights abuses blatantly.
Meanwhile, in its report released on March 20, 2023, the U.S. Department of State has accused India of extreme human rights violations and rampant corruption. According to the report, the state crimes happening in India include unlawful and arbitrary killings, including extrajudicial killings by the government or its agents; harsh and life-threatening prison conditions; arbitrary arrest and detention, arbitrary or unlawful interference with privacy; restrictions on freedom of expression and media, and serious government corruption. Surprisingly, however, the U.S. which promises to punish corruption and human rights violations in all

parts of the world with the aim to protect democratic systems is not taking any punitive action against the autocratic Indian regime.
Despite Threats from Russia, ICC to Open Office in Ukraine
ICC has expressed concern over “threats” from Russia following its issuing of a war crimes arrest warrant for President Putin.
The Prosecutor General of Ukraine, Kostin Andriy, and the Registrar of the International Criminal Court (ICC), Peter Lewis, signed a cooperation agreement on 23 March 2023 for the establishment of an ICC country office in Ukraine.
"We are very grateful for the cooperation, support and assistance we have received from the Government of Ukraine and look forward to strengthening our cooperation in the future,” ICC Registrar Peter Lewis said.
Prosecutor General Andriy Kostin, signing on behalf of Ukraine, stated: “The historic decision by the ICC Pre-Trial Chamber to issue the arrest warrant for the sitting head of the Russian state, Mr Putin, marks a new phase in the global pursuit of

justice. I firmly believe that the opening of the ICC country office in Ukraine marks the beginning of a new chapter in our close cooperation with the Court.
“This is just a start, a strong start, and I'm convinced that we will not stop until all perpetrators of international crimes committed in Ukraine are brought to justice, independently of their political or military position”.
The ICC has a Liaison Office to the United Nations in New York and seven field presence/country offices: Kinshasa and Bunia (Democratic Republic of the Congo, “DRC”); Kampala (Uganda); Bangui (Central African Republic, “CAR”); Abidjan (Côte d’Ivoire); Tbilisi (Georgia); and Bamako (Mali).
ICC field presence/country offices are essential to develop and maintain cooperative relationships with key stakeholders in situation countries and to support the Court's mandate and resulting activities in these countries.
Meanwhile, ICC has expressed concern over “threats” from Russia following its issuing of a war crimes arrest warrant for President Putin. It is learnt that Russia has opened a criminal case against ICC Prosecutor Karim Khan and the judges who issued the warrant for Putin.
After Delhi Police Action, Rahul Gandhi Releases Video to Question Modi-Adani Nexus
Rahul Gandhi released the video after a Delhi Police team came to his home to ask him certain random questions related to his comments during his recently concluded Bharat Jodo Yatra.
Congress leader Rahul Gandhi - who has been constantly raising the issue of a criminal nexus between prime minister (PM) Narendra Modi and Indian oligarch
Gautam Adani - on March 19 released a video montage of his allegations.
In a series of questions, the Congress leader asks Modi how much money he has received from Adani in quid pro quo deals. He also alleged that PM Modi and the Modi government have been helping Adani expand his business illegally.

Rahul Gandhi said that Adani has external shell companies which are being used for the purpose of money laundering and stock manipulation while the Life Insurance Corporation (LIC) of India is being forced by the Modi government to invest in Adani Group companies.
A recent investigative report of Hindenburg Research accused Adani of commiting one of the biggest corporate frauds in the world. In the report released in January, Hindenburg said that the Adani Group has engaged in a brazen stock manipulation and accounting fraud scheme over the course of decades.
Since Modi is not answering opposition questions in parliament on the Adani issue, the opposition leaders decided to file a formal complaint at the Enforcement Directorate (ED) office in Delhi so that a criminal investigation could be launched against Adani and his nexus with Modi. A group of opposition leaders held a street demonstration in Delhi on March 13 to highlight the nexus between Modi and his corporate associate Gautam Adani. They shouted rhymed slogans in Hindi,

Modi-Adani bhai bhai, desh bech ke khai malai. The slogans mean that Modi and Adani are like brothers who are selling the country to share the looted money.
Modi is also accused of misusing his position as the PM of India to help Adani by forcing the public sector banks and corporations – such as the State Bank of India (SBI) and the Life Insurance Corporation (LIC) of India – to invest public money in Adani Group companies.
Rahul Gandhi released the video on March 19 after a Delhi Police team came to his home to ask him certain random questions related to his comments during his recently concluded Bharat Jodo Yatra.
Congress alleges that the Modi government is misusing the police force to harass Rahul Gandhi who is asking pertinent questions about the possible criminality in the Adani Group in connivance with Modi.
Delhi Police - which acts like a private militia under the autocratic Modi regime - has failed completely to maintain law and order in Delhi. But Delhi Police is being used as a weapon by the Modi government to terrorize critics and political opponents.
The Modi government used a controversial court judgment to expel Rahul Gandhi from parliament on March 24. Congress said it is an attempt by the Modi regime to terrorize Rahul Gandhi who is questioning Modi on various issues.
Congress says that despite the Modi government’s threats, Congress and Rahul Gandhi will keep asking questions related to Modi-Adani enterprise and other despotic actions of the Modi government.

Bhagwant Mann May Bring Terrorism Back to Punjab
The chattering classes fear that with his acts of oppression, CM Bhagwant Mann will bring the days of terrorism back to Punjab.
The president of Shiromani Akali Dal (SAD) Sukhbir Singh Badal is offering legal assistance to Sikhs arrested in Amritpal Singh case. In an act of repression, the Punjab Government - in collusion with the central agencies - is arbitrarily arresting hundreds of Sikhs in Punjab with the unsubstantiated claim that they are associated with Amritpal Singh who is leading a social reform group ‘Waris Punjab De’ (or inheritors of Punjab).
Punjab Police also claimed that Amritpal Singh escaped when police were chasing him on March 18, although social and political activists believe that the Sikh leader is in police custody and the police might kill him in a fake encounter.
Although SAD is a defunct political group, in order to provide legal assistance to the people being persecuted, Badal released on March 21 a list of helpline phone numbers of SAD legal team which could be approached by the aggrieved people.

THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 18 of 48
“Shiromani Akali Dal has decided to provide complete legal assistance to all Sikh youth arrested in the ongoing extra-constitutional crackdown in Punjab and ensure their rights are not trampled upon by the Aam Aadmi Party (AAP) government in Punjab,” Badal said in his tweet. Similarly, Shiromani Akali Dal (Amritsar) chief Simranjit Singh Mann – who is a member of parliament (MP) from Sangrur in Punjab – has also expressed his apprehension that youth Sikh leader Amritpal Singh may be eliminated by Punjab Police.
Amritpal Singh is leading a state-wide initiative in Punjab to save youth from drug addiction which is widespread in the state. Since it is believed that the Punjab drug mafia is being clandestinely run by some politicians and other criminals, they wanted to get rid of Amritpal Singh.
This is the main reason that Punjab chief minister (CM) Bhagwant Mann - who is an illiterate and addict - launched a crackdown in collusion with the central government to implicate Amritpal Singh and his supporters by using draconian laws such as the National Security Act (NSA).
Now, without any evidence, the Punjab Police is making a slew of false allegationssuch as his links with Pakistan and possession of weapons - against Amritpal Singh in order to implicate him in false cases and tarnish his character.
It is largely believed that the Aam Aadmi Party (AAP) politician Bhagwant Mann has joined hands with the central government of prime minister (PM) Narendra Modi for oppression in Punjab because under a secret agreement he wants his AAP colleagues released from jail.
An AAP leader Manish Sisodia has been jailed for his alleged involvement in a massive liquor scandal in Delhi. Complaints have been filed against the Bhagwant
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 19 of 48
Mann government also because Sisodia’s controversial liquor policy is being implemented in Punjab also.
Another AAP leader Satyendar Jain is in Delhi’s Tihar jail for his alleged involvement in a serious money laundering case. If Bhagwant Mann attacks Sikhs in the state, it will be electorally beneficial for Modi who leads a Hindu outfit Bharatiya Janata Party (BJP).
In return, it is possible that the Modi government would release AAP’s Sisodia and Jain from jail. So, there is a likelihood that as part of a dirty political game plan, the Punjab Government of Bhagwant Mann is harassing and persecuting Sikhs under a secret quid pro quo deal with the Modi government.
The Punjab Government also committed a gross human rights violation as it is alleged that instead of keeping the arrested people in Punjab jails, the government allowed them to be imprisoned in a remote Dibrugarh jail in Assam so that their relatives should not meet them.
The chattering classes fear that with his acts of oppression, CM Bhagwant Mann will bring the days of terrorism back to Punjab. Under his government, Punjab is facing extreme political turmoil, unemployment, illiteracy, agricultural downturn, bureaucratic and political corruption, drug addiction, mafia culture, youth exodus, religious fundamentalism, and other evils that have made life miserable for the people of Punjab.
With the aim to hide his failures, Bhagwant Mann is diverting people’s attention to unrelated issues such as his oppressive operations against the people of Punjab. Now, because of massive corruption and misgovernance in his regime, people are demanding an autonomous state in the form of Khalistan so that peace and prosperity could be brought back to the land of Sikh gurus. The Bhagwant Mann government has also unleashed police terror on peaceful protesters - including
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 20 of 48
men, women, and senior citizens - who are demanding the release of Amritpal Singh and others who have been arrested illegally.
The protests against the Bhagwant Mann government are not only being held in Punjab, but Sikhs are protesting in different parts of the world against his repression of innocent Sikhs.
It is believed that the law and order situation will worsen in Punjab if Bhagwant Mann is not removed from the CM position in the state. Since the traditional political groups including the ruling AAP, BJP, Congress, and SAD are full of corrupt politicians who are hell-bent to ruin Punjab, a new political structure is required in the state.
Need to Save India from Uneducated Dictator Modi: Arvind Kejriwal
Kejriwal was expressing his concern over the disqualification of Congress leader Rahul Gandhi from the parliament under a conspiracy.
The chief minister (CM) of Delhi Arvind Kejriwal says that today there is a need to save the country from an uneducated prime minister (PM) Narendra Modi who is behaving as a dictator.
In a video interaction on March 24, Kejriwal said that Modi is trying to establish a one-nation-one-party rule by destroying the opposition political parties and their leaders.
Kejriwal was expressing his concern over the disqualification of Congress leader Rahul Gandhi from the parliament under a conspiracy. He said that he does not agree with the court judgment that punished Rahul Gandhi with maximum punishment under a frivolous defamation case that led to his expulsion from parliament on March 24. Kejriwal said that Modi is not only terrorizing the common people and media persons, but India’s judiciary and judges are also feeling

threatened from the Modi regime. He added that the entire nation must come together to oppose Modi and save India from Modi’s dictatorship.

A few days ago, Kejriwal’s Aam Aadmi Party (AAP) launched a political campaign under the banner “Modi Hatao Desh Bachao” or remove Modi to save the country. The “Modi Hatao Desh Bachao” posters have been put up in all parts of Delhi.
A court in Gujarat has found Congress leader Rahul Gandhi guilty in a defamation case over his remarks about the “Modi” surname of PM Modi. Rahul Gandhi had compared PM Modi with fugitive businessmen Nirav Modi and Lalit Modi, saying “How come all thieves have the common surname Modi?”
The Modi government used the controversial court judgment to expel Rahul Gandhi from parliament on March 24. with Indian oligarch Gautam Adani who is facing a series of corporate fraud allegations.

Congress said that Modi is using police and central agencies to target Rahul Gandhi because he is raising his voice against dictator Modi.
Russia Committed War Crimes in Ukraine: Inquiry Report
The war crimes include attacks on civilians and energy-related infrastructure, wilful killings, unlawful confinement, torture, rape and other sexual violence.
Russian authorities have committed a wide range of violations of international human rights law and international humanitarian law in various regions of Ukraine, many of which amount to war crimes, the Independent International Commission of Inquiry on Ukraine said in a new report released on March 16.
The war crimes include attacks on civilians and energy-related infrastructure, wilful killings, unlawful confinement, torture, rape and other sexual violence, as well as unlawful transfers and deportations of children.
The Commission’s evidence shows that in areas that came under their control, Russian authorities have committed wilful killings of civilians or persons not involved in fighting (hors de combat), which are war crimes and violations of the right to life.
Russian armed forces have carried out attacks with explosive weapons in populated areas with an apparent disregard for civilian harm and suffering, failing to take the required precautions. According to the report, the attacks were indiscriminate and disproportionate, in violation of international humanitarian law. The use of explosive weapons in populated areas has been one of the main causes of civilian

casualties. The Commission was struck by the extent of the destruction it has observed during its visits.
The waves of attacks by Russian armed forces on Ukraine’s energy-related infrastructure from 10 October 2022, may amount to crimes against humanity, according to the Commission, which said that this should be investigated further.
The disruption of energy-related infrastructure led to entire regions and millions of people being left for periods without electricity or heating, particularly during freezing temperatures.
The Commission established a pattern of widespread unlawful confinement in areas controlled by Russian armed forces, targeting broad categories of men, women and children.
Confinement in dedicated facilities across Ukraine and in the Russian Federation was accompanied by consistent methods of torture against certain categories of persons by Russian authorities.

A former detainee underwent beatings as a “punishment for speaking Ukrainian” and for “not remembering the lyrics of the anthem of the Russian Federation”. This pattern of torture may amount to crimes against humanity, according to the Commission, and should be investigated further. The Commission found numerous instances of rape and sexual and gender-based violence committed by Russian authorities as they undertook house-to-house visits in localities that came under their control and during unlawful confinement.
Sexual violence amounting to torture and the threat of such against women and men have been important aspects of the torture exercised by Russian authorities.
While looking into transfers of children from Ukraine to the Russian Federation, the Commission found, with concern, that violations of human rights and international humanitarian law have been committed.
Situations concerning the transfer and deportation of children which it has examined amount to war crimes. Witnesses told the Commission that many of the younger children transferred were not able to establish contact with their families and might lose contact with them indefinitely. Delay in the repatriation of civilians may also amount to a war crime.
The Commission also documented a small number of violations committed by Ukrainian armed forces, including likely indiscriminate attacks and two incidents qualifying as war crimes, where Russian prisoners of war were shot, wounded and tortured.
Beyond sharing their deep loss and trauma with the Commission, survivors highlighted the importance of identifying those responsible and holding them accountable. One man, whose father was executed by Russian armed forces in the Izium region, told the Commission: “They punished innocent people; now those who are guilty, if they are still alive, need to be punished to the fullest extent.”

The Commission recommends that all violations and crimes be investigated and those responsible be held accountable, either at the national or the international level. It calls for a comprehensive approach to accountability that includes both criminal responsibility and the victims’ right to truth, reparation, and non-repetition.
For the report, the Commission visited 56 localities and interviewed 348 women and 247 men. Its investigators inspected sites of destruction, graves, places of detention and torture, as well as weapon remnants, and consulted a large number of documents and reports.
Toothless World Court Issues Arrest Warrants Against Russian President Putin
Since Russia does not recognize the ICC jurisdiction, it has refused to acknowledge the arrest warrants saying that they are nothing more than “toilet paper.”
The International Criminal Court (ICC) issued on March 17 warrants of arrest for two individuals in the context of the situation in Ukraine: Mr Vladimir Vladimirovich Putin and Ms Maria Alekseyevna Lvova-Belova.
President of the Russian Federation Putin, 71, is accused of war crime of unlawful deportation of population (children) and that of unlawful transfer of population (children) from occupied areas of Ukraine to the Russian Federation (under articles 8(2)(a)(vii) and 8(2)(b)(viii) of the Rome Statute).
The crimes were allegedly committed in Ukrainian occupied territory at least from 24 February 2022. According to ICC, there are reasonable grounds to believe that Putin bears individual criminal responsibility for the aforementioned crimes, (i) for having committed the acts directly, jointly with others and/or through others (article 25(3)(a) of the Rome Statute), and (ii) for his failure to exercise control properly over civilian and military subordinates who committed the acts, or allowed for their commission, and who were under his effective authority and control, pursuant to superior responsibility (article 28(b) of the Rome Statute).
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 26 of 48
Ms Maria Alekseyevna Lvova-Belova, 38, Commissioner for Children’s Rights in the Office of the President of the Russian Federation, is also accused of the same crime.
Since Russia does not recognize the ICC jurisdiction, it has refused to acknowledge the arrest warrants saying that they are nothing more than “toilet paper.” Although the 123 ICC member states are supposed to arrest Putin and Maria Alekseyevna when they visit these nations, it is highly unlikely that the warrants will be enforced.
The Hague-based ICC is a toothless court as it does not have any power to get its decisions implemented by various member states. Therefore, the warrants of arrest are meaningless without any consequence for Putin and Maria Alekseyevna.
The warrants of arrests were issued pursuant to the applications submitted by the Prosecution on 22 February 2023. Meanwhile, the Independent International Commission of Inquiry on Ukraine also said in a new report released on March 16

that the Russian authorities have committed a wide range of violations of international human rights law and international humanitarian law in various regions of Ukraine, many of which amount to war crimes.
Indian Farmers Try to Revive Defunct Protest in Delhi
As the SKM has lost its relevance, its current protest in Delhi will not have any impact on the Modi regime which usually ignores the protesters.
The Indian farmers – who had run away from the protest sites in December 2021 without getting their demands accepted by the government of prime minister (PM) Narendra Modi – have relaunched their dormant protest.
The united body of farmers – Sanyukt Kisan Morcha (SKM) – held a lackluster protest in Delhi on March 20 as the Modi government refused to meet farmers’ demands. Although the SKM claims that it has a large number of farmer members in different parts of India, it is a totally false claim. Only a handful of farmers participate in the protests announced by SKM which photographs them and creates

an exaggerated hype on social media to make false claims about the success of their agitation. The entire SKM operations run in an opaque manner.
Although Modi had mechanically withdrawn the contentious farm laws in 2021 to avoid resistance from farmers in the Assembly elections, the Modi empire did not accept any other demand of farmers.
A few cunning SKM leaders celebrated the repeal of farm laws and convinced the other gullible farmers that it is a victory for them. But actually the SKM leaders had lost the struggle because the farm laws existed only on paper and not implemented.
As the Modi regime (which is actually Modi alone) flatly refused to accept any of the SKM demands, the SKM losers left the protest sites sheepishly and decided to sit in their homes.
Farmers have been demanding a legal guarantee of minimum support price (MSP) for certain crops and withdrawal of police cases against farmers who participated in the year-long protest that began in November 2020.
The protesting farmers also demanded the arrest of Modi’s minister Ajay Mishra who is accused of a conspiracy to murder a few farmers at Lakhimpur Kheri in the Uttar Pradesh (UP) state.
Farmers – mainly from Punjab, Haryana, and UP states – had protested for over a year against the three farm laws announced by the Modi empire and other anti-farmer policies of the government.
But they had ended their agitation abruptly, as some of the corrupt farm leaders decided to betray the protesting farmers with the aim to contest the Punjab election and there were hardly any crowds at the protest sites. As the SKM has lost its relevance, its current protest in Delhi will not have any impact on the Modi regime which usually ignores the protesters.

Without offering any logical reasoning, the Modi government randomly claims that it is a global conspiracy to discredit Modi and his government.
U.S. Imposes Sanctions on Election Commission of Belarus
The imposition of sanctions is a weak punishment, which is ignored by the authoritarian nations.
The United States says it continues to promote accountability for the Alyaksandr Lukashenka regime’s violence surrounding the fraudulent August 2020 presidential election in Belarus, its ongoing brutal crackdown against the pro-democracy movement and other elements of Belarusian society, its flagrant human rights abuses, and its facilitation of the Russian Federation’s illegal war against Ukraine.
Futile Sanctions
The imposition of sanctions is a weak punishment, which is ignored by the authoritarian nations. In the past, countries such as Belarus, Myanmar, Cuba, China, Russia, and North Korea have been sanctioned, but authoritarianism and human rights violations have only increased in these countries.

Specifically, the U.S. Department of the Treasury designated on March 24 two state-owned enterprises; Open Joint Stock Company Belarusian Automobile Plant and Open Joint Stock Company Minsk Automobile Plant. Further, Treasury is re-designating the Central Election Commission of the Republic of Belarus and designating seven members of the Commission. The Department of State announced actions to impose visa restrictions on an additional 14 individuals under Presidential Proclamation 8015 for their involvement in undermining democracy in Belarus. Specifically, these individuals include regime officials involved in policies to

threaten and intimidate Belarusians exercising their human rights and fundamental freedoms.
Democratic forces in Belarus have been protesting the brutal regime since August 2020.
These actions further align the United States with actions taken by its partners and Allies. The United States says it will continue to impose costs on the regime and those who support it for their repression of the people of Belarus, and the regime’s ongoing support for Russia’s unprovoked and illegal war against Ukraine.

The AAP campaign aims to get Modi removed from the position of PM because he has failed on all fronts during 9 years of his rule in India.
While Modi is squandering huge public money to build the businesses of his corporate cronies, 1.4 billion Indians are suffering in his regime under unprecedented poverty, corruption, inflation, unemployment, and religious animosity.
Global agencies have been repeatedly warning that under Modi’s autocracy India has lost its status of democracy and the country is facing extreme lawlessness, human rights violations, and corruption.
In a tweet on March 22, AAP said that the dictatorship of Modi has reached extreme levels as the Modi government is taking action against those who distributed the

UN Expert Demands End to Crackdown on Kashmiri Human Rights Defenders
Indian authorities appear to be intensifying the long-standing repression of Kashmiri civil society.
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 33 of 48
India must immediately end its crackdown against Kashmiri human rights defenders, a UN expert said on March 24, after Kashmiri human rights defender Khurram Parvez was arrested in a second case on terrorism charges.
“Indian authorities appear to be intensifying the long-standing repression of Kashmiri civil society,” said Mary Lawlor, UN Special Rapporteur on the situation of human rights defenders. “The State must respect its human rights obligations and be held accountable where it violates them.”
On 22 March 2023, Khurram Parvez, already detained since November 2021 on accusations of terrorism, was arrested in a second case after two days of interrogation by the National Investigation Agency, India's main counter-terrorism body. He is accused of financing terrorism under the Unlawful Activities (Prevention) Act, through his work with the Jammu and Kashmir Coalition of Civil Society (JKCCS). Prior to Parvez’s arrest, a former associate of the Jammu and Kashmir Coalition of Civil Society (JKCCS), human rights defender and journalist

Irfan Mehraj, was arrested in the same case on 20 March 2023 from Srinagar and immediately transferred to New Delhi. Former associates and volunteers of the JKCCS are facing coercion and intimidation from the authorities.
“The Jammu and Kashmir Coalition of Civil Society (JKCCS) carries out essential work monitoring human rights. Their research and analysis of human rights violations are of huge value, including to international organisations seeking to ensure accountability and non-repetition of abuses,” Lawlor said.
UN experts have repeatedly highlighted grave concerns regarding the Unlawful Activities (Prevention) Act, which allows the designation of any individual as a ʽterroristʼ, bypassing the requirement to establish membership or association with banned groups. The Act is applied as a means of coercion against civil society, the media, and human rights defenders in Indian-administered Jammu and Kashmir.
The expert called for the release and the closing of the investigations against Kashmiri human rights defenders.
“Time and time again, the Government has been called upon to address the fundamental issues with the country's anti-terrorism framework and its misuse to smear and silence human rights defenders,” Lawlor said. “The arrest and detention of persons for exercising their human rights are arbitrary. There must be accountability and remedy where such abusive actions are taken.”
Congress Posts Video of Rahul Gandhi Exposing a Group of Thieves
Congress does not understand that the philosophy of passive resistance or shallow rhetoric does not work in today’s autocratic atmosphere.
The official multimedia platform of Congress INC TV posted a video of Congress leader Rahul Gandhi on March 26 in which he exposes a group of thieves. In the video, Rahul Gandhi compares PM Narendra Modi with fugitive businessmen Nirav

He names a few more businessmen close to Modi to say that this is a group of thieves who are stealing public money and running away from the country.
Rahul Gandhi’s speech made in 2019 in Karnataka led to his disqualification from parliament. A court in Gujarat has found Congress leader Rahul Gandhi guilty in a defamation case over his remarks about the “Modi” surname of PM Modi.
The Modi government used the controversial court judgment to expel Rahul Gandhi from parliament on March 24. Congress said it is an attempt by the Modi regime to terrorize Rahul Gandhi who is questioning Modi on various issues.
Editorial Note: In all autocratic regimes that work under the garb of democratic systems, the rulers silently use complicit courts to impose their own decisions on citizens and opponents to suppress all kinds of dissent.

For the past couple of months, Rahul Gandhi has been accusing Modi of his criminal collusion with Indian oligarch Gautam Adani who is facing a series of corporate fraud allegations.
After Rahul Gandhi’s disqualification from parliament, Congress leaders and workers are holding passive protests against the Modi government. But Congress does not understand that the philosophy of passive resistance or shallow rhetoric does not work in today’s autocratic atmosphere.
If Congress really wants to raise its voice effectively, it will have to hold continuous street protests and occupy the streets permanently because dictators fear only chaotic streets.
Khalistan = Hindu Rashtra: Akal Takht Chief Giani Harpreet Singh
Since Punjab is facing an unprecedented turmoil under the Bhagwant Mann regime, many Sikhs demand a properly governed state Khalistan so that peace and prosperity could be brought back to Punjab.
Akal Takht chief Giani Harpreet Singh has said that the demand for Khalistan by Sikhs is equivalent to the call for establishing Hindu Rashtra in India. Located in the Harmandir Sahib (Golden Temple) complex in Amritsar, Punjab, India, the Akal Takht is the highest temporal body of the Sikh community.
In his speech on March 27, Giani Harpreet Singh said that the stringent laws such as the National Security Act (NSA) are being used to arrest Sikhs who demand a separate Sikh state Khalistan. He added that the same laws should also be applied to those who give open calls to make India a Hindu Rashtra.
In fact, the government of prime minister (PM) Narendra Modi is accused of making India a Hindu Rashtra where other minorities like Sikhs, Muslims, and Christians will be persecuted and will not enjoy equal rights.

In the ongoing unrest in Punjab, the government of chief minister (CM) Bhagwant Mann - in collusion with the Modi government - is incarcerating Sikhs arbitrarily under the NSA and other harsh laws.
Since Punjab is facing an unprecedented turmoil under the Bhagwant Mann regime, many Sikhs demand a properly governed state Khalistan so that peace and prosperity could be brought back to Punjab.
Giani Harpreet Singh also issued a 24-hour ultimatum to the Punjab Government to release Sikh people arrested during the ongoing crackdown against Amritpal Singh who is leading a social reform group ‘Waris Punjab De’ (or inheritors of Punjab).
Punjab Police claimed that Amritpal Singh escaped when police were chasing him on March 18, although social and political activists believe that the Sikh leader is in police custody and the police might kill him in a fake encounter. Giani Harpreet

However, Bhagwant Mann refused to accept Giani Harpreet Singh’s advice and hit back saying that the Akal Takht chief is provoking people by asking the government to release Sikhs arrested by Punjab Police. Giani Harpreet Singh tweeted his response on March 28 in Punjabi explaining how Bhagwant Mann is playing politics with the lives of Sikhs. The Akal Takht chief also directed the Shiromani Gurdwara
Parbandhak Committee (SGPC) - a top representative organization of Sikhs - to take legal action against those officers who are terrorizing Sikhs in the state.
Modi-Adani Nexus: Arvind Kejriwal Says Modi Is the Most Corrupt PM
Arvind Kejriwal has mustered courage to expose Modi’s corruption, but it is likely that he will have to soon face Modi’s retribution and wrath.
The chief minister (CM) of Delhi Arvind Kejriwal has said that Narendra Modi is the most corrupt prime minister (PM) that India has seen in 75 years of its independence. In a speech delivered in Delhi Assembly on March 28, Kejriwal
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 39 of 48
presented detailed data on Modi’s corruption and exposed his criminal nexus with oligarch Gautam Adani.
He said that Adani is only a manager of corruption money that Modi has been looting for the past nine years of his rule in the country. And he added that the Adani Group is only a frontal outfit set up to hide Modi’s corruption money.
The opposition parties including the Aam Aadmi Party (AAP) of Kejriwal have been accusing Modi of complicity in the alleged financial crimes of Adani who is in news for a series of alleged corporate frauds.
A recent investigative report of Hindenburg Research accused Adani of commiting one of the biggest corporate frauds in the world. In the report released in January, Hindenburg said that the Adani Group has engaged in a brazen stock manipulation and accounting fraud scheme over the course of decades. The opposition parties are demanding an investigation into Adani Group’s dubious business deals by a Joint Parliamentary Committee (JPC). But Modi and his Bharatiya Janata Party (BJP)

THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 40 of 48
have been maintaining a stony silence on the Adani issue and not forming the JPC to investigate the case.
GRAND CORRUPTION CASE
Kejriwal said that Modi is not forming the JPC because he will be exposed and the investigation will reveal that Modi is the real culprit in this grand corruption scandal of billions of dollars. It is alleged that Modi is diverting his money to invest in Adani Group through the money-laundering routes and off-shore shell companies.
Records show that Adani has external shell companies which are being used for the purpose of money laundering and stock manipulation. Modi is also accused of misusing his position as the PM of India to help Adani by forcing the public sector banks and corporations – such as the State Bank of India (SBI) and the Life Insurance Corporation (LIC) of India – to invest public money in Adani Group companies. [ You can click here to watch a related video. ]
The AAP leader also said in his speech that when Modi is pressurizing the foreign governments in Bangladesh, Israel, Sri Lanka, and others to illegally give business contracts to Adani, he is, in fact, collecting money for himself from these dubious deals.
Kejriwal also revealed that Modi is changing government rules to embezzle money through Adani who is working as Modi’s advisor on commission basis because as an uneducated man, Modi does not understand anything about business.
He also said that as a corrupt man Modi has unleashed central agencies such as the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED) to implicate local companies in false cases with the aim to usurp them illegally.
Giving examples of Modi’s corruption, Kejriwal said that Modi has grabbed massive local business contracts of coal and airports through Adani who is Modi’s accomplice in the crime.
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 41 of 48
Further, Kejriwal revealed that Modi’s wealth increased from Rs. 50,000 crore in 2014 when he became the PM to a whopping Rs. 11.5 lakh crore in just 7 years. He also explained how Modi is embezzling public money.
Kejriwal said that before Modi became the PM, India was under a total debt of Rs. 55 lakh crore in 67 years. But under Modi’s 9 years, the debt has spiralled to Rs. 85 lakh crore. This debt, according to Kejriwal, is going to Modi’s own pocket as he is the most corrupt PM.
Moreover, Kejriwal said that the tax money collected from ordinary citizens first goes to Adani’s businesses and from there it goes to Modi’s personal coffers. That is why Modi opposes any investigation in which he is an accused.
CORRUPTION SCANDALS UNDER MODI
For example, Modi scuttled investigations into multi-billion dollar scandals such as the Rafale deal and the PM-CARES Fund that Modi established secretly.
Therefore, there is a need to investigate Modi’s secret relations with China as it is believed that the Chinese occupation of the Indian territory is part of a secret deal to sell the Indian land to China in order to raise money for Adani’s businesses. It is alleged that in quid pro quo deals, Adani also helps Modi financially to win elections
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 42 of 48
with his money secretly paid through electoral bonds. As the Supreme Court of India mostly colludes with the Modi government, it is not taking a decision to bring transparency to political campaign financing with electoral bonds.
Kejriwal said that some foreign dignitaries falsely praise Modi who is an uneducated and incapable man to get some secret papers signed by him to harm India. He compared this practice to the East India Company which hoodwinked foolish Indian kings to eventually establish the British empire in India.
A few days ago, Kejriwal’s AAP launched a political campaign under the banner “Modi Hatao Desh Bachao” or remove Modi to save the country. The “Modi Hatao Desh Bachao” posters have been put up in all parts of Delhi.
Kejriwal said that he has got all the information about Modi’s corruption from a big leader in Modi’s BJP. The Delhi CM is also asking the honest BJP leaders to quit BJP if they want to save the country from destruction being inflicted by Modi.
THREATS FROM MODI
But most BJP leaders, police, court judges, and members of opposition parties are scared to raise their voice against Modi. In the past, the people who opposed Modi or his accomplices have either died in mysterious circumstances or were imprisoned in harsh prison conditions by Modi.
They include Haren Pandya, a key witness of Gujarat riots in which Modi was the prime accused, and Gujarat riots whistleblower Sanjiv Bhatt who tried to raise their voice against Modi.
Similarly, most judges must be scared after witnessing the fate of judge Loya (Brijgopal Harikishan Loya) who had died in mysterious circumstances. In this case, BJP leader Amit Shah – who is now the Home Minister of India – was the prime accused. But no investigation or investigating officer can dare to point the finger at Amit Shah who controls the police and other law-enforcement agencies. Judges and
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 43 of 48
investigating officers know that if judge Loya can die in an inexplicable manner, they also can be made to face the same fate.
Earlier it had happened in the Vyapam scam case in which, like Amit Shah, another BJP leader and Madhya Pradesh chief minister Shivraj Singh Chouhan was an accused. As the investigation into the Vyapam case was progressing, the witnesses and others familiar with the case started disappearing.
A Special Task Force (STF) submitted a list to the high court in 2015 informing that 23 people died “unnatural death.” Some media reports claimed that more than 40 people associated with the Vyapam scam had died under mysterious circumstances.
Obviously, most witnesses, police officers, and judges will not dare to go against the will of Modi and his accomplices. This may be the reason that Modi has been acquitted in the Gujarat riots case. In all autocratic regimes, the rulers silently control and use courts to get all decisions in their favour.
POLITICAL CAREER OF MODI
In fact, Modi’s entire career in politics is founded on violent events such as the train burning in Godhra and Gujarat riots of 2002. Such anti-Muslim events helped Modi win votes of Hindu voters in a country where nearly 80% voters are Hindus.
Since Modi is an illiterate and uncivilized politician, he does not deserve any position in the government. Initially, he would have won in Gujarat with Hindu votes. But at the national level, only a miniscule fraction of real Hindus support Modi’s divisive communal actions.
Therefore, since the Lok Sabha election of 2014, Modi and his party BJP have been winning most elections with the selective manipulation of electronic voting machines (EVMs). The opposition groups – including political parties, civil society,
THE UNREST News Magazine by RMN News Service | April 1-15, 2023 | Page 44 of 48
students, and journalists – are so terrified of Modi’s violent behavior that they do not challenge his hostile actions.
So, despite unprecedented corruption, inflation, unemployment, and religious animosity under his rule, Modi will keep running the country as a one-man regime. In the past 9 years of his rule, Modi has tarnished India’s image in all parts of the world.
Since the Supreme Court judges also do not dare to question Modi, the Supreme Court often dishonestly rescues the Modi government from different crises. In order to save Modi from the Modi-Adani fraud case, in March 2023 the top court formed a perfunctory committee which is expected to exonerate the embattled Adani Group from all the alleged financial frauds reported by credible global agencies and media organizations.
When the opposition parties tried to file a complaint at the ED office on March 15, the Modi government deployed heavy police force to stop them on their way. The Modi regime has also silenced opposition leader of Congress Rahul Gandhi who was trying to raise his voice in the parliament on the Modi-Adani scam case.
On March 24, the Modi regime managed to expel Rahul Gandhi from parliament. Thus, the Modi-Adani corruption case has been virtually brushed under the carpet and once again Modi will get off scot-free in this case too.
Now, Kejriwal has mustered courage to expose Modi’s corruption, but it is likely that he will have to soon face Modi’s retribution and wrath.
