PROGRAM MANAGEMENT Miami Dade Expressway Authority General Engineering Consultant (GEC - B) EAC provides program management services for Miami-Dade Expressway Authority's (MDX). Oversight of planning, design, and construction for MDX's 5 year - $500 million Work Program. MDX has 31 miles of expressways which includes a new 3-mile extension of SR836 which opened in 2007 as the first cashless Open Road Tolling, (ORT) roadway in Miami-Dade County. Primary responsibilities included the management and oversight of the GEC work products as assigned by MDX. The development and implementation of strategies were necessary to successfully manage MDX's resources. From planning and design through to construction, assistance was provided for the work program development and strategic planning, as well as, other assignments from MDX.

Dolphin Station Park and Ride Client: Miami-Dade Expressway Authority (MDX) Â EAC provided project management and inspections for the Dolphin Station Park and Ride design-build project. The project is a partnership between MDX, Miami-Dade County and FDOT. Â The facility supports the Miami Dade 836 Express Bus service and provides a terminus for MiamiDade County local bus routes and adjoining municipalities trolley and bus services.

MDX SR-83628 Operational, Capacity, and Interchange Improvements Client: Miami-Dade Expressway Authority’s (MDX) Â Project Development & Environment (PD&E) Study, development of the Design-Build Procurement Package, development of the Construction Engineering and Inspection (CE&I) Procurement Package, Design Management, and Construction Management. Â EAC provided innovation in its procurement methods, intersection design, the inclusion of transit, public outreach, and accelerated Right-of-Way (ROW) acquisition, all of which resulted in cost-effective and timely project delivery. Â The project received the ACEC FL 2021 Engineering Excellence Grand Award for Special Projects.


General Engineering Consultant Services (GEC) for Transportation Development

Client: FDOT D6 Â As part of the GEC Services Team for Transportation Development in FDOT’s District 6, EAC provides - program management, construction and systems oversight, planning and project development, plan reviews and other professional services. Services may also include - coordinating and planning capital improvement programs, managing grant agreements, multimodal infrastructure improvements, facilitating 3P initiatives, auditing on-going projects, and providing staff support.

General Engineering Services (GEC) for Transportation Operations Client: FDOT D4 Â As part of the GEC Services Team for Transportation Operations Services in District 4, EAC serves as an extension of the FDOT staff to provide a wide range of engineering services including construction and maintenance inspections , management, and administrative services to assist bringing to completion projects within the work program.

Tampa Hillsborough Expressway Authority (THEA) General Engineering Consultant Services

Client: Tampa Hillsborough Expressway Authority  EAC is part of the GEC team and is responsible to provide Bond Covenant and Tolling Consulting services. Our approach follows the agency’s Comprehensive Project Management Program which prioritizes System Preservation, Systemwide Improvements and Capacity Improvement projects to deliver a multimillion-dollar Work Program.

FTA Project Management Oversight Contract EAC Consulting, Inc. (as part of a Joint Venture – PMO Partnership JV, LLC) was awarded a Project Management Oversight (PMO) contract in January 2011 with the Federal Transit Administration (FTA) to provide FTA with contract support capable of rendering critical programmatic inputs for a variety of FTA program decisions for its grants programs. Such support includes performing services, delivering products and producing outcomes that meet FTA’s requirements. FTA monitors grants to confirm that Grantees establish and follow procedures that are reasonable and comply with FTA requirements in FTA Circular 5010.1C, Grant Management Guidelines. In assisting the FTA to verify that the Grantees are executing authorized projects professionally, efficiently and in accordance with applicable laws and regulations

Charlotte Area Transit System (CATS) – Blue Line Extension (BLE)

Cincinnati Streetcar Project Client: Federal Transit Administration

 The Cincinnati Streetcar project includes the construction of a fixed rail, modern streetcar circulator extending throughout the Cincinnati Central Business District and Over the Rhine neighborhood along the route that includes the installation of approximately 3.6 miles of embedded single track traveling in one direction and the route will include 18 station stops.

 The CATS – BLE Project extended the existing LYNX Blue Line Light Rail Transit (LRT) service that involves the construction of a conventional electrified light rail line for a distance of approximately 9.3 miles, extending from Uptown Charlotte (Central Business District) to the University of North Carolina Charlotte (UNCC) campus.

 The project included the purchase of five modern streetcar vehicles. The vehicles are powered by an overhead catenary system installed along the route and included the installation of three traction power substations.

 The project added 11 new stations, with approximately 3,100 parking spaces at four stations; procure 22 new light rail vehicles (LRVs); added a new storage yard and support facility; and added improvements to the existing vehicle maintenance facility to support the additional fleet.


IndyGo Red Line Bus Rapid Transit Client: Federal Transit Administration  EAC, as part of a joint venture is responsible for overseeing, reviewing, assessing and evaluating the scope, schedule and construction budget for Phase I of a Bus Rapid Transit System.  The project’s Phase I implementation cost has been estimated to be $96M and consists of a 13.1-mile long alignment with 28 at-grade station stops, level boarding and will operate from the Village of Broad Ripple in the north through the central business district of Indianapolis to the University of Indianapolis in the south. The project is the first all-electric bus rapid transit system in the nation and the first rapid transit service in the Indiana. EAC provide Project Management and Construction Management Oversight services on behalf of the Federal Transit Administration.  Our responsibilities included periodic and quarterly on-site visits and preparing recurring oversight and related reports, providing proactive problem solving and project oversight management services that resulted in beneficial professional opinions and recommendations that assisted the Grantee in achieving project success.

General Engineering Consultant for South Florida Regional Transportation Authority (SFRTA) Client: SFRTA Â EAC is providing professional services as one of SFRTA’s General Engineering Consultants (GECs). Â SFRTA operates North-South daily service along a 72-mile South Florida commuter rail corridor in Palm Beach, Broward, and Miami-Dade counties. EAC provides services under two work orders on this GEC contract. Â EAC provides the full-time services of a systems and rail inspector that is seconded to SFRTA staff. These staff provide the necessary inspection services to facilitate the maintenance of the track system in accordance with Federal Railroad Administration regulations. The inspection locations include the New Bridge Corridor (MP1013.3-MP1015.8), the new MIC Corridor (MP1036.7-MP1037.5), and the SFRTA-controlled Hialeah Yard sections of track.

Ft. Lauderdale Airport Expansion Program Phase Ill Client: Broward County Aviation Department  EAC was part of a team of consultants providing the program management services for the airport’s $1 Billion+ infrastructure improvement and expansion project, from conception through design and construction. Phase III expansion featured design and construction of a new terminal and its concourse , the airport access roadways, pedestrian overpasses and miscellaneous airfield work.

MDAD Capital Improvement Program

General Engineering Consultant for Ft. Lauderdale-Hollywood International Airport

Client: Miami Dade Aviation Department

 EAC is one of the General Engineering Consultants for Fort Lauderdale-Hollywood International Airport for all aspects of general engineering, planning, design, studies and construction administration for the infrastructure improvements on airside and landside areas. EAC provided engineering for the Airport Expansion Program(AEP),including the hydrant fueling infrastructure network supporting Terminal 4 expansion and gate replacement.

 EAC is part of a team of consultants providing the program management services for MDAD Capital Improvement Program (CIP) for Miami Internation Airport (MIA) and the General Aviation Airports (GAA). Project scope incudes scope verification, programming the sequence of projects, project design development, development of master schedule,budget and cost oversight and project management of contracts and project status and oversight and support of design and construction phases. The CIP is comprised of a series of projects that addresses MIA’s capacity and operational needs(airside ,landside cargo and terminal) as well as those of the GAA.

PROGRAM MANAGEMENT

WATER & SEWER WASD Project Management and Construction Management Client: Miami-Dade County Water & Sewer Department (WASD)  The agreement between Miami-Dade County, the U.S. Environmental Protection Agency (EPA) and the Florida Department of Environmental Protection requires that the County undertakes a series of projects, operating and maintenance tasks, and monitoring activities in its wastewater system to reduce and prevent sanitary sewer overflows. By complying with the terms of the Consent Decree, WASD has committed to make improvements to the Wastewater Collection and Treatment System Totaling approximately $1.9B. As part of the Program Management/Construction Management Team, EAC has provided planning, scheduling, construction management and inspection personnel. EAC is providing:  Engineering and construction administration activities during the design, permitting and construction phases of the design contract  Daily on-site inspections, maintaining daily progress log(s), coordinating weekly status meetings  Reviewing and approving schedules, schedule of values, and other documents as necessary  Processing and authorizing progress payments including allowance accounts and change orders  Reviewing and accepting as-built drawings  Utilizing WASD’s project control system to track all documents and activities, interface with construction managers and WASD’s staff as needed responding to requests for information
