NO NONSENSE NORMAN! Tebbit Defends Government Employment Policy An ugly crowd of over 15 demonstrators gathered in front of Mech Eng yesterday lunchtime as Norman Tebbit, the Secretary of State for Employment, arrived to lecture the Conservative and Industrial Societies.

They were cautioned

by Professor P. Grootenhuis, President of the Conservative Society, that Mr Tebbit was a guest at the College and said that he didn't want any "throwing and nonsense".

M r T e b b i t a r r i v e d 2 0 m i n u t e s late a n d addressed a c r o w d of over 200 people i n M e c h E n g 220. H e briefly o u t l i n e d some of the m a j o r objectives of the c o n s e r v a t i v e g o v e r n m e n t i n the fields of i n d u s t r y a n d e m p l o y m e n t . T h e ' u g l y statistic' o f 3 m i l l i o n u n e m p l o y e d was, he s a i d , almost i n e v i t a b l e i n the face o f w o r l d recession a n d he c l a i m e d that a n increase i n p r o d u c t i v i t y together w i t h the l i m i t i n g of i n f l a t i o n to just over 10% s h o u l d be set against the increase i n u n e m p l o y m e n t .

A t this p o i n t f o u r d e m o n s t r a t o r s w h e e l e d t h e i r bicycles i n t o the lecture theatre a n d M r T e b b i t q u i p p e d that he d i d n ' t u n d e r e s t i m a t e the m o b i l i t y of l a b o u r .

H e c o n t i n u e d w i t h a n e x p l a n a t i o n of the Y o u t h O p p o r t u n i t y S c h e m e ( Y O P S ) a n d o u t l i n e d his reasons for p r o p o s i n g the Y o u t h T r a i n i n g S c h e m e ( Y T S ) w h i c h w i l l take effect i n S e p t e m b e r 1983. M r T e b b i t c o n s i d e r e d that this scheme w o u l d p r o v i d e g o o d t r a i n i n g lor school leavers a n d w o u l d g u a r a n t e e H i a n d 17 y e a r olds a year's employment.

A f t e r 15 m i n u t e s he stopped t a l k i n g a n d i n v i t e d questions f r o m the lloor.

A v a r i e d a n d often heated q u e s t i o n session f o l l o w e d in w h i c h M r T e b b i t answered points r a n g i n g f r o m his views o n the s i m i l a r i t y of the c o n s e r v a t i v e g o v e r n m e n t a n d the A r g e n t i n i a n J u n t a , to the m o b i l i t y o f l a b o u r a n d the proposed Y o u t h T r a i n i n g S c h e m e .

In answer to a q u e s t i o n o n the g o v e r n m e n t s E m p l o y m e n t B i l l he briefly o u t l i n e d the m a i n points. H e said the b i l l was a i m e d to l i m i t the powers of the t r a d e u n i o n s , especially w i t h reference to the closed shop p o l i t i c a l strikes (as o p p o s e d to i n d u s t r i a l ) a n d u n i o n o n l y ' l a b o u r contracts. P e o p l e w o u l d be offered a greater p r o t e c t i o n , i n c l u d i n g those sacked due to refusal to join a closed shop.

T h e r e was a m i x e d response f r o m the a u d i e n c e to these answers a n d several points were m a d e before M r T e b b i t h a d to leave. A vote of thanks was p r o p o s e d by I C I n d u s t r i a l Society C h a i r m a n . M r C h r i s Wilshaw.

T h e report is c r i t i c a l of the s e l l i n g of r e g a l i a between v a r i o u s U n i o n bodies a n d i n efficient r e - o r d e r i n g .

Yet she is spending millions of p o u n d s in e n d e a v o u r i n g to recover the Islands (and as I write this, the might of British p o w e r has just o v e r c o m e 44 m e m b e r s of the A r g e n t i n e a r m y in S o u t h G e o r g i a ) ; why? T h e answer is quite simple: if she does not m a k e s o m e gesture then she w o u l d be r e m o v e d from office by the c o n s e r v a t i v e p a r t y w h o c a n n o t s t a n d the thought of a British national humiliation as if s u c h virility symbols m a t t e r e d today.

W h a t do the F a l k l a n d Islands m e a n to y o u ? If y o u are a miner then not a great deal I w o u l d imagine since those w h o are p r e p a r e d to w o r k in S o u t h A f r i c a c a n have no qualms about w o r k i n g for a n a u t h o r i t a r i a n g o v e r n m e n t w h i c h has o c c u p i e d British territory in the p r o c e s s subjugating a n d depriving of h u m a n rights s o m e 1,800 British citizens. I find it utterly appalling that suddenly the majority of people in this c o u n t r y have d i s c o v e r e d that authoritarian regimes are n a s t y — I a n d people like me have been saying it for years. (In the case of S o u t h A f r i c a this is not helped by priests using e c o n o m i c arguments that are ten years out of date to justify trading links with S o u t h A f r i c a a n d thereby implicitly s u p p o r t the government there.)

M r s T h a t c h e r has not been previously n o t e d for her o u t s p o k e n attacks on authoritarian g o v e r n m e n t s in L a t i n A m e r i c a ; indeed she has given explicit support to the involvement of the U n i t e d S t a t e s in E l S a l v a d o r (where the g o v e r n m e n t find it h a r d to distinguish between c o m m u n i s t s a n d catholics w h i c h is o d d to say the least). W h y are the F a l k l a n d Islands so

Yet w h o s e fault is it that we are in the mess that we are? T i e g o v e r n m e n t ' s . T h i s is a typical example of the incompetence displayed by the g o v e r n m e n t in the three years that it has been in office. T h e y were elected o n the p r o m i s e that they w o u l d put the e c o n o m y in o r d e r , restore law a n d o r d e r to society and provide us with a n effective defence strategy.

In the three years since the government c a m e to office u n e m p l o y m e n t has d o u b l e d , inflation is not that m u c h lower t h a n w h e n they c a m e to office (and for a long p e r i o d it was considerably higher) a n d they have failed to c o n t r o l the P S B R . O n law a n d order they (and especially that ineffectual H o m e S e c r e t a r y W i l l i a m Whitelaw) have presided over a drastic increase in c r i m e statistics a n d the worse civil d i s t u r b a n c e s o n the m a i n l a n d in the living m e m o r y of m o s t people. A n d now in the one a r e a w h e r e conservative governments are t r a d i t i o n a l l y s u p p o s e d t o be c o m p e t e n t — defence and foreign affairs — they have p r e s i d e d over the greatest failure since S u e z (also a conservative failure).

For the g o v e r n m e n t to bleat that it c o u l d have done nothing to prevent the o c c u p a t i o n of t h e F a l k l a n d I s l a n d s is a d o w n r i g h t p e r v e r s i o n of the truth. O u r greatest F o r e i g n

S e c r e t a r y since the war D a v i d O w e n p r e v e n t e d the A r g e n t i n e s t a k i n g o v e r the F a l k l a n d Islands in 1977 by s e n d i n g a task force before a landing not after it. T h i s fact has not been denied by the g o v e r n m e n t w h o are p r o b a b l y too a s h a m e d . Incidentally the reason w h y D a v i d O w e n has a b a d r e p u t a t i o n is that he was far too g o o d at his job w h i c h c o u l d not be tolerated by the officials of the F o r e i g n Office. T h u s the father of the c h a i r m a n of the C o n s e r v a t i v e S o c i e t y here, w h o is our m a n in J a p a n , has told his s o n — W i l l i a m C o r t a z z i — that D a v i d O w e n was a b a d F o r e i g n S e c r e t a r y .

For a p a i d official to give their o p i n i o n , especially deliberately i n c o r r e c t o n e s , based o n envy a n d h atr ed, about their democratically elected m a s t e r , is b a d form to say the icast.

T h e s e are the sort of people w h o are running the c o u n t r y at the m o m e n t a n d they are not to be t r u s t e d .

Is there anything that y o u c a n do to help put the s i t u a t i o n right? O n M a y 6 the local elections are taking place a n d by voting for y o u r S D P / L i b e r a l A l l i a n c e candidate y o u will be giving M r s T h a t c h e r notice to quit. D o not be t a k e n in by the military a t m o s p h e r e in the c o u n t r y at the m o m e n t ; it is simply a political ploy to save T h a t c h e r ' s g o v e r n m e n t ; all right wing g o v e r n m e n t s resort to foreign adventures w h e n their h o m e policy has failed.

T o w i n d u p the year we have a lecture next T u e s d a y by D r M u r r a y at 6:30pm in P h y s i c s L T 2 about stellar parallaxers, a n d finally o n M a y 11 there will be a talk given by P r o f J o h n T a y l o r entitle " C a n we unify gravity with the other forces of n a t u r e ? " in w h i c h a different viewpoint from that d e s c r i b e d by D r Isham in the last lecture of last t e r m will be d i s c u s s e d .

T h i s p r o m i s e s to be an intriguing lecture w h i c h is o p e n to all m e m b e r s of C o l l e g e .

SF Soc Returning revitalised from E a s t e r c o n , British fandom's annual jamboree., the S F S o c c o m m i t t e e is p r o u d t o present their only event of the t e r m . T h i s will be followed b y the Society's A G M at w h i c h the elections for next year's c o m m i t t e e posts will take place (vote for m e , folks) a n d not before time, as this year's President w a s r e d u c e d to a quivering mass of p r o t o p l a s m at E a s t e r c o n a n d another year might finish h i m completely.

YHA Easter s a w , for t e n of u s , the highlight (so far) of this year's activities, a week's c a m p i n g i n G l e n Coe. In amongst some of the highest m o u n t a i n s i n S c o t l a n d this must be o n e of the most majestic settings in Britain. Several peaks a r o u n d the G l e n were c l i m b e d i n the first few days (not to m e n t i o n the west face of the B l a c k w a t e r reservoir d a m ) as w e built u p to our c l i m a x , the triumphant ascent of B e . i N e v i s , Britain's highesr m o u n t a i n .

This w a s just the first of this year's long trips, we are n o w organising a three week trip to N o r w a y this s u m m e r a n d while o n the subject of future events w e have t w o trips planned this t e r m . T h e first leaves for C o r n w a l l this evening, but the s e c o n d is to P e m b r o k e J u n e 1 8 - 2 1 , a r e p e a t o f last y e a r ' s v e r y successful three days.

I n o w r e t u r n to the subject of o u r A G M , a well-attended meeting at the e n d of last t e r m .

T h e principle p u r p o s e of the meeting w a s the election of next year's committee, the successful candidates being: Chris Jones (President), G o r d o n F o l k a r d (Secretary), Ian J o n e s (Treasurer), S i g r i m E r i k s e n (Publicity), Martyn Boutelle (Transport), a n d Natalya Rycroft (Equipment).

attended but the numbers did not justify a society meeting list of over 80. W e h o p e for a n i m p r o v e d attendance at o u r n e x t meeting w h i c h is o n T u e s d a y at 1:00pm in the bowels of the H u x l e y B u i l d i n g , R o o m k 130. T h i s is a talk given b y the C u l t u r a l A t t a c h e for the S o u t h A f r i c a n E m b a s s y o n their political philosophy.

T h i s s h o u l d be of particular interest t o all those c o n c e r n e d with A n t i - A p a r t h e i d .

In the s o u t h e r n zone of the V C T B A N a t i o n a l L e a g u e w e r e p e a t e d last y e a r s p e r f o r m a n c e c o m i n g fourth (out o l four) losing to B r u n e i . P o m p e y a n d S o u t h a m p t o n a w a y , losing to B r u n e i a n d P o m p e y at h o m e , but s m a s h i n g Soton at home 8-2.

T h e i n t e r - C C U c o m p e t i t i o n was a close affair. A n d y M c M u l l a n . W a i M a n a n d N e i l G r i m w o o d finally t a k i n g the title to G u i l d s lor the t h i r d year r u n n i n g . C o n g r a t u l a t i o n s should go to M i n e s for m a n a g i n g to enter a tea m for the first time i n three years.

The Wednesday afternoon handicap d o u b l e s l e a g u e c a m e to a n e x c i t i n g c o n c l u s i o n i n the final week. H F C , R a y C o o k a n d C h r i s W e l l s t a k i n g the title w i t h 2 9 . 5 points, closely followed by Pot B l a c k . ' K i n Spiders a n d D r a g o n Slavers a l l o n 29 points.

Finally the scratch singles c h a m p i o n s h i p was w o n c o n v i n c i n g l y b\ J i m m y F a n g , w i t h Y i T h o n g N g t a k i n g the h a n d i c a p section.

Cricket T h e cricket season is n o w u n d e r w a y . A n y o n e w h o w o u l d like to be considered for selection s h o u l d fill i n the a v a i l a b i l i t i e s c h a r t o n t h e U n i o n sports n o t i c e b o a r d .

Q Sailing T h i s is the most i m p o r t a n t u n i v e r s i ty t e a m r a c i n g c h a m p i o n s h i p h e l d i n this c o u n t r y .

T h i s year eleven teams f r o m E n g l a n d a n d one f r o m D e l f t , i n H o l l a n d , were i n v i t e d . T h e event was h e l d the w e e k e n d before E a s t e r at E l t o n S a i l i n g C l u b near B u r y i n L a n c a s h i r e .

O n a r r i v i n g at the lake even j u d g e m e n t clouded b y the previous night told that r a c i n g was n e a r impossible.

A f t e r a t w o h o u r d e l a y , as a very slight ripple crossed the w a t e r a n d the race officer h a d learnt to operate the a u t o m a t i c s t a r t i n g system (a source o f some distress to b c t h h i m a n d some competitors later i n the weekend) it was d e c i d e d that r a c i n g must b e g i n .

T e a m r a c i n g tactics were of necessity almost a b a n d o n e d i n the l i g h t w i n d s as team m e m b e r s o p t e d for boat speed i n the hope o f i n d i v i d u a l success. C o n d i t i o n s i m p r o v e d slightly for the afternoon b u t b y the e v e n i n g it w a s c l e a r t h a t L i v e r p o o l , B r i s t o l , C a m b r i d g e a n d I C h a d the fastest " l i g h t w e a t h e r " helms a n d so it seemed l i k e l y that the e v e n t u a l w i n n e r w o u l d be o n e o f three.

S u n d a y opened w i t h s i m i l a r p r e v a i l i n g conditions although, superficiallyI C ' s chances seemed to b e i m p r o v e d by a b s t i n ance the previous n i g h t . H o w e v e r the reverse effect was eviden t a n d they proceeded to t h r o w a w a y chances o f w i n n i n g the t r o p h y bylosing to people w h o h a d p r e v i o u s l y been considered " n o h o p e s " f r o m the b o t t o m of the league. A s S a l f o r d filled i n their results o n the b o a r d it b e c a m e clear that they h a d been w i n n i n g race after race (on protest) a n d since I C h a d lost to C a m b r i d g e they h a d to beat L i v e r p o o l , B r i s t o l a n d S a l f o r d to r e m a i n i n w i t h a n y c h a n c e whatsoever. A f t e r dismissing B r i s t o l almost w i t h o u t a glance over t h e i r shoulders a n d L i v e r p o o l w i t h little m o r e difficulty the task o f b e a t i n g S a l f o r d b e g a n

It a l l began at 5:30am o n T h u r s d a y , A p r i l 22, w h e n the team p i l e d into t w o m i n i b u s es on o u r w a y to D o v e r . W e left C o l l e g e i n great spirits a n d m a n a g e d to get as far as H y d e P a r k C o r n e r before the roofrack took a nose d i v e onto the w i n d s c r e e n after a gentle emergency stop. O u r second d r i v i n g a t t e m p t p r o v e d more successful a n d w e b o a r d e d the Z e c b r u g g e ferry just t w o minutes before it sailed.

W e spent a d a y sightseeing a r o u n d N i j o n e g e n a n d A r n h e m before the start o f the race o n F r i d a y night at m i d n i g h t . C a r o l y n W a l t o n r a n the prestigious first l e g to p u t the I m p a l a s i n a strong p o s i t i o n , i m p r o v e d still further by T Asteriades i n the second leg.

Despite some excellent team r a c i n g a n d i n d i v i d u a l sailing, as I C a p p r o a c h e d the last straight they h a d a los ing c o m b i n a t i o n of positions. T h e flame o f hope was r e k i n d l e d h o w e v e r as the second place S a l f o r d boat i n a first m a g n i t u d e b l u n d e r , cuffed a n d sailed one o f his o w n boats a n d a n I C boat past the m a r k so a l l o w i n g o n e I C boat to pass a l l three. So w h a t h a d been c l e a r v i c t o r y t u r n e d into a n e x c i t i n g dash for the line. U n f o r t u n a t e l y S a l f o r d still w o n a n d i n so d o i n g clinched " t h e b a r r e l " . I C continued their e a r l i e r collapse i n t h e i r r e m a i n i n g races a n d finished a d i s a p p o i n t i n g sixth.

Hi everybody ....now there's a nice jovial welcome back from the Editor. I bet you all had a long and lazy vacation and are now enjoying the 2 week crash course in examination stress. I hope you're not too busy to carry o n reading throughout the term and will continue to send in letters (note absence of this week), puzzle entries, donations to the r i J editors' fund and so on.

Life After McCabe Barney McCabe's name seems to be dirt in the Union Office at the moment while the acting D P , Miss Christine Teller, seems to have been installed as a veritable deity. Why, even well liked I C U President Nick Morton said that "in

principle" she has done more work over the vacation than Barney did in the whole of last term!

However I seem to remember that at the Hustings U G M last term M r Morton rose to his feet to give a rousing speech against a motion of no confidence in the Executive. He was adamant that Barney McCabe was doing a great job then, so he seems to have had a major change of opinion.

Mind you, Christine is doing a good job (I think that the U G M on Tuesday should ratify her appointment) and perhaps it is her efforts which have lead Nick to re-estimate Barney's (and surely his own) performance.

Duncan Campbell O n Tuesday at 7:30pm Duncan Campell, the well-known investigative journalist, will be lecturing to the London Student Journalist Group at U L U . If anyone wants to come along please come to the FELIX Office for details.

What's On If all of Primelia College was populated with pure and applied mathematicians then perhaps I could cope. Pure mathematicians tell the truth, applied mathematicians lie: all very straightforward. Statisticians in their misguided attempts to be unbiased alternate truth with falsehood and this can be bad enough, but I have found that physicists have no notion of truth and falsehood and are quite prepared to answer questions at random.

Anything, it seems, to confirm the experimental results.

I met three staff members in the bar last week, and from their conversation it became clear that two were mathematicians, one pure and one applied, and one was a physicist.

Since I had no idea which was which, I asked G e o r g e a n d F r e d what d i s c i p l i n e H a r r y belonged to. O n receiving the same answer from each, I asked George and Harry what discipline Fred belonged to. Again the two were in agreement. Finally I asked Fred about Harry, and his answer enabled me to be sure of the disciplines of all three. Who is what?

Overseas v i s i t o r s r e g i s t e r i n g with a doctor a f t e r October 1st 1982 a r e t o pay f e e s f o r H o s p i t a l t r e a t m e n t .

I t seems G.P. treatment w i l l remain f r e e t o Overseas Students though w i t h o t h e r v i s i t o r s t h i s w i l l be up t o t h e G.P. himself.

The c o n c e s s i o n i s t h a t v i s i t o r s ( i n c l u d i n g s t u d e n t s ) who h a v e b e e n r e s i d e n t i n t h e U.K., f o r more t h a n 12 months w i l l g e t f u l l NHS t r e a t m e n t .
