Exploring the

South by Ms. Ysa Lou Agawa

On April 24 and 25, 2016, the RTC 12 Uniformed and Non-Uniformed personnel explored the beautiful Lakes and Rivers of the South. From the rapids of T’boli’s Bakngeb river cave to the beautiful scenery of the lakes of Lake Sebu, truly it was an experience of awe and wonder, but most of all, it was an experience of joy, laughter and learnings as we gather around and enjoy each other’s company. Arriving at the T’boli’s very own Bakngeb river, it was indeed an experience to savor as we take on the rapids while riding on an inflatable boat. Sure it was a fearsome ride as we hop out of the boat and take on the rapids ourselves, but once you’ve reached the end and let the current take you, you’ll surely appreciate the Bakngeb river cave as the sun rays hit the deep waters. Next stop was the Sunrise Garden Lake Resort for the billeting. There we started our little program headed by PSUPT MARIO CACHO CORTES the Regional Training Director. There were also teambuilding activities initiated by Ms. Leah Pico. Divided into two groups, we surely grasp the significance of teambuilding with the different games and challenges that was prepared, at the end we had small talks and dinner. Indeed everybody had fun. The next morning we departed from the resort and went to the famous spot at Lake Sebu, the 7 falls. This experience will not be complete without riding the highest zip line in Asia. A 700 meters high and 400 meters long ride, there you’ll see the 7 beautiful falls in Lake Sebu. It was a frightening ride but you’ll surely be amazed at how exquisite and blessed South Cotabato, with its luxuriant greenery and waterscape. At last, was lunch at the Mountain Lake Eco Resort’s floating restaurant. There we enjoyed ourselves with a sumptuous meal as well as the view of Lake Sebu. As we had a tour around the lake, we learned a lot and fun things about the community, culture and life of T’boli’s together . Overall, we didn’t just learn about our team and our differences. We also acquired different knowledge on the people and the environment surrounding us. As Filipino servants, we are obliged to go around our comfort zones and explore new things and the norms. Because as a PPSC employee, we have to innovate and ACCELERATE. 4 TORCH


INCIDENT COMMAND SYSTEM Training Course by TSI Sheila Marie P Lorenzo

The Philippines is one of the countries in the world that suffers deadly typhoons, burly earthquakes, floods and other catastrophe which result to destruction of infrastructures, agriculture, beautiful sceneries, livelihood, houses and seize human lives. After a thorough study on how effective ICS in other countries when it comes to incident response, the Office of Civil Defense XII-National disaster Risk Reduction and Management Council started to organize and train volunteers who are willing to help in times of adversity. PSUPT MARIO CACHO CORTES, Regional Training Director of Regional Training Center 12 initiated a three-day Basic Incident Command system Training Course on June 1-3, 2016 at Regional Training Center 12 Multi-Purpose Hall, Camp Gregorio D Daproza, Lanton, Apopong, General Santos City. The training was attended by all training staff, invited guest instructors and student officers of Public Safety Officers Advance Course 2015-13. Dir. Minda C. Morante, Regional Director of the Office of Civil Defense XII-National disaster Risk Reduction and Management Council was the Keynote Speaker during the Opening Program. She gave emphasis to impart the importance of Incident Command System in the Philippines after the disaster strikes. Adaptation and understanding of ICS as a vital tool for effective disaster response could be of great help and save more lives. Competent and well-trained ICS Cadres from the Office of Civil Defense XII PSI JONAHMEEL TONACAO, FSI MILO MANLABAO and Engr. Diego Laguna were invited as the Resource Speakers. They discussed to the participants how to organize and manage the incident, uses and function of ICS facilities, event assessment, resources management, incident planning, and transfer of command, demobilization and closeout. The participants actively respond to the given activities. Each group presented their outputs and demonstrates exercises in planning, managing resources and implementation. Teamwork and willing-

ness to help is very important in organizing the incident command system to come up a successful implementation of the incident plan. A well-informed citizen will become a responsible individual. We cannot predict calamities but we can prevent some of it by doing little things that can help save our mother earth. Be a living heroes of human kind and savior of the world. Giving tribute to the people’s champ Senator-elect Emmanuel D. Pacquiao, the PPSC president PDDG RICARDO F DE LEON, PhD gave meaning to the acronym CHAMP. C-stands for charisma, H-stands for humility, A-for action, M-for motivation and P-for passion. On June 17, 2016, the PPSC President together with Mr. Rodney Jagolino arrived in General Santos City as guest lecturer during the Legislative Coaching Program for Senator-elect Emmanuel D. Pacquiao and his team. In his lecture, the PPSC President expounded the importance of Public

Safety in Building Internal Capacity for National Security. At around 6 pm, the Closing Ceremonies for the said program was held at Greenleaf hotel with the PPSC President as the keynote speaker. Also present in the affair were Mr. Antonio D. Kalaw Jr., CESO I President of the Development Academy of the Philippines (DAP) and Ms. Gloria Mercado, senior vice president of DAP. Together with their team who conducted the executive coaching program. Dr. Quennie Dyan C. Raagas, Alumna, MPM in Health Systems and Development led the Oath taking as Public Servants.

SILG ISMAEL “MIKE” SUENO by PSUPT MARIO CACHO CORTES Days before the formal Inauguration and Oath taking Ceremony of President-elect Rodrigo Duterte and his cabinet officials the incoming Secretary of Interior and Local Government Ismael “Mike” Sueno called for a Regional Interfacing on June 23, 2016 which transpired at Villa Amor Hotel, Koronadal City. Present were PCSUPT CEDRIK TRAIN, Regional Director of PRO 12, PSUPT MARIO CACHO CORTES, Regional Training Director-RTC 12, JSSUPT DENNIS ROCAMOR, Regional Director of BJMP XII, Veronica C Hatague, MPA, Acting Regional Director, Reynaldo M Bungubung, CESO IV, Regional Director of DILG Region XII, Josephine Cabrido Leysa, CESO V, OIC Asst. RD DILG XII, Hon. Daisy Avance Fuentes, Governor of South Cotabato, Atty. Ferdinand L Hernandez, 2nd District Representative of South Cotabato. The incoming SILG Secretary Ismael “Mike” Sueno laid down “What Needs to be done for the Next 100 days”. He said “We will lay the foundation for meaningful change in the LGUs”. He enumerated six (6) priorities which are as follows: Priority 1: Intensify anti-criminality, particularly the fight against illegal drugs Strategy: 1. Bring the fight against drugs and criminality to the barangay level 2. Community essential in anti-criminality; MASID to engage public 3. Establish a system to measure and monitor corruption and drug affectation in the LGUs 4. Draft an EO to be signed by the President suspending local officials involved in drugs and criminality 5. Raise the capacities of barangays against criminality and drugs 6. Require the LGUs to provide substantial amount for anti-drugs 7. Elevate ‘peace and order’ pillar in the Seal of Good Local Governance (SGLG)

Priority 2: Pursue local economic development, reduce the regulatory standards to a minimum Strategy: 1. Expedite release of fire safety certificates without compromising safety standards 2. Move LGU spending on local roads and push for KALSADA with LCEs Priority 3: Transform local governance Strategy: 1. Study to support federalism with a Roadmap 2. Orient new local chief executives to the demands of local governance and meaningful devolution 3. Ease the regulatory bottlenecks in use and access of LGU funds 4. Declare moratorium on ‘lakbay aral’ and conventions Priority 4:Ensure disaster preparedness among LGUs Strategy: 1. Intensify Operation Listo Priority 5: Facilitate implementation of DILG projects Strategy: 1. Help poorly performing LGUs; otherwise, cancel projects Intensify monitoring for BUB to manage implementation risks 2. Facilitate financial liquidation through COA’s help Priority 6: Support the internal governance in DILG and attached agencies Strategy: 1. Support DILG personnel to perform well 2. Intensify Operation Greyhound for anti-contraband and drugs Uphold merit and fitness in recruitment and promotion. With steadfast resolve to implement the six (6) priority programs, REGION 12 will become the next model region under the SILG’s Term.

18th Founding Anniversary

Groundbreaking Ceremony by TSII Ethel Nathalie Vidal

A bright sunny morning greeted us on February 28, 2016 as the Regional Training Center 12 celebrated its 18th Founding Anniversary . The event started at 10:00 in the morning with the groundbreaking ceremony of the RTC 12 Covered Court. A project funded by the Philippine Public Safety College during the leadership of PDDG Ricardo F de Leon. A leader not only in words but in action. He cascaded the budget for projects at the RTC level in order to improve and develop the facilities of the 18 Regional Training Centers nationwide. The affair was made more colorful with the presence of the lot donor of RTC 12 represented by Engr Angel S Daproza son of late Fiscal Gregorio D Daproza, and Hon. Rosalita T NuĂąez, city councilor , General Santos City, who was the former 10 TORCH

city Mayor of Gensan who facilitated the donation of the lot from the lot donor thru the city govt to Philippine Public Safety College. She has noted significant improvements which was amazingly fast within the last two years during the tenure of PPSC President PDDG De Leon, with this she awarded the PPSC President including PSUPT MARIO C CORTES plaque of recogition for a job well done. Distinguished faculty members and stakeholders of RTC 12 were present. Mindanao State University Chancellor Dr Abdulrahman Canacan was also present and was awarded for extending their support by providing faculty members to us. Judge Laureano T Alzate, PCI DELIA A CADORNA and PSI WILFREDO A TIMOGAN were also awarded as Outstanding Faculty Members.

Home for the aged is the fulfillment of the special needs and requirements that are unique to senior citizens. This broad term encompasses such services as assisted living, adult day care, long term care, nursing homes (often referred to as residential care), hospice care, and home care. Because of the wide variety of elderly care found nationally, as well as differentiating cultural perspectives on elderly citizens, cannot to be limited to any one practice. On February 23, 2016, at 9:00 AM, this Training Center conducted Community Outreach Program at the Home for the aged headed by PSUPT MARIO C CORTES, Regional Training Director with PSI ABDULJAN I JAHURAN JR., PO3 Abid R Silad Jr., PO2 Eleonor Claudine M Lagahit, TSII Carmelita L Laus, AO2 Mafidah D Pangonotan, Ms. Aiza P Bantoto, Ms. Ma. Cassandra P Seran, Ms. Ysa Lou Agawa and the Batch Officers of PSJLC RTC 12 Cl 2015-01 Alpha to Charlie. It was held at Saint Vincent Strambi CP Home of the Aged Prk. Mangga, Brgy. City Heights, General Santos City. The program started with a Holy Mass presided by PSUPT JULIUS B CRUZ, 12th Regional Chaplain participated by the RTC 12 personnel, police students of PSJLC RTC 12 Cl 2015-01 Batch Officers and the elderly of Saint Vincent Strambi Home of the Aged. It was followed by simultaneously distribution of the groceries, sacks of rice and a feeding program. This Training Center emphasizes the social and personal requirements of senior citizens who need some assistance with daily activities and health care, but who desire to age with dignity. It is an important distinction, in that the design of housing, services, activities, employee training and such should be truly customer-centered. It is also noteworthy that a large amount of global elderly care falls under the unpaid market sector.

VARICOSE ON MALE’S REPRODUCTIVE SYSTEM June is the month for the men and Men’s Health Awareness. There are some ailments concerning the reproductive system of the male that may or greatly affect their lifestyle. In this article, one of the health conditions will be discussed in order for us to be aware and cautious – this condition is the VARICOCELE. Approximately 10 percent of men have varicocele and has the highest occurrence is in men ages 15-35. What is Varicocele? Varicocele is an enlargement of the veins within the loose bag of skin that holds the testicles (scrotum). It is similar to a varicose vein that can occur in the leg. A varicose vein of the testicle and scrotum that may cause pain and lead to testicular atrophy (shrinkage of the testicles). Varicoceles are a common cause of low sperm production and decreased sperm quality, which can cause infertility. However, not all varicoceles affect sperm production. Most varicoceles develop over time. It is generally form during puberty and are more commonly found on the left side of the scrotum most likely because of the position of the left testicular vein. What causes a varicocele to develop? Your spermatic cord carries blood to and from your testicles. It’s not certain what causes varicoceles. However, many experts believe a varicocele forms when the valves inside the veins in the cord prevent your blood from flowing properly. The resulting backup causes the veins to widen (dilate). This may then result in damage to the testicle and result in worsened fertility. Recognizing the Symptoms May have no signs and symptoms, however, you might experience • A lump in one of your testicles

• Swelling in your scrotum • Visibly enlarged or twisted veins in your scrotum, which are often described as looking like a bag of worms • A dull, recurring pain in your scrotum Methods of Treatment It’s not always necessary to treat a varicocele. However, you may want to consider treatment if: • your varicocele causes pain • your varicocele causes testicular atrophy • your varicocele causes infertility • you’re thinking about assisted reproductive techniques This condition can cause problems with testicular functioning in some people. The earlier you start treatment, the better your chances of improving sperm production. Wearing tight underwear or a jock strap can sometimes provide you with support that alleviates pain or discomfort. Additional treatment such

as varicocelectomy and varicocele embolization might be necessary if the symptoms get worse.
