Welcome NoteExecutive Director’s Foreword I am very pleased that the Canadian Trade Office in Taipei and the Public Construction Commission have worked together to organize this event on the Public Private Partnership (P3) model. Like Taiwan, Canada is a member of the WTO Agreement on Government Procurement (WTOAGP). In fact, Canada was one of the first countries to join the WTO-AGP when it entered into force on January 1, 1996. Canada, as a trading nation and international tourist destination, places great value on public infrastructure, and given their importance and complexity, has always engaged both domestic and foreign partners in these projects. Canada is a world leader in P3 projects, successfully completing a significant number of large scale projects. For example, the “Canada Line” light rail transit system connecting Vancouver's International Airport with the downtown core, welcomed hundreds of thousands of guests last year to the Winter Olympics. The “407 Express Toll Route” highway in Ontario, designed, built and operated using the P3 model, is the world's first, all-electronic, barrierfree toll highway. An important transportation link between Taiwan and Canada, the Port of Vancouver’s largest container terminal, “Deltaport”, is another example of a successful P3. The Canadian Government recently established “PPP Canada” to support the development of public-private partnerships and facilitate the development of the Canadian P3 market. The Government also provided a $1.2 billion fund that is managed by PPP Canada to support P3 infrastructure projects. Public-private partnerships are an alternative method for governments to meet infrastructure needs. Through long-term P3 contracts that include design, build, finance and operation components, governments can access private sector expertise, technology and capital. And through a merit-based program, the PPP Canada Fund supports P3 infrastructure projects that achieve value for the Canadian public, develop the Canadian P3 market and generate significant public benefits. Today, I am very happy that a range of Canadian experts are participating in this event, sharing their experience with our Taiwanese friends and learning more about the prospects for P3 projects in Taiwan. I hope in the future that the Canadian Trade Office in Taipei will be able to foster further collaboration and increased exchanges in this exciting field. 歡迎詞-代表的話 加拿大駐台北貿易辦事處很高興有機會和行政院公共工程委員會,針對「民間參與 公共建設」(Public-Private Partnerships-P3) 模式共同舉辦研討會。 加拿大和台灣同樣是「WTO 政府採購協定」(WTO-AGP) 簽署國;這項協定在 1996 年 1 月 1 日正式生效,加拿大便是第一批加入此協定的國家之一。加拿大是貿易暨 觀光大國,相當重視公共基礎建設。公共基礎建設不僅重要而且複雜,因此加拿大 政府在推動公共建設建案時,經常和國內外民間企業合作。 加拿大在 P3 工程案方面領先全球,成功完成無數大型建案。例如:連接溫哥華國際 機場和市中心的「加拿大線」(Canada Line) 輕軌運輸系統,去年冬季奧運期間即疏 運成千上萬名旅客;多倫多的「407 電子收費公路」(407 Express Toll Route) 利用 P3 模式進行設計、建造和營運,是全球第一條完全電子化、完全開放進出的收費高 速公路;「Deltaport」是溫哥華最大的貨櫃碼頭,是台灣和加拿大之間的重要運輸樞 紐,也是 P3 工程案的成功範例。 最近加拿大政府特別設立國營企業「PPP Canada」以支持民間參與公共建設,並促 進加拿大 P3 市場的發展。加拿大政府亦撥出 12 億加幣專款給 PPP Canada,用以 支持 P3 公共建設建案。民間參與公共建設是政府滿足公共建設需求的另一種方式, 透過長期 P3 合約包括設計、建造、財務和營運等項目,政府可獲得民間企業在專門 技術、科技和資金上的援助。此外,藉由擇優計畫,PPP Canada 專款可支持 P3 公 共建設建案,替加拿大民眾創造價值、開發加拿大 P3 市場、產生可觀的公共利益。 很高興今天有許多加拿大專家前來參加研討會,跟台灣的朋友分享他們的經驗,同 時也深入了解台灣 P3 工程案的未來展望。相信本辦事處將能在 P3 領域促進加拿大 和台灣的進一步合作與交流。 本人謹代表加拿大駐台北貿易辦事處,敬祝各位鴻圖大展、研討會圓滿成功。

歡迎詞-主委的話 促進民間參與公共建設(Public-Private Partnerships, PPP),是當前世界各國積極推動的施政, 其中,BOT 就是最常見的方式之一。它除了可加速公共建設及服務的提供,亦可帶動國家 社會的經濟建設及繁榮;加拿大及我國政府透過公私合夥的方式,推動公共建設的成果均 相當豐盛,也累積了豐富的經驗及建構良好的運作機制,可以作為雙方未來精進的參考。 本人謹代表中華民國政府歡迎加拿大的朋友,到台灣來參加這次研討會,事實上此次研討 會是工程會與加拿大駐台北貿易辦事處合辦,要特別感謝加拿大駐台北貿易辦事處代表及 同仁的努力,此次研討會具有兩項重大意義:一為雙方 PPP 經驗的互動,共求精進;一為 雙方 PPP 商機的交流,共謀發展。 在我國促進民間參與公共建設業務方面,截至 99 年底止,已完成逾 800 件促參簽約案, 估計引入民間投資 6 千 500 億元、契約期間減少政府人事費、業務費等財政支出約 6 千億 元、增加政府租金、稅收、權利金等財政收入約 3 千 600 億元、創造約 11 萬名就業機會。 去 (99) 年單一年度促參案件的簽約金額已達 2,241 億元,占各機關過去 10 年來總簽約金 額之 35%,顯示我國已深切瞭解促進民間參與公共建設是可行的,希望今後,每年都有 2,000 億以上之投資簽約。 本次活動邀請雙方產官業界人士,就雙方近年來推動 PPP 機制及商機,進行交流。我們期 待透過此次的交流,汲取加拿大促參寶貴的經驗,作為未來吸引外商投資我國公共建設的 參考。此外,加拿大與會代表也將介紹公有建築、交通建設之軌道、道路等項目之商機, 期望藉由台加雙方的交流,未來吸引更多雙方投資的合作機會,也提供我國廠商對國際市 場的了解,走向國際。 今日商機交流的主軸,除了加拿大的商機外,我國也由相關的中央部會及地方政府,端出 精彩的招商牛肉,如台北市信義區市有土地招商、台北車站特定專用區 C1/D1 土地聯合開 發、新北市林口中商 36 公有土地開發、台中捷運土地投資開發計畫、高雄市環狀輕軌建設、 桃園縣石門水庫至慈湖纜車設施等熱門案件,竭誠地歡迎加拿大的廠商來台灣參與投資。 最後謝謝各位貴賓在百忙中撥空出席,希望大家在本次大會中收穫豐碩!謝謝大家。

Welcome Note – Minister’s Foreword Public-Private Partnerships (PPPs), especially in the model of BOT, are an integral part of national policies around the world to accelerate the provision of public infrastructure projects and services. Furthermore, PPPs are a driving force to a nation’s social and economic prosperity. Canada and Taiwan’s government has achieved significant results through PPPs in the promotion of public infrastructure projects. In addition, we can build upon past experiences and the establishment of operational mechanisms to achieve future success stories. On behalf of the government of the Republic of China, I would like to welcome our Canadian friends to Taiwan for today’s conference, which is jointly held by the Public Construction Commission and the Canadian Trade Office in Taipei. I would like to especially extend my gratitude to the Executive Director and staffs of the Canadian Trade Office for their efforts. This conference aims to promote the exchange of PPP experience and investment opportunities across both countries so that we may improve and grow up together. As of the end of 2010, over 800 PPP projects have been contracted with the total investment from the private sector amounting up to NTD650 billion. These projects, during their contractual period, can reduce approximately NTD600 billion in government expenditure while bringing in NTD360 billion worth of income (including royalties, rent and tax revenue) and creating more than 110,000 job opportunities. Just in the year 2010 alone, contracted PPP investment reached NTD224.1 billion, accounting for 35% of the total contracted amount over the past decade and demonstrating the high feasibility of PPP projects in Taiwan. It is our hope that, from here on out, we can exceed NTD200 billion in annual contracted amount for PPP projects each year.

Attended by Taiwanese and Canadian government, academic, and industry representatives, this conference will focus on the exchange of experience regarding PPP mechanisms and investment opportunities in both countries. Hope we can learn from Canada’s invaluable experience at this opportunity to attract foreign investors to participate in our country’s public infrastructure projects. In addition, Canadian representatives will introduce exciting investment opportunities in public construction and transportation infrastructure projects. We believe that today’s event will provide Taiwan’s industries with a better understanding of the global market and trends. 二、研討會簡介 近年來世界各國有鑑於公共建設之興建金額龐大,單靠政府預算支出推動,普遍無 法滿足人民需求,因此,促進民間參與公共建設,以公私合夥的方式共同推動公共 建設以提供公共服務(國外稱之為 Public-Private Partnerships, PPP),已是世界各 國共同的趨勢,其中,BOT、BOO、BTO 都是最常見的公私合作的作法之一。 我國於累積台北 101 大樓、高鐵、高捷等 BOT 案件經驗後,於民國 89 年公布實 施促進民間參與公共建設法 ( 下稱促參法 ),近十年來,成果相當豐碩。而我國也 刻積極推動「全球招商 投資台灣 啟動黃金十年」,招商重點包括愛台 12 建設、 六大新興產業等計畫。工程會職掌促參法,冀望引進更多之民間資金與活力,提升 公共服務水準。 加拿大於推動民間參與公共建設也是不遺餘力,在交通建設、學校教育、公共設施、 再生能源等項目的推動,提供了加拿大人民更多高品質的公共建設及服務,相關的 推動機制及措施,值得我國參考借鏡。該國亦有豐富的民間參與公共建設商機,值 得我國廠商注意,以促進雙方經貿活動之交流。 此次研討會擇定「軌道交通、都市更新(土地開發)、纜車及場站地區開發」等民 間參與公共建設之經驗與商機為交流主軸,邀請加拿大官方及民間數個推動及參與 PPP 之單位,就加拿大 PPP 推動機制、經驗與商機進行分享。另,我方也由中央 及地方政府等,分就推動的促參經驗與目前主要的促參商機進行簡報,以達成雙方 經驗及商機交流的目的。 行政院公共工程委員會與加拿大駐台北貿易辦事處均共同期待,此次活動為雙方公 共建設經驗與商機交流之開端,爾後能賡續就不同公共建設議題進行雙方經驗交 流,並推廣雙方相互投資商機的新藍海。

Forum Introduction Recent years have shown that governments around the world cannot meet the cost of construction of public infrastructure projects and thus are unable to fulfill the needs of their people. If is for this reason that many of them have turned to public-private partnerships (PPPs) in order to promote infrastructure projects or to provide public services, most commonly through BOT, BOO, or BTO methods. Following Taiwan’s experience in BOT projects such as the Taipei 101 building, High Speed Rail, and the Kaohsiung Mass Rapid Transit, the Act for the Promotion of Private Participation in Infrastructure Projects (PPIP) was promulgated and began implementation in the year 2000, with resounding success in the following 10 years. During this time, the government has also promoted “Global Investment in Taiwan for a Golden Decade,” featuring investment projects listed under “i-Taiwan 12 Projects” and among the six key emerging industries. As the competent authority of the PPIP Act, the Public Construction Commission (PCC) is devoted to attracting investment from the private sector to public infrastructure projects and improving the quality of public service. Canada has also worked tirelessly to promote PPPs, and its achievements in transportation, education, public infrastructure, and renewable energy has provided Canadian residents with excellent infrastructure and services. We can learn much from Canada’s mechanisms and measures of promoting PPPs, as well as strengthen trade relations through the participation of Canada’s PPP opportunities. This forum focuses on the exchange of PPPs experience and opportunities in the “Development of Areas for Rail-Related, Urban Renewal (Land Development), Ropeway, and the Joint Development Project of Stations.” Representatives from the Canadian government and private entities participating in PPPs have been invited to share their knowledge, experience, and opportunities in PPPs. Speakers from Taiwan’s central and local government will introduce their PPP experience as well as investment opportunities. We, the Public Construction Commission and the Canadian Trade Office in Taipei, hope that this event may open a new era of continuous dialogue and exchange of PPPs experience and opportunities, thereby promoting investment and prosperity between our two nations.

3. 加拿大PPP經驗分享及商機:交通建設(2)軌道類(1) Canadian Experience in PPP –Rail-Related Project(1) Mr. Craig Ceppetelli, Director Business Development Office National Research Council Canada, Centre for Surface Transportation Technology Mr. Ceppetelli joined NRC-CSTT in 2006 after a nine (9) year career in the high-tech sector where he held various positions of increasing responsibility with various medical technology and digital security solution companies. As the Director, Business Development Office for CSTT’s Rail Division, Mr. Ceppetelli is responsible for generating contract research and fee-for-service agreements with a diverse range of both domestic and international railway stakeholders, including railway regulators, equipment manufactures, and operators. Mr. Ceppetelli is frequently asked to represent NRC at various international trade missions and conferences to promote Canadian innovation and engineering expertise. Mr. Ceppetelli holds a Bachelor Science degree, a Post-Graduate Diploma in Information Technology, and a Masters, Business Administration (MBA) degree. Background Information The National Research Council Canada (NRC) was established in 1916 by the Government of Canada via the National Research Council Act. As an agency of the Government of Canada, NRC operates as an independent and impartial research organization, and serves as Canada’s premier organization for multidisciplinary research and development activities. In short, NRC is responsible for undertaking, assisting and promoting scientific and industrial research in different fields of importance to Canada, and to our international partners. Ritesh Kashyap Director – Structured Finance, Asia Pacific Region Bombardier Transportation, Singapore Ritesh Kashyap is Director – Structured Finance, Bombardier Transportation, based in Singapore and provides expertise in projects involving structured finance including, inter alia, Public Private Partnerships, Project Finance, and short term trade finance solutions. He also has a strong governance role with respect to managing financial exposures for the company. Having joined Bombardier Transportation in 2010, he supports critical projects of all Business Divisions in Asia Pacific and Australia. Mr Kashyap started his professional career in 1998 with the Financial Markets Group of Cargill, a world leader in commodity trading and food processing. During his eight year tenure in the Trade and Structured Finance division of the company, holding various positions up to Senior Operations Manager he developed and executed complex Structured Trade Finance transactions. In 2006, Mr Kashyap joined American Express India as Service Delivery Leader leading the Corporate Accounting and Treasury teams and investments of the funds of the Employee Retireal Trusts. He had a very strong governance role and worked closely with the Board of Directors, being responsible for Accounting, Tax and Legal compliances. After two years, he moved on to Nokia Siemens Networks in Singapore providing Structure Finance advisory for the company in Asia Pacific and India Regions. He structured, advised, arranged and negotiated attractive financial solutions to benefit the company’s clients and minimize risk exposures for the company. Mr. Kashyap was involved in significant Export Credit Agency backed facilities, discounting of Letters of Credit and without recourse Sale of Receivables. Mr Kashyap qualified as a Chartered Accountant from India in 1998 and was awarded a Bachelor of Commerce with Honours at the Delhi University, India in 1996.
