A Glass Half Full S

O THERE we are in the middle of Oviedo and by coincidence it’s the evening of the Noche Blanca Festival. All over town, all the galleries, theatres and public buildings were open all night and they all had events going on and they are all free. Consequently the town was packed with people, wandering around in and out of anything that took their fancy. We sort of joined in, but after getting caught in a rather doomy electronic music recital in a large theatre we tried to make our escape through the emergency exit, but got lost in the backstage area of the theatre and had to be escorted back through the theatre by the staff. So decided to go and get something to eat. We had noticed that just two doors away from the Air BnB there was a really popular restaurant, so we aimed to go and eat there. Being Noche Blanca night the place was absolutely jam-packed, but we settled down at the bar with a couple of Riojas to wait for a table. At any restaurant in the principality of Asturius you will find that over half the clientelle are probably drinking Asturian Cider and this follows a very particular pattern. You buy the bottle, but the bar person or the waiter or waitress pours it for you. But she only pours you a quarter of a glass at one time which you then immediately drink. The pouring is a pretty big deal and always involves the same procedure, you see in the photo which is designed to oxygenate the drink as it is poured and is why you need to drink it straight away. When it’s time for you to have another gulp you have to wait until the waiter is free to give it another go. On the one hand, if it’s just you and the bar person it can be quite sociable and relaxed but if it’s a large jam-packed restaurant with six different waiters on the go, who are all trying to take food orders, serve people and clear up the table, while in between having to go through the pouring procedure every time anyone wants a drink, the whole thing gets pretty bleeding ridiculous.

We were quite happy watching the charade for about an hour but eventually decided that the chances of getting a table before next Tuesday afternoon were pretty slim! The British equivalent might be a packed pub on a Saturday night and every time you want a sip of your beer the barman has to come over to the table and recite the National Anthem backwards before pouring you a mouthful. At this point we were four days into our combined rail and bike trip along Spain’s Northern coast. The Feve railway system runs through Cantabria, Asturias and Galicia and is a very local, local affair with just two trains a day and a multitude of tiny stops at stations which are sometimes just in the middle of an empty field. There is plenty of room specially for bikes on the small two-carriage trains which in October are never more than half-full and the one time we got an evening train it was just us and one other passenger. They are pretty slow getting anywhere so the travelling does rather eat up your day, so I would recommend getting the train bit over in a day and then just hanging out in one of the great little fishing villages along the way. Our favourites were Luarca and Nueva and we also spent a lot of time cycling on bits of the Camino de Santiago de Compostela, although since we were travelling in the wrong direction on electric bikes we weren’t necessarily a big hit with the real pilgrims going the other way with their walking sticks and rucksacks. The other picture is of one of the grain stores that are all over this region - they should keep the bloody rats out. Cover pic: Enter the Dragons, Theatr Brycheiniog, Brecon - 16 November

HILOSOPY, despite renewed interest in recent years, is still something of an ugly duckling. In my experience, you tell people you’re a philosopher at your peril. Most people simply don’t know how to react. Either they think you’re too clever for your own good, too well off to need a proper job, have too much time on your hands - or, most likely, that you’re a touch unhinged. Mind you, a lot of philosophy books aren’t much help either. Too complicated. Too obscure. But it’s quite a gift to be able to turn an absorbing and urgent subject into something terminally boring. Some philosophy teachers, however, seem to manage it. So on the rare occasion that one comes across an exceptionally gifted philosophy teacher - rare like all exceptionally gifted teachers - you tend to sit up and take notice. A distinguished philosopher of my acquaintance regularly ran a beginners’ course on epistemology, the ‘theory of knowledge’. That title alone is boring enough to put most people off philosophy for life, although the subject matter of epistemology is far from boring, a point my friend was keen to demonstrate. The students would be introduced to epistemology through an ‘encounter’ with prejudice. Although considerably less barmy than many of my colleagues, he nevertheless had an alarming teaching style. He gave the course an eye-catching title: If I Show You Mine, Will You Show Me Yours? The course always started in the same way - which was most certainly not for the faint-hearted. The more sensitive students would cringe with embarrassment, making sure to avoid all eye-contact. But in his opinion the real proof that this course had failed was if no-one got up and walked out in disgust. What made the event so shocking to people who already knew him was that this was an unassuming man with the gentlest disposition, patient with his students and generous with his time. He was much respected. But for most of the students in these sessions this was their first encounter with the man, so they had no inkling that was was being projected was not the real Dr. So-and-So but a deliberate caricature. He told me how he dreaded starting these courses in this particular way, even though they had become almost legendary. He adopted a format designed to show that all prejudice was hurtful, hateful, divisive, corrosive, damaging to all parties and the enemy of meaningful conversation. He also wanted to show that all prejudicial views, in his opinion, whatever their target, had exactly the same structure. It was based on fear and the ‘difference principle’. But his chief aim was to suggest that we ALL have prejudices, hence the title, If I Show You Mine, Will You Show Me Yours? He would begin by listing just a few of his favourite targets: fat people, abnormally thin people, people with physical disabilities, rich people, politicians, bank managers, Roman Catholics, sociologists, people from

foreign countries [the more foreign the more he hated them] - and so on. What made the whole performance even more disturbing was that this vitriolic diatribe was delivered totally deadpan. Here was a man full to the brim with every kind of toxic prejudice you could imagine - or so it seemed - yet able to list them as though he were reading a shopping list. Not an ounce of remorse in his delivery. You could feel the hostility level in the lecture theatre rising to the point of explosion. But just when the students thought it could get no worse he would play his trump card: he would repeat the title of the lecture before singling out some unfortunate soul and demanding that they reveal their innermost prejudices. It was clearly unbearable. At this point, however, before the student could utter a word, Dr. So-and-So would ‘come clean’ and explain that this piece of theatre had but a single objective: to create in the room an atmosphere in which the destructive power of prejudice could be directly and painfully felt. He would apologize for any distress he might have caused. He too was clearly distressed. The session continued. Together they would disentangle the various causes of prejudice, identify its universal structure, whatever its target, and make connexions with crucial key epistemological themes such as proof, certainty, doubt, knowledge, rationality, and so forth. Once the students had recovered from the initial emotional onslaught, they were encouraged in subsequent sessions to attempt a detailed analysis of prejudice, to identify, in Iris Murdoch’s phrase, ‘its mother and father’. And most important of all, to consider ways in which it might be possible to devise anti-prejudice strategies in both the private and public domains. Philosophy has always mattered. It matters today. Urgently. To be continued...

letters New research will examine ways to breed and feed sheep with reduced environmental impact UK scientists are leading an international research project to find new ways of feeding and breeding sheep to reduce their greenhouse gas impact on the environment. Led by researchers from Scotland’s Rural College, the project will combine international scientific and industry expertise to measure two key factors affecting the environmental impact of sheep: feed efficiency – the amount of feed required to produce one unit of meat or milk, and methane emissions. The partners, in countries as diverse as Norway, Uruguay and New Zealand, will use state-of-the-art sensor technologies, recording equipment and novel protocols to measure these traits at an individual sheep level. The goal is to develop new sheep breeding solutions for the industry by finding ways to identify animals with lower environmental impact, which can be selected as part of genetic improvement programmes. The first phase of the three-year project, which runs until September 2022, will test different technologies and equipment, such as sensors, imaging techniques, electronic feeders and faecal markers, for their ability to accurately predict feed intake and methane emissions from sheep. Using promising technologies identified in the first phase, experimental work will then investigate the relationships between feed efficiency and methane emissions from sheep housed both indoors and in the fields. Genetic control of methane emissions and feed efficiency will also be investigated in the project, by assessing the differences due to breed, sire, genetic line etc. The research will use lambs bred from sires sourced from the Texel Sheep Society’s programme, to investigate the effects of sire and selection on these measurements. The data will be analysed to quantify the economic and environmental benefits of improvements in feed efficiency and reduced greenhouse gas emissions. The reduction in greenhouse gas emissions is a global issue requiring a trans-national and transdisciplinary approach. The project aims to produce tools to measure, or accurately predict, feed efficiency and methane emissions from both individual animals and sheep systems, which will provide the international industry with the means to breed, feed and manage sheep with reduced environmental impact as part of genetic improvement initiatives. It will also contribute towards addressing the argument about the effect of eating meat on global warming, with sheep making use of land often unsuitable for other agricultural production, except conifers – at least in the UK John Main, Chartered Member of the Royal Society of Biology

My reply to ‘Grass Roots’ October edition My opinion of the IPCC is that they may be utterly wrong! In the 1970s we were told that in 30 years time a new Ice Age would begin, but thank God it did not happen. If, by meddling with the Earth’s climate, people do succeed in cooling the planet down, then they may precipitate a far more catastrophic event than the modest, but temporary increase in temperatures, which can be attributed to the sun’s activity rather than any human industry. CO2 levels. The small rise of recent years has actually helped growth of plants in desert regions. How many people realize that tomatoes are grown in greenhouses with CO2 levels raised from 400 parts per million to 1000 parts per million, by burning oil or gas, and in few cases, using CO2 from coal-fired power stations? Some of the most important Greenhouse gases are methane, from wetlands, cows and water vapour rising from the sea, but then they are ‘natural’ and cannot be blamed. Meat. Meat is too expensive for most people nowadays, but if we all went organic, then the world would starve and scientists now say red meat and processed meat does NOT cause cancer. Take farmyard manure that fertilizes the land, it puts back goodness after crops are harvested. For example, we had18 bales of hay off 5 acres last year with a chemical fertilizer, but 48 this year with just farmyard manure, that’s the difference! Food Wastage. This is a wicked loss of resources I agree, but there is a way of ending the disgrace. Presently, ‘waste’ food is the surplus that supermarkets throw in their skips rather than reduce everything to say, 10p in the last hour of opening, thus, ensuring it all gets sold. Presently misshapen vegetables are sent to landfill or get made into methane in digesters at 1% efficiency. My solution would be for ‘waste’ food to be processed safely into pig food, with their manure then made into gas for energy with the processed and odorous muck residue then used as fertilizer to grow crops. Presently we import 80% of our pork and bacon, when we could grow it all here from waste food and with better welfare for the pigs. Trees. It’s not only the Brazilians who are burning down their forests, but here too, we are decimating our woodlands to produce ‘Biomass’, i.e. wood chip and logs to earn huge subsidies under the Renewable Heating Incentive, with 20 year contracts to landowners and farmers who vent the heat into the open air via roofless buildings, and poultry houses. This scandal brought down the Stormont Government in Northern Ireland, but here we burn 20 times as much, paying millions of pounds to already wealthy people, tax free, as the produce for ‘managed woodlands’. I have sold logs in a small way all over the Border area for 55 years, using the leftovers from sawmills and forestry, so no unnecessary felling of trees involved. Now however the government is insisting that all logs be kiln dried, i.e. using energy to dry the wood before you sell it, ignoring the fact that most people stack it or air-dry it before

Mr Pernickety using on the fire or stove. So-called ‘wet wood’ will have to be taken to an industrial site to be kiln dried before sale – nonsense! The Townie politicians are doing this to ‘reduce emissions’. Blame Michael Gove, who is also banning coal, the use of which is miniscule compared with 50 years ago. The Heritage Steam Railways will also be banned it seems! Due to the subsidy, the Renewable Heat Incentive has resulted in such a huge demand for every sort of wood, including forest thinnings, formerly used for fence posts, that we have to import most of the timber used for construction and fencing from Russia and Finland. Huge oak trees are being gobbled up by chipping machines that will reduce a 400-year-old example to wood chip in 15 seconds. Hill Sheep. If they used the Soay breed of sheep instead of Welsh sheep like we have, there would be no bracken, because this breed of sheep actually destroys the weed by nibbling and not ingesting it. If wool is going to take over for clothing and insulation, where is it going to come from if all the sheep go from the hills? I fear that people are being fooled by the likes of the ‘New Messiah’, Greta Thunberg, she who suffers from some Syndrome and cannot answer questions for herself blaming everyone for her ‘lost childhood’ when by all accounts she hid away until her ‘awakening’ of vision. For the truth about Climate Change, we should look back to the Megalithic period, which was much hotter, when Greenland was indeed ‘green’, with crops and livestock farming. Fast forward 300 years and the Earth cooled again until AD900 to AD1300 when Britain was frost free and semi-tropical. Then all change again and from AD1300 to 1875 there was what was called the Mini Ice Age when the Thames froze for five months of the year and famines gripped Europe. I just hope that those who hope to trigger Global Cooling don’t succeed in their madness, or humanity may become extinct, not through ‘Rebellion’, but by freezing to death, and lack of food brought on by an avoidable human induced Ice Age. Bill Kerswell (79)

Like Mr Pernickety, I too had an unfortunate culinary experience at the former De Greys establishment in Ludlow (Wildwood, Ludlow; BS Oct). I too selected their lasagne dish. It arrived after a twenty-minute delay and was so scalding hot that it almost seared the roof of my mouth. This commercially prepared meal had clearly been defrosted from frozen and then nuked to its blistering temperature. I refused to eat it and left without paying the bill, suggesting to the manageress (now surveying an empty restaurant) that such bought-in dishes should be marked with an asterisk, with a footnote on the menu reading: “Factory-made, de-frosted and microwave-heated.” Nick Jones, Hereford

cinema JOKER (15) Joaquin Phoenix habitually plays seriously troubled, often violent characters, e.g. in YOU WERE NEVER REALLY HERE, THE MASTER, and his latest turn takes him to a new level in both departments as Arthur Fleck, a lonely, physically and mentally ailing, outsider and lowrent children’s clown who, pushed over the brink by a morally bankrupt society, decides to wreak revenge a la TAXI DRIVER. Living with his frail mother (Frances Conroy) and addicted to a low-rent talk show hosted by his hero, Murray Franklin (Robert De Niro, wittily reversing his KING OF COMEDY role), after being brutally beaten in a dingy alleyway by teenage thugs, he exaggerates his clown persona – white face, exaggerated crimson lips – and engages in murderous mayhem with barely a passing nod to his DC Comic character’s origins. Part black comedy, part searing topical fable, it’s absolutely Phoenix’s greatest performance yet. All reviews by Mark Williams

BAIT (12) Not to be confused wi th a no ther l o w budget but infinitely more gory 2015 British thriller of the same name, the titular BAIT here is employed by a bankrupt Cornish fishing community to attract tourism, the fish having longgone. Shot in grainy, 16mm high-contrast monochrome which efficiently emphasises the harsh realities of the ex-fishermen’s lives, the very obvious resentment against second-home owners is channelled through the almost comically gruff Martin Ward (Edward Rowe) who takes serious umbrage with posh incomers, the Leigh family, who now own the holiday cottage that was once his home. The flotsam and jetsom of the villagers’ harsh, and implicitly hopeless lives is well sketched by Cornish writer/director and noted documentarian Mark Ward and the largely amateur cast do him proud, even though in the end the audience is left hanging and required to make its own moral judgements. 19 Nov CALAMITY JANE (U) SpArC Theatre, Bishop’s Castle 01588 630321 20 Nov GWEN (15) Escleyside Hall 01981 510352 20 Nov A PRIVATE WAR (15) Lea VH 01989 750679 20 Nov RED JOAN (12A) Myddle VH 01939 290907 20 Nov THE WHITE CROW (12A) Ryton VH 01743 718237 21 Nov GREEN BOOK (12A) Gorsley VH 01989 720358 21 Nov EATEN BY LIONS (12A) Much Birch Community Hall 01981 540097 21 Nov THE SISTER’S BROTHERS (15) SpArC Theatre, Bishop’s Castle 01588 630321 21 Nov AMAZING GRACE (2018) (U) Pudleston VH 01568 760606 22 Nov CAPERNAUM (15) Knighton Community Centre 01547 520602 22 Nov GREEN BOOK (12A) Stoke Prior VH 07850 030821 22 Nov GREEN BOOK (12A) All Stretton VH 07812 583113 23 Nov THE WHITE CROW (12A) Cawley Hall, Eye 01568 615836 23 Nov RED JOAN (12A) Clifton on Teme VH 01886 812238 23 Nov ALL IS TRUE (12A) Upton upon Severn Memorial Hall 01684 592273 23 Nov ROCKETMAN (15) Aston on Clun VH 01588 660545 23 Nov THE LION KING (2019) (PG) Dolau Community Hall 07904 883038 24 Nov BOHEMIAN RHAPSODY (12A) New Inn, Pembridge 01544 387571 25 Nov LONG SHOT (15) The Edge Arts Centre, Much Wenlock 01952 728911

THE GOLDFINCH (15) If, like me, you haven’t read Donna Tartt’s Pulitzer prize-winning, 700+ page novel on which it’s based, you’ll have no idea how faithful, or otherwise, this celluloid transition is but what is unassailably true is that director John Crowley (BROOKLYN) and writer Peter Straughan (TINKER TAILOR SOLDIER SPY) have crafted a handsome-looking and gripping rites-of-passage drama. Centrestage is teenage Theo, whose life is inexorably changed as he moves between New York, Las Vegas and Amsterdam after his mother is killed in a terrorist bombing in an art gallery. In the process Theo, played as a young adult by the excellent Ansel Elgort (BABY DRIVER) is involved in art theft, an oedipal relationship with a wealthy socialite (Nicole Kidman in fine hoity-toity form) and pals up with a stoned Ukrainian immigrant (Finn Wolfhard, IT: CHAPTER 2) on the way to a morally quite shocking denouement.

GLASBURY ARTS Arts Lecture with Owen Sheers and Ben Rawlence What Can a Place Teach You? Arts, Nature and a new university for the Brecon Beacons National Park

Saturday November 16, 2019 7:30 pm Drama Studio, Gwernyfed High School Black Mountains College is a new kind of college founded by writers Owen Sheers and Ben Rawlence in response to our planetary crisis of climate and biodiversity. A new generation of graduates is needed to re-imagine sustainable economies and societies that respect the natural limits and processes of nature. BMC believes that the way to promote creative and adaptive thinking is through an arts-based core curriculum, taught outside, using the natural classrooms of the Brecon Beacons National Park. BMC will offer further education courses in skills needed for the future and undergraduate degrees majoring in three areas: The Arts, The Land and Technology. Glasbury Arts is supporting this initiative as it demonstrates the educational vision to cope with the threat of climate change and is in line with the exciting new curriculum being planned for schools in Wales. Tickets: £10 - adult, £8 - concessions (over 60), £5 - full-time education, unwaged and/or on benefits. Members discount applies.

food page The Hereford Restaurant, Green Dragon Hotel, Hereford

E

ARLY in the summer, Mr Pernickety and the Lovely Companion rolled out the geriatric Volvo to slalom through the customary roadworks down the A49 to keep their dinner date at the newly re-opened Green Dragon in Hereford. As it turned out, it was only semireopened, and Mr P’s faithful disciples will know that he and the LC didn’t feel it fair to review the dining-room at that point and toddled around the corner to the Castle House Hotel. Those same disciples will also recall that the last incarnation of the dining-room at the Green Dragon, John Spice’s International Restaurant had prompted Mr P to declare that he wouldn’t have allowed even his quite unfastidious dog to dine there. That was during a period when the Dragon had been on the decline and through the hands of several inept – not to say disgraceful – owners since Mr P first swallowed a lukewarm gin and tonic there some 30 years ago. By 2018, it had reached its regrettable nadir, when it was bought by its current owners. The Dragon, before its last period of abuse, had for centuries been a leading hotel in the city - a fundamentally fine, pukka sort of building that deserved more care and respect. It was therefore with considerable hope and much native optimism that Mr Pernickety arrived to meet an old grizzled chum, a former cerebral sparring partner who now runs a kind of lunch club/knitting circle for CEO’s of major companies in which they can mingle, exchange ideas and air grievances. Whatever it does, it has left the OGC looking prosperous in well-coiffed barnet and a velvetcollared covert coat over a remarkably unshabby tweed jacket and pale canary lambswool v-neck, making Mr P feel somewhat bedraggled in his battered linen jacket and rumpled foulard. It was some time since Mr P and the OGC had met and they found that in the intervening years they had ended up on opposite sides of the gruesome debate in which the nation is locked over its future place in the world. Nevertheless, such was the good will on either side that a completely civilized and gentlemanly debate was had with the minimum of friction, from which our politicians could learn a thing. This was undoubtedly helped, Mr P concludes, by the quality of the luncheon they were eating and the surroundings in which they sat, for his first impressions of the resuscitated Green Dragon were almost entirely positive, even joyous.

26

The interior of the place is immediately stylish, thoughtful without being over-clever, and relaxed. Mr P was conscious of a small nostalgic pang, though, when visiting the gents’ loo, which he had done often in the past when that was the only purpose for which he ever went into the Dragon. Here he found the walls devoid of the wry Victorian hunting cartoons which he had enjoyed for so many years (and which he’d like to buy if the new management can remember where they put them). Mr P believes that all the public rooms – Offa Cocktail Bar, Garrick Lounge, front bar and the renamed ‘Hereford’ restaurant – would meet with the LC’s elusive approval, although she might have pursed her lips a tad at the somewhat corporate style of the bedrooms. Conscious that they had 83 rooms to do in short order, Mr P is less pernickety although he suggests that a couple of whacky retro rooms might be an attraction to more sophisticated visiting metropolitans. Downstairs he especially liked the

look of the Garrick Lounge. In the dining-room the designers have made a terrific job of using to advantage what was already there, covering the formerly dark panelled walls with a subtly fresh shade of bluish-grey without losing their distinctive art deco contours. The whole biggish space has a feel of tasteful informality about it, yet still offering a sense of occasion. The only irritant prominent in the room is a large party table on tall legs with high chairs – a style meme that has rippled out of London into many inappropriate corners of the country (they’ve done it at the revived Clive Arms in Bromfield, too). Mr P believes they will find in time that punters don’t particularly enjoy using them (and other guests will be annoyed by the increase in volume they will produce) and they will have to chop the legs off. But these are comparatively small cavils. Mr P and the OGC guest both liked what they saw from their table by the window (where savvy restaurateurs always place their better-looking clients). The seating is a pleasing choice of high-backed banquette booths, and light faux-rattan chairs in blue, pale mint and aubergine. Good-looking pendant lights and spots are placed to match the space they light and create a good mood to go with a play list of sophisticated world music and non-pop. From a short and promising menu Mr P’s guest chose a Chicken Liver Parfait with caramelised onion chutney and toasted brioche, all of which he appeared to like. He said he couldn’t tell if the paté had been made in-house or bought in, but as it was damned good, he didn’t really care. Mr Pernickety liked the idea of Hot Smoked Salmon Rillette with cream cheese and chive; he liked the actuality of it too. The rillette was subtle, well-produced and a pleasing counterpoint to the cream cheese. He couldn’t fault it. The mettle of the waiter serving them was tested when Mr P questioned him over the freshness of the glass of Rioja Crianza he had just been given. It had the hint of sourness that afflicts any wine poured from a bottle opened the night before. The waiter agreed that it was from a bottle opened earlier, and immediately (and obligingly) replaced it with a glass from a newly opened bottle, which was excellent. The way round this problem, Mr P can tell the management is to use the clever and very effective vacuum casks that they use at, for instance, the Wynnstay in Machynlleth or the Angel in Ludlow to keep better wines tasting better if being sold by the glass. For his main course, the OGC unadventurously ordered Wye Valley Beer Battered Haddock with hand-cut chips and crushed peas. There is scope for confusion in this description; locals will know that there is a top-notch local beer maker called the Wye Valley Brewery, but visitors might conjecture that the haddock has been fished out of the Wye – when barely a salmon has been in the last ten years, while crushed peas are what are usually called mushy peas. Mr P is not that happy about restaurants serving fish’n’chips – it smacks of under-achievement. Nevertheless, the OGC looked happy enough with his and, though questioning his own wisdom in choosing an Atlantic fish in Hereford on a Monday, declared it just about fresh. Mr P’s own choice was, he believed, far more satisfying, and unusual, Slow Cooked Feather Blade of Beef with

smoked potato puree and roasted onion. He has previously enthused about the comparatively rare Feather Blade cut of beef and often buys it to grill at home, but he had never eaten cooked like this. The meat is inherently tender and the slow cooking lends it a special succulence. With a simple blob of spud purée, onions and its own gravy it was a dish to remember. The OGC had a pressing date with a gnasher-puller in Weobley so had decline a pudding. Mr P stayed on his own and enjoyed a super crème brulée, finished his wine and paid his bill with a light heart and wondered how harmonious his meeting with his old chum might have been had it been in John Spice’s International restaurant. He left with a strong sense that the new Green Dragon will do really well and will without doubt raise the whole tenor of that part of town, offsetting the crassness of the New Market complex while giving much-needed new heart to the old city. Mr Pernickety

grass roots Who will fund high risk nuclear power? The bank of you and me! W

HEN Boris Johnson first stood up in the Commons as Prime Minister, in late July, he launched into hyperbole about his huge enthusiasm for nuclear power. “It is time for a nuclear renaissance, and I believe passionately that nuclear must be part of our energy mix,” said Johnson. He was drawn into this over-the-top declaration by a question from the MP for Copeland, Trudy Harrison. Her seat, in West Cumbria, includes Sellafield, where voters tend to work in the nuclear business or to have relatives or friends who do. Harrison’s predecessor, who won Copeland for Labour in 2015, had quit parliament within months of his election to take a well-paid job in the nuclear power industry. The business of building a fleet of new nuclear power stations in Britain has lurched from one crisis to another over the last twenty years. Last winter plans for several new plants bit the dust in quick succession. But, however much nuclear power may have needed help, a ringing endorsement from Boris Johnson may not be the tonic it had in mind. The problem with nuclear power is that every time you look at a given plant its cost seems to have gone up by millions of pounds. Or billions. Take Hinkley Point C in Somerset. In 2013 its estimated cost was a cool £6 billion. Since then the projected bill has risen by roughly £2 billion with every year that has passed. Estimates for the final bill range from £18 billion to £50 billion. Nuclear enthusiasts argue that it’s not the hardware itself so much as the finance that is costing such crazy sums. So, the government has come up with a plan that means neither the nuclear industry nor the banks are going to have to risk their money. Anyone who knows anything about nuclear will tell you the financial risks of any given project are vast. So, whose money is in danger of being lost in future if any new nuclear power plant, beyond Hinkley, is going to be built? Have a guess! The answer is your money, and mine and that of every electricity consumer. For, under the funding method now under consideration, we electricity customers will all be asked to pay up front, whether we like it or not. The technical term for this scheme - or rather scam - is the Regulated Asset Base. It’s simple really, just like pay-as-you-go! Except that with pay-as-you-go you do actually have some hardware in your hand that you can use to make a phone call!

54

This nuclear finance project will be dressed up as a smart solution which will lower the cost of the capital required. The money needed will be added to our bills every quarter. But nuclear boffins and utilities love to use euphemisms. And it’s my guess that the one

thing that won’t be stated on your bill is “levy for skyhigh costs imposed by construction of nuclear power stations”. In April a senior lawyer, Vince Zabielski, wrote in the industry journal Power Engineering International that in recent years, “Almost every major nuclear project in the west has been plagued by delays and cost overruns…of epic proportions.” He pointed out that nuclear power projects in the USA were faring no better, “…with one failing so spectacularly that it bankrupted one of the world’s oldest and most experienced nuclear plant suppliers.” The building of two new reactors in America is a good example of how, in some states, the costs can be passed through to the consumer, years before the power stations in question have generated a single watt of power. The VC Summer nuclear plant in South Carolina was under construction through most of this last decade, in the face of growing regulatory problems and fierce competition from wind, solar and other power sources. Under South Carolina law, the utilities involved were permitted to charge consumers for the new power station long before it was finished. By 2017 the cost of building the plant accounted for nearly a fifth of customers’ electricity bills. By that time, 9 billion dollars had been spent, even though the plant was less than 40% built. The reactors were years behind schedule and massively over the original cost estimate. With the completion date slipping further and further into the future and in the face of swingeing cost increases, the utilities finally saw sense. They pulled the plug and cancelled the plants in 2018. But the customers are still paying. In case this sounds like an obscure problem far across the pond, we should all take note. If Boris Johnson and his ministers have their way, it is a finance strategy that could be inflating your electricity bill very soon, and then for decades to come. Julian O’Halloran
