CTOBER, yipee, time for the annual holiday. Last minute dash to Bristol Airport. First time through customs with new titanium femur. Oh hell, they are already boarding. Need a book, any book. Grab first thing on the shelf with a Booker prize winner somewhere on the cover. Come on, run! Time for the scary bit, up, up, up. Ahh, finally at 30,000 in the M4 corridor and heading East. Now what’s this book? Ali Smith - ‘How to be Both’. Hmm, looks okay. Pic of Francoise Hardy and Sylvie Vartan on the cover, very 60’s, very hip. Winner of the Bailey’s Women’s Prize for Fiction, Winner of the 2014 Costa Novel of the Year, Shortlisted for the Booker, Goldsmith Prize 2014, Saltire Society Book of the Year, Shortlisted 2015 Folio Prize. Alright, alright, we get the picture. Easy Jet, nothing worth eating and drinking, might as well get stuck into the book. Channel, Belguim, The Alps, Italian coast. This book is really good, funny and intriguing. Set in the present day and the 15th century and one of its central characters is a little known 15th century painter Francesco del Cossa and more particularly a large fresco he worked on in the Palazzo Schifanoia in Ferrara. No, you idiots, not Ferrari, Ferrara! In fact the book is so good that on the second day of the hols I stop reading it in order to save a bit for later and pass it onto Al. So here we are sitting on the Croatian island of Hvar in a waterfront cafe in Starri Grad (which is basically Presteigne-on-Sea) with a bottle of very decent Hvar wine (Plavac Mali) in front of us and our electric bikes parked against the wall, talking about the Ali Smith book when it dawns on us that in a week’s time we will be meeting up with Nicola, catching a boat to Bologna for a bit of Italian culture and perhaps we ought to Google Ferrara in case it’s somewhere on our route. Surprise surprise it’s just north of Bologna, half hour on the train and what is more IT’S A TOWN OF BIKES! And so it came about that a week later, after a couple of days staring at Bologna’s extraordinary architecture, we find ourselves on a train to Ferrara and with a bit of luck a chance to see the actual frescos that inspired the book that has dominated our holiday reading. Pretty neat, hey? Getting off the train at Ferrara we are greeted by a scene not unlike Central Station in Amsterdam. Hundreds and hundreds of old bikes, only not in quite such neat rows as the Cloggies. Right by the station is a bike hire shop with a constant stream of people coming in, dumping their bikes and disappearing. A sort of secure cycle store for the local commuters. The hire bikes look like they have seen better days as do the three grumpy old blokes that run the place. Being a bit of a bike snob, I’m not impressed, but a quarter mile jog down the road to another location turns out to be ten times more unhelpful than the first place. We head back to the station and after a bit of bargaining end up with three working bikes and watch my passport disappear into a grubby drawer behind the counter. Ferrara is a walled city with a whole rake of Renaissance palaces and buildings. Automobile traffic is restricted within the walled city and so the bicycle is very much King. Not in a well organised cycle lane and traffic light Dutch sort of manner, but in a crazy Italian, wrong way up a one way street, drive on either side of the road, turn left without signalling sort of manner. It’s a lot of fun, but you need to keep your wits about you, expecially if you are an elderly pedestrian. So we cycle around the little streets a bit. Stop in the square for a bit to eat and then finally out to the edge of town to the Palazzo Schifanoia to see these frescos that have filled our thoughts all through the holiday. Strange! There is a big wooden door, but it’s closed One of Francesco’s characters from the Schifanoia fresco and there is no apparent way in. We cycle round the block eventually stopping at a cafe on the corner. I buttonhole a thin-faced suspicious looking character in the cafe and attempt to understand what he is saying about the palace. Eventually his cherub-faced six-year-old son pops up. “English?” “Yes I speak English. Monday, it’s Monday. Everything close Monday. No good. You come back tomorrow.” It’s tomorrow. We are on Ryanair flight 860 to Bristol. I’ve lost interest in the Ali Smith book. I’m reading a weird sci-fi novel about bloodthirsty, man-eating 9 year-old children. Culture, who needs it?

Shampoo Farming I

WAS in someone’s shower the other day when I found I had lost the soap. You know how it is. Your heart sinks. Then you perceive that someone has left several bottles on the top rail. Squinting through the lukewarm downpour, you try to work out which is the shampoo and which is the conditioner and how to dodge the Body Soak and the Follicle Alerter, all the while swearing at the marketing jerks who decided there was a fortune in abolishing sodding soap, good enough for Gran, Chrissakes, you bastards. So I stood there with the jets drumming on the skull, reading. The ingredients of the foams and unguents were weirdly fascinating. Desert Orchid and Buckwheat, said one of them. Lemon and Patchouli. Grape and Sea Urchin. Herb, Suet and Caramel. Where did they find this stuff? In the fifteenth century, intrepid Portuguese sailed eastward in tiny boats, seeking nutmeg and cloves. Here, it seemed to me, was a voyage of discovery practically begging for it. I therefore spoke to a cosmetological pharmacist, and told her I was planning a voyage of exploration. She laughed pityingly. ‘It has already been found,’ she said. ‘It is called Champuya.’ So off I sailed. The smell of the land from the sea is normally a wonderful thing, compounded of heather and honeysuckle, with notes of woodsmoke and motherhood. Champuya is different. We could smell the place before it appeared over the horizon: oranges, lemons, orchids, chocolate, shite, coffee, musk, and

underlying it all the throat-catching reek of heavy chemicals. We sailed the final five miles through a slick of what appeared to be sun tan oil, exuding a heavy smell of coconut. Beyond the coastal coco groves there were fields of what might have been buckwheat and lavender, separated by hedges of what (the binoculars told me) was jasmine. We landed on the quay and picked our way through a reeking tank farm, handkerchiefs clamped to our faces. The streets were crowded with people with red eyes, haggard faces and beautifully shiny hair. Pushing through them, we headed for the agricultural hinterland. Here, someone was harvesting a field of opium poppies and an orchard of kumquats, while in a shed somebody else was prodding at the anal glands of what might have been a musk deer. The results were going into one huge tank from which proceeded sloshing noises. The operative by the tank was coughing and looked ill. There was a splendid panorama of lavender, rose and patchouli fields stretching down to the harbour. Beyond it our boat lay anchored. As I watched, a huge pink tanker with L’Oreal painted down the side surged in, ran the boat down and came alongside. ‘We’re trapped!’ I cried. ‘Never mind,’ said the operative, coughing. ‘Plenty of jobs. We don’t last long.’ He died. I began to weep. Cold tears streamed down my face Not tears. I was in the shower, and the hot water had run out. Singing a song of deliverance, I lunged for the towel, trod on the soap (it had been on the ground all the time) and broke my knee. But what is a broken knee next to a job on a shampoo farm? cinema THE PROGRAM (15) Not a re-release of James Caan’s 1993 football drama, but director Stephen Frears (P HIL OMEN A, TH E QUEEN) nevertheless chose sport for his latest masterpiece, specifically cycling and the topical issue of doping. As with Alex Gibney’s 2013 documentary THE ARMSTRONG LIE, Frears’ luminously shot film revolves around 7-times Tour de France victor, Lance Armstrong, but his fictionalised account focuses more on how the cyclist, played by Armstrong-lookalike, Ben Foster, took drugs for initially idealistic reasons and as success followed, the intricacies of his cover-up. The involvement of rogue sports doctor Michele Ferrari (Guillaume Canet, TELL NO-ONE) and the dogged persistence of investigative journalist David Walsh (Chris O’Dowd, CALVARY) are given much weight in John Hodge’s (TRAINSPOTTING) cracking, cat’n’mouse screenplay, the whole amounting to a terse cautionary tale for our times. RED ARMY (15) The once indomitable Soviet ice hockey squad is the subject of this wryly entertaining documentary seen largely through the prism of its star player, Viacheslav ‘Slava’ Fetisov, who ultimately defected to a lucrative career in America. Fetisov, a skilled if sometimes brutish player is also a garrulous character with a colourful history which allegedly involved palling up with Vladimir Putin, dark dealings with his communist bosses and monumental bust-ups with sporting comrades. THE LADY IN THE VAN (12) Maggie Smith reprises her role in Alan Bennett’s hit stage play as the elderly Miss Shepherd who occupied a decrepit Bedford van parked in his Camden Town driveway for 15 years. Having directed the play, regular collaborator, Nicholas Hytner (MADNESS OF KING GEORGE) agreed to helm Bennett’s screen adaptation, and to delightful, deceptively multilayered effect. No slave to personal hygiene, nor indeed polite diplomacy, Smith’s wonderful take on this cantankerous English eccentric is well matched by Alex Jennings playing Bennett as both her somewhat bemused benefactor and astringent observer. Cicchetti Bar, Ludlow

PART from a brief celebratory notice on its opening, two years ago, on his web-thingy, Mr Pernickety has not, until now, reviewed Ludlow’s Cicchetti Bar, even in the Woolly Organ. He hadn’t done so because, if this place has a fault, it is its very tininess – less than twenty seats – and the review that it deserved might have threatened his own chances of enjoyment by encouraging hordes of his Broad Sheep followers to turn up there, stuffing the place out and depriving him of a seat when he needed one. By now, Mr P believes, anyone of intelligence in The Marches with a nose for the zeitgeist should have heard of the Cicchetti Bar and thus this report is aimed at those residing at the outer limits of this paper’s mighty footprint, in the unpeopled, heather-clad vastness of the central Pay de Galles, where few potential new punters live.

The arrival of Martyn and Jayne Emsen in Broad Street with their Smokehouse Deli and Cicchetti Bar has proved a milestone in Ludlow’s gastronomic history. Some readers will be aware that Martyn founded and ran for years the Jolly Frog on the way to Leintwardine, an exceptional restaurant which hasn’t been quite the same since he sold it and left to concentrate on his excellent smokery, and more latterly to indulge in what he enjoys most – the extraordinary and sublime qualities of Italian delicacy, as well as nursing salami sausages and sides of finest bresaola across the silent spinning blade of his precision-engineered, hand-powered meat slicer. This he does in a tiny space behind the counter, while cooking every hot meal served in the place, which can be as many as 180 between the hours of 8am and 6 pm. For his review, Mr P took his lovely Companion to the Cicchetti Bar for lunch last week. Always short on foresight, Mr P hadn’t booked, and when they arrived every seat on the inside was take, and the autumnal chill precluded an al fresco lunch. Mr P was feeling quite grumpy about his own bad planning when, in answer to a hurried prayer,

an old couple guzzled up the last of their coffee and vacated a nearby table. Mr P’s gastric juices were already flowing at the aroma of strong flavoured Italian cuisine, and he was in no mood for chivalry. He pounced on the table before anyone else could, and squeezed the LC between the table and the people behind. Regulars at the Cicchetti Bar accept this intimacy with good humour, while the chef beams from behind his counter, twiddling his moustache, imparting quiet sardonic asides and items of actionable gossip. Mr P and the LC kicked off with an Antipasto Supremo (£10) which they shared. It was a cornucopia of treats – scrumptious, almost addictive smoked mussels, fresh fillets of anchovy, a blob of buffalo mozzarella, a few slivers of posciutto di Parma, smoked salmon from Martyn’s smokehouse and pate made from it, dolmades , salami, baby clams.... and more stuff Mr P has forgotten... a cuddly toy, perhaps? Every mouthful of the antipasto was a joy, helped by occasional sips of the good house Valpolicella. For a main course, the LC ate a bowl of Spinach Tagliatelle with a Walnut Sauce, a new and delicious taste to Mr P, while he experienced a late breakfast of kippers on toast with a poached egg on top. The toast was a thick slice of Price’s baguette, the kippers a delicate pale amber, lightly brined and smoked in the Ludlow Smokehouse and among the best Mr P has tasted (and he is a committed kipperphile). He looked at the LC’s happy face. More mouthfuls of pure pleasure, and both main dishes at £7 a throw! So far, so sublime. Mr P’s gentle call of ‘Piu vino, per favore’ summoned up another glass of Valpollicello, followed by a serving of a tiramisu as good as any you might be served in the Veneto of Northern Italy, where this wonderful dish originated. The LC was replete and pursed her lovely lips, though only fleetingly, as Mr P ordered an espresso and a thistle shaped glass of grappa, as a coda to a fine light luncheon. They rose to leave feeling as sprightly as when they’d arrived – perhaps even a little sprightlier – while they wandered off happily to resume their day’s work. And all for £40. IVE years ago, not long before he was promoted to editor of Positive News, I had a short but memorable chat with Sean Dagan Wood. We were talking about the potential for change. As a journalist reporting on the green change makers in action, I found his vision of the world uplifting. He saw a global smorgasbord of green business and innovation, bubbling away beneath the surface … a parallel, stronger and more resilient society, ready for us all to step across to.

The image of this ‘parallel society’ in the making has stayed with me … and with it the conviction that no matter what is going on that is difficult and worrying and even downright destructive, still there are enough people … bold people, creative people, committed people … who will always be working inexorably towards establishing the infrastructure and systems that allow us to change, reversing the damage to natural ecosystems, and ensuring there is a future. This parallel society, these people beavering away, the ideas that they worked on, have steadily grown up. And they have drawn in all kinds of people, in all different countries and from all parts of society from big business to small business and maverick inventors, and from digital to agricultural to public sector. We will always have the change makers whose appetite for challenge is not limited to the narrow confines of profit and power. Funding for the change makers is often tight, and so they learn to work with lean budgets, making the most of not that much. Those working outside the security of big business have placed much hope on the potential for cooperatively owned renewable energy to fund R&D in other areas of green development and systems innovation. They have crafted triple bottom line business plans and burned the candle at both ends because they cared about what they were doing. And sometimes some of them had to supplement meagre income for their families with meagre, but vital, tax credits. Right now, for green organisations and business ventures in the UK, times are tough. The Feed in Tariffs are under the axe, tax credits are being replaced and funding streams have dwindled. Investor confidence in green tech may be growing in other countries, but it has wobbled in the UK. In the absence of steady, long-term government support, private investors are less willing to take up the mantle. Trawling for lasting financial solutions that do not force compromise, I discovered the work of Mariana Mazzucato. She is a much admired Professor of Economics and Innovation at Sussex University and recently became one of a small group of talented, progressive economic advisors to the Labour party that also includes Joseph Stiglitz and Thomas Picketty.

Mazzucato makes the point that ‘the market’ is only able to influence the rate of change not the direction of change. This is important. We have to get away from the notion that any growth is good. How can growth that causes deep, lasting and irreparable damage to essential ecosystems or human wellbeing be good?

In order to re-direct change you have to intervene. Mazzucato points to the story of Silicon Valley for inspiration. In the early years of computer technology, before we had even dreamed of I-pads, smart phones, social media and superfast broadband packages from BT, it was government investment … i.e. public investment … that made early development in Silicon Valley possible. Government bodies helped to kick start the digital revolution. And by dint of an incredible surge of human creativity and sharing of skills something amazing began to take place. It was only when the potential for success became apparent that private investors stepped in. So this is the thing. In order to bring green technology and systems innovation through the risk stages, to the point where we have mature technologies, green infrastructure being established at a suitable rate and business models with environmental and social justice stitched in, we need public investment. In the UK subsidies still seem to go into the wrong places. Marketing strategies to sugar the pill of environmental degradation are no solution. Investment is needed to re-direct the economy.
