Stay healthy this season with these tips. You hear that? It’s a collective sigh of relief that warmer weather is finally here. No more heavy coats, biting winds and mounds of snow. Yes, you’re thankful to leave all that behind, along with the holidays. Because while it was great to see all your loved ones, the affect those get-togethers had on your waistline was less than flattering. But thankfully, warmer weather is here and that means it’s time to toss off those extra layers from both your wardrobe and yourself so you can find a healthier you this season. To do so, add these five tips to your daily routine as soon as possible. * Find your starting point. Before you can improve your health, you first need to realize where you are starting from. Create your own health profile by seeing your doctor for your annual physical. Record your height, weight, blood pressure, cholesterol and other
important levels. Then monitor your numbers throughout the season to see how they improve. * Drink more water. Your body is made up of roughly 70 percent water and medical experts recommend you drink nine to 13 cups a day, depending on your height, weight and gender. If you want to avoid caffeinated or sugared beverages, look for a water that can help replenish your body with essential minerals, such as Good & Delish Electrolyte Water or the Good & Delish Iceland Spring Water, which is bottled at the source and imported from Iceland’s fresh glacial springs. Both can be found at Walgreens, and will quench your thirst while also giving your body the fuel it needs to power through the day. * Set realistic goals. Sleeping eight hours a night is recommended and it’s also important you try to go to bed and get up at the same times whenever possible. The more you can stick to a set sleep schedule, the better your long-term health will be. Warmer weather is seen as a time of rebirth and rejuvenation and that makes it the perfect opportunity for you to create the new you. Play Ball! Stadium Safety Tips…
“I love this time of year! Baseball season is now officially here. Whether you’re going to a professional baseball game or to your local neighborhood field, keep your eye on the ball and make safety a priority so that your stadium experience is more like a home run than a strikeout says Fire Chief Sam DiGiovanna.” First Pitch – Sometimes your team may not be so hot, but the weather may be. Keep hydrated with water and other fluids especially if you’re sweating and/or your seats are in the sun. Strike One – Whether it’s sunny or cloudy, there’s still the potential for sunburn. Don’t cry foul when you realize you’re getting burned. Speaking of fouls, foul balls and broken bats have the potential to enter the seating areas and concourses. Be aware of what’s going on so that you can avoid being hit by bats or balls that fly your way. Ball One – When a baseball is hit or thrown into the stands,
excitement ensues. Others will try to be the ‘all-star’ and want that ball. If it’s theirs be a good fielder and back off. If you’re sitting or standing near a railing don’t reach over the railing to attempt to catch the ball. It doesn’t take more than a second for an accident to happen while reaching for it. Strike Two – Look at the stadium’s seating chart to see where your seats are located so you can get an idea of what kind of clothing to wear. Dress in layers so that you can be comfortable no matter where you’re sitting. Bring a raincoat along if there’s a chance it could rain. Foul Ball? – Remember, “You don’t always have to catch the ball.” What I mean here is, when someone throws you a negative comment, look or attitude, drop it. It’s out of play. Forget about it. Maintain a good attitude, be patient and maintain sportsmanship conduct at all times. We’ll all be Champs if you do so. Practice this on and off the field!

April is the start of the Elks year with a new corps of Lodge officers on hand and a full calendar of charity events scheduled. Thirteen (13) new members joined the local Lodge at a recent initiation meeting. From the City of Mission Viejo were: Rodney Bradley, Donna Brown, Patricia Reiger, Robert Ruesch, Yvonne Styhr, and Charles Washburn became members. San Juan Capistrano residents were: Richard Fentiman, Douglas Watt, and Claude Weatherwax. Laguna Niguel residents were: Thomas Basom, and Franklin Gambino. Also becoming members were: Gary Beadle of Las Flores and Ronald Peterson of Rancho Santa Margarita. Newly installed Exalted Ruler (ER) Mike Klinger and his corps of officers conducted the impressive initiation ceremony. Following the program, ER Klinger said, “It’s wonderful to hear our new members talk about their reasons for becoming Elks. So often they say they had been looking for a way to give back to the community, but with limited hours or resources, they found it hard to find a reasonable way to do that. I love it when they say

Red Skelton’s Horse Ranch for sale!
In the old days, many entertainers could do it all - singing, dancing, acting and comedy - such as Red Skelton. With a career spanning more than 70 years, Red began working at the age of seven in order to help support his family. His father, a clown with the Hagenbeck-Wallace Circus, had died before he was born leaving the family destitute. From selling newspapers and other odd jobs to eventual minstrel shows to a showboat, to stock theatre to burlesque and the circus where his father had performed as a clown, Skelton never slowed down. When working for a traveling medicine show, his accidental falling off the stage made people laugh so hard it was incorporated into the show, and it was then that he knew what he wanted to do more than anything else - make people laugh. He moved on to Vaudeville and from there parlayed his talent into radio, television and film. Today, some are still familiar with The Red Skelton Show, which ran for 672 episodes and won the 1959 Golden Globe for Best TV Show. He also found his footing as an actor appearing in such
classics as the Dr. Kildare medical dramas, Ziegfeld Follies, Ship Ahoy and a multitude of others. A man of many talents and achievements, Skelton was a creative genius who excelled in writing stories, publishing six books. As an artist painting clowns, he made more money from the sale of his paintings, prints and lithographs than he did in television. Red Skelton also loved horses. So much so that he owned a 600acre horse ranch in the Anza Valley of Riverside, California. The ranch was laid out as a breeding operation and equipped for ease and function. Today the ranch is for sale with listing agent Star Evans of Coldwell Banker Residential Brokerage. Surrounded by equestrian fencing, improvements include living arrangements of four houses of wood and stone and a three-studio bunk house. In addition to parking for at least 16 cars and various covered carports, there is a 10-car garage to peak the interest of collectors. The main house, surrounded by trees and green lawn features a
great room, vaulted ceilings, brick fireplaces, a sunny kitchen and rustic wood finishes. Overall there are eight bedrooms, eight baths and almost 10,000 square feet of living space for owners, family, guests and farm hands. Horse facilities include a warehouse, hay barns, equipment barns, stallion stable, indoor and outdoor riding arenas and facilities for visiting horses, ten wells, a threesided walk-in shelter and multiple
paddocks. The ranch is an ideal location to get away for privacy, quiet time, recreation, beautiful mountain views and still be close to Palm Springs and San Diego. Table for Ten Culinary event raises $450,000 for charity Photos by Bob Hodson and Tony Lattimore One of the most enjoyable charity events that I have had the privilege to attend is the Table for Ten and this year was their 12th annual culinary spectacular for a sold-out crowd of 320 guests at Laguna Cliffs Marriott Resort and Spa in Dana Point. The event attracts gourmet food and fine wine lovers from throughout Southern California for a culinary experience second to none. Orchestrated by KM Productions for deserving nonprofits in the area, guests enjoy a scrumptious five-course table-side feast, with superb wine pairings. Opening the ballroom doors, the first thing you see is thirty-two tables, each one beautifully decorated from each participating restaurant and individual gourmet food and wine experiences at each chef’s bidding. It was very exciting to go around each of the tables and see their creative work – so beautiful and inviting as each restaurant out did themselves. My guest and I were seated at the StillWater Restaurant table and enjoyed an amazing five course dinner from Chef Stephen Kling. He really is amazing explaining each dish as well as the the wine pairing that went with it. We started with an appetizer, Canadian Langoustine, Coconut Curry, Sweet corn relish with Cherry Stone Clams and Kaffir. Course number two gave us hand torn pasta, Cremini, Pecorino and Foie Gras. Next up was a salad with Leroy Fjord Steelhead Salmon, English Pea, Tomato, Fine herbs, Ikura and Basil Oil. The entry was an amazing melt-in-your-mouth Braised Wagyu Beef cheek with cauliflower puree, crisp leek and Honshiemji Mushroom. For dessert we enjoyed Affogato: Espresso, French Vanilla ice cream and crushed cookies. And each course was paired with a lovely wine – some came from from France, Italy, and the Sonoma Coast. The live auction was led by gavel girl DawnMarie Kotsonis featuring overthe-top opportunities. The Pelican Hill Resort experience went for $7500; it included an overnight stay in a luxurious four-bedroom 3580 square foot villa with around the clock butler service. Ten lucky guests or a family will stay and enjoy this getaway which includes two 50-minute massages or a round of golf and 10 guests will be treated to a Coliseum Pool and Grill Cabana Chef’s Dinner. Two lucky winners walked away with the Puerto Vallarta Escape valued at $10,000 as it was sold twice for $7000 each. Four nights and five days at the Villa Balboa Resort on Puerto Vallarta’s Gold Coast for up to 12 guests, this experience is pure luxury in a 12,000 square foot ocean front villa. Included is chamber maids, house men, English speaking concierge and administrator – talk about pampering! A highlight was an autographed guitar which went for $8500 – it was signed by nine music legends, such as Chuck Berry, Carlos Santana, BB King, Neil Young, Eric Clapton and Pete Townsend, as well as a 57-bottle fine wine raffle called “50 Shades of Grape.” Along with auction monies raised, dinner costs were absorbed by the restaurants and chefs, with special underwriting from event sponsors and a Fund-A-Need auction, making it possible to give nearly $450,000 in net proceeds, divided between the two deserving charities - The Teen Project and Vocational Visions. Among those attending who were integral to its success were The Teen Project Founder Lauri Burns as well as Title Sponsor Mike Danzi, Chairman/ CEO of Legacy Pharmaceuticals International. Danzi was honored, as was Chef Chair Rachel Haggstrom, executive chef of Balboa Bay Resort, for her longtime commitment to Table for Ten. Among business sponsors were Legacy Pharmaceuticals, Int’l, Preferred Hotels & Resorts (CEO Lindsey Ueberroth was present), Wahoo’s Fish Taco (Co-founder Ed Lee was present), Rutan & Tucker, Pacifica Hotels, SeatXChange, and more. The two charities were Vocational Visions and The Teen Project. Vocational Visions’ programs, services and personalized support develops the talents of adults with disabilities by creating pathways to employment, life-long learning and social inclusion. ABOUT BRADFORD J. SALAMON Along with traditional schooling at the Art Institute of Southern California, Bradford J. Salamon is a painter who refined his skills during private tutorial sessions under the watchful eyes of working artists such as Jeremy Lipking and David Leffel. With a body of work spanning from charcoal portraits to gestural landscapes, from intimate interiors to narrative scenes, Bradford is most celebrated for his intuitive oil portraits of both famous and ordinary people. Each year, millions of Americans make New Year’s resolutions to achieve personal or professional goals. For many, that means focusing on improving health and wellness. You tell yourself this is going to be the year you join a gym, eat better or drink more water. Yet that commitment often falls short, as a recent survey suggests less than 10 percent of Americans achieve their resolutions. There are many reasons people fall short of their goals, including setting the bar too high or being overly restrictive, which can lead to small failures and setbacks. However, there are easy ways to get back on track. A Global Water Survey, published by Nestlé Waters and Kantar TNS, revealed 94 percent of American respondents believe drinking water helps maintain a healthy lifestyle. One key to jumpstarting a healthy lifestyle is staying hydrated by drinking more water. With so much focus on food, beverage choices are often overlooked. With no calories or added sugars, water is a smart choice to stay hydrated. Here are four tips from Sarah Ladden, a registered dietitian and Director, Nutrition, Health and Wellness at Nestlé Waters North America, to help you stay hydrated in 2017 and beyond. Good habits shouldn’t feel bad. Overly restrictive commitments can set you up for failure. Instead, adopt
small and manageable changes to your daily routine and they can add up to big changes over time. For example, swapping just one 12-ounce (140 calorie), sugar-sweetened beverage with water each day could cut up to 50,000 calories and more than 65 cups of sugar from your diet in a year. Replace what you lose. Adults are made up of 60 percent water, which needs to be replenished throughout the day to help you maintain a proper fluid balance. Keep water within reach all day – a pitcher on the kitchen
counter, a bottle in your car’s center console, a refillable bottle at your desk – to keep healthy hydration top of mind. Add some sparkle to your day. Sparkling water is a great option for those who favor something other than plain water. With zero calories and no added sugar, sparkling water is a delicious, refreshing choice for healthy hydration. When entertaining, consider adding a DIY sparkling water bar to your repertoire – just put out some sparkling water, sliced fruits,

Be aware of food allergies when bringing treats to school
Back-to-school season is in full effect and parents are preparing their children for a safe and successful school year. At the beginning of the school year, many teachers organize a list of parents who will supply treats for special occasions throughout the year. For students, treat time at school is a big deal. The children look forward to sampling the different goodies, and the parents consult with each other and explore recipes to find the perfect treat that everyone will love. As the school year gets underway, parents, teachers and school staff need to keep in mind children who have food-related allergies, both in the classroom and in the school building. Food is a very important part of the school day - from snacks and treats to the lunch served, but children with food allergies could face extreme consequences if they come in contact with certain foods. All states have laws governing how schools protect students and employees with allergies and asthma, but these laws vary from state to state. Some have comprehensive public policies supporting people with asthma, food allergies, anaphylaxis risk and related allergic disease, and those states are recognized by the Asthma and Allergy Foundation of America’s (AAFA) State Honor Roll of Asthma and Allergy Policies for Schools. AAFA’s State Honor Roll identifies how states either excel or don’t yet make-the-grade for these policies. Check out what laws and policies have been established in your state at www. StateHonorRoll.org. Also keep the guidelines from your state in mind as you purchase or make treats for your
child’s classroom, from Halloween all the way to Valentine’s Day: * Check with the classroom teacher and the school first about foods that should not be brought into the school building. Some children have extreme allergies, such as to peanuts, and can react to minimum contact like touching a door handle that had been previously touched by someone handling something with nuts. Any food can cause an allergic reaction, but milk, soy, eggs, wheat, peanuts, tree nuts, fish and shellfish allergies are some of the most common. If purchasing a snack, read the ingredients list carefully, and double check it against the allergy list provided by the school. * When preparing the foods - or shopping at the grocery store - make certain the items you’ll be taking to the classroom don’t come in contact with foods that are barred from the school. This includes washing pots, pans and utensils thoroughly before blending ingredients when baking at home. * If your child has been diagnosed with a food allergy, consider making special treats he can enjoy without worrying about the snacks containing the foods he’s allergic to. Also develop an allergy action plan with your child’s doctor, teacher and the school nurse. A free asthma/allergy action card is available from AAFA on the State Honor Roll website, which helps you outline what foods to avoid, what medications to keep (an epinephrine auto-injector is the best first-line emergency treatment), what to do in case of emergencies, who to contact and more. The AAFA site also has many other pages of free information and tips about food allergies.
Encourage your children to enjoy special treat time at school. But also encourage them to be aware that some of their classmates may have serious reactions if they are to come in contact with certain foods. And when preparing a special treat for the classroom, keep food allergies at the forefront of your thoughts, and the celebration will be much more fun for everyone since children with food allergies won’t have to worry about the foods they’re eating. - (BPT)

Something about spring seems to inspire us to lavish attention on our homes. Incorporating light into interior design can go far beyond a few strategically placed, attractive lamps and some upgraded overhead lights. It’s possible to use both natural and artificial lighting to complement other decor and architectural elements, and to create a brighter, upbeat mood that’s perfect for warm weather. Not sure where to begin? Here are a few concepts to keep in mind as you begin decorating with light: Natural beauty There’s no debating the benefits of natural light for boosting mood. After dark, short winter days, spring brings abundant sunshine, and you can put all that natural light to work in your home. Boost daylighting by lightening up window treatments to admit as much sunshine as possible, choose fresh paint colors that interplay well with the direction from which light
enters a room, and consider adding skylights to rooms that demand drama or where adding a window isn’t practical. A relatively low cost home improvement that can be accomplished by a professional in a day or two or over a single weekend, adding a skylight not only enhances home decor, it delivers energysaving benefits as well. Skylights can help reduce dependence on artificial lighting - saving money on electricity bills. Replace heavy winter drapes with translucent sheers that admit natural light and give rooms an airy, open feeling. Upgrading other light sources While you take steps to maximize the amount of natural light that enters you home, artificial lighting will always be needed, especially when spring showers darken the skies for a while. Choose light fixtures - including floor and table lamps - that continue the bright, easy atmosphere you’ve already created with color and natural light. Keep in mind the importance of layering light with a mix of sources throughout a room, and choose lighting styles that fit the room’s purpose. For example, in kitchens where a lot of work gets done, overhead and under-counter lights provide the best
illumination for cooking and other chores. In bedrooms, wall sconces and table lamps provide softer, more soothing light. Don’t overlook energy efficiency when you’re revamping your artificial lighting. Spring is a great time to boost your home’s energy efficiency by replacing old, electricity-guzzling incandescent light bulbs with energysipping CFLs and LEDs. While these bulbs may cost more to purchase, you’ll save money over their usable life. Caribbean Pineapple-Lime Ice Cream
Makes 12 servings Ready in 4 hours 1 (20-ounce) can crushed pineapple in pineapple juice, undrained 1 (14-ounce) can Eagle Brand Sweetened Condensed Milk 3 tablespoons fresh lime juice 1 teaspoon grated lime peel 2 teaspoons vanilla extract 4 to 5 drops yellow food coloring (optional) 1 cup heavy cream 1. COMBINE undrained pineapple, sweetened condensed milk, lime juice, lime peel, vanilla and food coloring, if desired, in a large bowl; mix well. 2. WHIP cream in medium bowl with electric mixer at medium speed until stiff peaks form. Fold into pineapple mixture. 3. POUR into 9 x 5-inch loaf pan or 2-quart freezer-safe container. Cover; freeze until firm, about 3 hours.

Makes 3 dozen Ready in 3 hours Bottom Layer 1 (17.5-ounce) package sugar cookie mix 1/2 cup butter, melted Cream Cheese Pineapple Layer 1 (8-ounce) package cream cheese, softened 2 large eggs 1 (14-ounce) can Eagle Brand Sweetened Condensed Milk 1 teaspoon vanilla extract 1 (20-ounce) can crushed pineapple in juice, drained, reserving 2 tablespoons juice Coconut Layer 1 1/2 cups flaked coconut 1/2 cup macadamia nuts, chopped 1/4 cup butter, melted 1. HEAT oven to 350°F. Line 13 x 9inch baking pan with foil, extending foil over edges of pan. 2. STIR cookie mix and melted butter with fork until crumbs form. Press evenly in bottom of prepared pan. Bake 12 to 15 minutes or until lightly browned. 3. BEAT cream cheese in medium bowl with electric mixer on medium speed until smooth. Beat in eggs just until blended. Beat in sweetened condensed milk, vanilla and 2 tablespoons pineapple juice. Pour over warm crust. Sprinkle drained pineapple evenly over top. 4. STIR coconut, macadamia nuts and butter in small bowl until evenly moistened. Sprinkle over pineapple layer. 5. BAKE 30 to 35 minutes or until filling is set and coconut is lightly browned. Cool 1 hour on wire rack. Chill 1 hour. Cut into bars.

Makes 18 to 20 servings Ready in 8 hours Crisco® Original No-Stick Cooking Spray Cake 1/2 cup Smucker’s® Caramel Flavored Topping 1 (18.25-ounce) box Pillsbury® Moist Supreme® Devil’s Food Premium Cake Mix 1/2 cup Crisco Pure Vegetable Oil 3 large eggs 1 1/4 cups water Flan 4 ounces cream cheese, softened 4 large eggs, at room temperature 1 (14-ounce) can Eagle Brand Sweetened Condensed Milk 1 (12-fluid ounce) can PET® Evaporated Milk 1 teaspoon vanilla extract 1. HEAT oven to 350°F. Coat 12-cup fluted tube pan with no-stick cooking spray. Place piece of rolled up foil in tube opening of pan to prevent cake from baking over top. Pour caramel flavored topping into prepared pan. 2. PREPARE cake mix according to package directions using the oil, eggs and water. Pour evenly over caramel flavored topping. 3. COMBINE cream cheese, eggs, sweetened condensed milk, evaporated milk and vanilla in blender container. Process until blended. Pour slowly over cake batter. 4. COAT piece of foil with no-stick cooking spray. Cover pan tightly with foil and place coated side down. Place pan in large roasting pan. Pour hot water into roasting pan to a depth of 2 inches. 5. BAKE 2 hours or until toothpick in center still has a few moist crumbs. Place cake on cooling rack. Cool 15 minutes. Remove foil and invert onto serving plate. Cool 1 hour at room temperature. Chill 4 hours or overnight. TIP: Be careful when inverting hot cake onto serving plate. Place plate upside down on top of pan, place another cooling rack on top, then invert.
Passion Fruit Cheesecake
Makes 12 to 16 servings Ready in 11 hours Crisco Original No-Stick Cooking Spray Cheesecake 30 gingersnap cookies 3/4 cup pecans 6 tablespoons butter, melted 4 (8-ounce) packages cream cheese, at room temperature 1/2 cup sugar 1 (14-ounce) can Eagle Brand Sweetened Condensed Milk 4 large eggs 1 cup frozen passion fruit pulp, thawed or 1 cup passion fruit puree Passion Fruit Glaze 2/3 cup frozen passion fruit pulp, thawed or 2/3 cup passion fruit puree 1/2 cup sugar 1/2 cup water 1. HEAT oven to 350°F. Coat 9 x 3-inch springform pan with no-stick cooking spray. 2. PROCESS cookies and pecans in food processor until fine crumbs form. Place in small bowl. Stir in melted butter until evenly moistened. Press evenly onto bottom of prepared pan and 1-inch up sides. Bake 10 minutes. Cool on wire rack. Wrap foil around bottom and sides of pan. 3. BEAT cream cheese and sugar in large mixing bowl with electric mixer on medium speed until smooth. Pour in sweetened condensed milk gradually, beating until blended. Beat in eggs just until combined. 4. MEASURE 2/3 cup of cheesecake and pour into small bowl. Whisk with 1 cup passion fruit pulp until blended. Pour remaining cheesecake into cooled crust. Spoon small dollops of passion fruit mixture over top of batter. Swirl with knife to make marbled appearance. 5. BAKE 60 to 70 minutes or until center is almost set. Cool 1 hour on wire rack. Chill at least 8 hours or overnight. 6. To make glaze: COMBINE fruit pulp, sugar and water in small saucepan. Bring to a boil on medium high heat. Cook 15 to 20 minutes or until mixture begins to thicken and measures about 2/3 cup. Place in small bowl. Cool completely. 7. REMOVE cheesecake from pan. Place on large serving dish. Spread glaze over top.

Recipe courtesy of the National Honey Board 2 cups graham cracker crumbs 1/2 cup butter or margarine, melted 4 packages (8 ounces each) cream cheese 3/4 cup honey 1/4 cup flour 5 eggs 1/3 cup heavy cream 1 tablespoon lemon zest, grated 1 teaspoon vanilla fresh berries, for garnish fresh mint, for garnish To make crust: In small bowl, stir together graham cracker crumbs and butter until well blended. Press mixture evenly onto bottom and sides of greased 9-inch springform pan; set aside. Heat oven to 350 F. To make filling: In electric mixer bowl, combine cream cheese, honey and flour. Beat until smooth. Add eggs one at a time, beating well after each. Beat in cream, lemon zest and vanilla. Pour cream cheese mixture over crust; bake 15 minutes. Lower oven temperature to 200 F and bake 1 hour and 30 minutes longer, or until center no longer looks wet or shiny. With oven off and door ajar, let cheesecake cool 1 hour in oven.
Remove cheesecake to rack to cool completely. Cover and refrigerate cheesecake at least 4 hours before serving. Garnish with fruit and fresh mint. Pair with chardonnay like Joseph Carr. NOTICE is hereby given that the City of Rancho Santa Margarita City Council will hold a public hearing and public comment period for the Action Plan for Fiscal Year 2018-2019. This action is taken in compliance with federal regulations [24 CFR 91]. As a recipient of Community Development Block Grant (CDBG) funds, the City is required to prepare a Consolidated Plan every five years. The City is also required to update the related Action Plan on an annual basis. The Consolidated Plan is a five-year strategic plan that identifies housing and community needs, strategies to address needs, and programs/ resources to address these needs. The Action Plan delineates proposed activities to be funded under the U.S. Department of Housing and Urban Development’s (HUD) CDBG program.
The Orange County Sheriff’s Department will make publicly available inmate release dates through the existing “Who’s in Jail” online database. This action will enhance communication between the Sheriff’s Department and our law enforcement partners to remove dangerous offenders from our community. Senate Bill 54, which took effect on January 1, 2018, placed restrictions on collaboration between local custody operations and federal law enforcement authorities. The legislation specifically prohibited local law enforcement’s communication with Immigration and Customs Enforcement (ICE) on the release of certain undocumented offenders. This provision of the law increases the likelihood of dangerous offenders being released back into the community. The law, however, does not limit information that is available to the public. SB 54 provides sheriffs with the discretion to respond to ICE’s requests for notification of the pending release of specified serious offenders under the TRUST Act. Sheriff Hutchens directed staff to respond to requests from ICE for any criminal who meets the specifications. From Jan. 1 to March 19, 168 inmates who fall within
this provision have been released to ICE custody. Sheriff Hutchens joined law enforcement leaders across the state in opposing SB 54 when the legislation was first proposed in December 2016, as provisions in the bill hindered collaborative efforts to remove serious offenders from the community. Additionally, the law is inconsistent with widely accepted best practices of open communication amongst all levels of law enforcement. Both Sheriff Hutchens and Undersheriff Don Barnes actively engaged with legislators to encourage defeat of the bill. While these efforts resulted in the removal of some harmful sections of the bill, the final version limited communication in a way that puts the public at risk. “SB 54 makes local law enforcement’s job more difficult and requires bureaucratic processes that could allow dangerous individuals to fall through the cracks of our justice system,” said Sheriff Sandra Hutchens. “My department, however, remains committed to cooperating fully with federal authorities in all areas where I have discretion to remove serious criminals from our community.”
30-Day Public Comment Period The required 30-day public comment period for the 2018-2019 Annual Action Plan will commence April 9, 2018 and will end May 8, 2018. The draft document will be available for public review upon request at the public counter at Rancho Santa Margarita City Hall – 22112 El Paseo, Rancho Santa Margarita 92688. City Hall is open Monday through Friday, 8 AM to 5 PM. The draft will also be posted on the City’s website (www.cityofrsm.org). Written comments regarding the draft Annual Action Plan may be submitted to the attention of Mike Linares at the City Hall address. All written comments must be received by the City no later than 4 PM May 8, 2018. 2018-2019 Action Plan HUD has not notified the City of its final CDBG allocation for 2018; however, for planning purposes, it is anticipated the City will receive an allocation of $180,000 in CDBG funds for Fiscal Year 2018-2019. Consistent with HUD’s guidelines, once the 2018-2019 CDBG grant is announced by HUD, staff will adjust the proposed allocations listed below by a uniform percentage based on the final grant amount and taking into consideration any conditions set by the City Council.
