Q&A on Making a Will

There is a common misconception that Wills are only for older people, or maybe an individual doesn't have enough assets to worry about needing a Will, however if you have personal assets such as savings or a home it is important to have a valid Will in place, no matter what your age.

Q. At what point in their life can someone make a will? And at what point should they make a will? Provided you have testamentary capacity, you are able to make a Will if you are 18 or over. There are situations where you can make a Will under the age of 18, such as if you are a soldier in the military. You should consider making a Will, regardless of your age, if you wish to leave your personal possessions, house, money or investments to a particular person or people.

Q. What are your thoughts on the idea that wills are only for older people? Wills are not just for older people, younger people may receive inheritance, own a property alone, or with a friend or partner, or be married with or without children, however these are all circumstances in which it is important to consider who your assets will pass to in the event of your death, and if the intestacy rules reflect your wishes.

Q. What advice would you give to someone who thinks they don't own enough to make a will? It is a common misconception that you have to have a certain amount in the bank or own a property/investments to be able to make a Will. Even a bank account with a 'small' amount in will be paid in accordance with the intestacy rules and with modern blended families this may not benefit the person(s) you intend. A Will doesn't just name beneficiaries, but it also appoints executors (those with the authority to actually deal with your estate on your death). Appointing executors means there should be no ambiguity over who can administer (deal with) your estate. A Will can also deal with your funeral wishes, again making your wishes clear in an already difficult time.

Q. The prospect of making a will can seem overwhelming, how do you help clients with that? At Clapham & Collinge our solicitors are experienced and knowledgeable with the process of making a Will so this means that are able to tailor advice to you and your circumstances. We take the time to discuss your situation and take your instructions, before preparing a draft Will and explaining, in everyday language, what the Will means. We will only arrange for you to execute (sign) the Will if

you're happy with it.

Q. Once clients have made a will, how can they make sure it remains valid? We recommend to our clients that they review their Will every five years, or after life changing events such as; a change in job, marriage, divorce, having a child, the death of a loved one. You may not necessarily need to amend the Will, but it is important to check that the Will still works for you even if your circumstances have changed. It is important to remember that marriage/civil partnership revokes a Will!

WANTED! COASTWATCHERS AT CROMER

offering a variety of skills and experience and full training by NCI ensures that rigorous standards are met. A close liaison exists between NCI and HMCG and other agencies within the Search and Rescue community.

The National Coastwatch Institution (otherwise known as National Coastwatch or abbreviated to NCI), this year celebrating its 25th anniversary, is a voluntary organisation set up in 1994 to restore a visual watch along UK shores after many small Coastguard stations closed due to Her Majesty’s Coastguard reorganization. During that year, two fishermen lost their lives off the Cornish coast below a recently closed Coastguard lookout. As a result, in December 1994, local people decided to reopen the lookout and voluntarily continue coastal surveillance. On the 3rd February 1995, NCI Bass Point on the Lizard was officially opened, and NCI was born.

Thanks to the philanthropy of Sir James Dyson, who has graciously accepted an invitation to become the Station’s Honorary Patron, together with significant donations from the Sheringham Shoal Community Fund and the Victory Housing Trust, the Coastwatch members have been able to fund a new modular building to replace the weather-beaten and unsafe unit which had to be removed from the site in February this year on health and safety grounds. A renewed Planning Decision Notice was kindly issued by the NNDC in July after due process. Fabrication work on the new building has commenced.

Now one of 54 stations around the coast of England and Wales, NCI Cromer watchkeepers provide the eyes and ears along the coast from East Runton Beach to Cromer Pier and 10 nautical miles out to sea carrying out visual surveillance, particularly observing the activities of vulnerable persons and monitoring radio channels, so conducting a listening watch in poor visibility. Watchkeepers are trained to deal with emergencies,

Whilst technology and sophisticated satellite search and rescue systems used by HMCG are aids to improved safety at sea, a computer cannot spot a distress flare, an overturned boat, a yachtsman or water sports enthusiast in difficulty, or children or adults in trouble whilst swimming. Other vulnerable activities like diving, kite and wind surfing, canoeing or kayaking are made safer with visual surveillance.

Situated on the cliff top in Beach Road, one mile west of the pier which appears in close-up with their high-power optics, Cromer NCI watchkeepers have reported many such incidents to HMCG or other appropriate agency in the 5 years they have been active. Although NCI is an unpaid, uniformed volunteer organisation, it approaches its business in a professional manner, maintaining a duty of care to the vulnerable and the distressed. The pro-active nature of NCI operations enables them to forewarn the Coastguard and other Search and Rescue and emergency services at the earliest opportunity in order to preserve life.

Cromer Railway Signal Box

It is not usually open to the public, but on September 20th and 21st (Friday and Saturday), as part of the national Heritage Open Days movement, the signal box will be open between 1030 and 1530.

If you've ever wondered how Britain's railways were controlled before the days of computers, the answer is – by mechanical computers. Every railway signal box was a mechanical computer and controlled its own length of the railway. Very few of these are left today. One which has been out of railway use since 2000, but is still complete, is Cromer signal box. It is the only Midland and Great Northern Railway concrete signal box left, and is run by volunteers under the auspices of the North Norfolk Railway.

There is no parking on the site, which is between the old cemetery and the Argos delivery parking lot on Holt Road, but it's an easy walk from the town centre. Note that's not suitable for the disabled as it remains as it was in the 1960s and there are steps and uneven ground. The whole lever frame and the locking (the computer part) is still in place and can be used by visitors to set up the line for trains – the trains, of course, take no notice as they are controlled from Norwich, and roll past the signal box into Cromer station regardless. NWT is Charity of the Year for North Norfolk District Council

North Norfolk District Council’s Chairman has invited Norfolk Wildlife Trust to be his Charity of the Year, with money raised supporting conservation grazing and family learning.

Dr Clive Stockton has a personal life-long association with nature and wished to support a charity that specifically works to conserve the fragile habitats of Norfolk and raise awareness of the importance of wildlife.

Funds raised by NNDC will be used in two key areas of NWT’s work across Norfolk: to support conservation grazing with rare native breeds and to extend engagement with young children in Sure

Start centres.

Conservation grazing with native breed cattle, sheep and ponies protects important areas for wildlife. Without regular grazing, many of our rare and fragile habitats and the species they support would be at risk of being overwhelmed by more dominant plants. NNDC has already shown its own commitment to conservation grazing through the establishment of its Bagot goat herd, 15 of which are on long-term loan to NWT in the Brecks. NWT’s Sure Start with Nature project introduced children and their carers to the natural world at the very start of their lives. The 2018-19 pilot was run in

partnership with Sure Start Children’s Centres in Great Yarmouth, Thetford and Corpusty, and included monthly indoor and outdoor Dr Clive Stockton nature-focused activities such as interactive sessions, sensory play and guided nature walks. Funds from NNDC would contribute to a continuing the work and, with more funding, establishing a bigger project in Norfolk from next year to help families learn about nature and wildlife together, and embrace the natural world.

Local Guild to Celebrate Ruby Anniversary

As a result of this support, ancient textile skills are kept alive and knowledge shared. “In this world of virtual games and smart phones it is important for everyone’s wellbeing to enjoy a hands-on craft,” says Sue Mitchell, Chairman of the Norfolk Countryside Guild. “Our 60 members are always buzzing with ideas and happy to share their skills”.

The Norfolk Countryside Guild of Weavers, Spinners and Dyers will be celebrating 40 years of creativity in 2020. To mark the event, the Guild will be holding an exhibition and tea party at Ludham village hall, Ludham Village Hall, Norwich Road NR29 5QQ from 1.30pm – 4.30pm on the afternoon of 28 September. The exhibition will feature all things red, including a magnificent blanket incorporating felted, knitted, woven and hand dyed panels made by Guild members. Textile Artist and Guild member, Ros Wilson, will be giving a talk entitled “A Passion for Red” to fit in with the Ruby-themed celebration.

The Norfolk Countryside Guild meets weekly at a variety of venues across north-east Norfolk. Regular workshops help members to expand their skills. “Workshops are run by very experienced Guild members and visiting tutors to give as much variety as possible”, explains Margaret Fletcher, the Bookings Secretary. “This year we have enjoyed a wide range of workshops, such as eco-dyeing, felting, basket-making and inkle (narrow band) weaving with lots more planned for the rest of the year.”

The Guild is part of a National Association founded in 1955 with the aim of helping bring together the community of craft Weavers, Spinners and Dyers. The Association is today the umbrella organisation for 100 local Guilds across the UK, providing education, a quarterly ‘Journal’ and a bi-annual

Top brass heading to Norfolk to help hospice appeal

An award-winning brass band is heading to a north Norfolk church to play a fundraising concert for a hospice appeal.

Oddfellows Brass will visit North Walsham Parish Church on Saturday 12 October at 7pm to entertain with a varied programme ranging from traditional tunes and film scores to chart toppers and original pieces.

The concert is being organised by the Trafalgar branch of the Oddfellows which is based in the town. It will raise funds for the Priscilla Bacon Lodge appeal for a new hospice, and the parish church.

The band, based in Leicestershire, was founded as Unity Brass in 1981. It has risen through the rankings to qualify for the National Brass Band Finals six times and played at London’s Royal Albert Hall. It has also toured Europe and visited Barbados four times, and has a new musical director David Holling appointed this year.

The Oddfellows sponsor the band as it symbolises the enjoyment and friendship the society aims to foster through its social events – as well as providing support and benefit for its members, along with donations to other community charities.

The Trafalgar Branch has around 600 members in an area stretching from north Norfolk to the Waveney Valley. It meets monthly, on the third Tuesday (except July and December) at the St Nicholas Rooms in North Walsham. Development officer Angie Batson said: “We are thrilled to be hosting the national brass band in North Walsham on their first return since 2012. As well as giving pleasure to the audience, the concert will raise funds for a Norfolk charity that is seeking to improve end-of-life care through a new £12m hospice, which has brought comfort to many local people.”

Domestic violence, or domestic abuse as it is now known, is a criminal matter. As its name would suggest, it happens within the context of family or between couples, and therefore, affects many of our clients. Sadly though, very few people seek the help and protection that is available to them.

Domestic abuse has been making the headlines over recent years, beginning with the introduction of The Domestic Violence Disclosure Scheme, known as ‘Clare’s Law’, named after Clare Wood, a 36 year old mother who was murdered by her ex-boyfriend in 2009. Clare never knew he had a history of violence against women.

The scheme is designed to protect potential victims from an abusive situation before it ends in tragedy, allowing partners, friends and family to ask police for information about someone’s criminal record and whether they pose a potential risk. In 2012, the government’s definition of domestic violence and abuse was amended to include controlling and coercive behaviour. Currently, the new Domestic Abuse Bill which is being considered by parliament, aims to go further by including economic abuse and other forms of manipulative non-physical abuse.

However, greater awareness and support of victims is required. People often don’t reach out for support, for fear of reprisals from the perpetrator, especially if they believe they cannot

be adequately protected by the police. Where they have children, victims may also fear social services becoming involved if they contact the police and worry that their children may be taken away from them. There are many other factors that may prevent victims seeking help, including financial, cultural, psychological or social reasons.

Local organisations offering support for victims include Leeway based in Norwich and Pandora based in King’s Lynn. Recently, Pandora received £85,000 in extra funding from the Norfolk Police and Crime Commissioner in recognition of the important work they do. Pandora currently supports 300 women on a one-to-one basis and around 140 children in the course of a year. Pandora offers a 10-week recovery programme for women who have left abusive partners to help them get their lives back together.

If you are experiencing domestic abuse and have children, you have a duty to protect your children from the abuse; therefore, you may need advice in relation to obtaining an injunction against your partner or ex-partner. You may also find that you require advice in relation to divorce, finances and living or contact arrangements for your children. Any abuse you or your children have suffered may impact on the decisions you make in these areas, and on any court proceedings taken in respect of these issues. As family lawyers, and specifically

as members of Resolution; a national organisation of family lawyers committed to non-confrontational separation, we always look out for the presence of, or risk of domestic abuse being perpetrated against our clients, and we very often see it in cases where it is not the primary reason for the client seeking our advice. However, once we become aware of the circumstances we are able to offer additional legal and practical advice to our clients who may be feeling vulnerable.

Salmon and broad bean chowder This summer has been exceptional for fruit and vegetables from the Grove gardens, and as always John’s beans are running riot.

We usually spend hours in exhaustive bean planning meetings to try to figure out the best way to get them onto the menu, and this summer we have been using them in a wonderful cockle chowder with our superb pan-fried halibut.

This salmon and bean chowder is probably a little more simple and quicker to make; however any nice thick chowder makes an excellent accompaniment to fish dishes in general.

HM Coastguard contacted Paul Broomfield, Deputy Launching Authority at Happisburgh earlier this month and informed him that an inflatable dinghy with two persons on board was drifting out to sea. Pictured is a hedgehog self-anointing. It salivates copiously and when it has a frothy mass of saliva on its tongue, it twists its body and throws its head over its shoulder to be able to flick the froth onto its spines.

Sometimes it will lift one foot off the ground and lean so far over that it falls over! It sometimes happens when a hog is moved into a different hut. I currently have two sets of mothers with hoglets.

The latest one came in on Bank Holiday Monday. Huts and sheds were being dismantled when a nest with mother and four babies was discovered. Thankfully the people who found the nest did all the right things by wearing gardening gloves and picking the whole nest up, placing them in a large box and getting them to me to lift straight into an outside hut.

It's always a worry when a nest is disturbed as mother is highly likely to reject the babies and hand rearing is never easy especially if the hoglets eyes are not open. I am having to keep a close watch on them.

Surf life-saving in North Norfolk receives further support from Sheringham Shoal Community Fund

Following its support for the North Norfolk Surf Life Saving Club (NN SLSC) in 2017, the Sheringham Shoal Community Fund is continuing to encourage and support the growth of this life saving sport in North Norfolk, making a grant to the recently formed Mundesley Surf Life Saving Club (Mundesley SLSC).

The grant is being used to fund Level 1 and 2 coaching training for a number of the Club's volunteer group leaders, and to purchase some much needed equipment Members of Mundesley SLSC with their new including rescue equipment photo courtesy Mundesley SLSC boards, marker buoys, and beach gazebos for changing. The impetus for the formation of Club has come from Mundesley resident Julie Coleman, a long-time participant at NN SLSC, who said "I am passionate about encouraging young people to use and enjoy the sea and its beaches as a playground, and surf life saving teaches them how to do so in a safe and responsible manner."

She continued "The support from the local community has been incredible, and we now have 24 regular attendees at our weekly sessions on Mundesley beach. There are also a growing number of children and young people waiting to get involved as soon as there are sufficient trained group leaders available. We hope some of these will be able to take part in the Surf Cadet programme ‘taster sessions' we plan to hold during the school summer holidays." "We are so grateful to the Sheringham Shoal Community Fund, because none of this would have been possible without its support."

Karl Butler, the Power Plant Manager of the Sheringham Shoal Offshore Wind Farm, said "This project is an excellent fit for the Sheringham Shoal theme around marine safety, and I believe it will provide the young people involved with a valuable set of transferable skills."
