Dozens of little yellow ducks are being left in the area. We are trying to raise awareness of the need for blood, stem cell and organ donation. The ducks are a little gift that could brighten someone’s day but giving blood or stem cells could save someone’s life!

Lynne Woolley from Southrepps explained ‘my little grandson has had more than 30 transfusions of blood and platelets during his cancer treatment and we are so grateful to the unknown donors’.

Easy ways to join the Greatest Team in the World and start giving blood

It’s now easier than ever to join the Greatest Team in the World by becoming a blood donor. NHS Blood and Transplant has introduced new and enhanced applications for iPhone and Android devices and an app for Windows devices is also coming soon. This is on top of recent improvements to www.blood.co.uk enabling donors to manage their own appointments in real time for sessions in England and North Wales. Potential and existing whole blood donors can register to create an online account at www.blood.co.uk or download one of the apps and register for an account. They can then book and manage their own appointments up to the day of the session and view their donation history. When using the apps you can search for a session based on your location and share that you have donated on Facebook. To download an app for your device, search 'NHSGiveBlood' in the app store. NHS Blood and Transplant’s Facebook page (www.facebook.com/NHSBlood) and Twitter page (@GiveBloodNHS) are also important ways for donors to keep in touch and have their questions about donation answered. So in addition to the 24/7 donor line (0300 123 23 23), it’s never been easier to register and become a donor. Jon Latham, Assistant Director of Donor Services and Marketing for NHS Blood and Transplant, said “We recognise that people lead busy lives and we want to make donating as easy as possible. Our recent developments enable donors to self-service 24/7 in whatever way they wish to contact us, wherever they are. They are able to make and change appointments as well as keep up to date with their blood account. These improvements are all part of our ambition to be the best blood service in the world. “We always need new donors to replace those who can no longer donate for health or other reasons, and particularly look to younger donors to join the team to protect blood supplies now and in the years to come. “While all blood groups are important, some blood groups, such as O Rh negative - the universal blood group - and B Rh negative are more vulnerable than others. It's even more important that the number of regular donors with these blood groups increases. Many people don't know what blood group they are until they make their first donation. So why not register to donate and see what part you’ll play in the Greatest Team in the World?” Donating blood is easy. However, it’s vital for patients in need of blood in accident and emergency situations, patients undergoing surgery and receiving treatment for cancer and blood diseases, and women haemorrhaging in childbirth. While overall blood use within the NHS has reduced, thanks to improvements in clinical and surgical practices, hospitals and patients still rely on more than 7,000 people attending a donation session every day across England and North Wales for the blood they need. Every donor can save or improve up to three lives every time they donate blood. In general, as long as you are fit and healthy, weigh over 7 stone 12 lbs (50kg) and are aged between 17 and 66 (up to 70 if you have given blood before) you should be able to give blood. News from the White Horse Overstrand with Head Chef Nathan Boon

Summer here and we are planning a very special Strictly Norfolk week celebrating all thats good about Norfolk food and drink and adding to that mix a host of local entertainment. Commencing Monday 21st July we have already planned much of the weeks menu with a great Norfolk Tapas offer a Lobster Grill Night, a Norfolk Pork night, with the remaining days in the week

offering a superb Norfolk Night Menu. There are Real Ales from ten Norfolk Breweries. Booking is strongly advised for all our evenings as they are certain to be very popular.

Don’t forget the Car Wash on Saturday 12th July 8am - 2pm. Its just £5 per car with all the money raised going to Overstrand Together. And while you wait for your car to be washed you can enjoy a tasty bacon roll or a slice of cake served with tea or coffee. The day is always great fun with villagers and locals all gathering to have their cars washed and if the weather is fine sitting together chatting while watching the volunteer car washers work on their vehicles.

Nathan Boon’s Recipe for Tomato Onion and Potato Gratin - Serves Four

Ingredients

450g Onions, 4 Tablespoon Olive Oil, 700g Potatoes peeled and thinly sliced, 2 Sprigs of Fresh Thyme Leaves picked, 6 Juniper Berries crushed, Butter for greasing dish, 1 Bay Leaf 450g Plum Tomatoes thinly sliced

Method

Slice the onions thinly and pan fry gently with two tablespoons of olive oil until caramelized, finish with salt and pepper. Put the potatoes , thyme, juniper berries and remaining oil in a bowl, season and mix well. Take an oval gratin dish and butter it well, then layer the potatoes, onions and tomatoes in that order, until all the ingredients have been used up, making sure you finish with a layer of potatoes, tuck in a bay leaf, sprinkle on two tablespoons of water.

Bake in the oven at 170 C. for about an hour until crunchy and golden on top and soft on the inside.

Thorpe Market Church Recycling Update

The congregation at Thorpe Market church has been involved in recycling for nearly 30 years, since long before local councils began to show any interest in this aspect of preserving the earth's resources. Like many community organisations which use recycling as a funding stream, the news that North Norfolk District Council (NNDC) are withdrawing glass skips in favour of doorstep collections came as a real shock.

Church members are meeting this challenge head-on and St Margaret's intends to continue offering this service to the local community. The NNDC skips have already been removed and replaced by a single skip from Indigo Glass Recyclers. This one skip can take all colours of bottle glass, so no more need to sort out the colours!

The paper skips continue to be well supported by the local community, for which we are very grateful.

For the longer term, a project is being drawn-up to improve the access to the skips and the car park surface in general. This will make the area safer and tidier and also offer the possibility of extending our recycling activities to other materials.

We earnestly hope that our many friends will continue to support our unique little church by saving their glass and paper for us. Margaret Hunter

Chance to Train with West End Stars

Youngsters and adults will get the chance to train with stars of the West End at a special day-long workshop in North Walsham this autumn. The event will give those who come along priority to sign up for a week-long West End Experience course in February half-term 2015 with cost of their taster day refunded if they book. It is the first time the popular West End Experience has come to North Norfolk and organisers have chosen The Atrium because of its rehearsal and performance facilities. Previously courses in Norfolk have run only in Norwich and within schools in Aylsham and Hellesdon.

Stars of shows such as Les Miserables, Mamma Mia and Wicked, among others, will work with the youngsters and adults to teach them dance routines from the shows and put them through their paces in big singing numbers as well as solos and acting. The week ends with a special performance by those taking part alongside the show stars. There will also be a performance after the taster day. Courses are also attended by a London casting agent and many student s have gone on to careers in showbusiness after attending courses. The taster day will be on Sunday, October 26, 10am-6pm at a special price of £25 per person. It’s open to children over the age of eight and adults.

AN UNIQUE OPPORTUNITY TO SEE ‘BOATS AT BAYFIELD’

Bayfield Hall is a stunning 18th Century Country House set in its own Repton-styled park in the heart of one of the most beautiful parts of Norfolk, 2 miles from the coast (Bayfield Hall, Holt, Norfolk, NR25 7JN www.bayfieldhall.com) where Robin Combe, also Patron of Rescue Wooden Boats, is generously hosting this event on 6 August from 4pm until 8pm in aid of the RNLI and Rescue Wooden Boats.

The highlight will be an Auction of opportunity to participate in a historic voyage to Dunkirk in May 2015.

The wooden lifeboat Lucy Lavers will re-make the voyage during which she rescued many troops from the Dunkirk beaches in 1940. She was the reserve lifeboat at Aldeburgh and then at Wells and Sheringham and is being restored to her original condition at Stiffkey by Rescue Wooden Boats.

In May 2015 she will set out from Wells to return in stages to Dunkirk and then make the return trip (after which she will give trips afloat in Wells).

We are auctioning ONE PLACE on each of the outward and return legs. You can also place bids by post before the auction on 6 August.

Other excitements during ‘Boats at Bayfield’ are: • A selling exhibition of Marine paintings by The East Anglian Society of Marine Artists who will be showing some of their recent work, particularly featuring traditional East Coast working vessels. A share of their sales will go to the RNLI Wells Shannon Lifeboat Appeal • Fascinating model boats Inside Bayfield Hall visitors will be able to see a selection of ship and boat models, including some intricate steam driven craft. .

• Display of boats On the lawn there will be some new and traditional wooden boats and other examples of local boat builders’ craft. • Maritime memorabilia Some items of ancient fishing and sailing gear will be available through a tombola • The Auction Will also include other maritime trips and items. TRIBUTE TO THE NORMANDY VETERANS

Sitting down, remembering days gone by, is a past time most people carry out in the comfort of their own homes, yet here I sit in the early hours of the morning in one of the best hotels in which I have ever stayed. You may ask ‘Why do I call it the best?’ A good question since that is a purely subjective statement. After all, one man’s good is another man’s bad. Well, my answer is simply that this particular hotel is full of my friends, friends of all ages. We have spent a great few days visiting cemeteries. I hear the cries of wonder, if not outrage ‘How can visiting cemeteries be great?’ If I were to tell you those cemeteries were in Normandy, you may start to get an inkling of my meaning. But, as the saying goes ‘If you have to ask you will not understand the answer’.

All over Europe – no – the world , cemeteries containing the dead of our nation sit in quiet solitude. Sometimes the footsteps of the living will disturb the insects at work amongst the roses. But for the most part our young men and women lay undisturbed. When I say young I mean it. Today I saw the gravestone of a soldier whose age was 20. Not the youngest, nor the oldest I have ever seen, but none the less a young man who was not granted the chance to live the life I have.

Standing next to me as I gaze down at the headstone (one of so many we have seen that they almost blur before my eyes), is a man of 95 years of age. Once he was young, and had to do and see terrible things in the name of peace. Over 70 years separate the two men, the two friends, yet, for a moment, a split second of time, both are young men again. The 95 year old man talks to his friend, and you can almost hear the 20 year old whisper his answer in the treetops as the wind gently rustles the leaves. No, ghosts do not walk the graveyards, just a deep sense of loss. The power of friendship draws our veterans and their families back to stand near their comrades for a short while, and that, in turn, builds new friendships, as those people talk to eac h other, sharing their experiences good and bad.

Friendship is a powerful force. We all do what we can to help our friends and we would hope they would do the same for us if we were in trouble. I have made many friends over the years. Some I have kept. Others have drifted away. But all have added something to me to make the man I am today.

When I think of the friends I have made just by talking to our WW2 veterans, and how easily I get on with them, it makes me pause in thought – for there are many I will never be able to talk to. Soon our WW2 veterans will be gone. Within 20 years their experiences will pass out of living memory. So if you know of anyone who has served their country in our all too troubled times, ask them their story. After all, it is highly possible that many of your best friends you will never meet, for they lay in the ground in quiet solitude.

Sainsbury’s North Walsham celebrates success of year-long partnership with Millfield Pre-School

A year’s worth of fundraising and awareness support from Sainsbury’s North Walsham has made a huge difference to the children, staff and committee at Millfield Pre-School.

Thanks to generous donations from customers, the store has announced they have raised £2692 in total. On the Wednesday after Easter colleagues from the store, including Rob Wilkinson, the store manager and Sarah from the clothing department went to the school and met with the committee members. Wi th the children present a little cherry tree was planted in a corner of the play area to celebrate the successful partnership. The tree had stood in the shop for the week before Easter for customers to write memories of departed loved ones and now it will be a focal point of the new garden area for children at Millfield Pre-school which was the idea dreamed up by Sarah.

When the Millfield was announced as North Walsham’s new Local Charity partner for 2013/2014, Rachel Griffiths, Lead Practitioner /Manager at Millfield Pre-School couldn’t wait to get started. “For a big retailer like Sainsbury’s to confirm a year’s partnership with us was just incredible news. I remember getting the phone-call and having a big grin on my face! We welcomed a Sainsbury’s representative to a meeting of our committee that very

evening and we worked up some great ideas that we hoped would create great feedback with the store’s customers and colleagues”.

This year’s North Walsham's Fun Day is on Sunday 29 June at the Memorial Park from midday until 4pm and includes classic cars, vintage tractors, dog agility, fun rides, donkey rides, stalls, live music with local band King Dinosaur and lots more.

A hundred years ago this year, our young men went to war, Because they thought Great Britain was worth fighting for. Each Tom, Dick, Harry and Jack didn’t think that they wouldn’t be coming back. They went into battle in trenches full of mud, into hails of bullets, shrapnel and comrades’ blood. Paschendale, Ypres and the Somme, millions of men died in those foreign fields, Thousands of gravestones, sad reminders of the horrors that battle yields, In the fields of Flanders, where poppies grew, now a yearly reminder that makes us remember The sacrifice all those soldiers made, every 11th of November. Yet still our men go out to fight in foreign lands, to bring stability and peace, if they can. Some of them are dying in Afghanistan, trying to free the country from the Taliban. Soon they will be leaving that country to its own devices, hoping strife will cease, And all the Afghan people will forever live in peace, but I’m afraid, I’m afraid they won’t get release. There will always be bombings and killings, wrought by terrorists who come from Pakistan. We have tried, we have shown the way, we have done all that we can. What for? This is the sadness of war. ST ANDREWS METHODIST CHURCH FLOWER FESTIVAL

The annual flower festival of St Andrews Methodist Church, Cromer Road, Sheringham takes place from Thursday 3 to Sunday 6 July. The festivals have been run for over 40 years and over the years they have grown significantly in both quality of exhibits, size and attendance to become arguably the best festival in Norfolk. Last year the festival attracted well over 3000 visitors with several coach parties visiting this truly remarkable event. A total of nearly £12,000 was raised for church funds with a sizeable donation given to the local branch of Marie Curie. This charity received the most votes from visitors to the festival who were invited to select from several choices of charities.

Every year the floral arrangements of the festival are designed to a specific theme. Last year’s theme was ‘We have a lot to be thankful for’ and our pictures from last year’s festival give a flavour of the quality of the exhibitions and the attention to detail the designers take in covering their subject.

This year’s Festival theme, ‘Journeys and Adventures will be depicted by more than 30 large stunning arrangements and we are confident that the designers of the displays will once again excel in their interpretation of the theme. Throughout the Festival background music, played mainly by organists, will add to the ambiance of the event. Entry to the Festival is free, the money being raised totally from donations and from proceeds of catering and from the many varied stalls run by church members. Examples of these stalls include plants, jigsaws, books, arts & crafts, souvenirs and gifts, jewellery, stained glass art, Christian bookstall, Traidcraft stall, quality bric-a-brac, a raffle and various quizzes.

Catering forms a major part of the Festival and many past visitors have complimented us on the quality of light lunches, cream teas and the extensive choice of cakes that are on offer. North Norfolk Social Centre for the Blind

How quickly the months go round - almost half a year gone and our timetable never stops to conjure up surprises! This is exactly what The Mundesley Community Choir gave us when the Club met at the Community Centre on Thursday 5 June. They were absolutely brilliant, singing a medley of songs by George Gershwin and from Leonard Bernstein's West Side Story. They opened the afternoon with singing The Twenty Third Psalm and finished with the anthem ‘You Raise Me Up’. Those members who had other commitments on that day missed something really special! On Thursday 1 May members met at The Scarborough Hill Hotel for their annual spring lunch, a beautiful cooked lunch of either turkey or roast beef with a choice of sweets which included a lemon meringue pie that was out of this world. The staff were brilliant and assisted our members so well - we really could not fault the afternoon. Our fundraising at the centre on Thursday 5 June raised a total of £59 £36 from the raffle and £23 from the second hand stall. The Club are still looking for new members as I posted in my last script, just pop in on the first Thursday of every month at 2pm and see if you like what we do - it is a very friendly club backed by a great committee who work very hard. We are always looking for different entertainment to make our members afternoon out an enjoyable one.

Local Rotarian Honoured

Local Rotarian, Dave Robertson, secretary of the North Walsham Rotary Club and former mayor of North Walsham, has received Rotary’s highest accolade, a Paul Harris Fellowship. He received the award from Assistant District Governor, Dr Keith Tovey, at the Club meeting on 9 June. The fellowship was awarded in recognition of Dave’s exceptional service to Rotary and the town, and especially as the driving force behind the ‘Angel Packs’ scheme in North Walsham and area. Angel Packs are designed to give immediate relief to anyone who is in distress pending the arrival of the emergency services, and include a variety of items to keep the person warm and comfortable. These are now available in several shops and businesses. In presenting Mr Robertson with the award, Keith Tovey spoke of the importance of this work, and the fact that clubs in other parts of East Anglia (Rotary District 1080) are now considering introducing Angel Packs in their towns.

GoGoDragons! First two sculptures arrive

The moment we have all been waiting for! Deep in the Welsh countryside the Dragon Maker has been busy at work honing the Norwich Dragon for GoGoDragons! In the dead of night and with the help of City Sprint, the first two dragon sculptures made their way to Norwich to be unveiled.

Sally Ann Wilkinson, Director of Wild in Art, commented "We are delighted to be working with Break and the creative communities of Norwich and Norfolk. We are truly excited to be unveiling our new sculpture in a city that has so warmly embraced our events. Bring on the Dragons!"

Sculptured by Chris Wilkinson, Creative Director of Wild in Art, WIA is delighted to unveil the latest addition to their family of sculptures. Taking inspiration from Norwich’s rich heraldic history and the main reference to dragons around the City, they are certain that this latest sculpture is sure to breathe creative fire into Norwich next summer.

Break and Wild in Art will bring GoGoDragons! to Norwich next summer 2015. The first two sculptures have already been designed and the artists, Alex Egan who designed and painted Lily Gorilly and Samuel Thomas of Ray fame (GoGoGorillas!) began painting ready for the Royal Norfolk Show.

With 38 sponsors already signed up and over 100 artists showing interest in submitting designs, GoGoDragons! is well on the way to bring the Dragon trail to life next summer. The Sponsors and Artists brochures will be available in the next couple of weeks.

WHAT SECRETS WILL NORFOLK PEOPLE SPY THROUGH THE KEYHOLE THIS SUMMER?

This summer the National Trust wants people in Norfolk to take a look through the keyhole… and share the secrets they’ve spied. But you can forget all about butlers and chambermaids sniggering at the Lord of the Manor’s bedroom door, because these keyholes come with a difference – they’re outdoors. The Trust wants to encourage more people to enjoy the delights of its wonderful gardens and green spaces, so will be giving visitors special cards featuring large keyhole shapes in the middle. By placing the card in front of a camera or mobile phone, it can be used to frame a great garden view or stunning bit of scenery – giving the impression it is seen through a keyhole. We’re then encouraging visitors to share their photos on social media using #UnlockYourSummer.

The National Trust looks after some of the finest gardens in Norfolk, from formal gardens to wildflower meadows. Its walled gardens provide fruit and vegetables for its restaurants and flowers to decorate its houses. There’s also a host of woodland walks to enjoy and lakesides to picnic by.

Here are some of the best places to visit and take a peek through the keyhole:

• Blickling Hall boasts an impressive parterre, with manicured lawns, hedges and flower-beds arranged symmetrically and dotted with picturesque statues and a fountain. There’s a lush green lawn next to the nearby lake, a perfect spot for picnicking. The Orangery houses a variety of citrus trees, including lemons, limes,

grapefruits and even kumquats as well as traditional oranges. The walled garden is being brought back into use and the fruit and veg grown here can be sampled in the estate's restaurant. There are also wild meadows, leafy lanes and woodland walks to explore.

• Felbrigg Hall’s walled garden is packed with all kinds of flowers, fruit and vegetables - the produce is used in the restaurant and the flowers provide a splash of colour for the house. Many of the fruit trees are still trained flat to the red brick walls. These are well stocked with plums, pears, apples, gages, peaches and nectarines, plus a 250-year-old fig tree that still bears fruit. There are some unusual and rare varieties, including the magnificently named pears ‘Black Worcester’ and ‘Vicar of Winkfield’. You’ll also be able to spot a beehive, peacocks, guinea fowl and an octagonal Dovecote. Felbrigg also boasts an Orangery and a lovely, shady Redwood walk in the West Garden. A short distance from the house is a lake and wetland wildlife habitat that can be enjoyed as part of a relaxing stroll around the estate.

• Sheringham Park’s walkways are perfect for a summer stroll, full of colour and wildlife. The Rhododendrons are still in bloom during early June, while the woodland gives way to surprise views of the coast and sea. Head to the top of the Gazebo and you can see for miles – you might even catch sight of the old steam train as it chugs its way along the old coastal railway line. The Temple is an unexpected delight and not far away you’ll find some ancient, pollarded ash trees, sweet chestnuts with their twisted trunks and oak trees dating from the 14th century.

• Oxburgh Hall’s ornate Parterre is planted during June with colourful Heliotrope and Geranium forming intricate, swirling patterns. The walled garden provides food for the restaurant and flowers for the house. The estate has plenty of wild woodlands and meadows to explore, plus the moat is often home to swans and a variety of fish - if you visit in June you’ll see plenty of baby fish swimming together in shoals. Paston Student Successful in Regional Competition

Paston Sixth Form College student, Ashley Taylor, was selected from many applications for the 2014 Rotary Young Leaders Award (RYLA). Ashley (ex-Cromer Academy) is studying English Literature, History and Law at Paston and has just secured a place at Canterbury Christchurch University. She wants to become a History teacher. The last person to be selected from Paston was Joe Phillips in 2011.

The Rotary Young Leaders’ Award is a week-long residential programme open to talented young people who are completing sixth form/college courses or at university or already working as a young professional. Ashley has won the £600 sponsorship to go to Grafham Water to take part in a week-long programme of activities organised by Rotary members. These will include team building, encouraging and supporting, leadership opportunities, and confidence building. All of these are great skills for a teaching career. Over the past 10 years the Rotary Club has helped sponsor and support Paston students.

Peter Mayne from the Rotary Club said “we were very impressed with Ashley and everything she has already achieved at such a young age”.

Deadline extended to 31 July for households and businesses to apply for assistance from flood support scheme North Norfolk District Council (NNDC) has received applications from over 100 households and businesses in the district for grants from the Flood Support Scheme announced on 1 April. The Council is aware that half as many again might be eligible to apply and therefore is extending the previous deadline to ensure they have every opportunity to get their applications in. The new deadline is 31 July 2014.

The central government schemes, administered locally by NNDC, have been operating from 1 April and are intended to assist those individual households and businesses that suffered flooding to their property in December to increase their capability to withstand any future flooding. Second homes are also eligible to benefit from the Flood Support Scheme, while businesses not necessarily flooded, but who were adversely affected, can apply for funds from the Business Support Grant to reimburse business losses and help with business recovery. The new deadline for all applications is 31 July 2014. Completed forms have so far been received from 108 applicants, around two thirds of the households and businesses that could be eligible to apply. NNDC is hoping that the remaining properties and businesses affected by the flooding, but which might not initially have considered completing an application, will now do so before the new deadline. Over the coming weeks NNDC will be contacting directly those who have not yet applied but are known to have been adversely affected.

The young people of the Victory Explorer unit would like to say a big thank you to everyone who has supported their fund raising efforts over the last nine months.

The majority of the fund raising has been to help fund their trip to Norjam 2014 & with this

NORTH WALSHAM PROBUS CLUB

How certain can we be about our economic recovery? This was the question posed by Dr. James Watson of the UEA to members last month. Economists claim an increase in UK growth of about 3%, with unemployment falling to below 7%, the latter being a critical figure for the Bank of England. Inflation is expected to remain at about 1.7% for the next three years. Why should we be worried, or is it too good to be true? Dr Watson suggests that this will merely put us back to where we were six years, in 2008 when the banking crisis occurred. Six years is a long recession, two years longer that the recession of the ‘thirties. Had the crisis of 2008 not occurred the economy would have grown at an average of about 2.5%, and would now be about 13 – 16% above its present level.

The economy will need to grow at a rate of between 5/6% for us to recover within the next few years, which is impossible, partly because of

the national debt. Notwithstanding the Eurozone crisis, France and Germany’s economies have recovered and now ahead of the UK, although Italy is behind. The most challenging question is whether austerity is the correct policy. Certainly the budget deficit has reduced but the national debt is still rising. The instinctive reaction to a financial crisis is to stop spending. Is this always the right answer? Suppose that instead we invest in our infrastructure, ie railways, roads and airports. Such projects can attract further revenue, and provide employment for those may otherwise be drawing state benefits.

Members were left with a sobering note; the national debt amounts to 18K per head of the population. Economics has been described as ‘the dismal science’. It undoubtedly provides some thought provoking questions. Ted Gadsden

Maintenance and Works tender opportunity for local contractors

North Norfolk District Council (NNDC) is joining with Norfolk County Council to give local contractors the opportunity to put themselves forward for consideration for building maintenance and both minor and major contract works up to a value of £300,000 across Norfolk and adjoining counties. Contractors who meet the criteria will be able to include their names in a set of framework agreements, meaning that they already satisfy basic requirements and therefore will not have

to enter into a separate tender process for each set of works. The framework will be managed by Norfolk County Council, who will, through Norfolk Property Services (NPS), be the primary user, but other public sector bodies, such as NNDC and other district councils, schools, the emergency services, the NHS and housing associations will also be able to use contractors from the framework. Russell Wright, NNDC Cabinet Member for Business Enterprise and Economic Develop-

ment said, “I would encourage all of our local contractors, large and small, to get involved in this process. It means that if they satisfy requirements they will feature on a list of ‘approved contractors’ that will be used by public services across East Anglia, which could bring them some excellent business. “Contractors only have until 30 June to request the framework documents, so I would urge them to find out more right now.”

As is often the case with social care, the current system of charges for home care is the product of small scale step-by-step development, rather than any rational planning. It is therefore extraordinarily complex.

Social care is means-tested. However, there are different charging systems for residential care and for care provided to people in their own homes.

With residential care, if a person who meets Local Authority (“LA”) eligibility criteria can afford to pay for it themselves, and is able to arrange it or has someone who is able and willing to do it for them, it is deemed to be ‘otherwise available’ to them. The LA therefore does not have a legal duty to arrange residential care.

The duty to arrange care and support for someone living in their own home is assessed differently. Providing the person meets eligibility criteria and is assessed as requiring care in their own home, the LA has a duty to arrange it and also to ensure that the care is meeting the person’s needs, regardless of his or her means. The LA can however charge for the support it arranges. This includes domestic assistance, personal care, day care, and other services, in-

cluding transport.

Charging systems for residential care, on the one hand, and for services for people who are still living in their own homes, on the other hand, also differ.

Charges for residential care are determined by national guidance, but charges for care provided in people’s homes, or in a community setting, such as day care centres, are determined locally; although they are subject to national guidance. The law states that a person must not be required to pay more for a service than it is reasonably practical for them to do so.

North Walsham and District Branch of Cats Protection

Cats and kittens come in all shapes and sizes but at this time of the year it is predominantly kittens that take up residence in our pens (and sometimes their mothers too). Recent newcomers include a pregnant mum (now with 4 kittens), 4 kittens, a mum and 3 kittens, a mum with 4 kittens and 3 kittens living outside (with 2 more to be caught). Although still very young all are thriving apart from the young mum with 4 kittens which came into care last week. The mother cat had been living in someone’s garden for the last 2 months and gave birth to the kittens about 3 weeks ago. On arrival in care it was obvious that mum was in poor condition and the kittens not in the best of health. Taken to the vets the next day mum was blood tested and the test indicated that she was FELV positive. A sample of her blood was then sent for further testing at Glasgow University and, thankfully, we have now had the result back indicating she does not have FELV. We were very relieved to receive this news as, unfortunately, any kittens born to a FELV positive cat will also be infected. Although we do have many kittens in care most of these will be going to homes with people on our waiting list.

When cats and kittens come into our care they are all vaccinated for FELV to help prevent the spread of this dreadful disease and to give

Our summer planting campaign is coming to an end now, and even though we have been down on helpers, due in part to family holidays and part illness, we have managed once again to have the town looking good. Despite many appeals for more volunteers, we

them a good start in life. They will all have been checked at our vets (because our fosterers are spread far and wide we do use 4 practices). If we have any concerns regarding the cat(s) health they are blood tested for FIV/FELV, will have a dental if this is required and any other concerns regarding their general health are also discussed and dealt with before they are put on our website to be re-homed. We blood test mother cats wherever possible (if not, one of the kittens, if no mum available). Very often young kittens will have a heart murmur and this will be monitored, although generally speaking this will have disappeared by the time the kitten has its second vaccination.

Council receives over £200,000 to give local sport a boost North Norfolk District Council’s (NNDC) ‘Sports Clubs and Hubs’ project is set to help more local people get into sport thanks to £211,512 of National Lottery funding from Sport England’s Community Sport Activation Fund.

There were well over 200 applications nationally, and NNDC is among 88 projects to receive a share of £15 million of funding to support grassroots sport activity across the country.

Funding for the three-year long ‘Sports Clubs and Hubs’ project will enable NNDC to deliver a range of sporting and exercise activities, designed to encourage those, particularly the older and younger age groups, who currently have difficulty gaining regular access to sports facilities. The project aims to build on the work the council has already delivered through its highly successful mobile gym service. Emphasis will be placed on making these activities self-supporting in the longer term, something that has already been achieved with a number of ‘community gyms’ in the district.

Glyn Williams, NNDC Cabinet Member for Leisure and Cultural Services, said “We are absolutely delighted to receive funding from the Community Sport Activation Fund. It will allow us to develop our sports provision for people who currently have difficulty finding local sports and exercise facilities. We will be able to offer a selection of exciting

non-traditional activities such as martial arts, street dance and dodge ball as a way for everyone to get into sport and get them coming back for more. Our aim is for the activities to become self-supporting after three years, or even sooner if the interest is there, which I am sure it will be.” Designed in response to local demand, the Community Sport Activation Fund allows local authorities, charities and other organisations to apply for funding for innovative projects that will get more people playing sport.

Mike Diaper, Sport England Director of Community Sport, said "It’s great to be working with innovative projects like ‘Sports Clubs and Hubs’ to offer people the chance to get into sport in a way that best suits them.

“The investment being made through the Community Sport Activation Fund is making a real difference at a very local level. I’m particularly pleased that more than half the funding is going into projects in deprived areas, helping more people develop a lifelong sporting habit.” The Community Sport Activation Fund is investing a total of £47.5 million of funding over five funding rounds. Already 156 projects have shared in £27.2 million of funding over three rounds, receiving grants of between £50,000 and £250,000 to provide grassroots sport at a very local level.

The first project is to knit blankets, bonnets and teddies, all of which will be donated to the Newborn Intensive
