2. DEVELOPMENT THEME | Green Infrastructure NOTES: Puts the onus on the city to provide green infrastructure - still reduces the impact on the infrastructure system but the city has to pay for this. There is a large disconnect in the city. There are people within the organization which want to advance -- but there is not specific projects. Grant program for businesses The city has tried to go more green - especially in the landscape and grasses area....city engineering does consider it. City tried its permeable pavement in its first parking lot - maintenance has been an issue - up keep and repair Also issue with tree roots lifting up sidewalk, also lots of utilities have to be located in ROW Dayton is behind the curve but they are trying to catch up This is a great idea but this becomes a maintenance and repair issue (ie green ally and the city hasn’t done this yet). It is within the city’s work plan to do these types of things

3. DEVELOPMENT THEME | Urban Forests NOTES: Different options of what they can do with the vacant land City won’t be as dense as what it was. Revegetate the area - it will require maintenance in the beginning and then it will be left to it new devices In the planning department they are encouraging this... Asset plan is created for the entire city - is this the first step in the asset development/strategy in the statement (can we find out what components have been in other plans - Genisis (expansion of UD, attracted GE), Wright Dunbar) Overall this strategy was not supported

This is for a much larger area -Are standards not enforced even though that the city has it -- there wasn’t any purpose in doing this - people did it more for convenience... programmatically/educationally. You will need a dedicated group in order to do this Initiative with Ohio State University - grow locally (partnership between university and city) Immigrant population is interested in growing their own food because this is their cultural background (this is not city wide initiative but partnership with OSU, Catholic social services)

DEVELOPMENT THEME | Planned Development NOTES: Cooper Ross is an example in Dayton Currently the planned development allows folks to do large scale developments that the underlying zoning would not necessarily support So are what we are saying have a more structured process The planned development that was in the code in the 60’s are not what the standards say today Selfish process from the applicant - but they don’t always fit into the character The city does have a form based code Was the form based code developed from standards within this area In some cases the PD was developed within the scope of what was set at the time it was developed but in the end when it was actually developed

8. DEVELOPMENT THEME | Vacant Sites NOTES: Leave just as they are - lawns maintained by the city Is this acceptable/OK? NO - the city struggles with this because someone thinks that a site is a park instead of a vacant use The city doesn’t have the resources to maintain the vacant Lots...this is why the lots links program was started Site assembly and shovel ready sites are going to be key Legislation authorizing the land bank just approved last year -HUD program (neighborhood stabilization program) -- HUD provided money to tear stuff down and then the sites look like the last picture -- but the city doesn’t have a the means to maintain the grass mowing Short term it might be OK - but the intent is that it would become developable

The city overall is trying to get rid of parks The challenge is that the greenways/open space is not very prevalent - the meaningful creation of this type of space The needs of the community might not be met with all the parks that are in the area -- it has to do with the programming of the parks and how they meet the needs of the community

NOTE so we need discuss how they would phase this and make it happen so you aren’t jumping from #1 to #3
