Introduction Another month seems to have flown by and we are here again writing another introduction for S40 Local, it’s great to welcome some new people and businesses on board and to have their adverts included, and thanks to the people who have been with us before. Thanks also to all of you who pick this up, read it, and mention S40 Local when you contact the businesses, we are getting a great response and many of our businesses have told us they are really pleased. I’m also conscious that you don’t just want to see adverts, so I’m really trying to pick up the pace on gathering community stuff and writing articles of interest. I think in the Community pages you want to know about things going on that you can join in with, get involved with, make a difference with or should know about as it makes life easier. So if you are involved in something that fits the bill then please do get in touch, however, if this is not what you want we also would like to hear from you. Eco-friendly householders in Chesterfield will be throwing open their doors as part the national Heritage Open Days scheme. Eco-renovated buildings around Chesterfield will open to the public for free on Saturday 12th and Sunday 13th September. The weekend will be a fantastic opportunity for people to get up close to eco-features such as solar panels, wood burning stoves, super insulation and rainwater harvesting systems, and see how they work in ordinary houses. Visitors will be able to chat to householders who have eco-renovated their own homes, find out how they could save money on fuel bills, and pick up some DIY inspiration. The event has been organised by Transition Chesterfield, and full information is available on their website: www.transitionchesterfield.org.uk - click on the link for ‘events’. Making Plans For Chatsworth Road In the brief history of Chatsworth Road, featured last month, we promised that this month we’d look forward and see what the future might hold for the area. To make a start I looked up the South of Chatsworth Road Masterplan (SCRM) on the Council’s website, this looks great and I was excited to see what I thought was a development plan for the area. However, on further reading it is apparent that the SCRM isn’t a development plan itself, but an aspirational framework against which future development plans for the area must align. To find out more I sat down with Alan Morey from the Chesterfield Borough Council’s planning department to chat about the framework and understand what it is, it’s role and what happens next. I found out that the council, via public consultation, maintain a borough wide Local Development Plan, the last one adopted by the Council in 1996 . Some policies in the plan focus on 'District Centres' eg: Chatsworth Road, between LIDL and Morrisons. The Pegasus Planning Group, in conjunction with the Council and representatives from the local community were involved in preparing the SCRM. Between them they have developed a framework that sets out what’s wanted from any development that takes place in the area to the southwest of Chatsworth Road (see the map below).
The Masterplan recommends that development provides a mix of commercial and residential properties and sets requirements for developments to address specific problem areas, for example; flooding of the River Hipper, the retention of listed buildings and problems presented by the old industrial sites. And sustainability should be at the very heart of any developments - both in respect of the buildings and the accessibility and amenities for pedestrians and cycles. The resulting requirements laid down by the planning group can be found in the SCRM. The Masterplan
includes clear aims to retain and positively enhance the characteristics of the current landscape, specifically the River Hipper, Walton dam & stables, historic buildings, mature trees, the peace gardens and traditional dry stone walls. To enable these plans to move ahead the first phase of development has to be on the Boythorpe Road site, see map below, this would provide a new commercial area for new and existing businesses, and would clear the way for the next phase, eg: development of the remaining three areas; Walton Works, the land between Factory Street and Furnace Fill and the Griffin works and Wheatbridge Mill. Aspirational Image
So has any progress been made? When the Masterplan was first drawn up there was initial interest in the Walton Works, and plans were submitted for residential development. This initial application was turned down as it didn't align with the requirements of the Masterplan. The proposer went back to the drawing board and was in the process of refining the plans when the dramatic downturn in the economy took place, the developer then shelved the plans and withdrew their interest. Recent successful projects that have taken place to develop the area (which are outside the boundary of the SCRM) include the new Wheatbridge Mills Medical Centre, development at Bradbury Place and the new retail units which are currently being furnished. So in this living working document we have the Masterplan, the desire and the opportunities to develop this area, and it will be used to move forward the aspiration for the River Hipper Valley to become an attractive feature surrounded by a successful mix of both residential and commercial, what we now need is a turn in the markets and the investment and interest to make these aspirations and reality. I note you featured the history of Chatsworth Road, which particularly means the history of its many industries: pottery, textiles, iron, brewing, bobbin making, pill boxes, etc. Just along this one short road! A rich tapestry which you illustrate with pictures of the two Grade II listed buildings. If readers have further interest in our industrial heritage, they might be interested in the North East Derbyshire Industrial Archaeology Society, a bit of a mouthful, NEDIAS for short, we host talks and research on these very topics - visitors are welcome to attend our talks, at 7.30 on the second Monday of the month at Friends Meeting House, Ashgate Road. SAFER NEIGHBOURHOODS NEWS Let me introduce you to PC David Randell. He is part of the Safer Neighbourhood team who are committed to making our community a safer and better place in which to live and work. Each month we’ll be devoting a few column inches to David to keep us posted on local issues. PC Randell issues a newsletter but if you haven’t seen it - here’s what it told you this month. We asked: What are the problems in your community? You Said: Anti-social behaviour around Inkerman Park, Ashgate. We Did: Increase police patrols in the area. Worked closely with the Friends of Inkerman Park to find out when this behaviour is taking place. As a result of steps taken reports of nuisance behaviour have fallen and the Friends of Inkerman Park now feel able to develop ideas for regeneration of the Park. You Said: Anti-social behaviour around Walgrove Road, Walton.

We Did: Increase patrols in the area and continued efforts to effectively tackle all reported incidents of nuisance behaviour. This issue will be an ongoing priority for PC Randell to tackle throughout the year. PC Randell will also be tackling two other priority issues throughout the summer: anti-social behaviour in Somersall Park and anti-social behaviour at Moorland View Road shops.
