In this November issue, we are honored to collaborate with the Japanese Embassy in Lao PDR in order to present the story of the relationship between the two countries on the occasion of the 60th anniversary of Lao – Japan diplomatic relations. We have been provided an auspicious opportunity to interview H.E. Mr.Hiroyuki Kishino, the Japanese Ambassador to Lao PDR, who reports various projects in Laos developed by Japan, as well as details on the anniversary celebrations. Also for this special occasion, Sabaidee Magazine is proud to present food connoisseurs a guide to restaurants in Vientiane that offer authentic Japanese cuisine and delicacies. A lot can happen in 60 years. A boy can grow up, finish college, work in his chosen profession, create a family, and even become a grandfather in that period of time. A lot has happened indeed during the past 60 years of Lao-Japan relations. The Japan-Lao diplomatic relations that started in 1955 have since grown and blossomed in front of people’s eyes; in many ways, literally. Whether one is aware or not, the cooperation and assistance from the people of Japan are very much a presence in people’s lives here in Laos. Over the years, the two nations have not only made tremendous leaps in learning and understanding each other’s cultures, but also cultivated a strong bond through the emergence of socio-economic development in Laos.

On the eve of the 60th anniversary of Japan-Lao diplomatic relations Sabaidee will take you through some of the most outstanding, history-making projects that were made possible by the support of the government of Japan and its people for the people of Laos in various forms such as technical cooperation, grant aid, and loan assistance via their agency here in Laos: JICA. We will also look at the impact of how these projects helped shape the face of Laos, its people’s lives, and of course the tourist industry in Laos.

hongsaly is well-known for its bounty of beautiful mountains and groups of ethnic peoples that make its trekking experiences truly unique. In this issue of Delightful Laos by Lao Skyway, join us as we take our first step onto the road less traveled in Phongsaly. Our first morning’s trek was fairly easy; just a mild hike up and down mountains, passing deforested areas and farms where we merrily greeted locals along the way. We followed the trail, pioneered by the French during the Vietnam War, and arrived at the Nam Long River by lunch. After fording the river an abrupt change began, and the trail became steeper, narrower, and often blocked by overgrown plants. It wasn’t until close to 6pm that we arrived at Changtern, a village up of about 30 homes, and headed to the Village Chief’s house to ask for food and beds. A low candlelit bamboo table with different vegetable dishes was laid out before us. Shotglasses were set in front of each of us. , As guests, we were expected to drink at least two shots of rice whisky, before and after meals. As we drank, we could feel the alcohol in the local whisky burning our insides, and that night it put us into a deep sleep. Our next morning trek was uneventful, and by lunchtime we stopped at Sop Ngam village. The

village sits in a green valley cut through by a river, which provides the locals with plenty of fish. We rode a bamboo raft across the river and continued on the trail, passing tall, thick, yellow Cassie flower bushes. We arrived at New Pei Yesang village at about 3pm. This larger village actually had electricity, and some of the houses were equipped with solar power generators. We gave the village a small tour, and joined the Chief’s family for dinner. Just like the last Village Chief, this Chief started serving local whisky to everyone, and a small party was soon launched. It was a memorable night spent with the kind local people there. The next day we continued our trekking, and by lunchtime we arrived at Old Pei Yesang village followed by Chakkhampa village – our last overnight stop – a few hours after that. The following morning, after four hours spent walking back down the mountain, we eventually saw the Nam Ou River snaking around its base. Trekking in Phongsaly left us feeling so grateful. We felt privileged to experience the pristine forest, the fresh mountain air, and the wonderful generosity of the villagers. Certainly, we look forward to going back again.

In celebration of the 60th anniversary of Laos-Japan diplomatic relations, the 3rd Japan Festival will be held from the 13th to the 15th of November, 2015 at the Laos National Culture Hall. The program will officially start with an opening ceremony at 18:00 on the 13th, and guests will be welcomed with a musical collaboration of wa-daiko (Japanese drums) and shamisen (Japanese guitar).



The highlight of this Festival is the Fukuoka Asia Collection (FACo) fashion show, which will be held from 19:00 to 20:00 on the 14th. At this show, there will also be performances by the famous Lao pop singer Alexandra, the multi-talented Bob Freeman, and the popular group LinQ from Fukuoka.

 

Another attraction of the festival will be booths featuring Japanese products ranging from electronic goods, auto parts, and delicacies particular to the Japanese culture; all provided by 30 Japanese companies and open from 15:00 on the 13th until 21:00 on the 15th.

   

Throughout the Festival, there will also be various events such as music by Japanese pop singers and enka (traditional popular music) singers, performances by TV heros like “Ultraman” and “Masked Rider,” presentations by Japanese companies, and costume-plays. The Festival will conclude with a bonodori (traditional Japanese festival dance) with audience participation similar to a lamvong.

Japan made Laos silver coin to mark 60th anniversary of diplomatic relations Japan produced up to 10,000 silver coins for the Laotian central bank to commemorate this year’s 60th anniversary of the establishment of diplomatic relations between the two countries. The face of the commemorative coin depicts Pha That Luang, a symbolic national temple in Vientiane, while the back of the coin shows a cherry blossom and plumeria, the Japanese and Laotian national flowers.. It has a face value of 50,000 kip ($6). Most of the coins have been sold in Japan at ¥6,171 to contribute profits for further enhancing bilateral ties. Source: The Japan Times

Nam Ngum Hydro Power Plant Project The Nam Ngum Dam project is without a doubt one of the most important projects that happened in the past 50 years as part of the national development plan in Laos. Nam Ngum hydropower station generates most of Laos’ electricity and all the power used in the capital; it is quite literally the engine that drove the economy in the last half century. Japan’s involvement in the project was vital from the beginning; most notably through technical assistance with the construction, and financial cooperation including grant aid and loan assistance in different phases of the station up to the present day. The hydropower plant provides the electricity required to maintain the level of stability that the country needs on the energy front. The new landscape,

particularly the man-made lake, resulting from this dam has the potential to transform people’s lives and provide countless job opportunities in the area. Of course the project was well thought out. The plan was not only limited to considerations of the agricultural and aqua cultural plan, but also aimed at integration with the development plans of the surrounding villages and cities. The pristine green lake is breathtaking and attracts both locals and countless tourists to the area for many eco-friendly outdoor activities ranging from camping to kayaking, and tubing to jet skiing. With a little more development, Nam Ngum could be the next get-away place for people in the city, if it hasn’t become that already.


Wattay  International Airport



                      

The city of Vientiane suddenly got a facelift after its new international airport was built in 1999 with grant aid from the Japanese government. In a land-locked country such as Laos, the international airport plays a crucial role by connecting it with neighboring countries and the world. No project is more closely related to the tourist industry than the Wattay International Airport. Ever since the new airport has been in operation, Vientiane has seen its number of tourists climb up to the sky. To date, the airport has gone through multiple upgrades to improve its services and capacity to cater to increased tourism.



          

Although largely used by locals, the green city bus has become quite a symbol for the city in the past decade. Being a relatively small city where most households own some kind of transportation, Vientiane is facing new traffic-jam problems. Therefore, the Vientiane City Bus project is definitely a welcome relief for many.



Water Supply

           

The majority of the water supply system is also part of the infrastructure development plan that has received a lot of support from the Japanese government throughout the years. Currently, many projects to improve or build water supply systems in provinces outside of Vientiane are underway. We can’t think of Lao New Year without water, can you?

Forest Preservation – Irrigation system Laos is definitely one of the greenest countries in Southeast Asia. But even with its vast area of forests and abundant natural resources, like in many countries the forests of Laos are facing threats from many urban and socio-economic development projects. The sustainable development plan which aims at developing the country while protecting the forest and natural resources has become an integral part of major national development plans. With close cooperation from JICA and its volunteers, many such projects have started in Laos and in various key cities. The eco-friendly and better use of natural resources for sustainable growth will surely be a focal point for Laos and its neighbors as they strive to maintain the region’s rich and diverse ecological system over the next few decades.


 

The Lao-Japan Budo Center

        

Proving that not all projects are work-oriented, the Budo center is a breath of fresh air in a country where football and traditional boxing are the main sports. Karate, Judo, and Aikido are some of the courses provided at the center by volunteers straight from the land of the rising sun. The center has taught many young children and adults to learn not just the technicality of these martial arts but also discipline, patience, stamina, and respect towards one another.

Geographically, Japan and Laos couldn’t be more different. One is an isolated island the other is a landlocked country. However, despite our differences in geography and culture, we find ways to connect, learn from, and help one another. Laos was the first country to receive Japan Overseas Cooperation Volunteers (JOCVs) after the program launched in 1965. That was a time when technological advances in communication and transportation were still lacking and one country was fighting for its freedom while the other was reforming its nation. That says a lot about the level of commitment and friendship between the two countries; a bond that is sure to last for many years to come.

Since 1955, Laos and Japan have overcome various challenges and difficulties to achieve today’s friendly and cooperative relationship, which is as strong as it's ever been. On the auspicious occasion of the 60th anniversary of Laos-Japan diplomatic relations, H.E. Mr. Hiroyuki Kishino, The Japanese Ambassador to the Lao PDR., gives Sabaidee Magazine this exclusive interview. Will you provide an overview of Japan’s development cooperation with Laos? Based upon the Japan-Laos Economic and Technical Cooperation Agreement concluded in October 1958, Japan initiated a number of ODA (official development assistance) projects in this country. Indeed, Laos has been one of the priority countries for Japan’s ODA programs, and today infrastructure, education, health and agriculture have been designated as priority sectors for our development cooperation. UXO (unexploded ordnance) clearance and support for industrial development are also important issues that Japan has prioritized in recent years so that the Lao PDR will be able to achieve sustainable development.

Will you tell us why and in which sectors Japanese companies invest in the Lao PDR? In recent years, the business interests of Japanese companies in Laos have been growing, and indeed, a number of Japanese companies have started new businesses here as exemplified by Nikon, Toyota Boshoku, Aderans, Mitsubishi Materials, etc. During the last three years, the number of Japanese companies operating in this country more than doubled, numbering nearly 130 today.

Some of the most significant ODA projects Japan has implemented in the Lao PDR were the construction and management of the Nam Ngum 1 Hydropower Station in the 1960s, which has supplied power to Vientiane Capital, and the construction of the 2nd Friendship Bridge that was completed in 2006 to connect Savannakhet and Mukdahan along the East-West Economic Corridor.

There are reasons for this. A regional economy is now emerging in the Mekong region, replacing national economies, against a background of improved connectivity in the region and the launch by the end of this year of the ASEAN Economic Community. In this situation, Japanese companies have been keen to find ways to optimize their production, distribution and marketing networks based upon a division of production in the region. Laos is today integrated into this Mekong regional economy.

In 1965, Japan dispatched a group of five JOCV (Japan Overseas Cooperation Volunteer) members to Laos, the first country in the world to which Japan had sent JOCVs. Since then, a total of 742 JOCVs have been

In those sectors, I believe, Japanese investment will continue in the Lao PDR for some time. It will become all the more important, therefore, for the Lao Government to continue its untiring efforts to improve its business environment to keep attracting foreign direct investment for its development. What are the major events celebrating the 60th anniversary of Laos-Japan diplomatic relations? Over the past 60 years, having overcome various challenges and difficulties, our two countries have achieved today’s friendly and cooperative relationship, which remains as strong as ever. In March 2015, H.E. Prime Minister Thongsing Thammavong visited Japan. He talked with the Japanese Prime Minister, and the two agreed to upgrade our bilateral relationship to ‘strategic partnership’, based upon mutual respect, trust, and understanding, in order to further consolidate our mutually beneficial relations and to contribute to global and regional peace and stability. This year, we have implemented various exchange and cultural programs. Among these, two commemorative projects are worth noting as a symbol of long-lasting friendship and cooperation, one to donate Lao elephants to the Kyoto City Zoo and the other to plant sakura trees (Japanese cherry blossom) in Houaphan Province. Elephants and sakura are symbolized in our 60th anniversary logo. In October, we also celebrated the 50th anniversary of the JOCV Program in the Lao PDR, and in midNovember, the 3rd Japan Festival will be held here in Vientiane, in which all are most welcome to participate. In celebration of the 60th anniversary of Laos-Japan diplomatic relations, the 3rd Japan Festival will be held from the 13th to the 15th of November, 2015 at the Laos National Culture Hall. The program will officially start with an opening ceremony at 18:00 on the 13th, and guests will be welcomed with a musical collaboration of wa-daiko (Japanese drums) and shamisen (Japanese guitar). The highlight of this Festival is the Fukuoka Asia Collection (FACo) fashion show, which will be held from 19:00 to 20:00 on the 14th. At this show, there will also be performances by the famous Lao pop singer Alexandra, the multi-talented Bob Freeman, and the popular group LinQ from Fukuoka. Another attraction of the festival will be booths featuring Japanese products ranging from electronic goods, auto parts, and delicacies particular to the Japanese culture; all provided by 30 Japanese companies and open from 15:00 on the 13th until 21:00 on the 15th. Throughout the Festival, there will also be various events such as music by Japanese pop singers and enka (traditional popular music) singers, performances by TV heros like “Ultraman” and “Masked Rider,” presentations by Japanese companies, and costume-plays. The Festival will conclude with a bonodori (traditional Japanese festival dance) with audience participation similar to a lamvong. To celebrate the 60th anniversary of Japan-Laos diplomatic relations and promote a festive atmosphere, more than 150 Japanese representatives of various friendship groups associated with Laos in Japan, including the Japan-Laos Friendship Association, will visit Vientiane.

The image of Japan hasn't really changed much for almost a century - Toyota cars and Nintendo games, or perhaps cosplay and the avid Otaku culture, are all aptly summed up as "Cool Japan". But perhaps all that clichéd stuff is not the Japan you're looking for. If you are a connoisseur of the best, and possibly the cheapest, authentic Japanese local cuisine, such as mizutaki (young chicken hot pot), Hakata ramen (often hawked from rickshaws), mentaiko (A delicacy of cod roe typically spiced with red chili that draws people from all over Japan), or if you simply relish relaxing at a traditional onsen hot-spring resort, Fukuoka is the place to begin your journey. Fukuoka City is one of Japan’s most accessible destinations. Its international airport serves over a dozen major east and southeast Asian cities, and is only a 15 minute ride away from Hakata Station, a hub of the famed Shinkansen bullet train. Travelers from Laos most often use flights from both Bangkok and Hanoi. Fukuoka is located at the northern tip of Kyushu, the third largest island of Japan after Honshu and Hokkaido. With its fisheries and agriculture that sustain kitchens across Japan you are sure to be surprised by its inexpensive yet scrumptious Kyushu cuisine.

With the weakening of the yen Japan has never been so affordable, and this is especially so in Fukuoka, where things generally cost 10-20% less than they do in Tokyo. Beneath Watanabe Dori, the busiest commercial district of Fukuoka, lies the Tenjin Underground City shopping area. Sectioned into 12 parts, it spans 600m from north to south. Whether in a blazing summer heat among the concrete jungle above or on a rainy day, you can seek shelter in this Tenchika. Whether you are simply visiting a washroom, looking for some souvenirs for friends back home, or moving between of the numerous department stores that line the big trunk road of Watanabe Dori above ground, Tenchika has it all.

Seaside Momochi is an urban seaside waterfront built along a vast area of reclaimed land. The modern day development of Momochi coincided with Fukuoka’s hosting of the Asia Pacific Expo in 1989. The development of this contemporary town aimed to showcase a futuristic urban design rid of the clutter that traditional Japanese cities such as Kyoto and Tokyo suffer from. Seaside Momochi is home to several attractive amusements including beaches, museums, and, of course, shopping and dining. The main attractions are centered around Fukuoka Tower and the Hawks Town entertainment complex, which are located about one kilometer apart. The best buys are what the Japanese call "Outlet Brands.” These are sportswear and branded fashion items so significantly discounted, you won’t believe you are buying them in Japan.

You can get to most attractions by Fukuoka City Subway. The best buy is the FUKUOKA TOURIST CITY PASS, which is available at key stations, as well as at Fukuoka Airport. The pass frees you of the hassle of having to constantly buy tickets from the vending machines.

If you're up for a mini-adventure take a bus ride from Watanabe-Dori right above Tenchika, or hire a car for the day, to get up to Aburayama. Arrive by dusk and you are sure to be rewarded with one of the best nighttime views of this miraculous city and its yonder sea. With a bit of luck you might see a few shooting stars to wish upon
