So during our previous council meeting, we have announced the GSDM Budget for the 2013/2014 financial year, therefore we are going to re-visit all our sister Local Municipalities as well as the Public to deliver or report back to them about the Budget for the Financial year 2013/2014. As we are in the last Quarter of the year end, as GSDM we are also pushing the mandate of delivering on the Integrated Development Plan (IDP) which is our guiding document. And we are making sure that all the programmes and services that need to be delivered to the financial year 2013/2014, all reach the intended recipients.

Municipal Manager Councillor CA Habile’s foreword on GSDM’s positive achievement We have developed an action plan to address the matters of emphasis as raised by the Auditor-General. We have solicited the commitment of all the stakeholders to implement the plan and return to the clean audit status like in the previous financial year.
CA Habile Municipal Manager As we are end the third quarter of the 2012/13 financial year, one must again take stock and reflect on our achievements as an institution “striving to excel in good governance and quality infrastructure”. One must indicate that Gert Sibande District Municipality received an unqualified audit opinion with matters of emphasis from the Auditor-General for the 2011/2012 financial year.
We have appointed service providers to assist Lekwa, Mkhondo and Dr Pixley ka Isaka Seme Local Municipalities as an intervention to turn the situation around and realize the 2014 clean audit priority by the Department of Corporative Governance and Traditional Affairs (COGTA). Currently our GIS unit is running a project to assist the municipalities with data cleansing to impact on the revenue enhancement of Lekwa, Mkhondo and Dr. Pixley ka Isaka Seme Local Municipalities. On the acceleration of service delivery, we have been able to commit all our projects as per our Service Delivery and Budget Implementation Plan (SDBIP) and we target to achieve 90% spending come the end of the financial year.
On the water problems at Msukaligwa Local Municipality, we have provided water tankers and our RBIG pipe tapping from the Department of Water Affairs Bulk Water Pipeline that transports water from the Jericho Dam is within our time lines. We are well on track to finalise our plans for 2013/14 financial year as we have achieved the following: • • • • •

Election fever: political parties scramble for born-frees Their votes are very important in guaranteeing that we South Africans live a better life! Their interests are in partying and dating. Some are interested in drugs and engaging in unprotected sex. Hence the biggest challenge that we currently face in the District. A high rate of HIV/Aids infections and teenage pregnancies.

IN less than a year, as South Africans, we will be going to the polls to vote for the government that will be leading us yet again. It sounds easy to say it’s election time – but these elections are more critical; important to all of us like the first democratic elections which saw us as black people vote for the first time on April 27 and 28, 1994. The national elections, which are the fifth since the African National Congress (ANC) took over from the National Party which had run the country since 1948, are critical in a sense that the “born-frees” – children born when SA was liberated, will be voting for their first time in their lives. Those born in between 1994 and 1995, will be 18 and 19 years old respectively, and they are eligible to vote next year. Hence political leaders are scrambling to get the votes of the children who only read about the Soweto Uprisings of 1976, the 1960 Sharpeville Massacre, the State of Emergency that we had to endure in the 1980s and how we fought to have former President Nelson Mandela freed from incarceration after 27 years. The challenge facing our political leadership is not only to convince the “born-frees” to vote for the right political party, but to make sure they get political education. Though it’s not all of them, but there is lack of political involvement from the current youth and the born-frees.
The ANC-led government in Gert Sibande District has chosen the Municipality’s Executive Councillor Mishack Nhlabathi and his team to lead us in making sure that the “born-frees” vote in the national elections. Apart from that, they must make sure that they push the voter registration. They will be visiting rural communities in Gert Sibande District to promote voter registration and an ID campaign. The campaign is to make sure that people who do not have ID’s get them on time to go to the polls. This is the time when the Independent Electoral Commission (IEC) will be working overtime to make sure that every South African who is 18 years and older, get their opportunity to register to vote in 2014. The problem of some of our communities that do not have ID’s was caused by the apartheid legacy where they could not go to deep rural areas to ensure that every South African citizen have an identity document. Since the ANC took over as Government, it has made sure that during the Executive Council Outreach Programmes, communities interact with political leaders. During this face-to-face interaction, Government principals also make sure they bring services to the people like making sure that those who don’t have ID’s apply for them and people who are robbed off their RDP houses, get what their belongs to them. But life will not only focus in the ID campaign and voter registration, it also focuses on service delivery for the communities that voted the ANC into Government. This means people must get basic human rights like having access to clean water and sanitation, among others.
Since Gert Sibande District has rural locations, Executive Mayor Councillor Mishack Nhlabathi and his councillors have made it their duty to reach those communities so that they get registered and those who don’t have ID’s to have them on time to vote for organisations of their choice. The Department of Home Affairs will be doing its best in making sure that voters who don’t have ID’s receive them on time as well. In the District, as much as we have had challenges, our political leaders aren’t hiding or running away from those problems but they are tackling them head-on. In Msukaligwa Local Municipality, where there was a water crisis, there are new developments. A few weeks ago, service providers were working on the final connection at the northern water works in Douglas Dam. The pipeline was successfully tested and began transferring water to affected households and businesses in Wesselton and parts of Ermelo. During his budget speech, Mpumalanga Premier said service delivery must be the Government’s priority. The successful installing of the pipeline is just one example. Since these elections mean a lot to the country, let us make sure that we encourage the “born-free generation”, who are also known as Mandela’s Children, to vote and exercise their right in making our country a better place to live in. Mandela’s Children owe it to Madiba to vote in the 2014 National Elections. After all, they deserve all the attention since it will be their very first time that they do so. As a matter of fact, their votes, just like those of every South Africans, are important in guaranteeing that we all live a better life. On February 23, they had attended the inauguration of Chief Mahlobo just outside Piet Retief. They were there with the newly appointed MECs – Andries Gamede of Human Settlement and Simon Piet Dollman Sikhosana of Co-operative Governance and Traditional Affairs. They were representing Mpumalanga Premier David Mabuza, and they also had a certificate of appreciation that they handed to Chief Yende, much to the excitement of the crowd that had gathered from as early as 6am. The Royal Residence of Ogenyaneni in Mkhondo Local Municipality was a

buzz with traditional song and dance as the crowds were excited. It was not just song and dance, but some people in dressed in their best attire – some in Swazi and others Zulu traditional attire, with women and virgins being as colourful as ever. Those who chose not to dress in their traditional gear, were also dressed immaculately and didn’t want to be outdone either.
“Traditional leaders help with moral degeneration in our society” This was the culmination of the work done by the Provincial Committee on Claims and Disputes on Traditional Leadership. The Committee received 169 claims and disputes. Twenty nine of these were finalised of which only two were found to be valid, hence the official recognition of Chief Mahlobo and Chief Yende. Since the dawn of democracy there have been attempts for the Traditional Authority to be fully recognised. After intervention by the provincial and national government and the Mpumalanga House of Traditional Leaders,

Inkosi Yende was finally awarded a certificate endorsed by the Honourable Premier David Mabuza as recognition of the Traditional Authority and Community. The event was attended by representatives from the Zulu Kingdom, Chief MA Mahlobo, representatives of National and Provincial Houses of Traditional Leaders, MECs Skhosana and Gamede, Executive Mayors Nhlabathi and Mtshali and other councillors. King Goodwill Zwelithini was represented by Chief Mahlobo, who is also his brother-in-law who expressed

Limpopo House of Traditional Leaders was represented by Kgoshi Makgeru and he said Yende’s was in a struggle to obtain the chieftaincy. He further indicated that only those with recognition certificates signed by the Premier will be recognised as Traditional Leaders and Inkosi Yende should take what’s rightfully his. A farmer from Iswepe, K Paul said he was delighted now that Inkosi Yende had obtained his certificate lawfully from the Premier David Mabuza and he was willing to have a longer lasting relationship and working hand in hand with Yende and his people, and strengthening their relationship and alleviate poverty. MEC Sikhosana reminded all those who attended the event that South Africans from different cultures have links with traditional leadership. He appealed for all to uphold their customs and traditions despite they are exposed to. “Recognition of Traditional Leaders will help with moral regeneration that is on decay amongst our society,” said Sikhosana. He further said black and white nations should work hand in hand
in alleviating poverty and to assisting Inkosi Yende to build a peaceful Chieftaincy. The National Council of Provinces taking the Parliament to the people in Mpumalanga Among issues raised by residents was the high rate of unemployment IT is worth noting that a democratic government is the one that continuously interacts and consults with the people. This government is the one that faces challenges head-on and seek ways to deal with challenges. This was evident when the NCOP held its programme of Taking Government to the People in Carolina, in Chief Albert Luthuli Local Municipality (CAL LM) in Mpumalanga Province. One will remember that the town of Carolina made news headlines in 2012 on challenges of water which were reported to be contaminated by mine acid and not suitable for human consumption at some stage. The NCOP found it is apt that as part of it role of ensuring Oversight and Public should create a platform and engage with the people of Mpumalanga, and Gert Sibande District in particular, where issues of water shortages, poverty, unemployment and HIV/Aids prevalence are reported to be high. Of the concerns raised, unemployment was frequently indicated. One of the community members raising issues for the NCOPs attention indicated that the areas of Carolina and Ermelo are rich in Coal mining, but the mine owners are not local people and they also do not employ local people.

The speaker felt that this was daylight robbery as they steal the local economy from the local people who should be benefitting from the local mines. Many issues were raised and scribed by both the officials and politicians present. Issues raised were classified into various categories ranging from Housing/Human Settlement issues, Rural Development and Land re-distribution issues, Youth and Economic development issues, Health and Social Development, Sports and Recreation, Education issues and others. Some of the issues were responded to by the politicians present and some will be attended to in the near future. Some of the politicians present and responded on issues raised included. Ermelo water crisis addressed Short and long term measures taken to improve situation The period of draught which emanated from the water crisis in ErmeloWesselton and adjacent areas is receiving serious attention from the political leadership and officials of Msukaligwa Local Municipality.
The Chairperson of the NCOP MJ Mahlangu and the Deputy President Kgalema Mothlante also addressed the community. “131 houses will be built within the next 100 days for the people of Chief Albert Luthuli Municipality in the Mpuluzi area. People (referring to service providers/contractors) should know that work given can never be postponed, it has to be done and it has to be done in time”.

The Deputy President Motlhante assured people that the NCOP will compile a report of the issues that the people raised and will follow up and provide feedback on progress made in ensuring that their needs are addressed. Many of the members of the NCOP from various provinces visited a number of projects as part of the Oversight role of the NCOP. Apart from the site visits to clinics, hospitals and other projects, and in an effort to curb the HIV/Aids pandemic in the District which has seven local municipalities, Dr Aaron Motsoaledi handed over three fully equipped Health Mobile Clinics as part of the National Health Insurance pilot project. Since January, the municipality has been working together with other sector departments, including the Department of Water , Department of Corporate Governance) and Traditional Affairs (COGTA and Gert Sibande District Municipality to solve the water crisis. However, the crisis has adversely affected the community of about 98 321 with 53 114 residing in Ermelo and 45 200 residing in the township of Wesselton and the adjacent areas. The crisis prompted the leadership of the municipality to convene a Special Council Meeting at Ermelo Council Chamber on January 2 this year with all the good intentions to salvage the unfortunate situation in terms of Section 55 of the Disaster Management Act No. 57 of 2002. Msukaligwa Local Municipality, led by Executive Mayor Sipho Bongwe is on record as saying that Ermelo, Wesselton and adjacent areas were then declared as disaster communities following the Special Council meeting. A notice for the official declaration of the disaster has also been made with the Provincial Gazette as part of the implementation of the Council resolution in which a Joint Operative Committee (JOC). He JOC that comprises Msukaligwa Local Municipality, Provincial Department of COGTA, Gert Sibande District Municipality, led by Executive Mayor Mishack Nhlabathi, and Department of Water Affairs was established to look into the crisis for speedy intervention. The municipality has since developed short- and long-term measures to increase the water levels in the dams and the adjacent reservoirs in the South-West plant, Wesselton and Airport reservoirs and the high-lying areas of Ermelo to ensure that there is equitable distribution of water.
The short term contingency plan, as agreed upon by the members of the JOC, will include the provision of Jojo tanks and a sizeable number of water carts in the strategic areas of the affected communities. The plan will be supplemented by the implementation of the water restrictions programmes to encourage members of the public to use water sparingly and refrain, for example, from using hose pipes when washing their cars and so forth. In a meeting in January at the Ermelo Council Chamber, former Mpumalanga MEC for Corporate Governance and Traditional Affairs, Madala Masuku, and Department’s Director General David Mahlobo, interacted with members of the JOC in a briefing session. It was agreed that the interim Committee would be capacitated with more experts and engineers to address the water crisis in which project re-prioritisation and stakeholder engagement were deliberated. The meeting resolved that the longterm solution would include the feasibility study for the implementation and provision of the bulk line to abstract water from the Jericho Dam supplying through Usuthu-transfer pipeline. All the procurement processes were agreed to be concluded by the end of September 2013, ending the water crisis that has troubled the community of Ermelo, Wesselton and adjacent areas for many months. Traditional Imbizo a success The Gert Sibande Tradional Imbizo, a collaboration with the traditional leaders from 17 tribal authorities, took place at Mayflower’s Mpuluzi Stadium on January 27 and what a colourful event it was

BY LINDIWE SIKHONDE and ZAKHELE SHIBA The Gert Sibande Traditional Imbizo which was held on a hot sunny day in Mayflower [Mpuluzi] Stadium on January 27 was a colourful event. It was not only about colour, it was also dominated by songs and dances and the teenage virgin girls, who were parading at the stadium and danced for the traditional leaders and political leaders, capped a busy afternoon in Mayflower. Who would blame them for flaunting their beauty since the theme of the Imbizo was: Siqhakambisa ubuholi bendabuko, sinakekele ubuholi bendabuko, translated, cherishing Traditional leadership and preserving our arts, culture and heritage. Children as young as five to teenagers who are aged 19, proudly showcased

their traditional attire. The purpose of the Imbizo is to celebrate our Heritage and culture and promote traditional leadership. Old people were dressed in Swazi and Zulu traditional attire, and some men even played with their knobkerries and shields to make the event more exciting. Mpumalanga gospel singer Skorokoro Somzwalane humoured the crowd with his songs, while traditional groups Amathole amnyama, Iqhuga lipholile and Qhubulwazi also entertained. There were also 26 traditional groups from all the tribal authorities who also entertained at the event. More than 2 000 people packed busses from all over 17 Tribal Authorities from Chief Albert Luthuli Local Municipality to grace the occasion that had leaders from the Province, District and Local Municipalities

celebrating the Traditional leaders Imbizo. The Imbizo, hosted by the Traditional leaders together with the Gert Sibande District Municipality, was a worthy event spent with the likes of award-winning maskandi musician Thokozani Langa who had the whole crowd eating out of the palm of his hand when he performed his popular hit songs. When he introduced Gert Sibande District Municipality’s Executive Mayor Councillor Mishack Nhlabathi on stage to speak, the heavens opened. Some guests in the VIP marquee commented that the heavy rain was a sign of good luck. And as soon as Councillor Nhlabathi finished with his speech, the weather cleared again. Throngs of people who attended the event were safe in the marquee as

Out of the three Districts in Mpumalanga, Gert Sibande prides itself for having a great relationship with the traditional leaders.” He said it is important that Amakhosi play a role of representing their communities and work hand in hand with the Local and District Municipalities. The focus area of this partnership includes, although not limited to, participation in the local initiatives that are aimed at monitoring, reviewing or evaluating government programmes at local communities. This includes advising the District Municipality on matters pertaining to the development of planning frameworks that impact on traditional communities, customary law, customs and the development of the by-laws and the participation in the local programmes that have the development of rural communities as a main object, said Nhlabathi. Chief Albert Luthuli Local Municipality’s Executive Mayor Councillor Busisiwe Shiba told the crowd that her municipality will always work hand in hand with all the Traditional Leaders and attend to service delivery issues all the time.

BY Zakhele Shiba It was a road show of the Presidency, and it coincided with the International Day of Persons with Disabilities on December 3. President Zuma celebrated the day with people of Mpumalanga through the Siyahlola Performance Monitoring Dialogue. People from all nine provinces across the country attended the event, which was well organised, and guests were served with breakfast and lunch. Being hosted by Premier David Mabuza, President Zuma was accompanied by Cabinet Ministers: Angie Motshekga (Basic Education), Bathabile Dlamini (Social Development), Lulu Xingwana Women, Youth, Children and People with Disabilities and her deputy Hendrietta Bogopane-Zulu, Collins Chabane (Minister in the Presidency in the Department of Performance Monitoring and Evaluation ) and his Deputy Minister Obed Bapela, Mildred Olifant (Labour) and Deputy Minister of Justice and Constitutional Development Andries Nel. Earlier in the morning, President Zuma could not land at the airport in

Mbombela due to bad weather, but Premier Mabuza continued with the job at hand of visiting the site projects that benefit people with disabilities around Mbombela with MECs and the Executive Mayors. Gert Sibande District Municipality’s Executive Mayor Councillor Mishack Nhlabathi was also part of the entourage that visited the sites. Councillor Nhlabathi later joined the President when he addressed guests who had come to celebrate the day and also given time to raise critical questions that affect them. When President Zuma and his entourage eventually arrived at the venue after driving from Pretoria to Mbombela, guests were given an opportunity to engage Government with any fear of reprisals – President Zuma gave them a leeway and told them to ask the Government representatives any kind of questions that they felt they wanted answered. He said: “We need to create a situation where government interacts with people.

We are here today as Government that works for you as a reality, and not a token.” Different speakers who suffer from different kinds of disabilities from Down Syndrome, Albinism and those who claim they are not given business opportunities by agencies like NYDA, vented their frustrations and anger. STATE OF THE PROVINCE ADDRESS BY PREMIER DAVID MABUZA: EDITED VERSION ‘A lot of our people still face challenges of service delivery but not all is gloom and doom’ Creating decent work and sustainable livelihood Despite the shrinkage of economic growth between 2010 and 2011, we created 36 000 jobs between the fourth quarter of 2010 and the fourth quarter of 2012.

Our sustainable development and environment will be focusing on: water and sanitation in partnershio with Eskom – a project aimed at improving water supply to communities, schools and health facilities within four local municipalities in Mpumalanga at a budget of R7,5 million.
The province at glance Population: The 2011 Census, they show that the Mpumalanga population has increased from approximately 3,3 million to 4 million over the past ten years, representing a 20% increase – the third largest increase of the nine Provinces. Of this 4 million people, 69.4% constitutes the youth cohort of zero to 34 years of age. Unemployment: The fourth quarter of 2012 is showing unemployment rate of 29.4% - the third highest of the nine (9) provinces. More than 75% of the unemployed are youth, young people between 15 to 34 years of age. To be more precise, the youth unemployment rate is standing at 43% - quite an alarming percentage indeed. Poverty: In 2011, Mpumalanga’s poverty rate was at 41.6 %, showing a 4 percentage point decrease from 45,6% in 2010. An estimated of 1.59 million of citizens who lived in households with an income less than the poverty income decreased from 1.72 million in 2010 to 1,59 million in 2011. Ehlanzeni still remains the highest with 45.3% poverty rate and Nkangala being lowest at 33.5%. Economic Growth: In 2010, the economic growth rate of Mpumalanga was at 3,1% but decrease to 2,3% in 2012, however, it is forecast to swing back to 3,1% in 2013, subsequently increasing steadily to 4.5% in 2016.

Water delivery to power stations is planned by end April 2013 and opportunity exists for access to Kriel Town from the Komati Water Scheme Augmentation Project. About R25 million for the pipeline from KWSAP to Kriel Town would be spent.
Improving the Quality of Education As a Province, we are encouraged that, over last three years, our grade 12 results have shown sustained improvement. Our grade 12 performance increased from 47.9% in 2009 to 70 % in 2012. This means that a total of 32 807 young people in the province obtained their National Senior Certificates in 2012. Of these, 9 495 met the requirements of the Bachelor programmes at higher education institutions. Work towards the establishment of a University in the Mpumalanga Province by 2014 is gaining momentum. The Department of Higher Education and Training has confirmed that the University to be established in the province will be a comprehensive university, offering both traditional and university of technology type programmes. On the prvalence of HIV/Aids
Job creation Over the first 6 months of 2012/13 financial year, Mpumalanga created a total of 40 690 job opportunities through the Expanded Public Works Programme (EPWP). The main beneficiaries of these jobs were 33 674 young people and 25 228 women. As a result, the Province was eligible to receive an incentive grant of about R56 049 million for exceeding its target for creation full-time equivalent jobs. All 21 municipalities collectively received an incentive grant of R29 794 million whilst 6 provincial departments received R26 255 million. Rural Development and Land Reform for sustainable livelihood We have managed to reach 76 890 households through the Masibuyele Emasimini programme. This programme is running concurrently with the Masibuyele Esibayeni Programme through which more than 2,000 improved breeds have been distributed to farmers across the province mainly in the CRDP sites.

The HIV/Aids prevalence rate has increased from 2010 at 35.1 to 36.7 in 2011. Gert Sibande district has the highest HIV prevalence amongst the districts in the country at 46, 1% in 2011 as compared to 38.8% in 2010. To respond to HIV and Aids challenges, we will strengthen the implementation of National and Provincial HIV, STI and TB Strategic Plan for 2012 – 2016 and improve coordination among all sectors of society in the implementation of HIV and Aids programmes. We will engage with the traditional leadership in the province to strengthen our cooperation in the roll-out of the Male Medical Circumcision programme. We need to promote male circumcision and ensure that we perform more than 500 000 circumcisions a year. This will yield a positive impact in containing this epidemic. Fighting against corruption In the 2012/13 financial year alone, approximately 334 officials were charged for doing business with the
District Budget 2013 provincial government and municipalities. Sanctions ranging from final written warnings to recovery of earnings have been imposed. Approximately 56 officials were charged with fraud and corruption. The majority of these officials were dismissed, demoted and had salaries docked. Expanding access to basic services The 2011 census report indicates that, out of the 1,075, 487 households, 87.4% have access to water, 61.3% to sanitation, 88.3% to electricity, and 44.3% have their refuse removed. While access to basic services have improved, a significant number of our people are still facing challenges of service delivery relating to water, electricity, roads and other amenities. Of the many service delivery challenges, access to water tops the list. As government, we have made a commitment to attend to the persistent problem of bulk water and sanitation infrastructure. We have assigned the Mpumalanga Economic Growth Agency (MEGA) to translate this objective into reality. We are pleased to report that the eight identified municipalities of Mbombela, Nkomazi, Chief Albert Luthuli, Mkhondo, Emalahleni, Dr. JS Moroka and Thembisile Hani have concluded a high level Memorandum of Understanding and Service Level Agreements with MEGA. We are expecting that by mid–April 2013, contractors will commence with the construction work. Not all is doom and gloom Let me congratulate Steve Tshwete Local Municipality, Ehlanzeni District Municipality, the Department of Finance, Mpumalanga Gambling Board, and the Office of the Premier for obtaining clean audit opinions. These institutions will be used as best practice models for all government institutions as they implement initiatives to move towards unqualified and clean audits.
Gert Sibande unveils R471m budget for service delivery BY Solly bila The Gert Sibande District Municipality Council has approved the budget of R471,043,877 for the year 2013-2014, which starts on July 1 2013. District Executive Mayor Councillor Mishack Nhlabathi unveiled the budget during his first State of the District Address (SODA) May 30 2013 at the District offices in Ermelo, Mpumalanga. Speaker Councillor Snana Dlamini tabled the annual budget at the council meeting attended by delegates and councillors from all the Local Municipalities and the opposition parties. The 2013/2014 District’s budget consists of R40 million capital budget and R169 million operational budget. Executive Mayor Nhlabathi said the budget will assist the District in fasttracking service delivery challenges across all the municipalities and assist in health, education, crime prevention, rural development and fighting crime. The District Municipality has also allocated R148,897,857 million to the all seven local municipalities and cement providing support and capacity through bulk infrastructure development.

The youth across the District will benefit from the R1.1 million allocated for Sports, Arts and Culture; R1 million for the annual Gert Sibande District Marathon; R1.5 million for educational bursaries and R750, 000 for youth development programmes aimed at assisting with capacity building for the District’s youth. In responding to the national outcry of fighting and reducing high alarming infections of HIV/Aids, which is at 46 percent in the district, the Executive Mayor and his council set aside another R1.3 million for the co-ordination of HIV/Aids programmes. Also as part of intensifying relationships with the house of traditional leaders, a budget of R1.2 million was allocated to the District’s House of Traditional Leaders. This will assist in addressing the needs of far rural communities while instilling culture through the continuous interaction with traditional leaders’ programmes and annual events. The 2013/2014 District’s final budget also emanates from two weeks of District’s public consultations which allowed residents, business and civil society an opportunity to make their inputs and raise their opinion during the finalisation process to make it a people centred budget.

As you all know by now, he has dramatically reshuffled his Provincial Government with a view of intensifying and accelerating service delivery.
He has been visiting all municipalities to see for himself why there are such challenges that have impacted negatively in his Provincial Administration. If we don’t change our attitude, amabruko azogcwala umoya colleagues. Dismissals will also go to departmental directors that have dismally failed to manage their departments. All non-performers will be identified and removed from the system. The municipal manager must stand up and deal with the cancer of laziness,
dodging (work), late-coming (at work), failure to respond to public complaint, abuse of leave, laissez-faire attitude from officials, mismanagement, maladministration, and all forms and types of malfeasance that is taking place in this municipality. Contractors giving us a raw deal must not be paid for performing unsatisfactory work and must be named and shamed. They must be fired, must be blacklisted – they must be removed from Govan Mbeki Municipality (GMM) database.

A collaboration to combat HIV/Aids ‘It’s prevalence rate at GSDM is at an alarming rate ... we have to strategise and fight it’ BY LINDIWE SIKHONDE With HIV/Aids pandemic likely to wipe out residents that live in the Gert Sibande District, it was time to strategise on how to combat the disease. Gert Sibande District Municipality (GSDM) and the seven Local Municipalities that fall under the District met for an HIV/Aids Strategic Planning workshop that was held in Badplaas in Chief Albert Luthuli Municipality. GSDM Executive Mayor Councillor Mishack Nhlabathi and his counterpart at Msukaligwa Local Municipality, Councillor Sipho Bongwe were leading the delegation. Also in attendance were GSDM’s Madam Speaker Councillor Emily Snana Dhlamini, and other councillors Aubrey Maboea, Joshua Nkosi, Busisiwe Sikhonde, Nhlakanipho Zuma, M. Tsotetsi of Dipaleseng, Clr N Sitsoni of Lekwa, Clr S Nkosi of Lekwa, Clr Q Thabede of Albert Luthuli and Ms Maelane of the Office of the Premier well all present. Cynthia Mkhwanazi, who was Acting General Manager at Community and Social Services welcomed the service provider Dr Lawrence Gadzikwa who

Executive Mayor Nhlabathi said: “The HIV prevalence rate at GSDM is at an alarming rate thus the reason we all have to gear up and come up with strategies of fighting this epidemic. Gert Sibande District Municipality is presently at 38.8%, and that being the highest amongst the three Mpumalanga Districts.

as much as is practicable, aligned this District Strategic Plan with National and Provincial obligations, commitments and targets in respect of HIV, STIs and TB. “The 2012-2016 District Strategic Plan is a major milestone in which the HIV and AIDS, epidemic is addressed comprehensively together with its sister diseases – TB and STIs. We view this as the period for greater involvement of all sectors to facilitate a better managed well resourced, efficient and effective multi-pronged response; as such more prominence is bestowed on multi-sectoral involvement.” He said the District was dedicated at lowering the status and asked other role players to assist. “As we continue to advocate for Zero new HIV, TB and Sexually Transmitted infections; Zero deaths associated with HIV and TB; and Zero discrimination, we need to realise that the District Strategic Plan is only the beginning, and that the real work lies ahead. Once the District Strategic Plan has been finalised, we will be cascading the same process to the Local Municipalities and also come up with their Implementations Plans...”

The municipality welcomes the appointments of Sibongile Zikalala in Planning and Economic Development (PED), Sibusiso Vilane in Infrastructure and Technical Services (ITS) and Maqhawe Kunene in Community and Social Services (CSS).

Kunene was born in Tjakastaad, near Elukwatini in Chief Albert Luthuli Municipality. He has a B.Sc degree (Microbiology & Biochemistry) and a B. Sc Honours (Microbiology) from the University of Zululand.
The mother of two children hails from Pretoria but grew up in Vryheid, in northern KwaZulu-Natal. She now stays in eMbalenhle, Secunda. Sbosh, as she is commonly known, is a former Head of Department of Environment and Tourism and Planning at Govan Mbeki Local Municipality.
‘Sbuda’ is from Centurion, Pretoria. His started an assistant engineer at Transnet in 2000. He spent some time with Eskom, NERSA, PBMR before rejoining Eskom as a Chief Engineer in 2008. He has BSc (Physics/Mathematics) from the University of Zululand, a BSc Electrical Engineering from the University of KZN and a Management Development Programme from the University of Pretoria.
Govan Mbeki Local Municipality, which is in Secunda, and also home of petroleum industry Sasol, falls under Gert Sibande District. By the nature of its size, four of its local municipalities have been place under Community Rural Development Pro
He also has a Diploma in Train Driving Duties, and a Diploma in Human Resources from Oxbridge Academy, Cape Town, and Safety Management Training from Nosa. He is studying towards his B.Sc in Rail Operations through Glasgow Caledonian University in the UK.

Her responsibility is to give strategic directive in facilitation, coordination and implementation of the following functions: Planning, Economic Development (PED), tourism, job creation, GIS, Rural Development.

May your soul rest in peace THE police are yet to make an arrest for the murder of Joshua Maseko, former Acting Municipal Manager at Dipaleseng Local Municipality. His body, who was 37 when he was murdered, was found alongside that of Nelisiwe Mzamo, 27, near a park in Standerton on December 9 last year. The bodies of a municipal manager and the woman were covered with rubbish in Nelspruit, Mpumalanga, police said.

Police said Maseko had been hit with a sharp object and they also believed Mzamo was strangled. Police spokesperson Colonel Leonard Hlathi said the motive for the killings was unknown. Dipaleseng’s Municipal Manager David Vusi Ngcobo said the police are updating them about the developments on the matter. “The police last spoke to us in March and they said they haven’t made any arrest as yet,” Ngcobo said.

During Maseko’s memorial service, which was held at Gert Sibande District Municipality, speakers mentioned what a humble person Maseko was. Before being seconded to become acting municipal manager on January 11, last year, Maseko was the General Manager: Corporate Services. He joined Gert Sibande on October 19, 2009. He was buried in Bethal on December 16 last year.
